Pantawid Program Brings Education Closer to Marginalized Families

Poverty is a universal problem that greatly affects a person’s way of life. It is one factor that hinders people to value learning, because first and foremost, eating square meal is more important than learning.

However, it is education that helps families to achieve a sustainable life.

This is what the government also believes, pushing it to provide programs to address poverty. For education sector, Pantawid Pamilyang Pilipino Program or simply 4Ps is implemented to help bridge the access of learning among marginalized families.

4Ps is a poverty allevia-

tion program, mounted during the time of then President Benigno Aquino. It is a human development measure of the national government, in the lead of Department of Social Welfare and Development, the social welfare and development monitoring body of the Philippine government.

In here, there is assistance or provision of monetary support to identified extremely poor families, which intends to attend to their immediate needs.

The support does not stop on giving the families with monetary assistance. Along with this support, DSWD requires these families to

invest in the health and education of their children.

These serve as the tools to break the intergenerational poverty cycle, for these families to improve their lives and eventually remove them in the list of extremely poor families, as this is the purpose of the program.

Published under the government’s official publication, the Official Gazette, this alleviation program is patterned after the condition cash transfer (CCT) schemes in Latin American and African countries, which have been successful in elevating millions of poor people around the globe.

4Ps operates in all 17 regions of the Philippines and is serving 1,484 municipalities. Individuals under

this program are identified through Listahanan or National Household Targeting System for Poverty Reduction.

For most families, 4Ps has given them the right start, a hope that someday they will be elevated from the stage they are in. It served as the foundation of their faith that despite the dark path, there is light nearby. The Pantawid Program is one successful government program which its results will testament. From the time that it has been implemented, a number of children coming from poorest of the poor families already graduated, which means that they can pursue higher learning, open wider opportunities and develop their lives.

Through the years, Department of Education conducts Scouting and encourages participation among girls and boys in schools. This is the reason why Boy Scouts of the Philippines, Girl Scouts of the Philippines or even Star Scouts for youngest ones are formed. So, what is really the purpose of this?

Fostering children to be the people they are ought to be in the future is not just an overnight work.

It takes a lot of teaching and communication plan,

memoranda, various monthly celebrations and several others, for making them is not just limited on teaching them their daily lessons but as well includes enhancing their skills and talents and embodying values which are of utmost importance.

Scouting is one of these activities. Celebrated usually every month of October, Scouting is a form of movement that aims to support young people in their physical, mental and spiritual development, that they may play constructive roles in society, with a strong

focus on the outdoors and survival skills.

During this activity, children are involved to different activities that develops them to be value-coiled individuals. As such, they are honed to be people for others, through allowing them to actively participate in activities that train them to be helpful in the community in the future.

It also equips them with knowledge about nationalism, that would teach them about being patriotic and responsible citizens of the country.

Scouting has been long conducted in schools, serving the role of equipping

children the right attitude.

It is as well helpful to develop them in order to be active and responsive in various occurring situations. Children need this Scouting activity and it is just proper that it should be continued. School administration should just ensure the safety and security in Scouting. In doing this, involving parents, local government units and private sectors is required. As the maxim goes, “it takes a village to raise a child.” In other words, it requires a whole community to develop a child to be an entity he ought to be.

It is but overwhelming to know that Department of Education has expanded its venues to deliver quality education. The implementation of K to 12 Basic Education system elevated Philippine Education and as well helped in addressing what was lacking that affects the learning of Filipino students.

One thing that K to 12 brought is the improvement of the method in educating youngsters that belong to different ethnic groups. True

that before, these students have experienced triple the hardships of an ordinary student could encounter. Aside from the kind of environment, communication is the very first struggle of a student belonging to an ethnic group because first and foremost, he has to master and learn English and Filipino which are the medium slated in educational materials.

It is just to be thankful for that Mother-Tongue Based Multi-lingual Education or

MTB-MLE has been introduced. It is because in this system, there is a so-called transition. Students are taught Filipino and English languages through their own dialects.

Basic lessons are also taught through Mother Tongue.

Thus, it further promotes fast-paced learning among students.

Another point to be grateful about MTB-MLE is that it pushed several initiatives.

Department of Education has started working on translating educational materials to different dialects, which

are as well very useful.

Moreover, this program has recognized the different sub-cultures that Philippine Ethnic Groups has, allowing for a clearer understanding of one’s identity and giving utmost importance to the Culture and traditional practices.

Giving basic things a priority is a key towards learning more complex lessons. It is the thought that was ignored in the past years, and MTB-MLE has been an instrument to address and realize this.

“At the DSWD, we will also set a new vision: we envision all Filipinos free from hunger and poverty, have equal opportunities, enabled by a fair, just, and peaceful society. We are one with the Filipino people.

Our vision is a vision for all of us. And because we have a new vision, so will we also carry a new mission: the DSWD will spearhead social welfare and development programs with government agencies, partners, and the Filipino people. The DSWD will serve as the voice of the people in the government, able to articulate their welfare and development needs, and provide substantive policy inputs for the government’s achieve poverty reduction plan,” said Sec. Taguiwalo.

