Former rebs support peace in DavOr Mati City, Davao Oriental -- The 701st “Kagitingan” Brigade organized a Summit dubbed as PEACE Camp from 20 to 21 November 2015 at Menzi Beach Resort in Mati City, Davao Oriental with the theme: “Panaghiusa alang sa kalinaw ug kalambuan sa Davao Oriental.” The objectives of the activity are to provide the FRs the identity and belongingness as an organization and
to empower them to become the point of convergence of all government agencies in pursuit of peace and development. During the summit, fifty five (55) Former Rebels (FRs) expressed their support in sustaining the peace and development in Davao Oriental. The participants had undergone a series of lectures, workshops, and fun games. On the first day, lectures regarding the rationale of
PeACE were given. FRs physical security, disaster resiliency and roles during disasters were also discussed. On the evening, moral recovery lecture was given by Pastor Ruben Colmo and a group session for values formation was provided by Honorable Delfin Miones, City Councilor of Mati City. On the second day, participants were taught how to craft an effective livelihood proposal through the Pro-
vincial Public Employment Services Office. The event was also graced by Mayor Justina MB Yu of San Isidro, Davao Oriental. She talked about how her municipality supported the endeavors of FRs in their area. They even provided the FRs with livelihood and employment opportunity. On the other hand, Mr. Miguel Trocio also shared opportunities in tourism. During the summit, different fun games
and team building activities were facilitated by the Youth for Peace Movement Davao Oriental to break the monotony of a classroom type lectures. RDC-10 endorses P8-B ‘Allied Projects’ for Panguil Bay Bridge, Laguindingan Airport By CHENG ORDOÑEZ Associate Editor
CAGAYAN de Oro City-The Executive Committee of the Regional Development Council in Region 10 (RDC-10) has endorsed, recently, the complementary Strategic Investment Program (CSIP) for the Panguil Bay Bridge Project (PBB) project worth more than Php8 billion.
The PBB project was approved by the board of the National Economic and Development Authority (NEDA) on February 16, 2015, and is set for implementation by the first quarter of 2016, NEDA-10 Director Leon Dacanay Jr. said. “With an investment requirement of Php8.01 billion, the CSIP for the PBB

Whenever feasible and without in any way detracting from the grant’s major purposes, the recipient’s priority usage will be to allow the pavements use for immediate community social and other activities. To this end, the recipient shall promulgate rules relative to the pavement’s usage and refrain from introducing any modification or constructing any building or structure on the pavement that will counter to or defeat the grant’s purpose, based on the MOA. The proposed ordinance was reviewed and favorably endorsed by the committees on agriculture and fisheries and on laws and rules chaired by Councilors Annie Y. Daba and Ramon G. Taaims to facilitate smooth implementation of the project, optimize the utilization and operation of the bridge after completion, and create a catalytic move for innovative utilization and management of the agricultural and aquamarine resources,” said Dacanay. The educated and laymen
THE warmer the politics, the more confusing both the educated and let alone the laymen are. When nearing the presidential election and also the post election, there are some tragedies in political affairs in any country. The most confusing one is when the tragedy is committed by the top level politicians. It is assumed that any tragedy in the national level must be due to the experienced play makers. The educated people can also try to guess and analyze the tragedy even though they may also fail to detect how and why such tragedy can happen. They are literate in terms of virtual world with all information and news. They try to read and hear the news and finally, but unfortunately, get headache, symbolizing that the existing problem being polemically discussed by public is really complicated. It is beyond their knowledge because they only have academic knowledge but not politics. The laymen—having little literate with the virtual world—even feel more confused when they are exposed to the political tragedy. This group tends to be dangerous for they can only perceive the information by using their bare-knowledge, being
absent of tacit knowledge. The number of this group is bigger than the educated group. Therefore, any movement being mobilized by these laymen can inevitably make the country into chaos. So far, there has been some provoking news or information. And, this can make public perceive it differently according to their ability of absorbing the information. The most fatal one is when the news or information deals with the national-level political problem. It can be in the form of any action or behavior deviating from the norm committed by the highpolitical level politicians. Yet, this action requires high-level understanding and analysis. It cannot be analyzed by using merely bare-knowledge. This might be due to the game being played by the best experienced play-makers. There are some tactics being done for making the high positions in political arena. And, these privileged positions should be kept on their hands forever. When some of them feel insecure in their high positions, there are some strategies for making their positions remain “stable”. The best play makers in this high level can make public feel confused.

