Alerts vs undervalued imports recover P4.6m Customs revenues
A total of PHP4.6 million duties and taxes were recovered from technical smuggling after grossly undervalued imported shipments in 112 container vans were put on alert by the Command Center (ComCen) of the Bureau of Customs (BOC) in the past four months. Customs Commissioner Nicanor Faeldon bared that the adoption of a stringent anti-smuggling policy, now fiercely shared and effectively enforced by the Intel-
ligence Group (IG) and the Customs Intelligence and Investigation Service (CIIS), has exhibited rewarding and positive impacts in his vision for a genuine change in BOC. “The recovery of 4.6 million duties and taxes from undervalued shipments is not an ordinary feat, but a rare and selfless act of public duty by BOC’s intelligence units,” Faeldon said. “Maybe it is not the first time in BOC’s history that
genuine commitment to the call of duty has prevailed over graft, but today, I saw the nobility in the ranks among the fine men and women in IG and CIIS rise with the challenge what good public service calls for. Keep it up,” Faeldon added. Faeldon cited that IG and CIIS have worked closely with each other in many aspects of intelligence campaigns since he took office in BOC, making both ‘one efficient apparatus’ in car-
rying out its missions: to support revenue collection; fight against smuggling; and protection of our country’s border security from local and alien threats. He said that while businessmen are encouraged to conduct more importation, the agency also makes sure to fairly enforce the provisions of laws as provided in Republic Act 10863, or the Customs Modernization and Tariff Act of 2016. “It is a tough balancing act for us. But we see to it that none in our mandate is left out and compromised,” he said. Faeldon said the re-
covered duties and taxes from alerted undervalued shipments came from five major ports namely: Port of Manila (POM), Manila International Container Port (MICP), Port of Cebu (POC), Port of Cagayan de Oro (POCO), and Port of Davao (POD). Quoting from IG and CIIS summary report, Estrella cited the ports with most number of alerts. These are: • MICP 44 alerts on 83 container vans • POM 11 alerts on 15 container vans • POCO 13 alerts on 14 container vans

• POC 3 alerts on 3 container vans • POD 2 alerts on 2 container vans Per record, the alerted shipments in 112 container vans were positively uncovered correct as declared but undervalued, hence its importers were charged by BOC for additional duties and taxes. The shipments vary in items ranging from pump parts, waste water treatment system, panties and ladies accessories, used copying machines, drilling equipment parts, cutting wheel grinding stone, poultry incubation equipment, etc. The recovered PHP4.6million duties and taxes will go into BOC records as IG’s and CIIS’ contribution in revenue collection efforts of the agency for the period. So far, reports on other cases of smuggling involving misdeclaration, misclassification, and non-declaration that were alerted by IG and CIIS through ComCen are still under legal scrutiny by BOC’s legal service. “The United States’ decision to halt the planned sale of 26,000 rifles to the Philippine National Police was not a scare tactic but a bully attitude towards a longtime ally – which is not fair, the Philippines being an equally sovereign state,” Senator Panfilo Lacson says in a statement.
Things that concern us most IT is so easy for us to imagine what our planet could become should World War III breaks up in this generation. According to a news report on the Internet, the United States of America has a total of 7,100 nuclear warheads. China has 260 only. Russia has not been disclosed, but it is believed it had as much as that of the USA. In my own analysis a warhead can pulverize a country in just a few minutes. Other powerful countries like England, France, Germany, Japan, etc. have no report about their capabilities in war. It is very disgusting to know that some people perhaps have nothing to do, indulge in making fake news stories that are sometimes picked up by some publicists. These people are mentally deranged or just stupid and deserve to be shot in public with a 105 mm howitzer cannon. Their ignorance drove them blindly into the world of truth based from facts. Journalism is never a game. If they want to play with it, they better eat grass

and live with pigs. They are pigs anyway. Until now tears of widows and orphans dominate the news media. The killings go on and it seems President Digong should step in. As I watched TV newscast, my heart breaks of reports of death, whose next of kin claimed the victims never knew what illegal drugs is all about. I really think some people who enjoy killings are having a fiesta of doing it. They should know that “he who lives by the sword, dies by the sword.” Cemeteries around the country must be filled with people visiting their departed loved ones. Some people who died long time ago must have lost their relatives and now their graves are nothing but part of the earth, sooner or later we all will be part of the surface of this planet. All Saints/ All Souls day only remind us how mortal we are. A famous writer once said “we shall pass this world but once.......” When I was young during All Saints Day, we would visit neighbors, go directly to the altar and pray for the
