THE military’s Western Mindanao Command is still determining whether the foreign woman found dead in a light-blue yacht floating off Pangutaran Island in Sulu province was the companion of a German allegedly abducted by Abu Sayyaf Group (ASG) bandits.
Major Filemon Tan, WMC spokesperson, said the woman could be the companion of a 70-year-old Juegen Kantner, a German allegedly abducted by the brigands last week while cruising off Tanjong Luuk Pisuk in Sabah, Malaysia. See woman, page A7
Government security troops on Saturday arrested a lady barangay (village) chair in Indanan, Sulu for allegedly coddling and protecting members of the Abu Sayyaf Group (ASG) terrorists, especially the ones involved in the Samal Island raid in September last year.
Joint Task Force Sulu commander Brig. Gen. Arnel Dela Vega identified the arrested official as Barangay Niyog Sangahan chair Fauzia Abdulla. She was nabbed during joint law enforcement operation in See lady, page A7
THE trilateral agreement among the Philippines, Indonesia and Malaysia is expected to address the porous security area in the neighboring countries’ waters once it takes effect. Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto

Davao lacks facilities for rehab of 10,000 drug users IN THE NEWS
Review of agri land conversions in the offing
By Antonio L. Colina IV of MindaNews
DAVAO City––The city needs facilities for the rehabilitation of some 10,000 drug users who have surrendered so far, an official said. Councilor Dr. Mary Joselle Villafuerte said in a press conference Monday she is pushing for the passage of an ordinance on mental health to address this lack. Villafuerte, who chairs the council’s health committee, said the city’s existing rehabilitation center can only accommodate 150 patients. “They only accept inpatients. We do not have enough facilities to admit thousands of drug users and surrenderees. If they go to private rehab centers, they will be charged P30,000. They cannot afford that. These drug users are from indigent community,” she said. The official will meet with Department of Health officials to finalize plans and programs on mental health that should be implemented. Once passed, she said they will employ a community-based approach in dealing with the drug addicts.

Initial plans include assigning in every congressional district at least one team who will attend to the clients after undergoing training by the state-run Institute for Psychiatric and Behavior Medicine, she said. Villafuerte said she abhors the killing of drug
addicts as addiction is a mental health problem, not just a peace and order issue. “Drug addiction is a mental health issue. If you are addicted to drugs, probably you are running away from a problem sa pamilya or sa personal life. Therefore, you turn to drugs for
solution. We feel that this is a disease. We are going to treat it as a disease,” she said. She said they are hoping to add mental health as one of the main services being offered in all barangay health centers. “This is to show that we are not part of the killing of drug addicts and users. We are finding solutions,” she said. Once the ordinance is
passed, she said the City health Office will assign a psychologist in all districts. Villafuerte added they are proposing for a P74million budget next year for health programs, particularly the Maternal, Neonatal and Child Health and Nutrition program. She said her committee is still completing the implementing rules and regulations for this See lacks, page A7

DAVAO City––The Department of Agrarian Reform (DAR) will pursue the review of land conversions in the Philippines once the Executive Order (EO) it has submitted to the Office of the President is approved. This was the assurance of DAR Secretary Rafael Mariano, who emphasized the importance of having an inventory of agricultural lands that are re-classified to residential, commercial, and industrial purposes. Mariano is in town for the two-day Food Security, Land Tenure and Environmental Protection Summit at the Waterfront Hotel in Davao City said in an interview Saturday that “the draft of the EO for the two-year moratorium from conversion of agricultural lands has already been forwarded to the Office of the President. It is up for the President when he would release the official EO.” Mariano said the moratorium will also allow DAR to keep track if the purposes of the conversion of agricultural lands are appropriate. The move, he added, will also facilitate the review and re-assessment of agricultural lands that were converted to other uses and lands that were re-classified to other purposes due to modifications. Mariano also stressed that DAR will also look into cases of illegal and premature conversion of agricultural lands in the country. See review, page A7

DAVAO City––The city government of Zamboanga has expressed “strong support to the bold and fresh initiatives” of President Rodrigo Duterte to win peace but maintains that Moro National Liberation Front (MNLF) founding chair Nur Misuari “has to be accountable for his alleged crimes.” In a statement, Zamboanga City Mayor Isabelle Climaco said she has told the President several times that Misuari has to be accountable for his alleged crimes” committed against the city in September 2013. “Zamboanga City shall continue to pursue our cases in court against him and the MNLF members responsible for the siege. We trust justice will eventually be served. For the moment, we express strong support to the bold and fresh initiatives of President Duterte to seek sustainable peace with justice in the land,” Climaco explained. Misuari has been a fugitive since September 2013. Warrants of arrest were issued against him and 59 others for rebellion and violation of Republic Act

