After CA, Comelec drops Moreno case By GERRY LEE GORIT, Correspondent
CAGAYAN de Oro City--Mayor Oscar Moreno scored another victory in the legal battle he is facing when the Commission on Elections (Comelec) dismissed the disqualification case filed against him in relation to a tax settlement deal between the city government and Ajinomoto Phils. Moreno’s lawyer Dale Bryan Mordeno said they received a copy of the Comelec decision on Thursday afternoon. Last week, the Court of Appeals-Mindanao has reversed the decision of the Office of the Ombudsman ordering Moreno and City Treasurer Glenn Bañez be removed from their respective positions and for the mayor to be perpetually barred from running for public office. The case stemmed from the complaint
filed by William Guialani, the former village chairman of Taglimao, this city, who accused Moreno and Bañez of committing grave misconduct and abuse of authority when the city treasurer entered into a tax compromise agreement with Ajinomoto without the consent of the City Council in 2013. Guialani said that since the Ombudsman had ruled that Moreno be disqualified from office, the Comelec should enforce the ruling. But the CA, in its decision, said there was no violation committed by both city officials prompting the appellate court to overturn the Ombudsman’s order. Mordeno said they are very grateful that both the CA and Comelec had dismissed the case as he is hopeful the Sandiganbayan, who is trying the criminal aspect of Moreno’s case, will follow suit. “I hope these (CA and Comelec decision)

GERMANY reforms its main intelligence service! This headline surprised me and many others too in whole Europe. How comes? The German parliament has subjected the country’s intelligence service, the BND (Bundesnachrichtendienst), to increased government scrutiny. But critics object that it also gives the BND wide-ranging new powers to spy on foreign nationals. Germany’s lower house of parliament, the Bundestag, has passed a comprehensive reform of the country’s main intelligence service, the BND. The new legislation strengthens government monitoring of intelligence activities while explicitly allowing the BND to carry out certain types of surveillance activities. The reform comes in the wake of the 2013 revelations by American whistle-blower Edward Snowden that a number of national intelligence services, including the BND, had spied on behalf of the US National Security Agency (NSA) and that the NSA had spied on its allies. the formation of a German parliamentary committee to draft intelligence agency reforms. The new legislation subjects the BND to monitoring by an “independent panel” of two judges and a federal prosecutor and a “permanent commissioner” from the Interior Ministry. It stipulates that surveillance of international communications networks must be authorized by the Chancellor’s Office rather than by the BND itself and explicitly prohibits economic and industrial espionage. The new laws also provide for better protection for whistle-blowers within intelligence services and subjects the BND to annual public hearings instead of private ones, as has been the case. The reforms also explicitly allow the BND to direct espionage operations at EU institutions and other EU member states, if they are aimed at gathering “information of significance for [Germany’s] foreign policy and security.”The reform also permits the BND to cooperate with foreign intelligence services like the
NSA if it serves specific purposes, including fighting terrorism, supporting the German military on foreign missions or collecting information concerning the safety of Germans abroad. The legislation was passed with the votes of the governing ConservativeSocial Democratic coalition, which said that the reforms address the concerns raised by the Snowden leaks while allowing the BND to use 20th century means to ensure Germany’s security. “How else is the BND supposed to protect us against terrorism other than listening in on conversations between people outside of Germany?” said Clemens Binninger of Chancellor Angela Merkel’s Christian Democratic Union, the chairman of the Bundestag’s NSA parliamentary committee. OFWs describe Duterte’s foreign policies as full of blunders
MANY Filipino-Americans across the United States continent have expressed bitter displeasure of the one-man decision of President Digong Duterte to set aside America, its long ally and entered into a close relationship with communist China. Such a move, they quipped, was hastily rendered by Duterte alone without any consultation from other branches of the government much less the people at-large. Included in the package is the split of military and economic aid from America. The same illfeeling had reportedly been sounded off by Filipinos living in European cities, in the Middle East as well as in Canada. They assailed Duterte for his foreign policies which they describe as full of blunders. 000 Chinese-looking businessmen in the Philippines actually are Taiwanese or from Honkong. They are wealthy entrepreneurs and if you see big commercial enterprises in the country, you can be sure are owned by them. The TaiwaneseHongkong have a lot of disagreement with the mainland China. The reason is the communist Chinese do not recognize them as sovereign countries, but merely provinces and very much part of the motherland. So the Taiwanese are not happy

