Moro civil society calls for quadripartite meet to fast-track unity

DAVAO City––Civil society leaders from Zamboanga, Basilan, Sulu and Tawi-tawi (ZamBaSulTa) are calling for a quadripartite meeting involving the government (GPH), Moro National Liberation Front (MNLF), Moro Islamic Liberation Front (MILF) and the Organization of the Islamic Cooperation (OIC) “to help fast-track track the unity of the Bangsamoro Fronts towards a unified Bangsamoro enabling law.” In a statement, participants of the ZamBaSulTa CSO-Leaders Assembly held in Zamboanga City on November 7 – 9 also urged President Rodrigo Duterte “to bring the Bangsamoro Fronts together for a dialogue towards forging a consolidated enabling law.” At present, government is dealing with the MILF and MNLF faction under Nur Misuari, separately. The Duterte administration’s peace and development roadmap initially envisioned that the Bangsamoro Transition Commission (BTC) tasked to draft the Bangsamoro Basic Law (BBL) will have all factions of the MNLF represented in the BTC. The BTC’s membership was in fact increased from 15 to 21 to ensure a more inclusive body and the convergence of the peace pacts. The MILF faction under Muslimin Sema will have three seats in the BTC. The MNLF under Misuari will not participate in the BTC but will instead have a five-member panel that will deal with the government on amending RA 9054, the law

governing the Autonomous Region in Muslim Mindanao (ARMM), to incorporate the unimplemented provisions of the GPH-MNLF’s 1996 Final Peace Agreement (FPA). Under the GPH-MILF’s Comprehensive Agreement on the Bangsamoro (CAB) signed in March 2014, the parties agreed to set up a new autonomous political entity called the Bangsamoro, that would replace the

ARMM once the BBL is ratified. The Assembly participants came from various Bangsamoro sectors and organizations — the Sultanates, Moro fronts, religious, civil society organizations, youth, women, academe and community from the provinces of Sulu, Basilan, Tawi-Tawi and the city of Zamboanga. The Assembly also called on the MNLF and

MILF “to religiously abide (by) the solidarity framework enunciated by the OIC through the Bangsamoro Coordination Forum (BCF) in order to achieve the long-term goal of the MNLF-MILF agreement” and to “rise above tribal differences towards helping unify the MNLF and the MILF to synergize their efforts to achieve the peace and development that the Bangsamoro rightfully deserve.” Misuar i, w ho was received in Malacanang by President Duterte on November 3, following a

court order granting him temporary liberty to allow him to participate in the peace efforts with the government, called the MILF and the other MNLF factions as “traitors.” The Assembly called on the leaders of the MNLF and the MILF to “refrain from issuing statements detrimental to the Unity and Cooperation of the Bangsamoro.” Duterte sat with MILF leaders Al Haj Murad Ebrahim, MILF chair and MILF peace implementing panel chair Mohagher Iqbal during the signing of the Exectuive

Order on the BTC in Malacnanag on November 7. The Assembly also urged government to implement the recommendations of the Transitional Justice and Reconciliation Commission (TJRC) “in addressing the legitimate grievances of the Bangsamoro, correcting the historical injustices committed against the Bangsamoro and other indigenous peoples, and addressing human rights violations and marginalization of the Bangsamoro due to land dispossession.” (Carolyn O. WITH the situation around the world where many countries are participating in the race for modern weapons of mass destruction, the Philippines must join the regatta and modernize its armed forces. We should buy modern fighter jets, battleships and even at least one submarine. One cabinet secretary revealed that our country has a lot of money if not stolen. I have said this time and again but sad to note, only a handful believed me. I manifested many times that our youngsters do not know how to fight because we did not train them. As a result, they indulged in so much of illegal drugs and they became criminals. They rob, they kill and they die. I suggested that military trainings in the secondary schools and college stressing clearly the Philippine Military Training (PMT) and the Reserved Officers Training Corps (ROTC) be restored but sadly it seemed nobody heard me. If a battalion of enemies’ land in our shores, we will be finished in a matter of hours. I even think they do not have to fire a single bul-

