Farmers urged to avail agri-interventions from gov’t.

In its intensified drive of relaying the various agricultural interventions that are offered by the government, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regional Agriculture and Fisheries Information Section (RAFIS) conducted its third leg of Information Caravan (Info Car), in the province of Misamis Oriental. A special education teacher is someone who works with children and youths who have a variety of disabilities. Children with special needs require unique instruction by specially trained professionals to help them achieve their highest potential and strive to progress beyond their limitations. Special education teachers are patient, understanding educators dedicated to giving each individual student the tools and guidance needed to help them maximized success.

A small number of special education teachers work with students with severe cognitive, emotional or physical disabilities. Their job is primarily teaching them life skills and basic literacy. However, the ma-

jority of special education teachers work with children with mild to moderate disabilities, modifying the general education curriculum to meet the child’s individual needs and providing required instruction. Most special education teachers instruct students at the preschool, elementary, junior high and senior high level, although some work with infants and toddlers.

A large part of a special education teacher’s job involves communicating and coordinating with others involved in the child’s well being including parents, social workers, school psychologists, occupational and physical therapists, school administrators and other teachers.

She highlighted that there are many forms of assistance, ranging from production, market development and infrastructure support, postharvest and farm mechanization assistance, insurance coverage, education and training services, among others, which are all aimed in assisting the marginalized farmers and fisherfolks in their respective farming and fishing endeavors. Further, Salas reiterated that since government funds are limited, they are highly encouraged to submit their letters of intent at the soonest time, stating the priority agri-interventions they seek to avail, and have them endorsed by their municipal/city/ provincial agriculturists and local chief executives, prior submission to the DA-RFO 10 for assessment, validation and action. # (JLOlson, DA-RFO 10) For years now, Silsilah had been active in promoting the wellbeing of the indigenous people in Zamboanga City. The Subanon, in particular, are among the focused indigenous group that Silsilah had been following up specially on matters like this group’s struggle for their ancestral domain, leadership, etc. During this Kapihan, two resource speakers were invited to share basic information about the history of the Subanon people and their present struggles. The first resource speaker was Mrs. Gloria Cecile Bernal, the former Dean of the College of Social Work in Western Mindanao State University (WMSU) and now currently active member of Silsilah as its Human Resource Personnel. The second speaker was Engr. George Jocutan. He is a graduate and licensed genetic engineer who had been active at the National

Commission for Indigenous People (NCIP) and now its Officer-in-Charge for Zamboanga City and Basilan.

As an experienced social worker with her years of experience being with the Subanon people, Mrs. Bernal related the rich history of this people, citing that they are the original and first land dwellers of the Zamboanga Peninsula. Zamboanga City, in particular, is a witness to this fact being seen in the naming of the many places in the city. These names as “Tetuan,” “Baliwasan,” “Patalon,” are Subanon words.

The first Zamboangeños who had encounters with the Spanish colonizers are the native Subanon.

Building upon this argument, Mrs. Bernal pointed out the rights to Ancestral Domain that belongs to the Subanon people. Their claim for Ancestral Domain is based on the strength of the “Native Title” meaning

“the continuous possession and occupation of the land in the concept of an owner since time immemorial, or as far as memory goes; it is a pre-conquest rights to land and domain,” Mrs. Bernal said. The present struggle of this tribe therefore is focused on this claim. They hope that the government may recognize this claim for their identity as a people.

For years now, their tribe’s struggle had been also largely dominated by the presence of Zamboanga Economic Zone and Freeport in the native area where they live (areas of San RamonPatalon). This struggle on the other hand, is characterized by the tension between the rights belonging to the government to utilize the area and their ancestral domain rights. years (from 1988 to 2015) is a mere 1.22% of the total agricultural lands in the country. Our agricultural lands actually increased by 9.5% based on 2005 to 2013 data. Only 2.52% of the total land area of the Philippines is considered built-up using data on land cover,” OSHDP said.

“The Philippines has more agricultural lands compared to some of our ASEAN neighbors, but our agricultural productivity is significantly lower. Vietnam for example has allocated 30.35% of its land to agriculture while the Philippines has set aside 42.55% yet Vietnam’s percent of value added to their Gross Domestic Product (GDP) is 17.7% compared to the Philippines which is only at 11.3%,” OSHDP said in a statement.

“The negative impact of such proposal will outweigh any perceived gains.” it added.

OSHDP believes that the moratorium will have an adverse effect on the country’s housing production – particularly socialized housing – considering the unmet housing needs of 5.7 Million, growing by 926,077 units per year; and the fact that the housing sector could barely produce 20% of the annual target. This social problem will worsen if a moratorium is imposed.

OSHDP agrees with the analysis that a moratorium will also result in jobs loss and a decrease in value creation. According to a study

by UAP, “The economic impacts of the housing industry are as follows: (a) that for every one million pesos, 2.3 jobs are created; (b) for every peso spent on house construction, the multiplier effect is P3.32 for value creation and P0.47 for household incomes; and (d) the tax multiplier for every peso paid in taxes and spent by government is P3.90” (SHDA Road Map).

A moratorium slows down growth in this sector, resulting in jobs loss and a domino effect on the allied industries.

