MARANDING, Lanao del Norte -- Officials and staff of the Lanao del Norte Police Provincial Office (PPO) have been fulfilling their duties running after drug users and dealers in this province with high morale, following the support given by the Barangay Maranding through the "Marandinganos Ayaw sa Droga," recently. Marandinganos Ayaw sa Droga or MAD is an anti-drug advocacy and addiction recovery program of Barangay Maranding in Lala, Lanao del Norte. MAD was launched by the Philippine National Police (PNP) and the Barangay Council of Maranding to provide assistance to drug users who surrendered through Tok-Hang (portmanteau for Cebuano words, toktok (knock) and hangyo (persuade) program of the PNP. Maranding Barangay Chairman Myrna Yap Undag and the barangay council launched the project in line with the new administration’s project "Double Barrel" and “Oplan Tokhang” to rid the country of illegal drugs trade and improve the lives of those influenced by illegal drugs. Board member Cesar “Poloy” Yap Jr. Informed those who surrendered during the launching of the event, last August 11, to take the recovery program seriously and cooperate with the authorities towards their full recovery, even as they asked hem to vow never to engage in illegal drugs again. Duterte to help ARMM strengthen its anti-poverty drive M

ARAWI CITY, Lanao del Sur -- President Rodrigo Roa Duterte will visit the Autonomous Region in Muslim Mindanao’s (ARMM) seat in Cotabato City on October 29,

as the region’s top official sees stronger anti-poverty programs under the current administration. ARMM Governor Mujiv Hataman said President Duterte has previously expressed his desire to help

the region’s drive against poverty and hunger. Based on latest data from the Philippine Statistics Authority, ARMM is the poorest region in the country with poverty incidence of 53.4 percent.

Lanao del Sur and Sulu, two of the five provinces that comprise ARMM, are considered the poorest and second poorest provinces with 70.2 percent and 61.8 percent poverty incidence, respectively.

Groundwater level problem - To address the possible problem of groundwater level in the coming years due to future impacts of climate change, the National Water Resources Board (NWRB) along with Japan International Cooperation Agency (JICA) turns over nine groundwater monitoring wells to eight public schools through the local government of Cagayan de Oro on October 25 at Carmen National High School.The monitoring wells will be used for the collection of water level and water quality specially during the dry and wet season.(CIO/PIA10)

TWENTY-first century students are expected to master in English, reading or language arts, world languages, arts, mathematics, economics, science, geography, history, government and civics. In addition to these subjects, we believe schools must move beyond a focus on basic competency to pro-

moting understanding of academic content at much higher levels by weaving 21st century interdisciplinary themes into the curriculum such as global awareness, financial, economic, business and entrepreneurial literacy, civic literacy, health literacy and environmental literacy.

Learning and innovation skills increasingly are being recognized as the skills that separate students who are prepared for increasingly complex life and work environments in the 21st century and those who are not. A focus on creativity, critical thinking, communication and collaboration is essential to prepare students for the future. Today, we live in a

technology and mediasuffered environment with access to an abundance of information, rapid changes in technology tools and the ability to collaborate and make individual contributions on an unprecedented scale. To be effective in the 21st century, citizens and workers must be able to create, evaluate and effectively utilize information, media and technology.

High on the list of ARMM regional government’s concerns – aside from peace and order – are food security and poverty. These issues are the focus of President Duterte’s first executive order that puts to task 12 government agencies. The 12 agencies on the forefront of the fight against poverty are Cooperative Development Authority; Housing and Urban Development Coordinating Council; National Anti-Poverty Commission; National Commission on Indigenous Peoples; National Commission on Muslim Filipinos; National Food Authority; National Youth Commission; Office of the PresidentPresidential Action Center; Philippine Commission on Women; Philippine Coconut Authority; Presidential Commission on the Urban Poor; and Technical Education and Skills Development Authority. These agencies will evaluate existing poverty reduction programs and, if deemed necessary, formulate a more responsive set of programs complementing existing ones, and channeling resources as necessary to reduce both the incidence and magnitude of poverty.

Representatives of most if not all the agencies listed above are expected to be part of the presidential party and would assess the region’s situation with the objective of determining if new programs and projects are necessary, or existing ones should be strengthened, based on local needs and availability of resources. It should be noted that ARMM is currently undertaking several programs to combat poverty and these include the ‘Apat na Dapat’ initiative at the household level, and the ARMMHealth, Education, Livelihood, Peace and Security, and Synergy, or HELPS, at the barangay level. “These two programs are specifically designed to address the roots of poverty,” Gov. Hataman noted. Apat na Dapat, which focuses on 600 of the region’s poorest families, was launched in January 2016. “We hope that the national government would help us bridge the gaps in the programs we are currently implementing,” Átty. Laisa Alamia, ARMM Executive Secretary, said. The regional government, she noted, has earmarked P240 million for the implementation of the See drive, page B6

The K to 12 Program By Joel A. Concepcion

In pursuit of a better educational system and a more established and competitive Filipino students in the global village, the Department of Education has implemented the K to 12 education program, adding another two years in the basic education. It is aimed to deeply enable our students to be full capacitated and skilled when they reach Grade 11 and 12, the Senior High School, delving mainly on different strands and tracks, and being more focused to a select population of students. However, this program has received so much flack from the public, significantly from our dear parents. Parents have confided that this program is a burden to them as it vouches additional expense for a student to be sent to school for another two years. Parents and other civil society groups have even rallied and protested to abolish the program as they believed that it will not solve their poverty but rather it will only congest their pockets with nothing. On the other hand,

