Metro Davao A2 Govt communicators, private media can work as partners, PIA official says Friday, November 11, 2016
DAVAO del Norte--Communication agencies of the national and the local governments with the media can work together as partners of communicating change for the country. Deputy Director General Gregorio Angelo “Gelo” Villar of the Philippine Information Agency (PIA) pointed this out during the recently concluded Press Freedom celebration staged by the provincial government of Davao del Norte which had run such observance for 8 years since 2008. He cited various policy agenda, initiatives and platforms through which they can create synergy to harmonize efforts to inform the public and communicate with the people especially those who need government assistance and services. in-charge of PIA at the time of his visit in Davao del Norte, Villar gave an eyeview on the soon-to-be released National Communications Policy , mandating the creation of a “policy environment that will put to use our media and messaging capabilities to suit the need and aspiration of the country”. He recalled the confab among senior information officers of national government agencies on October 05 for the first National Communications Workshop aimed at creating a unified message , addressing the communication challenges of various government agencies, and working as a team “to ensure that communities needing government programs and services the most, are informed of their availability”. administrator, officers and members of the Information Officers Network (ION) Davao del Norte, by media practitioners in Davao del Norte and from neighbouring provinces, among other guests of the event held at Robinsons Place Tagum. Consisting of 92 agenc i e s , t he D e v C om Ne t members work together to strengthen coordination and information sharing on development programs especial those prioritized by the President, Villar explained. Noting PIA as the lead agency of DevComNet, he cited the strength in information dissemination structure of PIA, covering 16 regions and 72 provinces. He, however, admitted the paramount need to strengthen grassroots
network with national government agencies and local government units “to ensure that information flows freely from top to bottom and from bottom to top between the government and the people. “We cannot do this alone. We rely mostly on our partnership with you,” he said as he cited the relevance of ION and the continued support of LGUs and the media. “We need our partners in the media and the information officers so that information can reach the grassroots,” he added. Recognizing the wide challenge to deliver information at the community levels, Villar pointed out the need for information officers to undergo capability-building to equip them with necessary skills and to train them to carry out the
tasks expected of them. Meanwhile, Villar viewed digital communication as important component of development communication through which people get connected with various government services and programs, benefitting them. However, he saw the necessity for communication technologies to become more user-friendly and be understood better by the people at the grassroots level as the manner of communicating and delivering information “is evolving”. “We want to ensure that those who need government assistance the most are provided pertinent information about government programs, policies and services of the current administration,” he said. Dads push for dredging of Cagayan de Oro River THE 18th City Council during its regular session Monday adopted Resolution No. 12486-2016, informing President Rodrigo Duterte, the secretary of the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), Maritime Industry Authority-Manila, and the regional offices of said departments that the city government of Cagayan de Oro is ready to undertake dredging activity at the
Cagayan de Oro River so as to remove the sandbars and restore the depth of the river as a deterrent against flooding. This is an offshoot of the special report of Councilor Zaldy Ocon, who expressed concern over the possible increase of current of the CDO River due to the heavy downpour which is continually affecting the city. In his special report, Councilor Ocon said during low tide boulders and sand bars are seen jutting
out of the river. “Makita nato nga ang mga bato nanggimaw na”, he stressed. According to experts, it is alarming since the river swells too much, which may result in an increase of the river current and cause the redirection of its flows. The ongoing river protection has to be augmented with measures to restore the depth of the river, Ocon cited. As a result, Councilor

Important matters only time, according to the Times of London. If this is true, I could see a big war is in the offing and once begun, will definitely spread to other places far and near. As usual we must implore the intervention of the Divine Providence that nothing this much will happen so soon. Latest development revealed that the Philippines will not scrap joint military operation with the United States but will only trim. This means the annual military exercise between the United States and the Philippines will go on as usual. Well, what President Duterte says today could mean another thing in a short while later. The good thing is he does not make major changes on what we had been practicing with
our allies for many years. Anyway, this is good news since our military, although composed of gallant men and women, is not well equipped to fight a big battle. We need our long time ally and friend to fight with us in case we are attacked. I don’t like President Digong teasing the beauty of Vice President Leni Robredo. Leni is a straightforward lady and although a widow for many years, she does not deserve to be a subject of “kanto boys’ sexiest remarks. The incident took place in one of their meetings with cabinet members where the lady, has presumably attracted men for her dress that displayed a little bit her nice legs. THE ruling of the Supreme Court allowing the late President Marcos to be buried in the Libingan Ng Mga Bayani has stirred once again the political landscape of the country. People from the three regions in Luzon, the Visayas and Mindanao organized rallies to protest the decision that to them was unjust and a thing that cannot erase hatred and dismay, particularly from the alleged victims of the Marcos regime. I understand loud and clear their heartaches and complaints because, as I said previously, I was once a victim of martial law. I lost my business and the opportunities to improve life with my family. But because I cannot live with hatred and the pain of the past, I tried to go on and

