Beware of taxi drivers’ ‘spraying’ modus -- LTFRB

CAGAYAN de Oro City-The Land Transportation Franchising and Regulatory Board in Region 10 (LTFRB-10) has warned commuters to be alert when boarding taxicabs, following reports of taxi drivers who are employing toxic “spraying” to take advantage of their passengers.

LTFRB-10 acting Regional Director Aminoden Guro said there were already two complaints that were lodged to his office by woman-passengers who said they almost fainted after some kind of “spraying” were done while they were onboard separate taxis.

The first case was registered in September and the complainant brought the case to the court because the owner of the taxi is a policeman and the police station where he lodged the complaint allegedly did not take action on her complaint.

GENERAL Santos City-Police have stepped up their security preparations in line with the upcoming Christmas festivities here and other parts of Region 12.

Sr. Supt. Debold Sinas, deputy regional director for administration of the Police Regional Office-12, said Monday they are currently finalizing their comprehensive security plan for various activities related to the Christmas season.

He said local police units were required to craft their own detailed security and deployment plans to ensure peaceful and secure holidays in the area.

“The security plan for the Christmas season will be implemented starting Dec. 1,” he said in a media forum.

Moro filmmaker invites Duterte to watch ‘the greatest Marcos horror story never told’

DAVAO C it y – – Mu lt i awarded Moro filmmaker Gutierrez “Teng” Manganskan is inviting President Rodrigo Duterte and the Marcos family to watch his film, “Forbidden Memory,” on the 1974 Malisbong Massacre committed under martial law, dubbed “the greatest Marcos horror story never told.”

Mangansakan invited the President through a short letter posted on his Facebook wall, in response to the President’s statement in Lima, Peru that he was “just being literally strict”

about following the law to allow Marcos to be buried at the Libingan ng mga Bayani (Heores’ Cemetery), and that “whether or not (Marcos) performed worse or better” as President, “there is no study, there is no movie about it. It’s just the challenges and allegations of the other side which is not enough.”

Marcos was elected President in 1965. At that time, the Constitution provided for a four-year term with only one reelection. Marcos was reelected in 1969 and was supposed to end his

second and last term in 1973 but he declared martial law in September 1972 and was ousted in February 1986.

Within the 14-year dictatorship, human rights violations were rampant, poverty was widespread but the Marcoses and their cronies lived lavish lifestyles.

The Marcoses were ousted by a People Power revolt in February 1986.

“Come and watch” Several books, documentaries, songs, and films have been made on the martial law years, the latest of which is Mangansakan’s “Forbid-

den Memory” film.

“I made a film on the Martial Law and how it resulted to the genocide of more than 1,500 men, women and children in Palimbang, Sultan Kudarat province. It’s called Forbidden Memory and it premiered last night in Cinema One Originals Film Festival,” Mangansakan wrote Duterte.

He also listed the screening times of the film: November 20 at Cinematheque Manila at 11 a.m. and at Trinoma at 2:30 p.m; November 21, at the Gateway Cinema I at 9 p.m. and November 22 at the Glorietta Cinema 1 at 5 p.m.

“I am inviting you to come and watch,” Mangan-

sakan said, adding a postscript: “Bring Bongbong, Imee, Irene and the rest of the Marcos clan.”

Bongbong is Ferdinand Marcos, Jr., the only son of his namesake and mother Imelda, a former Congressman, Governor and Senator who ran for Vice President in May but lost to Leni Robredo; Imee is eldest daughter, now Governor of Ilocos Norte; and Irene Marcos-Araneta, the youngest.

Staff of the Armed Forces of the Philippines (AFP), Lorenzana said that in compliance with the President’s verbal order on July 11 “to implement his election campaign promise” to have the remains of Marcos buried at the Libingan ng mga Bayani (LNMB or Heroes’ Cemetery), “kindly undertake the necessary planning and preparations to facilitate the coordination of all agencies concerned specially the provisions for ceremonial and security arrangements.”

“The answer was fury” The September 1974 “Malisbong Massacre” has been memorialized in Mangansakan’s documentary feature, “Forbidden Memory,” which had its world premiere at the Gateway Cinema in Quezon City on November 18.

“Forbidden Memory” is one of three documentary features out of 10 entries to the Cineme One Originals Festival that started on November 14 and will end on November 22.

The film’s synopsis says Forbidden Memory “summons remembrances and memories of the fateful days in September 1974 when about 1,000 men from Malisbong and neighboring villages in Palimbang, Sultan Kudarat province, were killed while 3,000 women and children were forcibly taken to naval boats stationed nearby where they encountered unspeakable horror. The genocide and atrocities were perpetrated under the dark years of the Martial Law regime of Ferdinand Marcos.”

