Davaoeños stand strong versus terrorism DAVAO City––Two months after the September 2 explosion that ripped through the Roxas night market, Davaoeños renewed their strong stance against terrorism as the Task Force Davao rolled out “No to terror” advocacy in Davao City.

Davaoeños simultaneously wore an anti-terrorism pin that signifies their support to stand against terrorism.

Kent Jason Capute, 34, said he is fully supporting the anti terrorist campaign of the security forces because it is for the safety of the civilians like him. “I want the other people to see that we Davaoeños are standing against terrorism and it can never bring us down, through this we will be more vigilant to have a safer city,” said Capute, who was one of

those who wore a pin on antiterrorism signifying support to the campaign.

Task Force Davao commander, Col. Erwin Bernard Neri, said wearing the anti-terror pin is a sign that the Davaoeños stand up and fight against terrorism. “After that incident on September 2, we emphasized that we have to raise the level of awareness and vigilance of

the people against terrorism,” Neri said.

He said the pin shows the people of Davao can unite and go against terrorism. “Security forces can’t do this alone, so we need the help of the community,” he added.

Neri also called on the business sector to replicate the pins and put it on their employees to show unity within the city.

Last month, the Task Force Davao conducted an anti-terrorism seminar to the barangay officials to let their constituents know of the things that they need to do.

Duterte faces delay due to right-of-way problems

DAVAO City––The Philippine Rural Development Project (PRDP) is facing delay even leading to nonpursuance of the projects due to road-right-of-way concerns in project sites in the provinces.

“For Mindanao, there are some problems on road right of way as it is very

difficult for most local government units to secure it,” PRDP Deputy Project Director-Mindanao Cluster Araceli Morano said.

PRDP is a six-year project designed to establish the government platform for a modern, climatesmart and market-oriented agri-fishery sector.

Under the program, PRDP will partner with the LGUs and the private sector in providing key infrastructure, facilities, technology, and information that will raise incomes, productivity, and competitiveness in the countryside.

Viva-Excon 2016

I find delight in nurturing my artistic soul by participating in the Visayan Islands Visual Arts Exhibit-Conference 2016 (VIVA-EXCON 2016) recently held in Iloilo City on November 17 to 20.

This could be unnecessary for a purely business professional; but a serious artist should enrich himself with the package of new experiences. Being both a business mentor and artist, I must avail the great additive to my career and am glad I was one of the seven delegates from Bohol in that much anticipated biennale.

With a business background, I should be able to build my entrepreneurial vision related to art.

And with exposures to the ecology and processes of art—which VIVA-EXCON proffers—I can improve my fine arts solo exhibits which are booked in Metro Manila and are to be launched a few months from now. This also gives me more exposure to the different artistic processes and practices that I can use for my trade fair participation.

The 250 artists and cultural experts who participated in Iloilo City could have feasted during the country’s longest and largest art biennale that started in 1990. During the recent VIVA-EXCON, participants banqueted with the following conference topics, among which were: Ways to Sustain Art Practice, Museums and Art Practice, Art

Conservation, Making Art Economically Viable, Artists as Community Workers, Art Criticism and Writing, and Building an Art Professional Career. They could not find the wisdom of experts who shared these topics in the schools.

The biennale also highlighted four major exhibits: Turns in Form, a curated exhibit of 12 selected Visayas artists representing the provinces; Garbo sa Bisaya to honor the awardees from different genres; a tribute exhibit of Tim Jumayao (1933-2011), an Ilonggo multi-media sculptor; and Art Fair mounted by all delegates from the Visayan provinces. Aside from these shows, there were exhibits at the Molo Mansion, Artdeck Gallery, Cinematheque Art Gallery, SM City, UPV Art Gallery, UPV grounds, and Museo Iloilo among others.

