Wounded in the IED explosion were one PSG official, six enlisted personnel and two regular troops. The identities of the wounded soldiers were not immediately available. One of them was seriously wounded.

Tan said the troops were in a convoy of vehicles carrying PSG personnel, Radio-Television-Malacanang (RTVM), and escorted by

103rd Infantry Brigade troops when one of the vehicles hit an improvised explosive device (IED) fashioned out as a landmine.

Tan said a Presidential chopper immediately airlifted the seriously injured and four others to an undisclosed medical facility for emergency care.

7 prosecutor link to ‘payola scandal’

CAGAYAN de Oro City-Seven prosecutors in the City Prosecution Office (CPO) here might be implicated in the alleged ‘payola scam,’ Jaime Umpa, the Regional State Prosecutor in Northern Mindanao said.

He said that the result of the probe conducted by the Criminal Investiga-

tion and Detection Group (CIDG) was submitted to the Department of Justice (DOJ) Monday.

Justice Sec. Vitaliano Aguirre has ordered the CPO to fast track the probe involving the city prosecutors who reportedly received payola (grease money ) from clients facing criminal charges here, Umpa said.

Umpa has not released the names of the prosecutors, but expressed the apprehension that four of the seven city prosecutors could be indicted in the payola scandal.

“I begged the indulgence of the press for not releasing the names of the city prosecutors involved in the case until the proper charges were filed against them in court,” Umpa said.

Umpa said that the CIDG has conducted the probe after an employee of the CPO here was nabbed during an entrapment opera-

tion in exchanged for the dismissal of a rape case with the CPO here.

According to Umpa, the CIDG operatives also alleged that they had seized a five-page resolution purportedly signed by one of the three prosecutors that dismissed the complaint.

He said that the CIDG submitted the findings after the investigators extracted various text messages and communication from the mobile phone of the CPO employee.

Umpa said that there were conversations on the mobile phone, which reportedly involved three or four city prosecutors who allegedly gave instructions to the CPO employee about the details of the alleged transactions.

Sec. Piñol engages thru agri-stakeholders’ forum Dalwangan, Malaybalay City – Agriculture secretary Emmanuel “Manny” F. Piñol visited on November 24, 2016 as his effort to reach out and personally interact with the farmers and fisherfolks of region 10.

During the conduct of an agri-stakeholders’ interaction held at the Northern Mindanao Agricultural Crops and Livestock Research Center (NMACLRC), Piñol addressed the issues and concerns raised by farmers, fisherfolks and other agristakeholders in attendance.

“Instead of me talking to you, I would like to listen to you,” he said.

Concerns such as low buying price of palay and corn, syndicates manipulating the buying-selling of onions, lack of drying and storage facilities, FMR projects and concerns regarding the irrigation system were discussed.

Aside from agri-programs that were to be distributed that day, Piñol committed to give 1,200 bags of hybrid rice seeds, 1,095 bags of OPV corn seeds, 4,300 bags of complete fertilizers, 4,300 bags of urea, 14,000 bags of organic fertilizers, 8 units of cassava chippers, 8 units of cassava graters and 5 units of hand tractors. The said commitments amounted to more than Php20 million. Interested farmers’ group/ association are requested to seek assistance from their respective Municipal Agriculture Offices (MAO) on the requisites to avail these.

On the course of the forum, he reported that an amount of Php2 billion will be allotted to cover up the Irrigation Service Fee (ISF) for the year 2017. This will be the first installment of the government for the cumulative amount of Php13 billion worth of ISF in the whole country which will be paid for the next 6 years.

He further clarified that the lifting of the ISF will be for the National Irrigation System only.

Communal irrigation systems whose irrigation associations have agreed to give counterparts for its maintenance are not included.

Sec. Piñol defended that the National Food Authority (NFA) is not buying the farmers’produce at a low cost. However, NFA does not have enough fund to compete with other traders’ offer. ”You have to understand that NFA has money only about 3% of the national production,” Sec. Piñol explained to the media practitioners.

The DA chief also emphasized that NFA is vested with functions of ensuring food security in the country and the stability of supply and price of the staple grain, rice. He added that it performs these functions through various activities and strategies, which include buffer stocking, processing activities, dispersal of milled rice to strategic locations and distribution of the staple grain to various marketing outlets at appropriate times of the year, among others.

