DOE wants Mindanao fuel dealers to explain ‘unusual’ oil petroleum dip By GERRY LEE GORIT Correspondent
CAGAYAN DE ORO CITY – The Department of Energy (DOE) has urged oil industry players in Mindanao to shed light on reports that there is an “unusual” drop in fuel prices in the island. The DOE, through its Mindanao field office, has observed that in a week’s time there was a huge reduction in petroleum rates. The price adjustment of the oil companies in Mindanao from the period [August 30 to September 6, 2016] was a huge PhP3.00 rollback, hence attracting the attention of the agency, DOE said in a statement. While fuel price reduction, as what has been reported in Mindanao, is a welcome development for the consumers, the DOE cautioned that “sudden and sustained huge decreases in oil prices might qualify as an SAND DREDGER. DAVAO CITY -- The artworks of Davao-born national artist Ang Kiukok, back to back with the works of Indigenous Peoples and Moro students and professors in the unique project launched by SM Davao on Wednesday evening.
The project, dubbed as My City My SM My Art exhibit is a celebration of Philippine visual arts on painting, sculpture, printmaking, photography, and filmmaking. It will run until Oct. 3 at the Event Center of the mall. SM’s senior vice president for Marketing Communica-

Maguindanao police seize ‘shabu’ hidden by suspects in child’s diaper COTABATO CITY -- Persons involved in illegal drug trade in Maguindanao are getting smarter but police are even smarter, an official said Thursday. Two men and a 2-yearold child were flagged down in a checkpoint Wednesday afternoon. They were identified as Jehad Abbas, 30 and Hasmaden Rasol and his 2-year-old son. According to Senior Insp. Reggie Abellera, Talitay town police chief, his office received a tip about two men and a child who
entered Talitay with two sachets of shabu (methamphetamine hydrochloride). Abellera said at the checkpoint, a tricycle arrived with the suspects and child as passengers. When asked, the suspects denied they were carrying shabu. However, a thorough inspection revealed that two sachets of shabu were concealed at the back of the diaper the child was wearing. At the police station, the two denied they were shabu users but admitted
they were just directed to fetch the shabu in Talitay town. “Someone asked us to buy the prohibited drugs in Talitay,” Rasol said without identifying the man who ordered him to buy shabu in Talitay. Abellera lauded the civilians for alerting the police about illegal drug activities.
Tw o w e e k s a g o, a woman was arrested and Php100,000 worth of shabu was seized from the diaper she was wearing. Her contact was also arrested in another Maguindanao town. The two are now facing charges for illegal possession of prohibited drugs under Republic Act 9165 or
the Comprehensive Dangerous Drugs Act of 2002. Talitay Mayor Montasir Sabal denied the drugs seized from the two suspects were from his town. He told reporters that since last month, all activities, especially the coming and leaving of persons with unfamiliar faces, have been recorded by the barangay
officials. “No such thing, no persons unknown in the village were coming to buy shabu,” Sabal said. Mayor Sabal and his brother, Talitay Vice Mayor Abdulwahab Sabal were identified by President Duterte in August as among the country’s narco politicians. (PNA)
CAGAYAN DE ORO CITY -- A lawmaker is pushing for health care, housing, financial aid, and expanded scholarship programs for public school teachers all over the country. Party list Rep. Virgilio Lacson of the Manila Teachers Party (MTP), said that the MTP has started partnering with the education department to work on reforms that would protect the interests of the Filipino teachers. The public school teachers had been regarded as the unsung heroes of the nation, particularly those
working in strife-torn areas in Mindanao, Lacson said. Lacson, who briefly visited here this week, said that the MTP would work to realize its mission of empowering the country’s teaching force through various scholarships and trainings and resource generation. He said that the party-list would also support mass trainings for teachers for a minimum of three days and the establishment of the teacher training centers nationwide. According to Lacson, the MTP would sponsor a four-
year scholarship program for students who would take up teaching and teaching-related course, masters program for teachers, and doctoral program for aspiring school managers. In the Calabarzon region, the MTP has extended education assistance to some 600 public school teachers where 28 teachers took units in the government’s master program. In addition, a total of 326 beneficiaries has been granted with four-year college scholarship on teaching and related courses. Lately, Lacson said, the