OSHDP likewise fully supports the position of the National Economic Develment Authority, Department of Finance and Department of Budget and Management on the adverse implications where they concluded, saying, “the land use conver-

sion ban can be antithetical to economic growth, job generation, and poverty reduction.”

“They were correct in saying that ‘agriculture sector revitalization may suffer under [the proposed] policy’ and ‘acquiring rights-of-way for infrastructure projects of the government and the private sector will also be delayed,’” it said.

OSHDP said in sum, this policy can be considered anti-poor because ultimately, the bulk of the unmet housing needs and the jobs that will be lost are coming from the lower income group of the population. As such, we humbly and earnestly call on the authorities to: (1) reconsider the proposed moratorium on land conversion and set aside the draft Executive Order; (2) carefully assess the impact of the proposed policy on all other affected sectors; (3) conduct a wider consultation and public hearing; and, (4) consider alternatives, such as the strengthening of institutional mechanisms and procedures for land use conversion, prioritizing the passage of a national land use act, and increasing productivity of our current agricultural lands.

Oro schools division initiates Dugong Guro

THE City Schools Division in Cagayan de Oro started rolling out Dugong Guro, a blood drive among public school teachers and nonteaching personnel within the Division. According to Division medical officer Dr. Mark Meso, this is in line with the program initiated by Department of Education (DepEd) 10 director Allan Farnazo.

Meso said that the regional office of DepEd initiated the blood donation drive because there is dire need of blood in these months where there is prevalence of dengue cases in Northern Mindanao notably in Cagayan de Oro City.

A total of 4,000 teachers and nonteaching staff from 110 schools are expected to donate blood during the month-long blood collection drive which will culminate this November

26.

The campaign kicked off last October 8 at Bugo Central School and the Philippine Red Cross were able to successfully assist 45 teachers from eight schools who donated their blood.

The blood drive will continue every Saturday thereafter and starting October 24, it will be a weeklong event.

Sec. Tagiwalo on first 100 days:

‘Much has been accomplished; so much more needs to be done’ SOCIAL Welfare and Development Secretary Judy M. Taguiwalo yesterday led formal ceremonies in the DSWD Central Office to mark her administration’s first 100 days in office.

Dubbed “Unang 100 Araw ng Pagbabago,” the event was primarily focused on Sec. Taguiwalo’s insights on her first 100 days as head of the welfare agency – the challenges she faced learning the ropes of her new offices; the problems she saw in how the department functioned and how its various programs are being implemented; and, how, despite the challenges in the department, so many officials and rank and file employees are deeply committed to their work and to serving beneficiaries.

“It’s been 100 days since we began our work in the DSWD, but it really feels like it’s been more than that. I have learned so much about the department and it has become all

the more clearer now what our work here should be: ensure that the department is able to function as best and as efficiently as it can so we can serve the Filipino people better. As the national government’s lead welfare agency, the tasks

of the DSWD to serve the poor are myriad and heavy: we are up to challenge, and we promise to do our work as honestly, as efficiently, and as quickly as possible,” Sec. Taguiwalo said.

In the coming weeks, Sec. Taguiwalo is set to

announce the relaunch of DSWD’s three main programs. The three – Pantawid Pamilyang Pilipino Program (4Ps); Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KalahiCIDSS); and, the Sustainable Livelihood Program (SLP)- as they merged under what is called the “Convergence “ scheme wherein all three programs will be implemented in close coordination with each other so more beneficiaries will be able to access them.

Sec. Taguiwalo is also set to begin a revalidation campaign of the 4Ps program by visiting 4Ps households and establishing a new program for families in transition. This will be guided by the principle of “Yung bago ay malawak na kumustahan sa mga 4Ps households at pagbubuo ng programa para sa mga pamilyang transitioning “gikan sa masa, para sa masa.”

Sec. Taguiwalo has been consistently announcing that she wants her admin-

istration in the DSWD to focus on helping Filipinos gain access to sustainable livelihood opportunities so they can eventually gain economic independence and become resilient against economic shocks.

“What means and resources the department has will be utilized to benefit the poorest of the poor in Philippine society, and to assist all other Filipinos who are need of emergency assistance. It is not just during calamities that the DSWD is active – it actively helps Filipinos on a daily basis by providing emergency assistance, social interventions, and information on how to go about accessing the services and programs of other government agencies,” she said.

“We will release information on the mechanics of the SLP and KalahiCIDSS and the plans for both programs in the coming weeks. We want these programs to become better and more meaningful use to the Filipino people by ensuring that they are also

venues of education and genuine empowerment,” Sec. Taguiwalo said.

Finally, Sec. Taguiwalo announced that immediately after the first 100 days, the DSWD leadership will go about putting together the department’s strategic plan for the years 2017 to 2022. In essence, this strategic plan will mirror what was begun in the first 100 days which are encapsulated in six calls: swift and compassionate service to the people; service that gives no room for corruption; equal treatment of communities; ethical government service; assistance to those affected by armed conflict; and genuine empowerment of communities.

“The DSWD also aims to contribute to the national government’s efforts to improve economic status and standing of the poor, as well as support the ongoing efforts to bring about a just and lasting peace in the Philippines through reforms,” she concluded.
