CAGAYAN de Oro City-With the suspension of Nur Misuari’s arrest warrant ordered by a local court, the Bangsamoro leader’s temporary freedom will contribute to the ongoing peace negotiations between
the government and the rebel groups. The suspension of warrant of arrest for Misuari was ordered by Judge Maria Rowena Modesto-San Pedro, of the Regional Trial See suspension, page A11

five-minute speech to announce to the nation the “great news.” “It is with great happiness that I announce to the nation that Chairman Nur Misuari, our brother

MY publisher, Mr. Dante Sudaria, yesterday called up my attention after he received a text message from the regional director of a government agency in Cagara region. In his text message, the regional director complained that a man who identified himself as “Mr. Rudy Ligas” is claiming to be the publisher of Mindanao Daily News and is asking for a sponsorship for the paper’s 7th year anniversary. Here’s the unedited text message of a certain Rudy Ligas: GOOD DAY AND MORNING SIR THIS IS RUDY LIGAS PUBLISHER AT MINDANAO DAILY NEWS PUBLICATION. THE Xavier UniversityAteneo de Cagayan’s Regional Center of Expertise (RCE) held the three-day KUMILOS Maglayag sa Pagtuturo at Pagkatuto: A Seminar-Workshop on Action Research held at the Department of Education Regional 10 office from October 27 to 29. Participated in by around 50 teachers from schools selected by DepEd, the seminar-workshop focused on the importance of action research to overcome challenges in the teaching profession, as well as an endeavor encouraged by DepEd Order No 39, also known as the “Adoption of the Basic Education Research Agenda.” These selected schools
serve as pilot schools to coordinate with XU’s School of Education (SOE) in a three-year timeframe for its service learning program, SOE’s mode of engagement to allow students the experience of being teachers in the field and apply theories discussed in their classes. “We are very serious about student-formation,” said RCE director Maria Victoria Trinidad, pertaining to the service learning program where students can be further honed for the profession through their experience. Along with experience comes doing research which Trinidad added, “is very fitting to our call that we have a reflective attitude when it comes to our practice.” This was supported by action research’s purpose for overcoming challenges
in teaching as explained by seminar-workshop speakers and trainers Dr. Joel Javiniar and Dr Jerome Buenviaje, both professors from the University of the Philippines Diliman’s College of Education. Besides introducing action research, its methods, and its possible contribution for school policy reforms to improve education quality and assess teacher performance, the seminarworkshop included drills and activities, part of which required teachers to list existing problems in their classes and schools on worksheets provided. On the last day, these were presented along with proposed solutions based on the lectures and exercises given. Through the steps discussed to complete an action

failure to submit assignments possibly caused by excessive household chores as among the major problems. To overcome this, they plan to conduct symposia and focus group discussions in participation with parents and guardians as part of their action research. On the other hand, SPED teachers from CDO City Central School discovered through educational sources that parents’ involvement in classes is an effective way for their students to learn. Mathematics teacher Ester Alias, who handles grade nine students in Iponan National High School, said that time-constraint in teaching as a challenge. Eager to let her students fully understand topics comprising numbers and equations, she shared that doing so should require her more time. “Besides teaching your students with your heart, you should make sure that they learn,” Alias said. However, after taking part in the seminar-workshop, she now believes this challenge can be overcome through action research. “Action research is a good avenue for your concerns to reach the school’s administration See learning, page A11