MTP has launched its college incentive program, a onetime scholarship program that is transferable to the teacher’s next of kin wanting to avail of soft loans. “ Teachers from the Visayas and Luzon have already availed of the college incentive program as MTP envisions for all its advocacies and programs to Mindanao,” Lacson said. The party-list has also been preparing its role on the occasion of the annual celebration of the World Teachers Day in Davao City on October 5, this year, he said. (PNA)

Region 12 nets P711M in investments in Q2
GENERAL SANTOS CITY -- Region 12 or Soccsksargen sustained its position as one of the country’s emerging investment destinations, with the entry of around P711 million worth of fresh ventures in the area during the second quarter of the year. Maria Felicidad Guerrero, chief economic development specialist of the National Economic and Development Authority (NEDA)-Region 12, said the fresh investments generated during the period were among the bright spots for the region’s economy, which was severely affected by prolonged dry spell or El Nino phenomenon. Citing data from the Department of Trade and Industry-Region 12, she said six major ventures in the area were approved by the Board of Investments from April to June. She said this city generated the bulk of the new investments at P608.75 million while South Cotabato and North Cotabato posted a combined P102.427 million. Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. “These new investments
will offer more opportunities for employment and help reduce underemployment in the region,” Guerreo said in a press conference on Thursday afternoon. In this city, renewable energy firm Astroenergy Development Inc. poured in P514.98 million for the development of a 24-megawatt solar power plant in Barangay Bawing while the SAFI Shipyard Inc. invested some P93.77 million for the expansion of its shipyard repair facility in Cabu in Barangay Tambler. Think a minute… One cold winter night in America, a farmer heard a sound of thumping against his window. He looked out and saw tiny, little birds hitting the window glass over and over again, trying to get into the light and warmth inside his house. The farmer felt sorry for the birds freezing outside in the cold snow, so he put on his coat to go outside and open the barn door for the little birds. He turned on the lights and made a trail of breadcrumbs to lead the birds into the barn. But when the man came out of the house, the birds flew away and hid in the darkness, afraid of him. He tried different ways to get them to come into the warm, safe barn, but nothing worked. All the birds could see in the farmer was a big, strange creature who scared them. consisting of three generating units of 135 MGW each, in Villanueva, Misamis Oriental. Two years ago, FDC Misamis also won the bidding as IPPA Administrator for the output of the Mt. Apo 1 and 2 geothermal power plants located in North Cotabato. The first unit of the Misamis Oriental plant started to operate in July this year. The second unit in August. And just last Thursday, Mr. Gotianun’s dream of supplying Mindanao with cheap power was fully realized with the inauguration of the third generating unit of his ‘pet project’. The combined outputs from the Misamis Oriental plant and the Apo Geothermal IPPA contract will total 500 MGW - enough to meet the the bulk of the power requirements for the whole of Mindanao in 2016. According to Mindanao Development Authority, Mindanao will need 500 MW of new capacity in 2016, another 500 MW by 2020 and 1,600 MW by 2030. Company officials say the Misamis Oriental plant “employs the latest in clean generation through the cir-
culating fluidized bed boiler (CFB) technology.” This technology is “considered as the cleanest process to burning coal” and is also known “for having higher steam generation, thus lowering carbon emission.” Company officials add that the CFB process “creates negligible nitrogen oxide levels while generating useful by-products such as calcium sulfate for cement production.” Coal generation is relatively cheap. While 80 per cent of our coal requirements are imported (mostly from Indonesia), the 20 per cent can be sourced locally. Mr. Gotianun was not around during the event, having joined our Creator just last March. His

Leila De Lima to the illegal drugs trade at the national penitentiary in Muntinlupa City. The question is: can the House publicly show the contents of that video, said to be that of De Lima, in the course of its official legislative inquiry? My answer, based on what Republic Act 9995, or the Anti Photo and Video Voyeurism Act of 2009, provides is that, yes, the House can show the contents of that video. The law clearly allows the showing of a video footage of a person or group of persons doing sex, when it is clear that the video was taken with the performers not having any a reasonable expectation of privacy. There could be no violation of the law when the sex video was filmed with the full knowledge of the