souls of family relatives. After the prayer we are served with biko, suman, bibingka and coffee. After the three houses, we are flat and could not proceed to the next house. Stomachs are loaded. It was a tradition that I wonder if it is still practiced these days. Spain has brought us nice things that until now are practiced religiously. Aside from religion, there many other things that we enjoy. The holding of fiesta celebration is one, and many more. Of course, before the arrival of the Spaniards, we did not have surnames. They gave us names during our baptism as Christians. Now we all have surnames. It is not easy to think that our country has a total debt of 6 trillion pesos as of September this year. And this amount is growing as President Duterte travels to other countries to borrow more funds for his projects. If you can ask any accountant how much we should pay for interest, charges and other services, chances are you will collapse unless you do not love your country

LIFE’S INSPIRATIONS: “… `The King will reply, ‘Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me’…” (Jesus Christ, our God and Savior, in Matthew 25:40, the Holy Bible). -oooROTARIANS’ ANNUAL SEARCH FOR “THE ONE”: Aside from helping the poor and the needy, the sick and the infirm, and people who have no one else to turn to in almost every part of the world today, the 1.2 million Rotarians the world over are now also being tapped to search for unknown men and women who are doing
all they can to help their fellowmen solve their problems and daily sufferings. District Governor Elect Hing Wang Fung (or, simply, DGE HW) of Rotary International District 3450 disclosed during the regular meeting on Tuesday, November 01, 2016, of the Rotary Club of Hong Kong (the mother of all Hong Kong Rotary Clubs), that this search is now officially called “The One International Humanitarian Award” or, simply, “The One”, and is now done on a yearly basis. But, DGE HW, whose District 3450 covers Hong Kong, Macao, Mongolia and the Guangdong Province
of the People’s Republic of China, hastened to clarify that this project will not only be a mere recognition of the good deeds of the chosen awardee. The awardee, to be called “The One”, will also be given a cash price of US $100,000.00, which he is expected to use to provide more help to the needy. -oooFILIPINA HONORED AS 2012 FINALIST OF ROTARY’S “THE ONE”: “In fact, two other people who did not make it to become `The One’ for any particular year will also receive US $50,000.00 each so they can also continue with their own projects,” DGE HW said,

I was trying to figure out that since July, we lost already 120 policemen and still counting. This is big headline news, which I never saw in newspapers. Well, the old logic says the more you open your mouth, the more you commit mistakes. Our country and people will never be bored with President Digong. Balancing sovereignty and prosperity LIKE Indonesia, the Philippine is also considered a developing country. Most of the national development is much focus on the people living below the average standard of living rather than political considerations. This means that the people prosperity is number one. This can be approached by having brilliant ideas about the way to have some great projects in terms of economic development rather than a lot of energy focused on only sovereignty. We all believe that sovereignty is essential for all nations. The nation’s sovereignty is important, but it does not mean we have to keep our nation separated from other nations. In merriem. webster.com, sovereignty is defined into three kinds. One is referring to supreme power, second is freedom from external control, and the third is controlling influence. Among the three, there is a similar sense that it tends to be interpreted as
being independent without any outside concern. However, when we learn about economics, we will learn about international trade and its benefits. When we talk about bilateral cooperation between two countries, we have to learn to find our competitive advantage. When we talk about multilateral cooperation among some or many countries, we have to understand our won position. In this case, we have to know not only our competitive advantage, but also a comparative advantage among the countries. Understanding the position is essential. To see what competitive advantage we have is vital. Observing the comparative advantages among many countries is really required. By doing so; we have nothing to do with losses or profits. Everything based on the above understanding is feasible and logical to be done. By assuring the nation’s position any collaboration
