AMRECO prepares members for shift to federal government

CAGAYAN DE ORO CITY – The Association of Mindanao Rural Electric Cooperatives, Inc. (AMRECO) offered hundreds of officials from its 34 member-utilities to listen to presentations on federalism during its first general assembly on Friday, November 25, 2016, at the Limketkai Luxe Hotel, here.

The gathering carries the theme “Federalism: Its impact on Mindanao Electric Cooperatives and Member-Consumers,” as AMRECO anticipates a swift to federalism under the Duterte administration.

AMRECO has reportedly thrown its support to the proposal of Pres. Rodrigo Duterte to change the present form of government to federalism.

AMRECO president Sergio Dagooc, in a statement, said “it is only fitting that we [electric cooperative] leaders in Mindanao will throw our full support and cooperation, in consideration that are also already advocating the same principle [federalism] long before.”

The event’s theme,” Dagooc said, “is a proactive approach that as early as today, we need to start discussing with our very own great leaders from Mindanao the issue at hand.”

Energy Secretary Alfonso Cusi said he is in full sup-

port of AMRECO “as an ally in the accomplishment of mutually beneficial reforms and objectives for the people of Mindanao.”

National Electrification Administration (NEA) Administrator Edgardo Masongsong, in his message, said that federalism poses a challenge to be adept at the changes it entails even as it promises the economic growth in the regions in the island.

“AMRECO needs to seize this opportunity to take the lead in determining the impact of federalism in Mindanao’s dynamic power industry” as support for federalism begins to gain strength, he added.

During the general assembly, the group also submitted its manifesto urging the government, among others, the review of the Electric Power Industry Reform Act (EPIRA) as it lobbied for the amendments of the law’s certain provisions, including the See prepares, page A7

Councilors at odds over relief of entire CDO police force

CAGAYAN DE ORO CITY – Councilors in this city of 675,000 are at odds over the proposed relief of city police director Senior Supt.

Ronnie Francis M. Cariaga and the entire police force of 725 persons.

Councilors and even the mayor himself, Oscar S. Moreno, have indicated that Mr. Cariaga faces serious probability of being replaced after five of his police officers were caught on security camera abducting a casino patron outside the said establishment last

October 23.

Both Councilors Romeo V. Calizo and George S. Goking are demanding the relief of Mr. Cariaga for being ignorant in the actions of his subordinates, expressing concern that many of the other cops in the city may have committed illegal acts, too.

Mr. Goking, a businessman, said many entrepreneurs in the city are wary of this latest development, saying it would make a bad impression on the image of the city before would-be investors.

THINKING ab out a career in medicine? I highly recommend trying out some medical experiences in high school before committing to a pre-med track. For instance, a Disease Detective Camp is an interdisciplinary educational program.

Admission is open to high school students during the summer before their Grade 11 or Grade 12 years. Over the course of five days, campers are immersed in the diverse field of public health.

Topics vary but may include public health interventions, global health, infectious disease, chronic disease, injury prevention, data analysis, surveys, school wellness programs,

violence prevention, environmental health, emergency preparedness, outbreaks, scientific communication, laboratory technology, disease surveillance, epidemiology and public health law. The camp is a fast-paced demanding program. Participants are expected to fully immerse themselves, work together and become a diverse team of disease detectives.

Many of my high school friends who hoped to go into medicine took such camp. Doing a medical internship, summer program or community service project in high school can help you decide if medicine is the right track for you. There are lots of ways to get a taste of how it’s like to work in medicine. In my opinion, the best time to do this is over the summer.

-oooTHE DEAD CAN STILL BE FORGIVEN OF THEIR SINS: How do you commemorate the birthday of a loved one that is already gone from this world? Certainly not by greeting the departed a happy birthday because there is no longer any birthday to speak of.

And not by holding parties in his or her honor because he or she is no longer around to celebrate.

For me, the best way to commemorate that birthday is to read the Bible to the deceased. As the Bible clearly explains, the dead can no longer hear anything, as Ecclesiastes 9:5 and 10 point out. This is the reason why, during the first birthday on November 24, 2016 of my late father, Melanio P. Mauricio Sr., after his death in March this year, I read, posted, and played Bible verses for him.

Reading the Bible to our dead loved ones will have the effect of cleansing them of their sins so that, as the Bible itself is saying, even if they died as sinners, they would later on be allowed to enter Paradise in the

presence of God, and live there in eternity. So, if your loved ones have died, and their birth anniversaries come, read the Bible to them and help them escape the penalty for their sins!

Dayan then claimed further that he received money from confessed Region 8 illegal drug king Kerwin Espinosa, for and on behalf of De Lima. He also confirmed that he and De Lima entered into an illicit relationship when she was still a private lawyer, and even if she fully knew that Dayan was married---disclosures which can cause her to lose her license as a member of the bar.