performers of the sexual act that the footage would not be for private viewing only. -oooLAW ON VOYEURIM ALLOWS SHOWING OF SEX VIDEO: Let us see what the applicable parts of Republic Act 9995 say: “ `Photo or video voyeurism’ means the act of taking photo or video coverage of a person or group of persons performing sexual act or any similar activity or of capturing an image of the private area of a person or persons without the latter’s consent, under circumstances in which such person/s has/have a reasonable expectation of privacy…” Clearly, the important phrase in the law is the last part that which says “…under circumstances in which such person/s has/ have a reasonable expectation of privacy…” If the doers of the sexual act did not expect that their sexual act would be a private matter between the two of them, but that in fact they knew that the video footage showing what they were doing would be exhibited in public later, there is no prohibition against the exhibition of that video. -oooDE LIMA CANNOT OBJECT TO SHOWING OF VIDEO: If the video that the House wanted to show was the same video that circulated in some social networking sites earlier, it would appear that the woman shown therein knew they were being filmed, as

FAO supports Philippines in strengthening climate change adaptation in agriculture MANILA – In a bid to intensify its efforts to cushion the agriculture sector from climate change impacts, the Philippines has joined a multi-country initiative that seeks to strengthen the capacities of governments to plan, fund and operationalize climate response strategies. The “Integrating Agriculture in National Adaptation Plans (NAP-Ag) programme,” which is supported by the Food and Agriculture Organization of the United Nations (FAO), focuses on strategic climate risk management. It also aims to accelerate the uptake of medium- and long-term risk reduction practices across the policy level, the agriculture industry and down to farming and fishing communities. “Climate change is no longer a distant threat. The strong typhoons and droughts we have experienced in recent years have given us a preview of the severe implications it will continue to have on the agriculture sector and the related issues of national interest such as food security, economic growth and the
eradication of rural poverty,” said FAO Representative in the Philippines José Luis Fernández. Investing in resilience “How well the agriculture sector performs in terms of contributing to the economy will be strongly linked to the amount of investment put into national climate change adaptation,” said Alicia Ilaga, Director of the Department of Agriculture (DA) Systems-wide Climate Change Office, which implements the Adaptation and Mitigation Initiative in Agriculture. Through NAP-Ag, FAO has started working with DA, the Climate Change Commission and the Department of Science and Technology’s Philippine Atmospheric, Geophysical and Astronomical Services Administration. The early stages of the programme will involve technical assistance in re-evaluating and recalibrating current agricultural development strategies and budgeting processes with the objective of minimizing exposure to and losses from climate change risks. Efforts to map vulnerability to food insecurity will likewise be
expanded, in addition to promoting risk-reduction mechanisms in agricultural and coastal communities. As part of the initiative, the United Nations Development Programme (UNDP) will also provide policy guidance in mainstreaming climate change adaptation and disaster risk reduction and management in the Philippines’ Agriculture and Fisheries Modernization Plan. “We acknowledge that implementing climate adaptation measures, especially those that will entail systemic changes, may require external support in addition to what our national budget can cover. We will also explore such options under the NAP-Ag programme. This includes instruments within the United Nations Framework Convention on Climate Change, specifically those under the ‘Common but Differentiated Responsibility,’ which mandates developed nations to assist developing countries through the Global Environmental Facility and, recently, through the Green Climate Fund,” Ilaga added. Catering service owner gets 20-year maximum jail term for unpaid SSS contributions An owner of a catering service was convicted by the Regional Trial Court of Quezon City for failure to remit the monthly contributions of its employees to the Social Security System (SSS) in violation of Republic Act 8282 or Social Security Act of 1997. SSS Assistant Vice President for Operations Legal Department Atty. Renato Jacinto S. Cuisia said the court has sentenced Henry Marcos, who owns Henry Marcos Catering Services, to imprisonment of four years and two months as minimum to twenty years as maximum. Marcos was also liable to pay P1,358,573.24 in civil liabilities representing unpaid contributions of his 11 employees including penalties as of December 16, 2013. In accordance with provisions under the Social Security Law, a three percent penalty was imposed every month on the delinquency until fully paid. “We would like to remind employers that no matter how small or big their business is, they are required by law to register with SSS and report their employees. The law did not make