‘Pinoy Aquaman’ to swim Canigao Channel CEBU City––Open water marathon swimmer and environmentalist Ingemar “Pinoy Aquaman” Macarine will attempt to cross the 17-kilometer Canigao Channel on Sunday, November 20.

The 40-year-old lawyer and triathlete who hails from Surigao City will swim non-stop and unassisted from Lapinig Island, Carlos P. Garcia town in the province of Bohol going to Maasin City, Southern Leyte.

Macarine hopes for a good weather this weekend so he can push through with the Canigao Channel swim.

Macarine, who recently swam the Gilutongan Channel in Cebu last September, is doing open water swims to promote cleaner seas,

climate change awareness and environmental tourism as part of his lifetime advocacy.

The swim this Sunday will be his 21st open water swim in the country.

According to Steven Munatones, founder of World Open Water Swimming Association, Ingemar is one of this year’s nominees for the World Open Water Swimming Man of the Year.

“This honors the men who best embody the spirit of open water swimming, possess the sense of adventure, tenacity and perseverance that open water swimmers are known for, and have most positively influenced the world of open water swimming in calendar year 2016,” he said.

The nominees include

Pa, 50K for ‘info’ of the missing son

CAGAYAN de Oro City-The father of the 49-yearold person who remained missing since October 23, 2016 raised PHP 50,000 bounty for “information” of the whereabouts of his son.

Enrique Fernandez, Sr., reiterated his call Monday to any person who could provide any information that could lead to the whereabouts of his “missing son” - dead or alive.

“The family was raising PHP 50,000 for any information that could pinpoint the whereabouts of Enrique Fernandez, III, who remained missing for almost a month now,” the elder Fernandez said.

He said that five policemen who were suspected

of abducting the younger Fernandez were now imprisoned at the city jail here for crimes involving kidnapping and carnapping.

Charged were Pol. Senior Insp. Ereneo Ramirez, Sr. Pol. Officer 2 Jojo Lim, Sr. Pol. Officer 1 Alaindelon Tacubao, Pol. Officer 2 Alejandro Ubanan, and Pol. Officer 2 Sangkula Hussein, all members of the Cagayan De Oro City police.

The National Bureau of Investigation (NBI) has filed the charges here after witnesses identified them in the footage of the Closed Circuity Television Camera (CCTV) as responsible in the abduction of Fernandez last Oct. 23, 2016.

The five policemen, initially denied the accusation and maintained that they have reportedly “sent Fer-

nandez home.”

The elder Fernandez, however, said that contrary to the declaration of the policemen, his son had not gone home - not even to their known relatives here and elsewhere.

“Knowing our pain and anguish, our son would have already gone home or sent a message about his whereabouts by this time,” the elder Fernandez said.

He said that “our family, friends, and relatives was already apprehensive of what really happened to our son, but whether he was alive or not, we want to know where he is.”

Fernandez said that “if our son was already dead, the family wants to locate him so that his body could be retrieved and given a decent burial.”

‘Pinoy Aquaman’ first to cross Canigao Channel

CEBU City––Endurance swimmer Ingemar “Pinoy Aquaman” Macarine did another first by crossing the 17.1-kilometer stretch of Canigao Channel from Bohol to Southern Leyte.

That president can then act swiftly and effectively to remedy all the problems of this country, allowing the realization of the dream of many for this nation to be great again!

Clearly, a robust and educational discussion of secularism in government is warranted.

Of course, there is that popular push to open industries in our economy to foreign ownership to make the country more enticing to investors. If this eventuates, it is plausible to imagine esteemed institutions such as Harvard and Carnegie Mellon establishing a campus in Marawi or Cagayan de Oro. Would having these world-class universities setting shop in regions outside of Metro Manila be a fulfillment of the mandate in Article XIV, Section 1?

That the State shall protect and promote the right of all citizens to quality education and shall take appropriate steps to make such educa-

tion accessible to all.

Clearly, a robust and educational discussion on the further liberalization of sectors in our economy such as education, media, and advertising is warranted.

Then there is this confusion in our national language in Article XIV. Section 7 provides that, “For purposes of communication and instruction, the official languages of the Philippines are Filipino and, until otherwise provided by law, English.” To complicate matters further, it also directs that, “The regional languages are the auxiliary official languages in the regions and shall serve as auxiliary media of instruction therein.”

In sum, we have one national language, which is Filipino, but we also have two official languages, which are Filipino and English.

And as far as I know, no law has ever been passed to remove the status of the latter as such. In fact, until

now the language of government, of legislation, and of the courts in the Philippines is English.

Then we also have auxiliary languages or regional dialects that are contemplated to function as a third level means of communication within the regions where they are spoken. Hence, there are technically over a hundred auxiliary languages operating all over the country.

When set against reality, this neat arrangement of Philippine languages does not really stack up. The fact is most Filipinos commonly relate with English because it is still the official language used by the state. Moreover, the usage of Filipino as the language of the nation could be suspect because it is basically a Tagalog clone.