Sec. Taguiwalo said that the department’s vision and the way to achieve it will be based on actual people’s needs.

“We will execute our social protection mandate not just through cash transfers, but with policy alternatives for the well-being of the people.

Senior High School’s role in producing real life-ready graduates

K to 12 Basic Education, as currently the system which the country is following, has introduced several new methods in teaching in at aim of enhancing skills and capabilities of the country’s manpower.

The creation of Senior High School program as the finale of K to 12 is one good example. It allows graduates to be great and good help in their respective community. As

everyone could observe, this program offers specializations or tracks like the areas of academic, sports, arts and design and several others.

In time that a student could choose his field of specialization, he will be trained and equipped with learning that gives focus to that field. In this way, even during his basic education years, a student already has an idea on his main interests paving way to determining what program course that

organization, too, should be resilient. We will improve the welfare of the DSWD workforce. We will exercise due diligence to ensure that MOA workers and Job Order (JO) workers are given the dignity of labor. They must receive benefits due their work. I want to see emerging leaders in the DSWD. We have to propagate our expertise to the younger social welfare professionals in our department,” she said.

IMPACT ASSESSMENT The welfare head also said that under her leadership, DSWD will conduct an impact evaluation of its social welfare programs.

“We will develop our research agenda to meet this end. We have been burdened with routine work that we have forgotten to measure our impact on the lives of our people.

We need to see the concrete impact of the supplementary feeding, social pension, educational assistance, and other programs. What we want is to make sure that our collective efforts have meaning in the struggle against poverty of the Filipino people – that none of our time, efforts, and resources are going to waste or not being maximized. We are in the DSWD to serve the poor – we have to make sure that we are performing this duty without fail,” she said.

Mon Isberto stressed that teaching ICT subjects is not enough, and that teachers and students should use ICT tools to enhance learning.

Smart has partnered with the Community of Learners Foundation and tech startup OrangeFix to develop the Batibot mobile application, which can be downloaded for free on Android devices. Created in response to the lack of localized educational content for kids, this is first app in Filipino aligned with the kindergarten curriculum of the Department of Education.

Smart has also been donating mobile digital laboratories to public schools all over the country. The TechnoCart is a 2x2 ft cart containing 20 tablets for students, as well as a laptop, projector, and mobile WiFi for the teacher. Each tablet is preloaded with the Batibot app.

Meanwhile, the School-ina-Bag is a backpack donated to schools in remote areas, especially those without electricity. It contains a solar panel for electricity, a laptop, tablet, mobile phone, pocket WiFi, LED TV, and learning modules.

Since June 2015, 30 TechnoCarts have been donated by Smart and partner organizations and individuals, while around 20 School-in-a-Bag units will be turned over by the end of the year. School recipients of these digital learning packages have reported heightened interest and improved skills among students.

Furthermore, as we all know, overcoming unemployment is a big leap in solving the poverty cycle the country is suffering.

Currently, Globe Telecom has a cell site backlog of around 3,000 sites owing to difficulties in securing permits from various local government units, homeowners associations and other government agencies, that cause considerable delay in the construction of such facilities, said Genio. According to him, at least 25 permits are needed to put up one cell sites and the permitting process takes at least 8 months to complete barring major concerns from various agencies.

He stressed that construction of additional sites is critical in improving internet services in the country, pointing out that this will provide more bandwidth for local internet users.

While some special interest groups have proposed for the adoption of open access model in the Philippines, Genio emphasized that such policy is good only for mature economies with good infrastructure investments. The open access model allows the sharing the physical infrastructure across multiple operators which can contribute significantly to improving cost effectiveness.

In the country, however, such model should be applied only in industries where players contribute infrastructure investment on a reciprocal basis. “The problem is congestion because of disproportionate number of cell sites versus traffic. Tower sharing will not alleviate congestion as current sites are in same locations. Tower co-location will not solve anything if we maintain same number of cell sites; rather, we need to build more sites,” Genio emphasized.

To improve cell site per user density in the Philippines, the government needs to prioritize infrastructure builds for the telco industry.

The government, particularly at the local level, should simplify the acquisition process for cell sites and rationalize permitting process including tower fees, he said. He also said spectrum management and monitoring by the National Telecommunications Commission is also important. “Spectrum alloca-

tion is a function of site density in order to serve customers effectively. Spectrum must not be left in the hands of private companies that do not use it to benefit consumers,” he said.

Genio said Globe also supports an update on the country’s ICT strategy and plan including the development of a national broadband plan to improve delivery of government services; promote process efficiencies for public service and provide WiFi services in public areas and internet connectivity in public schools. The company also supports calls for an amendment on existing laws as the Telecom Policy Act of 1935 and Republic Act 7925 or the Public Telecommunications Act of 1995 to reflect 21st century requirements and enable rationalization of the management, allocation or assignment of radio frequency spectrum in a manner that is transparent, fair, and economically efficient and effective, he added.
