Duterte leads in Surigao City survey

SURIGAO City––Tough-talking Davao City Mayor Rodrigo R. Duterte led all other presidential aspirants in a random survey conducted by a local radio station Friday.

Duterte filed his certificate of candidacy Friday as the standard-bearer of the Partido Demokratiko Pilipino Lakas ng Bayan at the Commission on Elections’ law department.

This after the 16-month negotiation between the landowner, Mr. Balao Pundag, and the grid operator still did not materialize.

MDPPA promotes use of motorcycles for emergency rescue and relief operations According to a recent report released by the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) last October 27, 2015 titled 2015 Asia-Pacific Disaster Report: Disasters Without Borders, the Philippines ranks first in Asia and third in the world among countries with the highest risk to disasters.

Among the land-based disaster quick response units, motorcycles were found to be particularly effective and reliable. During the July 30 metro-wide earthquake drill spearheaded by the Metropolitan Manila Development Authority (MMDA) which raised awareness on what people should do if the “Big One”--a major earthquake predicted to be up to 7.2 magnitude-strong--would hit Metro Manila and nearby provinces, a group of motorcycle riders simulated transporting medical workers and supplies, easily navigating through piles of rubble.

“When Nepal was hit by two major earthquakes within three weeks of each other, rescue and retrieval efforts were hampered by the rough terrain and landslides. We realized that, for the rescue

and relief operations to be successful, response should be quick and reliable,” said Rodel Pablo, president of the Motorcycle Development Program Participants Association (MDPPA). “Motorcycles can provide a flexible and efficient transport mechanism for first-line relief workers and for the delivery of medical aid and supplies,” he added.

He particularly noted MDPPA’s experience during Super Typhoon Yolanda last November 2013. “Twenty-eight riders from the rider clubs of MDPPA experienced the ravage of Yolanda during our Motorcycle Caravan for Road Safety in Tacloban City. From the first moments of the catastrophe to the aftermath and recovery, the riders helped in the disaster management by setting up communication lines for media outlets,” he shared.

THE decision of Davao City Mayor Rodrigo Duterte to run for President in the 2016 elections has changed the country’s political geography. While there are talks that Duterte has become an overnight presidential favorite, there are still problems along the way. The problems are real that the supporters might be divided as the presidential race gathers steam along the way.

It was Duterte’s own fault because his announcement to run for the presidency came at a time when almost all political leaders and voters around the country have already decided whom to support and vote.

For instance, hundreds of politicians in the region and provincial level have earlier decided to support Duterte’s presidential bid.

However, after Duterte repeatedly said that he is not running for the presidency, the political leaders decided to switch support to other candidates.

The situation was exacerbated when Duterte filed his certificate of candidacy (COC) for City Mayor of Davao City. Duterte’s filing his COC as City Mayor

has ultimately snapped the thread that the political leaders and supporters have tried to hold on.

Wi t h h o p e s g o n e , Duterte’s early supporters have already committed their support to other presidential candidates.

Anyway, there three major kinds of voters: The two kinds of voters have already their own candidates. The third is the “undecided voters.” Perhaps, Duterte is banking support on the “undecided voters.”

Analyzing the three parts of the pie, however, would show that the undecided voters represent only a few percentage compared to the two others. If we are going

to translate the “undecided group” into actual votes, we could safely say that the votes are not enough to win a candidate. In other words, unless these votes are turned into “swing voters,” the “undecided voters” are not critical votes.

Thus, aside from getting the commitment of the “undecided votes,” Duterte and his political leaders have to work overtime to convince other political supporters and leaders to join them.

The apprehensions are, however, great because it would be hard for the committed political leaders to change support from one candidate to another.

Anyway, ours is a politics where support is easily bargained. Our political leaders have the propensity of switching support in order to gain personal and political advantage.

It is no wonder ‘though that, that in the final lap of the presidential race, some political leaders would switch support in when victory is in sight. Indeed, our political system has mastered the art of “political opportunism” and “political convenience” strategies.

