Driver’s license validity in Normin extended

CAGAYAN de Oro City-The Land Transportation Office (LTO) has started, but by batches, the processing of driver’s licenses validity for five years.

In an advisory, LTO Executive Director Romeo G. Vera Cruz said: “In line with the pronouncement of President Rodrigo Duterte, the Department of Transportation (DOTr) and LTO issued Administrative Order no. 2016-34, which became effective on October 8, 2016, extending the validity of driver’s license and conductor’s licenses to five years.

For Northern Mindanao and Region 12, the processing started on November 7 and November 2 for Region 11.

For Region 9 and Caraga, the processing of licenses started on November 14.

THE Xavier UniversityAteneo de Cagayan has clarified it has bent over backwards to accommodate the needs of its employees even during dire times and would continue to do so despite a notice of strike from one its employees unions.

The Xavier University Non-teaching Employees Union (XUNTELU) filed a notice of strike last October 20, 2015 over the reduction of the Christmas Cash Gratuity that has been reduced this year to P1,000 due to the unprecedented financial losses experienced by XU in 2015. The union unanimously voted to proceed with its strike on November 22, 2016 and started holding nightly rallies in front of the university starting Tuesday, November 15, 2016.

XUNTELU is a “closed shop union” with a membership of 183, and composes 16.4% of the 1,118 regular employees of XU in its three campuses Downtown, Macasandig, and Pueblo de Oro. It is affiliated with the Associated Labor UnionTrade Union Congress of the Philippines (ALU-TUCP).

The union has signed a total of five collective bargaining agreements (CBAs) with XU since its inception, the latest one inked just last May 19, 2016.

AVAO City––Presidential daughter Mayor Sara Duterte-Carpio is keeping the city on heightened alert due to ongoing police and military operation against the Abu Sayyaf in Western Mindanao particularly in the areas of Basilan, Sulu, Tawi-tawi and Zamboanga.

And given that Davao City is the home of President Rodrigo Duterte, Mayor Sara said there is a need to tighten the city’s security.

She said the President is a high value target.

While she directed police to suppress street crimes in the city, Sara wants to police and military to remain focused and alert against terrorists especially with the onset of the Christmas season.

The presidential daughter even supported the recommendation of the Philippine National Police (PNP) to upgrade checkpoint facilities at the border areas of the city by providing metal detectors, baggage scanners and signal jammers.

“The city government will support the needs of the Task Force Davao since the local government has funds for these projects,”

she said.

Sara said she is already working on the proposal and by 2017, the checkpoint facilities are already upgraded.

The mayor, however, asked security forces to lessen queue time of the vehicles.

During the City Peace and Order Council (CPOC) meeting Tuesday at the Grand Men Seng Hotel, PNP-11 Director Chief Superintendent Manuel Gaerlan suggested to the mayor the upgrading of the border checkpoints for more security efficiency.

While checkpoints are aimed at deterring crimes and terrorism, Gaerlan emphasized that it should also serve as showcase of the city with the influx of people coming from other provinces. Gaerlan said checkpoints at north and southern border areas are “primitive” with only tents

“The activation of the Joint Task Force Haribon adds personnel from other units of the Armed Forces of the Philippines. I also gave them guidance to prepare for the Christmas Season because historically an increase in street crimes and there is an alert for terrorism,” Sara said.

The mayor was especially concerned on street crimes such as theft and robbery with the onset of the Christmas holidays.

She, however, noted the reduction of crime incidents from January to October of 2016 comparing it to the same period in 2015.

“I urged the police to reduce further criminal incidents especially on the period from November to December, when people come together for the holidays,” she said.

Davao region has lowest CPI in Mindanao Davao region has recorded the lowest Consumer Price Index (CPI) among six regions in Mindanao for the first five months of 2016 with 152.46, according to a report by Philippine Statistics Authority (PSA) 11.

The PSA 11 explained that the region’s low CPI for the early part of 2016 means “that the basket commodities which can be purchased at P100 by an average Filipino household during the first-five months of 2016 can be bought by P152.46 after 10 years.”

The CPI is an “indicator of the change in the average retail prices of goods and services commonly purchased by households relative to the base year.

It shows how much on the average, prices of goods and services have increased or decreased.”

However, the report also showed the monthly CPI of all commodity items in Davao displayed a fluctuating movement during this period but eventually escalated in the succeeding months.

“However, the percentage change of price index in the first-five months of 2016 (151.7 to 153.6) rose relatively by 1.3 percent, while the percentage change in the same period last year soared only by 0.69 percent.

