“After twelve rounds, we now go to the judges’ score cards!” We often hear those familiar words from international ring announcer Michael Buffer at the end of an exciting boxing event. Buffer then reads the individual judges’ scores. Depending on how the judges saw the fight that has just gone the distance, the result could be a unanimous decision, a split decision, a majority decision or a draw. Every now and then, the score of two judges would turn out to be poles apart, leaving the spectators to wonder if the two judges were in fact watching the same event. The divergence is explained by the fact that judges are seated at different vantage points around the ring and that the judges could actually have different perceptions on how the fight went. The recent “scorecards” submitted by “judges” grading President Rody Duterte’s first 100 days, in a way, mimic the boxing judges’ scorecards.

Judge No. 1 (and, here, I am referring to the surveys – both SWS and Pulse Asia ) gives President Rody excellent scores in terms of both approval and trust ratings. In fact, observers point out that President Rody’s ratings are higher than those of President PNoy during a similar period. Judge No. 2 (Eg. former President Fidel V. Ramos), on the other hand, considers Duterte’s performance a disappointment. Why the big disparity in the ratings? Let me just venture a guess. The two judges used different criteria! Judge No. 1 measured President Rody against his campaign promises. And, bereft of all those expletives, he just had a very short list of promises - an unrelenting fight against drugs, crimininality and corruption. He was voted overwhelminingly based on this campaign. Very visible to the Judge No. 1 is the war on drugs, like no other, which started even before Duterte assumed office. Crime statistics, ac-

cording to the police, have actually gone down. And while there have been no dramatic changes yet as far as the anti-corruption drive, improvements are expected by Judge No. 1 over a longer term (certainly, not 100 days). Judge No. 2, on the other hand, used a longer list of performance measures. It is true that fighting drugs, criminality and corruption are important. But they are not everything. Yes, we need to address tactical gut concerns. But we also need to address strategic concerns whose benefits could only be felt in the future, eg. environment, climate change, interconnectivity and cooperation in a highly globalized community. Because of the reality of interdependence among nations, we can not afford to be parochial. We need to think globally. We need not alienate old allies while expanding our circle of friends. We also need to discard “20th century thinking” and to embrace the realities of the 21st century. So, did our boxer win

DSWD, JICA, ACTION expand training program for house parents, social workers to push quality childcare in PH The Department of Social Welfare and Development and Japan International Cooperation Agency (JICA) in partnership with Japanese non-profit group, A Child’s Trust is Ours to Nurture (ACTION), signed yesterday a capacity building program to boost house parenting standards in child care institutions in the National Capital Region (NCR). Present during the signing were DSWD Secretary Judy Taguiwalo, DSWDNCR Director Vincent Leyson, Region 3 Director Gemma Gabuya, and Project Manager Hajime Yokota of ACTION. Sec. Taguiwalo welcomed the cooperation saying that, “the project supports the present administration’s anti-poverty agenda of reaching out to marginalized children and communities and providing them opportunities to improve their plight.” For his part, ACTION Project Manager Hajime Yokota said, “The cooperation expands our previous initiative on training house

parents or care givers working in child care facilities in Central Luzon in 2003. This time, we aim to train about 280 house parents and social workers attending to vulnerable, impoverished children in NCR.” Data from the Philippine Statistics Authority (PSA) in 2012 showed that poverty incidence is high in the children sector (35.2%) versus other sectors. Impoverished children are also most vulnerable to violence, exploitation, abuse, and discrimination. In the Philippines, the DSWD and its accredited childcare facilities throughout the country provide interventions to such children cases. The lack of house parenting or care giving standards in said facilities prompted DSWD, JICA, ACTION to set a capacity building program to improve the knowledge, and skills of child care workers in the facilities. “JICA aims to support the Philippines’ poorest sectors overcome their vulnerability. This cooperation

hopes to also ensure that everyone, including marginalized children, will benefit from the economic growth the Philippines achieved. Improving child care standards of house parents and social workers is crucial in teaching children to become self-reliant and productive members of society,” said JICA Chief Representative Susumu Ito. The project also aims to provide life skills training to children in residential institutions in Region 3. The cooperation is part of the JICA Partnership Program, a scheme under the agency’s Official Development Assistance (ODA) that taps Japanese non-government organizations, local governments, and academe to address social and economic development issues at the grassroots level. DSWD Region 3, JICA and ACTION previously held trainings for about 250 house parents in 38 residential facilities in Central Luzon before the expansion to NCR.

