Soldier rejoins family after 132 days in captivity

SUGBONGCOGON, Misamis Oriental––The New People’s Army (NPA) released Friday (November 20) an army soldier they held for 132 days as prisoner of war (POW) after his captivity in Gingoog City.

Duterte orders a more strict security checks in all vehicles entering Davao city

DAVAO City--Mayor Rodrigo Duterte ordered a more strict security search in all vehicles entering the city.

He stressed there is a clear and present danger with the occurrence of the latest blast.

“I have to protect the community, so I must order the search of everybody,” Duterte pointed out.

He revealed two angles being pursued by investigators to shed light on the van blast that happened two days ago at Eco-West Drive.

Duterte said one angle is the strict campaign of the city against illegal van terminals while the other is the Moro insurgency, with the arrest of one Abdul Manap Mentang, allegedly

a top leader of the Moro Islamic Liberation Front who was implicated in the Valentine’s Day bombing at the gate of the Davao Overland Transport Terminal in 2005.

Duterte underscored the difference in the identity of the Mentang that was arrested recently and the one who was identified and linked earlier to the Valentine’s Day bombing.

He said the fingerprints of Mentang and the one arrested earlier and was linked to the Valentine’s Day bombing must be compared to know the distinction.

Duterte said the two suspects look different based on the photos given to him on the person earlier arrested and the one recently arrested in Pigkawayan, North Cotabato.

Duterte said he doubts

the involvement of the second Mentang who was arrested recently.

“Let me first find out the truth because it is not good to put anybody to prison for something he has not done,” he said.

Duterte said the latest arrested suspect must be released if he is not the real perpetrator.

He also urged the Moro Islamic Liberation Front or anyone responsible for the van blast to stop it.

Duterte said the two theories were presented to him by the police.

He hoped that the MILF hierarchy listens as he sorts out the truth about the latest person arrested for the Valentine’s Day bombing

incident in 2005.

“If he is not the one, I will personally request for his release,” Duterte said.

Security forces in Cotabato prepare for May 2016 polls C

OTABATO City––Military and police forces have stepped up efforts to address rising cases of violence in Cotabato City and neighboring areas in preparation for next year’s general elections.

In a summit Thursday with other security sectors, MGen Edmundo Pangilinan, commander of the 6th Infantry Division, emphasized the need to be prepared and not just react to a situation.

The summit case in the wake of bombings in Cotabato City and Kabacan and

Matalam towns in North Cotabato which hurt a total of 11 persons in the past six days.

“Our guiding principle is we must be prepared for all possibilities and not only reactive to a situation,” Pangilinan told regional security officials Wednesday.

Three bombing incidents last week left four persons, including two soldiers, injured.

Colonel Ranulfo Sevilla, commander of the 5th Army Special Forces Battalion, cited the case of a certain Ruben Montes, an alleged ring leader of a gun-for-hire group, who was said to be out to get back at government forces.

ity, two men, also riding tandem on a motorbike, fired an M-79 grenade toward a military truck loaded with soldiers patrolling Sinsuat Avenue, leaving two infantry men and two civilians hurt.

Sevilla said Montes was the primary suspect based on Army and police intelligence information.

He said members of illegal drug syndicates are also among the suspects after the Army dismantled illegal drug dens in the city the past week.

Imagine you’re in school and your teacher gives your class a really hard test.

You’re scared and nervous because you didn’t study. But then you see the smartest girl in the class is sitting right beside you and you can clearly see her paper and all her answers.

What would you do?

Probably everyone has a chance to cheat and be dishonest at some time. In fact, many of us are tempted every day to cheat or do something wrong—like the famous sprinter from Canada named Ben Johnson.

In the 1988 World Olympics, Ben Johnson won the gold medal in the 100 meter dash. He finally beat his #1 rival, Carl Lewis. However, the very next morning Johnson lost his medal!

Medical tests showed that he had cheated by using strong drugs and steroids to build his muscles for the race. So Ben Johnson’s gold medal was awarded instead to Carl Lewis only one day after the race!

