NGCP presents Butuan-Placer 138KV Transmission Project

BUTUAN CITY – The National Grid Corporation of the Philippines (NGCP) announced the opening of its Butuan-Placer 138kV Transmission Line 2 Project covering two cities, nine municipalities, 58 barangays and two provinces.

In a presentation at Watergate Hotel here, NGCP officials said the affected areas are the provinces of Agusan del Norte (6 towns) and Surigao del Norte (3 municipalities), Butuan City and Cabadbaran City.

The project will commence at Barangay Kinamlutan, pass through Barangays

Bit-os, Ampayon,and Sto. Niño in Butuan City, municipalities of Remedios T. Romualdez,Barangay Calamba in Cabadbaran City, Tubay, Santiago, Jabonga and Kitcharao in Agusan del Norte, the towns of Alegria, Mainit, Tubod, and Placer in Surigao del Norte.

Purposes of the project, the NGCP officials said, are for upgrading, protection,and control of communication facilities at Butuan and Placer substations as well as improving transmission of power to electric utilities and other customers.

LDN-PNP chief calls for inclusive peace

PSSupt Faro Antonio Olaguera, provincial director, Philippine National Police (PNP)-Lanao del Norte said “Many of us think that peace is an impossible dream because of our different culture, traditions and

ideologies but today, this ‘Panagtagbo Sa Kalinaw’ (Convergence for Peace) of all stakeholders and the community, is a testament that peace, after all, is possible.

SSupt Olaguera represented PNP-10 regional director, Police Chief Supt Noel G. Constantino, to the kick off activity of the Mindanao Week of Peace 2016 celebration held at Linamon municipal gym, the host town, which starts November 24 up to the first

week of December.

PNP provincial director commended the conveners of the activity to attain lasting peace in Mindanao, particularly in Lanao del Norte.

CAGAYAN DE ORO CITY – Sen. Sherwin T. Gatchalian is batting for a bill to clarify the tax exemptions enjoyed by electric cooperatives.

Speaking during the very first assembly of the Association of Mindanao Electric Cooperatives (AMRECO) over the weekend, Mr. Gatchalian said he is disheartened to hear that many electric utility coops in

between the Manila Electric Company (Meralco) and a local government unit (LGU) wherein the court ruled ordering the utility to pay real property tax for the land owned by the LGU that it is using to erect pylons.

THE accounts payable process or function is immensely important since it involves nearly all of a company’s payments outside of payroll. The accounts payable process might be carried out by an accounts payable department in a large corpora-

tion, by a small staff in a medium-sized company or by a bookkeeper or perhaps the owner in a small business.

Regardless of the company’s size, or in this case the size of a public school, the mission of accounts payable is to pay only the school’s bills and invoices that are legitimate and accurate.

This means that before a

supplier’s invoice is entered into the accounting records and scheduled for payment, the invoice must reflect what the school had ordered, what the school has received and the proper unit costs, calculations, totals, terms, etc.

To safeguard a school’s cash and other assets, the accounts payable should have internal controls. A few

reasons for internal controls are to prevent paying a fraudulent invoice, prevent paying an inaccurate invoice, prevent paying a supplier invoice more than once and be certain that all suppliers’ invoices are accounted for. Periodically, public schools should seek professional assistance to improve its internal controls.

PDIC warns public to beware of deposit insurance claim scam

The Philippine Deposit Insurance Corporation (PDIC) warned depositors and the general public of a scam that involves payment of deposit insurance claims of depositors of closed banks. Certain individuals represent themselves either as officers of PDIC and related government agencies and claim that they could assist depositors and prioritize the payment of their deposit insurance claims for a fee.

These persons represent that they can expedite

payment of deposit insurance claims and facilitate payment of claims even beyond the maximum deposit insurance coverage of PHP500,000.00.

