More Filipinos prefer job security over a competitive salary, a survey by job search platform, JobStreet.com, showed.[1] April Ritual is one of the many Filipino workers looking for a stable job.

With no college degree or ‘connections’, a good job opportunity is out of reach for Ritual and her husband.

The pressing need to earn and survive drives thousands of workers to take on contractual employment.

‘Endo’ refers to the practice of repeat hiring employees after a five-month contract to avoid regularizing them on the sixth month.

The Department of

Labor and Employment (DOLE) Order No. 174 bans labor-only contracting but allows manpower agencies to reabsorb workers if their employers do not regularize them. This leads workers to be offloaded to another company without any job security.

“We wanted to start a movement through social enterprises that will do business differently. We didn’t know much about the cosmetics industry, but we wanted to transform the lives of poor workers,” Dylan Wilk, Co-Founder and Chairman of Gandang Kalikasan Inc. shared.

Arie Solloso, a compounder in Human Nature’s manufacturing plant, endured the same fate for 15 years.

Employees of the manufacturing plant also enjoy a 7-hour work day, no work on Sundays, access to a health card, and financial assistance for housing, educations, and even weddings.

21st century in education

SKILLS that are needed in education this 21st century are generally used to refer to certain core competencies such as collaboration, digital literacy, critical thinking and problem solving that education policymakers believe schools need to teach to help students thrive in today’s world.

Our world is changing and in order to prepare our children for this new world, we need to change the way

we educate them. In this 21st century, educators must create a curriculum that will help students connect with the world and understand the issues that our world faces. Research has indicated that young people today are likely to have 17 jobs over five different careers after they leave school.

Obviously, teaching in the 21st century is an altogether different phenomenon. Never before could learning be happening the way it is now – ev-

erywhere, all the time, on any possible topic, supporting any possible learning style or preference. But what does being a 21st century teacher really mean?

Twenty-first century learning means that students master content while producing, synthesizing and evaluating information from a wide variety of subjects and sources with an understanding of and respect for diverse cultures. Students demonstrate creativity, communication and collaboration.

APPLIED mathematics is the application of mathematical methods by different fields such as science, engineering, business, computer science and industry. Thus, applied mathematics is a combination of mathematical science and specialized knowledge. The term applied mathematics also describes the professional specialty in which mathematicians work on practical problems by formulating and studying mathematical models. In the past, practical applications have motivated the development of mathematical theories which

then became the subject in pure mathematics where abstract concepts are studied for their own sake. The activity of applied mathematics is thus intimately connected with research in pure mathematics.

Applied mathematics consists principally of applied analysis, most notably differential equations, approximation theory and applied probability. These areas of mathematics relate directly to the development of Newtonian physics and in fact the distinction between mathematicians and physicists was not sharply draw before the mid-19th century. Today, the term

applied mathematics includes cryptography and fluid mechanics. It has also spawned game theory and social choice theory. It has also included theoretical computer science, computer algebra, numerical analysis and economics.

In other words, applied mathematics focuses on the creation and study of mathematical and computational tools that will solve challenging problems in science and engineering. These can include the mechanics of a moving body, the statistics governing the atoms in a gas or developing more efficient algorithms for computational analysis, etc.

Speak truth to power, keep power in check Pooled Editorial issued on World Press Freedom Day (May 3, 2018) by the Center for Media Freedom and Responsibility, National Union of Journalists of the Philippines, Philippine Center for Investigative Journalism and the Philippine Press Institute RODRIGO R. Duterte’s presidency has altered and controlled the public discourse so radically in its favor in ways rude and bold. One tragic result: it has restricted and narrowed the celebrated freedom of the Philippine press and the people’s cherished right to know.

In his first 22 months in power, Mr. Duterte has earned the dubious honor of logging 85 various cases of attacks and threats on these dual values that the Constitution upholds as inalienable rights of the citizens. The number far exceeds those recorded under four presidents before him.

Separately and together, these 85 cases have made the practice of journalism an even more dangerous endeavor under Duterte.

