A T I N - AY, Prosperidad, Agusan del Sur--- Agriculture experts recently engaged with some 500 Cacao farmers in the province who are enrollees of Upland Sustainable Agri-forestry Development (USAD) program in a daylong forum that is seen to boost the development of the world-class industry.

A brainchild of Gov. Adolph Edward Plaza, USAD was launched after Typhoon Pablo hit the province in 2013 and became the flagship program of the provincial government designed to deliberately address poverty in the upland areas. Cacao is one of the leading crop recommended to be developed for USAD enrollees as an all-out support of Gov. Plaza to the industry.

largest cocoa producer is West Africa with 2.8 million metric tons or 71 percent of the world’s consumption per year. She noted that non cacao growing countries like the United States and several others in Europe get the bigger bulk of Cacao for their consumption developing sophisticated cacao processing technology to produce chocolates, butter and all other favorite American food. “You may wonder why

has the largest land area developed for cacao with 507.89 hectares and has the biggest number of cacao seedlings planted reaching 408,522, followed by Veruela with 365.25 hectares developed areas but Bayugan City ranked second in the number of seedlings planted. In an interview with Reymar Saganal from New Bataan, La Paz and Ben Gulay of Magkiangkang, Bayugan City, both said they gained more knowledge regarding cacao growing during the forum from land preparation to seed fermentation which strengthen their belief that cacao industry could change their life if given the utmost dedication and attention. “In this forum, I believe all of us farmers have already realized that cacao farming can change our lives. Here, we learned that even as early this time, cacao market is ready to buy our products in a very reasonable price. We have also learned very important factors to consider in cacao production from from environment, genetics, manpower needed, healthy planting materials and the post harvest handling. I believe this will change our belief in cacao and will inspire us to love cacao production,” said Ben Gulay. According to Caraga Region area manager of Kennemer Foods Inc. Zenon Rachiel Alenton, their production for this year that reached 2.4 million seedlings is already consumed and advised other customers to make an advance order for priority supply of seedlings next year. Outgoing Regional Director Lealyn A. ful, but so we can make them look bad and show everybody else how dirty that person’s life is. The worse we make them look, the better we think we will look in comparison. But it’s usually the opposite. People usually know how good you are by what you say about others, not by what others say about you. Do you remember the rhyme: “Sticks and stones may break my bones, but words will never hurt me?” It’s not true! Many people have been hurt far more by criticism and gossip than by sticks and stones. Even if it is true that a teenager got into trouble, or that man committed adultery, or that person said something very wrong,

they may have learned from their mistake and changed already. But our cruel, unkind gossip about them is wrong and evil, and something we ourselves need to start changing today! The only person’s life you have the right and responsibility to correct is your own. That other person’s life is their own problem. It is not your job or right to talk about it to others. Remember, “What goes around comes around.” So the same bad things we told about others might also happen to us! Then, guess who people will be gossiping about? You. So if you’ve been hanging around with people who gossip and criticize others, you can decide right now to stop. If you will just ask

Jesus Christ to forgive you, He will. Then Jesus will give you His powerful love for others, so instead of hurting them you will want to help them. You’ll even defend and stand up for them when others talk badly about them. Then, someone just might do the same for you when the gossipers are talking badly about you. Just Think a Minute.

The first 100 days and the vision in the Duterte inauguration speech DAVAO City––Like other Dabawenyos, I am gratified to know that in his first 100 days President Rody Duterte, he who promised a government of “malasakit at tunay na pagbabago,” got a net satisfaction rating of “very good.” I note that Presidents Fidel Ramos, Noynoy Aquino, Cory Aquino and Erap Estrada also received similar feedback during the same period of their administrations. The first 100 days of the 16th President of the Philippines were jarring in both positive and not-sopositive ways. But unlike other life situations where one could philosophize and say that we have to take the good with the bad, there is a very real risk that in the current Philippine context, the latter could undermine the former and rapidly drain the political capital of the President. The challenge is for President Duterte to discern which of what transpired during the first three months need to be stopped, have to be continued, and what will have to be started as fresh initiatives in the remaining 2,092 days. Elements of the vision articulated in his inauguration speech are a good reference: to make the people’s lives better, safer and healthier; bring back faith and trust in government; foster values of love of country; subordination of personal interests for the common good; concern and care for the helpless and the impoverished.

The peace process with the National Democratic Front of the Philippines (NDFP) shook loose from the encumbrances that stalled it since 2011. It is hoped that the leaps in the past months would soon lead to a political settlement of this drawn-out conflict line. Learning from recent developments in the Colombian peace process, Filipinos have to be brought on board early on so that they would both own and support the results of the talks. While other developments in the Bangsamoro peace process are still being awaited, there is a sense that a roadmap is in place, and in the course of being implemented, albeit not necessarily in the pace and direction preferred by those who have long advocated Bangsamoro right to self-determination. However, statements and acts that dismiss human rights and rule of law,

though supposedly directed at the drive against illegal drugs and criminality, could encourage military adventurists and reactionary forces to sabotage future peace agreements that are based on respect for rights and the just transformation of our social order, which are consistent with the promised “tunay na pagbabago”. Iligan City govt holds devt council meeting Misor