PDIC advised depositors of closed banks to deal directly with PDIC personnel deployed in the premises of closed banks or at designated payout venues at the time of closure, or at the PDIC Head Office. PDIC authorized personnel are identified by their PDIC IDs. The PDIC reiterated

that processing and payment of valid deposit insurance claims are free of charge and strictly follow standard operating procedures; and that its officers, personnel and agents are prohibited from soliciting any form of compensation, particularly facilitation fee, in the performance of their duties.

The public is encouraged to report directly to PDIC any information on individuals or entities who call or approach them to offer their services to

facilitate any transaction with the PDIC. The PDIC assured that these individuals shall be dealt with accordingly.

Another Batch of Elementary Students are Energy Cost Busters (Taguig City). Under Energy Secretary Alfonso G. Cusi’s directive of consumercentric service, the Department of EnergyConsumer Welfare Promotion Office (DOE-CWPO) led

by Helen B. Arias conducted another Energy Smart Kids – Consumer Education Campaign for the students of Nemesio I. Yabut Elementary School on 23 November at the DOE-Audio Visual Room in this City.

Cusi emphasized, “The Consumer Education Program shares information about energy efficiency and conservation to future leaders of this nation.”

“After all, if we aim for energy sustainability, we have

to teach our youngsters first,” Cusi added.

As part of the campaign, various lectures and desk exercises were made to familiarize the students with energy-related terms.

In particular, Engr.

Eduardo B. Fernando of the DOE-Electric Power Industry Management Bureau oriented the students on Basic Electricity Concepts, including discussions on the power supply chain involving generation, transmission and distribution of electricity to consumers.

CITY ORDINANCE NO. 2016-358 (Author: Honorable Maphilindo Q. Obaob) “AN ORDINANCE PROVIDING PROTECTION FOR CHILDREN AT RISK IN ACCORDANCE WITH ALL THE EXISTING LAWS THAT PROTECT CHILDREN AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF”

WHEREAS, it is the policy of the state to provide special protection to children from all forms of abuse, neglect, cruelty, exploitation and discrimination, and other conditions prejudicial to their development;

WHEREAS, the best interest of children shall be the paramount consideration in all actions concerning them, thus, every effort shall be exerted to promote their welfare and enhance their opportunities for a useful and happy life;

WHEREAS, the increasing number of street children has resulted to the rampant commission of offenses by juvenile delinquents and accelerated the cases of teenage pregnancy;

WHEREAS, pursuant to the natural right and duty of parents over the person of their unemancipated children, parental authority and responsibility shall include the caring for and rearing of children for civic consciousness and efficiency and the development of their moral, mental, and physical character and well-being;

Now, therefore, the Sangguniang Panlungsod of the Pagadian City in session assembled do ordain, as it hereby ordains that:

SECTION 1. Title. – This ordinance shall be known as “An Ordinance Providing Protection for Children At Risk in Accordance with all the Existing Laws that Protect Children and Providing Penalties for Violation Thereof.”

SECTION 2. Definition of Terms. –

(a) “Children”- refers to persons below eighteen (18) years of age and those unable to fully take care of themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical or mental disability or condition (As provided by R.A. 7610);

(b) “Conditions Prejudicial to the Child’s Development”- refers to the commission by any parent or guardian of acts prejudicial to the child’s development including those covered by Article 59 of PD No. 603 otherwise known as the Child and Youth Welfare Code, such as but not limited to:

1. abandoning the child under such circumstances as to deprive him of the love, care and protection he needs;

2. causing, abetting, or permitting the truancy of the child from the school where he is enrolled. “Truancy” as here used means absence from school without cause for more than twenty (20) school days, not necessarily consecutive;

3. improperly exploiting the child by using him directly or indirectly, for purposes such as but not limited to begging and such other acts which are inimical to his interest and welfare;

4. causing or encouraging the child to lead an immoral or dissolute life;

5. permitting the child to possess, handle or carry a deadly weapon, regardless of its ownership;

(c) “Protection Services”- refers to the rescue and recovery of children at risk who are found to be wandering on the streets, public places, and other places other than their respective houses especially between the times specified in this ordinance.