Among those resource persons I remember during VIVA-EXCON 2016, I really appreciate Kublai Millan who shared about his community involvement though his commissioned peace monuments in Mindanao. He has had a number of monuments shown for the cause that counts in the milieu. His pursuit should inspire other participants to start building their communities through such messages conveyed by their art. Art should not just be a narcissist pursuit of one just building his or her name; it should be a cause

for something higher than ourselves. Local government units should begin to think of such cause to communicate issues that are important to them.

When June Dalisay shared about art conservation during VIVA, I knew for the first time the need for such profession in the ecology of art in the country: so far, only 15 conservators restore the paintings and sculptures of iconic masters like Juan Luna. We need more to join their ranks either by formal schooling or via apprenticeship.

Art must not be divorced from art criticism--a topic VIVA emphasized. Without a second look, without an intellectual analysis of artworks (I am not saying all art criticisms should be negative) art may not elevate itself from commercial products.

Our country’s main art scene struggles because there are only few art critics—how much more of the provinces. Artists, however, can bootstrap by studying how to become art critics as some also try the role of curators. They can venture through self-study as I do. Through self-study, I have had published my art criticism articles in peerreviewed journals here and abroad. Formal schooling at art history colleges is not the only way.

And what about how big events like VIVA-EXCON can materialize with only

artists running such biennale? For those who do not know, artists can also be event organizers. The elders of the biennale from the Back Artists of Asia usually do not delegate the task of organizing such a biennal by hiring event organizers. Hosting is usually rotated among different provinces through bidding or consensual agreement.

There are occasions when one province only starts to organize their art group in order to host the next VIVA a year after. But as the biennale matures, I have seen much progress: international speakers are invited, topics are more responsive, more foreigners come to join, and exhibits and performances are getting more exciting in each VIVA. As VIVA has shown through the years, Visayan artists are examples of unity and flexibility. Where they cannot acquiesce to politicians’ control in events that are meant for them and the development of culture and the arts, they show that their passions can combine business and art disciplines. And this they did with finesse.

the Maguindanao Massacre that had been set upon the media and Philippine democracy with such impunity as to defy all norms of human decency.

But the same cry against impunity appears to be falling mostly on ears that would not deign to listen even as today, ironically, we also commemorate the fourth year of the International Day to End Impunity in the Philippines.

Again, as we have written in 2012 for the same commemorative event, “The massacre was a beast that nearly eviscerated the community press in that part of Mindanao, demonstrating in horrific detail the vulnerability of journalists who live and work in the provinces and who have often been, and still are, put to task for, among other things, suborning the practice of journalism. They are often portrayed as easy prey for blandishments of many kinds or willing participants in rent-seeking and rent-giving. Or that they are paid hacks of politicians and are bereft of any ethical norm or standard. This may be partly true but realities on the ground present a different picture and context of the vulnerabilities faced by community journalists.”

It is a graphic description of the kind of governance bereft of the rights-based principles of participation, accountability, non-discrimination, transparency, human dignity, empowerment, and rule of law that gave rise in the first place to such an insidious phenomenon.

It is the same narrative that the government seems bent on foisting on all of us, that many of those who have been killed deserved what they got, a grim but sobering reminder that successive administrations have always demonstrated some sort of ambivalence towards journalists and media practice. These are but some of the ingredients that create a culture of impunity.

Impunity flourishes when law enforcement is weak and the judicial process is excruciatingly slow with one study showing that on average it takes more than five

“. . . i m p u n i t y g a i n s e v e n more momentum when the body of an ousted dictator is buried among heroes...” years for an extrajudicial killing case to undergo the criminal process; impunity becomes even more manifest when the rule of law is swept under by the expedience of crime fighting; impunity gains even more momentum when the body of an ousted dictator is buried among heroes, in the process trampling history and the sacrifices of those who fought for the restoration of democracy; impunity becomes even more rampant and insidious when citizens refuse to speak out because they could not relate their daily lives to the function of journalism in democracy; and, impunity will continue to fester like a gangrenous ulcer if we in the media will let down our guard and vigilance against threats to our freedoms tempered nonetheless by adherence to the highest standards of journalism.