LIFE’S INSPIRATIONS: “… When the LORD takes pleasure in anyone’s way, he causes their enemies to make peace with them…” (Proverbs 16:7, the Holy Bible). -oooPEACE BY TALKING TO EVERYONE IN MINDANAO: So, can we say now that the peace will finally be achieved in Mindanao, now that Chairman Nur Misuari of the Moro National Liberation Front (MNLF) has become a part of the peace process? I am an ardent supporter of President Duterte from Day One of his presidency, and I share his belief that peace is the vital key that could unlock true progress and economic success for the entire country, yet, there is a need for us to look back at past efforts at achieving peace by previous administrations and try to learn from them. To underscore this point, I will want to share what I wrote in this column on September 09, 2013, when the Aquino government proceeded to talk with the Moro Islamic Liberation Front (MILF) in an attempt to solve the Mindanao conflict. My point then, which is my point again this time, is simple: peace could be

politely. In the few months he has been in power, Mr. Duterte has grabbed the limelight with his controversial remarks and his willingness to take risks. Among the Southeast Asian countries, where quiet diplomacy and piecemeal changes are the norms, Mr. Duterte stands out as a forthright and even brash leader. He talks off the cuff and makes policy on the run. He confronts the sacred cows with a devil-may-care attitude. Without trying very hard, he cuts a larger-thanlife figure that impresses his peers in the region. What impresses most is his profound patriotism. Everything he does and everything he says are animated by a sincere desire to do his people good. He comes across as an avenging angel and a humble servant rolled into one. He has taken his act to the road. First Brunei, then China, and then Japan. At each stop he is closely scrutinized by the local and international media. When
he rises to speak, no one is sure what he will say next. There is an unmistakable element of suspense and an air of anticipation in the audience. There is never a dull moment in every engagement. The international media are closely on his heels as he swings from productive meetings with the Sultan of Brunei to the dramatic summit with China’s leader. He built up global interest in his Beijing meetings with anti-Western tirades in the past few weeks. There is now keen interest in what his “pivot to China” really means. From the President’s point of view, however, the visit to Beijing is driven principally by economic concerns. It is less about geopolitics and more about trade. He wants to reduce the “informal trade” (read: smuggling) going on between our two economies. He wants a larger share of Chinese investment outflows. He wants the Philippines to benefit from

achieved only by talking to everyone in Mindanao. -oooPEACE ELUDED MINDANAO UNDER PNOY’S TERM: Here is that column: “Indeed, the question that is begging to be answered in the Aquino government’s handling of the peace process in Mindanao is this: why did it choose to strike peace with just one group? The example of the MNLF peace accord should have already taught the Aquino government the folly of negotiating and signing a peace agreement with just one group alone. “Did not a big group of MNLF warriors bolt out of it, soon after the MNLF peace accord was signed, simply because that bolting group thought it was left out in the agreement?
Did not that group wage its own deadly war against the government after that? “Indeed, these are too plain and too evident to see, and yet, why did the government of President Aquino refuse to take it into account in its peace efforts after 2010? Now, a new Mindanao war is erupting, and it appears not only that there is no immediate solution in sight but that, real and lasting peace will no longer be possible under President Aquino’s term…” -oooSELECTIVE PEACE TALKS WILL ONLY GIVE RISE TO MORE MINDANAO WARS: In that September 09, 2013 column, I also had occasion to mention the Zamboanga City siege staged by MNLF men under Misuari which was then just starting: “Now that the MNLF is on an offensive once again in Mindanao as shown by its early Monday morning (September 09, 2013) attack in Zamboanga City where two men---a policeman and a civilian--were reported killed, I wonder what kind of a reaction the Aquino government will make. “I mean, the Aquino government has been repeatedly told before that its strategy of focusing its

