Customs-Normin seizes P15M worth of fireworks from China By GERRY LEE GORIT Correspondent

CAGAYAN DE ORO CITY – Imported fireworks estimated to be worth P15 million from China were confiscated by the Bureau of Customs at the Mindanao Container Terminal subport in Tagoloan, Misamis Oriental recently, Customs Intelligence and Investigation Service (CIIS) chief Alvin Y. Enciso said Wednesday. The seizure came in as new BOC-10 District Collector Tomas Alcid assumed into office yesterday. Alcid replaced Ruby Claudia Alameda, who was transferred to the Manila International Container Port, during a turn-over ceremony at the BOC-10 district office Wednesday morning. Alcid used to be assigned at the Customs Monitoring Unit of the BOC central office in Manila. Enciso said they put the cargoes on hold upon the advice of the Command Center of the Office

of Commissioner Nicanor Faeldon and the BOC Risk Management Office who were tipped off of the contraband. He said the fireworks were misdeclared as toys, glassware and houseware. The Philippine National Police’s Firearms and Explosive Office also certified that the importer did not secure any clearance to import fireworks from them, nor it has the permit to sell and distribute the pyrotechnics. “There was really an intention to smuggle the fireworks by way of the MCT,” Enciso told this reporter Wednesday afternoon. Another container van filled with toys with estimated worth of P1.8 million was also held since the broker did not present any permit from the Food and Drug Administration that would indicate the items were checked for content of lead and other toxic materials. “Importation of toys without any certificate of Outgoing Bureau of Customs-10 District Collector Ruby Claudia Alameda (left) turns over the BOC official flag to See fireworks, page A7

CAGAYAN DE ORO CITY - A local government executive on Wednesday announced the launching of the ambitious “anti-illegal and anti-corruption” program in Northern Mindanao.

level with the participation of the local government units (LGUs). He said that the program introduces various intervention programs in the village level relative to rehabilitation, livelihood, and counselling of residents See drive, page A7

Duterte signs EO on Bangsamoro; pushes for federalism DAVAO City -- President Rodrigo Duterte on Thursday signed the Executive Order expanding the membership and functions of the Bangsamoro Transition Commission (BTC) that

would draft the Bangsamoro Basic Law (BBL) but instead of urging Congress to fast-track the passage of the BBL, Duterte pushed for the swift shift to a federal form of government, noting

that “the best structure that would be acceptable to all would be a federal setup.” The BBL is supposed to pave the way for the creation of the Bangsamoro, a new autonomous political entity

that the government (GPH) and the Moro Islamic Liberation Front (MILF) had agreed upon in the 2014 Comprehensive Agreement on the Bangsamoro (CAB), to replace the Autonomous Region in Muslim Mindanao. (ARMM). The passage of the BBL is crucial in moving forward the decommissioning of combatants and weapons and the other aspects of the CAB. Duterte signed the document increasing the number of BTC members from 15 to 21 at the Rizal Room of Malacanan Palace, flanked by Presidential Adviser on the Peace Process Jesus Dureza, Moro Islamic Liberation Front (MILF) chair Al Haj Murad Ebrahim, and Irene Santiago and Mohagher Iqbal, chairs of the government (GPH) and MILF peace implementing panels. the Framework Agreement on the Bangsamoro (FAB) on October 15, 2012. The CAB was signed on March 27, 2014 in the gardens of Malacanang to allow for a bigger crowd to attend the historic signing. According to the Peace and Development Roadmap of the Duterte administration, the BTC is targeting July 2017 to submit its draft BBL, leaving only eight months from the signing of the EO. The BTC can begin work only when the President shall have appointed the 21 members, 10 nominated by the government, 11 nominated by the MILF. Presidential Adviser on the Peace Process Jesus Dureza told MindaNews earlier this week that the appointments will be announced after the President’s November 9-10 visit to Malaysia. The increase in membership was supposed to have been intended to be “more inclusive,” by getting all the factions of the Moro National Liberation Front (MNLF) into the BTC so the BBL that will be drafted will incorporate the provisions