To the best of my knowledge, the provoking news or information is usually—and even more often—occurs in midnight or early in the morning in internets. Some social media such as facebook, tweeter, instagram and the like, tend to expose some emotion-provoking news during the night or midnight till early in the morning. It can be proved when we wake up at night and open our social media accounts. There is a lot of emotion-provoking news or information at this time. In order that the laymen do not get provoked emotionally, the best strategy must be done by the educated and especially by the “good” government and politicians. They should

Gone are those days when we embrace everyone who comes our way. When we smile at strangers we never met since Adam, and even danced to their attitudes, culture, habits and practices. Homosexuals are encouraged by many people just to come out of the closet and not be ashamed of who they are. Some people say that they didn’t choose to be homosexual; God made them that way. But the fact is that there has still not been one scientific study which can prove that homosexuals are born that way. In fact, it is just the opposite. All the research and studies have shown that homosexuals can make the choice. If people are born with any homosexual tendency at all, it is no different than any personality tendency like someone born with a bad temper. Do we say it’s OK for that person to lose control of his temper and murder people because he was born that way? Of course not! He’s still free and able to choose not to kill people, even though he may have a naturally quick temper. In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual. BUTUAN City--In time with the National Children’s Month celebration, the preschoolers together with their parents/guardians and teachers gathered and visited on Friday the city library here and enjoyed reading books and playing toys. For the said celebration, the City Social Welfare and Development (CSWD) spearheaded several activities like day camp, literary and musical contest and outdoor events that promote and develop children’s social, emotional, language, physical, and cognitive aspects. According to Fe Labitad, day care worker of GAD Resource and Learning Day Care Center here, the preschoolers’ visit at the city library featured exploration, exposure, experience and discovery as a way of learning, enabling them to develop confidence, creativity, literacy, art and critical thinking. “We are very happy to bring our children here at the library so they can read a lot of books, see pictures
and play with the available toys. Their genuine smiles and laughter during the puppet show were priceless,” expressed Labitad. City librarian Luz Dumanon welcomed all the preschoolers, parents and teachers and toured them inside the library. She also let the children witness the dance presentation of a mascot named “BookBook.” “Our city library has a room for you children where you can read, see pictures and videos of stories and play with toys as well. Do come here more often and you are always welcome,” remarked Dumanon. Also, Maria Ruth Jugao, officer-in-charge of the Butuan CSWD encouraged the preschoolers from the different Day Care Centers to give more time for reading aside from playing. She further emphasized that children must be patient in doing school researches and to use books instead of relying in technology. “Every time you (children) are inside the library, you should respect others who are reading silently
and never make noise. The technology may be advanced but we should all remember that books are still more useful and it give us the value of patience in looking/finding for the answers to our school researches,” stressed Jugao. Meanwhile, representing regional director Abner Caga of the Philippine Information Agency (PIA) Caraga, deputy regional director Fryan Abkilan bared that the aim of the National Children’s Month is to recognize Filipino children as the most valuable assets of the nation and their vital role in nation-building. “In every society, there is much emphasis placed on the care and proper welfare of children. This is because children are obviously the hope of the future. Without them, the future of any society or nation would be questionable. After all, who would take over the reins of leadership if not the very same children that we have today? They are the ones that will continue our traditions or start new ones. Hopefully, they will

