OSARIO, Agusan del Sur—A village councilman allegedly involved in shabu (methamphetamine hydrochloride) trade was gunned down after he engaged in a shootout with raiding police operatives in his house late Thursday night. Chief Inspector Bonifacio Estrella Jr., local police chief, said the slain suspect, Barangay 3 Kagawad Potifar Canonigo, 56, who was chairman of the peace and order committee in the village council, has been

SAN FRANCISCO, Agusan del Sur – The Provincial Agrarian Reform Office of Agusan del Sur announced that the Amoma Care Virgin Coconut Oil of the Kaagap Multi-Purpose Cooperative (KAAGAPMUCO) has received its License to Operate (LTO) from the Food and Drugs Authority (FDA). In a media launch held last October 21 in the Activity Center of Gaisano
Grand here, the Department of Agrarian Reform (DAR) said this is the first food product assisted by DAR in Region 13 to have its LTO. During the activity, DAR Regional Director Julita Ragandang congratulated KAAGAPMUCO in acknowledgement of the effort it underwent in processing the LTO. “I understand the hard-
ships you went through, but this is a manifestation that if we only cooperate and pursue, we will reach our dreams,” she added. Ragandang expressed support for the cooperative’s development and business plans through DAR’s loan program for ARB cooperatives under the Agrarian Production Credit Program (APCP). DAR also said that the release of the LTO would allow KAAGAPMUCO to
bring the product to bigger markets not only locally but also internationally. KAAGAPMUCO General Manager Maximino Robles said that the cooperative is now receiving good business offers from local and international markets. “But the FDA-LTO will surely bring us more,” he remarked. Agriculture – Regional Field Office 10 (DA-RFO 10) recently honored the Quality Corn Achievers (QCA) Awardees during the Regional Achievers Awarding Ceremony, held in the city. “For this year, the Corn Program is proud to have
produced a total of 16 achievers, as without them, it would have been difficult to convey the interventions from the national government down to the grassroots level relative to the corn industry,” Rosell P. Tuba-on, regional corn focal person said.
Harnessing local level participation in ensuring the effective implementation of the agency’s programs, projects and services are the region’s commendable corn-producing areas, agriculturists, coordinators and agricultural extension workers (AEWs).

MALAYBALAY CITY — National Food Authority (NFA) is encouraging rice farmers in the province to sell their “Palay (unhusked rice)” to NFA in either freshly threshed or dry state. Mila P. Tanguamos, NFA provincial manager said they are now buying clean and dry Palay at P17.00 per kilogram with additional incentives such as cooperative development incentive fee (CDIF) of P0.30/kg; dr ying incentive fee of P0.20/kg; and deliver y fee ranging from P0.20/ kg to P0.50/kg depending on the distance from farm to the buying station. She explained that the P0.30 CDIF is intended only for farmer-members of registered farmers’ cooperatives. Likewise, NFA Bukidnon spokesperson Ma. Socorro S. that there has still not been one scientific study which can prove that homosexuals are born that way. In fact, it is just the opposite. All the research and studies have shown that homosexuals can make the choice. If people are born with any homosexual tendency at all, it is no different than any personality tendency like someone born with a bad temper. Do we say it’s OK for that person to lose control of his temper and murder people because he was born that way? Of course not! He’s still free and able to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency
toward homosexuality, he’s still free and able to choose not to become homosexual. If homosexuals were born that way and God made them with no choice, then why does He say homosexuality is so wrong and condemn it as sin? Throughout the whole Bible, God strongly condemns homosexuality as sin which is opposed to the clearly natural, right way He created us humans to live and reproduce. Remember, God created us Adam and Eve, not Adam and Steve. Just like we are born free to choose whether or not we will be adulterers, murderers, thieves, liars, alcoholics and vicious gossips, we are also born free to choose whether or not we will become homosexual. The new legislation subjects the BND to monitoring by an “independent panel” of two judges and a federal prosecutor and a “permanent commissioner” from the Interior Ministry. It stipulates that surveillance of international communications networks must be authorized by the Chancellor’s Office rather than by the BND itself and explicitly prohibits economic and industrial espionage. The new laws also provide for better protection for whistle-blowers within intelligence services and subjects the BND to annual public hearings instead of private ones, as has been the case. The reforms also explicitly allow the BND to direct espionage operations at EU institutions and other
EU member states, if they are aimed at gathering “information of significance for [Germany’s] foreign policy and security.”The reform also permits the BND to cooperate with foreign intelligence services like the NSA if it serves specific purposes, including fighting terrorism, supporting the German military on foreign missions or collecting information concerning the safety of Germans abroad. PREACHING GOD’S WORD TO THE DEAD? In just a few days, the Philippines will commemorate once more its tradition of visiting cemeteries and the graves of their loved ones, in an event that is alternately called “All Saints Day” or “All Souls Day”. Depending on the practices and beliefs of the people in a town or locality, the event is held either on November 1 or November 2. But, do Filipinos really know the significance of these commemorative festivities (yes, festivities, because many usually take advantage of the day to hold reunions of the living, indulging in food and drinks like it was Christmas or New Year)? That is the more important question that must be addressed, in view of the event’s repercussions for
eternity. You see, there are several parts of the Bible which tell us that the living have the responsibility to preach the Word of God to the dead, not just pray for them. -ooo PREACHING TO THE DEAD TO SAVE THEM FROM HELL: In fact, in these verses, the Bible does not tell us to pray for the dead---rather, it tells us to proclaim God’s Word to the dead, so that, even if they died as sinners, they would still be entitled to spend their eternity with God. What are these verses? I have already been challenged to prove that the Bible contains verses about the need to preach theWord of God to the dead. Let us point to just one verse today, while we will tackle the other verses in our succeeding
issues. The first verse is 1 Peter 3:18-20. The first of these verses say: “For Christ also suffered once for sins, the righteous for the unrighteous, to bring you to God. He was put to death in the body but made alive in the Spirit… -ooo HOW CAN WE ASSURE HEAVEN FOR THOSE WHO ARE ALREADY DEAD? The others verses have this clarification: “… After being made alive, he went and made proclamation to the imprisoned spirits---to those who were disobedient long ago when God waited patiently in the days of Noah while the ark was being built…” Surely, this is a powerful verse about saving those who already died, even if they died in sin. Php8M-worth agri-support to be given to Lanao Norte