From June 30, 2016 to May 1, 2018, these cases include the killing of 9 journalists, 16 libel cases, 14 cases of online harassment, 11 death threats, 6 slay attempts, 6 cases of harassment, 5 cases of intimidation, 4 cases of website attack, revoked registration or denied franchise renewal, verbal abuse, strafing, and police surveillance of journalists and media agencies.

These cases project the force of presidential power dominating the political sphere, with zealous support from Duterte allies and appointees, and their sponsored misinformation army online and off. They have hurled at members of the press insults and unfair labels, and allegations of corruption and misconduct without firm basis in fact or in law.

These cases linger amid effete efforts at solution by state agencies, and in the context of the hostile and vicious discourse against the administration’s critics and the critical media.

The President, Cabinet members, and the House of Representatives have imposed and proposed unprecedented restrictions on journalist access to official news events. Congress and executive agencies have denied or delayed the corporate registration or franchises required for operation of media companies.

Some journalists and media groups have also reported police surveillance of their movement and their places of work.

Attacks on press freedom diminish not just the news media. These weaken the capacity of the news media to sustain the people’s unfettered exchange of ideas about public issues. Presidential intolerance of criticism is now a well established aspect of Duterte’s leadership. While he is not the only chief executive See CHECK, page 11

A big challenge

THE oft-repeated professed inherent hate of President Duterte for corruption is put to a great test now that members of his official family no less are hogging the limelight for acts he has zero tolerance for.

To u r i s m S e c r e t a r y Wanda Tulfo Teo is under investigation by Malacanang because her department had caused the payment of P60 million pesos to the government television network as sponsorship fee for the television program produced and anchored by her brothers.

Though Teo had publicly claimed this does not constitute any crime of corruption on her part since she did not have a hand in determining which program the P60 million be paid to, experts say this is a brazen conflict of interest case.

Perhaps because of her untenable defense, Communications Secretary Martin Andar had been dragged into the case, the government television network being one of the attached agencies to his department.

The Duterte administration’s solicitor general, law-

yer Jose Calida, is likewise hogging the limelight not for his inexplicable legal maneuver of haling to the bar of justice Supreme Court Chief Justice Ma. Lourdes Sereno right before the court she is heading on a quo warranto petition but because of a below the waist incident.

Calida, with all his projection of righteousness by haling Sereno to court, was accused of having gifted a young and beautiful office staff previously reported as an intern in his office with government funds amounting to P1.8 million.

No clear explanation was given how Calida was able to cause the release of the public fund for below the waist purposes and what did the recipient do with such huge amount. Was it given in cash or in kind is, however, of no moment.

Calida’s generosity toward his beauteous and young office staff was reason enough for his wife to reportedly storm his office one afternoon last week to confront him and his new found apple of the eye.

The storming resulted, per

reports, in Calida’s and the subject office employee’s leave of absence from the office since Monday this week.

A picture of Calida and his young and beautiful office staff is currently going viral in social media for several days now.

While Duterte went ballistic and eventually fired the head of the government agency tasked with looking after the welfare of the urban poor for unwarranted foreign travels, circulating in social media is a list of foreign travels undertaken by the head of the National Food Authority that totaled something like 20 in a year’s time with Duterte not lifting a finger about such travesty of his administration’s policy in regard to foreign travels by officials.

The challenge for Duterte to be true to his professed zero tolerance for corruption is now in his court. Will he decisively act on these glaringly corruption-laden acts of his officials? Or will he just let this pass as if their acts were the most righteous thing to do on their part.

I personally have no doubt Duterte’s resolve to fight corruption. But Teo is the sister to four brothers in media perceived by many as very close to him.

Can Duterte transcend beyond his friendship with the Tulfo brothers and do what is right? In the case of Calida, the guy is not just loyal to him but have shown sort of canine devotion to him. Can he also transcend beyond this relationship he has with Calida?

Lastly, in the tug-of-war between Cabinet Secretary Leoncio Evasco and Jason Aquino, the chair and administrator of the NFA, respectively, Duterte unabashedly dumped his longtime friend and ally Evasco to sustain Aquino. Civic group Project Basa-Kubo: A reading center for Tubaran elementary graders

ILIGAN City––Dubbed as Project DEAR or Drop Everything and Read Program, the Department of Education (DepEd) aims to have this implemented in all grade levels.