DepEd has stood strong to counter and combat the following issues. Now, amidst issues and epic fail protest, the K to 12 program has been fully implemented and is now soaring high in order to complement the educational system of foreign countries leading our students to both academic and personal successes. As a teacher, I am one with the Department of Education in promoting the best and quality education for our students as believed through this program. I believe in the planning and scheming process of our Agency Heads and Directors as they are knowledgable enough with the structure and composition of the program. With enough trust and respect to the Department, as a teacher, it is my fervent aspiration to best serve our students and to support every program that would best serve and best benefit them. Orientation-Seminar on Rice Processing Center held. To curb the reduction of postharvest losses and improve the quality of rice regionwide, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Agribusiness and Marketing Assistance Division (AMAD) recently staged an Orientation-Seminar on Rice Processing Center (RPC), which was attended by the agribusiness coordinators from the provinces of Bukidnon and Lanao del Norte. Owing it to the equipped modern machineries and equipment, and the efficient storage, drying and other handling/processing system of the RPCs, it is overall seen to augment the productivity and income among rice farmers and traders. To date, the region is slated to operationalize two (2) RPCs located in the towns of Maramag, Bukidnon and Lala, Lanao del Norte. In her message, Chedy V. Ansale, AMAD chief, said that through the orientation-seminar, the agency is eyeing for the agribiz coordinators to relay such project to rice farmers and traders for their potential availment. Shedding light on how to access for the establishment of RPCs are the following: RPC Operational Framework; RPC Organizational Structure, Functions and Responsibilities; RPC Business Framework; RPC Procurement, Processing and Marketing; and Record, Bookkeeping and Accounting. There are three types of RPC: RPC I (Php6 million) – its component include 1 set of multi-pass rice mill, 1 unit warehouse, 1 ton-capacity weighing scale and portable moisture meter; RPC II (Php16 million)– 1 set of multi-pass rice mill, 1 ton-capacity weighing scale, portable moisture meter, 3 sets batch recirculating dryer and 1 unit warehouse; and RPC III (Php 32,225,000.00) – 1 set of multipass rice mill, 1 ton-capacity weighing scale, portable moisture meter, 2-3 sets batch recirculating dryer and 1 unit warehouse. The DepEd Personnel and stakeholders take time out from their routine Office work to unleash their skills in sports as they participated in the Division Friendship Games held last October 22, 2016 at Barangay Kauswagan Covered Court. Bgy. Chairman and Federated Division PTA President Engr. Pedro D. Balite, Ph. D./CESO V , together with the School Heads of the North II District composed of 7 schools, namely Kauswagan Central School, Bongbongon Elementary School, Kauswagan National High School, Bayabas National High School, Bayabas Elementary School, Bonbon National High School and Bonbon Elementary School spearheaded the opening ceremony of the Friendship

Games. The Schools Division Superintendent Elena M. Borcillo, CESO V and the Assistant Schools Division Superintendent Reynaldo E. Manuel Jr., Ph. D. , CESE, graced the affair. Both have inspired the athletes to perform their best potentials. The PSDSs and EPSs who were present soared high with their teams. The different events were played in the Division office, Fr. Masterson Elementary School and Barangay Kauswagan Covered court. All athletes played fairly and judiciously all in the name of the Friendship Games. Winning teams are set to play within the next few months and the Championship Games will culminate the entire event.

In an educational working field tagged as the catalyst of change and in search for answers on how to increase test scores and create school systems where all students receive the best education possible. Among the plethora of possible solutions, perhaps they should look first at the nutritional substance of what our school-aged children are eating each day as they struggle through a day of learning. Nowadays, there is a great correlation between nutrition and cognition as well as psychosocial behavior; this relationship has been highly underresearched, but there exists many studies that look at

the nutritional benefits of many proteins, vitamins, and food substances as they affect learning and brain function. Most schools have the potential to play a vital role in preparing and sustaining our students’ potential learning abilities and benefitting their social behaviors by supplying nutritious breakfasts and lunches during school days. Student’s socio-economic status and unavailability of nutritious foods at home constituted a vital factor in the child’s foundation and awareness on the importance of proper and complete nutrition. Through this, schools can take a strategic approach to their nutrition programs by

implementing annual marketing plans, piloting new healthy dishes, and redesigning lunchroom spaces to encourage students to select healthier options. Moreover, government has the capacity to offer guidance and resources to schools as they implement new polices, seek to provide nutritious food, and create healthier school environments. For instance, local government in different municipalities should be directed to implement a school-based program most specifically in public schools- to provide nutritious food throughout the day, including breakfast, lunch, snacks, and after school. Teachers, in all perspective has the im-

portant role in integrate proper nutrition in their daily lessons to inculcate the awareness of how proper eating habit of nutritious food is critical to maximizing brain function and enhancing learning. Helping children develop healthful habits from a young age will support a lifetime of maximizing their full potential, making school the primary agent of proper nutrition awareness.