THE city government of Iligan conducted its annual City Development Council meeting last October 10, 2016 at the Berlin Hall of Plaza Alemania. The meeting was attended by Acting City Mayor Jemar Vera Cruz, Acting Vice Mayor Samuel Huertas, DILG City Director Mr. Foster Anayron, from the office of Freddie Siao, Mr. Rey Benido, ABC President Siacor, and Ms. Regina S. Antiquesa. Present on the meeting as well were Councilors Ian Uy, Petronilo Pardillo, Belinda Lim, Renato Ancis, Jessie Ray Balanay and Sorilie Bacsarpa. During the said meeting, discussions for approval of budgets and programs for the current and the upcoming year were tackled. On the first part of the meeting, City Planning & Development Coordinator and CDC Secretary Mr. Gil

R. Balondo discussed the endorsement of the Updated and Enhanced City Commodity Investment Plan (CCIP). On his discussion, he mentioned the top 3 commodities of Iligan, namely; Abaca, Banana (Cardava) and Coco Fiber. As of date, this is now updated with the inclusion of Coffee Beans and Mango which sums up the top 5 commodities in Iligan City. He also mentioned the top 5 Barangay with their respective commodities availability. Mr. Balondo then discussed the endorsement for LGU Commitment on budget counterparting for the updated and enhanced CCIP. Mr. Balondo then said amount of the counterpart proposed does not cover the entire amount of the LGU’s counterpart, which CCIP is requesting for the 10% of the annual budget so that yearly, LGU can cover the entire amount of the counterpart. Next on discussion was the amendment of CDC Resolution No. 05, S. 2015. This is the resolution assigning a certain amount from the available fund of 20M allocated for the project road improvement from Digkilaan to Lanipao passing Runay including Bridge construction and expenses related to roadright-of-way funded under the 2014 20% development fund as counterpart fund for the same farm-to-market road project under the Philippine Rural Development Project. For the discussion on endorsement of Pala-o Market Project for funding and implementation, Mr. Balondo discussed that from the prior proposal of

3-storey building, this was lessened to 2-storey. He mentioned that the entire land size of the proposed building is almost 1 hectare with a Php 413, 000, 000 proposed budget. Howe ver the entire 1000+ vendors will not be accommodated on this proposed building because of the limited space. Php 23, 136, 000 out of this is for the contractor who will also make the design of the proposed building. A question was then raised from the body regarding the issue of why the contractor will make the design considering Iligan City has the office of the City Engineers. This was then commended by Acting Mayor Jemar L. Vera Cruz for the trust that was given to the City Engineers Office. However, as of the moment, the City Engineers Office is stuck with workload preventing them from taking part on the design of the proposed building. Mr. Balondo also mentioned that a meeting was already done with the vendors of the Pala-o Market

regarding the proposed building. At the end of the discussion, this endorsement was moved to Funding and Implementation. Next up was the presentation of status and endorsement of the Iligan Coastal Project which encompasses the construction of Causeway and 2 Bridges. Following the approval of Endorsement of the 2017 Annual Investment Program was the discussion for the reversion of the 2016 20% Development Fund - Barangay Development Project followed. From the 20% Barangay Development Fund amounting 100M, the 41M was intended for the Capital Outlet, 15M was for the adjusted budget of 2016, and the 44M was intended for the Realinement of Barangay Development Fund. It was moved to Fund the 44M for funding of the Pala-o Market which was then approved by the body. For the approval of the programs and projects to be funded under the 2017 20% Development Fund, this was approved thru mass motion. There must be recognition of and support for the principles, processes, and practices that have over time evolved to become the bases for organizing our lives as Filipinos. Not that these arrangements cannot be changed, because they certainly can and that is what reform and revolution are all about, but that they cannot be ignored without consequence to us all and the future of the country. Government cannot call on people to avoid what is illegal, if it is itself turning a blind eye to, and even seemingly encouraging the environment that makes it convenient to do what is patently illegal, the snuffing out of lives without due process. Other wise, this would

just be another example of the State flaunting its mishandling of the monopoly over the means of violence, while telling everyone else to abide by the rules. To win the fight against crime and illegal drugs, and at the same time work towards the restoration of faith and trust in government, it is not enough that the President continues with personally championing the anti-drug drive, and espousing that “now is the time to kill a criminal correctly.” To achieve both sets of priorities, government has to publicly disavow, condemn, and put a stop to the killings. It must also encourage new platforms for citizens to support the drive in ways that are consistent with elements of the aforesaid Duterte vision: a concern for safety and health, hence a policy of dealing with drug addiction as a public health issue; the restoration of faith and trust in government, hence the respect for rule of law, and reforms in critical institutions such as the security sector and the judiciary; the concern and care for the helpless and the impoverished, hence, deliberate and coherent efforts to assist those who have been ensnared by the drug menace. ••• (MindaVie ws is the opinion section of MindaNews. Brgy official nabbed in drug bust

ZAMBOANGA City––Police operatives have arrested an elected barangay (village) official tagged as high-value target (HVT) drug personality in Zamboanga Sibugay, an official announced Tuesday. Senior Supt. Romulo Cleve Taboso, Zamboanga Sibugay police director, identified the arrested HVT drug personality as Abdul Gafar Macabada alias Apay of Barangay Poblacion, Payao town. Taboso said Macabada is an elected barangay councilor in Poblacion, Payao, Zamboanga Sibugay. The latter is listed as the number six drug personality in

the province. Taboso said Macabada was arrested in a buy-bust operation around 10:00 a.m. Monday in Barangay Binangunan, Payao, Zamboanga Sibugay. He said the arresting team recovered from the possession of Macabada two heat-sealed plastic sachets of methamphetamine hydrochloride locally known as shabu and marked money. He disclosed that the suspect is associated with the Marjuk Dacula drug group based in Zamboanga Sibugay province. (PNA)