They both realize that if they don’t act now, someone who is like a stranger to Tagoloan will rule over the town for the next three years.”

To “set the records straight” so to speak, this corner learned that last October 3, Mayor Julio Uy of Villanueva town who’s

running for governor of Misamis Oriental met with Yap in the city. Uy asked Yoyoc to be his runningmate in the province. Yap declined the offer stating that he wants really to run for mayor of Tagoloan town instead of vice-governor.

Yap took the opportunity to say his piece about the “unity talks” by suggesting that he would run as mayor with incumbent vice-mayor Robinson Sabio as vice and a mix of councilors coming from both parties “VM Robinson would be my vice, and councilors would be mixed like Issur, Lamberto Neri, Tata Paduganan, Angel Pomar, Oscar Baal, Eric Emano, Achas, Uriel Paguidopon,” Yap said.

Reliable information I got stated that Enan would not agree with Yap’s proposal. The talks ended there.

Enan Sabio also has his eyes on the mayoral seat.

I learned too that the Emano group was also thinking about a substitution to hold on to their turf. On Oct. 6, there was a proposal on the part of Enan Emano that See politics, page A11

Looking around, one could easily identify the political opportunists in our midst. The political opportunists have no “backbone” at all. These politicians swing like a pliant bamboo. Unlike the mediocre who always go along the current, the political opportunist would put up a stage manage political fight.

In the long run, however, the opportunist would suddenly switch course when the going gets rough.

By the way, there is a different between “switching” support and “bandwagon” effects. The former are already committed supporters while the latter is the silent voters without political identity. This means that those who hitch the bandwagon are, actually, those who simply want a “free ride.”

Mind you, there a lot of “free riders” in the country’s political spectrum. In order to gain a political balance, the Duterte group should work to get the “free riders” along with the “undecided” groups as the presidential race gets tougher. -0- Send comments/reactions: crisguardian@yahoo.com

PSA did not respond to further follow-up questions, but did provide copies of the basic questionnaire it used in the 2015 census.

The form gathers information on names of household members, relationship to the household head, sex, date of birth, age, birth registration, marital status, religious affiliation, school attendance, literacy, highest grade/year completed, technical/ vocational course obtained, if overseas worker or not, and usual activity/ occupation.

Housing questions include type of building, construction materials of the roof of the building and outer walls of the building/ housing unit, fuel for lighting, source of water supply for drinking and cooking, and tenure status of the housing unit/ lot.

Also included are questions on registration of deaths in the last two years among household members.

The non-inclusion of disability questions in the census would make the country remiss in its obligation as a signatory to the United Nations Convention on the Rights of PWDs (UNCRPD).

Article 31 of the CRPD directs state parties to “collect appropriate information, including statistical and research data” on disability.

As a UN member state, the Philippines is also bound by the sustainable development goals (SDGs), launched this year to replace the expired millennium development goals (MDGs).

Seven SDG targets on education and employment explicitly refer to PWDs. “The seven targets mentioning disability must be monitored with specific disability indicators or by disaggregating indicators by disability,” noted the UNCRPD Secretariat.

The Washington Group on Disability Statistics, formed in 2001 and operating under the UN Statistical Commission, has developed a set of six questions which can be included in national censuses and surveys to collect data on PWDs. The questions ask if a person has difficulty seeing, even if wearing glasses; difficulty hearing, even if using a hearing aid; difficulty walking or climbing steps; difficulty remembering or concentrating; difficulty with self-care such as washing all over or dressing; and difficulty communicating, for example understanding or being understood, using his or her usual or customary language.

The Philippines is not among the countries listed by the CRPD Secretariat as having included Washington Group questions in their last census.

Southeast Asian neighbors that have done so include Indonesia (2010), Timor-Leste (2010) and Vietnam (2009).

Disability questions, however, have been included in previous censuses in the country. Results of the 2010 census show that of the 92.1 million household population, 1.57 percent or some 1.4 million persons had disability.