-oooPEOPLE ARE GETTING TRULY BAD AND SINFUL: What do these disclosures against De Lima made

by Dayan and Espinosa show? For me, they show that many Filipinos---and many others in the whole world---have already truly lost their sense of morality and righteousness, and are no longer able to fulfill even the most basic rules on good manners and right conduct, much less the stringent rules of spirituality in everyday living.

Assalamualaykum!

With the challenges that Mindanao has been facing for the past years, we commend the Association of Mindanao Rural Electric Cooperatives (AMRECO) for stepping up to the plate to offer government its organizational strength to speed up the much-needed reforms in the Mindanao power situation.

The commissioning of about 973 MW [1] of baseload coal power plants is expected to cause a massive shift in the power situation of Mindanao, from power supply deficiency to that of excess generation.

As a result, we are bracing ourselves for the concomitant effects of this major change in the circumstances.

If, as before, we had painstakingly grappled with issues of supply shortage and rotating blackouts, we may be facing this time novel issues concerning pricing and competition.

Thus, we in the DOE are looking into the possible implementation of an electricity market in Mindanao, in order to promote competition and provide a level playing field for the stakeholders.

We envision this to soon provide a venue for all distribution utilities and electric cooperatives to buy power, albeit not covered by their existing power supply contracts, at a competitive price.

This will not only ensure the constant availability of electricity to the consumers, but will also foster a more competitive market that will bring in more investments to our beloved land of Mindanao.

All these run parallel with President Rodrigo

Duterte’s twin priorities of fully addressing the power situation, at the same time, pumping more economic activity and creating more jobs and livelihood in his most beloved homeland of Mindanao.

On this note, let me emphasize the essential role that electric cooperatives play in this formidable task.

Your role in energy distribution remains relevant as ever. In fact, with our heightened efforts, it is much more significant now than before.

Your direct linkage with the consumers allow for smooth, quick and unhampered flow, bringing our policy direction down to the end-users.

Such is the unquestionable importance of the electric coops that we want them to always be government’s proactive and effective partners.

In my maiden year of service in the Department, I have sounded the call to electric coops to remain true to their mission and vision, and put more emphasis on efficiency and high professional and ethical standards.

This improvement in the organizational culture alone will provide a healthier seedbed for all our desired reforms to take root and grow. For example, this will enable openness, transparency and competitiveness in all of our transactions and aspects of operations.

There is strength in numbers and in unity, as the timeless proverbs go. As an assemblage of Mindanao electric coops, AMRECO is a very potent ally. Thus, with AMRECO as an active and vocal stalwart, we can achieve more in Mindanao. Inshallah! We ARE going to achieve more in Mindanao.

The DOE appreciates the very vocal and passionate efforts that AMRECO has so far shown in matters of concern in the Mindanao power sector.

Rest assured that we in the DOE will be very open, transparent and even-handed in the resolution of all issues that are very important to your group.

Malaybalay City to partner with Manila firm on disposal of hazardous wastes MALAYBALAY CITY - This City will soon partner with a Manila firm to initiate a program of disposal of hazardous wastes.

Recently DCH Ecogreen Solutions, based in Bulacan met with city officials led by Mayor Ignacio Zubiri, Vice Mayor Roland F. Deticio; Hon. Anthony Canuto G. Barroso - Chairman, Environment Committee; Engr.

Dahn Suan - DENR EMB Permitting Engineer; and Mrs. Raquel Doydoy - PENRO to discuss a proposal on wastes disposal solutions.

Engr. Danilo Clemente of DCH Ecogreen Solutions introduced that as a waste-disposal firm, DCH commits to care for the environment and the surrounding community. “We seek to promote more responsible treatment and proper disposal of hazardous waste by transporting it safely to DENRaccredited treatment plants.

We will maintain open lines of communication among its stakeholders, employees, partners, suppliers, customers and surrounding communities to assure that it upholds its social responsibility.

CEB reinforces partnership with ITP

November 23, 2016 -The Philippines’ leading airline, Cebu Pacific (PSE: CEB), signed an agreement with ITP (Industria de Turbo Propulsores) on November 22, 2016, for the full support of the PW127M engines which power the airline’s ATR72500 and 72-600 fleets. In total, this agreement will cover 24 aircraft with an estimated duration of 12 years.

ITP has been providing maintenance, repair and overhaul (MRO) services to Cebu Pacific throughout the last seven years and this agreement signals the renewal of the partnership between both companies.

ITP will be providing customer support from its representative office in Singapore, while the

PW100 engines will be repaired at the company’s facilities in Ajalvir, Spain.

