SAN Francisco, Agusan del Sur––Police operatives raided an abandoned 2.5 marijuana plantation in a remote hinterland village in Loreto town this province over the weekend where they uprooted some P13 million worth of the prohibited weed in two nearby sites. Senior Inspector Aldrin Salinas, Loreto police chief, said operatives uprooted some 29,000 Marijuana hills on the first site and another 25,000 hills on another are that totaled some 55,000 plants which was estimated by the Philippine Drug Enforcement Agency (PDEA) to have market value of P13,775,000. vourable conditions for the accumulation of capital, favour transactions with these luxury products— those that are often centers of art world institutions. Network building is also a dominant strategy: auction houses are expanding their sales rooms globally, the annual art fairs strategically orient potential buyers and gallery dealers, and galleries are either globally operating or cooperate transnationally in selling and promoting artists’ careers. Are we curious who the collectors of paintings and sculptures are? They range from speculators to connoisseurs, from hedge funds to multinational corporations, and can come from state or private cultural organizations. Strategies are made to stimulate their interest and patronage of art. Works of art possess multifaceted characteristics—a means of investment, a gauge of economic success (what do people think of

those who acquire a Vincent Van Gogh?), a luxury good, a cultural product. The global art market has developed a system that includes and marginalizes in an unanticipated way art centers. These combine institutions of both the art world and the art market and are advanced by neoliberal politics and fiscal laws such as acquisition and possession of artworks and custom regulation. Most of such elements such as branded museums, intensive exhibits, branded auction houses, high-end galleries, and prestigious art fairs are put together in New York and London.

This is unfortunate, especially in the light of the huge amount of money, now estimated to be in trillions of dollars, that have been spent in the fight against the environmental malady. The question now is, when will DiCaprio and others learn the truth that global warming needed to be fought not only using all the strategies they are employing now, but even the principles enunciated

in the Bible? What are these principles? I can suggest two. The first one says that global warming and climate change is a curse from God which is given to a people who no longer listen to, and no longer obey, Him (which means, who no longer read the Bible). This can be found in Deuteronomy 28:15 and 22-23, as our “Life’s Inspirations” today shows. The second principle says that the rains, floods, and strong winds will surely come, and will cause death and destruction, unless people will truly listen to the words of Jesus, our God and Savior, and carries them out carefully. This is found in Matthew 7:24-27. That’s should be the very making of the spokespersons of the political adversaries of City Mayor Celso G. Regencia, as we can hear over the radio every day. Their only purpose is to destroy City Mayor Celso G. Regencia’s integrity of his person and that of his being the Chief Executive of the City of Iligan. What they did is likened to what we all call crab mentality. It should be as construed as a glaring manifestation of mediocrity. It may be even compared to the deceitful Lucifer when he said: I will make myself like the Most High God. To say in exact tone like that of Lucifer: I will make myself like City Mayor Celso G.Regencia. Would it not be an act of covetousness, a glaring power grabbing? disqualified and that Ruderic Marzo will replace him as City Mayor. It should be the greatest false of all time. Granting, however, but not admitting, that there was truth of their false gossips, how could he replaces our beloved City Mayor when he was convicted on the administrative case filed against him and others, and meted to perpetually disqualify from holding public office. It could somewhat be considered only as mere sour grapping. Why not accept the truth? Would it be too hard for him to accept the truth in order to have peace of mind? Why live in daydreaming and in hallucination? His transfer to Quzeon City is still being evaluated by the Court Administrator, pursuant to the Order of the Third Division of the Supreme Court; while, on the other hand, his cases is being reviewed by the Department of Justice in Padre Faura, Manila. House: Unli calls to all networks

The House Committee on Information and Communications Technology chaired by Rep. Victor A. Yap (Second District of Tarlac) recently ordered the National Telecommunications Commission (NTC) to fast-track its plan to lower interconnection charges for voice calls so that the public can make unlimited calls to all networks. During the first organizational meeting held by the ICT Committee, several members aired their complaints against telecommunications services in the country, including slow internet, dropped calls, and costly voice call charges to other networks.

Responding to the query of ICT Vice-chair Rep. Francis Gerald Abaya (Cavite, 1st District) on how to make the cost of voice call services more competitive, NTC Deputy Commissioner Edgardo Cabarios admitted that the present interconnection rates between telcos at P4.00 per minute drives the cost higher. He said there are plans to lower the interconnection charges this year or next year. The NTC explained that the existing telcos charge each other a fixed rate of P4.00 per minute for every call they facilitate and process from consumers of different networks. The amount, which 119 million

subscribers pay, is one of the highest in the AsiaPacific region. Callers pay this amount whenever they make a call, including the dropped calls that occur in the process. ICT Chair Yap directed the NTC to look into the immediate lowering of the interconnection charges. Telcos present at the meeting (i.e. Smart and Globe) said that they would lower the interconnection charges once directed by the NTC. They said they would abide by whatever rates the NTC implements. Section 5(c) of Republic Act 7925 directs the NTC to “mandate a fair and reasonable interconnection

of facilities of authorized public network operators and other providers of telecommunications services through appropriate modalities of interconnection and at a reasonable and fair level of charges.” In 2011, NTC issued a memorandum circular lowering the interconnection rate for SMS from P0.35 to P0.15. As a result, the country’s rate for SMS is one of the lowest, according to NTC Chairman Gamaliel Cordoba. According to Cordoba, the lowering of interconnection charges for voice from P4.00/minute to P2.00 - 2.50 per minute can result to unlimited calls to other