Calabarzon had the highest number of PWDs (193,000) followed by the National Capital Region (167,000). The region with the lowest number was the Cordillera Administrative Region (26,000).

No longer the odd man out “If we are to achieve a richer culture, we must weave one in which each diverse human gift will find a fitting place.”

Margaret Meade In a society where appearance is given more significance than character, being a person with disability limits the society from seeing the uniqueness of a person, rather, it draws a gap between those who are challenged and handicapped versus those who are seamless.

This dilemma has caused the society to move forward, to progress, in a much slower pace, undermining the contributions of the persons with disability which could have made the difference.

The experience of being different Marlou P. Daytoc, a resident of San Roque, Tubajon, Province of Dinagat Island, relates to this reality. Marlou suffers from polio, an infectious viral disease that causes flaccid paralysis, leading to underdevelopment of limbs/ body parts. Marlou’s case affected his left leg, impeding normal muscle growth of his leg, leaving it smaller and weaker than his right leg.

Marlou could not remember how it happened, since he was still a toddler when he got sick, but he remembers being an outcast growing up,

Mr. and Mrs. Maximo Daytoc, Sr. tried raising Marlou as normal as possible.

But the people around them made Marlou doubt of his capabilities, even making him insecure at time. Manong Maximo shared that there were instances that Marlou would choose not to join activities in school and in their community.

Lahi ang Kalahi (Kalahi is different) One day, the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program was introduced to Marlou.

The program was quite new to him, but he was familiar with the sub-projects which were implemented by his comembers of the community.

He knew Kalahi-CIDSS encouraged people in the community to take part with the decision making and identification and prioritization of needs in their locality, even utilizing community volunteers to actively work in sub-project implementation. But even so, he has already conditioned his mind that he could never be part of such an endeavor with his condition.

But when he was able to attend one of the barangay assemblies, he was amazed that even senior citizens and women were encouraged to be part of the project. During the activity, members of the Area Coordinating Team (ACT) discussed the importance of an inclusive approach

in the decision making and implementation of the project.

He was even encouraged to be part of the implementation even with his condition; something that boosted his self-confidence.

Ila pud ko giapil ug imbitar, mao na nga mahatagan ko ug ideya nga motrabaho kay total, kani nga proyekto kay para man gihapon sa amo.

(They had senior citizens and women working for the project. They hired and paid even women who worked for the project. When they invited me, without any hesitation, I agreed because I knew it will be our community who would benefit from the project.)” he said.

Marlou started working as one of the paid laborers for the construction of the 230 linear meters drainage canal with cover in barangay San Roque. The members of the community, barangay officials, and the field staff of the Kalahi-CIDSS are all praises for his determination, even sharing that he is always punctual and diligent with his work. Marlou has showed that his being different would not be a hindrance for him to perform at par with ablebodied workers.

“Ang akong mama nalipay na gepatrabaho ko sa Kalahi kay bisan ug ing-ani akong sitwasyon, gedawat gihapon ko isip laborer (My mother was very glad that Kalahi gave me the opportunity to be part of the project, even with the condition I have),” Marlou shared.

Since Marlou started working in the sub-project, he can be constantly seen having that confident smile at work. His neighbors noticed that he was now more open to dealing with people in their community, hanging out with the other Kalahi-CIDSS community volunteers in their barangay.

A far cry from the Marlou who was aloof, and insecure because of his condition.

Kalahi-CIDSS believes that for a community to grow, it has to be inclusive; everyone has an opportunity to be the answer to their most pressing needs.

This is why Kalahi-CIDSS encourages everyone in the community and all partner stakeholders to be part of the sub-project implementation.

The educational world of today’s society demands accountability from its teachers, because teachers have possibly the greatest opportunity to shape a student’s life, not just in terms of knowledge but also on how they view themselves and interact with the society around them. In its most basic form, a teacher’s primary purpose is to provide direction, motivation, and knowledge to students.