We may think that cheating doesn’t hurt anybody and that it can only help us, but it’s a lie. Cheating always steals something from the other person that rightfully belongs to them.

It doesn’t matter if it’s cheating on a school test, in sports, or stealing money and possessions. Whether it’s breaking the law, not paying your full taxes owed to the government, or cheating and being unfaithful to your wife or husband. But cheating is just not smart.

We not only hurt and steal from that other person, but we cheat ourselves! We become the biggest loser.

And once we start cheating, it’s very hard to stop.

New school building soon to rise in Siargao Island DEL CARMEN, Surigao del Norte--Students and residents of Del Carmen in Siargao Island, Surigao del Norte cannot hide their joy and excitement during the groundbreaking event held November 05, 2015 at the campus of Surigao State College of Technology (SSCT) here.

A one-storey two-classroom school building will soon rise in this part of the island. The Philippine Long Distance Telephone (PLDT) company has bankrolled the construction of the new school building that will house high school students who shared classroom space among college students of the school.

She resonated the call to leave the IPs to resolve their own conflicts, and to find and identify solutions of issues affecting them and their ancestral domain.

The national government through the Department of Justice (DOJ), however, is investigating incidents of IP killing including the reported mass evacuation of some IPs and the holding of IP evacuees in evacuation centers.

ARMM passes law creating the Regional Darul Ifta MARAWI CITY, Lanao del Sur--Autonomous Region in Muslim Mindanao (ARMM) governor has approved a legislation that establishes a regional religious authority in the ARMM to help address contemporary issues and challenges faced by Filipino Muslims.

Governor Mujiv Hataman signed into law Muslim Mindanao Autonomy Act (MMA) No. 323 or An Act Creating the Regional Darul Ifta’of the Autonomous Region in Muslim Mindanao.

The law institutionalizes the Darul Ifta or the Islamic advisory council in the region.

ARMM’s Regional Legislative Assembly House Speaker Datu Roonie Sinsuat, members of the region’s legislative assembly and some religious leaders (muftun) from different provinces of the region attended the signing.

The RDI shall be primarily responsible for the promulgation and issuance of legal opinions (fatwa per-

taining to Muslim personal laws and jurisprudence pursuant to Article VIII, Section 20 of Republic Act 9054 or the act strengthening and expanding the organic act for the ARMM. They will also advise and serve as consultant to the regional government of the ARMM and the RLA on matters pertaining to Islamic laws, jurisprudence and ecclesiastical matters and serve as the “religious guide” of ARMM leaders, bureaucrats and profession-

als, including those in the local government units.

G ove r nor Hat aman said they have earmarked P5-million for the initial operation of the RDI from the unexpended fund of the Office of the Regional Treasury (ORT) and its succeeding annual budget will be provided for in the Local Appropriations Act. He reiterated that the creation of the RDI will help unite all the Bangsamoro in the region and will boost good governance in the

region.

For his part, Speaker Sinsuat said, “This office will recognize rights and wellbeing of the Bangsamoro due regard to their beliefs, customs, traditions and institutions, and further ensures their contribution to the regional government’s goals and aspirations.”

The MMA 323 also calls for the establishment of RDI provincial offices in each of the five component provinces of the ARMM. The provincial office shall be

headed by a Provincial Mufti who shall be selected from among the resident Ulama in the particular province.

Dr. Aboulkhair Tarason, regional grand mufti, said they will work, collaborate and cooperate with the international, national, regional and local bodies on matters of mutual interest and benefit, such as halal businesses, marriages, hajj (pilgrimage), professional engagement, intellectual exchange and academic discourses. ZAMBOANGA City––The City Health Office is coming up with enhanced programs to address the problem on high malnutrition rate in 10 of the 98 barangays even as generally children nourishment registered 1.3 percent improvement this year in this city.