Solemn tradition AS the month ends, the new one begins with a solemn tradition. Those who have gone are still remembered; and on the night when they are, the sites where their bodies lie in eternal rest glow with the luminescent lights of candles kindled by the ones who visit them. With flowers nestled in the midst of their names embedded on stone tablets, memories of them linger like the flowers’ scent or the flames flickering on the candles’ wick. But even as a month passes and night transitions to a new day, so do flowers wither and flames die out. Life may come to its conclusion, but even as it perishes, those who have lived are still remembered. It has been a tradition, particularly among Roman Catholic Filipinos comprising more than 80% of the country’s population, to visit and honor the dead on the last day of October and the first two days of November. A legal holiday it may be, but unlike hosting festive celebrations, it is spent in commemorative mourning. Cemeteries will be flocked by close-knit families, longtime friends and sincere loved ones. There, prayers are uttered, reunions are made, and conversations

public also need to be known by th public. This is to prevent the existence of information asymmetry. If the public understand and feel happy, the policy makers can do all their policies. Diffusion or spreading ideas is important. Diffusion is required if the state policy seems to be very sensitive. Diffusion is essential if the policy concerns the lives of the people of the country. In essence, decisive action and certainly-based policy should be done based on extensive examination and high objectivity. All activities based on an objective assessment of the public interest are feasible to execute. All strategies based on public interest are great; and therefore, they are definitely worth to be done. So, there is no word for being hesitant and weak. Progressive persistence should continue until the results for all people are indeed proven. Being the leader of the
country should really be the real statesman. The statesman is not concerned with the interests of the group. He should not be concerned with solely party interests. The statesman should not posit more on the power of oligarchies. The statesman works for all people. The whole people become the focus for any national development. In order that the leader in any nation can lead his strategies into public interest, any policy must be based on the public interest. Public services and the strategy to work should focus on the result that is for wide impact on the whole people. So, sovereignty has nothing to do with keeping oneself separated from other nations. We have to think about both competitive and comparative advantages among the nations. Based on this consideration, we can live side by side among the nations throughout the world. Mindanao, and it would be easy for these few gencos to collude with each other to manipulate market prices. The WESM in the Luzon-Visayas grid has many more large gencos than Mindanao, but the LuzonVisayas electricity market has remained an oligopolistic electricity market that has been controlling the price of power generation in the two grids. Moreover, the ERC has concluded that the gencos have been colluding to increase the price of generated electricity during periods of power shortages. See NO, page A7

Duterte, FVR continue to have a solid relationship: Palace president FVR continue to have a solid and respectful relationship as we course a new phase in our evolution as a nation and Filipino society,” Abella told reporters during a press briefing in Malacañang. He said President Duterte has thanked Ramos for serving his administration as special envoy to China. Abella however did not categorically say if the President has accepted it. ”He said he was thankful to former president Ramos for serving the country despite his age,” he pointed out.
The 88-year-old Ramos, who served as president from 1992 to 1998, resigned after President Duterte arrived from a fruitful four-day state visit in China last October 21. In his resignation letter, he said, “Given that your state visit to the PROC was officially wide-ranging, which has resulted in renewed bilateral relations between our two countries, kindly allow me to step down as the special envoy of the President to the People’s Republic of China.” ”We’d like to believe that the efforts of our team, of the special envoy, played a
modest but productive role in the breaking of the ice that led to your successful visit. This letter is my resignation as your special envoy to China. But more important, it is also an affirmation of my full support of the national interests of our Team Philippines of 105 million Filipinos that you now lead,” he added. Ramos was one of the big personalities who convinced then Davao City mayor Duterte to run for president in the last May 9 elections and was eventually appointed as special envoy to China last July.