peace efforts towards just one group alone, ignoring all others, especially the MNLF which already has signed a peace agreement in 1996, will not yield real peace, but will only aggravate and worsen the conflict in Southern Philippines all the more. “Now that these warnings have come true and more conflicts---and therefore more deaths and destruction among our countrymen in the area---are occurring once again… all the hype about peace in Mindanao being attained… are now going down the drain. What a waste really, but the Aquino government cannot blame anyone else for this fiasco but itself!” He who has eyes must endeavor to see, he who has ears must try to listen! -oooPLEASE LISTEN: “Ang Tanging Daan” (The Sole Way): a Bible study and prayer session online could now be heard, 24 HOURS a day, in the Philippines and the world at www.facebook. com/angtangingdaan or www.facebook.com/ANDKNK (and look for “Ang Tanging Daan” broadcasts). What does the clarification mean? The expanded BTC (Bangsamoro Transition Commission) once reconstituted will start immediately to draft the new enabling law and within six months submit the draft to the Congress. By that time, the amendment of the 1987 Constitution to shift to the federal system could be in progress at the Constitutional Assembly. I. Duterte Peace Roadmap One major plank in the platform of presidential candidate Rodrigo R. Duterte was peace with the Moro and the Communist rebels. He planned a two-prong approach – implement all agreements with the Moro rebel groups and continue the negotiation with the NDFP (National Democratic Front of the Philippines), the umbrella of the Communist rebel forces. These are now the two roads in the Duterte peace roadmap. This he enunciated in his inaugural address: “On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.” While his two paragraphs immediately following suggested reference to the Moro rebels alone, viewed from his later statement in his State of the Nation Address, he must also be referring to the Communist insurgents. Even before he formally assumed office, Duterte and his peace teams held exploratory talks with the MILF (Moro Islamic Liberation Front) on the Bangsamoro issues and with the NDFP for the resumption of the stalled negotiations. During a cabinet meeting on July 18, 2016, he approved the roadmap to peace for the implementation of all peace agreements with the Moro rebels. Peace and Development No official copy was released immediately; none until now; and none has been posted in the websites of the OPAPP (Office of the Presidential Assistant on the Peace Processes) or of The Official Gazette under the Office of the President. However, Peace Secretary Jesus Dureza, who prepared the roadmap, has optimistically said much about it in his press interviews and statements published in MindaNews (MN), Philippine Daily Inquirer (PDI), The Philippine Star (Star), Rappler (R), and other media outlets. Incidentally, we received from a friend who begged to remain anonymous what appeared to be a guide in a briefing for the government and the Moro rebel peace teams entitled, “The Bangsmoro Peace and Development Roadmap”. It corroborates official statements in the media. We attach to it the same authenticity as the matrix of MILF demands that we received in 2001 under the same circumstance and subsequently proven authentic. We will refer to the BPDR as the “authentic Duterte roadmap”. From Secretary Dureza, it is inferred that the Bangsamoro roadmap is not only about peace but
See bangsamoro, page A6 EXTRAJUDICIAL PARTITION OF REAL ESTATE WITH DEED OF ABSOLUTE SALE
also development, for he has repeatedly said that for him signing many peace agreements would mean nothing without the massive development of the Bangsamoro. From the peace secretary’s pronouncements – echoing the President’s SONA (Paragraphs 34, 35) – may be inferred the essential features or elements of this Bangsamoro peace and development roadmap. Implementation Negotiations with the Moro rebels are over. Hence, the peace process will focus on the implementation of the agreements. The government and MILF negotiating panels have been reconstituted into implementing panels. They will meet in the Philippines, no longer in Kuala Lumpur, except when third-party facilitation is necessary.. Dureza (Star, 7/20/16) said that a new enabling law will be drafted to implement the CAB (Comprehensive Agreement on Bangsamoro) and the 1996 Final Peace Agreement of the government and the MNLF under the leadership of Chairman Nur Misuari. Stated in other reports, for more inclusivity pertinent provisions of the ARMM law (R.A. No. 9054) and of IPRA (Indigenous Peoples Rights Act) will be included in the enabling law to complement the CAB and the 1996 FPA. The inclusion of the IPRA will address the concerns of the Lumads or IPs. The convergence of the CAB, FPA, and R.A. No. 9054 will implement all agreements with the Moros since 1976. The CAB contains all agreements between the government and MILF from 1997 to 2014. The 1996 FPA is dubbed the final implementation of the 1976 Tripoli Agreement and related accords between the
government and the MNLF; it was used to amend R.A. No. 6734 into R.A. 9054. R.A. No. 9054, the original Organic Act that established the Autonomous Region in Muslim Mindanao, was drafted in 1988 by the Mindanao Regional Consultative Commission composed of 50 members — 25 Muslims, 17 Christians
and 8 Lumads – created by President Corazon C. Aquino. Tw o Si mu l t a n e ou s Tracks The implementation process will follow the legislative and the federalism tracks. As reported in the OPAPP website and cited by MindaNews, the enactment of the the new proposed
Bangsamoro enabling law “will be done simultaneously with the moves to shift to a federal set-up, the latter expected to come later under the planned timeline.” Dureza, in his text-message to MindaNews, reiterated: “Simultaneous but enabling law obviously ahead. of the Tripoli Agreement”. For the interim, from a month after the signing of the FPA in 1996 until the ratification of R.A. No. 9054 in 2001, President Fidel V. Ramos created by Executive Order No. 371 SZOPAD (Special Zone of Peace and Development), the transition mechanism – instead of Provisional Government — of the autonomy under the FPA. The National Economic and Development Authority formulated the “Integrated Development Framework and Investment Program 1997-1999” for SZOPAD. One of the three aspects of the 2001 Tripoli Agreement on Peace is “Rehabilitation”. It was fleshed out in an agreement signed on May 7, 2002 the Article V of which provides how rehabilitation and development projects are to be implemented through “a project implementation body”. This body was later created as BDA (Bangsamoro Development Authority) that according to MILF’s Luwaran reports has performed well its task within the means available from the government, foreign countries and international agencies. The negotiations between Government and MILF under the Arroyo and Aquino III administrations were repeatedly stalled by contentious issues – not only political but also economic. The failure of Draft BBL to pass the 16th Congress was a denial of meaningful economic concessions granted to the Moros, as much as a rejection of political provisions perceived as unconstitutional. The Peace Commission of President Corazon C. Aquino, tasked to tackle peace problems in the country, deemed “economic development” as one of the foundations of “full and lasting peace” together with “social justice” and “political stability”. To acknowledge, the 1976 Tripoli Agree-
ment, it explained, the 1987 Constitution mandated the creation of autonomous regions (Article X, Sections 1, 15 to 21). Section 20 provides that the autonomous regions must have legislative powers over the “Creation of sources of revenues (2)” and “Ancestral domain resources (3)”. In the Six Paths of Peace, the peacemaking guide under President Ramos, the economy was one of the three concerns in the first path: “a. Pursuit of Social, Economic and Political Reforms: This component involves the vigorous implementation of various policies, reforms, programs and projects aimed at addressing the root causes of internal armed conflicts and social unrest. This may require administrative action, new legislation or even constitutional amendments.” In all administrations from 1976 to the half of 2016, economic development had been a key component of the peace process – clearly formulated, signed and promulgated. But this was half-heartedly implemented or not at all. Will fulfillment come under Duterte? As stated to the media, it is a major part of the Duterte peace roadmap. However, there is no way to know the details and timeline of this economic development initiative since no official copy of the roadmap has been released to media or made accessible on-line. However, here’s a report from government news sources in relation to Dureza’s espousal of “massive economic development”: “President Duterte forthwith directed that the executive order of the peace office be amended to enable it to oversee all development projects and at the same time empower it to implement projects that are related to peace. Bangsamoro enabling law. That the “Bangsamoro governance unit can be a test bed for future federal states” implies the intent to pass the enabling law immediately – as President Duterte has assured the Moros (MN, 7/23/16) – and to establish the Bangsamoro while the ConAss is still working on the federal constitution so it can use Bangsamoro as the model of the federal states. The proposed federalization timeline is to finish the constitutional amendments in 2017 and submit it to a plebiscite in the midterm election of 2019. Convergence and Inclusivity In a meeting with MILF Central Committee, Dureza assured Chairman Al Haj Murad Ebrahim, “We will continue the process. We
are not reinventing here. We will build on what has already been gained.” Murad affirmed the MILF commitment to “preserve all the past agreements.” (PDI, 7/21/16) This also means that unless changes are necessary, the same visions, parameters, objectives, mechanisms and modalities already in place will remain as guide and in use. Convergence and inclusivity are critical concerns. This means that all – Moros (rebel factions and Sultanates), IPs and settlers – will be consulted, their concerns embodied in the enabling law and represented in the Bangsamoro government. The perceived lack of these in Draft BBL is among the reasons for its revision into the substitute bill BLBAR (Basic Law for the Bangsamoro Autonomous Region) and its eventual failure to be passed by the 16th Congress. The burden of convergence

