No LGUs allowed to dredge rivers, deltas, says DPWH

CAGAYAN de Oro City-The Department of Public Works and Highways (DPWH) is the sole agency allowed to dredge rivers and deltas, the agency’s senior official said.

Vinah Jeanne B. Maghinay, DPWH-10 spokesperson, issued the statement after the local City Council passed a resolution informing the government that it would proceed with the dredging of Cagayan river as a preventive measure against flooding.

Earlier, Councilor Zaldy O. Ocon, chair of the council’s environment committee, put forward the resolution after being fed up with the slow dredging of the Cagayan river by DPWH. SMALL TIME QUARRY. Duterte changes mind, postpones nationwide firecrackers ban

Filipinos can still welcome 2017 with firecrackers after President Rodrigo R. Duterte said it would be too late to impose total ban on firecrackers this coming New Year’s celebration.

“It’s too late already. Everybody…they all have invested. It would not be fair,” President Duterte said in a media interview after visiting his parents’ tombs at the Wireless Catholic Cemetery in Davao City early Thursday morning.

New players in ICT, energy sectors eyed

DAVAO City––Slow internet and high charges prompted President Rodrigo Duterte to open up the information and communications technology (ICT) industry, as well as the energy sector, to new players to promote competitiveness and improve quality of service.

President Duterte disclosed this during his arrival at Davao International Airport (DIA) on Thursday night from his participation in the Asia Pacific-Economic Cooperation (APEC) Economic Leaders Meeting in Lima, Peru.

He said plans are being finalized, including a review of the regulatory requirements and institutional arrangements, to hasten the entry of new competitors to invest in the Philippines in both the ICT and energy sectors.

“The only way to make this country faster to benefit the poor is really to open up communications, the airwaves, and the entire energy sector,” he said.

It’s the economy

THE Philippine Statistics Authority reported that our economy posted a remarkable growth rate of 7.1 percent during the third quarter of the year, the first quarter of the Duterte administration. That is happy news. It tells us business and consumer confidence strengthened rather than waned with the entry of a reform-minded leader.

Growing at over 7 percent makes the Philippines the growth leader in all of

Asia. It eclipses the growth rates posted by China, Vietnam, or Indonesia. Becoming the growth leader is not the important thing, however. What is more important is to make this growth rate sustainable and ensure it is inclusive so that it registers in declining poverty rates.

Every administration that serves is, in the end, judged by how much or how little it has done for the national economy. By extension, that is a measure

of how much or how little was done to liberate our people from poverty. This is, after all the bottom line.

We are not growing the economy for its own sake.

We are growing the economy to make our people’s lives better.

The Duterte administration evolved a 10-point economic agenda for the country. This agenda is a bold one. It seeks rapid but inclusive economic growth.

income tax rates while at the same time boosting government revenues to enable an ambitious infra program. It aspires for a modernized agricultural sector to liberate the rural poor.

This agenda sets clear and quantifiable targets.

The GDP is targeted to grow at 7 percent or better each year. That growth will be assured by efficient public spending. The poverty rate will be lowered to 15 percent

or less by 2022, at the end of the Duterte administration.

By that time, we expect to raise our per capita income to the level where China and Malaysia are today.

Growing at 7.1 percent in the third quarter sets our economy on a higher growth plane. This will have to be the minimum pace of growth if we expect to reach high middle-income status in the middle term.

DAR chief bats for Genuine Agrarian Reform in Caraga Farmers’ Congress

BUTUAN CITY – Department of Agrarian Reform (DAR) Secretary Rafael “Ka Paeng” Mariano expressed support and discussed some provisions of the Genuine Agrarian Reform Bill (GARB) in his keynote address to a Farmers (ARBs) Congress at the Balanghai Hotel and Convention Center here on November 15, 2016.

Speaking before agrarian reform beneficiaries (ARBs) representing Caraga Region’s five provinces, Mariano said the proposed bill would extend for another five years the Comprehensive Agrarian Reform Program (CARP) and, to make the government flagship program “more genuine”, write off agrarian reform beneficiaries’ “arrearages” in the amortization of agricultural lands they acquired.

Further, Mariano said government interventions in the form of “support or assistance programs” for the beneficiaries would continue to ensure the increase of the farmers’ income and improve their quality of life.