was what drove Misuari to abandon his professorial job in the University of the Philippines to wage an armed rebellion against the centrist government. Nur gave peace a chance but despite the guarantees that are ensconced in the constitution the government that promised justice and fair share of the nation’s wealth for Mindanao remained elusive. Nur opted to stay in the hinterlands of Sulu away from the reach of media which he confessed had treated him so unfairly. He was not to be heard again until the so called Z amboanga siege. Not consulted by the peace negotiating panels on the Comprehensive Agreement on the Bangsamoro, MNLF elements turned up in Zamboanga City to prove they are not a spent force and that they have as much stake
on the issues t h a t concerns the Bangsamoro. Led by Commander Ustadz Habier Malik, the MNLF wanted to plant their flag in front of the City Hall to put across that message. But the government refused to talk and engaged the rebels instead in an armed confrontation. Then Vice Pres, Jejomar Binay and Mayor Duterte attempted to talk to Misuari and there were indications that the MNLF troops will withdraw but both Binay and Duterte were advised by higher authorities not to stand in the way. The unexpected armed confrontation ensued leading to the loss of so many lives mostly civilians and MNLF elements. The government action was liken to that of burning one’s house to get

NEITHER Ro drigo R . Duterte nor Nur Misuari had any inkling when they first met in Davao City that they will meet again this time auspiciously in Malacanang Palace to talk about peace. Two decades ago the two can only talk in whispers about what troubles Mindanao. Despite the years and events that had elapsed their passion for justice and peace for Mindanao has not ebbed. Duterte is now President and Misuari, although visibly failing in health, is lucid and his words are as stinging and sharp as the sparkles in his eyes. They filed cases of rebellion, crime against humanitarian law and genocide against Misuari stonewalling the fact that they ordered the bombing on the entire district in the urban center of Zamboanga City resulting in casualties and destruction of properties amounting to P32-billion in government estimate. According to Ms. Alice Coronado of CDLO, they will commit to the betterment of the livelihood of those who surrendered and will provide activities and programs based on the data submitted by the victims. Mr. Arcay also provided a list of Training Centers and their corresponding qualifications, encouraging the surrenderees to think ahead, for the training that they are interested with. In addition, Ms. Grace Joy Saquilabon of CSWD then said that the government will help provide the starter kit for the chosen training of the victim.
A workshop for the Illegal Drug victims who surrendered was then prepared by the Dean of IMCC Social Work Department Mr. Florentino Fiel with the ICADAC staffs. The Illegal Drug victims were asked to visualize themselves in the years to come, including their plans to change, the steps that they will take, as well as their experiences. The workshop not only helped enlighten the minds of the victims, but also helped the private and non-private Organizations understand the woes of these people. See offers, page A7

again. Of course, I understand men, but exposing our below-the-belt attitude in the presence of ladies is absolutely ugly and constitute bad taste--most especially if one is the chief executive of the country. Leni later said she ignored the comment of Duterte because she was more concerned of the pressing problems in the country. Robredo hinted she was offended. One of the best things the Filipinos should do is to prepare for any eventuality. I mean against hunger/poverty, typhoons, war, earthquakes, and other natural calamities. We should not be caught flat-footed by disasters or tragedies. Past events like the magnitude of Yolanda typhoon, Sendong and others should teach us a lesson. We must know how to react and where to evacuate should things strike. People must be ready to react and come to rescue victims if the need arises. Unpreparedness can make us losers, of course. As I write this article, my ears are glued to the TV set which broadcast the result of the United States elections. The way speed counting of votes in the United States is going, I can predict in a few hours or perhaps before midnight, the country shall have elected a new president. I hope the Filipinos, being an imitator of the lifestyle and ways of America will adopt such model in choosing our leaders. Our Comelec should be given the dignity of its works and respect whatever finding it may arrive after the canvassing instead of crucifying the staff for anything they have not committed. If we expect change, let this be one of the things that must be changed. (Bennex News Service)