Furthermore, the agriculture secretary pointed out that when farmers harvest their corn at the same time the supply increases causing the unavailability of drying and storage facilities. This has given the middle men and traders the reason to manipulate the prices of corn and rice since the farmers have nowhere to go to sell their produce.

In addressing this issue, Sec. Piñol stated that with the Duterte administration, starting next year, the DA will focus on

the provision of post-harvest facilities such as grain dryers and storage facilities.

In addition, he also encouraged big companies to support local farmers as he asked them to buy products directly from the farmers.

“We would like to liberate the farmers from the clutches of the traders,” said Sec. Piñol as he further stressed on the need to support the farmers in their struggles against manipulative traders. #(DEGabales, DA-RFO 10)

It goes like this: why is there a need for Jesus to build His Church if, as many popular preachers are saying, it would already be enough to simply accept and believe in Him as God and Savior to merit salvation in Paradise?

-oooTHE LESSON FROM THE PRURIENT CONGRESS INQUIRY: Much has been said---and, I am sure, more will be said--of what many say was the prurient and below-the-belt way congressmen feasted on the sexual relationship between Sen. Leila De Lima and her former driver-lover, Ronnie Dayan, when Dayan testified before the Committee on Justice and Good Government of the House of Representatives.

With due respect to all parties, I believe the lesson that this episode in the history of our lawmakers from the lower chamber

of Congress imparts is simple: if anyone would not want to be the subject of any unsavory comment, or legislative inquiry, he or she must try to avoid being unsavory, and must strive to behave truly prim and proper, especially if he or she is a government official.

As it is, the public has a right to know what the government official does even in private, for it can happen that this private conduct can impact on his or her duties as a government official.

As it is, the old adage remains true: he who lives in a glass house must either strive to live a clean life, or refrain from throwing stones at others who also live in glass houses.

VI of the 1987 Constitution to see if there is something about “interparliamentary courtesy” in the basic law of the Philippines, but I did not find any provision about it, much less any reference to what it means.

I had to do this little research on this matter because it is threatening to pit the two houses of

Congress---the House of Representatives and the Senate---against each other, in the wake of plans by Speaker Pantaleon Alvarez Jr. to issue a warrant of arrest against Sen. Leila De Lima in connection with his advice to Ronnie Dayan to disregard a House subpoena for him to appear in the lower chamber.

If the Constitution did not provide for any “interparliamentary courtesy”--which De Lima and other senators are using now to oppose the warrant to be issued by Speaker Alvarez against her---certainly, there is no legal prohibition against the arrest of a senator who encouraged disobedience against the orders of one branch of government!

BCP Engages Elementary School Students on Benefits of Bt Corn in celebration of National Biotech Week T he Bi ote c h C o a l i tion of the Philippines sponsored the animation showing of a children’s book titled “Lina’s Town Rises Again,” to celebrate this year’s National Biotech Week. BCP invited 450 students from Mines Elementary School and 350 students from Project 6 Elementary School to watch the said animation which was meant to develop a basic understanding of the impact of biotech corn in social, economic and environ-

mental terms amongst elementary students.

The book’s author, Chat Garrido-Ocampo, said the book touched on the themes of sustainability, collaboration and safety by narrating the true and inspiring story of how biotech seeds positively transformed a woman farmer’s life, and enabled her farming community to recover economically in the aftermath of a devshown to public elemenastating typhoon.

by Consolacion Reyes, a lady farmer who lost her house and source of livelihood when Typhoon Pablo ravaged her community.

Witnessing her difficulty, a good samaritan lent her money which she used to buy biotech corn. Her harvest was abundant so that after some time, she was able to get back on her feet. A few harvests later and she started to earn consistently higher income. Now, she is among the more prosperous farmers in her town.

Ocampo said the story of Aling Conching aims to inspire young students to be resilient despite difficulties. It also aims to teach the values of hard work, of helping others and of faith in the the love and mercy of God. “Lina’s Town Rises Again is Ocampo’s third children’s book. Requiring the National Grid Corporation of the Philippines (NGCP) to contract out as soon as possible or work for an Ancillary Service Procurement Agreement (ASPA) with various new power plants now operating in Mindanao to free up the present capacity from Agus and Pulangui HEPP it utilizes for ancillary purposes.