The former president stepped down after criticizing some of the Duterte administration’s programs, including its war against illegal drugs; the President’s tirades against the United States and his refusal to ratify the Paris Agreement on Climate Change. ”He (President Duterte) would continue to listen to the former president’s advice, although, he would continue also to pursue his own track,” Abella said. President Duterte has explained that the Paris Agreement, which requires coun-
tries to cut carbon emissions, is preventing developing countries like the Philippines from achieving progress. On his war on drugs, President Duterte said he will not stop his campaign until the last illegal drug apparatus is broken. As a result of the administration’s anti-narcotics campaign, more than 700,000 drug dependents have surrendered, more than 20,000 have been arrested, and more than PHP8 billion worth of illegal drugs have been confiscated by the authorities. He said that the US State Department should first show a “conclusive investigation that affirms what Sen. Benjamin Cardin has alleged” before issuing a statement banning the sale of assault rifles. An exclusive report from Reuters noted that the US State Department is meaning to stop the planned sale of some 26,000 assault rifles to the PNP after US Senator Ben Cardin said he would oppose it. Aides further said Cardin was “reluctant for the United States to provide the weapons given concerns about human rights violations in the Philippines.” Although the US decision to halt its arms sale may disrupt the implementation of the PNP’s Capability En-
hancement Program (CEP), Lacson said that the PNP should start shopping in other territories for weapons and ammunition. Lacson cited Taiwan as an example of a country that has stopped buying police firearms from the US and is now procuring their standard 9mm pistols from Germany. “There are other sources like Israel, Belgium, even Russia and China,” the senator said. Lacson earlier said that the US decision to halt arms sale to the Philippines does not make the country lose anything except “one less gun store to choose from.” The defense department said that obtaining defense equipment from China and Russia is currently in its
planning stage. Senate Minority Leader Ralph Recto backed Lacson, noting that it was about time the government stop relying on foreign suppliers when it can manufacture its own. “It is a wake-up call for us to stop totally relying on foreign suppliers. This is another kind of pivot we need. To tap our domestic industries for the equipment needs of our policemen and soldiers,” Recto said. Recto described the country’s local firearms industry as “vibrant” even exporting its products for many decades now. “ W h at i s Ma d e i n Marikina is as good as what is Made in America,” Recto said, referring to one local gun manufacturing complex
in Marikina. He further noted that aside from firearms, the country could even manufacture its own boats, vehicles and car plates. The senator said that buying local would provide more jobs and give the manufacturing sector a much-needed boost. “Buy local, create jobs. This should be the new mantra of the DND, DOTr (Departments of National Defense and Transportation) and other government agencies for their procurement programs,” Recto said. He, however, cautioned that price should not be the sole consideration and that quality should not be sacrificed. A report culled from the Philippine News Agency
P resident R o d r i g o Duterte and former president Fidel V. it resonates with the concept that the dead deserve the respect they had when they had once been among the living. Remembrance and offering respects might lead to reflection. As the departed are remembered for how they had lived, those who know them might wonder how they would be remembered when their time
comes. Death is an inevitable phenomenon, but no matter how limited can one’s years count, moments one has spent in one’s lifetime would endure in treasured memories. It’s a reality that not only applies to Filipinos recognizing this tradition, but to all those in the world. Life’s existence can be fleeting, but the tradition to remember those that have passed away still stays to this day. Just as a month ends and a new one begins, so does life comes after another. When it has been lived with moments worth keeping in memory, its remembrance is valued and lasts more than its number of years. Still, the tradition continues; and on the night this is held, the names carved on stone tablets will not only be brightened by the flames of candles and provide identities, but will endure with the memories of them reminisced by those who visit.

1.2 The reason why a WESM in Mindanao will not address the “problem” of overcapacity in power plants (it is considered only as a problem by the gencos, but it is a blessing to power consumers) is that the excess capacity is in base-load power plants, whose generation should not be sold in an electricity spot market. The generation of base-load power plants is sold through long-term power supply contracts. 1.2.1 Ancillary services also are not sold in a spot market, but are contracted for a term of several years by the power system operator. 1.2.2 Only the generation of intermediate-load power plants and peaking power plants (generally these are oil-fueled or natural-gas fueled power plants) are sold in a spot market. Only two gencos own significant capacity of diesel-fueled power plants: the Aboitiz group and the Alcantara group. It would be very easy for these two gencos to manipulate the price of electricity sold in an electricity spot market. 1.3 An interconnection between the Luzon and Visayas grids with the Mindanao grid is required before an economically efficient WESM could be established in Mindanao. But an interconnection is not economically justifiable for Mindanao. The costs (mainly in increased payments for electricity) to consumers in Mindanao of a Visayas-Mindanao interconnection greatly exceed its economic benefits. 2. Given the foregoing characteristics of the electric power industry in Mindanao, which should be known to anyone in any position of authority in the electric power industry, it can be concluded that: Officers of private corporations and public agencies in the electric power industry who are campaigning