In addition, the average CPI of the first-five months of the current year is slightly higher by three percent compared to the average CPI of last year,” it said.

CBCP head blasts attempts to ‘silence’ church, bishops A ranking Catholic bishop has lamented what he called Christian “persecution” in the Philippines in the form of moves to silence the Church on sociopolitical issues.

Archbishop Socrates Villegas, president of the Aid to the Church in Need (ACN) Philippines, said it may be all part of critics’ strategy to force their will on people and discredit the Church.

While Christians are being being persecuted in various of the world, he said the pressure is going on in the Philippines to limit what Church people can publicly say.

He said critics feel they must silence bishops, priests, and the religious to fulfill their objectives, or at least to minimize the Church’s influence.

“Another type of persecution is to silence the Church… to tell the Church to keep quiet and not get involved in anything that is not in a manner of speaking [religious], so the Church will not get engaged in politics, culture, business or whatever form,” said Villegas.

“That is another form of persecution because the Church must really get involved. We cannot tell the Church to keep quiet. It’s not in the nature of the Church to keep quiet because the Church must always proclaim,” he explained.

The archbishop, who is also the president of the Catholic Bishops’ Conference of the Philippines, was speaking in a press conference on Monday to launch

Asked whether he believes the government is part of those attempting to gag the Church, the archbishop said not entirely.

“I don’t think there is one group in the Philippine society that is responsible because the persecution of the Church can even happen because of insiders in the Church. It is not limited to the government, atheists, non-Catholics. It happens,” he said.

The prelate also said the separation of Church and State can never mean Christians should be silent about legislative issues and public policies, especially those that affect the welfare of the majority.

“There is nothing in Church laws that ban us from guiding people with political education, human rights. There is no separation between God and man.

Because when God is separated from man and man is separated from God, man becomes the loser while God still stays as God,” he added.

“If we will stop, we will be betraying our mission already. It is not in the nature of the Church to stay quiet because the mandate that we received from the Lord before he ascended to heaven is to ‘go and tell all nations the Gospel’,” Villegas also said.

Villegas said this is the reason why the local Church welcomes the inauguration of the ACN Philippines as it will help serve persecuted Catholics in the country.

by K-12 can get help from labor department GENERAL Santos City--The Department of Labor and Employment (DOLE) in Region 12 urged colleges and universities in the region to avail of the government’s assistance program for personnel who were displaced due to the full implementation of the K to 12 education program.

Albert Gutib, DOLE-12 acting regional director, said Wednesday only one higher education institution or HEI employee in the entire region has so far availed of its transition assistance program.

He said they have already facilitated the provision of assistance for displaced HEI worker Joseph Bacsarpa, who is based in Kidapawan City.

The official said the current situation could mean that the region is “not totally affected” by the implementation of the K to 12.

“It is a good indication that only one HEI personnel availed of the K to 12 transition program. But still we encourage HEIs to report displacements to ensure that the affected workers will be properly assisted,” Gutib said.

Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

The region has a total of 92 colleges and universities, 87 of which are owned and operated by private groups, companies and individuals, based on records from the Commission on Higher Education (CHED) in Region 12.

DOLE-12 hosted a regional inter-agency roadshow here in line with the roll-out of the government’s K to 12 transition program.

Call for solidarity in the midst of financial challenges Xavier University is unable to provide Christmas Cash Gifts to her employees this year due to the unprecedented losses in our operations. The severe decline in the financial health of the University is expected to get worse before it can get better in light of the K+12 transition years.

While it has been a past practice, the Christmas Cash Gift is not a benefit, but a “gift” which is not obligatory.

As a gratuity, it is not listed among the benefits in our Collective Bargaining Agreement (CBA).

Our staff handbook states that employees may receive “cash gifts, as authorized by the President on special occasions” (p. 19, 3rd edition, 2007). The granting of a cash gift is solely a Management Prerogative and an act of generosity beyond what is strictly due to the recipient.

It is a Gratuity, a way to show graciousness that is in no

sense a reward for performing duties past, present or future. As such, it shall not be construed as a university obligation nor can it ripen into a benefit.

Cash gifts have been given usually in December as a gratuity given as a genuine Christmas gift.

The ability of the University to give a cash gift depends on the net income (excess of revenue over expenses) from school operations of the previous school year as reported in the audited financial statements. The President determines what portion of the net income can be given as cash gift to all full-time employees, taking into consideration all the financial needs of the University.

The net loss from school operations was P160M during SY2014-2015 and P90M in SY2015-2016. Operational losses of these magnitudes are unprecedented, never seen before by XU. In the last 20 years, the previous

Yesterday (November 16), I had the chance of listening to Manny Agustero’s radio program.