Datu Piang and Datu Salibo are catch basins of floodwaters flowing from Datu Saudi Ampatuan and Shariff Aguak, also in Maguindanao, which are located in higher grounds. “The floodwater is still rising because it is raining in South Cotabato and Sultan Kudarat,” Datu Piang resident Propes Salik, 39, a trisikad (passenger tricycle) driver. Barangay Pagatin in Datu Saudi Ampatuan was also flooded, he said. Disaster officials said other low-lying towns were also flooded but the Office of Civil Defense in the Autonomous Region in Muslim Mindanao (OCDARMM) has yet to receive situational reports. Floods are perennial problems in at least 16 towns surrounding the vast Maguindanao marshland, also known as the Liguasan marsh. Kathleen Palma, a resident in Villa Corito in Barangay Washington said she witnessed the worst flood in Surigao City. “Commuters braved the knee-deep floodwaters along
the highway instead of being stuck in the heavy traffic,” she said. Surigao City experienced light to heavy rain since Friday dawn. Annette Villaces, information officer of the City Disaster Risk Reduction Management Office said their rain gauge recorded 15mm per hour as of 4 p.m., prompting them to declare an alert level 1. “We alerted all Barangay Risk Reduction Management Councils in the city,” Villaces said.
At 6 p.m., the alert level rose to number 2 as the rain gauge measured 26.7 mm per hour with a total of 82 mm from 3 to 6 p.m. “It’s the first time that the floodwaters came inside our store and this is unprecedented,” said Charles Cambaya, son of the owner of Ocean Bounties, a seafood restaurant along Diez Street. Villaces said they also alerted landslide-prone and flood-prone areas in the city. She said Surigao River swelled, endangering residents along the riverbanks in
Barangays Togbongon, Rizal, Washington and San Juan. “We advised residents in these areas for pre-evacuation. We had vehicles ready to pick them up and bring them to the nearest evacuation sites,” she said. As of 4 pm Friday, the weather bureau reported that the low pressure area is spotted in the vicinity of Sorsogon City (13.0°N, 124.2°E) embedded along the Intertropical Convergence Zone (ITCZ) affecting Southern Luzon, Visayas and Mindanao.

I WAS terribly shocked to read a news story about an automatic submachine gun, which was found in the hands of inmates inside the New Bilibid prison. It was reportedly placed in a box and disguised as food for the inmates and was allowed to pass through the main gate of the prison facility. I think the guards need more training in their duties. If such thing happens again, the best thing to do is prosecute the guards and if found guilty, fire them right away. I have said before that there are many Filipinos who clandestinely make guns, especially in Cebu, Bohol, Leyte and elsewhere in Mindanao. If these people are allowed to manufacture guns, we can sell them and naturally make profits. Besides, we can employ jobless residents and certainly increase revenues for the government. We can develop this into an industry and be proud of our ingenuity. Of course, I am not saying this in relation to the 26,000 powerful rifles that
the United States stopped delivery because of violation of human rights allegedly by President Duterte. PNP Chief Bato was quoted as saying that even without guns, the police can fight with their bare hands. Yes, I agree, but can they win all the fight? Are you aware that some criminals are trained kung fu or taekwondo experts? If your men meet these martial arts fighters, you might have to eat your own words. You got Digong’s style of talking too much. Noisy rivers run/ flow, shallow. Filipinos should be educated more on anti-littering. The last celebration of All Souls/All Saints day had some 168 truckloads from 23 cemeteries to haul off all kinds of waste from plastic, paper, empty bags, sacks, empty food containers, etc. We have the habit of throwing anywhere in our hands that are destined to the trash cans. In Texas, it is “don’t mess in Texas.” I urge our brilliant Filipinos to participate in the movements of our country. They should not just read and listen to news stories and do nothing. Our country is utterly cascading into nowhere and criminality has tremendously gone up. Some of our public officials seemingly are lost in the wilderness and they need to be coached kindly to wake up to reality. They got lost too. We must assert our rights to freedom of expression and lead the way to progress and development. To the old adage “for evils to succeed, let the good people do nothing.” Some experts predicted the rate of exchange of our peso will go up early next year at $1.00 for every P51.00. Currently, the rate is P48.34 to a dollar. If this comes true, the cost of oil everywhere will shoot up like an exploding “kwitis” during the advent of the