Requiring PSALM to allocate all the remaining low cost available capacity from Agus and Pulangui HEPP to all Distribution Utilities only, considering how the DU’s are serving the residential consumers comprising the majority of the low income families, as

“Why should the oligarchs who already have much more wealth benefit from this cheap electricity when many of our poor countrymen who also own this patrimony of the nation are struggling to put food on the table? There is a very big injustice here and with the arrival of President Duterte, the poorest of the poor who have suffered through past administrations, will have hope to raise their standard of living. We can enjoy a free and progressive Philippines,” Sultan Ali stressed.

The Manifesto also called for PSALM to provide additional allocation/capacity to electric cooperatives hosting Agus Hydro Electric Power Plants (LASURECO and LANECO).

“It is ironic how many of our the communities in the municipalities surrounding Lake Lanao remain without electricity up to now, over 50 years after the Agus hydroelectric power plants were set up,” noted Sultan Mamasaranao B. Mulok, Sultan of Pagayawan. “That’s our appeal to the government through the National Electrification Administration (NEA) to rehabilitate the distribution system of LASURECO to benefit our people. They can even reduce the retail electricity rate to as low as PhP 3.00/ kWh from the PhP 7.00/ kWh we are now paying so more poor people can avail of electricity.”

The Kamalayang Pilipino Movement (KPM) Region X Chapter led by its chairman Edgardo D. Tigulo similarly expressed support for the AMRECO Manifesto by endorsing their Manifesto of Support in the same turnover ceremony.

KPM is a multi-sectoral national grassroots organization dedicated to attaining national unity through constructive engagement with government for a stable and brighter future.

“We believe that the Filipino people united with government should always consider the interest of small stakeholders as the basis and measure of governance for duly appointed authorities in the energy sector,” read a portion of the Manifesto. “Hence, we support AMRECO in its aspiration to socialize our natural resources and democratize power for the common good through the cooperatives in the energy sector in Mindanao.”

KPM pursues an “asset reform, resource generation and social protection” agenda believing basic services should not be compromised at the expense of the bigger stakeholders for profit.

As such, KPM declares the following principles of “Social development framework for the energy sector aimed at raising the quality of life of our people; restructuring power rates in Mindanao for the benefit of the poor with special rates for residents in host communities of energy facilities.”

Aquino said that they are not sure yet if the attack specifically targeted the President or a result of ongoing operations in the area.

CEB collaborates with DBM on discounted fares for gov’t employees THE Philippines’ leading airline, Cebu Pacific (PSE: CEB) today signed a Government Fares Agreement (GFA) with the Procurement Service, an attached agency of the Department of Budget and Management (DBM) headed by Secretary Benjamin E. Diokno. This Procurement Service administers the Philippine Government Electronic Procurement System (PhilGEPS), the agreement that entitles government employees discounted fares on official business trips.

The DBM Procurement Service, through PhilGEPS, intends to centralize the air ticket purchase of government agencies, which is noted as one of the most needed items in the government’s procurement operations.

Under the said agreement, all official travels of government workers will be granted discount

and waiver of processing fee along with fees for rebooking.

“With this partnership, government offices can purchase airline tickets faster and easier, as CEB is now part of their system of suppliers. We are pleased to contribute to this initiative, making air travel more convenient and accessible to our workforce in the government. We are looking forward to flying more government employees as this will also cultivate financial and economic growth of the different regions and provinces in the Philippines,” said Lance Gokongwei, President and CEO of Cebu Pacific.

“This agreement promotes fair and open competition among the major airlines towards the best value for money for government agencies,” said DBM Sec. Benjamin Diokno.

“This is a huge step into our goal of getting the highest value for the hard-earned money of our Filipino taxpayers,” he added.

CEB currently offers flights to a total of 36 domestic and 30 international destinations, operating an extensive network across Asia, Australia, the

Middle East, and USA. Its 58-strong fleet is comprised of six Airbus A319, 36 Airbus A320, six Airbus A330, eight ATR 72-500, and two ATR 72-600 air-

craft. Between 2016 and 2021, CEB expects delivery of two more brand-new Airbus A330, 32 Airbus A321neo, and 14 ATR 72-600 aircraft.