of the 2014 CAB and the unimplemented portions of the 1996 Final Peace Agreement (FPA) between the GPH and the MNLF. The MNLF faction under Muslimin Sema, will have three seats in the BTC but the MNLF faction under founding chair Nur Misuari will have a separate five-member panel, Dureza said. Duterte said he ran for President “on the platform that there will be a structure that must be acceptable to the people of the Republic of the Philippines” and one that “must be adopted willing(ly) by the Moro people of Mindanao.” “The best structure that would be acceptable to all would be a federal setup,” he said. He reiterated previous statements that he would resign if the shift to federalism is done on the third or fourth year of his six-year term, and a new Constitution is ratified. “But if you can just finish it, in three to four years, I am out. That I commit to you,” he said, adding “we can have special autonomous within the federal government for See pushes, page A7

Tomorrow, something unprecedented will happen. The two-day Philippine Development Forum convenes in Davao City. The gathering brings together representatives of the business community, our international development partners, civil society organizations and academics. They will deliberate on our development issues and try to achieve consensus points. Those points and all the insights generated during this meeting will feed into the 2017-2022 Philippine Development Plan. This is the first time a cross-section of society and a large number of stakeholders are convened to help build the official development plan. It is a truly democratic exercise. Hopefully this will be a productive forum. It will be helpful to this administration’s pledge to bring down poverty rates dramatically. The Philippine Statistics Authority reports that a decline in our poverty rates—from 26 percent to 22 percent—did happen over the last five years. That is not enough. The Duterte administration is now final-

izing plans that will bring down our poverty rate to only 13 percent by 2022. That is a tall order. It means pulling 1.5 million Filipinos from poverty each year. Those are not just numbers. The lower our poverty rates are, the more difficult it is to reduce the number of the poor. There is such a thing as “core poverty”— the people with the least skills, needing to be made economically productive. Much investment in our human capital, including informal training and adult literacy classes, will need to be made. Government needs to increase outlay for better public education, improved healthcare and greater access to other support services. From today to 2022, government intends to devote 40 percent of all public expenditure to social services. This includes a more efficient cash transfer program and tightly targeted subsidies aimed at the poorest communities. That is just the direct assistance. Around it is a comprehensive development thrust that includes closing our infrastructure gap, modernization of our

agriculture for better yield, and a marked improvement in the ease of doing business in order to attract more investments. President Duterte’s visit to China resulted in billions of dollars in investment pledges. That will give us a strong start in creating millions of new jobs for our people. Remember that fully 10 percent of our population works abroad on short-term contracts. We should be ready to welcome them back to work in a growing economy. Two-thirds of domestic poverty is in the rural areas. Agriculture in its present state is a poverty trap that pushes millions to seek opportunities in the cities. If we attract enough investments in agriculture,

do strange jobs like selling used cars, transistor radios, sewing machines and even insurance. For eight years we lived in hardship. I was so angry at Marcos, terribly mad. Over the years, I saw what he had done for the country. He cemented the highways, built bridges, installed drinking water system, improved agriculture and for the first time made the country exporting rice, built towering government edifices and many more. Marcos had a lot of accusations but never convicted of any crime. People called him a dictator, a thief, a corrupt official and all adjectives existing in the dictionary to describe him as an evil. Combining all past presidents, I saw Marcos as the chief executive who had done the best of things for the country and people. I agree he has committed serious blunders. . I agree he is not a hero. But as former president and soldier, he deserves to rest in utmost peace. Needless to say, other past presidents went to jail for alleged wrongdoings. Others did just nothing of importance.