and inclusivity is on the BTC. The implementing panels have agreed to expand the membership of CABbased BTC to 21 – eleven, including the head, to be appointed by MILF and ten by Government. To make the new BTC truly inclusive, it is expected Government will tap representatives from the Misuari, Sema and Alonto MNLF factions, the Sultanates, other Bangsamoro representatives, the local governments and the IPs. As already stated above, the BTC will draft a new Bangsamoro enabling law to replace Draft BBL out of the CAB and the 1996 FPA with pertinent provisions from R.A. No. 9054 and IPRA and to submit the proposed enabling law to the Congress six months after its constitution. Dureza (MN, 7/19/16) said the new BTC “will also be mandated to propose amendments to the Philippine Constitution that are pertinent to the Bangsamoro as inputs towards eventual federalism in the land”. In BPDR, the “New BTC will call for an inclusive ALL-Moro Assembly to approve the new draft” before submitting it to the Congress “by July 2017”. It is also mandated to “[s]pearhead the dialogue and conversation of people in Mindanao on the Bangsmoro peace process”. These are the ultimate quests for inclusivity. Economic Development
Dureza said that the government will also implement “massive development on the ground” while the passage of a Bangsamoro enabling law and the shift to federalism are being done simultaneously (MN, 7/19/16). This development refers to the Autonomous Region in Muslim Mindanao that will become the Bangsamoro. Other than in general statements, Dureza has not mentioned specific details and timeline about the economic component of the peace process in the Duterte peace roadmap. None appeared in the apparent briefing guide that has been anonymously sent to us. But this is not a new element in the Mindanao peace process. This is Paragraph 6, Third Part, of the 1976 Tripoli Agreement: “The authorities of the autonomy in the South of the Philippines shall have their own economic and financial system. The relationship between this system and the economic and financial system of the State shall be discussed later.” The above provision of the 1976 Tripoli Agreement was fleshed out in Part “III.D” of the 1996 Final Peace Agreement, Paragraphs 126 to 151, with the sub-title “The Economic and Financial System, Mines and Minerals”. The FPA, as stated in its Paragraph 153, “is the full implementation