Taking into account all these aspects, it shows that the primary teacher plays a pivotal role in the educational cycle of a child. Since they will be the first hands that will mold and shape the child to become persons with recognized responsibilities, they structure the scaffold of foundation of education among these learners.

Primary teachers pave the way for students to discover their own sense and perspectives about the world and what they wanted to be. After the parents, students learn directly from primary teachers to grow as responsible people through imparting some of

The D epar tment of Education has enhanced child protection in schools through Child Protection Policy. This recognizes primary importance on the well-being of children and contributes to the department’s continuing push to develop safe and nurturing learner-centered institutions.

It is best that DepEd has put its foot forward to have and implement this policy, considering the cases of harmful activities in schools, especially bullying.

the Department of Education, Division of Bukidnon, Quezon II district has initiated a fitness and wellness program for their employees and teachers, both from high school and elementary. The stress that employees, especially teachers, experience in their work is detrimental not only to their mental and physical fitness, but also affects their performance at work.

The fitness and wellness pro-

gram has kicked off last October 10, 2015, held at Salawagan Central Elementary School, Salawagan, Quezon, Bukidnon.

This will continue and go along every first Saturday of every month. The program had a festive welcome and opening as teachers participated in physical challenges like dancing zumba, sports competition, and made even more fun with Pinoy Parlor Games, locally called as “Mga Laro ng Lahi”.

Eventhough the program has to be realized during week-

end, thus taking one day rest time of the teachers from school stress, it has been accepted happily by the teachers because they see it as an opportunity to enjoy and get to hang out with fellow teachers in a competitive yet sports oriented way. With this, teachers are not only developing their wellness, they are also building and strengthening work relationships and camaraderie. And for that, kudos to all the efforts of the organizers of this beneficial monthly event!

Considering the curriculum package and the increasing number of years for basic education, the K – 12 showcases the three possible exits of every learner after the Grade 12: Entrepreneurial, Employment, and higher Education. Each child/ student is hoped to be equipped with the necessary weapons in the real battle of life when they reach the maturity or independent stage where they are expected to lead their respective lives.

They are desired to also build the community and the nation to be globally competitive.

It is undeniable that this act is actually a better way to truly prepare our students for their

future endeavour. This act intends to implement a program in our education that is rooted on the sound education principles and geared towards excellence, it is in some way designed to equip our students to compete and work globally. Moreover, it develops productive and responsible citizens equipped with the essential competencies, skills, and values for both life-long learning and employment. Thus, through this program, the government can fine-tune to reduce the current mismatch between skills and job requirements in many industries both local and national.

With the advent of the implementation of the first year of Senior High School (Grade 11) controversies and issues spring out. Controversies such as: lack of funds, classrooms, facilities and even learners materials are one of the evidences that our country is

not yet ready. But then, DepEd remains relentless in order to win their main goal, which is to enhance the learners’knowledge and skills and mold them to become globally competitive graduates.

Lets’ give the Act (RA 10533) a chance to stand victorious and justify its vision and mission. The 2016 pilot batch of the Senior High is now ready to launch; and may it be the right time. It is hoped that everyone in the system will work hand-in-hand to bring out the best of us for the glory and progress of our nation – the Philippines.

Cheating, in the academic conventions, is definitely viewed and considered wrong. Experts describe cheating as an act of academic dishonesty that can undermine the validity of measures of student learning for it can directly get in the way of acquiring knowledge. For instance, students who copy from their classmates during exams or those who copy homework assignments instead of studying and doing them themselves will not learn what they should. Handling Misbehavior in the Classroom

is caused by many reasons and some of these reasons involve parental pressure, poor time management, and failure to study assigned work. Parental pressure will somehow generate the need for the students to cheat because they wanted to prove their parents that they are doing well in their academics. Another reason for cheating is the lack of proper time management, and this results to procrastination that will eventually lead to cramming during examination period. When they fail to organize proper academic time management, they will likely fail to study and do their assigned work, thus resulting to cheating that will creep to a more serious problem which is the failure to absorb the important concepts and skills taught at school.