Lambigit Igsoon para sa Hiniusang Pag-uswag sa atong Katilingban (LIHUK) has begun its electoral education campaign for the 2016 national and local elections. LIHUK, which also means “act” or “move” in Bisaya, is a multisectoral network of concerned and active electoral advocates in Cagayan de Oro, with members coming from the church, academic institutions and non-partisan government agencies. LIHUK’s call is “Barug Kagay-anon alang sa Tiunay nga Piniliay” (Stand up, Kagay-anon, for truthful elections). Advocacies Xavier University’s Kristohanong Katilingban sa Pagpakabana - Social Involvement Office (KKP-SIO)
and the National Service Training Programs (NSTP) in all Misamis Oriental schools are active members of the network. NSTP classes encompassing CWTS, LTS and ROTC started their community involvement using the network’s module prepared in partnership with Simbahang Lingkod ng Bayan of Ateneo de Manila University, civil society organizations, religious groups and other academic institutions. The first phase of the fourphase module is Kwentuhang Bayan, a voters’ education trainers’ training, which seeks to increase voters’ awareness on local electoral issues. LAWMAKERS are calling for the stoppage of the collection of irrigation service fees, saying that it is the obligation of the State to provide the necessary and vital support services and assistance to farmers. Rep. Fernando L. Hicap (Party-list, Anakpawis), together with Reps. Neri J. Colmenares (Party-list, Bayan Muna), Carlos Isagani T. Zarate (Party-list, Bayan Muna), Emmi A. de Jesus (Party-list, Gabriela), Antonio L. Tinio (Partylist, ACT Teachers) and Terry L. Ridon (Party-list, Kabataan), filed House Bill 6224, otherwise known as the “Free Irrigation Services Act of 2015.” The bill seeks to amend Republic Act No. 3601, Presidential Decree No. 552 and Presidential Decree No. 1702. Hicap said irrigation is needed to increase the productivity of farmers, especially in the production of major staples such as rice and corn and is therefore

Genetically engineered (GE) salmon is not harmful to the environment and may even be beneficial, the Center for Science in the Public Interest (CSPI) says. “We agree with the Food and Drug Administration’s (FDA) assessment that the AquAdvanEtage salmon is safe to eat and is nutritionally equivalent to non-genetically engineered salmon,” it said in reaction to the go-ahead given to the human consumption of the fish. The decision “is an important test of the regulatory framework governing the
food and environmental safety of genetically engineered animals and crops,” the CSPI said in a statement issued November 19. “That the salmon’s safety has been affirmatively determined by the agency puts it in contrast to the genetically engineered crops on the market,” CSPI Biotechnology Director Gregory Jaffe said. “While the current crops grown in the U.S., too, are perfectly safe to eat, developers of GE crops have only been subject to the FDA’s voluntar y consultation process where the agency

After completing the seven week-long training as part of the module for of the AgRiDOC training, Arnaldo Bildua, 20, with seven years of farming experience, said the activity gave him a better understanding and appreciation of rice. Born in a typical farm family and the youngest among seven siblings, Bildua works for seed growers in Maligaya. During harvest, he is hired to help in the
drying, rouging, and processing of seeds but, most of the time, he is left with nothing to do. “I am encouraged to go back to farming. I realized that there is more money in farming, especially in rice,” he said. In the country’s rice granary, Bildua is one of the many students who were not able to pursue college education owing to lack of resources.

Guialani said that he also questioned the swift decision of the local CA, which did not give them (the complainant), a chance to orally argue and be entitled to hearing the case in court. “In response to the CA notice for us to comment on the granting of the 60day TRO, we asked the CA that we be allowed to orally argue our case in a hearing set for the purpose. The court denied our petition,” Guialani said. He said he filed a petition with the High Court to question the CA’s TRO and asked the Supreme Court to issue a TRO against the TRO of the CA. “The urgency of the issue would definitely compel the