we could actually reverse the migration pattern. By 2022, the Duterte administration aspires to elevate our economy to high middle-income status comparable to where Malaysia and China are today. In a generation, we aspire to achieve high-income status with a negligible poverty percentage. In the six years preceding, we did register a rather impressive growth. But it was growth built on the economics of exclusion. As the domestic economy expanded, the rich got richer and the poor became poorer. That is not the pattern of growth that should continue. At the forum that opens tomorrow, we hope all the bright minds assembled will help us truly build inclusive growth. Our poverty rate is deeply rooted. In the colonial period, so much of our land was devoted to supplying the colonizer nations with the raw materials they needed to build their own wealth. Land monopolies were consolidated, creating a landed elite that also controlled our politics. Subsistence See andanar, page A5

Think A Minute

The ruling of the Supreme Court allowing Marcos to be buried in the Libingan Ng Mga Bayani, to my mind, is appropriate. Once this is done, the nation which has been politically divided for years will be peaceful - - of course after a certain period of time. Maybe we can move forward and look up to the horizon for progress and stability. We need unity and affection in the midst of troubling years ahead of us. There should be part of school curriculum on how to hold peaceful rallies or demonstrations. The young children must learn the insight of exercising freedom. While it is true, the matter is part of our rights to show our grievance against the government or any entity for that matter, something must prevent participants to be unruly and undesirable. Rally participants must not throw stones at police officers or the general public. They should present the objectives of their demonstration. They should not allow themselves to be infiltrated by bad elements especially rebels who want to overthrow the government. Arnis de mano is one form or style in self-defense that originated in Cebu. I underwent training on this matter in Cebu City some years ago and I found it very effective compared to jiu jitsu. What you need in this fighting preparedness are two pieces of rattan poles with a length of two and a half feet. There are steps to be followed like the

Think a minute … Have you ever thought to yourself: “I know what I should have done, but I didn’t do it!” How many times have you felt that way? It’s a struggle we all fight—every day! The constant battle between what we know we should do and what we actually do. Between our conscience and how we really live. Why can’t we simply do what we know we should? It’s even what we really want to do in our heart. Our problem? We have a power shortage in our lives—a shortage of will power. We’re like this couple whom I know. The husband and wife both are marriage counselors, but they’ve now divorced each other! They’ve counseled hundreds of other married couples, yet they themselves cannot work out their own marriage problems. They know all there is to know about a good marriage relationship, but they can’t do it themselves and follow their own advice.

agriculture created the large mass of the rural poor. Our economic base is not contiguous like Thailand’s for instance, or China’s. We are an archipelago. Our land is broken up into 7,100 islands. We need to quickly improve our domestic logistics system so that regions and islands are not left behind. President Duterte aims to be the one to crack the riddle of our poverty. That is why he wants to break the back of the drug problem in only six months: so that he can spend the rest of his term tackling the poverty question. Building inclusive growth is part of his final social-economic reform agenda.

Cebuano “eskirima”. The good thing is no law or ordinance prohibits the carrying of the rattan poles anywhere and anytime. I still have my pole although

the other one was lost. Selfdefense skill is a must for everyone especially these days when criminality takes place anytime. My eldest and youngest daughters hold a black belt in Taekwondo. When my wife bought a pair of boxing gloves, I taught my two sons how to fight. I thought I would end up a boxer when I climbed up the ring when I was in my teen. Oh yeah, one of my brothers was a professional boxer. My other brother who is a practicing lawyer studied kung fu karate. Fighting is not our business but surely self defense is our concern until now. As I listened to TV newscast from the Philippines, the police team who came to the provincial jail where Mayor Espinosa of Albuera, Leyte was detained, showed the intention to kill the mayor and Ruel Yap. I do not have a bit of doubt that the killing developed based on anything. It was well planned. It was murder, whether we like it or not. The same TV report

disclosed of more killings, more crying of widows and kids, etc. It has become normal and certainly a way of life in our country. I was not pleased to read a news item that said Filipino Americans will vote for the lesser evil in today’s presidential election in the

United States. Calling the candidates evil is definitely bad for our culture and attitude. Saying that in our country maybe alright but not in an ally and long time friend. It is a grave insult and unpardonable offense. BEN EMATA Bennex News Service