SECTION 3. Protection for Children. – Children are required to be in their respective homes with their parents or guardians between the hours of 10:00 in the evening until 4:00 in the morning.

SECTION 4. Exemptions. – The following instances and circumstances shall be exempt from the coverage of this ordinance:

(a) Children who are outside their houses during the time specified but are accompanied by their respective parents/ guardians;

(b) Children who are compelled to go outside their houses for emergency reasons during, but not limited to, the occurrence of fire, earthquake, or other disasters or calamities;

(c) Children who are out to go to or come from their respective schools should they be enrolled in night classes provided they can show valid certification/justification;

(d) Students/children who participate in various events like scholastic, political, religious, barangay and other related activities.

(e) The Sangguniang Panlungsod through a resolution, may temporarily suspend the implementation of this ordinance in specific barangays during the following special events:

(e.1) Annual Fiesta/Araw of the barangay concerned.

(e.2) Annual Fiesta/Araw of the purok concerned.

SECTION 5. Procedure for the Implementation of Protection Services. – Children found outside their homes in the absence of their parents or guardians shall immediately be taken under the custody of the implementing authorities concerned, to be delivered immediately and be assessed by the CSWDO for the appropriate measures to be conducted which shall either be to: (a) Return the children to their respective parents or guardians; (b) Place the children in appropriate institutions if needed.

SECTION 6. Exclusion. – The implementation this Ordinance shall not apply to the specific dates and/or observance of the following occasions/celebrations, to wit:

(a) Valentine’s day

(b) Holy Thursday

(c) Good Friday

(d) October 31 and November 1 (All Saints Day)

(e) December 24 and 25 (Christmas Day)

(f) December 31 (New Year’s Eve)

(g) January 1 (New Year’s Day)

(h) City & Provincial Government Activities

SECTION 7. The preceding provisions above-specified shall be applicable 24/7 when children are roaming the streets obviously without parental/ guardian’s supervision and the corresponding sanctions provided in Section 7 hereof shall be meted out to parent/guardian violators.

SECTION 8. Implementing Authorities- The implementation of the Protection Services shall be performed by the following; (a) Barangay Council for the Protection of children (BCPC); (b) Barangay Officials within their territorial jurisdictions; (c) Pagadian City Philippine National Police (PNP) Office; (d) Pagadian City Social Welfare and Development Office (CSWDO); (e) City Disaster Risk Reduction and Management Office (CDRRMO).

SECTION 9. Sanctions for Parents or Guardians (a) For the First offense, the parents or guardians concerned will receive a formal warning & undergo counseling; (b) For the Second offense, the parents or guardians concerned may opt to voluntarily submit a deed of undertaking for them to render community service of Four (4) hours. Failure of the subject parents/guardians to do so within will warrant the filing of appropriate charges against them in pursuant to the provision of Section 10 of R.A. 7610. (c) For the Third Offense, the parents or guardians concerned may now be sued under the provisions of Section 10, Article VI of R.A. 7610 providing for “Other Acts of Neglect, Abuse, Cruelty, or Exploitation and Other Conditions Prejudicial to the Child’s Development.”

SECTION 10. Effectivity. – This Ordinance shall take effect immediately upon the approval of the City Mayor.

WHEREAS, the quality of these petroleum fuels are unknown as they are sold in unlabeled or mislabeled bottles or plastic containers and the retailers themselves do not know whether the petroleum fuel they are selling have passed the international standards on toxic emissions nor do they know if the same is compatible for use on modern vehicles; WHEREAS, there is a need for the City Government to enact an ordinance to control the sale of unlabelled or mislabeled petroleum for the protection of the community from fire, toxic emissions and machinery breakdown;

NOW, THEREFORE, be it ordained as it is hereby ordained, by the Sangguniang Panlungsod of Pagadian City, in a regular session assembled, that:

SECTION 1. This Ordinance shall be known as “An Ordinance Prohibiting the Sale of Unlabelled/ Mislabeled Petroleum Products in the City of Pagadian and Providing for Penalties for Violation Thereof.”