It should be made clear therefore that when journalists are put at risk the very notion of democracy is put to graver peril. No amount of safety training can protect journalists when there is no clear understanding and appreciation of the role of the press to verify and make sense of what is happening around us. When we no longer are able to understand the events unfolding before us nor are able to take corresponding action, then we have allowed darkness to rule our lives with consequences so horrendous to contemplate.

We march again today to ensure that that same darkness will not prevail.

Duterte nor Nur Misuari had any inkling when they first met in Davao City that they will meet again this time auspiciously in Malacanang Palace to talk about peace. Two decades ago the two can only talk in whispers about what troubles Mindanao. Despite the years and events that had elapsed their passion for justice and peace for Mindanao has not ebbed.

Duterte is now President and Misuari, although visibly failing in health, is lucid and his words are as stinging and sharp as the sparkles in his eyes. We all know about Duterte’s unfettered commentaries about how Mindanao had been treated like vassals by its own government The same reason was what drove Misuari to abandon his professorial job in the University of the Philippines to wage an armed rebellion against the centrist government.

government had to blame others except themselves.

They filed cases of rebellion, crime against humanitarian law and genocide against Misuari stonewalling the fact that they ordered the bombing on the entire dismained elusive. Tanghal university theater festival slated November 25-26 Contributed story

CAGAYAN de Oro City–– The 10th Tanghal University Theater Festival will put the spotlight on plays about Mindanao conflicts and aspirations on November 25 and 26 to be hosted by Xavier University-Ateneo de Cagayan.

The festival is composed of three main performances from XU’s The Xavier Stage, Mindanao State University Marawi’s Sining Kambayoka Ensemble, and La Salle University Ozamis’s Teatro Guindegan, and two fringe

presentations from Xavier’s Dulaang Atenista and Pasundayag Community Arts of Cagayan de Oro City.

Through the support of the National Commission for Culture and the Arts’ National Committee on Dramatic Arts, the tenth installment of Tanghal forms part of the celebration of the Mindanao Week of Peace 2016.

In this year’s Tanghal, Mindanao is given Earth (Yuta) as its theme, to which the host institution Xavier Center for Culture and the Arts (XCCA) appropriates Yuta to signify Mindanao as

the “Land of Promise and Peace” and curates plays about our ethnicity, hopes, and origins.

The Moro question The Xavier Stage (TXS), a resident repertory theater company of Xavier University, will present a twin-bill of Dr. Art Casanova’s “Nang Lumuha ang mga Tala sa Gitna ng Lawa” and Romeo Narvaez’s “Dula Ta.” This amalgamated production is aptly titled “Singanin,” a Meranao term for “aspiration.”

Singanin depicts the struggles of the Moro people who are victims of the Mindanao conflicts in the areas

of North Cotabato, Lanao del Norte, Lanao del Sur, and the Zamboanga Peninsula.

Casanova’s part presents cunningly the intertwines of land grabbing, hunger and poverty, and the infamous clashes between the Ilaga and the Barracudas — who were para-militaries created by scheming politicians a year before the declaration of Martial Law in 1971. Meanwhile, Narvaez poignantly reflects the contemporary Mindanao conflict through the eyes of two children who witnessed the ravages of war at a young age.

Singanin will be staged

under the artistic direction of Hobart Savior, who is also the director of XCCA. “Mindanao theater is alive!” Savior exclaimed.

“Through this theater festival, we hope to highlight the issues at the peripheries and the historical injustices in Mindanao. It has been one of the missions of The Xavier Stage to showcase plays with social relevance and with peace as an aspiration.”

Heaven or hell Teatro Guindegan of La Salle Ozamis is set to perform “Ang Tawo” for Tanghal. Directed by Felimon Blanco, the play follows

the death of “Tawo,” an allegorical figure of humanity. When Tawo has been called upon by Kamatayon (Death) to face his end, he approaches his friends and family, but no one wants to accompany him to the “Other Side.”

