New resto pops up at CDO iconic spot Story by MARK FRANCISCO PHOTOS SUPPLIED

REMEMBER that spot along Corrales Avenue which used to be an eat-all-you-can joint called Consuelo’s? That building used to be a residence in the 1980s, became Consuelo’s in the 1990s and became a drinking hangout for college students in the 2000s and in the earlier 2010s. Now, it has totally been overhauled but not the historic façade and frame of the building. Inside however, you’d marvel at the totally new P.O.P.S All Filipino Eatery. The interiors alone will amaze you – mementos from the 1970s through the present of Pinoy pop culture such as OPM vinyl records, old posters of Susan Roces classics, even a Rotary phone and Coke bottles as they were during the 1980s. Even their dining mats have got that Pinoy classics theme. But wait till you’d be served with their food – it’s simply jaw-dropping! Dig this – grilled kitong, pinaputok na isda, sizzling gambas, sizzling spaghetti, sizzling stuffed squid, rellenong talong, monggo, chicken fingers with mushroom gravy, green mango salad with bagoong and sizzling rice, among many others. They also feature three boodle variants – Paborito ni Juan, Fisherman’s Catch and P.O.P.S Overload – at

CCS-SPED Center Celebrates Scouting Month By Gregar Donaven E. Valdehueza, SPED Teacher

The City Central School Special Education Center of Cagayan de Oro celebrated the scouting month last October 19 to 21, 2016 right before the semestral break commenced. The activity was celebrated and participated by the 13 SPED teachers of the Center and selected bonafide SPED students of the Transition Classes of the school year 20162017. On October 19, there was a classroom-based scouting activities where all the SPED students were taught different kinds of knot tying, marching, and other related activities needed for the preparation of their encampment. The SPED students on October 20 had fun playing with lots of games before they had their bonfire activity at 6:30 in the evening where they enjoyed singing and dancing around the bonfire. Before they

were sent to bed, they had their film showing in one of the classrooms of the Center. Early in the morning on October 21, they had their breakfast together with the SPED teachers and followed with a “hataw” for their early morning exercise. To cap off their scouting celebration, the Philippine Red Cross gave a lecture on first aid and bandaging. Activities such as this where SPED children were given time to foster camaraderie among their peers is very important for their social skills development. The students enjoyed much of their encampment that they are looking forward for next year’s scouting activities. Though the activity was only limited for the transition classes for security purposes, the SPED teachers are hopeful that next year, all of the SPED students will be given the chance to experience encampment.

an amazingly reasonable cost. And they have a range of Pinoy desserts too – mango tapioca, biko banana Q with ice cream, banana turon, etc. There are three al fresco areas in P.O.P.S All Filipino Eatery (which stand for Pinoy Original Paborito Special). One is at the façade, the other is at the back

and the northeast portion of their second level will be their barbecue area which will they’ll launch within the month. If you want to have your own memento in this historic place, then they have a motorela parked inside which doubles as a photo booth. This early, reviews of their food are stunning.

based on clients’ overall satisfaction to frontline service providers including service quality, physical setup or layout, and provision of basic facilities. Malaybalay city government, meanwhile, got a perfect score on adherence to ID-wearing, strict observance to ‘no hidden’ costs, and the commitment of ‘no-noon-break’ policy. City Administrator Herculano S. Ronolo received the official ARTA report card from CSC-10 Assistant Regional Director Noemi Rabe-Torres. C S C - 1 0 , h o w e v e r, stressed that the City Government should focus more into the sub-area of awareness and information of the presence of the institutionalized frontline services of different offices through the visibility of Citizens Charter in conspicuous places intended for the transacting public. Survey results showed that Malaybalay City performed well and got a place on top of other local government unit (LGU) cards. In compliance with ARTA, the CSC based the scores on various components such as Citizen’s Charter, Anti-Fixer Campaign, wearing of IDs/nameplates, presence of Public Assistance and Complaints Desk, and the ‘No Noon Break’ policy. The survey’s second phase focused on how LGUs serve their clients, which was
