DENR to plant 1-m bamboo trees DAVAO City––The Department of Environment and Natural Resources (DENR) will plant a total of 1 million bamboo trees over the next six years within the critical watershed areas in the country.

In an interview during the environmental forum at the Ateneo de Davao University on Tuesday, Henry A. Adorado, DENR’s chief for Ecosystems Research and Development Bureau (ERDB), said this is the first time that the department has integrated the massive bamboo planting into its National Greening Program to mitigate the effects of climate change and to provide livelihood to families.

He said that bamboo, which they plan to plant within the 143 critical watershed areas spanning across 900,000 hectares in the country, can sequester carbon dioxide three times better than forest trees.

Next year, Adorado said they will plant about 100,000 bamboos.

He said that bamboos also have good economic potentials for poor families who can start out a business out of bamboo crafts.

“Initially, we were into national greening program, which was all forest trees.

This time, because of the contribution and significance of bamboo, Secretary Gina [Lopez] instructed us to plant bamboos as many as possible and we are initially targeting critical watersheds nationwide,” Adorado said.

The DENR mobilized a team to train the farmers propagate bamboo through cutting method.

Adorado said six species of bamboos – known as tinik, bayog, bolo, laak, giant bamboo, and kiling yellow – will be planted.

He said that they are also planning to establish a tissue-culture center that will create the bamboo pro-

tocol in the next two to three years.

“The objective is to rehabilitate denuded forests and grassland areas within the watershed because there was a study that in the next nine years, there will be a shortage of water supply.

That is why this early, we need to have massive rehabilitation of watershed areas,” Adorado said.

He said that they will partner with universities and colleges, people’s organizations, local government units, civil societies, and regional officers of the DENR to implement efficiently the program.

Secretary Lopez said that she will meet with members of different rebel groups and conflict-affected individuals in Mindanao to plan how they can work together to develop sustainable agroforestry.

Probe on violent dispersal outside US embassy sought

THE Makabayan bloc in the House of Representatives on Thursday sought a legislative inquiry on the violent dispersal of protesters, including indigenous peoples, in front of the United States Embassy in Manila on Wednesday.

In House Resolution 487, the sevenmember bloc also urged the lower chamber to condemn the violent dispersal as it infringes on people’s rights to peaceably assemble and air their grievances.

The lawmakers noted in the resolution that the demonstrators were dispersed violently under the orders of Sr. Supt.

Marcelino Pedrozo, deputy director for operations of the Manila Police District.

“What was more revolting, however,

was the use of a police mobile car like a battering ram that repeatedly ran over the protesters, thus, resulting to more serious injuries on several people, including women,” the resolution read.

The lawmakers identified PO3 Franklin Kho as the one who reportedly drove the police van that rammed through the protesting crowd. According to the resolution, 11 protesters were injured and hospitalized after the vehicle incident.

HAT was a judgement call made by one policeman behind the wheel of a police van who might have felt threatened by the possibility of being lynched by the protesters, and who impulsively drove the van wherever he could to avoid the dire consequences of his inaction. cigarettes or most tobacco products that may cause disease, but also those who’d inevitably inhale their smokes in direct vicinity.

Among the common diseases associated with smoking are deadly, long-term and often incurable such as lung cancer, stroke, heart ailments and emphysema among others. Anyone, even those who do not smoke but encounter smokers puffing from lit cigarettes or tobaccos in public places or transportations, can be vulnerable.

Records also show that at least 10 Filipinos die every hour due to similar illnesses as consequence of smoking. But despite efforts to mitigate this kind of lifestyle (such as increasing the prices of tobacco products and excluding their advertisements from radio,

television and the internet), smoking still remains a habit for consumers heavily partaking the products.

In the realm of business, however, the tobacco industry earns from these products. It may be profitable for the economy, but no economy can survive in a country where citizens’ lives are at risk concerning their health. As the saying can be a reminder: “Health is wealth.” With citizens living healthy lives, unhindered by the exposure of hazardous chemicals, the wealth for the country can be greatly achieved.