Knowing this major academic conflict, as proponents of producing quality education and as teachers, our role is to further look into the issue and take a closer probe in its roots.

We have to provide interventions to avoid and limit the rampant cheating at school. To be able to do this, there should be a strong partnership of parents and teachers that will not only closely monitor the academic welfare of the students, but also encourage them to recognize and tackle the importance of education for their future endeavors and success.

The job description of a teacher does not only end at being a teacher alone. This magnanimous profession also makes a teacher a disciplinarian, as pledged to be a surrogate parent of the learners. Every day, the main goal of every teacher is to successfully deliver the lessons to increase the awareness and understanding of the students about salient concepts.

But with the utmost efforts of the teachers, the possibilities of class interruptions cannot be denied. These interruptions are caused primarily by some random students’ misbehavior.

As a result, other learners will be disturbed from concentration and focus, and teachers have to take care and act on the misbehavior of that particular student, which will take some of the time of the class for learning. Thus, impeding learning because of the disruption of teaching-learning flow.

This is just one of the many difficulties and hurdles that teachers have to take on while aiming for quality education. However, this problem is not new and happens in a daily basis, and there are disciplinary plan and ways to prevent and stop misbehavior in the class. To start promoting a non-disruptive way of discipline, a teacher can start looking through some preventive ways. We call them preventive because this inhibits the students to think about before they misbehave. Preven-

tive discipline can be specified to establishing rules that set the limitations of what the students can do or not do inside the classroom.

The rules give them boundary and awareness that there will be a corresponding consequence for every misbehaving act in the class. Another good thing about establishing rules is that students can organize a routine and smooth flow of events in the learning process. Teachers can also concentrate on the reasons of misbehavior. Because a student that does not act accordingly in a recurring manner, can most likely be rooted from his or her personal experience and all they want is attention. So teachers can give them the attention that they want through giving them leadership responsibilities to handle to divert their attention and let them feel

that they can handle things and be recognized.

Moreover, tteacher’s must also promote and model positive behavior; this is accomplished by encouraging students to feel that they are valued within the classroom environment. They must also individualize the needs and issues of each student. A student can be rewarded in front of other students for the behavior that the teachers want to encourage, and so students will then learn vicariously to increase the desired behavior.

Hence, misbehavior in the classroom will always be around, the primordial role of the teacher in this area is to know what type of appropriate disciplinary action to take in every situation. The teacher must always remember to consider that his or her choice should match to the specific needs of that particular type of misbehavior.

Nurturing Character Development at School

In the society that we have today, the trend of actually producing smart, talented and successful individuals is what schools and teachers primarily aim. But knowing this, we can realize that we are not teaching them about the effort it takes to be triumphant. We are not nurturing the character strengths needed to be successful in all areas of their lives, not just education. Character is essen-

tial to the way in which we deal with every little aspect in life that makes us human. With the onset of technological advances and the constant changes that make career competition tougher, the focus of education has shifted to the pivotal role of mastering the concepts and skills necessary to help the students keep up to the demands of the society, thus forgetting the importance of the development of character and personality of the learners that prepare them to the realities of life.

The purpose of education is to draw out the best from our students.

It should be about more than just

making good grades and making money after graduation. Education should teach students how to learn and to develop a love for life-long learning. Students need to learn to think for themselves, and for the people around them. They need to be prepared to handle the problems they will encounter and remain calm while going through a major challenge that comes unexpectedly. And all educators have a role and responsibility for the development of the students as whole persons. It is essential that they fully understand and embrace the comprehensive development of their character. This is only possible if the educators model,

teach, and develop the character of those entrusted to their care.