let to hold us by our necks. Some of us may be able to run to the mountain, but a lot others will just raise their hands and everything is over. This is so because we are unprepared even on small scale war. Believe me, our country is not poor, but much of our assets are in the hands of corrupt public officials. In consonance with Pres. Duterte’s war on drugs where thousands have already been killed, why don’t we also kill the corrupt leaders in the government? There are thousands of them and some have even retired and spent their loots travelling around the world. If you don’t believe for some reasons, maybe lack of intelligence, compare their assets, salaries and wages, allowances, etc. and you will be shocked at the difference. The 7.8 magnitude earthquake that rocked New Zealand was really big. This only remind us that we must be prepared for disasters. Our people should know where to run and what do in case some devastating catastrophe comes to us. We should not panic. We must react with certainties

to save lives and properties. Our country is prone to earthquakes and typhoons with more reasons that we must be aware of the consequences. How can we make reforms in the police when President Duterte ordered them to kill the criminals and vowed to help them? How do we know that the people they killed were really criminals? I agree the law enforcers can kill the criminals in an encounter, I mean when they are armed and engage the police in a fight. But there is no evidence to such scenario. Some of the alleged criminals were killed inside their home and sleeping. My good friend Atty. Jerry Pacuribot, a law practitioner in Manila has clearly explained that the suspension of the writ of habeas corpus is worse than martial law. My fear is based when President Duterte was quoted as saying that he might suspend the writ presumably after noticing he failed to defeat the use of illegal drugs. My brother, Atty. Melecio Emata, also a law practitioner who holds

his burial in the Libingan ng Bayani? How could we arrogate ourselves to be called Christian in words and deeds when we cannot forgive the late President Ferdinand Edralin Marcos, but have forgiven instead the Japanese? Could it not be devoid of logic? Let us think logically. It is assumed that our opposition is an act of insanity and devoid of logic. Yes, anybody can return evil for evil, but God wants His people to heal wounded hearts. It was Jesus who said: Love your God with all your heart, with all your spirit, with all your strength, and to love your neighbor as yourself. It doesn’t mean that we only love our neighbors if they are good. God wants us to love even our enemies and to pray for them instead. Traditionally, as a professing Christian faith, we always honor the dead, whoever he maybe during his lifetime: be he a hardened criminal or otherwise. Not honoring the dead Marcos is an un-Christian way of hatred:

that’s paganism. The Bible says, Love doesn’t hold a grudge. Love doesn’t harbor un-forgiveness deep in our hearts. We may have people in our life who have done us great wrong, and we have to be angry and bitter. We may feel as though our whole life has been stolen away from somebody who mistreated us and deceived us. But if we choose to let go of all our grudges and, instead, forgive those who wronged us, we can overcome evil with good. We can get to the point where we can look at the people who have hurt us and return good for evil. If we do that, God will pour favor in our own life in a fresh way. He will honor us, He will reward us, and He’ll make that wrong right. When we can bless our worst enemy and do good to those who have used or abused us, that’s where God will take the evil and turn around for good no matter who hurt us or whose fault it was, let it go. Let us not try to pay them back, but

office in Makati City just observed and keep silent. I hope the writ of habeas corpus will not be suspended. Likewise, I hope the martial law will not be declared in our country. My fear is if it comes, freedom of the press will be curtailed and many members of the media who are critics of Duterte will have to languish in the military stockade. Then some police officers and military men will be tempted to abuse. Duterte allegedly said “so many to kill, so little time to do it.” I was truly touched by the gesture of some 12,000 Muntinglupa inmates who gave up their food allowances to donate to the flood victims. It is very rare that such thing exists in this modern day civilization.

Demosthenes P. Maglasang Sr.