Dr. Rodelin Agbulos, city health officer, on Friday told the Philippines News Agency that the enhanced nutrition programs will be implemented starting January next year.

Agbulos said part of the

programs is to strengthen the “nutrition on wheels” to educate the residents on the proper nutrition to include the preparation of nutritious food for the family.

Agbulos said malnourished children will be registered at the health centers “so that they can be properly attended” while pregnant mothers will be required to visit weekly the high risk pregnancy clinic.

The clinic is jointly manned by local health office personnel and the lo-

cal chapter of the Philippine Obstetric and Gynecologic Society.

“We believe that healthy pregnancy will result to delivery of healthy babies,” Agbulos added.

He said the 10 barangays with high malnutrition prevalence rate are La Paz, 13.87 percent; Upper Calarian, 13.59 percent; Cabaluay, 11.86 percent; Cacao, 11.11 percent; Mangusu, 10.76 percent; Maasin 9.97 percent; Lubigan 9.91 percent; Sibulao, 9.69 percent; Sangali, 9.56 percent; and, Buenavista, 8.58 percent.

Most of the 10 barangays are far-flung areas which Agbulos attributed the high malnutrition rate to the lack of information and

health facilities as well as insufficiency of barangay nutrition scholars.

The barangay nutrition scholars are personnel the government has employed to implement the nutrition programs in the barangays.

Agbulos said stress and dependence on fast food by the residents are among the contributory factors why barangays near the city proper have high malnutrition rate.

Generally however, Agbulos said the prevalence of malnutrition of this city declined by 1.3 percent to 3.4 percent prevalence rate this year compared to the 4.7 percent last year. A report from the Philippine News Agency

CBCP lists 15 ways to fight climate change

WITH Paris Summit just around the corner, the Philippine Catholic bishops offered some ways for the people to implement and initiate a big change that could save the planet.

These are 15 concrete steps to combat climate change which, according to experts, is already starting to worsen.

Magnitude 4.5 quake jolts Davao A magnitude 4.5 earthquake jolted the province of Davao Occidental on Friday, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

In its bulletin, the agency said the tremor occurred at 10:07 a.m. with its epicenter traced 193 kilometers southeast of Sarangani in Davao Occidental. PNoy signs Pagasa modernization bill

THE country’s weather bureau gets revitalized as President Benigno S. Aquino III signed into law Republic Act 10692 or An Act Providing for the Modernization of the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), Providing Funds Therefore and for Other Purposes, last November 3, 2015.

The law compels the weather bureau, an agency under the Department of Science and Technology (DOST), to modernize its technological operational capacity and strengthen its role as the premier national weather agency to attain its

vision as a center of excellence for weather-related information services.

The modernization will cover PAGASA’s modernization of its physical resources and operational techniques, which shall entail the acquisition and/or upgrading of state-of-the-art instruments, equipment, facilities and systems, with emphasis on weather and flood monitoring and warning system and agro-meteorological observation system to strengthen services for agriculture and food security.

It will also enhance its research and development capabilities and establish regional weather service

centers as well as the DOSTPAGASA data center, which shall include the centralization of the different technical outputs including data and statistics derived from the PAGASA operations and systems.

A regional and international cooperation program will also boost the agency’s collaboration with relevant international bodies and government institutions to complement its modernization efforts.

Aside from these, it will enhance weather data collection and information dissemination, which aims to develop and use effective weather information

method using local dialects, non-technical terms and familiar graphical presentations to ensure a laymanized delivery of hydrometeorological information for greater public awareness and to draw appropriate response for disaster risk reduction.

Also included is the creation of a human resource development program and development of a new salary scale and additional incentives for its personnel. Likewise, it will enable scholarship programs for undergraduate and graduate studies to sustain the needed number of experts in meteorology and other

related fields.

Modernization funds Initially, the amount of P3 billion, which shall be taken from the National Government’s share in the gross income of the Philippine Amusement and Gaming Corporation, will jumpstart the modernization plan. Two years after the effectivity of RA 10692, at least P1.5 billion will be released to PAGASA every year. The entire P3billion shall be used exclusively for capital outlay.