With allusions of man’s seven deadly sins, Tawo considers bringing his wealth in the afterlife, but it wouldn’t save him either.

RESOLUTION NO. 12-1012 WHEREAS, on April 3, 2007, the body adopted City Ordinance No. 07-5166, entitled; “An Ordinance Regulating The Establishment And Operation Of Internet Café, Joint, Station, Center Or Any Similar Business Entity In Iligan City And Providing Regulatory Measures And Penalties For Violation Thereof;” WHEREAS, the ordinance was approved in view of the fact that though Internet Cafes in Iligan City have given benefit to the people and students by providing instant access to world-class information on varied topics and entertainment, it exposed the users, especially the minors to immoral and violent information; WHEREAS, on April 14, 2009, citing that City Ordinance No. 07-5166, failed to provide a provision empowering barangays to issue Barangay Clearance, specially in barangays where Internet Cafes operate and of the concern from school authorities their students were cutting classes just to visit Internet Cafes to play network-based games, the body adopted City Ordinance No. 09-5470; WHEREAS, years after the passage of the two Ordinances, there is now a need to prescribe guidelines and regulation pertaining to the use of Internet Café to protect the students, interest of the parents and academic authorities;

Store owner – refers to the owner of the store where computer vending machines are installed for purposes of business.

Student- refers to minors, individual and/or person who are officially enrolled in the elementary grade or secondary level in any public or private educational institution in the city.

v. Internet Cafe establishments or Internet Vending Machines shall provide headphones or earphones to the costumer to prevent noise pollution.

w. Shall calibrate Vending Machines.

Section 3. Nature Of Internet Café Establishment - The nature and the scope of Internet Café establishment as follows:

AN ORDINANCE PRESCRIBING GUIDELINES AND REGULATIONS ON THE OPERATION AND SERVICES OF INTERNET CAFÉ AND OTHER SIMILAR OPERATIONS IN ILIGAN CITY AND FOR OTHER PURPOSES, REPEALING IN THE PROCESS CITY ORDINANCE NOS. 07-5166 AND 09-5470 ENTITLED “AN ORDINANCE REGULATING THE ESTABLISHMENT AND OPERATION OF INTERNET CAFÉ, JOINT, STATION, CENTER OR ANY SIMILAR BUSINESS ENTITY IN ILIGAN CITY AND PROVIDING REGULATORY MEASURES AND PENALTIES FOR VIOLATION THEREOF” Be it ordained by the Sangguniang Panlungsod of Iligan in session assembled that: Section 1. Title Of The Ordinance- This ordinance shall be called as the “Comprehensive Internet Café Ordinance of Iligan City” Section 2. Definition Of Terms - For purposes of this ordinance, the following terms shall be defined as follows:

Accreditation- refers to the recognition accorded to an establishment or institution that meets the standard or criteria established by a body legally constituted for the purpose.

Board- refers to the Iligan Internet Café Monitoring Board (IICMB)

Class Hours- Prescribed school hours.

Computer Vending Machine – refers to a coin operated vending machines with a time counter, enclosed or not enclosed with a box which provide internet access, gaming and other services which are provided by the use of computer.

IICOA- refers and stands for Iligan Internet Café Operators Association, Inc.

Internet- refers to the interactive communication and information technology sourced through computers.

Internet Café or Icafe- means a business establishment using the world wide web or internet system that enable users to view, play and interact with variety of information accessed through a computer connected to a Local Area Network (LAN).

b. Other business establishment that offer a combination of services such as food and internet, bar and internet recreation, coin operated vending machines or computer dispensing machines, and others of similar nature. Internet and other combinations are still included as Internet Café and shall be covered by this ordinance. c. Educational institution, private home and corporate entities using the internet through an Internet Service Provider (ISP) for purposes other than business shall not fall under the category of Internet Café establishment. d Internet Café establishment expanding to other lines of services such as offering short term courses which may run between one to six months and which may fall under computer programming, computer technology and other such similar courses shall apply for a permit to offer such courses from the Technical Education and Skills Development Authority (TESDA).