Presidential Adviser on the Peace Process Jesus Dureza Thursday morning “informing me that he just landed at the Zamboanga City International Airport for refuelling enroute to Jolo, Sulu, to fetch MNLF Chair Nur Misuari to meet in Manila with President Duterte to discuss the government’s peace road map.” “According to Sec. Dureza, Misuari is a key player in the comprehensive and inclusive road peace that the Duterte administration is now pursuing. Sec. Jess took the effort to explain that Misuari’s release is temporary and subject to several conditions imposed by the court, hearing the cases against him as the aftermath of the Zamboanga incident three years ago. The cases have not been dismissed but the hearings are temporarily suspended including the pending warrants of arrest against him,” Climaco said. (see other story) Claretian priest Angel Calvo, who described the 2013 Zamboanga situation as “worse than the (1974) burning of Jolo” told MindaNews: “Personally I feel this is a good move to proceed with the inclusive peace in this land.” Next steps Irene Santiago, chair of the Peace Implementing Panel of the government that is dealing with the Moro Islamic Liberation Front (MILF) and MNLF, told MindaNews they will “discuss what steps need to be taken for the convergence of the interests of the MNLF, MILF and the larger Moro society on how to attain the best solution to their common quest for self-governance.” Santiago said the Bangsamoro Transition Commission (BTC) which will draft the law that will pave the way for the creation of the “Bangsamoro,” a new autonomous political entity that will replace the Autonomous Region in Muslim Mindanao (ARMM) “needs to be reconstituted soon.” The BTC is also tasked to propose amendments to the Constitution. “In the meantime, conversations will be held with different publics in Mindanao certainly, but also in the rest of the country, about how to ensure that the Bangsamoro quest is claimed by everyone as a national enterprise, and not just a concern of Mindanao,” Santiago added. But Fr. Eliseo Mercado, Jr., former President of the Notre Dame University who served as majority floor leader of the Consultative Assembly of the Southern Philippines Council for Peace and Development that was set up in accordance with the 1996 FPA, said that in suspending the court proceedings and the effects of the warrants of arrest, albeit temporary, “the prime obstacle to the talk
between Nur and President Digong has been removed.” He said he hopes and prays that the dialogue “can bring closure to the 1996 FPA.” Transitional law by June 30, 2017 Mercado also served as a member of the Independent Fact-Finding Team during the peace talks between the government and the MILF in the late 1990s until the talks collapsed during the Estrada administration’s “all-out war” in 2000. He continued to be active in the peace process as NDU president, Kusog Mindanaw convenor and later as consultant of the Institute of Autonomy and Governance. He is proposing that an “appropriate body” with equal and proportional representation of all stakeholders – MNLF, MILF, IP (Indigenous Peoples), Traditional Leaders and Settlers and Government be established to “craft a Transitional Law that would implant all peace agreements including IPRA (Indigenous Peoples Rights Act).” The Transitional Law Drafting Commission, he said, can have 33 members – five each per stakeholdergroup cited above and three rotating chairs – Misuari, MILF chair Al Haj Murad Ebrahim, and ARMM Governor Mujiv Hataman. He said the body can be given the chance to complete the draft of the Transitional Law until the first quarter of 2017 for submission to the President on or before March 31, 2017. “President Digong submits the the draft TL to Congress on or before April 30th, 2017. He certifies the draft TL as URGENT Bill with the hope for its Passage (House and Senate) with super majority on or before June 30th, 2017.” The Bangsamoro peace roadmap approved by the President in July is targeting July 2017 as the submission of the draft Bangsamoro law by the BTC. The BTC, whose membership is to be increased from 15 to 21 – 10 nominated by government and 11 by the MILF, has yet to be reconstituted as the Executive Order has yet to be issued by the President. Mercado said the expanded BTC has “no future” because “this is no roadmap. Perhaps a map but no road! To proceed with it would simply be an exercise in futility and a deja vu! Cuidado (watch out) if you go this way.” He said the passage of a Transitional Law before June 30, 2017 is possible. “Everything is possible with the super majority in Congress and super popularity of President Digong… the President’s super political will.” Congress goes on a Christmas break from December 17, 2016 to January 15, 2017, will resume sessions from January 16 to March 17, go on recess again from March 18 to May 1, 2017; resume ses-
sions from May 2 to June 2 and will go on sine die adjournment from June 3 to July 23, 2017.