SECTION 2. Definition of Terms:

(a) Petroleum Products refers to all petroleum products regularly sold in duly permitted Gasoline/Fuel Stations such as gasoline, diesel, kerosene, crude oil, other machine fuels, brake fluid, power steering fluids, gear oil and all other products which are derivatives from petroleum.

(b) Unlabelled Petroleum Products refer to all petroleum fuels, oil and other petroleum derivatives which are repacked in glass or plastic bottles or containers which are unlabelled or without a brand name or other product information in the repacked container.

(c) Mislabeled Petroleum Products refer to all petroleum fuels, oil and other petroleum derivatives which are repacked in glass or plastic bottles or containers which are labeled as any product other than petroleum product.

(d) Unpermitted or Unlicensed Petroleum Retailers refer to any person who sell petroleum products in retail or in bulk and who have not secured any business permit from the City Government of Pagadian or license from the Department of Energy and doing business within the territorial jurisdiction of the City of Pagadian.

(e) Bulk Sale Petroleum Products refer to any sale petroleum products above 200 liters.

(f) Bulk Transport of Petroleum Products refer to the transporting of petroleum products in excess of 200 liters either by the use of the road network or by sea.

(g) Legitimacy of Purchase refers to petroleum products bought from a permitted or license gasoline station and is covered with receipt of purchase from such gas station.

SECTION 3. City Business Permit and Department of Energy License Required. – It is hereby declared prohibited for any person to sell anywhere within the territorial jurisdiction of the City of Pagadian any petroleum products or its derivatives for vehicle use, whether in retail or in bulk in the absence of a Business Permit issued by the City Government of Pagadian and the required license to sell from the Department of Energy.

SECTION 4. Any person using a road vehicle or sea vessel transporting the aforementioned petroleum products in bulk bound for the City of Pagadian must use containers duly certified by the Department of Energy.

SECTION 5. Coverage of items Prohibited. – The sale of Unlabelled or Mislabeled petroleum products or its derivatives are prohibited to wit: (a) Gasoline; (b) Diesel;

(c) Kerosene;

(d) crude oil;

(e) other engine oils;

(f) gear oil;

(g) brake fluid;

(h) power steering fluid;

(i) or any petroleum derivative to be used in vehicles, whether road vehicles, sea going vehicles or airplanes.

SECTION 6. The above enumerated petroleum products when offered for sale or being transported in bulk by unpermitted or unlicensed persons without proof of legitimacy of purchase are hereby declared to be nuisance per se and thus may be confiscated and/or impounded outright by the authorities. The same may be released upon presentation of receipt of purchase within 24 hours from apprehension or impoundment.

SECTION 7. Exempted from the bulk transport of petroleum products in plastic containers are those purchased by and bound for use by fishing fleets, common carrier such as jeepneys vans, and bus fleets and construction firms. And thus a maximum purchase of 10 liters of petroleum products for use within the rural areas. To fall under this exception, the transporter must present the receipt of purchase from a legitimate gas station or gas depot. Petroleum lorries only passing the streets of Pagadian City and bound for other municipalities are also exempted.

SECTION 8. Authorized Apprehending Authorities. – The following government personnel are authorized to apprehend or arrest violators and impound or confiscate the contraband petroleum products, to wit:

(a) members of the Philippine National Police stationed in the City of Pagadian;

(b) members of the Bureau of the Fire Protection stationed in the City of Pagadian;

(c) duly appointed Environment and Natural Resources Office personnel;

(d) duly appointed Traffic Management personnel;

(e) duly appointed personnel of the City Disaster Risk Management Office;

(f) Barangay Officials and Tanods.

SECTION 9. Safekeeping of confiscated/impounded petroleum products. – The City government shall designate a specific place, far from residential areas, to store confiscated or impounded petroleum products. Where possible, confiscated or impounded petroleum products shall be housed in sealed petroleum drums. The Environment and Natural Resources Office (ENRO) is hereby tasked to design and see to it that no seepage of petroleum products shall mar the deposit site.

