CAGAYAN DE ORO CITY — In a press statement released on Tuesday, November 15, Xavier University - Ateneo de Cagayan has appealed for understanding and cooperation as it deals with its historic financial crisis to date.

The decline in the financial health of XU, the statement said, is “unprecedented in our 83-year history.” As the university traverses the K+12 transition years, this financial crisis is “expected to get worse before it can get better.”

Improved road to bring more tourists in MisOcc

The tourism industry in Tangub City, Misamis Occidental, is seen to get a boost with the newly paved road leading to its scenic Hoyoyoy Highland Botanical Garden.

Department of Public Works and Highways (DPWH) Region 10 Director Evelyn T. Barroso said a total of P53.4 million was spent for the concreting with grouted riprap lined canal of Sta. Maria Hoyohoy Road.

The improved Sta. Maria Hoyohoy Road will allow tourists to have an easier and smoother trip to Hoyohoy Highland Botanical Garden where the large collection of plants for scientific studies, the breathtaking view of Panguil Bay and the vast resources of Mt. Malindang Ranges Natural Park can be seen.

Aside from facilitating

access to scenic and natural attractions, the completed project will address traffic congestion caused by the influx of tourists during Christmas season.

Based on the audited financial statements of Xavier, the net loss from school operations was P160M in SY2014-2015 and P90M in SY2015-2016.

“Operational losses of these magnitudes are unprecedented, never seen before by XU,” the university said, adding that it has initiated cost-cutting measures in all aspects of Xavier operations across all of its campuses.

The budget approved by the Board of Trustees for SY2016-2017 is also projected to result in a deficit of P199M. Christmas cash gifts As a result of these unprecedented losses, XU is unable to provide Christmas cash gifts to its employees this year, a practice that started in 1997.

“According to our audited financial statements for SY2015-2016, we had a net loss from school operations of P89.7M. Since we had a net loss from the previous school year, I regret there will be no Christmas gratuity for 2016,” XU president Fr. Roberto C. Yap SJ said in his memo to the employees on October 13.

A week later, on October 20, the XU Non-teaching Employees Union (XUNTELU) filed a Notice of Strike out of dismay at the inability of the university to allot Christmas cash gifts to its employees.

Meetings were held between XUNTELU and the university officials before the National Conciliation and Mediation Board (NCMB) during the first two weeks of November, but they did not yield an agreement.

Despite the drastic losses of the university, XU continued to find ways to provide a modest amount of gift for its employees this Yuletide season.

“In consideration of the appeals that have been received, we asked each unit to sacrifice some items from their respective budgets to be able to allot Php1,000.00 per full-time employee as a Christmas gift,” the university said.

Restoring XU’s financial health Beginning SY2016-2017, Yap iterated that “a cash gift will be apportioned only if there is net income realized from the previous school year. As we all share when the university is doing well financially, I ask that we also help when XU is financially challenged.”

The university officials assured that the suspension of the cash gift is only temporary and will resume once financial health is restored.

As the Jesuit-run university faces this historic crisis, it remains optimistic and confident that its financial status will improve as the K+12 program normalizes in SY 2020-2021.

A great way to promote a love of a reading is to invite someone to your classroom to discuss the pleasure and benefit of it. This inspires your students to read or even be an author themselves someday.

Many students don’t like

to read because it’s hard for them. Teach children reading strategies (i.e. repeated reading) to help them feel confident and read fluently.

Book clubs and reading groups are a great way for students to socialize and share their thoughts. This interaction makes reading more enjoyable, and it enhance their comprehension skills.

Studies have shown that when students choose their own books it will boost their

reading ability. Make sure you have an abundance of different genres and themes in your classroom library from which students may choose.

All you have to do is find out what your students love and get them to read the first selection. Once they get a taste of the set, they will definitely want to keep reading to find out what happens next.

Laying out the benefits of reading may be the best way to enhance appreciation and encourage them to pick up a book on their own.

Virtual reality education

GOOGLE is to bring virtual reality to one million schoolchildren as part of a new learning initiative. For adults, the huge company is offering five hours of free digital skills training to anyone who would like it with both face-to-face and online mentoring on basic web skills available to users.