attorney Chan-jo Jun. In the suit, he accuses Facebook of tolerating appeals for murder, threats of violence, and Holocaust denial, among other things. Laws regulating hate speech in Germany is extremely tight, with most Nazi symbolism and racist propaganda strictly forbidden, a legacy of Germany’s role in World War II. Although Facebook is obliged to remove illegal content from its site, it has repeatedly garnered hefty criticism for the time it takes to do so. German Justice Minister Heiko Maas has made hate speech on social media something of a pet project, threatening Twitter and Facebook specifically with being “too slow” in removing offending posts. Maas has pushed a new initiative in Brussels to create an EUwide laws that would hand out stricter penalties for racist or xenophobic content. Spreading racist ideology can come at a hefty price in Germany. Last month, a man in Würzburg became the latest to see jail time over an online post advocating racial hatred. The posts in question advocated violence against Jews, foreigners, and refugees. Although the defendant expressed remorse,
he was handed a prison sentence of two years and three months. We all know: Facebook has often been said it stands unequivocally against hate speech, and would work in the future to ensure a swifter removal of related posts. But what did really happen? Last December 2015, Facebook, Twitter and Google pledged to remove offensive posts in Germany within 24 hours. Users say their requests to take down hate speech often go unheeded. “In Europe we’re currently discussing the audiovisual directive,” Maas said in a veiled warning. It would regulate media providers’ material, including social media outlets that were currently “privileged” in not paying for such content, he said. In Europe! How about in Asia - in the Philippines? I also strongly agree with the German Justice Minister who stated, “The Internet is an asset,” but we have a right this first, to ensure that hate mail is deleted and, second, that the perpetrators are detected.” Two weeks ago, Volker Kauder, the leader of Merkel’s parliamentary faction warned that he had

new year. I can not imagine anymore how our people, particularly the poor jobless ones, can make it with life. This is definitely advantageous for Filipinos who are maintaining jobs abroad because they can buy things in the Philippines so easy. I hope such prediction will remain just floating in the minds of some people. Our government needs a real opposition to make democratic processes go strong. Right now I think only Senators Trillianes and De Lima are opposing President Digong Duterte’s ways of managing our country. I forgot former President Fidel Ramos is there now too. “run out of patience.” He suggested a fine of 50,000 Euro (US$ 55,000) if Internet companies failed to take down hate posts within a week. The Brussel’s draft audiovisual directive already includes a passage entitled “prohibition of hate speech” that refers to a 2008 EU “framework decision” to tackle racism and xenophobia via criminal law proceedings. Its first two articles urge the bloc’s 28 member nations to punish persons who publicly incite or aid and abet violence and hatred with prison terms of up to three years. “IF you don’t like something, change it. If you can’t change it, change the way you think about it.” Have you heard these words? Stop complaining, you’re smart, fix it! The common reaction is to complain about what we don’t like. We complain to ourselves, to our friends, to strangers, and to anyone who
will listen. Try a new approach. Challenge yourself to change the way you think about the situation. Could you view it as an opportunity to learn patience, to practice empathy, to be a giver, or to influence others through your service? Changing your view could just change the unchangeable. Welcome to the world of a change-agent. You just leveraged your influence to improve the world in a significant way. WOW!