Emano alerts disaster office on rainy season

MISAMIS Oriental--Provincial Governor Yevgeny Vincente Emano on Thrusday alerted the Provincial Risk Reduction Disaster Management Office (PRRDMO) as typhoons and rainy season sets in. Emano has directed the PRRDMO to be on alert at all times as the rainy season
sets in while heaving a sigh of relief that the “Super Typhoon” Lawin did not affect Misamis Oriental. He said that even without a typhoon or a storm, a heavy and continuous rain would be very disastrous in lowland and flood prone areas in the province. According to Emano, there were also villages in Misamis Oriental’s eastern
district, which were prone to landslide during heavy rains. Apart from flood, other villages in the province become inaccessible when rivers overflow and bridges destroyed due to flash flood, he said. He said that the PRRDMO has been tasked to provide all necessary assistance to flood and disaster victims, especially
food packs, shelter, and medical needs. Emano said the PRRDMO in Misamis Oriental comprises all major provincial departments, particularly the social welfare and engineering departments. “At this time of the year, the PRRDMO were always on their toes, ready to move in any moment’s notice,” Emano said.
Francis Dy Jr., head of the PRRDMO, said that the provincial disaster office is always ready to respond to any emergency anywhere in Misamis Oriental. CAGAYAN de Oro City--A city councilor urged the city government to adopt measures that would resolve problems about garbage collection here. City Councilor Lourdan Suan said that the city, the trading hub of about 800,000 people in Northern Mind-
anao, is growing while the garbage piles up alongside. He said that the law students of the Liceo De Cagayan University here wrote a letter to the august body urging the city government to adopt an efficient solid management program. Suan said that the students issued a challenge to the city government to implement the laws on the
proper disposal of garbage in order to protect the welfare and the health of the citizenry. He said that the city should implement City Ordinance No. 9875-2003, which provide the segregation of garbage at the household level prior to the collection. “There is a need to implement the ‘no segregation, no collection policy,’” Suan
said. Cagayan de Oro City without a sanitary landfill and adequate solid garbage management program produces 400 tons of garbage daily, which were not collected regularly. The absence of garbage boxes, supposedly provided by the local government units in the villages and the lack of garbage collection equipment, became a major
problem as garbage pile indiscriminately litter around the city, the resident said. Suan said that the Office of the Ombudsman has summoned City Mayor Oscar Moreno and some local officials to answer plaints about alleged violation of Republic Act 9003 on the
proper waste disposal and management. The local officials were reportedly accused of nonimplementation of the government’s Solid Waste Management Program and the failure to transfer the current landfill to a suitable sanitary landfill.

Romania and Bulgaria were also opposed to the deal, but decided to get on board in exchange for visa-free travel to Canada from 2017. Wallonia, however, still holds out against it, with its lawmakers concerned about CETA lowering Europe’s health standards, hurting small farmers, and giving big business power to force governments to change laws. Also, CETA is seen as a probe for a much larger deal with the US, with citizens across Europe voicing similar complaints. CETA also faced a challenge in Germany’s Constitutional Court, but was deemed to be in line with German law just over a week ago. It looks insignificant but if you scrutinize it more seriously, it is particularly damaging to the poor people who engage in small time business. 000 Our country has good laws, but its implementations are bad. If we can only enforce strictly the objectives of such legislations, I am sure everything will be alright. But to do this involves a long process because politics are always on top and open for easy manipulations by some politicians. 000 I know of some Filipinos who wanted to take a vacation in the Philippines for Christmas, but expressed concern they will be suspected of being drug addicts and shot dead. Petron launches the first Euro 5 fuel variant in the Philippines
After successfully launching a full range of locally-produced Euro 4 fuels almost a year ago, the country’s leading oil company Petron Corporation marked another breakthrough in fuels technology with the introduction of the Blaze 100 Euro 5. Blaze 100 Euro 5 contains has significantly less sulfur, 10 ppm (parts per million) compared to other Euro 4 fuels (50 ppm). It is 500% cleaner than standard Euro 4 fuels. It also has less benzene (less than 1% of volume) – a known carcinogen – compared to the Philippine standard which allows up to 2% by volume in gasoline. It is now available nationwide. “Petron is proud to introduce another revolutionary fuel and JR125 that bear the designs of the SNIPER AND MIO SOUL respectively. Racal states that they procured parts from suppliers/manufacturers from China to assemble the said motorcycles. Racal has announced