Access to Scarborough will be a glistening trophy Mr. Duterte hopes to bring home. It will be a practical gain from renewing ties with the superpower next door. We hope to deliver the message more clearly to the rest of the world: The reinvigoration of our bilateral relations with China has nothing to do with geopolitics. It has everything to do with securing a stable and prosperous future for all Filipinos. There is much work to do. On our part, we need to prepare our economy to be receptive to investment inflows. We need to bring down power costs, assure peace and order and improve on the ease of doing business. China, for its part, knows it must try better to bring down the level of distrust Filipinos nurse about the motives of the superpower. That will require much public diplomacy underscored by real economic results.

Tan said that they are now determining whether the victim, initially identified as Sabina Wetch, was Kantner’s companion. Bandits under ASG sub-leader Muamar Askali allegedly attacked and boarded their vessel. Tan said the body of the woman, believed to be in her 50s, was found by residents around 6 a.m. Sunday off the vicinity of Laparan in Pangutaran. Tan added the woman could have been raped by her still unknown killers. “Alarming is that the body found was naked and had several contusions to the face and was possibly raped. PNP Scene-of-theCrime Operatives (SOCO) will conduct autopsy to validate this possibility,” he said. The yacht was reportedly named “Rock All” and also features a German flag. The victim’s body sustained gunshot wounds, which could have probably caused her death. Also found near the body was a shotgun. Tan said Joint Task Force Tawi-Tawi sent troops to investigate the incident and assist in the recovery of the abandoned craft. They are also coordinating with the Philippine National Police and its SOCO for forensic assistance. (PNA)
dicial Regional Branch 34 of Panabo City in connection with the 2015 Samal Island attack of the bandits which resulted in the kidnapping of Canadians John Ridsdel and Robert Hall, Norwegian Kjartan Sekkingstad and Filipina Marites Flor. The four victims were brought to Sulu by the ASG where they were kept on hiding. Ridsdel and Hall were later beheaded separately while Flor and Sekkingstad were released September this year. Abdulla was reportedly coddling ASG members by providing sanctuary, information network and food; and most often involved in managing and providing leadership especially in decision making inside the ASG. The former was brought to the Sulu Provincial Police Office for documentation and processing. “The arrest of Abdulla is a major blow in the leadership of the ASG. The ASG’s information network, command and decision making will be severely affected with the arrest of a major figure inside their leadership,” Dela Vega added. “(Her arrest) is a product of intensified cooperation between the people of Sulu and our soldiers and policemen in protecting local communities from the scourge of terrorism. Our soldiers will continue to conduct combat operations to destroy the ASG and rescue the remaining hostages,” he concluded. (PNA)