PEACE is a 5-Letter Word Monday, November 7, 2016
By Anselmo B. Mercado
COOPERATIVE PEACE SYMPOSIUM November 3, 2016, Deluxe Hotel, Cagayan de Oro City PEACE is a five-letter word. Let me suggest some meanings to each of the letters. P is for PEOPLE. Peace starts with people, with each and every person, our families. The song reminds us: “Let there be peace on earth, and let it begin with me.” If we have peace, we can share it with others. If we do not have peace, we cannot give what we do not have. P also stands for PRAYER. We know we are nothing without the Good Lord. God Himself says, “Where people are gathered together in my name I am there with you.” A favorite
prayer of many people is the prayer of St. Francis of Assisi. Here are some lines: “Lord make me an instrument of your Peace. Where there is hatred, let me sow love, where there is injury pardon… where there is darkness light, where there is sadness joy… Grant that I may not so much seek to be understood as to understand…” etc. E is for ENLIGHTENMENT. As the saying goes, “It is better to light a candle and have some light than to curse the darkness.” People must seek the light of peace. Yes, the prayer says, “seek first to understand, than to be understood.” In a sense, this is enlightenment. And this is the right step to deal with conflicts, big and small, and to pursue PEACE. E also stands for being an EXAMPLE to others.
Pope Francis suggests three ways to lead by example: 1) Humility (an antithesis to arrogance, egoism, pride), 2) Gentleness (this negates impatience and bad temper that hurts others), and 3) Magnanimity of heart (which negates, prejudice, unkindness such as being gossipy). A stands for ACTION to reach out to others. St James said: “What good is it to profess faith without
showing works? … Faith without action is totally dead.” It is the same with PEACE. For example, today we are fighting many “wars”, the “war on poverty” which we have been fighting for since time immemorial; the “war against graft and corruption and dishonesty of whatever nature”, which has also been a lingering, haunting war. Recently, we are confronting and challenged by the “war on
drugs”, which creates violence. We know “violence begets violence”. It is satanic, evil, and it negates peace. In all these evil “wars”, we cannot remain uncaring, or bystanders or onlookers. All of us must reach out to those in need of help, the victims of “wars”. The national government, the local governments, the police, various churches, the schools, the NGOs, the business sector, the cooperatives, everyone
must be involved and do (act) their respective roles in order to win or overcome these “wars.” C is for COMMUNITY. A community is a “neighborhood”, a “village”, a “sitio”, a “municipio”, a “city”, a “province”, a “region”, a “nation”, the “world”. In a sense, we are all “one family”. As the saying and song goes: “No man is an island. No man stands alone.” See PEACE, page A11

P122M PRDP fund for 122 farmers groupsaffected by El Niño in R-10 Region 10 –The issuance of No Objection Letter (NOL) by the National Project Coordination Office (NPCO) for the first submitted micro-enterprise subproject (SP) from Region 10, to benefit122 farmers groups affected by El Niñoin the total amount of P122Million. This intervention comes from the Philippine Rural Development Project (PRDP) of the Department of Agriculture (DA), to provide micro-enterprise subprojectsthrough its enterprise development component (I-REAP) as restoration and rehabilitation effortsto help those affected by calamities and conflicts and duly declared under “State of Calamity”. According to Basila Siago, the I-REAP component head at the Program Support Office (PSO) the NOL issued by NPCO will trigger issuance of NOLs of the rests SP proposals, not only for Region 10 but for the Mindanao cluster also, that will be issued this time by the PSO alone. “As provided in the Operations Manual of I-REAP, the NOL of the first micro-
enterprise subproject for a cluster will be issued by NPCO. This NPCO issuance will trigger PSO to issue the succeeding NOLs of the 121 SPs in Region 10 and all of the micro-enterprises in the rest of Mindanao cluster upon compliance of all required documents,”said Basila Siago, I-REAP component head at the PSO. The 122 farmers/proponent groups (PG) in Region 10 are the 100 irrigators associations, farmers’cooperatives and other farmers associations cultivating rice, corn, and cassava in 16identifiedtowns/cities of the province of Bukidnon, and the 22 rice farmers associations in Lala,Lanao del Norte whose crops were affected by drought brought about by the El Niño phenomenon that hit these provinces in the later part of 2015 and early part of 2016. Issued with NOL by the NPCO is the Bugcaon, Kulasihan, Manupali Irrigators Association, Inc. (BUKUMA IA) - rice farmers in the town of Lantapan, Bukidnon. As proponent groups

to avail PRDP fund, they will each receive P1 million worth of subproject which is farm machinery (tractor with implements) for the restoration/rehabilitation of their damaged crops. Why tractor? During
reviews of proposal, the PGs asserted this their immediate need to hasten cultivation of their lands while their local government units and the DA provide the seed assistance, and fertilizers (LGU initia-
tive). The P1million amount per subproject is based on the Operations Manual under Section 2.9for IREAP subproject financing modalities for microenterprise SP for restora-
tion and rehabilitation, which stated the maximum amount ofP1Million, net of PG equity, per subproject that can be proposed under this category. # (Rosie R. E. Paasa, RPCO 10)