Cardboard headsets will be used by students to experience virtual reality

as part of their education.

That’s because virtual reality can spark students’ imagination and help them learn about topics like how blood flows through the human body or the impact climate change is having on the Great Barrier Reef in an engaging and immersive way.

Expeditions is also an app which inspires students to think about their future professions by taking a virtual

trip to work environments like a hospital operating theatre or behind the scenes at Aston Martin. It is a virtual reality field trip to teachers and students alike.

The firm says it will enable teachers to sign up for the VR scheme for free online. It will be initially available to more than 100 towns and cities all around the world.

Immersive VR education was first being used for military and law enforcement purposes.

RESOLUTION NO. 12-1012 WHEREAS, on April 3, 2007, the body adopted City Ordinance No. 07-5166, entitled; “An Ordinance Regulating The Establishment And Operation Of Internet Café, Joint, Station, Center Or Any Similar Business Entity In Iligan City And Providing Regulatory Measures And Penalties For Violation Thereof;” WHEREAS, the ordinance was approved in view of the fact that though Internet Cafes in Iligan City have given benefit to the people and students by providing instant access to world-class information on varied topics and entertainment, it exposed the users, especially the minors to immoral and violent information; WHEREAS, on April 14, 2009, citing that City Ordinance No. 07-5166, failed to provide a provision empowering barangays to issue Barangay Clearance, specially in barangays where Internet Cafes operate and of the concern from school authorities their students were cutting classes just to visit Internet Cafes to play network-based games, the body adopted City Ordinance No. 09-5470; WHEREAS, years after the passage of the two Ordinances, there is now a need to prescribe guidelines and regulation pertaining to the use of Internet Café to protect the students, interest of the parents and academic authorities;

Section 3. Nature Of Internet Café Establishment - The nature and the scope of Internet Café establishment as follows:

Accreditation- refers to the recognition accorded to an establishment or institution that meets the standard or criteria established by a body legally constituted for the purpose.

Board- refers to the Iligan Internet Café Monitoring Board (IICMB)

Computer Vending Machine – refers to a coin operated vending machines with a time counter, enclosed or not enclosed with a box which provide internet access, gaming and other services which are provided by the use of computer.

IICOA- refers and stands for Iligan Internet Café Operators Association, Inc.

Internet- refers to the interactive communication and information technology sourced through computers.

Internet Café or Icafe- means a business establishment using the world wide web or internet system that enable users to view, play and interact with variety of information accessed through a computer connected to a Local Area Network (LAN).

c. Educational institution, private home and corporate entities using the internet through an Internet Service Provider (ISP) for purposes other than business shall not fall under the category of Internet Café establishment. d Internet Café establishment expanding to other lines of services such as offering short term courses which may run between one to six months and which may fall under computer programming, computer technology and other such similar courses shall apply for a permit to offer such courses from the Technical Education and Skills Development Authority (TESDA).

k. Internet gambling, nudity, vulgar language, depiction of graphic sex and all other forms of lewd pictorial representation are prohibited from being sourced, accessed or provided by internet Cafe establishments and by all internet users, regardless of age. Corresponding penalty will be meted to establishments that allow violation of this section.

l. Chatting by minor which will load to sexual exploitation and experimentation with pedophiles and other sexual perverts shall be terminated by the establishment or its management at a lime when it is deemed injurious to minors. m. A floor rate for Internet use to be followed by all accredited Internet cafes may be set by the Board for compliance after proper consultation with owners and/or authorized organization of Internet cafe owners.

c. Not allow students to stay in the premises of the establishment during their class hours unless for specific educational or study purposes such as data research and statistical gathering; Further, that such student shall present his/her Identification card and a written request from his/her parents/guardian or subject teacher, school principal or administrator stating therein the nature and purpose of his/her use of the internet. The written request shall bear the name, address, telephone number (if any) and signature of the requesting parent/guardian, teacher, principal or school administrator with the date and allotted time to use. Furthermore, upon receipt of the Icafe owner or operator of such request, he /she shall then stamped the same with “Utilized” or “Used” or “Cancelled” and the same shall be recorded in an appropriate logbook made for the purpose, for the inspection by authorities.