As part of the two-day affair, Mariano, Undersecretary Marcos Risonar, Jr. and and Undersecretary Sylvia Mallari led the distribution Certificates of Land Ownership Award (CLOAs) for 718.0059 hectares of agricultural lands to 529 beneficiaries as follows: to 189 ARBs from the municipalities of Tubajon, Dinagat, Cagdianao, Libjo, Basilisa, Loreto, and San Luis in Dinagat Islands - l85.7918 hectares; to 132 ARBs from the towns of Buenavista, Remedios T. Romualdez, Carmen, Jabonga, and Santiago, Agusan del Norte – 192.4045 hectares; to 94 ARBs from Prosperidad, Esperanza, San Francisco, San Luis, and Trento towns, Agusan del Sur – 146.7280 hectares; to 88 farmers from Cagwait, Hinatuan, Lingig, Marihatag, San Miguel, Tagbina, and Tago towns, Surigao del Sur – 169.8777 hectares; and 26 ARBs from Surigao del Norte towns of

Claver, Gigaquit, and Bacuag - 23.2039 hectares of land.

Mariano, Risonar and Mallari also led the handing of economic benefits amounting to P1.98 million to some 45 farmer-beneficiaries in Rosario and San Francisco towns in Agusan del Sur. Last October 3, 2016, a total of 120 farmer-members of the NGEI Multi-Purpose Cooperative in Agusan del Sur received P5.1 million in economic benefits.

The economic benefits consisted of lease rentals of the DAR-awarded lands and profits earned from enterprises operated by the cooperatives which should have been given yearly in the past seven years.

The delay was due to problems in revalidating agrarian reform beneficiaries in 1988 and those who became members of the cooperative after that year.

The cooperative broke up into three groups as a result of discontentment of several members on the operation of the cooperative.

Last May 18, 2016, the Department of Agrarian Reform started the re-validation process of the coop members including those of the National Development Company (NDC) Guthrie Plantation Incorporated Multi-Purpose Cooperative (NGPI-MPC), another cooperative also established in 1988.

During the Farmers’ Congress, checks totalling P40,326,000 were handed to nine agrarian reform organizations in Agusan del Sur, Agusan del Norte and Surigao del Norte under the Agrarian Production Credit Program (APCP).

The APCP provides farmers and their organization production loan without the tedious process of complying with loan requirements under the bank’s regular window and at a very minimum interest rate. This a joint endeavor of the Department of Agrarian Reform, Department of Agriculture, Department of Environment and Natural Resources and Land Bank of the Philip-

pines.

The DAR top officials launched Project ConVERGE or Convergence on Value Chain Enhancement for Rural Growth during the program. It is aimed to contribute to the reduction of poverty incidence through the promotion of sustainable livelihood activities based on key commodities in the project area.

Pananghid seeks the blessing and permission of the Kagay-anons ‘’Apo” or forebears for the holding of the summit.

CAGAYAN DE ORO CITY, Nov. 23 – A planning workshop and summit on Zika, Dengue and Chikungunya prevention will soon take place in Cagayan de Oro city.

The project is a collaborative effort of the Department of Health (DOH), City Health Office, J.R. Borja General Hospital and Barangay Health Workers (BHW).

Councilor Maria Lourdes Gaane, chair of the City Council committee on health and sanitation and health insurance convened the committee yesterday together with Dr. Fe Bongcas of CHO, Dr. Evelyn Perez of JRBGH and Rowena Yu, coordinator of BHW and other representatives of government agencies, to

discuss the proposed summit.

The prevention advocacy campaign had been done by the CHO and is still going on, which include the conduct of school symposia, community assemblies, and distribution of information and education materials, among others.

The summit will be participated in by barangay chairmen, chairpersons of barangay committee on health, Zone presidents, Health Center doctors, Health Center nurses, BHW presidents and 17 sanitary inspectors.

Councilor Gaane said the committee will finalize the schedule of the summit during its next meeting.

Among the highest ranking qualities that people look for in a potential partner are intelligence and educational attainment.

This could bring a potential genetics inequality in our society whichever country you come from. The only solution I

can see to contain this potential problem is to encourage our younger generation not to be lazy and constantly study.