Gov’t unions, people’s orgs unite to pursue Movement for Change Various government unions led by the Social Welfare Employees Association of the Philippines (SWEAP); Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE); and, people’s organizations such as Kalipunan ng Damayang Mahihirap (KADAMAY), representing the urban poor; and, GABRIELA representing women, gathered at the Department of Social Welfare and Development (DSWD) Central Office yesterday, to push for “tunay na pagbabago” (Real change) under the banner “Kawani at Mamamayan Para sa Pagbabago”. DOLE-10, NCCT conduct RCA! against child labor in Camiguin MAMBAJAO, Camiguin -- The Department of Labor and Employment Region 10 (DOLE10) in partnership with the National Council for Children’s Television (NCCT) continue to provide media literacy and video production workshop for children as they host the 2016 Rights. Camera. Action! (RCA!) film-making against child labor workshop for the second time since 2013. The three-day training was held at Camiguin Convention Center on 29 September to 1 October with the cooperation of Department of Education (DepEd)-Camiguin, Local Government Unit of Mambajao and the Provincial Government of Camiguin. Close to 120 Grades 8–10 high school participants and organizers gathered at the event which started with a program in the presence of department heads and representatives from partner agencies who also delivered their messages to the students at the said program. “We have every reason to be happy right now, because accordingly, Camiguin is a child labor-

free province…because of the collaboration of concerned government agencies and local government units, we are able to prevent child labor in the island”, Camiguin Provincial Field Office Head Brix A. Merlin said on his welcome address. The RCA! workshop aims to generate oneminute films about the pressing issue of child labor in the Philippines, and was made more significant as the students filmmakers are also considered as children of the society. It was then followed by the critiquing, evaluation, and posttest activities by the resource speakers and facilitators. We often hear the remark, “I hate Mathematics”! What is it about mathematics that makes students so unreceptive? A lot of research has shown that learners lose interest between the years in elementary and high school and many don’t regain this interest until they reach college. This challenged teachers on how to make math more engaging to the students. Here are few tips to motivate students to love math. First, math teachers should be lovely first to the eyes of the students. Students have already assumed that math is difficult; teachers should find way that they can be lovable so that their subject will be lovable too. Thus, math teachers should not be terror. Let students provide their own math puzzles before starting your class. Give students the chance to enjoy math while learning it. This activity will ignite students to be confident in standing in front and present their mathematical puzzles. Incorporate technology to your lessons. Students love technology since it is with their generation.

Teachers can see much of its difference than chalk and talk method. There are lot of math applications nowadays in the net which can connect lessons to the real word. Incorporate music into your lessons. This can be done during math week laying down activities such as math song solo, math dance craze and math jingles. Play games. Give students time to play making math interesting using recreational activities such as playing chess, snake and ladder using math numbers, Chinese checkers and etc. Country’s hope was laid in teachers’ hands because if we cannot make students love learning then we cannot expect them to be an asset to our country. We can make a pivot to change the perceptions of the students. We can do it. Learning math is fun!

Technology is necessary but not always a positive influence in modern life. This issue has especially come into vogue in the last decade due to the mindboggling pace of technology. Also, this issue is a complex one because it involves a conflict between the traditional and the modern. First, it goes without saying that technology has made our lives easier to the extent that repetitive

and monotonous tasks need not be performed manually. These tasks, by their very nature, are irascible and reduce the productive potential of an individual. Today, it is a big deal to have technology devices in a classroom learning process. Teachers will work more easily by having these devices in a process of teaching. Also, in terms of students, it contribute a big impact though their learning. Many people warn of the possible harmful

effects of using technology in the classroom. Will children lose their ability to relate to other human beings? Will they become dependent on technology to learn? Will they find inappropriate materials? The same was probably said with the invention of the printing press, radio, and television. All of these can be used inappropriately, but all of them have given humanity unbounded access to information which can be turned into knowledge. Technology can be used to perpetuate old models

One month after the enrolment our School Nurse, Mapeh Teachers, and TLE Teachers finalized the records of the nutritional status of every student. In grade 7-Taurus there were severely wasted and wasted status and because of these existing problems our School Principal Dr. Elecia M. Rivera together with the school nurse acted the problem right away. She required conducting a feeding program for the students who are identified as wasted status.