Section 6. Consortium, Linkages And Networking With Other Sectors Or Agencies - The following are the guidelines for consortium, linkages and networking of Internet Cafes with other sectors or agencies:

a. Internet Cafe establishments may enter into consortium with private educational institutions for the purpose of providing computer technology information to students without prejudice to its permit or license.

b. Linkages or networking with government agencies for business purposes shall be regulated by existing applicable laws or regulations.

d. Shall not offer online and network gaming services during class hours to students and /or minors.

SECTION 7. Creation of Iligan Internet Cafe Monitoring Board (IICMB). - To ensure strict compliance and effective implementation of this ordinance, there is hereby created the Iligan Internet Cafe Monitoring Board or IICMB. The Board shall be composed of the following:

r. Shall comply and install licensed Operating Systems (OS) for every computer. However, those using open source or Linux as operating system are no longer required to comply with Microsoft requirements.

Internet Vending Machine Fabricators - refers to an individual or group of individuals or firm whose line of business includes the fabrication/assembly/making of Internet Vending Machine either for sale, lease or for a fee.

s. Shall, upon the application of a business permit, declare the number of computer sets used for the purpose of business.

t. Shall pay to the City Treasurer an annual due during the application or renewal of the business permit.

u. Internet Vending Machines Operation shall not be installed along sidewalks or streets but shall comply the same requirements with Internet Cafe Establishments.

Operator – refers to the owner of the internet cafe or computer vending machines operating in the City of Iligan

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, By the Sangguniang Panlungsod of Iligan, that the following City Ordinance be, as it is hereby ADOPTED and APPROVED:

a. Any establishment which includes residential units with five (5) or more computer unit/s principally offering internet services including but not limited to email, fax, online and network games, chatting, surfing and other such services covered by the internet technology which are accessed for a fee or for business purposes.

Section 5. Guidelines For Services Offered - The following services of Internet cafe establishments are covered by this ordinance, specially viewing, sourcing and interacting with: a. Magazine archives

The IICMB shall select from among themselves a Secretariat to function efficiently and effectively. The Board shall hereafter be guided by the provisions of this Ordinance in carrying out its mandate.

Section 8. Functions Of The Monitoring Board - The following are the functions of the accrediting body.

a. To accredit Internet Cafes after complying with all the necessary requirements provided by the Board.

b. To conduct monitoring activities and ocular inspections, on its own in coordination with the school administrators and Barangay Officials, in pursuance of its functions in accrediting internet cafes in Iligan City and in order to determine if the duly accredited internet cafes have been following provisions of the Ordinance.

c. To recommend to the City Legal Office the closure of any accredited internet cafe found violating this Ordinance.

Internet Vending Machine Fabricators – All persons, groups or corporation engaging in the business of repairing, assembling, making and fabricating Internet Vending Machines either for sale, lease or for a fee, is requires to apply for a business permit from the City Permits and Licenses Division.

Section 13. Requirements for Accreditation -

First Offense - A fine of P3,000.00 to be paid to the City Treasurer

Section 16. Punishable Acts - Under this Ordinance, the following acts committed by Internet Cafe Establishments shall be deemed punishable and subject to the penalties set forth under Section 16 hereof.

a. Operating an Internet Cafe or Computer Vending Machine without business permit or license;

b. Operating other business in combination with internet services without the necessary business permit or license;

c. Allowing students to surf or source data/information other than those needed for study or educational purposes during prescribed class hours;

d. Selling or allowing the use or consumption of prohibited drugs and intoxicating drinks within the Internet Cafe premises;

e. Smoking and selling of cigarettes within its premises, especially to children and minors;

h. Shall post a sticker in internet vending machine after calibration.

Section 10. Accreditation Of Internet Café Establishments –Accreditation shall be a requirement for the issuance of business permit or license to operate. Internet Café establishments and Computer Vending Machines Operators shall be required to accredit and pay the annual accreditation fee to be determined by the Board.

