CAGAYAN de Oro City--Former Senate President Aquilino Pimentel Jr. is urging the Filipino people to be well informed first before deciding if they want to adopt the plan to shift to the federal form of government during a forum held at VIP Hotel here yesterday.

THE Philippine Drug Enforcement Agency (PDEA) said on Sunday that more barangay (village) officials are getting involved in the illegal drug trade in the country in the last three years and they are considered high-value drug personalities. Based on the data consolidated by PDEA, 65 barangay officials, composed of six barangay chairmen and 59 barangay kagawads, were arrested for drug-related offenses in 2015. See TRADE, page A7

Gov’t exec says his being absent generated more earnings By GERRY LEE GORIT Correspondent
CAGAYAN de Oro City-He may be considered an absentee by his subordinates by Phividec Industrial Authority-Misamis Oriental (PIA-MO) administrator Leo Tereso Magno said his absence was a good thing for the government-controlled corporation. Magno was reacting to accusations made by the officers and members of the PIA Employees Union (PIAEU) that he was not always around to attend to the administrative needs of the office. In a letter they sent to then-President Benigno Simeon Aquino III in 2013, PIAEU accused Magno of being an absentee administrator as he seldom stays in his office at the Mindanao Container Terminal com-
plex in Barangay Sugbongcogon, Tagoloan, Misamis Oriental. Magno was an Aquino appointee, who assumed office in 2010, but is currently staying on at PIA-MO on a hold-over capacity. Workers at PIA-MO said they endured Magno’s constant absence at first but later they were concerned of its effect on the office’s daily operations. “At first, we tolerated the unavailability and inaccessibility of Administrator Magno for regular office transactions but it was disturbing that urgent matters cannot be acted upon like documents which need his signature,” PIAEU said in the letter. In an interview in Davao City over the weekend, Magno admitted he barely stays in his office because he prefers to go out of town
and meet prospective investors and locators in Metro Manila and elsewhere to entice them to put up shop at the Phividec Industrial Estate (PIE), a 3,000-hectare economic zone straddling between the towns of Tagoloan and Villanueva operated by PIA-MO. In response to the allegation, Magno in his letter to Aquino said that PIA “is a government agency created to invite investments into the industrial estate. It is profit-oriented and proprietary in character. Thus, it is inherent in the position of Administrator to be constantly on the move in search of business partners and investors.” Magno said his meeting with business owners and company executives did bear fruit as a number of companies who expanded their operations at the

A CARPENTER, who bolted the prison facility in Oroquieta City in Misamis Occidental, died after he fought back with the lawmen who persuaded him to surrender. Supt. There were death and devastation everywhere, and the last count as of October 09, 2016 was that some 900 people perished in this natural disaster of
rains, floods, and strong winds which, undeniably, is truly becoming a natural phenomenon or occurence in the whole world. The good news is that, people are once again launching an international effort to help the people of Haiti. The bad news is that, no, Hurricane Matthew is surely not going to be the last of its kind. There will be more hurricanes and typhoons, in Haiti and everywhere else in the world, including the Philippines, in increasing deadly and devastating manner. -oooHAITI’S RAINS, FLOODS, & WINDS PREDICTED LONG TIME AGO: What is amazing here is that, the coming