Anent to this, the Rotary Club of Iligan Mar i a C r i s t i n a ( RC I MC ) re s p on d e d to t h e D e par t ment’s call on t he development of reading habits specifically Grades 1-3 levels of the Tubaran Elementar y School at Barangay Mandulog, Iligan City.

Thus, the Project BasaKub o was const r uc te d in Februar y 2018. District Governor Rosalinda R o s a l e s - D e l e s t e of R I District 3870, officially handed-over in March 2018 the symbolic key to the Principal, teachers and pupils of the school, witnessed by members of the Rotary Club of Iligan Maria Cristina.

Project Basa-Kubo T h is B a l ay Kub o is made primarily of bamboo and wood with a cogon roof. It’s a reading center for school children, which helps improve their reading abilities with English and Filipino as medium of instruction which are considered as second language of the children.

Aligned with this Reading Project Center is to ma ke t he s cho ol children busy during free hours and since most are eating lunch in school then they have time to ma ke re ading as t heir past time and passion.

Project funding Based on the application submitted by RC Iligan Maria Cristina to the RI District 3870 in December 2017, a grant amounting to USD500 was approved by the District.

Balchin said Basa Kubo aimed at providing the school children a place for them to do some readings of story books where they can do it in any comfortable position they wished to as a diversion from the formal set up inside their classrooms. The choice of having it for these levels because this is the critical years of l e ar n i ng of a ch i l d and the development of reading habits at this age level will be of great help for these children as they continue their schooling till graduating their Baccalaureate degrees in the near future.

RCIMC is an all lady Club in Iligan chartered in 1990.

Isuzu showcases QKR light truck as their latest PUV platform Isuzu Philippines Corporation (IPC) participated in the recent Public Transport Modernization Expo at the PICC Forum tent to display their latest PUV prototypes highlighting the Isuzu QKR as its main platform.

IPC showcases three new PUV prototypes in the latest transport expo organized by the Department of Transportation (DOTr) which serves as the kick-off show for the modernization of public transportation and has theme “Modernong Sasakyan, Progresibong Bayan”.

Common on all three PUV prototypes is the Isuzu QKR platform, which runs on a 4JH1TC diesel engine that is capable to provide maximum power of 106 PS at 3,200 rpm and maximum torque of 230 N-m from1,400-3,200 rpm, which is also EURO IV compliant. The Isuzu QKR has a total gross vehicle weight of 4,490 kgs and a multileaf spring suspension for added passenger comfort.

First on its display line-up is Isuzu’s collaboration with Centro Manufacturing Corporation (CENTRO), the Isuzu-CENTRO Class II jeepney substitute which maintains sidefacing fixed foam seats, 23-passenger standard type cabin (seated and standing), sliding windows, electric folding service door, and is fully airconditioned.

Classified within the same category is the Isuzu-ALMAZORA Class II prototype, with a special structural body designed by Almazora Motors Corporation, this prototype has a sidefacing fiber glass seats with padded cushions, fiber glass and GI sheet combination body panels, panoramic glass windows, electric folding service doors and is also fully airconditioned.

Lastly, Isuzu’s new body collaboration with Santarosa Motor Works, IsuzuSANTAROSA Class III

PUV prototype which has a 23-passenger front-facing seating layout, Galvannealed sheet body panels, panoramic folding service door, panoramic tempered glass windows, fully air-conditioned cabin with continuous room lighting.

All the Isuzu prototypes conforms with the PUV standard class specifications as released by the Department of Trade and Industry - Bureau of Product Standards (DTI-BPS). “Our latest PUV display is a result of the test and development process we had with our previous prototypes.

We try to work with different local body manufacturers to give our transport groups more designs to choose from,” said Koso. “Rest assured that we work closely with them to ensure the quality and safety of these new products,” he added.

Aside from Isuzu’s renowned durability and fuel-efficiency, the company also highlights its advantage

that keeps their customer loyal to the brand – nationwide dealer network, nationwide parts availability, expert service technicians, roadside assistance and technical training.

Of the 251 areas, Compostela Valley province and Davao City have the most EWAS with 68 and 55, respectively.

Davao City has one area placed under Category 1 and 54 under Category 2.

