6 ARMM local govts receive 2016 Seal of Good Local Governance MARAWI CITY -- Six local government units (LGUs) -- one provincial government, one city government and four municipal governments -- in the Autonomous Region in Muslim Mindanao (ARMM) were awarded with 2016 Seal of Good Local Governance, a regional executive said.

Noor Hafizullah Abdullah, secretary of the ARMM’s Department of the Interior and Local Government (DILG), said the citations are in “recognition of their good performance.”

“Last year, we have zero passers; this year we have six,” Sec. Abdullah said.

The awardees are the

province of Maguindanao, the city of Lamitan in Basilan, and the towns of North Upi and Parang in Maguindanao, Wao in Lanao del Sur, and Jolo in Sulu.

Sec. Abdullah said the DILG-ARMM always assists LGUs that seek to pass good governance tests, such as the Seal of Good Local

Governance and the Seal of Good Financial Housekeeping. Passing these tests mean better services to ARMM constituents and compliant with government requirements.

The Seal of Good Local Governance, also known as ‘Pagkilala sa Katapatan at Kahusayan ng Pamahalaang

Lokal,’ is awarded by the DILG annually to deserving provinces, cities and municipalities that perform well in various fields such as peace and order, environmental management, business-friendliness, and competitiveness.

Cogon market rooftop solar power mulled CAGAYAN DE ORO CITY – The City Economic Enterprises Department (CEED) is now reviewing the technical aspect of the proposed solar power project.

City Councilor Ian Mark Nacaya, chairman of the Committee on Economic Enterprise, said that in the initial study on the viability of the project, the city has the capacity to earn from it based on their consultation with the engineers from the Cagayan Electric Power

and Light Company, Inc. (Cepalco).

“Parehas sa ilang 1-hectare solar power facility sa Indahag nga income kaayo (Just the same with their 1-hectare solar power facility in Indahag, the project will earn a lot),” Nacaya added.

The project is envisioned not only to provide an additional supply of energy, but also to augment the income of the city to about P1 million per month.

The facility will be placed on the rooftop of Cogon Market that will cover 1.2 hectares.

This will then become the very first power facility in the country.

Part of the committee’s study is the stability of the market’s rooftop as well as the whole building itself to make sure that there will be no problems in the future and ensure the security and safety of the vendors.

Globe Board approves new capex of US$300 Million for network expansion The Globe Board of Directors approved new capital expenditure (capex) of US$300 million for network expansion, consisting of US$160 million for mobile; US$50 million for corporate data; and, US$90 million for broadband. Previous to this new approval, the Company’s 2016 capex availment and capex cashflow were the same at U$750 million.

The additional network spending will bring 2016 capex availment to U$1 billion while the capex cashflow will range between U$750 – 810 million depending on the final network build completion in the fourth quarter of this year.

City health strengthens free clinics in villages

CAGAYAN DE ORO CITY – Some 300 residents in Gawad Kalinga Village in Barangay Balubal benefited from free medical consultation and check-up as spearheaded by the City Health Office (CHO) of Cagayan de Oro. To strengthen the linkages among producers and traders, the Department of Agriculture – Regional Field Office 10 (DARFO 10) through the Agribusiness and Marketing Assistance Division (AMAD) is holding its 1st Regional Agri-Aqua Fair starting today October 21-23, 2016 at SM Mall, Cagayan de Oro City.

Industry stakeholders in the region are gathered and assisted to promote and market commodities that can be sold locally and potentially, be included in the international market.

Participating exhibitors

from the local government units, non-government organizations and private sectors feature locally grown and processed agricultural and fishery products, including fresh fruits and vegetables, herbs, coco sugar, coffee, processed food, dairy products, processed meat products, ornamental plants and animal feeds.

School-based dengue immunization

DENGUE vaccine is used to help protect a child against dengue caused by dengue virus stereotypes 1, 2, 3 and 4. It is administered via subcutaneous injection in the upper arm (deltoid). The vaccine is effective to prevent dengue disease. Based on clinical studies conducted in countries across Southeast Asia and Latin America, the vaccine has shown to be effective in preventing severe dengue by 93.2 percent, effective in preventing hospitalized form of dengue by 80.8 percent and effective in preventing dengue due to any sero type by 65.6 percent.

Just like any other vaccine, the dengue vaccine may not protect all the persons who have been vaccinated and may not provide 100 percent protection to vaccines. Dengue vaccination is not a

substitute for protection against mosquito bites and vaccines are still encouraged to take appropriate precautions to prevent mosquito bites.

Children nine years and older enrolled in Grade 4 for the school year 20152016 in public school will be vaccinated. There will be three doses in a span of six-month periods.

The DOH will provide the vaccine. Other older grade levels can avail of the vaccine from their private doctors. At the public schools however, the vaccine is free. But the vaccine is not recommended for people above 45, anyone who is allergic or has had an allergic reaction to a prior dose or to any component of the dengue vaccine, immunocompromised individuals and pregnant or breastfeeding women.

Every Child Deserves - A Quality Education

An estimated several thousands of children in Mindanao’s remote barangays attend schools without the benefit of having a good classroom facility. In emerging markets, communities and villages, children continue to experience oppression by not having the opportunity of receiving a quality basic education and support.

These conditions bear witness to the persistent imposition of oppression. What message are

we sending our children?

That they are not worthy of a basic & simple infrastructure. That they cannot be allowed the freedom to dream of a better way of learning, and a better way of life? Enough is enough! It is time for decisive leadership and immediate action.

James D. Wolfson, former President of the World Bank said that the only effective means of breaking the cycle of poverty is through education.