Agustero, anchor of “Magnum 45,” aired over 99.9 FM Magnum Radio, and just like him, my eyes are brimming with tears after I heard Barangay 31 Chieftain Delia Wabe crying while being interviewed on air.

She burst into tears while recalling how those more than 100 residents suffered after the demolition.

I have been in the media for more than a decade, but she’s the first barangay chairperson I heard crying on the behalf of the people.

Her homeless people are starving.

Good that Agustero managed to contact Misamis Oriental Governor Yevgeny Vincente “Bambi” Emano, who promised to immediately deliver 20 sacks of rice and some canned goods.

Thank you Governor Bambi Emano, sir.

Sadly, Christmas time is coming 38 days from today.

I don’t care about the elderly, I care about the children of those families affected by the demolition.

It is ironic that we celebrate the birth of Jesus Christ every December 25 but with their houses being demolished, I cannot imagine if the children of the displaced residents can still manage to smile the way they did last Christmas.

5 Oro cops indicted for carnapping, kidnapping charges CAGAYAN de Oro City––The National Bureau of Investigation (NBI) here on Wednesday indicted five city cops for alleged carnapping and kidnapping charges.

NBI agent Hans Barbaso said that the five policemen were suspects in the abduction and disappearance of Enrique Fernandez, 49, last October 23, 2016.

Barbaso showed to the local media the footage of the Closed Circuit Television Camera (CCTV) where Fernandez was forcibly taken to a car by the plainclothes - wearing cops.

Charged were Pol. Senior Insp. Ereneo Ramirez, Sr. Pol. Officer 2 Jojo Lim, Sr. Pol. Officer 1 Alaindelon Tacubao, Pol. Officer 2 Alejandro Ubanan, and Pol. Officer 2 Sangkula Hussein, all members of the Cagayan De Oro City police.

According to Barbaso, three other civilians were also charged for working in cahoots with the policemen by providing the whereabouts of Fernandez.

He said that the CCTV footage is now accepted as evidence in court because the identity of the suspects were positively established.

Aside from the CCTV footage, there were also civilian witnesses who were able to positively identify the five policemen, Barbaso said.

He said that the police officers were also charged with carnapping because once of the suspects took the motorcycle of Fernandez, which until now could also be located.

He said that elements of the NBI regional office who arrested the five policemen last Tuesday has taken custody of suspects. (PNA)

Yap, S.J. clarified that the granting of cash gifts, as authorized by the President on special occasions (p.19, 3rd edition, 2007 of the XU Staff Handbook) is solely a management prerogative and a gratuity, which cannot be construed as an obligation nor can it ripen into a benefit.

However, the memo stressed that “the ability of the University to give a cash gift is dependent on the net income (excess of revenue over expenses) from school operations of the previous school year as reported in the audited financial statements. The President determines what portion of the net income can be given as cash gift to all full-time employees, taking into consideration all the financial needs of the university.

Figures provided by XU show that all regular employees have been receiving a cash gift every Christmas since 2006 ranging from P7,500-10,800. Even when it experienced a net loss in SY2009-2010, employees still received a P7, 500 cash gift.

The cash gift only declined in 2015 when XU incurred an unprecedented loss in SY2015-2016 of P160-million.

“We still gave a cash gift of P4,000 for that year despite losses thinking we could hit our Grade 11 target, which we unfortunately missed by about 600 students,” Fr. Yap explained.

He said that XU earns about P60,000 per year for each high school student thus the enrollment shortfall cost them another –P36 million in foregone revenues.

In fact, to come up with the P1,000 cash gift for this year in the face of its ballooning deficit, XU had to repeatedly ask department heads to cut non-essentials from their budgets such as Christmas parties and representation expenses.

In a press statement released November 15, 2015, XU admitted “the severe decline in the financial health of the University is unprecedented in our 83year history and, because of the K+12 transition, is expected to get worse before it can get better.”

Audited financial statements showed that the net loss from school operations for school year 2014-2015 was -P160 million and -P90 million in SY2015-2016.

“Operational losses of these magnitudes are unprecedented, never seen before by XU. In the last 20 years, the previous loss was in SY2008-2009 and it was only -P8 million.

The budget approved by the Board of Trustees for SY2016-2017 is projected to cause as much as a net loss of -P199 million.”

XU attributed the losses to decreasing enrollment which has been steadily declining from a high of 16,313 in SY2010-2011 to

only 13,729 in SY20162017. Worst hit were enrollments for nursing which declined from a peak of 1,966 in SY2007-08 to 300 in SY2016-17 and for agriculture from a peak of 930 in SY2012-13 to 569 in SY2016-17.