In the same event, Misuari declared Davao City as the “official capital of the Bangsamoro Republik.” Before he was presented to the Malacanang Press Corps on Thursday afternoon Misuari met for a few minutes with Duterte whom he described as “the man whom I respect and trust” and “this one single man who can provide solution to the problem of peace and order in our homeland.” He kissed Duterte’s cheeks thrice to thank him for his freedom, before taking over the Presidential podium to deliver what turned out to be a 22-minute speech. Duterte announced that Misuari’s pending warrant of arrest in 2013 has been “lifted now under my orders.” Court order It was the court that ordered Misuari’s temporary

MNLF is “not a spent force.” Dureza told MindaNews in a text message Thursday evening that the GPH-MILF and GPH-MNLF tracks “will somehow converge in Congress without converging in the process.” He said the GPH-MILF track will pursue the BTC mode of drafting the proposed Bangsamoro law for submission to Congress while the GPH-MNLFMisuari track will work for the “amendment/expansion/enhancement” of RA 9054, the law that amended RA 6734, the Organic Act creating the ARMM. Congress will then consolidate the bills to come up with the final draft of the Bangsamoro law. As these two tracks are moving, Congress will also convene as a constituent assembly to amend the Constitution to push for the shift to a federal form of government. (Carolyn O. Duterte said Presidential Adviser on the Peace Process Jesus Dureza “did the legwork.. to pave the way for Chairman Nur to come here… upon my invitation.” Brother Nur Dureza flew to Jolo early Thursday morning to hand over to Misuari a copy of the court order. Misuari joined Dureza on board a private jet that brought them to Manila and from there to Malacanang to meet with Duterte, Misuari’s personal friend. Duterte recalled that in Misuari’s last tour around Mindanao before the September 2013 Zamboanga City standoff between his MNLF forces and government forces, “I accepted you with open arms and I said that maybe someday we can finally talk about peace.” Misuari last met with

Duterte at a function room at the Royal Mandaya Hotel here from 11:35 p.m. on March 2, 2013 until 12:05 a.m. on March 3, Duterte greeting Misuari, whom he calls “Brother Nur,” a “happy birthday.” Misuari was born on March 3, 1939 in Kabigaan, Tapul, Sulu. “Little did I know, Brother Nur, by the grace of Allah, I became the President of the Republic and in the twilight of our years, we would be able to talk about the problem of our country, the revolution that you have led all these years and finally, understanding on a common ground with government,” said Duterte, who has repeatedly vowed to correct the historical injustices committed against the Bangamoro people, Bangsamoro peace roadmap He assured Misuari that “we will come up with the modality and then of course, how to place us in our proper homeland, our Mindanao, and that we will talk about the Bangsamoro Authority.” Duterte was apparently referring to the Bangsamoro Transition Authority (BTA) which will be appointed by the President to govern the future Bangsamoro region once the plebiscite on the Bangsamoro law is ratified, and the Autonomous Region in Muslim Mindanao (ARMM) is deemed abolished. The BTA will serve during the transition
period, until the election of the first set of officials of the Bangsamoro. “We are ready for that, Brother Nur,” the President vowed. Duterte’s Bangsamoro peace roadmap is focusing on the convergence of the peace processes and the peace agreements signed by government with the MNLF — the 1996 Final Peace Agreement (FPA) and the Moro Islamic Liberation Front’s (MILF) 2014 Comprehensive Agreement on the Bangsamoro (CAB) – so that the law that would be passed would incorporate the provisions of the CAB and the unimplemented provisions of the 1996 FPA. The Bangsamoro law is supposed to be drafted by the Bangsamoro Transition Commission (BTC) whose membership under this new administration has been increased from 15 to 21 (10 nominated by government and 11 nominate by the MILF) to make it “more inclusive.” Under the roadmap, the MNLF factions are expected to be included in the new BTC. The MNLF Sema faction has agreed to participate in the BTC. Converge in Congress Misuari’s faction, however, apparently does not want to take part in the MILFled BTC. In his speech, he belittled the MILF’s armed strength. “They only have a handful of people,” he said while maintaining the