The quality of education offered today, instead of

building confidence, literacy and dignity, often adds little value and holds children back. We must no longer accept a child’s educational experience being prejudiced by the lack of a most basic piece of educational infrastructure – so critical to their literacy development and academic performance.

All children everywhere deserve a quality education which is one of their fundamental human rights. The ability to read and write; laying a foundation for a future without poverty, hunger or disease. Our future and the success of future

generations depend on this.

If we each do our little bit of good where we are; those little bits of good put together overwhelm the world – as each of us is indeed made for goodness, and our children for greatness!

Values….. How can be Inculcated to Children?..

D es cr iption is of great values for us, Filipino. In addition with other values it becomes a legacy for us by our ancestors. Yet, the essence of ideal values is noticeably diminishing nowadays especially on school children.

As an attempt to address such problem the GMRC has been included now in the curriculum as part of MAKABAYAN. This aims to being back the good values and ideal attitude that are already vanishing even in young

children. The educators are striving hard to inculcate values to mold the young into a better person. But such gestures of the educators are not enough to set the best value framework of children without the cooperation of other factors affecting the paradigm of the youth.

There are any cases of the inconsistency that affects values formation; such as parental guidance, peer group-influence and recreational facilities within the community- family plays the most crucial role in (attending and developing child’s) child’s value

formation. According to, child psychology by Hanster, 1969; “Education starts at home”. But many parents have other priorities other than having quality time with their offspring. Parental guidance or audio-visual entertainment is not given focus which is always recommended, since lots of movies and talk shows convey unfavourable traits and values.

In as much as parents do not usually monitor their children’s peer that might have negative influence on the child.

Positive modelling by the parents has already

lessened that results to conflicting values of the children.

Values are also influenced by the peer group. The child can merely adapt the values and orientation to which community he belongs. No matter educators teach, motivate, the children at school, hence prominent values at home remain. It is not always brilliant mind that we wanted to speak but sometimes the kind behaviour that and listens.

Given this dilemma, what might children in the future?

CEB adds flights to key int’l destinations for holiday peak October 17, 2016 – The Philippines’ leading carrier, Cebu Pacific Air (PSE: CEB), adds frequencies and seats to key international destinations for the upcoming holiday peak travel period.

Beginning select dates in November and December*, CEB will add twice weekly flights for the following popular Southeast Asian routes: ManilaBangkok (total of 14 times weekly), ManilaHanoi (total of 5 times weekly), and ManilaKuala Lumpur (total of 13 times weekly). The carrier will also mount one additional flight per week between Manila and Bali (Denpasar) for a total of three times weekly flights.

Meanwhile, CEB will upgrade select flights between Manila and Hong Kong, Taipei, and Tokyo (Narita) from Airbus A320 to A330 aircraft to accommodate additional passenger traffic starting December 20, 2016.

This translates to 256 more seats per flight, or over 18,300 total seats per week between these destinations.

“By mounting additional flights and

seats, we hope to encourage everyJuan to make the most out of their holidays by exploring their dream destinations with family and friends. CEB currently offers flights to 36 domestic

and 30 international destinations, covering an extensive network that spans Asia, Australia, and the Middle East. Its 57-strong fleet is comprised of six Airbus A319, 36 Airbus A320, six Airbus A330, eight ATR 72-500, and one ATR 72-600 aircraft.

Between 2016 and 2021, CEB expects delivery of 32 Airbus A321neo, two Airbus A330, and 15 ATR 72-600 aircraft.

CARD PIONEER LAUNCHES MICRO CROP INSURANCE FOR FARMERS October 17, 2016 - CARD Pioneer Microinsurance Inc (CPMI), a leader in non-life microinsurance, unveils today Binhi Crop Insurance Program.

The product was developed

by CPMI and the International Finance Corporation (IFC) to help both farmers and Micro Finance Institutions (MFIs). With the protection of crop insurance, farmers are better able to weather the adverse effects brought about by calamities. The risks of the farmers are better protected, thus giving the financial institutions a better incentive to lend to these farmers.

Geric Laude, CEO/President of CPMI says, “The good news is that farmers are spared from worries because now they can get much needed relief and are able to pay back their loan in case their crops get damaged by typhoons or flood. We are also excited to add value to the crop insurance sector by implementing our standard of fast and efficient claims settlement.”

The crop insurance will initially be offered to members of CARD Mutually Reinforcing Institutions (CARD MRI). It aims to reach out to as many as 200,000 farmers by end of 2018. After its pilot run, Binhi Crop Insurance Program will be

made available to other farmers and partners across the country.

A joint venture between CARD MRI and Pioneer, CPMI intends to develop and deploy relevant and affordable nonlife microinsurance products.

IFC, a member of the World Bank Group is the largest global development institution that collaborates with the private sector in developing countries to create opportunities for all.

Laude adds, “The launch of Binhi Crop Insurance Program is consistent with our company’s mission to lend support to the country’s marginalized sector.

In effect, by supporting their livelihood, we help farmers improve the quality of their lives.”

As a symbol of solidarity, Commissioner Emmanuel Dooc from the Insurance Commission, Dr. Jaime Aristotle Alip from CARD MRI, Ms. Yuan Xu from IFC, and Mr. Lorenzo Chan, Jr. from Pioneer were present during the press launch. Meanwhile, to represent farmers, Mr. Raymundo Florencia, received the policy in the Ceremonial Awarding of the product.

“Maraming, maraming salamat po. Malaking tulong po ito sa amin,” (Thank you very much. This will greatly help us.) said the farmer representative.