for the establishment of a WESM in Mindanao are either engaged in a scheme to maximize the profits of the generating companies, or ignorant of the economic and technical principles that govern the operations of electric power systems. 2.1 Who have been clamoring for the establishment a WESM in Mindanao? The Philippine Electricity Market Corporation (PEMC), which has been stopped by Mindanao power consumers in its scheme in 2013-14 to establish the Interim Mindanao Electricity Market (IMEM). From 2009 to the end of 2015 there was acute shortage in power plant capacity in Mindanao, resulting in frequent blackouts of long durations. In such a situation it is irrational, and even downright criminal, to establish a market for electricity because it will inevitably result in very high prices. But there was the PEMC, supported by the Department of Energy, engaged in a hare-brained scheme to establish the IMEM. And here again is the PEMC “clamoring” for the establishment of a noless hare-brained WESM in Mindanao. 2.2 The other voices that have been raised for a WESM in Mindanao come from the Davao Light & Power Company (DLPC) and the Mindanao Development Authority (MinDA). The MinDA does not have in-house expertise in the electric power industry, and they have not engaged any consultant to advise them concerning the EPI, so they are simply parroting the “expertise” of the DLPC, which they have been doing in previous occasions of power crises in Mindanao, most recently when Davao City endured hours-long rotating brown outs when one of the two units of the TSI coal plant suffered outages. The DLPC is part of the Aboitiz group of companies, so it is not ignorance of the EPI that makes them raise a clamor for the WESM. 3. The electric cooperatives can stop the establishment of the WESM in Mindanao. 3.1 The foolish, if not malicious, scheme of the PEMC and DOE to establish the IMEM in Mindanao was stopped mainly because it was opposed by the AMRECO, the Association of Mindanao Rural Electric Cooperatives, the umbrella organization of the 34 electric cooperatives in Mindanao, grid-connected and off-grid. This new attempt of the PEMC to establish an electricity market in Mindanao, which would enable gencos to make money by cheating power consumers, will be stopped if the AMRECO opposes the scheme. 3.2 There are legitimate doubts that the AMRECO will exert effort to stop the WESM because the organization has not done anything to stop many of
the electric cooperatives from cheating their own member-consumers by conniving with gencos to charge exorbitant rates for base-load power supply that were contracted by the ECs. 3.3 Nevertheless, there is hope that the 17 “good” electric cooperatives in the AMRECO will be able to outvote the 16 other electric cooperatives, when it comes to an AMRECO decision to support or not support the establishment of the WESM in Mindanao. 3.4 If the “Other” ECs succeed in getting the AMRECO to support the establishment of the WESM in Mindanao, we will have to carry out campaigns among the member-consumers of all ECs to boot out their EC officers for working against the welfare of their own member-consumers. ••• (Engr. then undivided Davao province, and S oledad Duterte – on Tuesday evening. “I want the NBI now to focus on graft and corruption, yung lang muna ang trabaho nila,” he told reporters. He said that NBI personnel must stop from their involvement and corruption and drugs themselves. Duterte said that there was a time when some corrupt policemen were transferred to the NBI so they can’t communicate with their fellow corrupt colleagues, only to find out that they resumed illegal activities at the NBI so they could go into drugs. He reiterated his campaign promise of putting a stop to the drug problem and corruption in the country. “When I ran for president, I promised you, I will stop corruption. I will do it. I will stop drugs, I will do it,” he said. L ast S eptemb er 18, Duterte sought for an extension of at least another six months to deliver on his promise. “We are rocked by so many problems – kidnapping in the South, terrorism, drugs – which are really really pulling us down. I can say that we would need time to put everything in order. That self-imposed time of three to six months… well, I did not realize how severe and how serious the problem of drug in this republic until I became president.” Duterte also ordered the dismissal of a police officer in Makati City for extortion and an official from the Bureau of Customs (BOC) for corruption. “I am ordering the police right now to relieve him and