He said that aside from the TRO, he also asked the Supreme Court to rule on the “writ of preliminary injunction” in order that the dismissal of Moreno from service could be made permanent and no longer contestable in court. “The TRO issued by the CA would extinguish after 60 days, while the TRO and the Writ of Preliminary Injunction of the Supreme Court is permanent,” Guialani said. Ombudsman Conchita Carpio Morales has approved the dismissal of Moreno on October 6, 2015 with Grave Misconduct for entering into a settlement agreement with Ajinomoto Philippines without prior authorization from the Sangguniang Panlungsod in violation of R.A.No. 7160 (The Local Government Code). The order of dismissal also penalized Moreno and City Treasurer Glenn Banez with perpetual disqualification to hold public office and forfeiture of all retirement benefits. Under the Ajinomoto agreement, the firm has paid only PHP 300,000 business tax out of the PHP 2.9 million business tax that the firm was supposed to pay to the city government. Ombudsman decision was a strong signal for them to take action. They did not. Moreno knows “power play.” He did his role splendidly while the side of Acenas, et. al, were simply sitting on the corner – comfortable of the power handed in silver platter. They said that they are not a party to the issue. And yet, they accepted the challenge out of fear that declining the offer would tantamount to dereliction of duty. The laxity on the part of Acenas gave Moreno the strength and the will to regain “lost grounds.” Acenas allowed Moreno to stay in the Office of the City Mayor although Moreno was already dismissed in the night on Nov. 12, 2015. In other words, the continued stay of Moreno at the Office of the City Executive means that Moreno was not actually dismissed. Thus, Moreno continues to exercise the semblance of power as the City Mayor of Cagayan De Oro. With the media within his beck and call, Moreno has effectively controlled the flow of information. Moreno knows the power of the media. He knows its weaknesses, too. Thus, he has continually gained sympathy while the Acenas camp was silent and numbed. The silence of the Acenas camp could have been misinterpreted as “acceptance” of all of Moreno’s pronouncements. Acenas lost in the war of public opinions! The Latin maxim: In pugnam imperare imperium, summam victoriae victor pollicis.
(In the fight to control power, an inch of victory means total victory), is very clear. This means that the physical removal of Moreno (no matter how brief) from his office at the executive building would have mean total victory for Acenas and the people of Cagayan De Oro City. Forgetting this fact proved to be a blunder to Acenas and his group. Anyway, who said somebody is hungry for power? Away from the city executive building, Moreno would have lost the illusion of power he wanted to allude to himself. As a result, the government agencies concerned, notably, the Department of Interior and Local Government (DILG) and the Court of Appeals (CA) would have noticed the difference. With Moreno out of the executive building because of the peoples’ popular acceptance of the Ombudsman order, the DILG and the CA would be forced to acquiesce to the voice of the people under the time-honored doctrine: “Vox Populi, vox dei” (Voice of the People, Voice of God). Then, the environment at the City Hall would have changed in favor of Acenas. However, it was the fatal mistakes of Acenas and his group that Moreno was able to effectively regain power. It was simple negligence and failure on the part of Acenas to see through the walls and cleared the smoke screens, thus, allowing Moreno to continually exercise the power that has momentarily slipped on his
hands. Now, everything is lost for Acenas and his group. Moreno has every reason to be jubilant. He knows that there would never be the next time anymore. After all, as Moreno described it, he has overcome the most “grueling event of his life” and “hope for the closure of the episode.” Moreno wants to forget what had happened. The GE salmon, essentially an Atlantic salmon, contains a gene from the Pacific Chinook salmon for its growth hormone. This growth hormone gene is active for only part of the year like in the typical Atlantic salmon. Another gene from the eel-like ocean pout allows the GE salmon to produce the growth hormone regularly. The GE salmon is likely to reach American supermarkets in two years, the time it takes for the fastgrowing salmon to reach
commercial size. Production will also be limited. AquaBounty Technologies, the company behind GE salmon, raises the fish in Panama from eggs produced in Prince Edward Island, Canada. Outside of these facilities, the GE salmon would require separate approvals before it is marketed in the United States. The approved Panama farm produces about 100 tons of fish a year, a small amount compared to about 200,000 tons of Atlantic salmon the United States imports each year. Instead of open farms in the ocean, AquaBounty raises the fish inland in two designated land-based and contained hatcheries with multiple barriers.