God says: show mercy. Let us aim for kindness and to do every good deed. Friends, if we really are Christians, why should we register our vehement opposition for the burial of the late President Ferdinand Edralin Marcos at the “LIBINGAN NG BAYANI.” That’s not fair. It is an unchristian way of hatred. We have to remember that God is the one keeping the score. He is in control. And when we bless our enemies, we will never lose. God will always make it up to us. When Jesus was nailed to the cross, he said: “Father forgive them for they know not what they are doing.” If we really are Christians in words and in deeds, we should have to keep His immortal words in our hearts and minds. Let us all remember See country, page A7

Asia-Pacific countries race against time vs. antimicrobial resistance

Representatives from countries in Asia and the Pacific have pledged to take immediate action to combat the spread of antimicrobial resistance (AMR). The pledge was made with the support and collaboration of the Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (OIE) and the World Health Organization (WHO). It reaffirms a wider commitment to combat AMR and increase awareness about the scale of the problem in order to stop the emergence and accelerating misuse of antimicrobial medicines in humans and animals. AMR occurs when microorganisms develop resistance to antimicrobials, making illnesses in humans and animals harder to treat. Overuse and misuse of antimicrobials in both, as well as in plants, are causing an increase in cases of AMR globally. When occurring in farm animals, where farmers often routinely give antibiotics to their livestock, such resistance can be transferred to humans through the food chain or other routes. Earlier this year, the O’Neill Report, commissioned by the Government of the United Kingdom of Great Britain and Northern Ireland, declared that action to fight AMR was needed immediately in order to head off a human death toll in Asia of up to five million annually by 2050. The issue is so serious that, in September, the United Nations General Assembly recognized this immense threat and mobilized a global response and joint action through the United Nations specialized agencies and others. Serious threat to health – and joint efforts to stop it This week is recognized as World Antibiotic Awareness Week. It is promoted by FAO, OIE and WHO. The tripartite group has jointly reiterated its strong commitment to supporting worldwide efforts to curbing the effects of AMR. The FAOOIE-WHO collaboration hopes to consolidate efforts to support the establishment of policies and institutional and regulatory frameworks to combat AMR across Asia and the Pacific.

The agencies aim to raise awareness about the effects of AMR on humans, animals and the environment, focusing on encouraging public and animal health professionals, including pharmacists and veterinarians, to prescribe or dispense antibiotics more cautiously. FAO-OIE-WHO have agreed to pursue a ‘One Health’ approach that aims to fight AMR and other common and emerging threats to all lifeforms. “AMR is important to you, your family, your community and everyone else on the planet,” said FAO’s Chief Veterinary Officer EXTRA-JUDICIAL SETTLEMENT WITH DEED OF ABSOLUTE SALE Notice is hereby given that the intestate estate of the deceased ALFREDO MAGNO, who died on February 10, 2010 in Cagayan de Oro City, without any will; That the said deceased at the time of his death, left ¼ share of a certain parcel of land, more particularly described as follows: TRANSFER CERTIFICATE OF TITLE NO. DPWH-ARMM Secretary is Nat’l Achievement for Gov’t Service awardee DAVAO City––Secretary Don Mustapha Loong of the Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao (ARMM) has been conferred the National Achievement Award for Government Service by the University of the Philippines’ College of Engineering (UPCE). The 40-year old Loong, who hails from Sulu, is the youngest among six National Achievement awardees honored during the UP Alumni Engineers’ Grand Alumni Reunion at the Manila Polo Club on November 12. The awards are given to Alumni who have made remarkable contribution nationally in various fields like Entrepreneurship, Finance and in the case of Loong, a graduate of UPCE Batch

2000, Government Service. Loong, one of the founders and drafters of the Constitution of the Young Moro Professionals (YMP), has noted he is one of only three Moro civil engineers who graduated from the UPCE in Diliman in its 100-year history. The other awardees are Emmanuel Lorenzana Che 88, President of TV 5, for Broadcast Media; Ferdinand Tansingco EE 88 Metrobank Executive VP, for Finance; Edgardo Paynor EE 70 for Entrepreneurship, IT; James Porter MeE 81 for Entrepreneurship; Federico Monsada MetE 77; for Engineering Education; and Silvio Alcabasa CE 89, company commander of 52nd Engineering Brigade, for Public Service. The Most Distinguished