place him under suspension and initiate summary dismissal. Ayaw ko na yang matagal,” he said. Duterte was dismayed by the continuous corruption in government despite his warning that he will be “harsh” in dealing with government workers who are involved in either corruption or illegal drugs. “Hirap na hirap na nga ako. Pupunta ng ibang bayan, walang tulog at nakikiusap dun ng tulong nila na sana maipalago ang trade relation. Itong police na ito, you better stop or I will stop you. You interpret it the way you like it,” he said. Duterte said the particular Makati police officer, which he did not name, would be better off if he resigns. He then warned all members of the Philippine National Police (PNP) to stop their involvement in drugs and corruption or he will send them to Basilan or Jolo where efforts of the military to fight the Abu Sayyaf are continuing. “Naubusan na ako ng sundalo, kailangan ko ng police na tumulong,” he said. He added that he also wants the Bureau of Customs’ deputy chief for intelligence “suspended and out immediately” because of alleged corrupt practices. “I have instructed my aide to relay, I want him [customs official] suspended and out immediately,” He said that whether the reports are true or not, he wants the official to be removed from his post and investigated immediately. Duterte said the official is apparently abusing the slow process in government. “Pasensya na lang if you do not like my commitment, which to me is a sacred promise. Ito ang gagawin ko, at nanalo ako. I will do it until the last pusher is out of the street, and the last drug lord is exterminated,” he said. (Antonio L. Colina IV / MindaNews)

Nonetheless, aside from the very unfortunate vehicular accident involving a family who fell into a ravine at Barangay Tablon, Cagayan de Oro City while enroute to Libona town, Bukidnon, no other holiday-related incident happened within our AOR,” PCSupt Constantino added. He also lauded the role of the local government units, volunteer organizations, national agencies and other stakeholders who were in various engagement sites to assist the public. “It could not have been as successful as it is without their active support,” he said. sector remained in the lead for the third consecutive month, reporting 14% year-on-year growth in hiring activities. The sector also saw its fifth consecutive month of double-digit annual growth. On the other hand, the IT, Telecom/ISP sector recorded -13% year-on-year slump in hiring activities – the steepest decline recorded across all industries. Across all occupational groups monitored by the MEI, Customer Service roles saw the greatest growth in online demand at 10% growth between September 2015 and 2016. This is closely followed by the online hiring of the Purchase/ Logistics/ Supply Chain talent, at 8% year-on-year. Engineering/ Production and Real Estate roles saw the greatest dip in demand at -9% annually in September. “The introduction of new foreign policies and the Peso plunge in the Philippines appears to have shaken investor’s confidence, slightly affecting the economy. Employers are likely waiting to see if the situation will improve before making hiring decisions. However, analysts remain confident about the country’s economic growth in the months ahead, so it is not likely the numbers will fall too far behind its earlier performance,” said Sanjay Modi, Managing Director, Monster.com – APAC and Middle East. “According to the Department of Education, the hiring of educators is expected to grow as the country proceeds with the implementation of the K to 12 Transition Programme in schools. The tourism sector is also expected to grow to keep up with incoming business opportunities, as China and Philippines continue to foster healthy relations.” The Monster Employment Index Philippines is a monthly gauge of online job posting activity, based on a real-time review of millions of employer job opportunities culled from a large representative selection of career websites and online job listings across Philippines. The Index does not reflect the trend of any one advertiser or source, but is an aggregate measure of the change in job listings across the industry.

Gov’t services brought to Lanao Norte thru CRDA Tubod, Lanao del Norte – The synergized efforts among national government agencies took place during the Launching Ceremony of the Comprehensive Reform and Development Agenda (CRDA) for Arme dConflict Affected Areas (ACAAs) in Northern Mindanao, on October 29, 2016, in this town. Such was also simultaneously undertaken for the Autonomous Region of Muslim Mindanao (ARMM) and ACAAs in regions IX and XII. With the directives of the current administration through President Rodrigo R. Duterte of ensuring inclusive growth and development, especially in conflict-stricken areas, the Department of Agriculture (DA), including nine other participating agencies from the government, have laid down its respective poverty-eradication programs along with the distribution and awarding of commitments for the province of Lanao del Norte (LDN). “Dako ang among pasalamat nga gihatag karong higayuna aron mapadangat namo kung unsa ang among mga serbisyo sa buhatan,” remarked Engr.
Along with other nat’l. gov’t. agencies, DA-RFO 10 led by Engr. Roxana H. Hojas, assistant regional director, handed over nearly Php30 million worth of agri-assistance under the CRDA for the conflict-stricken areas of LDN. Aside from the turn-over of commitments to LDN, which was represented by Brigida S. Tangonan, provincial administrator, a techno-clinic was also staged to package the different programs, projects and services that the nat’l. gov’t. has in store for their respective clienteles.
Roxana H. Hojas, assistant regional director of DARegional Field Office 10, in her message, as she led the department’s delegation. As the principal agency mandated for the promotion and development of the agri-fishery sector in the region, it turned-over nearly Php30 million worth of agri-assistance to LDN. This covers assistance from the department’s banner programs, namely: Rice, Corn, High Value Crops Development and Livestock through the
provision of 245 bags of certified rice seeds, 5,820 bags of Open Pollinated Variety (OPV) of corn seeds, 1,700 packets of lowland vegetable seeds, 500 pieces forage planting materials, and 40 packs of forage seeds.