any distinction as to how many employees a company should have before reporting it to SSS,” said Cuisia. According to the decision, the state-run institution discovered the delinquent contributions following the examination of records carried out by SSS Junior Specialist Nenita M. Pascual, who at the time served as an account officer under the SSS Novaliches Branch. Based on her assessment of the catering service’s employment records, Pascual issued a billing letter indicating the company’s total SSS delinquency which was duly received on September 22, 2006. Despite several follow-ups and multiple opportunities given by SSS to settle the computed contribution delinquency, Marcos failed to comply with the company’s social security obligations. The pension fund then issued a demand letter to the company on April 19, 2007. “As much as possible, we want to avoid the tedious process of litigation and just settle the controversy outside the courts for speedy resolution for the benefit of the company’s workers. However, since Marcos did not cooperate, we
do not have other recourse but to file a case in court,” said Cuisia. Marcos posted a cash bond to obtain his provisional liberty on January 26, 2009. However, he jumped bail after his arraignment on April 16, 2009. The trial continued despite his absence. “We ask for assistance from the former employees of Mr. Marcos and the rest of the public in obtaining any information regarding his whereabouts. At present, he remains at large and his punishment cannot be meted out,” said Cuisia. The law requires employers to report all their employees for SSS coverage within 30 days from the start of their employment. Companies are also legally-bound to remit the contributions of their employees to SSS every month. Late contribution payments of employers incur a three percent monthly penalty. “We urge company employees to monitor their employers’ remittance of their monthly contributions by opening an account at the My.SSS portal of the SSS website at www.sss.gov.ph

2 looked at “Macrofinancial linkages: Within the domestic economy“ focusing on how financial sector variables affect the real economy through the costs (interest rate channel) and availability of financing, to include issues on market and funding liquidity. For the second day of the conference, Session 3 featured “Macro-financial linkages: Transmission mechanism of policy measures,“ particularly, how policy measures, such as macroprudential policies, affect the real economy by changing the constraints and incentives of financial institutions. The conference concluded with Session 4, a roundtable policy discussion on “Diagnosing the effectiveness of the monetary policy’s transmission.” The
panelists included Vladimir Tomsik, Vice-Governor of the Czech National Bank, Shanaka J. Peiris, the International Monetary Fund Resident Representative for the Philippines, and James Villafuerte, an Economist from the Asian Development Bank, and the session was moderated by Eli Remolona, Chief Representative for Asia and the Pacific of the Bank for International Settlements. disciples, they forgot the words of promises of Jesus for them. They never believed that Jesus resurrected after three days. They made Jesus a liar in that way, but anyway, they were very emotional at the time and needed to be understood. There are simple steps teachers can take to stop bullying on the spot and keep schoolchildren safe. Intervene immediately. It is okay to get another adult to help. Separate the schoolchildren involved. Make sure everyone is safe. Meet any immediate medical or mental health needs. Stay calm. Reassure the schoolchil-
dren involved, including bystanders. Model respectful behavior when you intervene. Get police help or medical attention immediately if a weapon is involved, there are threats of serious physical injury, threats of hate-motivated violence such as racism or homophobia, serious bodily harm, sexual abuse or if there is a presence of anyone accused of an illegal act such as robbery or extortion – using force to get money, property or services. All kids involved in bullying – whether they are bullied, bully others or see bullying – can be affected. It is important to support all kid involved to make sure the bullying doesn’t continue and effects can be minimized.