“CEB has worked with ITP over the last few years and this renewed agreement further strengthens our relationship. We believe that this partnership will enable us to further improve our aircraft reliability and performance while operating within one of the more challenging and demanding environments in Southeast Asia,”says Lance Gokongwei, President and CEO of Cebu Pacific.

• Require PSALM to allocate all the remaining low cost available capacity from Agus and Pulangui HEPP to all Distribution Utilities only, considering how the DU’s are serving the residential consumers comprising the majority of the low income families, as its cheap generation cost can substantially lower the cost of the DU’s effective rate, thereby reducing their electric bills, spreading to majority of the people of Mindanao the benefits of the

Agus and Pulangui Hydroelectric Power Plants, especially to the poorest of the poor in host communities who ironically do not enjoy the benefits of electricity until now.

•

Further, considering how the continued allocation of the same to industrial and directly connected customers has no significant direct benefits to low income families in Mindanao, as the main direction of the Duterte Administration is to lower the cost of electricity.

Finally, for PSALM to provide additional allocation/capacity to EC’s hosting Agus Hydro Electric Power Plants (e.g. LASURECO and LANECO).

MORESCO-1 MORESCO-1 - When the countryside lived simply with only moonlight in the sky, aided by a “petromax or gasera” inside the homes during the night; when the western part of Misamis Oriental lived through the shadows cast by Iligan and Cagayan de Oro which has enjoyed the consumption of light…The Philippine Government dreamt of cascading development to the farthest reach, through which, Misamis Oriental-1 Rural Electric Service Cooperative or MORESCO-1, came into view, pioneering electrification through cooperation.

With the initiation of then Senator Emmanuel Pelaez, whose roots came from Misamis Oriental, Republic Act 2717 came into life in the year 1960 known as the Electrification Administration Act, hence, he was called the Father of the Philippine Rural Electrification and Missionary Electrification Program.

In October of 1962, President Diosdado Macapagal implemented the law and the government policy to furnish inexpensive and dependable power facilities for the promotion of agricultural and industrial development, thus, the creation of the National Electrification Administration (NEA) followed suit.

NEA is a government agency responsible for the supervision of all the Electric Cooperatives in the country.

MORESCO-1, came into being as a result of

the survey and feasibility study carried out in 1967 by a team contracted by the United States Agency for International Development (USAID), with the U.S National Rural Electric Service Cooperative Association (NRECA). NRECA also furnished advisors to MORESCO and the other pilot project built concurrently in Negros Occidental- the Victorias-Manapla-Cadiz Rural Electric Service Cooperative (VRESCO), a system complete with generating facilities. Aimed at establishing viable power systems in the far-flung and less populated areas, MORESCO was envisioned to eventually serve the hundreds of thousand of power-end users. The electricity is supplied by the generation system (Genco) of the National Power Corporation (NAPOCOR).

MORESCO-1 was organized in 1967 with ten (10) districts, one (1) in each municipality and with each municipality represented by a director. During the organization drive, public meetings were held and some 6,000 people indicated their intentions of becoming a member. The Coop was organized with 100 incorporators each making a 50-peso payment to generate the 5,000-peso-capital required under Philippine laws for registration.

In August of 1968, the Cooperative was granted separate loans by the USAID through the Development Bank of the Philippines and a peso counterpart from the Philippine government through NEA, with Former President Ferdinand Marcos, as the main signatory of the agreement of the said entities with MORESCO-1.

A year later in September, Republic Act 5445, paved the way for MORESCO-1’s acquisition of franchise area, for its electric service delivery to the communities in the Western district of Misamis Oriental.

T he original franchise area of MORESCO-1 covers only the 10 municipalities in the Western part of Misamis Oriental. In conformity of its missionary electrification thrust and due to the request of the communities, MORESCO-1 has expanded which include the non-viable 15 barangays of Cagayan de Oro City, part of Talakag and Baungon in the Province of Bukidnon; and Barangay Hindang of Iligan City, originally within the franchise area of a private distribution utility.

thereby nailing it a record. It is now working on bringing the power lines to the sitios.

As of 2006, it incurred a growth rate of potential consumers for about 6.01% average in the last four years serving 42, 910 consumers. And in 2007 it reached 50,143 connections.

MORESCO-1’s Systems Loss is consistently at single digit for the past 10 years, competently

improving from 7% in 2003 to 6.74% in 2006, and 6.5% in 2007, with a 99.58% collection efficiency.

Today, it has lived the day 46 years after its inception. This is MORESCO-1’s pride, ably manned through the years – technically, institutionally and financially — the people behind its success are its most significant asset, together with the people and institutions it has worked with.