As teachers, let us remember that our learners depend on the way we address their needs. It is the major part of our calling to prioritize the welfare of our students by teaching and guiding them everything they deserve to learn. And their holistic development can be fostered by giving them an avenue to learn not just the academic concepts but also the prerequisites and their growth in the process that they need to acquire in the development of their character and personality, and these little steps towards making them better persons and citizens of our country starts at school and commences with our own hands as teachers.

theme “ANG KATILINGBAN NGA NAGKAHIUSA MAGMABUNGAHON” The event aimed to commemorate how the productive place became Barangay Salawagan. To highlights the special day, various activities done every day, and it was participated by the teachers, parents, students and even by the visitors. The festivities lasted almost for a week.

The said celebration started with a Holy Mass at the covered court, which attended by most numbered residents and it was officiated by Fr. Jun P. Balansag, the resident parish priest. Right after the mass, groundbreaking of the most awaited Administration Building followed. Mayor Gregorio Ll. Gue and non- government organizations attended the ceremony.

As part of the prodigious celebration, there was a parade, which was being participated by the Barangay Council members and workers, government and

non-government organizations, teachers, students from Salawagan National High School and Salawagan Central Elementary School. Field demonstration followed wherein many parents and were very eager and excited to witness the school children to show their spectacular talents in dancing. Band exhibition highlighted the day’s activities that really amazed the audience The last day of the celebration was the flat track competition and basketball championship game.

The night’s disco was participated and enjoyed by most constituents.

Sources at the Cagayan Electric Power and Light Co. (Cepalco) expects the Energy Regulatory Commission to act on its petition for a provisional authority filed last September 15, 2015 since the specified 75-day period for action on its motion would already be exceede Section 3, Rule 14 of the (ERC) Rules of Practice and Procedure states: The Commission shall resolve the motion for a provisional authority within 75 days from filing at the ERC of the application/petition.

The utility has secured a 10 megawatt (MW) modular diesel generating plant which has been commissioned and ready to supply the franchise area with power since August.

“We saw the need to prepare for the El Niño and for interim supply until the coal plant is operational that’s why the Power Supply Agreement is only for two years.”

“The 10MW modular diesel power plant is to be used only for peaking or when NGCP is about to cut us off due to exceeding the limits.”

At present, Cepalco has a peak load demand of approximately 170MW. Besides its allocation from the Power Sector Assets & Liabilities Management Corporation (or PSALM, formerly the National Power Corp.), it can generate an additional 55MW from embedded independent power producers within its franchise area on a mix of diesel, hydro and solar power.

This was further boosted with the operation of the first phase of the Kirahon Two Energy Corporation (KTEC) solar power plant in Villanueva, Misamis Oriental last October.

“The 10MW Kirahon Solar PSA has already been approved by the ERC and Cepalco customers have been benefitting already from the output of this facility since October 26,” said Engr. Jorey T. Alfaro, Head and Key Account Officer of CEPALCO's Customer Service Department during a recent ENERCON Symposium.

On top of this, it can further call on an additional 21.3MW from its industrial partners through its Interruptible Load Program (ILP).

Under its application filed with the ERC, Cepalco estimates the rate impact of the additional 10MW of power from the modular Genset on all types of customers, including bulk, commercial/industrial and residential at P0.22 per kilowatt hour. “ T h at’s v e r y s m a l l (P0.22/KwH) impact to the rate compared to having no energy or brownouts, noted Oro Chamber President Cereal C. Donggay, a

former vice president of the state owned National Power Corporation, now the Power Sector Assets and Liabilities Management Corp. (PSALM).

Under the present load shedding schedule issued

by Cepalco to its consumers, customers have been grouped into four brownout schedules of two and a half hours each. However, the load dropping have been resorted to by the utility only when its allocation from PSALM drops beyond its ability to address the deficit with its embedded power sources including solar, hydro and diesel.

In a press statement, it said: “We have been coordinating with Mr. Pundag for more than 16 months now to settle the issue so that NGCP may have access to the property and clear the trees posing a threat to our lines. Around 1,500 trees planted along NGCP’s ROW are within his property. These trees continue to threaten our Agus 2 – Kibawe 138kV line.”