i. E-commerce and various printing and documentation needs

j. Other similar matters and/or services not falling under Section 5. (k)

k. Internet gambling, nudity, vulgar language, depiction of graphic sex and all other forms of lewd pictorial representation are prohibited from being sourced, accessed or provided by internet Cafe establishments and by all internet users, regardless of age. Corresponding penalty will be meted to establishments that allow violation of this section.

l. Chatting by minor which will load to sexual exploitation and experimentation with pedophiles and other sexual perverts shall be terminated by the establishment or its management at a lime when it is deemed injurious to minors. m. A floor rate for Internet use to be followed by all accredited Internet cafes may be set by the Board for compliance after proper consultation with owners and/or authorized organization of Internet cafe owners.

c. Not allow students to stay in the premises of the establishment during their class hours unless for specific educational or study purposes such as data research and statistical gathering; Further, that such student shall present his/her Identification card and a written request from his/her parents/guardian or subject teacher, school principal or administrator stating therein the nature and purpose of his/her use of the internet. The written request shall bear the name, address, telephone number (if any) and signature of the requesting parent/guardian, teacher, principal or school administrator with the date and allotted time to use. Furthermore, upon receipt of the Icafe owner or operator of such request, he /she shall then stamped the same with “Utilized” or “Used” or “Cancelled” and the same shall be recorded in an appropriate logbook made for the purpose, for the inspection by authorities.

Section 6. Consortium, Linkages And Networking With Other Sectors Or Agencies - The following are the guidelines for consortium, linkages and networking of Internet Cafes with other sectors or agencies:

a. Internet Cafe establishments may enter into consortium with private educational institutions for the purpose of providing computer technology information to students without prejudice to its permit or license.

b. Linkages or networking with government agencies for business purposes shall be regulated by existing applicable laws or regulations.

d. Shall not offer online and network gaming services during class hours to students and /or minors.

SECTION 7. Creation of Iligan Internet Cafe Monitoring Board (IICMB). - To ensure strict compliance and effective implementation of this ordinance, there is hereby created the Iligan Internet Cafe Monitoring Board or IICMB. The Board shall be composed of the following:

e. Shall be at least 200 meters away from the gate of school campus.

a. City Mayor – Chairman of the Board

f. Prohibit the selling of prohibited drugs, intoxicating drinks, selling of cigarettes, and smoking \ inside the internet café establishments.

b. City Councilor, Chairman Committee on Information and Communication Technology – Vice Chairman

g. Selling of food and meals are allowed only when Internet Café establishments have declared in their original permits or the permit of other businesses.

Members:

c. City Administrator – Action Officer

h. Shall not allow computer hackers or cause computer hacking to be practiced in their premises.

d. City Legal Officer

i. Shall post in a conspicuous and visible area within the establishment a warning sign against accessing and viewing pornography and playing games by students during prescribed class hours on school days, including their business permit, DTI, BIR, IICOA certificates.

j. Shall see to it that Internet café establishments are well lighted.

k. Shall post a billboard outside the establishment of the name of the café as provided by the DTI.

l. Internet café establishments offering a combination of services such as research and games shall either provide headphones for every unit being used for gaming unit so as to prevent excessive sound that could disturb other users. Internet café establishments may play music at a moderate volume.

m. Shall provide for a means of downloading/saving information from the internet by the user, to be determined by the Board.

n. Must not use fully enclosed cubicle for every computer. Only halfclosed cubicle shall be allowed, the specifications of which will be provided by the Board.

o. Federation of Parents, Teachers and Community Association President

o. Internet Cafe Establishments offering the use of web cameras or web cams must not allow its users to use it for obscenity and lewd designs.

q. Shall not tolerate or promote indecent, lewd and immoral behavior inside the establishment.

Internet User- refers to an individual, a corporation or institution utilizing or accessing data information through the internet for entertainment, games, advertisements, business, news and educational purposes.

r. Shall comply and install licensed Operating Systems (OS) for every computer. However, those using open source or Linux as operating system are no longer required to comply with Microsoft requirements.