And hence it is very rarely spoken by nationals outside the Tagalog region.

Is the Philippines really a Christian country in word and in deeds I am in a quandary as to whether to believe or not to believe that we really are Christians in words and in deeds. If we really are, why should, we cannot forgive our enemies, especially the deposed late Dictator Ferdinand Edralin Marcos. Why should we not allow him to be buried in the “Libingan ng Bayani,” pursuant to the Landmark Decision of the Supreme Court.

Friends, if we really are Christians, why should we register our vehement opposition for the burial of the late President Ferdinand Edralin Marcos at the “LIBINGAN NG BAYANI.” That’s not fair. It is an unchristian way of living our lives. We have to remember that God is the one keeping the score. He is in control.

And when we bless our enemies, we will not lose anything. God will always make it up to us. When Jesus was nailed to the cross, he said: “Father forgive them for they know not what they are doing.” If we really are Christians in words and in deeds, we should have to keep His immortal words in our hearts and minds.

Let us all remember that through the administration of the late Dictator Ferdinand Edralin Marcos, we have the Maharlika Highway from Luzon to Mindanao; we have the San Juanico Bridge that connects the Province of Leyte and Samar, Bridge that connects Mandaue City and Lapulapu City, we also have the Heart Center of Asia, the Lung Center and the Kidney Center where many of our poor brothers were treated without distinction, almost free of charge and, now, it is being commercialized.

We have Folks Arts Theater, International Convention Center and other infrastructures of great importance and value, which are being used by the Filipino people up to now.

Was Cory’s dog more sacred than President Ferdinand Edralin Marcos buried in the “Libingan ng Bayani” without our objection whatsoever. Would it not be devoid of logic and common sense? What kind of Christians are we in that manner if we are such that cruel to him who died long time ago?

During his administration, we were one of the riches countries in Asia, second only to Japan. Nobody from our neighbors can dared challenged even the People’s Republic of China. We have the Blue Diamond, the best pilots in the world. After him, where are we now in economic and military power? We are like mendicant accepting military vessels and armaments that are already obsolete from friendly countries.

MASSACRE SITE, Amp atu an , Mag u i nd an a o (MindaNews/21 November) — Editha Tiamzon’s eyes welled up with tears as she stepped into a fenced plot at a hill in Sitio Masalay of Barangay Salman here where white headstones stood in remembrance for the 58 people who died in a gruesome massacre seven years ago.

The site was one of the

two spots where the remains of some of the victims, 32 of whom were media workers, were found hours after the Nov. 23, 2009 killings.

Editha, widow of victim UNTV driver Daniel Tiamzon, visited the site for the first time on Sunday afternoon along with around 80 family members and colleagues of the slain journalists to commemorate the seventh year of the carnage.

“Napakasakit. Bumabalik sa akin ang mga alalala at nakikita ko ngayon kung gaano ka-brutal ang nangyari (It’s very painful. The memories were coming back and I can see now how brutal it was),” she said.

Mrs. Tiamzon, whose family is based in Metro Manila, finally agreed to visit the site after setting it aside these past years due to some concerns from her family.

She joined a convoy from General Santos City, where some of the slain journalists hailed, to the massacre site to also retrace the events that took place during the incident.

The group held a mass,

lighted candles and offered flowers at the headstones that carried the names of the victims.

The visit was part of the ongoing commemoration of the seventh anniversary of the infamous massacre, which had been dubbed the single deadliest event for journalists in history.

The activity was organized by the National Union of Journalists of the Philippines (NUJP) and the Justice Now Movement, which is composed of the relatives of the massacre victims.

In his homily, Passionist priest Fr. Rey Carvyn Ondap scored the country’s “compromised” justice system for the long-drawn trial

of the massacre’s alleged masterminds led by members of the family of the late Maguindanao governor Andal Ampatuan Sr. “After seven years, this is no longer an Ampatuan massacre. This is a judicial massacre,” he said.

He noted that while the “Ampatuan kingdom” in Maguindanao is “gone already,” justice remained elusive for the victims due apparent lack of “delicadeza” of those running the justice system.

The priest cited reports of maneuverings and manipulations of court proceedings as well as some rulings through supposed payoffs.

Ondap urged colleagues and the families of the victims to remain united and not lose hope in their continuing quest for justice even if it would take years or centuries.

He said everything in this world is temporary and “God will give us justice when we all face Him in heaven.”

“It should console us that someday, somehow, Christ — who rules everything — will give justice for this,” he said.