It said its valuation of the trees, based on the Local Government of Lanao del Sur’s own Schedule of Market Value, amounts to P77,750. However, it said the landowner demanded P478,650 as payment for the trees or, six times higher than NGCP’s valuation.

“The landowner’s demanded payment is exorbitant,” the NGCP insisted, adding, “we will only pay the fair amount based on standard valuation.”

“We operate and maintain almost 20,000 circuit kilometers of lines all over the country. And under our expansion program to ensure the safety and reliability of our network, we intend to build even more lines. We have to stick to a standard valuation of property, which is based on verifiable sources such as the Bureau of Internal Revenue (BIR), private assessors, and government financial institutions, when available. We cannot just give in to every whimsical demand. We need to be prudent about these things,” the grid operator pointed out.

“Even if the power supply scenario will improve in the future with the entry of new power plants, the energy situation will not improve if there are no transmission lines to deliver the new capacity to the distribution utilities and household consumers,” said the NGCP. “It’s very sad to think that Mindanao has been suffering from a deficiency in supply for years now. And both government and the private sector have worked so hard to remedy the situation by attracting inves-

tors to build new energy sources within the island,” the company said.

“For our part, we ensure that the facilities necessary to connect these plants to the grid are already in place by the time these power plants are ready to operate.

But if our transmission lines become non-operational because some landowners prevent us from properly maintaining our lines, then Mindanao will continue to be plagued by power interruptions,” NGCP explained.

NGCP has repeatedly appealed to the government and the Philippine Army for assistance in resolving the escalating security and right-of-way issues in Mindanao.

“As we speak, our lines leading to and emanating from our Balo-i substation remains critical. Three lines have been non-operational because of this very issue.

This puts a strain on the system as a whole, endangering the entire grid,” stated NGCP. “We are hoping that these difficult landowners see past their own private interests and allow NGCP to clear the lines and allow us to deliver all available electricity to those who need it,” the company pleaded.

NGCP is a privately owned cor p oration in charge of operating, maintaining, and developing the country’s power grid.

It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. The consortium, which holds the 25-year concession contract to operate the country’s power transmission network, is comprised of Monte Oro Grid Resources Corp. led by Henry Sy, Jr., Calaca High Power Corporation led by Robert Coyiuto, Jr., and the State Grid Corporation of China (SGCC) as technical partner.

I always thought about it while being on air with several radio music programs in the Philippines during the last 15 years.

According to the biblical narrative, the world began when God broke through this deadly quiet: “And God said: Let there be light!”

(Genesis 1:1). God spoke and light and life resulted from His audible voice.

Because life was created by the word, it depends on the word. That is why it is in the nature of every person to listen. Like a parabolic mirror, our souls are created to listen to the eternal space of the hereafter, to try and sense whether a word, a sound or a voice is trying to reach us from there, in order to fill us with meaning.

I love music. I can’t live without. Hold on, this is not one of my earlier columns in this paper. But from time to time, I need to express myself if it comes to this topic. And, I know, that Filipinos love big tunes with great words and beautiful melodies, especially, when it comes to classical music.

Classical music as in Ludwig van Beethoven, Wolfgang Amadeus Mozart, Frederic Chopin, or especially now, during the season Johann Sebastian Bach or Georg Friedrich Haendel. Yoyoc Yap be his vicemayor or congressional bet of Misamis Oriental’s 2nd district for the Padayon Pilipino camp. The same source told me that Yap declined the offer. Yoyoc offered instead that he be the mayoralty bet and Enan Emano or Richard Emano be his vice mayor.

Just like the Sabio talks with Mayor Julio Uy, it ended.

There you have it.

I think all those who prayed that the unity talks succeed will be disappointed because both men want to run for mayor.

Before I end this piece, I apologized for my two points raised in my previous piece.