Internet Vending Machine Fabricators - refers to an individual or group of individuals or firm whose line of business includes the fabrication/assembly/making of Internet Vending Machine either for sale, lease or for a fee.

s. Shall, upon the application of a business permit, declare the number of computer sets used for the purpose of business.

t. Shall pay to the City Treasurer an annual due during the application or renewal of the business permit.

u. Internet Vending Machines Operation shall not be installed along sidewalks or streets but shall comply the same requirements with Internet Cafe Establishments.

Operator – refers to the owner of the internet cafe or computer vending machines operating in the City of Iligan

b. Internet café establishments which offer a combination of other services as defined in Section 3.b of this ordinance are also required to declare in their business permits other lines of business other internet services;

Internet Service Provider (ISP) - refers to local or national network provider of Internet services.

b. Public and university resources

p. Shall be maintained under good sanitary condition and must have comfort room for their customers.

Minors- any individual/person 17 years of age and below

a. Secure a Business Permit and other licenses required by the local government to operate.

Section 5. Guidelines For Services Offered - The following services of Internet cafe establishments are covered by this ordinance, specially viewing, sourcing and interacting with: a. Magazine archives

Section 4. Guidelines in the Operation Of Internet Café Establishments And Computer Vending Machines - Internet Café and Computer Vending Machine establishments shall observe the following guidelines for its operation:

WHEREAS, a public hearing was conducted on June 7, 2012, by the Chairman, Committee on Information Technology and Communication wherein the participants were given the time to air their suggestions, comments and recommendations regarding the amendatory ordinance;

The IICMB shall select from among themselves a Secretariat to function efficiently and effectively. The Board shall hereafter be guided by the provisions of this Ordinance in carrying out its mandate.

Section 8. Functions Of The Monitoring Board - The following are the functions of the accrediting body.

a. To accredit Internet Cafes after complying with all the necessary requirements provided by the Board.

b. To conduct monitoring activities and ocular inspections, on its own in coordination with the school administrators and Barangay Officials, in pursuance of its functions in accrediting internet cafes in Iligan City and in order to determine if the duly accredited internet cafes have been following provisions of the Ordinance.

c. To recommend to the City Legal Office the closure of any accredited internet cafe found violating this Ordinance.

Section 9. The Monitoring Team - The following are the members of the Monitoring Team, to wit;

Stateless Indonesians granted PH citizenship GENERAL Santos City--Three hundred ninety-three residents here of Indonesian descent finally received official citizenship from their home country as part of the national government’s and Indonesia’s efforts to address their status as “stateless” persons.

The Indonesian Consulate General in Davao City released letters of confirmation for the citizenship of the Indonesians, some of whom were born and had lived in the city and the neighboring areas for decades.

Consul General Berlian Napitupulu led the ceremonial turnover of the confirmation letters in simple rites on Tuesday held at the oval plaza covered court here.

Lawyer Ruben Fondevilla, assistant chief state counsel of the Department of Justice (DOJ), said the granting of citizenship was an offshoot of a joint initiative of the government and Indonesia to resolve the status of the so-called “Persons with Indonesian Descent” in Mindanao.

He said both countries agreed through a series of engagements to provide citizenship to the concerned individuals in compliance with the United Nations conventions on statelessness.

The official cited the 1954 Convention relating to the Status of Stateless Persons and the 1961

Convention on the Reduction of Statelessness.

He said the government pledged to accede to these in a ministerial meeting in Geneva, Switzerland in 2011, essentially adopting legal and jurisprudential principles on statelessness.

The government and Indonesia, through the Consulate General in Davao City, listed a total of 8,745 PIDs settled in parts of Mindanao, specifically in Regions 11 and 12.

Most of them were descendants of Indonesian fishermen who eventually settled in the area, married locals and started their own families. Some of the PIDs have reportedly lived in Mindanao for three generations.