They are also encouraged to look for external stakeholders to sponsor this program and to be monitored by TLE teachers. She assigned section advisers to handle these problems. This program is to be supervised by the TLE chairman Mrs. Ruth N. Digdigan. The adviser called up the parents of the severely wasted status of the students who discussed about what they could do to help improve the health of their children and at the same

time made the schedule of the cooking sessions. Three parents were assigned to assist in the feeding sessions of ten Fridays of the month. The feeding program started last July 2016 in Kalilangan NHS HE building. For the month of October it is noted that there were only few children who were served during the feeding program due to their increase of weight. Deworming was also given last August 2016 to make sure the feeding served its purpose. After 3 and ½ month the students gained weight and were no longer sickly

of teaching and learning. Students can be “plugged into computers” to do drill and practice that is not so different from workbooks. Teachers can use multimedia technology to give more colorful, stimulating lectures. Both of these have their place, but such use does not begin to tap the power of these new tools. Though technology has made our lives easier but can we categorize it as a blessing? It is quite debatable because where we have so many advantages of technology there are negativities as well. and pale. Brigada Eskwela is an activity designed by the Department of Education in preparation for the opening of classes. This usually takes place during Summer Vacation prior to the Enrolment of students for the school year. With the cooperation of Parents and Teachers, the Local Government Office and other Private entities are encouraged to participate in the said movement so as to make the learning such that the quality of Education which was desired to uplift the performance of student will be fully realized. In fact the adviser of Grade 7 STEM Galilei, Mrs. Girlie S. Casona had been the in-charge in disseminating information to stakeholders informing them to support the

Brigada Eskwela 2016. In her accomplishment the letters received by the stakeholders are attached in her report. With the goal mentioned above, the parents, students, faculty and staff of Kalilangan National High School joined hand to achieve the objective of the aforementioned institution through the conduct of the Brigada Eskwela through which was opened by our School Principal Mrs. Elecia M. Rivera, PhD., Parents, Government Officials, Teachers and Students on May 30 – June 4, 2016 at THE SCHOOL CAMPUS. After the conduct of the Brigada Eskwela, a lot of things were improved not only the physical features of the school but more so to the views of people who are directly involved in the teaching – Learning process.

It had strengthened the idea that amidst the financial constraints and some form of inequities due to lack of facilities, a sparkling hope to create a venue conducive to learning is not at all that inevitable. The Realization then that, with a lot of encouragement and motivation, comes along the ever wanted result which will ignite others to do their share such that they will become a contributing factor in the pursuit of attaining quality education for the year 2010 and onwards. The essence of Brigada Eskwela is not only the preparation of the place where the actual transfer of knowledge happens but it is also a way to reaffirm one’s commitment in extending support to the society in which a person belongs because the very thing that is at stake here are the future of today’s generation. The joint accomplish-

ment of the teachers, parents, students and the community as a whole is so rewarding since everyone became a part in the attainment of the goals set beforehand. Dr. Rodel Lamban and Dr. Sarah Mancao the facilitators required the teacher

participants to submit SIM as their outputs for the Division teacher’s training. They added that SIM should conceptualize the least learned skills in 4 learning areas, and Kalilangan National High School responded to this request. One of the SIMs crafted by the Kalilangan NHS teacher is in Mathematics that focus on Factoring, after giving the diagnostic test and found out that particular skill is the least learned.

Estiba because they believe that this literacy program is one way of helping children to develop their reading ability. Reading aloud and telling stories to children can enhance

their language and literacy development. Telling stories to children with full of feelings and emotions will develop their skills in listening, understanding and of course acting. The love of reading is develop in this program in the since that they will not only listeners but they will be taught to read and to understand what they have read. As teacher we can extend and share our knowledge, talent, time and love to others not only during class hours but even during off hours. Since Christmas is fast approaching, a time of sharing and time of giving especially to the children, this literacy program was created. The slain suspect was identified as Remy Gumapac Jr, a civilian personnel of the Philippine National Police (PNP) employed as computer operator of Ozamiz City Police Station. Gumapac’s driver and cohort identified only as “Arnel” was also killed in the shootout.
