C a l l c e nt e r a g e nt s and other workers with a monthly income of, at least, P21,000 and with no dependents will save at least P28,000 a year under the proposed tax reform plan submitted by the Department of Finance (DOF) to the Congress. This was announced by Finance Undersecretary Karl Kendrick Chua, who said that call center agents will be able to save this amount, because under the DOF tax reform plan, they would have to shell out only a very small fraction of the personal income tax (PIT) they are now paying under the current system. Under the existing tax rates, call center agents earning P21,000 a month still have to pay P34,209 in PIT, even if they file for a personal exemption of P50,000 and even with their 13th month pay and other benefits exempted from taxes. But, under the DOF tax plan, they would only pay P1,567 in PIT even if their 13th month pay and other benefits are factoredin when computing their net taxable income, according to a DOF news release. “This is because under the new DOF-proposed system, those earning P250,000 but not over P400,000 will only have to pay 20 percent of the amount in excess of P250,000 as personal income tax in the first year of implementation,” Chua, who is the DOF’s concurrent chief economist, said. The DOF tax plan also includes a proposal to adjust the fuel excise tax, which has

not been done since 1997, and expand the value-added tax (VAT) base to plug massive leakages. Just as Globe Telecom has asked for greater cooperation with LGUs and the DPWH, the company also seeks cooperation from homeowners’ associations (HOAs) to facilitate building cell sites to improve internet services. Globe cell sites have been issued radiation-safety certificates by the Department of Health, proof that radio frequency signals coming from such facilities do not pose any adverse health impact, the company said. “At the minimum, we get four permits from the

Department of Health each time we put up a cell site. This ensures our facilities adhere to global health standards. These radiationsafety certificates should allay concerns over alleged health hazard that most HOAs are concerned about. If we really want first-world internet connectivity, we should be able to provide reliable internet services in every home at least within the metropolis,” said Globe General Counsel Atty. Froilan Castelo said. The radiation-safety certificates issued by DOH are

based on guidelines issued by the International Commission on Non-Ionizing Radiation Protection (ICNIRP) and the Institute of Electrical and Electronics Engineers (IEEE) on maximum human exposures to radio frequency fields, Castelo explained. “It is quite ironic that homes of big businessowners and entrepreneurs do not have internet connection only because their HOAs refuse to allow telcos in,” added Castelo. He said that getting the permission of the HOAs is

a major hurdle in building a cell site. “Even if we present permits and certificates from the DOH, we still need to undergo a long and tedious process. We have to get a barangay permit, appear in public hearings, win the referendum before we are allowed to build a cell site in any exclusive village,” he said. Getting the go signal from the HOA is one of the 25 permits that is very difficult to get and severely delays infrastructure builds to more than a year, according to Castelo.

The 4Ps: Giving the Filipinos fish or teaching them how to catch fish By Joel A. Concepcion

The Filipino government through its linkage agency the Department of Social Welfare and Development (DSWD) has been fervent and ardent in formulating schemes and strategies that would help the Filipino people uplift their lives, most significantly their economic status and their ways of life. Thus, in order to abridge and keep abreast of the aid and assistance the government has been stabilizing, one of

the programs that has been implemented is the Pantawid Pamilyang Pilipino Program (4Ps), systematically to help the less fortunate and the indigents sustain their living. The Pantawid Pamilyang Pilipino Program (4Ps) is a conditional cash transfer program that aims to eradicate extreme poverty in the country by investing in health and education particularly in ages 0-18 and it is patterned on programs in

other developing countries around the globe. In a lighter note, it is an assistance to poor and indigents funded by the government delving mainly on the health and education growth of the beneficiaries. However, reports reveal that 4Ps ATM has been pawned by beneficiaries to suffice their other daily needs, dealing consequently with other matters not related to education and health specifically of the children; other study shows that 4Ps has been

the primary source of income to some households and that parent-beneficiaries only wait for the money-grant for the scheduled month instead of making ways and rounds to earn money from hard work and toil. Here then provokes the issue whether the government is giving fishes to Filipino household-beneficiaries or the government is teaching them how to catch fishes. As is, it can be seen in these two folds merely depending on how the Filipino household-

beneficiaries maximize and utilize the money grant given to them, be it for their personal adjudication or for their children’s welfare and future, it depends. In my opinion, we are greatly giving them the fish placed in a silver platter. Why? Because as long as they will pass through documentary requirements and assessments, they can be granted with it. Here, why not formulate and implement livelihood programs for the parent-beneficiaries instead? Why not install livelihood hubs in each barangay or municipality rather than letting them wait for every month, just sitting and eating? Why not allocate instead the money for the program to some programs and schemes that are sustainable and are definitely teaching the beneficiaries to work hard for it?

If only, we should have not given them the fish, they should have been taught on how to deal with extreme poverty in their own ways, basically to catch fish with no other available resources. Yes, the government is present to help, to aid but let us not forget that there are some other better programs that would holistically help them both in fighting poverty outside and in fighting poverty inside. And of course, that requires not a one-man show but a collective one. Let us help the government formulate programs and projects that would best benefit everyone and not only one, this during public hearings or we can ably write to concerns over this matter. Let us make the Philippines a better place to live in for our children and our children’s children. I remain.