The construction of roasted corn coffee processing facility under the DAR-VLPCEP project is worth P200,000. The solar dryer and warehouse under the ARISP project was funded by the Japan Interna-

tional Cooperation Agency (JICA), and the Government of the Philippines (GOP) worth P3.38 million.

The 4WD 90 HP tractor with 5-ton trailer, trailing harrow, and mounted disc plow are provided by the ARCCESS project valued at P2.98 million.

Macadindang urged the people of Barangay Lapad to take care of the equipment and facilities for the benefit of future generations.

DAR Undersecretary Rosalinda Bistoyong graced the occasion. She said that the machineries and facilities would not only increase the farmers’ yield but would

Looking a little haggard but good, Private First Class Adonis Jess Lupiba, 26, of the army’s 58th Infantry Battalion, was released in the outskirts village of Kaulayawan, 14 kilometers south of the coastal town of Sugbongcogon Friday noon.

The turnover was held at the mountain village of Kaulayanan in the town of Sugbongcogon more than 50 kilometers away from Cagayan de Oro City.

Emano said despite advices for him to be cautious, he pursued, along with his crisis committee, to help Lupiba walk free from his captors.

Bishop Calang said he met the family of Lupiba when they went up to him and asked for help.

Juanito told both committees that they have longed since wanted to release Lupiba, but the military actions that tried to get back Lupiba made it more difficult to free him.

Two platoons of heavily armed NPA members escorted Lupiba to the multipurpose hall of Kaulayanan village, where the turnover ceremoney was set.

Juanito assured his family that Lupiba was not harmed and was taken care of by his captors.

The miltary welcomed Lupiba back to their midst as a “hero soldier,” citing the act he reportedly did to save the residents when the NPArebels swooped down on Barangay Alagatan, Gingoog City, more that four months ago.

The encounter lasted for about 20 minutes which resulted to the wounding of two civilians caused by the indiscriminate strafing of the NPA, death of one soldier and abduction of Lupiba.

“We thank the people who helped us for the safe release of our soldier especially Bishop Calang and Governor Emano. We also thank the peace-loving people of Misamis Oriental who offered their prayers for his release.” Said Col. Jesse Alvarez, commander of 403rd Infantry Brigade, during a turnover ceremony led by Gov. Emano and Bishop Calang at the Provincial Capitol.

As recognition for his distinct act of heroism, the 4th Infantry Division will give a hero’s welcome followed by the ceremonial pinning of rank insignia as Corporal to Lupiba.

Currently, undergoes medical and physical examination to include stress debriefing at Camp Evangelista Station Hospital.

Mjaor Gen. Oscar T. Lactao, commander of 4th Infantry Division lauded Lupiba for his bravery and act of heroism, saying, “I congratulate Cpl. Lupiba for saving the people of Alagatan. For the people in Northern Mindanao, this is the kind of soldier who are serving you. Human Rights, International Humanitarian Law, and Rule of Law are deeply ingrained in each soldier. Likewise, we are ready to protect you just to ensure that no threat would disrupt your peaceful communities.”

TOP 12 FAQs I HAVE HEARD FROM MY PATIENTS 1. What is breast cancer?

Breast Cancer is a malignancy involving the mammary glands (breast).

Like any other cancer, it usually starts from a damage to a single cell leading to a rampant growth of those cells and spreading to other normal cells (tumor) with a potential to invade and spread to other organs (metastasis) 2. What is the incidence of breast cancer?

It is the most common cause of cancer and cancer death among women, with a worldwide incidence of breast cancer is 22.9% of all types of cancer. It causes almost half a million deaths a year worldwide, and about 1.4 million women were affected.

In the Philippines it is the most common cause of cancer for both sexes combined.

3. Does it only affect women?

Although it commonly affects women, about 1.7% or close to 2 men for every 100 women will develop breast cancer.