Education aims at eradicating poverty By BRYAN R. BALASICO Teacher I Ignacio Tan Memorial Integrated School Bonifacio East District

AT the turn of the century, the Millennium Development Goals related to education committed the world to getting all children into primary school and to ensuring gender parity in schooling. Since then, countries have made a heroic effort to reduce the number of out-of-school children with support from many development partners but much more remains to be done to get all children in school and learning. In 2015, as the world commits to the Sustainable Development Goals, the tasks ahead in education are to get all remaining outof-school children into school by

eliminating barriers created by poverty, gender, remoteness and disability and crucially to raise the level of learning in schools. At the primary and lower secondary ages, 121 million children remain out of school and about 250 million children still do not know how to read even though many of them have attended school. At the global level, the World Bank is working with countries to end extreme poverty by 2030 and to boost shared prosperity and education may well be the surest way to eliminate poverty especially if time in school has resulted in actual learning.

PDIC advises borrowers of Rural Bank of Luna (Isabela), Inc. to pay their obligations The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Luna (Isabela), Inc., reminded borrowers of the bank that they are under obligation to pay their loans. PDIC advised borrowers to transact only with authorized PDIC representatives, emphasizing that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank. Rural Bank of Luna was prohibited from doing business in the Philippines by virtue of Monetary Board Resolution No. 1777.A dated October 6, 2016. It is a two-unit rural bank with head office located in Harana, Luna, Isabela. Its lone branch is located in Santa Maria, Isabela. PDIC said that the law provides that deposits of

borrowers who also have past due loans with closed banks shall be offset against their loans. In the case of depositor-borrowers whose loans are on current status, they may also consent to offset their deposits against their loans. All depositors who have outstanding loans or payables to Rural Bank of Luna were advised to coordinate with the PDIC Loans Management Group prior to filing of their deposit insurance claims. Learning styles of 21st century students By METCHIE D. COSCOS Teacher III Kalilangan Central School

TODAY, information and communications technologies (ICTs) infiltrate classrooms around the world at an exceedingly rapid pace. In the wake of this influx, educators face growing challenges as they teach a very wired – and

more wireless – generation of students using technology that is evolving every day. Millennials, the current generation of students, were born between 1980 and 2000. They like to be in control. They like choice. They are grouporiented and social. They are inclusive. They are practiced users of digital technology.

By HELEN E. ALFANTA SST-III, Ozamiz City National High School

Every teacher has his/her own unique teaching style. Teaching is effective when learners have active involvement in the learning process. The teacher is effective when learners are equipped with the necessary skills in the 21st century. But what is the most effective teaching style? Teaching style depends mainly on the learning style of the students, needs of the students, learning activity and the like. Theorist A.F. Grasha explains the five main strategies that teachers use in the classroom. Authority or lecture style. This is a teacher-centered strategy. Students are viewed as “empty vessels”. Students are

expected to listen and to take down notes. Interaction is not evident here. Teachers are the sole supplier of knowledge and information. The students are merely the receiver of the information. Demonstrator or coach style. As a demonstrator, the teacher demonstrates his/her expertise by showing students what they need to know. Students learn through observing and copying the teacher’s process. Facilitator or activity style. This is a learner-centered style. Teacher facilitates learning and let students interact. Student learning is guided by the teacher. Delegator or group style. Teacher functions as consultant. The teacher observes the stu-