Whether taking up a vocational course or earning your way through college, studying is important to sharpen one’s minds. Whether you’re male or female, you will spawn an intelligent child from your partner who’s equally intelligent.

Let the result of this study be a motivation to the younger generation. You must not be dilly-dallying in your studies.

NEW research discovers a positive trend for brain health as the percentage of people with dementia is dropping.

University of Michigan researchers discovered that those with the most years of education had the lowest chances of developing dementia. This may help explain the larger trend because today’s seniors are more likely to have at least a high school diploma than those in the same age range a decade ago.

The finding is salient as baby boomers, the largest generation in the modern era, are now entering the prime years for dementia outset. Further, the new results add to a growing number of recent studies in the United States and other countries tha suggest a downward trend in

dementia incidence.

These findings ma help policy makers and economic forecasters adjust their predictions for the total impact of Alzheimer’s disease ad other conditions. The results, based on in-depth interviews with seniors and their caregivers, add to a growing body of evidence that this decline in dementia risk is a real phenomenon.

A change in the overall dementia forecast can have a major economic impact.

More baby boomers have completed some higher education than any previous generation but the trend toward ore education appears to be levelling off in the world.

And there are clear disparities in educational attainment according to wealth and ethnicity.

Nearly 60 percent of

students in the world – 71 percent of those in vocational education and training – are currently studying or training for occupations where the vast majority of jobs will be radically altered by automation. Many of the jobs they’re studying for could vanish in ten to 15 years’ time. Just as these disappear however, new and different ones will be created simultaneously. Consider the advent of the iPhone in 2007 for example that created an entirely new

industry of app development virtually overnight.

Therefore, there is now emerging a new set of skills requested for each job and how similar they are to skills requested for other jobs. Over 600 occupations are grouped based on demand for similar skill sets with over 4,600 diverse skills requested.

The number one reason that people struggle in math class is because their basics and their fundamentals are not fully developed.

Algebra and geometry are building blocks for the more advanced math later on (calculus, differential equations, etc.)

Get ahead. Most schools give you a textbook for math and it’s a pretty big book. What you can do is study ahead. Whenever you have time, you can look a section ahead and be prepared for tomorrow’s material.

Do the self-study. This is the most efficient way of studying math. I would recommend you to buy math textbooks from a local bookstore. You can also search on the Internet for great math books.

Don’t get a book that is very short for a topic like Geometry. Get a textbook or a few workbooks on this topic. It’s good to buy more than one book since some books leave out certain things.

Get a book or a notebook. When you selfstudy, it’s good to have the book and a notebook with you, college-ruled preferably. Write down all he vocabulary and terms and the example problems.

The original text of the resolution was to “strongly urge” the government to de-silt Cagayan river by dredging it, which overflowed during tropical storm Sendong in 2011, killing thousands of lives.

Later Mr. Ocon was able to convince his colleagues to change the text “strongly urge” to “inform,” effectively implying that if DPWH would not dredge the river, the city government of Cagayan de Oro is ready to undertake the dredging activity so as to remove the sandbars and restore the depth of the river as a deterrent against flooding.

Mr. Ocon said during low tide boulders and sand bars are seen jutting out of the river.

But Ms. Maghinay said that it is explicitly stated in the three-page DPWH Department Order no. 139, which was issued in 2014 by then Secretary Rogelio L. Singson, that all dredging operations in rivers and deltas in the country should be undertaken by the agency.

However, she added that the city government has the right to quarry the rivers located within its vicinity provided it’s in line with existing DPWH regulations.

There is another law, Ms. Maghinay pointed out, that prohibits any activity within one-kilometer radius from any structure in the river.

The downstream portion of Cagayan river has been constructed over the past two decades with five new bridges, effectively overlapping the one-kilometer radius on each. On top of that, a dike several kilometers long from both banks is currently being constructed. Ms. Maghinay said that under the law, no other earth-moving activity should be undertaken adjacent to these structures and projects.

She, however, said there is already a study of the Japan International Cooperation Agency (JICA) to dredge the river upstream.

Archbishop Antonio Ledesma, chair of the Cagayan de Oro River Basin Management Council, said everybody must work together and engage in the mitigation, adaptation and

Ledesma, who’s also the head of the archdiocese of Cagayan de Oro, said it is important to learn from the past disaster like what Typhoon Sendong brought to this city and Iligan city in 2011.