DAVAO City will host the Philippine Development Forum (PDF), a multisectoral dialogue that seeks to get the insights of business groups and civil society organizations (CSOs) on the future directions of President Rodrigo Duterte next week, focusing on the theme, “Poverty Reduction through the Vigorous Implementation of the Ten (10)-Point Socioeconomic Agenda.” The Nov. 8 and 9 forum at the SMX Convention Center here will provide the new administration the opportunity to share its strategy in translating the 10-Point Socioeconomic Agenda into concrete programs, activities and projects in the Philippine Development Plan (PDP) 2017-2022 of the National Economic Development Authority (NEDA). Organizers have lined up five breakout groups that will discuss the Duterte’s 10-point socioeconomic agenda, most especially focusing on macroeconomic and fiscal Policies, Mindanao development, rural development, human capital development, and infrastructure and competitiveness. The recommendations from the forum will be used to combat poverty by cutting from the current 26 percent to 17 percent by 2022, the end of Duterte’s term. The PDF, headed by Finance Secretary Carlos G. Dominguez III, will be participated by the national government and local government units (LGUs), business sector, the development partner community, the academe and civil society organization. “This is an opportunity for us to share our development strategy in significantly reducing the poverty rate and making growth inclusive for all Filipinos under the Duterte administration’s 10-point socioeconomic agenda, and at the same time, generate commitments from our development partners, the LGUs, civil society and other sectors in supporting this agenda,” Dominguez briefed reporters at the Malacañan Palace on Wednesday. The event will be graced by cabinet secretaries, with Dominguez and Presidential Adviser on the Peace Process (PAPP) Jesus Dureza opening the event. The Philippines’ development partners, such as the World Bank, the Asian Development Bank, and other global financial institutions, along with civil society groups and representatives of foreign governments, are also invited to participate in the two-day forum, he said. in the Senate who stand in the other corner, but trembling or having fears they will also be killed. Check and balance is very important things in a democratic environment otherwise, we practice nothing else but the ideology of communism. The worst thing is we despised De Lima and Trillanes as enemies of the state. I think it is us--the general citizens are the real problem. Right now, there is no martial law in the country, but killing people without giving them their day in court absolutely is worse than martial law. The Philippines and Japan had just signed an agreement for a loan of P6.7 billion pesos to pay for two patrol boats. I have been saying the president will go around to borrow money and nothing more. Our national debt of six trillion dollars is climbing up and nobody is worried. If I ask you what is happening to our country, nobody could give me a positive reply. This only shows that such catastrophic event in our life is normal and nothing to worry about. In short, it is a way of life in our country. So be it. I cannot understand how the government could release rebels who were accused of multiple murders, rape, etc. at time of reconciliation. I appreciate so much the end of all hostilities with them, but handling their criminal cases could spell different things strange to all of us. I hope retired justices, judges, lawyers and all people in the legal profession come out with opinions or authoritative items to satisfy everyone. Many taxpayers are confused of our society nowadays. “United we stand, divided we fall.” “We are in the same boat. We either sail together or we sink together.” Our work for peace must break down barriers of prejudice, hate and misunderstanding in all our communities. Pope Francis strongly advises saying: “Let us build bridges instead of putting-up walls.” E stands for an ALLENCOMPASSING work. Peace must encompass the development of all peoples, rich and poor alike, an allinclusive development to be sustainable. The Papal Encyclical of Pope Paul VI says: “The New name for Peace is Development”. “There will be no Peace without Development, and no Development without Peace.” Indeed an all-encompassing (all-inclusive development) is crucial to our communities. The Lord says: “I have come that you may have life in all its fullness.” (John 10:10). An all-encompassing
development must include the following: P = People Participation and empowerment; E = Economic development + Education to develop people’s skills; A = Agricultural development and Assets development; C = Community organizing (e.g. cooperatives, social advocacies for betterment by civil society), E = Environmental development for Ecological integrity. These combined are our initiatives for PEACE. One of the Beatitudes of the Lord states: “Blessed (happy) are the peacemakers for they will be children of God.” (Matthew 5:9). We in the cooperative movement, the people of God -- let us continue to seek to understand and be enlightened about what disturbs peace in our communities. Let us lead by example in our cooperatives and communities, in the actions that we do to promote peace. And let us pray for peace. In the beginning, we said that PEACE is a five-letter word. Each of our hands has also five fingers. Let us offer and extend our hands to others, and from the depths of our hearts, say: “Peace be with you.” ••• (Dr. Anselmo B. Court Branch 158 in Pasig City, and is effective for six months. Misuari is the founder and leader of the Moro National Liberation Front (MNLF), an armed group who fought for the Bangsamoro’s independence, but forged with a peace deal with the government in 1997. For Alfredo Mapano, also known as “Ka Paris,” Misuari’s freedom would mean he can participate in the peace process that is hoped to end the decadeslong conflict in Mindanao. Misuari, Mapano said, can help the peace situation in the island. He can greatly contribute to the peace negotiations as one of the top leaders of the Bangsamoro. Misuari is facing rebellion charges and crimes against humanity for the infamous Zamboanga siege that claimed the lives of over 200 people and the displacement of about 24,000 families when rebels led by a top-ranking MNLF official, Ustadz Habier Malik, attacked the city’s coastal villages in 2013. In her decision, San Pedro said the court is “cognizant of the importance of the peace talks, which the Executive Department desires to conduct with Misuari as recognized leader of the MNLF. Certainly, too, the Court is convinced of the vital role of Misuari in these talks.”
Misuari’s authority to represent his group, the court said, has been consistently recognized by both the Philippine government and the Organization of Islamic Cooperation, as he has been a signatory to all the peace agreements with the MNLF since the Tripoli Agreement of 1976 to the final peace accord in 1996. Confused A Catholic prelate in Mindanao admitted that he is confused with the recent developments involving the suspension of arrest warrant against Moro National Liberation Front (MILF) leader Nur Misuari in connection with the Zamboanga siege in 2013. “This is a very difficult situation giving Chairman Misuari not to be arrested for 6 months in order to participate in the peace talks,” said Ozamiz Archbishop Martin Jumoad. He noted that the present situation was hard to accept since justice could be delayed for the victims of the attacks while the government was trying to maintain peace with the rebels. “Very difficult to accept that in the name of peace, justice can be delayed by not arresting Misuari because he is the MNLF leader with whom the government is having peace talk. I am confused as I remember those who died during Zamboanga Seige,” Jumoad said. He added, “Many died in Zamboanga last Sept 9 to Oct 9, 2013. Even Basilan suffered during Zamboanga Seige. The damages inflicted by MNLF to Zamboangenos and Basilenos during those black days are irreparable which until now most are displaced because their homes were burned and the govt has not given them homes until now.” For his part, Marbel Bishop Dinualdo Gutierrez said, “Joining the peace talk is good but no peace without justice and love.” On the other hand. Msgr. Crisologo Manongas of the Archdiocese of Zamboanga admitted that he had mixed feelings on what was currently happening. “I’m really ambivalent about that. On one hand he has to answer for what he has done as the leader of his group in 2013. On the one hand it could lead to real ultimate peace for Mindanao,” he said. The Catholic priest added, “I’m sad because first justice has to be served. He has to answer for what his people did to the city and the people of Zambo. That’s in the side of justice. This is my personal opinion and not the church since we have not yet met about that.” At t h e s a m e t i m e , Manongas was convinced that peace would be realized without compromising justice. “I think we can arrive at peace without compromising justice. I hope in the end justice will be served and they be made to answer for
what his people had done. I think that’s the best way. Maybe that can be addressed later...justice to the people who suffered and still have no permanent homes yet...” he said. The Zamboanga priest added, “ Its a move of the government. Maybe in there own estimation it could bring lasting peace. Also I’m thinking of the side of the victims of the war or siege. Many people died, people displaced now they were rendered homeless because of that. I think that should also be given justice and not simply forgetting and erasing what happened that’s not justice.” Manongas said he was leaving the decision on the government as far as the arrest of the MNLF leader was concerned. “The word is suspension so it means for meantime its being put on hold for the sake of the peace process and later on maybe they will be made to answer or they will be pardoned. I don’t know its in the government side. We will wait and see,” he added. (PNA)