n sync with the efforts in amplifying the socioeconomic condition in Conflict-Affected Areas (CAAs) in Mindanao, the Department of Agriculture-Regional Field Office 10 (DARFO 10) pledged to extend agri-support worth Php8 million to the province of Lanao del Norte.
The assistance will be turned-over to the beneficiaries on October 22, 2016 at the Mindanao Civic Center, Tubod, Lanao del Norte during the simultaneous launching of the Comprehensive Reform and Development Agenda (CRDA) for the Autonomous Region of Muslim Mindanao (ARMM) and
CAAs in Region IX, X and XII. DA-RFO 10 committed assistance from their banner programs including 245 bags of certified rice seeds, 5,820 bags of OpenPol l i n ate d Var i e t y (OPV) corn seeds, 1,200 packets of lowland vegetable seeds, 40 packs of forage seeds, and 500 pieces
of planting materials for forage. The said launching is relative to the directive of the president “to bring the programs and services of the national government to ARMM and other CAAs in Mindanao.” Together in this endeavor are other government agencies namely, Department
of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHEd), who will also present their respective poverty-eradication

Domestic traffic is expected to increase for this year’s semester and holiday break, with forward bookings reflecting growing demand for air travel to and from key destinations across the country. DE P E D t h rou g h t h e School Health Division – Bureau of Learner Support Services shall implement the school-based feeding program for SY 2016-2017 to address undernutrition and short-term hunger among public schoolchildren. The program will cover an estimate of 533,425 severely wasted and 1.3 million wasted children from kindergarten to Grade 6. The program primarily aims to improve the nutritional status of the beneficiaries by at least 70 percent at the end of 120 feeding days. Secondarily, it aims to increase classroom attendance by 85 percent and improve the children’s behavior. S cho ol he a d s and principals are expected to monitor the feeding activities and program
implementation on a daily basis. With that, all schools shall establish and maintain the Gulayan sa Paaralan as a source of ingredients for the feeding program and shall encourage the families of the beneficiaries to have their own home gardens so that nutritional improvement is maintained at home. Along that line, the school district supervisor shall coordinate with local agriculture officials to provide training and seedlings for their home gardens. Bio-intensive gardening is an ecological approach which makes the best use of available natural resources and does not rely on any chemical inputs. Batao, sigarilyas, patani, kadios, alugbati and malunggay are among the 22 indigenous vegetables planted in their garden.

Tensions were high in Brussels on Friday (yesterday, write this piece on Saturday, October 22, 2016), after the government of Wallonia refused to budge on CETA (Comprehensive Economic and Trade Agreement) despite massive pressure from Canada, the Belgian government, and the overwhelming majority of EU officials. Ottawa’s representative Chrystia Freeland blasted the EU as incapable of resolving the impasse, saying her country was “disappointed.” “It seems evident for me and for Canada that the European Union is not now capable of having an international accord even with a country that has values as European as Canada, even with such a kind, patient, country,” the trade minister said in the Belgian city of Namur. The parliament of the 3.5 million-strong region voted against the so-called CETA last week , blocking the deal near the very end of the seven-year negotiation procedure which aimed to cancel 98 percent of trade tariffs between EU and Canada. The Canadian Prime Minister Justin Trudeau was to travel to Europe and sign the deal on the 27th of October. Romania and Bulgaria were also opposed to the deal, but decided to get on board in exchange for visa-free travel to Canada from 2017. Wallonia, however, still holds out against it, with its lawmakers concerned about CETA lowering Europe’s health standards, hurting small farmers, and giving big business power to force governments to change laws. Also, CETA is seen as a probe for a much larger deal with the US, with citizens across Europe voicing similar complaints. CETA also faced a challenge in Germany’s Constitutional Court, but was deemed to be in line with German law just over a week