It is an educational institution committed to provide access to high quality and values-based education despite of its remote and mountainous location. It is there to cater the needs of the community especially in providing greener pasture for the young learners whom majority are IPs members. On its first school year of operation (SY 2013-2014),
KNHS started with 27 students only with one grade level (Grade 7) being offered. An abrupt increase of 600% of students’ population was experienced on SY 2014-2015. From 27, the students’ population had gone up to 173 with three grade levels (Grade 7, 8 & 9). There is an increasing number of enrolees every year with its current population of 275 (SY 2016-2017). The 3 existing temporary classrooms from the local funds of Bonifacio became inconvenient for learning
because students were overcrowded inside the classrooms. Dalit Festival is held with pageantry befitting a grand celebration. The festival kicks-off with street dancing and celebrated with
its grand presentation of the ritual dance depicting movements of thanksgiving paying homage to the patron saint St. Michael the Archangel. As the Region initiated a showdown contest as the highlight of the celebration of the World Teachers Day on October 5, 2016, Tangub City Division choses Dalit Festival as an official entry to be participated and performed by the selected school heads and principals. The paintings of the students who belong to the different IP and Moro tribes were created using mix media either canvass, paper and wood. Sarenas, who personally picked the pieces from among the works of students, said their paintings had improved a lot from years back where she had seen their works. “Now their works have soul,” she said. I think they are into more detailed research that improved on their designs and concepts, she added. Dizon said the paintings of the students represented mix culture coming from the IPs, the Muslims and Christians. “Their works bring a good mix of culture,” she said. Muslim exhibitor Alynnah Bacalso Macla who uses wood said she found her painting with strength using wood as the base. She however said it was not just an ordinary wood but one that connected the lives of people. Her painting was rated as Top 5 during the Philippine Art Show, which she participated in Manila last August. She got the wood pieces from the house where she used to live in her younger days and processed the surface by sanding. She said that made the art piece valuable because it went with its preparation. The painting work itself, when finished, one finds that connection from the
art piece to the person’s life. She also said that her work was also guided by her Islam religion, which served as her guidance and inspiration. The exhibit at My City My SM My Art also features works of the students from the University of Mindanao Fine Arts program. Young talents, namely Kent Medenilla, Judelyn M. City Health Office and Dr. William Bernardo of City Health Insurance Office to discuss the existing antidengue task force of the City Health Office. Councilor Gaane brought the matter to the committee after she received reports of the increasing number of dengue cases in the city.
Dr. Bongcas confirmed that dengue cases in the city are increasing compared to last year. Based on the statistics, as of September 2016, there are about 1,455 dengue cases reported. Out of that, there are four reported deaths because of dengue, she said. Bongcas said there are innovations done by the CHO such as orientation in the different schools both private and public on dengue awareness, aside from posting stickers on PUJs which serves as an information drive. She said “olyset” nets were also given by the DOH to 15 barangays with the highest number of dengue cases. BARANGAY DENGUE BRIGADE During the meeting, Dr. Bongcas said there is a task force of each barangay in coordination with the City Health Office called Barangay Dengue Brigade. The Power learned that this task force is composed of barangay chair as chairman of the task force, with the City Health Office, Barangay Health Workers, purok leaders and the academe and NGOs as members. Ever y Saturday and Sunday, personnel from the CHO-Sanitation Division visits the area to give orientation and lead in the conduct of regular clean-up drive, The Power learned.