Mayor Oscar Moreno said the devastation by Sendong has made the Cagayanons resilient as he redefined resiliency to mean emerging stronger and building back better.

For his part, Raoul Geollegue, former Department of Environment and Natural Resources (DENR) official and president of the Watershed Management Coalition, said massive reforestation of the Cagayan de Oro river basin located mainly in Bukidnon must be undertaken.

Geollegue said the present state of the CDO river basin has reached a critical level in that another weather disturbance akin to Sendong could lead to killer flood that will leave thousands affected.

The Cagayan de Oro river basin, covering 1,379 square kilometers of forest lands located in the city’s upland, Bukidnon and some parts of Iligan City, is in danger of producing another disaster as portions of it are already without trees that will hold water that would have prevented massive flooding.

The CDO river basin is one of the 18 major river basins in the country, eight of which are found in Mindanao.

The river basins in Mindanao are in: Cagayan de Oro, Tagoloan, Ranao (Agus), Mindanao, Agusan, Tagum-Libuganon, Davao, and Buayan-Malungong.

The networks of drug lords have acquired so much wealth and so much influence they could skew our politics. The same may be achieved by other networks of dirty money, such as the syndicates of corruption.

Second, we have to heal the wounds of internecine war and assure domestic peace for the next generation of Filipinos. Over four decades of insurgency did not only drain public resources and dislocate so many. Awesome Ozamiz Culinary and Heritage Adventure

Leading up to the long All Souls Day weekend, an intrepid bunch of news media members from Manila and a bunch of bloggers heed off for an adventure in Ozamiz City.

The port City of Ozamiz is nestled in the natural harbor of Panguil bay, a natural water boundary that separates the Zamboanga peninsula from the rest of Mindanao. Once named Misamis for both the abundance of an indigenous variety of palm and the Catholic masses first celebrated there by Spanish colonizers, the city’s has been honoring the heroism of Senator Jose Ozamiz since 1948.

The adventure into Ozamiz illustrious past started off with a thorough briefing on the city’s status and continuing vision presided by Vice Mayor Princess Nova Parojinog and City Tourism Officer Jaime Tomada In going through a four inch thick book of tourism development plans, Vice Mayor Nova highlighted the city’s Spanish Subanon heritage even as it looks toward massive redevelopment on the dawn of what people are

calling Mindanao’s century — heralded by the election of the country’s first president from Mindanao, Davao city Mayor Rodrigo Roa Duterte.

The tour of the city commenced immediately after lunch. A mystical belfry in the middle of nowhere, a resort built around a natural spring touted for its healing waters, the Rodriguez ancestral house where it is believed that Jose Rizal once visited, and the Immaculate Concepcion Cathedral with its colossal pipe organ with nearly 2,000 pipes soaring into the churches vaulted ceiling.

Later in the evening, Mayor Aldong Parojinog hosted a sumptuous dinner prepared

by Ozamiz’ celebrated Chef Johann Dagandara.

The dinner’s pièce de ré·sis·tance was purple dragon fruit ice cream, a sweet and creamy concoction subtly flavored with a variety of dragon with purple flesh.

Next day’s adventure began at the balmy heights of Hoyohoy adventure park where we saw its quaint stone chapel overlooking the verdant vistas

encircling Panguil bay and dared to ride what is perhaps the longest zip-line in the world.

Lunch was served at Mayor Aldong’s farm where we saw his prized patch of purple dragon fruit, a delectable treat on its own because of its juicy sweet flesh and mouthwatering plum color.

Joining us in the midst of the mayor’s expansive fruit farm Tourism Assistant Secretary Ricky Alegre who apprised us of the support the national government had earmarked to boost tourism in Ozamiz City and Misamis Occidental. Assistant Secretary Alegre noted the fast paced construction of roads

and burgeoning commercial activity in the area, saying that it would encourage more investment as the global business community rediscovers Mindanao as it comes under a new era of peace.

In the evening, the groups of adventurers were regaled by a masterful Kundiman performance as, once again, Chef Johann served Ozamiz city’s prized Laya fish — a type of grouper prized for its subtle fresh flavor and firm flesh.

In the early hours just as the adventurers prepared for the flight back home, not a single one could mutter a word apart from awesome and yes, that is Ozamiz.