That is why the Tobacco Regulation Act of 2003 (Republic Act No. 9211) promotes the right to health as well as compensates the tobacco industry for alternative agricultural practices.

Also pursuant with health consciousness is one that encourages, if not mandates, environmental awareness. Smokes from tobacco products like the gases emitted by coal-fueled engines or the fumes from factories’ chimneys do no better than harm the environment. This issue is addressed by the Philippines Clean Air Act of 1999 (Republic Act No. 8749) and equates to the importance of the smoking ban which eliminates traces of tobacco’s pollutants in

SINCE Monday this week, I have tried to update myself with the news in the Philippines related to the typhoon. Sarika typhoon has been covered by some media including the social media like face book and twitter. Some of my face book friends in this country posted, in their taglines, the news about the typhoon.

While sending some messages through messengers to some of my friends in the Philippines, all replied they were Okay and safe.

Some said that their regions are far from the north Philippine region. They are

common places.

Modeled after Davao City’s smoking ban which the World Health Organization (WHO) has commended for its effectiveness and feasibility in granting non-smokers the right to convenience in public places and for smokers to be conscientiously responsible for their habit, it will designate smoking areas which might display signage presenting the ill effects of smoking to one’s health.

The signage may aid the smokers to perceive their habit differently, but since the habit can take extraneous effort to give up (as every chain smoker can attest), perhaps they may take heed to and cooperate with more government measures to completely eradicate smoking in all places. More hopefully, they will be given the opportunity to participate in humane methods such as counseling and rehabilitation to help them deal with it and finally put an end to endangering their health.

For the moment, banning smoking from public places where non-smokers frequent is a necessary discipline to regulate. As this administration continually promises to bring change, this is one that benefits the majority.

After all, even the slogan that Ilocos Norte Gov. Imee Marcos displayed in her black shirt during the vigil of Marcos loyalist at the Supreme Court starting on Monday, October 17, 2016, said just that--“ilibing na”, which means, in all candor, “just bury the remains”.

Yes, just bury the remains! Bury those remains according to the law that mandates the burial of former presidents in the Libingan, and according to whatever the procedure, if any, of burial that may have been outlined in the law. That way, arguments will wane and cease. Unless, of course, someone

doesn’t want to bury not just the remains, but even the issue of whether or not Marcos is a hero.

Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 14, 2016 at 9:00 a.m at which time, date and place. President Duterte said the Philippines is in shambles and is suffering from corruption, criminality and illegal drugs.

“Those three are pulling us down. If nobody would go there, you will put up a canning factory in Mindanao. If the NPA (New People’s Army) will come to ask, there is also MI (Moro Islamic Liberation Front), of course, revolutionary tax and the MN (Moro National Liberation Front) is also there,” he explained.

He said he decided to run for president because nobody from among the aspirants had any concrete plan to solve the problems of Mindanao.

“That’s why I had to run with nobody supporting me,” he said.

President Duterte won the May 9 elections with more than 16 million votes, on his campaign promise to end corruption, illegal drugs and criminality.

“The problem of the Philippines is that corruption has become part of the culture that if they will act, you have to pay, anywhere,” he said.

The President cited as an example the corruption at the airports where some dishonest personnel are making money at the expense of overseas Filipino workers (OFWs).

“If you will return home and you will bring perfumes.

They will open it, you have five, two are missing, isn’t it?” the President said, getting an answer of “Yes!” from the crowd.

“ Then, Immigration would make your life difficult because, it’s like this, you are not asserting you rights. From now on, if somebody would ask you (for money), even if is President or Vice President, for your papers, you slap him on his face,” he added, drawing applause and cheers from the audience.

President Duterte also assured the Filipino community in China that his war on drugs will continue despite criticisms from other countries and international human rights groups.

“The problem here is these human rights because I’ve been telling them and I’m a lawyer, it is not illegal to say: Do not destroy my country because I will kill you,” he said, noting that if he stops his war on drugs, the next generation would surely be destroyed.

President Duterte is in a four-day state visit to Beijing, hoping to enhance the bilateral and trade relations between the Philippines and China.

