Juvenile justice ensured for children at risk

CAGAYAN DE ORO CITY – The Regional Juvenile Justice and Welfare Committee-10 (RJJWC) is set to present its resolution on forging commitments of the local government units (LGUs) of Claveria, Misamis Oriental and its Poblacion Barangay, and other stakeholders who expressed their willingness to extend help or support to children at risk (CAR) and children in conflict with the law (CICL).

During the committee’s third quarter meeting on October 14, the RJJWC agreed to ensure the effective implementation of Republic Act (RA) 9344 or the Juvenile Justice and Welfare Act of 2006 as amended by RA 10630,

at the regional and local government levels as well as the coordination of its members.

Hence, all the concerned local government units are mandated to have a Comprehensive Local Juvenile Intervention Program (CLIP) developed in accordance with RA 9344 as amended.

Furthermore, the establishment of Bahay Pag-Asa located in Sitio Patpat, Barangay Poblacion, Claveria town, Misamis Oriental is a manifestation of such mandate. It is managed and operated by the provincial government of Misamis Oriental, and established through a memorandum of agreement (MOA) between the JJWC and the provincial government of Misamis Oriental.

Also, in the recent monitoring visit

conducted by the RJJWC-10, the local government of Claveria expressed its willingness to extend help in the provision of support services for the best interest and welfare of children in Bahay Pag-asa.

The LGUs and stakeholders will then forge their commitments for the continuous effective and efficient operationalization of the Bahay Pag-asa.

A Bahay Pag-asa is a 24-hour childcaring institution established, funded and managed by the LGUs and licensed and/or accredited by non-government organizations (NGOs) that are providing short-term residential care for CICLs, who are above 15 but below 18 years of age, and are awaiting court disposition of their cases or transfer to other agencies or jurisdiction.(RTP/PIA10)

Children may struggle with reading for a variety of reasons, including limited experience with books, speech and hearing problems, and poor phonemic awareness. Good readers are phonemically aware, understand the alphabetic principle, apply these skills in a rapid and fluent manner, possess strong vocabularies and syntactical and grammatical skills, and relate reading to their own experiences.

Difficulties in any of these areas can impede

reading development. Further, learning to read begins far before children enter formal schooling. Children who have stimulating literacy experiences from birth onward have an edge in vocabulary development, understanding the goals of reading, and developing an awareness of print and literacy concepts.

We know from research that reading is a languagebased activity. Reading does not develop naturally, and for many children, specific decoding, word recognition,

and reading comprehension skills must be taught directly and systematically.

We have also learned that preschool children benefit significantly from being read to.

The evidence suggests strongly that educators can foster reading development by providing kindergarten children with instruction that develops print concepts, familiarity with the purposes of reading and writing, age-appropriate vocabulary and language comprehension skills, and familiarity with -the language structure.

Substantial evidence shows that many children in the 1st and 2nd grades and beyond will require explicit instruction to develop the necessary phoneme awareness, phonics, spelling, and reading comprehension skills. But for these children, this will not be sufficient.

For youngsters having difficulties learning to read, each of these foundational skills should be taught and integrated into textual reading formats to ensure sufficient levels of fluency, automaticity, and understanding.

Knowing Most Serious Problems in Schools

Are schools providing a safe haven in which learning can occur? Concern over this question led to the establishment of the education’s goal, that “every school will be free of drugs and violence and will offer a disciplined environment conducive to learning.” The Schools and Staffing Survey (SASS), conducted by school authorities, asked teachers

and principals their view of problems in their schools.

When asked about a range of school problems including absenteeism, student drug abuse, and physical conflicts among students, teachers and principals could respond that each problem was either a serious problem, moderate problem, minor problem, or not a problem in their schools.

One out of every four public school teachers cited

lack of parent involvement as a serious problem in their schools. This problem was also described as “serious” by 4.3 percent of private school teachers. Among both public and private school teachers, this problem topped the list in the percentage of teachers who rated it as a serious problem in their schools. Secondary teachers were more likely than elementary teachers to report lack of parent involvement as a serious

problem in their schools.

S ch o ol pr i n c ip a l s agreed that lack of parent involvement was one of the most serious school problems. Among public school principals, poverty was described as a “serious” problem as often as lack of parent involvement. Private school principals cited poverty as a “serious” problem somewhat more often than they cited lack of parent involvement.

Significance of Reading Comprehension

Despite the fact that some middle and high school students have not mastered it, reading comprehension (the ability to understand written text) is seldom taught in the upper grades. It’s important to teach reading comprehension strategies to students who have not yet acquired these skills.

Research have shown, that when students comprehend or understand written text, and combine their understanding with prior knowledge, they are able to perform the reading-comprehension skills. Which covers: Literal comprehension, evaluative comprehension and inferential comprehension. These three reading-comprehension skills are necessary if students are to benefit from textbook and, ultimately, to succeed in class.

Reading comprehension is critical to the development of all students’ reading skills. particularly true in the upper grades, where the curriculum requires students compre-

hend complex expository text.

Consequently, teachers expect that students will be able to read and understand textbooks in all subjects, including science.

Although, it’s important to ask students questions about what they read, in so doing, we’re indirectly teaching them the value of comprehending what they have read.

Unfortunately, many middle and high school students haven’t learned effective strategies to comprehend expository text and for navigating this type of information. In addition, a lack of student’s background knowledge and contentspecific vocabulary also impede students’ ability to comprehend the subject matter.

Reading comprehension is complex, students’ comprehension of texts may be influenced by several major factors such as: Reader, Text and the way information is selected, described, or presented.

Tangub City Division Expects Higher Power Supply

Tangub City Division which mounted 75 KVA transformer last month expects higher power supply this month with the installation of new 75 KVA transformer and improvements of power line in efficiency for computers and other equipment for office operations.

Schools Division Superintendent Victoria V. Gazo said the rehabilitation of existing power lines could enhance additional power supply and boost the low voltage problem in the entire office of DepED Tangub City this year. Computers and other equipment

operations are insight for the 75 KVA transformer.

And this could cater more computer units and other equipment in different offices in the Division in 2016 ,she said.

“We are hoping that if 75 KVA transformer will run as it is running operational now, I think there’s a big possibility that we will have an upward trend”. The highlight of the said program was a tribute given to all the teachers of their school in lieu of the World

Teachers have been the primodal instrument in bringing the best and quality education to all our school children, our pupils, our students, so that they would be able to be educated and best achieve their dreams and aspirations in life in the future. The works and responsibilities of a teacher is not as easy as one, two and three; definitely, it needs ample commitment and perseverance to be able to survive and maintain holistic education among Filipino school children.