“This decreasing trend is exacerbated by the loss of tertiary enrollment during the K-12 transition years (2016-2020) as Senior High School is being established and there are no students for two college year levels.”

In another memo #1516047 on its Financial Challenges, Fr. Yap said XU’s financial situation is expected to worsen further before it gets better during the K-12 transition years (SY16-17 to SY19-20) when the university is expecting lower tertiary enrollment, and losses are projected at -P116 million, -P102 million, -P75 million and –P64 million for each of the four school years, respectively.

“We are not expecting any college enrollment for SY2016-2017 due to the K-12 so that means 2,000 freshmen college students paying P40,000 per semester or P80,000 per year,” Fr. Yap noted. “For SY2017-2016 we expect a further shortfall of 4,000 freshmen and sophomore students so for just these two school years that’s already an energy shortfall for us of approximately P480 million.”

“We all have to brace before this gets better,” Fr Yap urged. “This is really a special time, we all have to come together in cost reduction, and help generate enrollment. In this context, Fr. Yap said XU was surprised upon receiving the XUNTELU notice to strike since the Christmas cash gratuity is not included in the CBA, hence should not be an issue that can be sought redress for by a strike.

Furthermore, he said the CBA has a no-strike, no lockout clause and stipulates a grievance machinery with subsequent arbitration should that fail, before a notice of strike is filed, all of which XUTELU failed to adhere to.

However, in the event XUNTELU proceeds with its strike, Fr. Yap said XU can file a notice to arbitrate with the Department of Labor and Employment (DOLE) with the National Conciliation and Mediation Board appointing an arbitrator, or it can ask assumption of jurisdiction by the Labor Secretary.

Despite what has happened, Fr. Yap urged all employees to consider how Xavier University has repeatedly demonstrated it

is doing its utmost to take care of its employees.

“Last year, we adjusted the job rankings by adjusting the salary scale and gave a one-time average increase of P2, 556 per person per month which comes to PhP 33,226 which cost us P6.5million. We have been very generous in very difficult times!” he said.

“In addition, we gave all our employees tuition subsidies. The first three children of our employees get these from kindergarten to college, and if they have a fourth, he/she still gets a partial tuition subsidy. In the event one graduates, as long as there are three children enrolled, they are still entitled to the full subsidy.”

In its press statement, XU vowed to remain committed to providing our students a quality Atenean education that is formative as well as academic despite all the unfortunate circumstances.

Under the old Ordinance, only individuals get a financial support from a minimum of P20,000 up to a maximum of P200,000.

Under the amended Ordinance, groups of individuals are now qualified provided they have a good business track record for at least two years, Bon said.

The borrower still gets a minimum of P20,000 up to a maximum of P500,000.

Since this is a soft loan, interest rate is lowered from 10% to only 4.8% per annum. “It is payable in three years with a grace period of three months, meaning they will start paying their monthly amortization three months after receiving the loan.

Bon said the provincial government has appropriated P1 million to LEAP in 2010 and from 2012 onwards, it has been getting P1 million annually.

There are 23 more applicants this year, but were put on hold because the Ordinance was amended.

Bon said that these applicants will be briefed well about the amended Ordinance before they are to sign a Memorandum of Agreement with Gov. Adolph Edward Galido Plaza. LEAP extends assistance to entrepreneurs who are engaged in value adding activities such as food processing, farm products, fruit wine, coconut sugar, corn coffee, pure “tablea”, kalamansi juice concentrate, etc..

Handicrafts, wood craft, and fine jewelry enterprises are also qualified, she added.

Some of these products are on display at Agusan del Sur Products Showroom just beside the PPEDO at the Provincial Learning Center on the Capitol grounds.

LEAP also conducts free capability development activities for its borrowers “for them to become self- reliant and be able to sustain their projects,” she said. These activities include enterprise development and management, financial management, marketing seminar, and for food processors, the Good Manufacturing Practices (GMP).

Through market linkages, LEAP helps its borrowers’ products get known and sold here and abroad.

“We also pay for their booth rentals during local, regional, and national trade fairs,” she added. LEAP also has ties with other national government agencies such as DTI, DA, DOLE, and DOST which also work for the development of micro, small, and medium enterprises (MSMEs). To have a wider coverage area.

PEEDO is planning to bring LEAP to the barangays in the province. Bon said that they will be tapping the Municipal Livelihood and Technology coordinators, which they have capacitated, as partners on livelihood development because next year LEAP will also be barangay-based being one of the frontline thrusts of PGAS toward poverty reduction.