4. Who are at higher risk of getting breast cancer?

There are identifiable risk factors: • Increasing age – most common in the 50s but incidence starts to rise dramatically at age 40.

• Family History of Breast Cancer – about 20% of breast cancer has a family predisposition and 5% are truly hereditary (with identifiable genetic mutation like BRCA 1 and 2) • Hormonal factors – late (above 35) or not being able to get pregnant, early menstruation (12 and below), late menopause (45 and above). In other words, the longer (number of years) a woman is exposed to the monthly menstruation, the higher the risk. Long term use of oral contraceptives is also a risk.

• Diet and lifestyle – alcohol and smoking are risk factors, as well as obesity.

• Pre malignant breast lesions – if you have been diagnosed with a breast mass with atypia. You are at risk four-fold.

• There are other things associated with breast cancer but are not wellestablished, what is important to remember is that almost 80% of breast cancer only have BEING A WOMAN AND AGE above 40 as identifiable risk factor.

5. Can Breast Cancer be prevented? How do we detect it early?

Breast cancer cannot be prevented, but it can be cured when diagnosed early. The following are the recommended screening methods: • SELF-BREAST EXAMINATION a week after menstruation

• BREAST EXAMINATION by a healthcare professional, annually for women 40 and above and every 2-3 years for younger women • MAMMOGRAPHY annually beginning age 40 6. What is the first probable sign of breast cancer?

The presence of a mass or a thickening of the breast is the only symptom of breast cancer, rarely, it can present as a palpable lymph node in the armpit. However, with screening mammography, and seeing your doctor early – it can be detected at its earliest stage.

7. How do I know I have breast cancer?

If your doctor suspects that your mass is a breast cancer, he will request for some imaging like mammography and breast ultrasound to characterize the mass. However, THE ONLY CONFIRMATORY diagnostic procedure is a BIOPSY procedure, either through needle or open biopsy.

8. What should I do when I have breast cancer?

First, see a qualified doctor to take care of you.

The first thing to be done is surgery. You can either have your whole breast removed (mastectomy) or have it preserved (breast conservation). Surgery is the cornerstone of treatment of breast cancer.

9. Are there other treatments needed after surgery?

ADJUVANT treatments are added after surgery – meaning, they are added to improve survival and decrease the chance that breast cancer will come back. The following are the adjuvant treatments: • CHEMOTHERAPY is the giving of toxic medicines to kill whatever cancer cells remained in your system.

• RADIATION is added to improve local control and prevent breast cancer from coming back. If conservation was done, radiation is a must • HORMONAL TREATMENT in the form of oral drugs are given to those with HORMONE RESPONSIVE breast cancers (ER or PR positive tumors) 10. What has to be done when I completed treatment?

There is always that risk that it may come back, so you need to see your doctor on a regular basis for surveillance.

He will be requesting some tests to monitor you.

11. What are the stages of breast cancer and its significance?

STAGE 0: Breast cancer cells are confined inside the milk ducts (In situ breast cancer) Cure is almost 100%.

STAGE I: Breast cancer less than 2 cm in size with no axillary spread or distant organ spread. About 90% 5-year survival and 80% 10-year

survival.

STAGE II: More than two cm in size, with or without axillary spread. About 70% 5 year and 60% 10 year survival.

STAGE III: Locally advanced, more than 5 cm, with positive lymph nodes. 40% 5 and 35% 10 year survival STAGE IV: Metastatic, cancer has spread to other organs. 10% 5-year survival, less than 7% 10-year survival.

Survival and chance for cure depends on the stage. The

earliest the stage, the greater chances for cure.

12. What to do when cancer returns?

It has to be determined where the cancer has recurred, some recurrence have better prognosis than the other, you have to see your doctor immediately.

There are many other questions that I get from my patients and in the many lectures I give to doctors and laymen alike. But these are the

top 12 questions that everybody should basically know about breast cancer. There are many resources available on the web and on published articles.