At this kind of controversy, I must never cease to proclaim in fearless tones against those who are directly or indirectly involved in spreading lies and slanderous gossips. Remember, our City Mayor has done his best to push Iligan City forward to the zenith of development despite some blocking walls along the way. He aims at nothing, but thru collaboration and unity, by setting aside political ambition, personal vested interest, the very path of wisdom and common sense, that would bring about proper prescription of what is more appropriate action to be done, for the greatest good for the greatest number of Iliganons. We need at this instant a coordinated action to be done in addressing this very scandalous gossips circulated around that need our watchful eyes as concerned citizens, and never to lose our focus in order to tame the issue in a soonest time possible. It is our duty as concerned citizens to actively play the role of stabilizer of the excessiveness of the joke-box media, so that there will be transparent commentaries and opinions based only on truth not on mere suppositions. The aggravation of the

adversaries of the Regencia administration was softened at the instant of their receipt of the decision of the Ombudsman against them. I am so convinced that they were, most likely, under the stress of human emotion, imagine: “perpetual disqualification from holding public office.” The once proud and powerful politicians were reduced, in a split of a second, to lame ducks. They are considered as politically dead. No more gold mine, no more power, no more influence. They are now likened to the unwanted lepers in our society, the unwanted lepers in the city’s political landscape. How could the catastrophic decision of the Ombudsman against them and their humiliating defeat last May 9, 2016 election could be softened by harboring “Crab Mentality and mediocrity of mind?” Should their unbearable sorrows they are harboring in right now would not somehow attempt them to think of committing suicide, God forbids. My advice is: do not be carried by your emotions in totality. Remember, while there is life there is hope. It behooves you then to humble yourselves before God, before the offended power, and to pray for His clemency and forgiveness, so that you can live in a normal life again to the fullest. The 13 are members of a group led by Samad Masgal alias Commander Madrox and operating in North Cotabato. But Masgal was not among those who were arrested, the OPAPP report said. The report said the operation was conducted in barangays Nabalawag, Kapinpilan, and Kadingilan in Midsayap, North Cotabato. The Coordinating Committees on the Cessation of Hostilities (CCCH) set up by the government and MILF peace panels and the Ad Hoc Joint Action Group (AHJAG) were tapped to operate in these areas “with strong MILF presence.” A similar operation was conducted last August by the AFP and the MILF against Madrox’ group which resulted in the death of four of his followers and three

Emmanuel Peralta, director of PNP North Cotabato said “our cooperation has brought about one of our objectives and that is to stop the proliferation of illegal drugs.” On 12 July 2016, the CCCH and AHJAG of both parties signed an “Agreement of Cooperation and Coordination” in the Campaign against illegal Drugs in MILF-controlled areas. The agreement allows for “information exchange/ sharing which includes, but not limited to the submission of the MILF of a list of drug personalities identified in its area subject to validation of the law enforcement agencies.” The agreement also allows the MILF to “conduct information drive on the ill-effects of illegal drugs in the MILF affected areas as part of its demand reduction activities” among others. The OPAPP report quoted MILF Central Mindanao Front Commander Gordon Sayfulah as saying the joint operation “has resulted into better and peaceful lives for our stakeholders as well as stronger confidence between GPH and MILF forces.” “I would like to com-

mend this new administration for its strong commitment to end illegal drugs in our country. I would also like to express my gratitude to those who have been part of the operation which includes the operating troops and coordinating body,” he said. During the first public hearing last October 14, 2016 9:00am at the Sangguniang Panglungsod Hall, the councilors who authored the resolution along with the acting Vice Mayor Samuel Huertas and the councilors Rhandy Ryan Ong, Belinda Lim and Renato Ansis discussed the inclusions on this proposed Ordinance. The implementing body of this Ordinance, once approved, will include primarily the Philippine National Police (PNP), with the aid of the Barangay Peacekeeping Action Team (BPAT), Barangay Tanods, and Barangay Officials. A Task Force will immediately be established upon approval. On the proposed Ordinance, the penalty for individuals on the 1st offense will be P1, 000, 2nd offense at P2,000 and for the 3rd offense at P3,000 or imprisonment for not less than three days but not more than six days or both at the discretion of the court. As for the establishment failing to follow the Ordinance, penalties will also be given at 1st offense will be P3,000, 2nd offense at P4,000 and for the 3rd offense at P5,000 and revocation of license to operate or both at the discretion of the court. This Ordinance is still under 2nd reading, due to the issues and suggestions that are yet to be reviewed.