of the Executive Order that will create a more inclusive Bangsamoro Transition Commission (BTC) on November 7. Misuari on Thursday voluntarily surfaced and vowed to help in the peace talks in Mindanao. “The peace process in Mindanao is on track with both the Moro Islamic Liberation Front (MILF) and the MNLF on board for a more inclusive resolution to the conflict. They are now willing to sit at the peace table and work together with the government to address the historical injustices committed against the Moro people. This is an unprecedented and historic development,” Dureza said. Misuari earlier declared that only President Rodrigo Duterte can solve the longstanding problem of peace and order in Mindanao. “This trust in the President’s leadership from the MNLF founder is a key ingredient in the President’s roadmap that will lead us to peace in Mindanao,” he added. Duterte’s determination to end the war once and for all during his term has led him to explore creative ways to get all the key actors to the peace table. The former also has committed to release an unprecedented number of detained leaders of the National Democratic Front (NDF) so they can participate in the peace negotiations and declared an indefinite unilateral ceasefire. “In the same manner, the President has caused the suspension of hearings and enforcement of warrants of arrest against Chairman Misuari so he can also participate in the Bangsamoro peace process,” the OPAPP chief stressed.
The temporary releases of the NDF leaders and of the MNLF chairman is in pursuit of a larger vision of peace. As justice is a key element of peace building, justice and healing will be an integral part of the peace process. The concern for justice related to the Zamboanga incidents in 2013 as well as other incidents identified by the Transitional Justice and Reconciliation Commission will be dealt with in a comprehensive program. As the major actors and stakeholders are now involved in pursuing peace in Mindanao, the opportunity is greater for dialogue and meaningful conversations that can lead to inclusive peace. Public participation will be an integral part of the process through the formation of various Peace Tables in the different sectors and communities following President Duterte’s desire for inclusiveness, transparency, and convergence. The bigger peace table of the people will enable every Filipino to contribute not only to make peace happen, but more importantly, to make peace last. (PNA)