But more importantly, it serves as an NDEP center giving due recognition to President Duterte’s effort to curb the

illegal drugs use rate among school-aged children in the country. Pursuant to Section 43 of Article IV of Republic Act No. 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002, DepEd reiterates its support to the National Drug Education Program (NDEP with the public school head fully responsible for its ef-

fective implementation. Corollary to that, DepEd also highly recommends private schools all over the country to follow in their steps. NDEP is a comprehensive educational program which provides for a holistic approach to the problem of drug abuse. It was designed to enable all sectors to work collaboratively with the school system as the core thereby unifying all sectoral endeavors.

It has five components: curriculum and instruction, co-curricular and ancillary services, teacher/ staff development, parent education and community outreach; and research, evaluation and monitoring. It is implemented in schools to create awareness on the ill effects of abusing drugs and to develop among students positive behavior and life skills to resist drugs.

IN July 2009 DepEd moved towards mother tonguebased learning initially by issuing an order which allowed two alternative three-year bridging plans. Depending on the bridging plan adopted, the Filipino and English languages are to be phased in as the language of instruction beginning in the third and fourth grades. In 2007, then President Gloria Arroyo signed a directive in Spain that would reintroduce teaching and learning the Spanish language in the Philippine school system starting in 2008. The Education for All (EFA) movement is a global commitment to provide quality basic education for all children, youth and adults. At the World Education Forum (Dakar, 2000), 164 governments including Philippines pledged to achieve EFA and identified six goals to be met by 2015. But will the Philippine Education Program strong enough to commit to its obligations and address challenges to elevate the word’s vision of Education for All and go further? Philippine Developm e nt Pl an 2 0 1 1 - 2 0 1 6 highly envisions inclusive growth through sustained economic development, improved lives of Filipinos, and empowered poor and marginalized sectors. Undeniably, government works its best to address the challenges faced by the country in general and by the education sector in particular; a Philippine EFA 2015 Acceleration Plan

has been developed. This plan includes provisions for a broad EFA strategy, funding, and monitoring and evaluation that will ensure the implementation of the acceleration plan in the country. In this direction and to fulfil this ambitious plan, steps have planned by the Department of Education DepEd making Educational facilities an easy walking distance of the child. With this school related personnel, especially the classroom teachers are sturdily directed to put extra effort in encouraging parents towards a compulsory enrolment of children in the schools, taking due note of the drop-outs among children and to avoid such a situation in the best possible way and improving the quality of education at the primary level and making it more attractive in order to allure the child to come to the school. All of these has been imple-

mented and seen changes in the educational continuum process of the Philippines. Before the year 2015, EFA Philippines’ summary and reviews of accomplishments noted key targets that can be safely assumed to be achievable in the same year and onwards; given that the current rate of improvement is sustained. However, improvement in several indicators is still significantly behind and targets are at the likely risk of not being reached at all. The dropout rates in grades 1-3 are still high, with an estimated 12 percentage points to be reduced for grade 1. Repetition rate in grade 1 is in an equally critical state. Factoring in the additional P1,500 indirect assistance brings the net savings to P29,524 a year, it said. Based on 2013 data from the Bureau of Internal Revenue, a total of 447,181 individual taxpayers earning more than 250,000 but not over P400,000 would pay lower PIT under the DOFproposed Tax Reform for Acceleration and Inclusion Act, which was submitted to both chambers of the Congress last Sept. 26, according to DOF. “Thus, the highest tax that one would pay under this bracket is P30,000 a year, which is already the level for an individual earning at least P30,000 a month,” it said. In the government service, the P250,000-P400,000 bracket includes employees with the ranks of Teacher II, Teacher III, Cashier II, Geologist II, Attorney I, and Information System Res III. They belong to Salary Grades 12 to 17, the DOF further stated.

“Individuals belonging to the lowest bracket—those earning not over P250,000 a year—would be exempted from paying taxes,” it stated. The DOF said some three million taxpayers, paying the personal income tax under the current system, would join the country’s 1.7 million minimum wage earners who are already exempted from paying the PIT, if the DOF-proposed tax reform plan pushes through. This means that a total of 4.7 million taxpayers will no longer pay personal income taxes under the DOF tax plan. Among these beneficiaries who will pay zero income tax under the DOF plan are utility workers, messengers, clerks, drivers, carpenters, laboratory technicians, computer operators, engineering assistants, electricians, legal assistants, and entry-level teachers in the government service. They belong to Salary Grades 11 and below. For those with a net taxable income of P400,000 but not over P800,000, the highest tax that they would pay under the new DOF tax reform plan is P130,000, compared to the current system where they are now shelling out a maximum of

P221,000 for PIT. This bracket consisting of 357,875 taxpayers representing 4 percent of the total tax base for individuals, includes government workers under Salary Grades 18 to 25. These cover employees with the ranks of Economist III, IT Officer, Board Secretary III, Attorney III, Assistant Division Chief, Court Attorney II, Division Chief and Director I. For individuals with net taxable income of P800,000 but not exceeding P2 million, which covers 114,856 individuals or 3 percent of the tax base, the maximum PIT paid under this bracket would only be paying P490,000 in the first year of implementation, compared to P605,000 under the current system. Salary Grades 26 to 32 in the government service are covered under this bracket, which includes those with the ranks of Director II, Director III, Bureau Director, the Assistant Secretaries, Undersecretaries and Secretaries of the Cabinet, and the Vice President.