SECTION 10. Any person or persons found violating this Ordinance shall be meted out with the following penalties, to wit:

(a) For First Offense: A Citation Ticket shall be issued by the apprehending authority to the violator stipulating, among others, the personal circumstances of the person/s apprehended and the total number of glass or plastic bottles or containers or total volume of Unlabeled or Mislabeled petroleum products or its derivatives. The violator shall also be required to sign a Deed of Undertaking not to repeat the offense. The petroleum products or its derivatives including its containers which have been confiscated shall be forfeited in favor of the City Government.

Should the violator refused to sign the Deed of Undertaking, he/she shall be prosecuted and the penalty of one (1) month imprisonment or a fine of Five Thousand (P5,000.00) Pesos or both, at the discretion of the court, shall be meted out.

For this purpose, any motor vehicles or sea vessels used in transporting the Unlabeled or Mislabeled petroleum products or its derivatives shall be impounded and shall only be released upon payment of a corresponding penalty for the violation in the amount of Five Hundred (P500.00) Pesos plus an impounding fee of Twenty Pesos (P20.00) Per Day:

(b) For Second Offense: A Citation Ticket shall be issued by the apprehending authority to the violator stipulating, among others, the personal circumstances of the person/s apprehended and the total number of glass or plastic bottles or containers or total volume of Unlabeled or Mislabeled petroleum products or its derivatives. The violator shall also be required to sing a Deed of Undertaking not to repeat the offense. The petroleum products or its derivatives including its containers which have been confiscated shall be forfeited in favor of the City Government.

Should the violator refused to sign the Deed of Undertaking, he/she shall be prosecuted and the penalty of five (5) months imprisonment or a fine of Five Thousand (P5,000.00) Pesos or both, at the discretion of the court, shall be meted out.

For this purpose, any motor vehicles or sea vessels used in transporting the Unlabeled or Mislabeled petroleum products or its derivatives shall be impounded and shall only be released upon payment of the corresponding penalty for the violation in the amount of Seven Hundred Fifty (P750.00) Pesos plus an impounding fee of Thirty Pesos (P30.00) Per Day.

(c) For Third offense: A Citation Ticket shall be issued by the apprehending authority to the violator stipulating, among others, the personal circumstances of the person/s apprehended and the total number of glass or plastic bottles or containers or total volume of Unlabeled or Mislabeled petroleum products or its derivatives. The violator shall then be prosecuted and the penalty of one (1) year imprisonment or a fine of Five Thousand (P5,000.00) Pesos or both, at the discretion of the court, shall be meted out.

The petroleum products or its derivatives including its containers which have been confiscated shall be forfeited in favor of the City Government. The motor vehicles or sea vessels used in transporting the Unlabeled or Mislabeled petroleum products or its derivatives shall be impounded and shall only be released upon payment of the corresponding penalty for the violation in the amount of One Thousand (P1,000.00) Pesos plus an impounding fee of Forty Pesos (P40.00) Per Day.

SECTION 11. Disposal of forfeited petroleum products. – Forfeited petroleum products shall be stored at the place of storage for seven (7) working days after which the same shall be disposed as follows:

(a) The forfeited petroleum product may be released to government agencies for official use only. No privately owned vehicle, even if owned by a government employee shall benefit on the use of these items.

(b) Notice of availability of petroleum products for use shall be issued to the CMO, PNP, BFD, City Engineers Office, City Health Office, Traffic Division, City Disaster Risk Management Office and such other offices determined by the City Mayor;

(c) A responsive Notice to Avail shall be sent to the depot specifying the volume required by the interested office;

(d) No withdrawal of petroleum products shall be done unless the withdrawal is fully documented.

SECTION 12. Separability Clause. – Any provisions hereof that may be declared by any competent court to be invalid shall not affect the rest of the provisions not so declared illegal.

