DOE pushes solar power for MSMEs DOE Undersecretary Arwin Ardon

HE Department of Energy (DOE) has announced that it will provide technical assistance to all micro, small and medium enterprises (MSMEs) who are willing to use solar energy in their respective businesses.

Speaking during the 5th Mindanao Businessweek Leaders and Entrepreneurs Awards last Saturday in Cagayan de Oro City, Energy Undersecretar y Arwin Ardon said the DOE plan is hoped to materialize in 2017.

CAGAYAN DE ORO CITY – The 18th City Council in its 16th regular session enacted Ordinance No. 13129-2016, approving the Updated Safe Closure and Rehabilitation Plan of the City Controlled Dumpsite located at Upper Dagong, Barangay Carmen, in Cagayan de Oro city. In compliance to Republic Act No. 9003 otherwise known as the Ecological Solid Waste Management Act of 2000, the 10-year solid waste management plan of the city endeavors to have a City SWM program that will provide for adequate and environmentally-sound disposal facility for solid waste generated in the city,

thereby, promoting reuse, reduce and recycle and that communities have access to integrated and cost-effective management of solid waste. It was also learned that in compliance to Section 37 of the aforesaid act, the updated safe closure and rehabilitation plan of the city controlled dumpsite was approved by the Environmental Management Bureau on June 10, 2015. It can be recalled that the amount of P100 million has been appropriated under Supplemental Budget No. 1 for the establishment of the Sanitary Landfill (SLF). This budget would cover expenditures for technical

and environmental assessment and detailed engineering design which are currently being finalized for the submission of the SLF project plan as required for the appropriation. Moreover, this budget is also intended for lot acquisition and the initial establishment of cell, which will accommodate the waste upon final closure of the existing city-controlled dumpsite. Another allocation in the amount of P100 million has been proposed under the 2017 Executive Budget for the full implementation of the said project.

SSS supports lawmakers Fish Conservation Week 2016 calls for cleaner, pollution free ocean – BFAR in pursuing meaningful By Jasper Marie Oblina-Rucat

CAGAYAN DE ORO CITY – The 53rd Fish Conservation Week this year calls for the need to clean and make our ocean pollution free, says Bureau of Fisheries and Aquatic Resources (BFAR) regional director Visa Tan-Dimerin. In Talakayan sa PIA on 20 October 2016, she explained that the annual celebration is to give importance for the need to conserve for sustainable development so that we will always have fish in the ocean. Dimerin said that the focus now is the clean-up activity in coastal areas such as coastal clean-up, scubasurero, and IEC with

coastal communities on waste disposal. Meanwhile, Asuncion J. Maputol, chief, Fisheries Management Regulatory Enforcement Division said that they have been conducting an IEC on RA 10654, an act to prevent, deter and eliminate illegal, unreported and unregulated fishing, amending Republic Act No. 8550, otherwise known as “the Philippine Fisheries Code of 1998” and its Implementing Rules and Regulations. She said that penalty is bigger this time from simply two boxes of fish to P200,000 to P500,000 depending on the gravity of the offense. They have

recently signed a MOA on Regional Task Force Against Illegal, Unregulated and Unreported Fishing where commercial fishing boats are monitored and penalized once caught fishing in restricted waters. In terms of fish supply, Dimerin said that there are factors for it to be substantial. Since time immemorial, region 10 has never had surplus on fish production because of population and fast growing urban areas, said Dimerin. That is why it is just ok to see fish carriers from other regions. This way, price will be balanced. Right now, she said we are slowly growing our aquaculture such as fish cages, mariculture park,

seaweeds, fish pen in inland waters. Somehow, we have increment of aquaculture in seawaters, she said. Aside from that, she said that we could not really determine where these fish catch come from because the counting of BFAR is based on fish landings. There are commercial fishing boats that fish in Cebu and other parts of the country but land here in Cagayan de Oro or region 10. Currently, BFAR also conducts research such as monitoring stock assessment program and now introduces shell gardening project in Lanao del Norte and Misamis Occidental. (JMOR/PIA10)

pension reforms The Social Security System (SSS) has expressed support for lawmakers in addressing the need for meaningful pension reforms to ensure the long-term sustainability of the pension fund. Newly-appointed Social Security Commission Chairman Amado D. Valdez, former dean of the University of the East College of Law, said that SSS management is supportive of a sustainable pension increase anchored on viable funding support mechanisms being threshed out in the House of Representatives (HoR) and the Senate in consultation with the SSS actuarial experts. “We understand the need for higher SSS pensions. However, merely mandating to grant an across-theboard pension increase without any mention of how exactly the system will sustain it over the long term may not suffice,” Valdez said. Lawmakers are studying a total of 13 different bills currently filed in the HoR and another six bills in the Senate. The bills offered no source of funding to sustain the additional benefits which amount to billions of pesos every month. “SSS is a defined-benefit system so the current fund is obligated to its present members who are entitled to six types of benefits based on qualifying conditions. Widening the base for contribution collection is a short-term solution but the fund will eventually dry up by 2025 because right now, the return of every peso contribution is P16 on the average,” Valdez said. Implementing the P2,000 pension increase, for instance, would require an additional P56 billion on

the first year alone to fund the 12 monthly pensions and 13th month pensions of more than two million SSS pensioners. SSS pension release grew at an average rate of eight percent annually for the last five years. Based on results of actuarial studies presented during legislative meetings, SSS recommended the corresponding increase in contribution rate, government subsidy or a combination of both as options for funding the pension increase. Unlike the Government Service Insurance System (GSIS) which applies its 21 percent contribution rate on the entire income of public sector employees every month, SSS implements a much lower 11 percent contribution rate that covers a maximum monthly income of only P16,000. Valdez said that he believes that lawmakers are also aware of repercussions of steep benefit increases without the corresponding source of revenues, which in the past had reduced SSS fund life to as short as 16 years based on the 1999 actuarial valuation. “From 1980 to 2002, SSS pension increases of up to 20 percent were implemented a total of 19 times, sometimes even twice within the same year, while the contribution rate remained pegged at 8.4 percent for the same 23-year period which shortened the life of the fund,” Valdez said, who cautioned against repeating the mistakes from the past. Valdez said “We will still continue to look for ways to further enhance the system’s efficiency and prudently manage SSS spending so we can reserve more funds for higher benefits.”