The first point being that Yoyoc Yap’s father, Sergio Yap, has nothing to do with his decision to run for mayor. I believe that Yoyoc is man enough to decide for himself. Second is that Enan Sabio is not running under the Liberal Party nor the Nationalist People’s Coalition (NPC).

are mostly former members of Lakas CMD of former president Gloria Macapagal Arroyo. For now there are four mayoral candidates in Tagoloan town.

The need to have Yoyoc and Enan run as a tandem may long be gone when the voters themselves decide who among them is best suited to run the town.

If Tagoloanons squander the opportunity to look for better leadership of Tagoloan, their dream of progress may be lost for this lifetime.

May my fellow Tagoloanons start to study the platforms of these four mayoral candidates. And when I say study, I mean they should evaluate what these candidates can offer on the table other than their usual motherhood statements and grandiose promises.

Rather than vote for candidates who know nothing about the town and its needs, Tagoloanons should not just vote but participate in governance.

Tagoloanons are the best people on earth. We can lead and we have produced many who have contributed not only locally but globally.

It’s time for us to rise up.

The total number of PWDs based on the 2010 census showed an increase from the 942,098 PWDs counted during the 2000 census. The 1995 census had an even lower number of PWDs at 919,292.

Results of the 2015 census will see a staggered release starting the last quarter of 2016.

Whether PSA did the census right or not, Zubiaga said, “The only thing that matters is the inclusion of disability in all national initiatives.”

“We also want to remind PSA that they have to declare how they spent their budget on disability based on Section 34 of the General Appropriations Act,” she said.

That section of the national budget mandates a 1 percent allotment in the budgets of agencies for projects that address the needs of PWDs and senior citizens. “(PWDs) are lamenting this act of excluding disability in the 2015 census,” Zubiaga said.

Chilean violinist holds show at Liceo

ACCLAIMED Chilean Juan Luis Muñoz and his real life partner, equally famous Filipina pianist Mariel Illusorio held a two-person concert aptly titled Duetto at Rodelsa Hall, the world-class venue for performances of Liceo de Cagayan University, last November 24.

The South African-based Muñoz originally studied music at his home country in Chile under the tutelage of Prof. Fernando Ansaldi and Prof.

Sergio Prieto at the Catholic University of Santiago. After some time, he moved to South Africa where he affiliated with the CAPAB Orchestra, Johannesburg Philharmonic Orchestra, Johannesburg Music Initiative, Free State Symphony Orchestra, the Eastern Cape Philharmonic Orchestra, Cape Town Baroque Ensemble, Franschoek Mountain Chamber Music Festival, CAPAB String Quartet, Michaelis Chamber Music Players, Pro Musica Trio, Rhodes Trio, New Odeion String Quartet, Rhodes String Ensemble and Orchestra and The Classic Symphony Orchestra of Santiago University.

In his performances abroad, Muñoz had jammed with the New Symphony Orchestra and the Manila Symphony Orchestra. At present, he is a senior lecturer in violin and viola at Rhodes University.

At one point in his career, Muñoz met and fell in love with then rising musician Illusorio who was first introduced to the world of music as a NAMCYA champion at an early age. Her NAMCYA experience paved the way for scholarships at Julliard and at the Oberlin Music Conservatory in Ohio.

Illusorio also garnered awards abroad in the 14th Rina Sala Gallo International Piano Competition, 45th Maria Canals Piano Competition, East Friesland Piano Prize and Carlo Soliva International Piano Competition.

Those awards cemented her career and she was featured in the Julliard Pre-College Symphony Orchestra, Oberlin Symphony Orchestra, Cantu Orchestra, Manila Chamber Orcestra, Philippine Philharmonic Orchestra, Wernigerode Chamber Orchestra, Friedrich-Juergen-Selheim Society e.V., Villa Musica Chamber Music Academy and State Academy of Music Hanover.

Together, the couple started a local music competition in South Africa called Rising Stars which eventually became a mainstream music competition in that country. The duo also ran an annual chamber music series called Juan, Mariel and Friends. They plan to settle down in the Philippines one day.