SECTION 13. Repealing Clause. – All existing Ordinances inconsistent with any of the provisions of this Ordinance shall be deemed repealed or modified accordingly.

SECTION 14. Effectivity. – This Ordinance shall take effect Thirty (30) days after publication.

WHEREAS, it has been observed that unlawful retail sale of petroleum products placed in bottles and plastic containers have mushroomed in the City of Pagadian;

WHEREAS, the retailers of these petroleum products have not secured any Business License or Business Permit nor have they complied with the required standards in the handling and safekeeping of these products;

WHEREAS, these petroleum products are sold in sidewalks or in front of houses without the necessary safeguards and the unsold products are kept in the homes of the retailers, thus posing fire hazard to the community;

In keeping with the nature of the BSP deposit facility as a monetary policy instrument for managing domestic liquidity in the financial system, the Bangko Sentral decided to discontinue the access of trust entities to the BSP Overnight Deposit Facility (ODF) and Term Deposit Facility (TDF).

The new rule takes effect beginning 1 July 2017.

To ensure an orderly

transition, the Monetary Board (MB) approved a phased implementation of the trust entities’ restricted access to the ODF and TDF windows. A Memorandum Guideline following the MB approval will be issued providing among others, that all ODF and TDF placements of trust accounts as of 30 September 2016 shall be reduced to 50 percent and 30 percent by 31 December

2016 and 31 March 2017, respectively. Any remaining ODF and TDF placements shall be terminated by 30 June 2017.

The latest move on the access restriction is part of the BSP’s continuing effort to rationalize the use of the deposit facility as a liquidity management tool. In 2012, the BSP issued a Guideline clarifying that the Special Deposit Account Facility

(the forerunner of the ODF and TDF) is a liquidity tool and should not be made available for opportunistic investment activities. In keeping with the contractual nature of the deposit facility and thus shall be governed by the intent of the contracting parties, banks and trust entities were not allowed to invest in the facility using funds from non-resident sources. The Social Security System (SSS) is pushing for changes in its charter, which was enacted nearly two decades ago, that would provide the pension fund greater investment flexibility to bolster its generation of needed revenues for granting higher benefits for members.

Social Security Commis-

sion’s (SSC) Chairman Dean Amado D. Valdez said that SSS investment capabilities based on the provisions under the Social Security Act of 1997 are limited amid current market trends.

“Aside from expanding our investment portfolio, we seek the amendment of the conservative provisions of the SSS charter particularly on the investing capacities of the Commission,” he said.

The SSS charter limits the powers of the Commission to invest its reserve fund.

At present, SSS could only invest in private securities, housing, real estate, short and medium-term member loans, government financial institutions and corporations, infrastructure projects, foreign currency denominated investments, and any particular industry that the Commission deems profitable.

The SSS aggressively pushes for direct capital in-

fusion of the pension funds to tollway constructions under the Private-Public Partnership (PPP) to generate lifetime income, and to provide more meaningful benefits to its members.

Dean Valdez said that this is the first time that SSS is considering this kind of investment activity. “In the past, SSS invested in the South Luzon Tollways through corporate bonds which generated a yield of close to seven percent. This time, we want to explore the possibility of funding projects for new tollways, income of which is for a lifetime. We plan to invest 25 to 30 percent of our reserve fund in these road development projects and we expect the same rate of return, if not better,” he said.

“SSS seeks include new investment vehicles where SSS can invest their reserve fund without compromising the basic investment prin-

ciples of safety, good yield and liquidity. We hope that this legislation will be passed immediately to help us in our pursuit to increase the income of the agency and enhance the benefits for our members,” said Dean Valdez.

SSS earlier announced its plan to implement the P2,000 pension hike. The first P1,000 across-theboard pension increase will be given in 2017, and an additional P1,000 pension increase in 2022, or earlier with corresponding legislation.

Dean Valdez noted that with this implementation, SSS and its members are in a win-win situation. He adds that this is the best option for SSS so as not to exhaust its fund. “While we grant our pensioners the P1,000 increase, we will invest the remaining money in tollway projects with sovereign guarantee for additional revenue. Hopefully, this plan will help us grant the additional P1,000 earlier than 2022,” he said.