Both governments have so far settled the nationality or citizenship status of 2,975 individuals or about 34 percent.

Of the 2,975 resolved cases, a total of 1,937 individuals were assessed as “clearly Indonesians,” 831 as “clearly Filipinos,” and 189 qualifying for dual citizenship.

Fondevilla said the latest confirmation of the citizenship is part of the second phase of the joint initiative.

He said it was based on initial assessments conducted by the government’s technical team, which is led by the DOJ. “We later forwarded their cases

for examination and confirmation of Indonesian nationality by the government of Indonesia,” he said.

The official said the letters of confirmation will be released in the next few days to the concerned individuals by an Indonesian technical mission.

He said the processing will continue until Friday for the other PIDs, who are estimated at more than 800.

The team will proceed to Malapatan town in Sarangani ion Saturday to continue the processing of other PIDs, he said.

Napitupulu described the resolution of the citizenship of the PIDs as a “remarkable and monumental achievement” for both countries.

“It had been pending for a long, long time,” he said.

Being neighbors, he said residents of both countries traveled around the area for centuries and “even before we had our independence.”

He was referring to the long years of Dutch colonization of Indonesia that ended with the Japanese occupation during World War II and led to its proclamation as an independent nation in 1945.

“We are glad that this age-old problem in now (addressed) step by step and significantly reduced,” he added. (MindaNews)

a. Shall apply for a separate business permit b. Shall comply with the requirements or specifications of an internet café.

Section 12. Internet Vending Machine Fabricators – All persons, groups or corporation engaging in the business of repairing, assembling, making and fabricating Internet Vending Machines either for sale, lease or for a fee, is requires to apply for a business permit from the City Permits and Licenses Division.

Section 16. Punishable Acts - Under this Ordinance, the following acts committed by Internet Cafe Establishments shall be deemed punishable and subject to the penalties set forth under Section 16 hereof.

a. Operating an Internet Cafe or Computer Vending Machine without business permit or license;

b. Operating other business in combination with internet services without the necessary business permit or license;

c. Allowing students to surf or source data/information other than those needed for study or educational purposes during prescribed class hours;

d. Selling or allowing the use or consumption of prohibited drugs and intoxicating drinks within the Internet Cafe premises;

e. Smoking and selling of cigarettes within its premises, especially to children and minors; f.

h. Shall post a sticker in internet vending machine after calibration.

Section 10. Accreditation Of Internet Café Establishments –Accreditation shall be a requirement for the issuance of business permit or license to operate. Internet Café establishments and Computer Vending Machines Operators shall be required to accredit and pay the annual accreditation fee to be determined by the Board.

Section 15. Responsibility of the Internet Service Provider - It shall be the responsibility of the ISP to require a Business Permit, prior to the connection of internet access if the clientele applies for business purposes operating an Internet Cafe or a Computer Vending/Dispensing Machine.

Section 13. Requirements for Accreditation -

Allowing the use of internet facilities for fraud and deceit whether of sexual or business nature, promotion of indecent and immoral behavior, the sourcing or accessing or depictions of nudity, graphic sex and all other forms of lewd pictorial presentations, injurious materials and confidential websites that are protected by the government, gambling and other criminal activities.

g. Using a pirated Operating System.

Section 17. Penalty - Violators of this Ordinance shall be subjected to the following penalties:

Second Offense -A fine of P3,000.00 and/or two weeks suspension of business operation;

Documentary-demonstration on Alibata Tanghal theater festival will also offer fringe performances.

The Pasundayag Community Arts and Production (formerly known as Pasundayag Theater and Arts Collective) will present a documentary-demonstration performance.

Pasundayag project director Denise Mordeno Aguilar will share her experiences as a scholar of the program, Professional Diploma in Intercultural Theater (Major in Acting), at the Intercultural Theatre Institute, Singapore. Her scholarship was made possible by the generosity of the NCCA and the Kuo Pao Kun Foundation.