On the other hand, the 21st century teacher is more educated and experienced than teachers of the past. More than half hold advanced degrees. And of course, these teachers are seeing their work and their classrooms transform as they improve their lessons and teaching using technology. For millennials therefore,

dents working in tandem toward achieving the goals. Teacher is passive and students are active and engaged participants in their learning. Hybrid or blended style. This follows an integrated approach to teaching that blends the teachers’ personality and interests with the students’ needs. Teachers tailor their teaching style to student needs. Given the five main teaching styles of Grasha, what do you think is the most effective one? They are all effective. However, teacher doesn’t use one strategy only. As what I have mentioned, style of teaching varies depending on the students’ learning style, subject matter, learning activities and the needs of the students. In teaching music for instance, the teacher will

learning must be relevant to students. With technology ready, millennials are sure to research on information on their own if teachers fail to present what are relevant. The more worrisome consequence of this is that some millennials tend not to pursue post-secondary education. When formal education is not of interest, millennials focus into skills education rather than academics. demonstrate first on how to read notes or play a musical instrument. The teacher is a demonstrator. Another is, in a social studies class wherein facts, dates and names are necessary for the students to memorize. Hence, teacher gives his/her lectures to the students. So, the teacher uses authority or lecture style. Teaching science and literature, it is ideal for a teacher to be a facilitator. Yet, laboratory activities in science or a debate for instance, these activities require the teacher to be a delegator. These five strategies are effective. It’s up to us when to use each of them in our teaching. I believe that to be able to have an effective teaching, a teacher must be flexible. We are facilitators of learning. But sometimes we need to be a demonstrator, delegator, and lecturer.

the Muslim Mindanao.” He again vowed to correct the historical injustices committed against the Moro people but was silent on the passage of the BBL ahead of the federalism project. Duterte during his campaign had promised to push for the passage of the BBL and make it a template for federalism for others to follow. In early July, he said at the Hariraya celebration in Davao City that he would go for federalism first but will push for the passage of the BBL if the people reject the federalism proposal in the plebiscite. Less than two weeks later, in Buluan, Maguindano, he said he wants the BBL passed and implemented “bukas kaagad” (literally: immediately, tomorrow), but minus the provisions where constitutionality issues are being raised. Immediate passage In his speech, Murad said he hopes the signing of the EO “will pave the way for the immediate passage of the enabling law that will translate the provisions of the CAB into a law.” He said the CAB “is the embodiment of the legitimate aspirations of the Bangsamoro people to determine their future and govern themselves within a larger Philippine republic. It is an important step to addressing what the President has often said as the historical injustice committed against the Bangsamoro people. It is not just our right. It is the right thing to do.” Santiago said “silencing of the guns of war brings only Negative Peace. We have to do Positive Peace to make peace, and make peace last.” The Philippines, she said, is currently 139th out of 163 states and territories in the Global Peace Index. But if all sectors “work as system” to construct the eight pillars of Positive Peace, “perhaps, Mr. President, the Philippines will be in the top 10 of the most peaceful countries in the world by 2022!” The eight pillars of peace are a well-functioning government, low levels of corruption, acceptance of the rights of others, good relations with our neighbors, sound business environment, high levels of human capital, equitable distribution of resources, and free flow of information. Historical injustices Duterte, the country’s 16th President, the first Mindanawon to lead the nation, and the first President with Moro blood (his grandmother was a Maranao), has repeatedly said he wants to correct the historical injustices committed against the Bangsamoro. He recalled that when he showed the photographs of the 1906 Bud Dajo Massacre before leaders of other countries at the ASEAN Summit on September 8,