ARMM to get a share of ODA from China
DAVAO City––The Autonomous Region in Muslim Mindanao (ARMM) will get a share of the $6-billion Official Development Assistance (ODA) from China by investing on big irrigation projects, according to Finance Secretary Carlos G. Dominguez III. The f inance s e cretary briefed reporters at the Malacañan Palace on Wednesday that the major big irrigation projects are what they have lined up so far for financing, along with other infrastructure projects that will uplift the living conditions of the Filipino people as part of the Duterte administration’s thrust. He said most of the projects will be centered on countryside development, more specifically new roads, railways, and ports to decongest major cities and to reduce logistics cost for the basic goods. Dominguez said that they would like to turn their focus on the ARMM, which suffered a low Gross National Income (GNI) per capita of P26,000 as compared to P400,000 in Metro Manila. “So, that’s why we have problems there. We have problems of poverty. We have problems of rebellion. We have problems – and because there is no infrastructure. So we want to put more irrigation there, more roads so that people can be more interconnected. So this gap has to be closed. And that is why the thrust of the President is really to raise people out of poverty. And I think that’s what he’s doing,” he said. “You know, the amount of infrastructure that we need in the Philippines is really tremendous. You just go outside of Metro Manila, you see the condition of the roads, the bridges, the ports, the airports there, power, telecommunications. These are all infrastructure. This is to connect the country together physically so that goods can flow physically so that cost will go down,” he said. (Antonio L. Colina IV / MindaNews)