When they had seen him, they spread the word concerning what had been told them about this child, and all who heard it were amazed at what the shepherds said to them. of the Roas in Balingasag, one of the pre-Spanish towns in Misamis Oriental, 52 kilometers northeast of Cagayan De Oro City. Alvariño said that the raiding team recovered a total of about 40 grams of illegal drug known as “Shabu” (Methamphetamine Hydrochloride) with an estimated value of PHP 200,000 and various drug paraphernalia. Chief Inspector Philip Pontillas, of the police regional intelligence, said that the suspect and his brothers had been an object of surveillance for the past years. He said that the raid was the first salvo of the “Double Barrel Alpha” project of the Philippine National Police (PNP) in Misamis Oriental. The “Double Barrel Alpha” was a follow-up of the “Oplan Tokhang” (Knock and Plead) antiillegal drive of President Rodrigo Duterte. Pontillas said that the Double Barrel Alpha was directed against known personalities in the government, business persons, military, and the police. The Roas, however, denied the allegations that they were “drug dealers” and “big time drug suppliers” in Misamis Oriental, but admitted that they were “drug users.” The former town mayor and provincial board member Porferio Roa, Sr., who was in the house during the raid, said he would not tolerate or defend his sons if found engaged in illegal drug activities. “I was fighting against all forms of criminalities during my watch as town mayor and I would not condone any member of the family found engaged in illegal activities,” the old Roa said. Residents in the area who were interviewed for a reaction about the raid said that the Roa family, who claimed to be a relative of President Rodrigo Duterte, were “untouchables.” The incumbent town mayor Mariett Roa-Abogado was the younger sister of the Roa siblings of nine. She was not around when the raid was carried out Thursday. PDEA officials said that
the suspects would undergo drug testing and the evidences recovered during the raid would be subjected to laboratory analysis pending the filing of appropriate charges in court.

October each year but can provide more solar power since the 15-hectare area owned by the family of former governor Valentina Plaza where the plant will be built can actually produce 1.2 megawatt per hectare. Carlos said the facilities of the project include a solar power generation system, substation and transmission facilities and operation and maintenance services He said since it is sustainable and renewable, power supply to ASELCO will never run out aside from pollution will be reduced, avoiding health cost to the residents since the plant will produce non-hazardous operational waste and significantly contributes to reduce greenhouse gas emissions. Based on their agreement, ASELCO will receive whatever available solar energy GPower will dispatch at any time of the day considering that energy derived from the sun normally comes at its peak from 9 am until 3 pm. The solar energy project is part of the commitment of the Department of Energy to award renewable energy service contracts all over the country accounting for about 1,700 megawatts potential capacities. Solar power is part of other renewable sources of energy like biomass, wind and hydro that DOE would intend develop to produce the targeted 20,000 megawatt of energy by 2030. In another development, Peakpower San Francisco, Inc. is bent on building another 5.2 megawatt bunkerfired power generator to be installed at the existing 5-megawat power plant inside the ASELCO compound. An application for power purchase and transfer agreement between ASELCO and Peakpower San Francisco for the additional power generating facility was also being heard during the ERC public hearing. Expected to be commissioned this month, the Peakpower San Francisco generator manufactured by Wärtsilä Finland Oy (Wärtsilä) will add up a total of 10 megawatt delivery of electricity to ASELCO. Peakpower, a whollyowned subsidiary of A. Brown C ompany, Inc. reached an agreement with ASELCO for the bunker

Scuba de Oro diver Amir Elazegui had been diving in Agutayan Reef since 2005 and has seen its huge potential as haven for tourism as this would attract divers from all parts of the world. Elazegui revealed that about 165-feet deep underwater, there is a huge mountain-like “hard corals” believed to be over 100 years old and has become santuary of rare specie of stingray known as “devil ray.” Planktons are abundant along the Agutayan Reef as it feed on sea grasses and crustaceans. Aside from devil rays, other species include eagle rays and white tiff reef sharks, frog fish, different kinds of sea horses like ghost pipe fish in their swarm. Diverse marine life and unique underwater terrain will be the main attraction of Agutayan reef with its unique combination of small, medium, hard and soft tiny sand corals which come in bright colors. The 5,000 square meters Agutayan Island Reef is already a protected area by the Department of Environment and Natural Resources(DENR) with 2,400 square meters Marine Sanctuary. According Elazegui the only problem that the flourishing marine sanctuary faces is siltation since the tiny white island also lies near the mouth of rivers. Siltation could cover the coral reefs and endanger the marine sanctuary unless concerned agencies do something to prevent it from happening. Last week, the Provincial Government of Misamis Oriental headed by Gov. Yevgeny Vincente B. Emano inaugurated the Agutayan Jump Off Point at Brgy. Jampason. The project costs P9,842,000.00. Likewise, to boost the municipal tourism industry, Jasaan Mayor Jonathan Po has prepared a tour package for a wholesome adventure for tourists. Jasaan is also famous for its waterfalls such as Sagpulon Spring with its an array of beautiful Spring Resorts. Also included in the “tour package” is the house of Serpent Lizards which were discovered 4 years ago. With the Slogan: “Explore Misamis Oriental,” Misamis Oriental government has embarked on aggressive campaign to boost the province’s tourism industry, not just in Jasaan, but the rest of the province.