Either the world simply did not believe the prophecies, or, if ever they believed, they nurtured the mistaken belief, with great encouragement from their leaders, that the death and destruction that were promised will not happen. The Reciprocal Working Committees (RWCs)
and Reciprocal Working Groups (RWGs) completed the outlines and frameworks after several sessions during the second round of talks. “The disagreements and arguments that accompanied the work of some of our working committees are understandable given the scope and magnitude of the tasks before them,” Bello said. Presidential Adviser on the Peace Process Jesus Dureza said the agreed common outlines will now give the framework of the future peace agreement, as he emphasized that coming up with a common outline is already a big step leading towards a comprehensive settlement. “It is important to note that these agreed outlines will now provide the framework to deliver on our commitments – gives us avenue of hope for the people to achieve a just and lasting peace,” he said. On the Comprehensive Agreement on Social and Economic Reforms (CASER), described as the “heart and soul” of the peace negotiations, both panels agreed to exchange drafts, and hold their bilateral meetings “to correspond to the formal meetings of the negotiating panels.” The CASER contains the most contentious such as agrarian reform, national industrialization, and foreign policy. Based on the agreed
common framework and outlines, it states that the forging of CASER is aimed to eradicate “Philippine poverty and reduce inequality in all their aspects and dimensions to have productive, decent and dignified lives.” The RWC on political and constitutional reforms will flesh out the agreed outline on PCR between November and December 2016 in the Philippines. Both panels will exchange enfleshed drafts in January 2017 and discuss the drafts in order to reconcile them in the next round of talks. The RWCs on the End of Hostilities and Disposition of Forces will hold unilateral meetings to develop their respective outlines for the next panel meeting. Both committees are expected to exchange enfleshed draft outlines upon completion of the drafts of CASER and political and political and constitutional reforms. The next round of GRP and NDFP negotiation is scheduled on the third week of January 2017 in a neutral venue. “We will continue to encounter difficulties and potential differences in the succeeding rounds of talks, but we will not waiver from our resolve to overcome the things that divide us and fortify the ones that unit us. By these, our journey to forging a negotiated settlement of the armed conflict
will be navigable,” Bello said. Dureza added that the second round of negotiation was a “giant step forward” from mere joint statement to the actual exchange of drafts for each of the the RWCs on the three remaining substantive agenda. “We recognize the efforts of the reciprocal working committees in finding possible areas for convergence to harmonize their respective outlines, making specific section headings and concepts to both parties,” he said. Casilihan said the group will hold a torch parade in Naga City and will rest overnight at the Jesse Robredo Coliseum. On Tuesday, the caravan will proceed to Barangay Tabugon, Sta Elena town in Camarines Norte, where they will converge with other IP groups from Quezon, Mindoro and Romblon. The caravan dubbed as “Lakbayan ng mga Pambansang Minorya para sa Sariling Pagpasya at Makatarungan Kapayapan” (Lakbayan of the indigenous people for self-determination and a just peace) will ask President Rodrigo Duterte’s administration to end the human rights abuses committed against the IP. the Philippine in Diliman, Quezon City for a series of forums and dialogues. Their culminating event is a march to Malacanang on October 21 for an audience with the President. The group will ask President Duterte to push for programs that would help the IP strengthen and protect their rights with respect to ancestral domain, religion, culture and seek justice for the killings of Lumads and other tribal groups. They will also urge the chief executive to put an end to the economic and environmental blunders committed by private mining companies and government officials. DepEd-ARMM honors Bangsamoro teachers, calls them ‘unsung heroes’ C O TA B AT O C i t y – – “Teachers deserved not just recognition but honor and emulation.” With these words, Dr. John Magno, regional secretary of the Department of Education of the Autonomous Region in Muslim Mindanao (DepEd-ARMM) led in honoring 10 outstanding Bangsamoro teachers Sunday in a delayed celebration of the 2016 World Teachers’ Day. The 2016 World Teachers Day was on Oct. 5. Magno said the awards served as recognition for the invaluable services of teachers in the learning and development processes of students in the region and to the Education department itself. Citing a story of a master teacher in the region qualified for promotion as school principal, or district supervisor, but chose to remain a classroom teacher, Dr. Magno noted he has high regards to the “unsung heroes” of the nation in reference to the teachers. “I have high regards and respect for teachers who put
the interest of school children than their own interest,” Magno told reporters. According to Jaime Mendoza, Jr. of Parang National High School in Parang, Maguindanao, one of the awardees, said a teacher is satisfied and fulfilled if his or her student excel in academics and in life. Mendoza served as a classroom teacher for many years and is now the English department head in his school. Mendoza said he was proud to be among the 10 outstanding teachers in the region. “I am much honored being named as an outstanding teacher of ARMM,” he said. As of 2016, there are 29,992 public elementary, junior high school and senior high school teachers across the region. Magno said these teachers are serving in nine schools divisions namely, Maguindanao I and II, MarawiCity, Lanao Sur I and II, Lamitan City, Basilan, Sulu, and Tawi-Tawi. Each schools division nominated three teachers for the award.
For this year’s search for outstanding teachers, a total of 25 teacher qualifiers underwent screenings that include panel interviews, written examinations, teaching demonstration and a review of qualifiers’ pertinent documents. We pray for them, we celebrate their memories with us. We clean their graves, light candles and everything to preserve their past. Many of us go home during these days and it is a way of having a grand reunion among relatives and friends. There will be lots of flowers as well as food like bibingka suman, ibos and puto--a tradition very common to our culture and religion. Loitering around the cemetery, sometimes, will give you heartaches when you read the names of your friends and relatives whom you have not seen for a long time and discover they have been dead. 000 In America, Halloween is filled with joy for the young children. It means visiting the neighbors who give them lots of candies, biscuits and drinks. They come in masks and costumes and it is really very enjoyable looking at them. She said that the challenge lies in convincing Misuari who is reluctant in joining the commission, this being an “MILF (Moro Islamic Liberation Front) structure.” She said the convergence of the different Moro factions was pointed out by President Duterte who said the Moro people must work together for peace in Mindanao. Santiago added they are thinking of “creative ways” on how to go about with the convergence. In a meeting on August 13, 2016 in Kuala Lumpur in Malaysia, the GPH and MILF implementing peace panels agreed to increase from 15 to 21 the BTC membership. At least 10 seats have been allocated for the GPH from seven and 11 for the MILF from eight. But Duterte has repeatedly said he will not talk to the Abu Sayyaf. “No way that I will talk to them, sila rin ayaw din talaga nila (they don’t want to talk, either). Ang akin lang sana, kung hindi tayo pwede mag-usap sabi ko sa Moro (For me, if we cannot talk, I told the Moro), at least we minimize the slaughter. Lapeña said, adding that the numbers have increased significantly each succeeding year. “It is alarming that an increasing number of barangay officials are getting involved in illegal drug activities. It is a shame that they are the highest elected officials in their communities but they are the ones pushing illegal drugs, instead of taking care of the welfare of their constituents,” the PDEA chief said. From January to October 2, 2016, 11 barangay chairmen and 40 barangay kagawads, or 51 barangay officials were already arrested for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. “Out of the arrested 51 barangay officials, six barangay chairmen and 14 barangay kagawads, were nabbed during the intensified anti-drug campaign of the government of President Rodrigo Roa Duterte,” Lapeña said. In the past two weeks, PDEA, in collaboration with other law enforcement agencies arrested two barangay captains in Zamboanga del Norte and Camarines Norte and four barangay kagawads in Lanao del Sur, Romblon, Butuan City and Oriental Mindoro. Lamberto Villa, a barangay chairman cum drug group leader was neutralized after he shot it out with lawmen in his house utilized as a drug den in San Carlos City, Pangasinan last September 21. Meanwhile, the Senate and the House of Representatives have both agreed to reschedule the 2016 barangay and Sangguiniang Kabataan (SK) elections to next year. Earlier, President Rodrigo Roa Duterte favored the postponement, stressing that drug money may seep into the electoral process and may be used by narco-barangay officials in order to stay in their posts.