he was criticized for saying that massacre was over a hundred years ago. “And I told them, you know, this picture is a portrayal of the problem until now. It is not 100 years old. It is today. Unless, you’re able to do something about this photograph, this photo. And mind you, it was not taken by the Filipinos at that time, because nobody had that gadget called camera, sa kanila ‘yun eh.” “For as long as we do not have a mechanism to ensure that justice has been served, we will never find peace in Mindanao,” he declared. He said he is “very much interested in the education of the Moro people.” As Davao City mayor for 22 years, Duterte recalled that when he became mayor, there was only one Madrasah (Islamic school) but “today, it has expanded to almost 169 because I wanted the Moro people educated so that they would know what to do with their country in the coming years.” “If I could get a peace agreement with the communists and hammer out something for the MNLF, MILF and to all the Moro groupings and even the Abu Sayyaf, if I could just extend my hand to them in friendship and just tell them that it is time to just really have a country which is normal and peaceful and for our children to grow in peace, then I would have succeeded,” Duterte said. the Marcos dictatorship. Maglana quoted a 19-year-old Ateneo student who was interviewed on the issue as saying, “you can bury a man, but never his sins.” Marcos, elected President in 1965, was reelected in 1969. Before ending his second and last term in 1973, he declared martial law in 1972 and was ousted by People Power in February 1986. He lived in exile in Honolulu, Hawaii and passed away on September 28, 1989. It took four years before his body could be flown back to the Philippines – on September 7, 1993, under the administration of Fidel Ramos, Marcos’ cousin. Marcos’ remains are still encased in a glass for public viewing at the Marcos Museum and Mausoleum in Batac, Ilocos Norte. Campaign promise President Rodrigo Duterte had pushed for the burial of Marcos during the campaign and as President. In the early hours of August 7, he told reporters at the Eastern Mindanao Command’s covered court, where the wake for four soldiers slain in clashes with the New People’s Army was held, that he had given the go-signal for Marcos’ burial. That same day, Defense Secretary Delfin Lorenzana in a memorandum, directed General Ricardo Visaya,

Chief of Staff of the Armed Forces of the Philippines, to “undertake the necessary planning and preparations to facilitate the coordination of all agencies concerned specially the provisions for ceremonial and security arrangements” for the Marcos burial, in compliance to the President’s verbal order on July 11 “to implement his election campaign promise.” Duterte, in a past midnight press conference that day, said the former President and soldier is qualified to be buried there. “We are a divided nation. Out of 10, maybe nine nagsentimyento. Only one hates Marcos, but that is not the point. The point is, he is qualified … his family has that right to bury their father or husband because he was president of the Republic of the Philippines and he was a soldier at one time of his life,” he said. Regrettable In as statement on the SC ruling, Konsyensya Dabaw said that “instead of the quest for healing that they avowed was the main objective of the burial, it has heightened the sense of disquiet as citizens worry about what may transpire next.” The group said it is “truly regrettable that the SC mishandled this prime opportunity to affirm the powers of transformative justice in our country that has long suffered from the miscarriage of justice.” “We realize that Davaoeños have a unique voice in our continuing journey for a more just Philippines and we will sustain the use of that voice. We will study the ruling fully and discern the viability of supporting motions for reconsideration within the 15-day window allowed by law. Now more than ever, we realize the value of uniting with other citizens; and so we will continue to coordinate with other groups who oppose the hero’s burial,” the statement read. Before Tuesday night’s protest action, Konsyensya Dabaw had staged four protest actions against the burial of Marcos at the LNMB, proposing instead to have his remains buried in Batac, Ilocos Norte. Historical injustices Konsyensya Dabaw also said it will “continue to engage President Rodrigo Roa Duterte on his discourse about historical grievances. We will remind him that he cannot rail against the historical injustices committed by colonizers against Filipinos, particularly the Bangsamoro and indigenous peoples, without acknowledging and also standing against the large-scale and systematic abuses and violations during the time of Marcos.” It also said it will hold the Duterte administration “accountable for fulfilling the Human Rights Victims Reparation and Recognition Act (RA 10368 as amended by RA 10766), which makes

it a State responsibility to recognize the heroism and sacrifices of the victims of human rights violations during the regime of Marcos.” “As citizens, we also need to reflect on the power of our own choices and conduct in the different spaces we inhabit so that we avoid unwittingly supporting the forces of intolerance and absolutism. Critical thinking, discernment, and democratic discourse are citizens’ tools against thought monopoly and repression,” it said. “We may be troubled by today’s ruling, but our struggle against authoritarianism continues. Para sa katarungan, maging handa na matagalan ang laban! Dasig gihapon! (For justice, be prepared to struggle and endure for justice. Stay courageous and inspired), Konsyensya Dabaw said. (Carolyn O.