Fortifying the initiatives to focus attention on organic agriculture and encourage its adoption, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Agribusiness and Marketing Assistance Division staged the 3rd Regional Organic Trade Fair (ROTF) on November 18-20, 2016 at SM City Mall, in the city of Cagayan de Oro. This activity is in observance of Proclamation No. 1030, declaring the month of November of every year as the Organic Agriculture Month. Leading the ROTF opening is Carlene C. Collado, regional director of DA-RFO 10, who underscored that the trade fair is aimed to promote organic products and to showcase other value-adding and product innovations produced from the region. Likewise, he accentuated that it does not only serve as a venue for the visiting public to patronize organic products, but more crucially, to protect the wellness of the farmer-producers, consumers and the environment, alike. Further, Dir. Collado encouraged the exhibitors in attendance to have their farms and/or products be certified as organic, that is, undergo the scrutiny of a third-party organic certifying body, as this will translate in ensuring the integrity of their produce, which largely forms part in enticing patrons. During the event, the shoppers had the opportunity to witness, buy and taste the products of the 23 exhibitors, coming from the private sector and the local government units throughout the region, where they featured locally grown and processed agricultural and fishery products, including fresh fruits and vegetables, herbs, coco sugar, coffee, juice, dairy products, processed meat and poultry products, ornamental plants, animal feeds, planting materials and fertilizers through the conduct of product promotion, demonstrations and food tasting. # (JLOlson, DA-RFO 10)

SSS seeks to ensure no legal impediments to the P2,000 pension increase

The Social Security System (SSS) is working on ensuring that there are no legal impediments to the P2,000 pension increase, which it aims to implement in two tranches.

The proposed implementation will preserve the sustainability of the fund by SSS’s efforts, in addition to its proposed legislative interventions.

Representatives from SSS, headed by Social Security Commission Chairman Dean Amado D. Valdez, attended the hearing on the P2,000 pension increase by the House Committee on Government Enterprises and Privatization chaired by North Cotobato 1stDistrict Representative

Jesus Sacdalan on November 15.

During the discussions with the committee members, Valdez requested the committee to pass a resolution, instead of a bill, providing for the implementation of the pension increase to avoid the “legal challenge based on the principles of non-impairment of contracts.” The pension fund is obligated to pay the social security benefits of its members and beneficiaries in times of covered financial contingencies such as sickness, maternity, disability, retirement and death.

Agas shares Dean Valdez’s concerns on the “constitutionality” of a bill that would appropriate SSS funds which are private in nature, and which are already obligated to finance the benefits of currently contributing members. “We need to consider its [pension increase] impact from an actuarial and financial perspective as well as from a legal standpoint,” he said.

In the same hearing, SSS also presented the option of increasing the benefits of SSS pensioners in two stages: the initial P1,000 across-the-board pension (ATBP) increase to

be given in 2017, and the remaining P1,000 ATBP increase taking effect in 2022 or earlier.

“Implementing the pension increase on a staggered basis will help cushion its financial impact on the SSS fund. It will also provide SSS some leeway to shore up its funds by enhancing its generation of revenues through improved collections and innovative investment activities as allowed by law,” Dean Valdez said.

Dean Valdez is currently in Peru as part of President Rodrigo Duterte’s delegation to the Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit. He will have discussions with social

Is it really necessary to have just one national language?

Given the richness of our linguistic heritage, a robust and educational discussion on this matter is definitely warranted.

The truth is, we need to be asking more questions like those mentioned here. All Filipinos should make the effort and look for them in the text of the 1987 Constitution. And I think it would be wise for the Duterte administration to facilitate this constitutional analysis through a nationwide public consultation process.

For Filipinos to undergo this civic exercise is extremely critical because they must be actively and directly involved in the drafting process. Note that constitutional revision or charter change or whatever it may be called, is fundamentally a nation rebuilding effort. Therefore, Filipinos must be prepared to present intelligent and coherent proposals as to what the new constitution should contain regardless if the mode chosen is ConCon or Con-Ass. Let me be clear now that participating in this debate between Con-Con or ConAss is still very important.

But we also must recognize that save for a few proven patriots, both chambers of Congress have shown their potential to be a rubberstamp of the administration.

And worse, the recent decision of the Supreme Court in the Marcos burial case has revealed the true colors of this once noble institution.

Therefore, it is absolutely imperative that Filipinos be extensively involved in the drafting process as well as to intently monitor the drafting body, be it a ConCon or a Con-Ass. Let us bear in mind that if Cha-Cha does push through, this is another chance for us to make a better Philippines.

Nelson Alonto-Sarapuddin was successfully reelected, last Saturday, during the 1st NMR4 Convention and Anniversary, bringing together a total of four celebrations – his reelection as governor, the very first convention for NMR4 and the first anniversary of the chartered region which also serves as the birthday of Sarapuddin on that very same date, November 19.

The multiple daylong celebrations at Pearlmont Hotel in Cagayan de Oro City was anchored on the theme Eagleism: To meet the challenges of today and beyond.