Part of Mordeno’s discussion is a documentary film on our Sinaunang Baybayin, the outcome of a series of activities from a workshop facilitated by Emil Yap, an expert on the ancient Filipino writing system, famously coined as “Alibata.”

“Baibayin” or “baybayin” is a system of writing of our Filipino ancestors, which started from the root word “baybay” or “baibai,” meaning “spelling or tracing.” The Sinaunang Baybayin is not based on the Doctrina Christiana developed and widely disseminated by the colonizers; in fact, this is the “Alpabeto ni Bonifacio,” which the Katipuneros used in their secret covenant.

Pasundayag is a community arts group in Mindanao whose theater apprentices are now the young blood not only in Mindanao theater, but also in the national stage, such as Mark Bautista and Johnny Macanas. Since its first production in 1998, Pasundayag has become a platform for multidisciplinary initiatives in culture and the arts in the region.

The group also intends to open its own studio based in Cagayan de Oro City to conduct classes for those who are interested to learn about contemporary theater work.

‘No Prob, It’s Improv’ The 28-year-old Dulaang Atenista, the resident theater company of Ateneo de Cagayan, is set to perform its crowd favorite “No Prob, It’s Improv,” a live improvisational performance wherein actors create the plot, characters, dialogues, and scenes on the spot. Their show will run under the artistic direction of Ray Anthony Lao. “No Prob, It’s Improv,” was formed after a few DA members were exposed to “Whose Line is it Anyway?” re-runs and shows of the Bacolod Improv Group back in 2010. Later on, they were able to use Peque Gallaga’s modified Viola Spolin workshops which were beneficial to the group and to their live skits.

Dulaang Atenista has cemented itself as a major force in Cagayan de Oro City’s improvisation theater scene.

All shows of the 10th Tanghal University Theater Festival are open to the public for free. Performances will be held at the XU Little Theater.

The Provincial Local Government Unit of Bukidnon and Fire Star Dream Concoctions were hailed as the best agricultural booths for LGU and non-LGU category, respectively, in the Agricultural Booth Exhibits Contest done during the Regional Organic Trade Fair held on November 18-20, 2016 at SM City, Cagayan de Oro. PLGU Misamis Oriental and Cagayan de Oro City won as 2nd and 3rd placer for the LGU category, respectively. For the non-LGU category, Alomah’s Place from Manolo Fortich emerged as the 2nd placer while the Agay-ayan Multi-Purpose Cooperative was conferred as the 3rd placer. The activity was headed by the Department of Agriculture-Regional Field Office 10 (DA-RFO 10) through the Agribusiness and Marketing Assistance Division (AMAD) in partnership with the LGUs, private sector and the Department of Trade and Industry (DTI). It aimed to foster the awareness of consumers on organic products and other value-added goods and product innovations produced within the region. The three-day event which was participated by 23 exhibitors generated a grand total sales of around Php3 million.

Together with Dir. Lealyn A. Ramos and Dir. Benadette San Juan from Department of Agriculture – Central Office, the discussion centered on the framework and implementing guidelines of the program.

The Corporate Rice Farming Program aims to address the lack of accessibility and availability of rice especially to the marginalized sectors of the society without, of course, sacrificing the welfare of the rice farmers.

Under this program, the farmers’ associations along with their respective LGUs shall enter a Memorandum of Agreement with

Institutional Buyers (IB) such as the Department of Social Welfare and Development (DSWD) for the supply of rice for their 4Ps beneficiaries.

Interested farmers’ associations and cooperatives may avail this program however, it should be ensured that the groups havea strong credit line of good standing with lending institutions where loan guarantees shall be made for rice production. Also, they should be willing to enter into agreement on

the implementation of the program for a minimum of 6 years.

On the part of DA, the agency shall provide farm mechanization support and technical assistance needed in rice production, harvesting, processing and marketing.

By providing a new market for the farmers, the program will be able to encourage them to venture into rice production that will, as well, hit the goal for a rice self-sufficient Philippines.