The Climate Change Commission (CCC) clarified that the Philippines does not have to immediately commit to the Paris Agreement on Climate Change to cut the country’s greenhouse gas (GHG) emissions by 70%.

To accomplish t his worldwide goal, each country is required to determine its individual contribution for lowering its emissions, called “intended nationally determined contribution.”

The Philippines, under the Manila Declaration of 2015 signed last year, has set an INDC of 70% by 2030.

The reduction would come from the energy, transport, waste, forestry, and industry sectors.

Another contention that AMRECO is challenging is the issuance of several circulars by the Bureau of Internal Revenue (BIR) exempting only entities registered to the Cooperative Development Authority (CDA) from paying income tax. Electric coops are not registered before the CDA, thus disqualifying them from the BIR memo.

AMRECO challenged that policy and it is currently being granted a temporary restraining order (TRO) by the Court of Appeals.

5 drug personalities fall in Caraga raid BUTUAN CITY -- Police regional headquarters here on Friday reported the arrest of at least five illegal drug personalities and seizure of a sizable volume of illegal drugs in a series of drug buy-bust operations in various locations in the region, since Wednesday this week.

Police nabbed drug suspect Jerald Mansuhay during a a drug buy-bust operation in San Francisco, Surigao del Norte.

Caraga Police Director Chief Supt. Rolando B. Felix said that a total of 11 sachets of suspected methamphetamine hydrochloride (shabu), weighing 7.433 grams, worth Php.

China donates P35 million to DSWD for recovery efforts in calamity-stricken areas The People’s Republic of China turned over on Tuesday an additional cash donation worth P35,000,000 to the Philippines through the Department of Social Welfare and Development (DSWD) to help fund recovery and rehabilitation efforts of the Department for calamity-affected communities.

China has earlier donated P60,000,000 on November 7 to help the affected families of Typhoon Lawin which struck the northern part of Luzon last month.

In a simple turnover ceremony at the DSWD Central Office in Batasan, Quezon City, DSWD Secretary Judy M. Taguiwalo received the cash donation from Honorable He Xiangqi, Charge d’ Affaires of the Embassy of China in the Philippines.

Also present during the ceremonial turnover were DSWD Undersecretar y Mateo G. Montaño, Director Felino O. Castro V, and Undersecretary Mae Fe Ancheta-Templa.

In her message, Sec. Taguiwalo stressed the importance of international solidarity.

“As we continue to assess the damage brought by the typhoon, further assistance is needed for the recovery and rehabilitation of the typhoon victims. Every help

we can get locally and internationally is welcome as long as no conditions are attached and based on what we need,” she said.

“I would like to thank the Chinese people and its government for being responsive to the Filipino people’s needs especially in times of crisis. This solidarity reflects the type of development China pursues.

I am confident that both the Philippines and China share the same ideals for humanity,” Sec. Taguiwalo added.

For her part, Hon. He Xiangqi said that the Philippines has also extended its help to China.

“We can never forget that when China was hit by a great disaster, the Philippines offered support spiritually and materially. And by doing so, China also wishes to demonstrate that we are old neighbors, old brothers, and friends in need,” she added.

From March 20, 2006 to

November 7, 2016, the People’s Republic of China donated a total of P67,959,000 for calamity-affected communities in the Philippines and another $105,190 to aid in the country’s disaster relief efforts.

The Philippines also received in-kind donations from China amounting to P88,660,958.45 consisting of motor vehicles, housing materials, generators and various relief items.

According to Sec. Taguiwalo, the donations will go a long way in serving the people of the Philippines.

She also said that serving the people is one of the main concerns of President Rodrigo Duterte.

“On behalf of the Filipino people, I would like to thank all the organizations, individuals, and institutions that have donated funds for the recovery and rehabilitation of our calamity-affected communities. Long live international solidarity!” she ended.