Cebu Pacific accepts delivery of another ATR 72-600 High Capacity aircraft November 14, 2016 – The Philippines’ leading carrier, Cebu Pacific Air (PSE: CEB) accepted delivery of another ATR 72-600 High Capacity aircraft last November 8, 2016. This delivery is the second of a US$673-million order of 16 aircraft that was placed at the 2015 Paris Airshow.

possible increase in inflation and the impact of the higher oil (tax increase) on their lives,” said Chua at a recent Tax Reform Forum organized by the Financial Executives Institute of the Philippines (FINEX).

These are just some of the expanded benefits that the DOF is now finetuning with other government agencies to cushion on the country’s vulnerable sectors the impact of the proposed fuel excise tax adjustments and the removal of certain exemptions to the valueadded tax (VAT), which form part of Package One of DOF-proposed Tax Reform for Acceleration and Inclusion Act. Such measures, along with improvements in tax administration, will help offset the revenue loss from the reductions in the personal income tax rate that the DOF is proposing under Package One, which it submitted to the Congress last Sept. 26.

Chua, who is also the DOF’s chief economist, said minimum-wage earners and other members of the working class identified as those earning more than P5,000 but not over P12,000 a month would be protected from the effects of the excise tax adjustments on petroleum products by providing drivers and operators of public utility vehicles with cash cards similar to the Pantawid Pasada Program to ensure that their passthrough costs would only be around 50 centavos.

“Also, complementary to the measure, we should address the other problems of traffic, of improving their engines to make these more efficient; if we address the corruption on the streets, which we hear some authorities collect bribes from jeepney drivers, [then we probably do not need to see any increase,]” Chua said.

Chua said even the middle class would still be protected because they can use the savings they will get from paying lower personal income taxes to cancel out the effect of the fuel excise tax adjustment.

According to Chua, entry-level workers earning more than the daily minimum wage would effectively enjoy significant increases in their take-home pay because they will pay lower taxes under the DOF-proposed tax reform program.

Some 3 million taxpayers earning above the minimum wage but not over P250,000 per year would automatically increase their take home because they would be exempted from paying taxes.

The country’s 1.7 million minimum-wage earners (MWEs) are already exempted from paying income taxes.

With the current daily minimum wage at P491 in the National Capital Region (NCR), the MWEs earn P12,488 a month or a total gross income of P218,832 per annum–comprising a basic salary of P149,856 plus 13th month and other benefits totalling P34,976 and minus P34,000 in mandatory contributions like those for the Social Security System (SSS) and Pag-IBIG. Entry-level workers paid above the minimum wage, like those in the Clerk III category, are also exempted from paying income taxes because they each get a monthly income of P13,378 or an annual gross income of P231,292–comprising a basic salary of P160,536 plus 13th month pay and other benefits totalling P36,765, and minus mandatory contributions of P34,000.

Right now, these entrylevel workers are supposed to each pay an annual income tax of P12,673.

This means that a total of 4.7 million taxpayers, which make up 83 percent of the tax base for individuals, would be exempted from paying income taxes under the DOF-proposed tax reform plan, Chua said.

Another half-million plus taxpayers earning between P250,000 and P400,000 will pay taxes equivalent to only 20 percent of their incomes in excess of P250,000 by 2018, the first year of implementation of

The tax would be adjusted in 2019 and onwards so that those belonging to this bracket would pay a lower rate of P22,500 plus 20 percent in excess of P400,000.

Those earning P800,000 to P2 million per year would pay a tax of P130,000 plus 30 percent in excess of P800,000. In 2019 and onwards, the rate would be reduced to P102,500 plus 25 percent in excess of P800,000.

Some 28,000 individuals earning P2 million to P5 million or 1 percent of the tax base would be taxed P490,000 plus 32 percent of

their annual gross income in excess of P2 million.

They would benefit from a lower tax rate of P402,500 plus 30 percent in excess of P2 million from 2019 and onwards.

The last bracket of ultrarich taxpayers comprising less than 6,000 individuals earning over P5 million would have to pay a tax of P1.45 million plus 35 percent in excess of P5 million.

From 2019 and onwards, the tax rate would be dropped to P1,302,500 plus 35 percent in excess of P5 million.