provinces of Sulu and Tawi-Tawi. Padilla said the trilateral agreement’s implementing rules and regulations (IRR) are currently being formulated. No exact date was given on the completion of the IRR. Cooperation among the three nations is driven by the need to address the rising incidents of armed robbery at sea, kidnapping and piracy in the three countries’ areas of common concern. Earlier this year, Abu Sayyaf Group (ASG) bandits conducted a series of attacks against Malaysian and Indonesian tugs and coal carriers, abducting dozens of crew members in the process. The victims were eventually freed during the Philippine government offensive against the terrorist group. roots support from student groups will be essential to the passage of this landmark legislation,” said Gatchalian, Vice-Chairman of the Senate Committee on Education, Arts, and Culture. Gatchalian expressed optimism that student groups would heed the call to action to rebut criticism voiced by representatives of private HEIs and other stakeholders during the first hearing on FHEA held by the Senate Education Committee on October 26. To give students an opportunity to give their input on the bill, Gatchalian said he would ask the Senate Education Committee to invite student group representatives to participate as resources persons at the next FHEA hearing. “Students are the most important stakeholders of the education sector. We need to make the discussion about the tuition-free policy more inclusive by giving students an opportunity to be heard,” said Gatchalian.

can still expect some cloudiness, rain and thunderstorms early this week. “Latest available data indicate that the LPA will likely just remain as such in the next three days and not intensify,” state weather bureau, PAGASA, forecaster Aldczar Aurelio said Monday. The LPA may dissipate this week, he said. Aurelio noted that the LPA is moving eastwards away from the Philippine landmass but no data is available on whether it would either recurve towards the country or intensify. Available data so far indicate that the LPA will not even intensify into a tropical depression, he added. In its 24-hour forecast released Monday, PAGASA located the LPA at some 510 km. east of Surigao del Sur’s Hinatuan municipality. Aurelio said the Caraga and Davao regions will likely experience cloudy skies with light to moderate rains and thunderstorms in the next three days. The northeast monsoon or ‘amihan’ will affect Luzon during the period, he noted. “Luzon may then experience light rains and light to moderate winds,” he added. (PNA)

Philippines, on the other hand, will roll back gas prices by 65 centavos per liter and diesel prices by P1 per liter. Shell, Seaoil and Flying V will also lower kerosene prices by P1 per liter. Seaoil and Flying V will implement the price movements at 12:01 a.m., while Shell and Phoenix will apply the changes at 6 a.m. According to the energy department’s oil price monitor, diesel prices in Metro Manila currently range from
P27.40 to P30.97 per liter and have a common price of P28.30 per liter. Gasoline, meanwhile, varies from P36.70 to P45.40 per liter. It has a common price of P43.38. For the year, gasoline has had a net increase of P5.34 per liter and diesel a net increase of P7.63 per liter. Last week, most oil firms increased gas and diesel prices by 10 centavos per liter. “This moratorium will also promote food security because it will ensure preservation (of agricultural land),” he said, adding that the move will serve as fulfillment to the Progressive Agrarian Reform Law of 1998. The said law, he added, mandates for the preservation of the agricultural rights of the farmers and for securing the country’s food security. Mariano also told the media that more than 50,000 hectares of agricultural lands that are supposed to be allotted for rice irrigation have already been converted to other purposes. From 1998 to 2016, he said, over 200,000 hectares of agricultural lands were already converted to other uses. Mariano also clarified that DAR will spearhead the task force that will do the assessment on land conversions and to quantify its impacts on the land and food quality. An Implementing Rules and Regulations (IRR) on the EO will also be formulated by DAR, he added. DAR is also aware of the oppositions being raised by various sectors on the proposed moratorium on land conversions, the secretary said. He said that some sectors have already sent propositions on the matter to the Office of the President. (PNA)