Arrested Responding to a violent dispersal on Wednesday at the US Embassy in Roxas Boulevard, Manila, five health workers were among those arrested while giving first aid and assisting to wounded and hurt activists that trooped the American institution to express opposition to unfair foreign policies and to support President Rodrigo Roa Duterte’s position on Philippine sovereignty and independence from foreign domination, the Council for Health and Development (CHD) said in a press statement yesterday.

The arrested health personnel are Dr. Julie Caguiat, physician of Community Medicine Development Foundation (COMMED) and Yolly Bunag of Health Alliance for Democracy (HEAD).

Other health workers from CHD were rounded-up too while giving support to hurt rallyists and solidarity to the national minorities who are currently in Manila to echo their struggles for land and life.

Disregarding their own safety, Dr. Caguiat and a CHD nurse rushed to the protesters when she saw them being rounded-up and run over by police cars.

“First and foremost, we are Filipinos before we are doctors and nurses. We will respond to our calls of duty as citizens of this country and as a doctor whenever and wherever we are needed,” said Dr. Caguiat before she was loaded into a police vehicle together with her patients and colleagues.

Despite their pleas to policemen headed by their chief commanding officer Marcelino Pedrozo of the Manila Police District to spare them from arrest because they were medics attending to the injured, the health workers were rounded-up and also sustained injuries as a result of brutal and unwarranted police action.

Legal counsels from the National Union of Peoples Lawyers (NUPL) rushed to the detention to represent the detained health workers

and protesters.

Colleagues in the health profession, people’s health and peace advocates including Lakbayanis from the national minorities in Luzon, Visayas, and Mindanao condemn the police brutality and violation of human rights of policemen from the MPD. The health workers were released past 3 p.m.

Reprehensible, unacceptable, indefensible In a press statement, Senator Risa Hontiveros yesterday said the actions of the Philippine National Police (PNP) on Wednesday’s rally at the US embassy were extremely reprehensible, unacceptable and indefensible.

Hontiveros said the police force’s complete disregard for human rights, particularly the right to life and peaceful assembly, adds to the growing climate of fear and impunity in the country.

Upon dela Rosa’s instructions, National Capital Region Police Office (NCRPO) director, Chief Supt. Oscar Albayalde, has placed all officers involved in that particular police operation under administrative relief to ensure impartiality in the investigation.

Dela Rosa said President Duterte has been briefed about the incident and he stressed the obligations of the police in serving and protecting the people.

“But as he (President Duterte) said, we cannot point fingers right away without clear investigation,” he said.

“Our other priority now, is to look into the victims, and check on their recovery and safety after such an unfortunate incident,” dela Rosa said.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for almost seven (7) years now, they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation , they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on September 19, 2002, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 11, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

PAF 15th Strike Wing, currently based on the Sangley point in Cavite, with a complement of about 1,100 personnel, would be relocated to Cagayan De Oro City after the completion of the site development of Lumbia here.

According to Uy, the Department of National Defense (DND) has allocated a PHP 987, 768, 845.44 million for the “Phase 1 – Site Development and Construction of Billeting Facilities for the relocation of the 15th Strike Wing.”

Uy did not disclose the scheduled completion of the site development and the construction of the billeting facilities for the PAF personnel.

The 15 th Strike Wing, the PAF’s primary attack squadron, has a newly acquired AW-109 attack helicopter gunship, OV 10 attack planes, MG -520 attack helicopter gunship, and SF-260 ground attack aircraft.

Uy said that the relocation of the PAF strike squadron in the Lumbia airport along with over 1,000 personnel would perk economic activity in the area.

The Lumbia airport once served as the commercial airport of Cagayan De Oro City, which was closed following the operation of the Laguindingan Airport in Misamis Oriental.

The 500-hectare airport was now utilized as the headquarters of the PAF’s Tactical Operation Group (TOG) in Northern Mindanao.

Previously, two lady senators—Leila de Lima and Nancy Binay condemned what was described as a violent dispersal of rallyists at the Camp Crame and US Embassy.