Alumnus award was given to Isidro Consunji CE 71, chair of the DMCI Holdings which includes the largest construction firm in the country and has interests in mining, power, real estate. The theme of this year’s reunion is “Inhenyero ng Bayan: Kaagapay sa Malawakang Pag Unlad.” According to a press release, Loong, who had the option to work in urban cities or abroad, decided to return home to serve the Bangsamoro people. In his speech at the a w a r d s n i g ht , L o o n g thanked Consunji, father of his classmate, for allowing them the use of his library during group study sessions in their home, for the inspiration that library gave him. Not having enough

allowance to buy books, Loong said he would photocopy chapters from the book each time they did group study. He said he also got to read books on leadership. In his more than three years serving the ARMM, Loong, according to the press release, has helped build “more than 915 kilometers of roads in the poverty and conflict-prone region as well as hundreds of water systems and ports” and in the process helped transform the DPWHARMM from one of the least performing agencies to one of the best performing agencies in ARMM.” The DPWH-ARMM’s transparency system uses google earth maps and geotagging technology coupled with the publication of these

google map and project photos on the DPWH-ARMM website for people to access at anytime. The ARMM-DPWH also uses drone technology for project monitoring and transparency, and is actively posting on its website and social media accounts. Senator Panfilo Lacson during the budget hearing was quoted as saying he was “impressed” by the system used and expressed hopes national agencies use the same system. Prior to joining DPWH ARMM, Loong was assisting in the management of a 10-billion peso grant from the United States Millennium Challenge Corporation (US MCC) to build a 212 km secondary road in Samar. Loong was then working with the DPWH Asian Development Bank Project Management Office.

Loong is now supervising together with his eight district engineers in the ARMM around 500 kilometers of roads a year in the ARMM, including areas traversed by the Abu Sayyaf in Sulu and Basilan, Bangsamoro Islamic Freedom Fighters in Maguindanao and Maute Group in Lanao del Sur. Loong will be formally inducted as a Career Executive Service Eligible during the 15th Annual Career Executive Service Conference in Naga City on November 23. As one of a few Moro career executives, he is one of the founders of the Bangsamoro Executives and Leaders League (BELL) Loong was also a Chevening Fellow on Public Sector Reform at the Bradford University in the United Kingdom. Sereñas said the incident was allegedly drug-related but details remain unclear, but assured that they will investigate and if there were irregularities, responsible persons will have to face the consequences. Fernandez Sr. has demanded justice for his missing son, even as he said that the five suspects do not have the right to be in the police service for what they allegedly did to his son. If evidence warrants the filing of cases against the suspects, the five policemen will be facing abduction and carnaping cases, depending though on the result of an investigation that is trying to locate the whereabouts of the victim. Jean Fernandez, victim’s mother, said it can be gleaned from the CCTV footage that her son was mauled because vehicle was shaking for almost an hour before the vehicle left the place. One of the suspects commandeered the motorcycle of the victim, she added. The parents believed the suspects may have forced the victim to negotiate for a possible ransom but for some reasons they did not push through. “Maybe he died because the negotiation did not reached us, the victim’s mother said in the vernacular. She said her son was an overseas Filipino worker in Dubai, United Arab Emirates, and arrived in the city almost a year ago. He was financially supported by his sister and her. She revealed that the victim just recently sold a real estate property of considerable worth. She claimed the abduction was for money and somebody pointed them to his son who had it.

With Mr. Laviña on board, Piñol said that he expects a smoother coordination between the DA and the water agency of

the government, more specifically in the area of the scheduling of the release of irrigation for the rice farms which have been set aside for so long. “During the Presidential campaign, Pete handled the role of an able spokesperson who articulated the position of then presidential candidate Duterte because of his closeness to the then city mayor,” he said.