Areas placed under Category 1 have records of politically-motivated violent incidents and may likely occur during the elections due to intense partisan political rivalry, while areas under Category 2 have serious armed threats posed by organized threat groups like the Communist Party of the Philippines-New People’s Army (CPP-NPA), the Bangsamoro Independent Freedom Fighters (BIFF), and Abu Sayyaf Group (ASG).

All the 68 areas in Compostela Valley are placed under Category 2. Compostela Valley is known to be a hotbed of the CPP-NPA. They are followed by Davao del Norte – 50 (Category 2); Davao del Sur with 5 areas under Category 1 and 44 under Category 2; Davao Occidental with 4 under Category 1 and 3 under Category 2; and Davao Oriental with 27 under Category 2.

Driz said the list was consolidated during a meeting of the police and the AFP last week.

The identification of the areas was based on 4 categories. The areas falling under Category 3 are areas where the threats under category 1 and 2 are present, while under the Category 4 the areas affected by political rivalry that could motivate people to engage in violence, violence may be facilitated by employment of private armed groups, loose firearms fall into the hands of unqualified individuals, serious armed threats by the CPP-NPA, BIFF, ASG and other armed groups.

Driz said the areas under Category 4 are placed under the Comelec immediate and direct control and supervision.

Davao City Police Office (DCPO) spokesperson, Senior Insp. Ma Teresita Gaspan, said the areas placed in EWAS will have more police and army personnel deployment depending on each category and the number of polling places.

In the case of Davao City, Gaspan said DCPO and all its units are ready for the elections.

She said the 55 barangays listed as EWAS are under the area of responsibility of seven police stations.

She said the police personnel in DCPO will be distributed among the seven police stations.

10th Infantry Division spokesman Capt. Jerry Lamosao said the army is deploying soldiers especially in areas where there is a presence of the CPP-NPA. Lamosao said the military will focus more in the rural barangays, while the police in the urban areas. PNA

DAVAO CITY -- A member of the New People’s Army (NPA) who operates in Davao Occidental, surrendered with a firearm to the troops of 73rd Infantry Battalion in Barangay Little Baguio, Malita, Davao Occidental.

Capt. Mc Gary Dida, the civil-military operations (CMO) officer of the Army’s 1002nd Infantry Brigade, said Wednesday that Juanito Miguel Oday alias Payat, 35, married and a resident of Sitio Lanulan, Barangay Little Baguio, Malita, Davao Occidental surrendered and gave up his M1 carbine rifle.

384 workers hired in Zambo Labor Day job fair ZAMBOANGA City--The Department of Labor and Employment (DOLE) on Wednesday announced that 384 job seekers were hired on the spot during the twoday Labor Day job fair in this city.

DOLE Regional Information Officer Karen Grafia told the Philippine News Agency that of the total figure, 379 were employed locally while the remaining five for overseas employment.

Grafia said they were among the 2,025 job seekers who joined the two-day Labor Day jobs fair held from Monday until Tuesday at the Zamboanga City Special Economic Zone (Zamboecozone) in Sitio San Ramon, Barangay Talisayan, this city.

Grafia said there were also 75 near-hire job seekers, or those job applicants listed for further interview, told to submit additional documentary requirements, and to take employment examination.

She said that a total of 393 individuals were also referred to the Technical Education and Skills Development Authority (TESDA) for further training while 79 for livelihood assistance.

This year’s Labor Day job fair saw the participation of 21 local companies and 17 overseas placement firms.

A total of 23,158 job vacancies were up for grab during the 2018 Labor Day jobs fair.

Of the total vacancies, 4,847 are for local employment while 18,311 for overseas.

Sayyaf man, pal arrested; bomb-making components seized

ZAMBOANGA City--Police arrested two people, including an alleged Abu Sayyaf bandit, and seized bomb-making components along the highway in this city’s eastern coast, police officials said Wednesday.

Chief Insp. Hazel Fernandez, Police Station 4 chief, identified the alleged Abu Sayyaf bandit as Abdurasad Adjail, 55, who carries the aliases of Sahibul, Sailani and Salip Utoh.

Fernandez said Adjail’s companion was identified as Evelyn Fernandez, 60, a resident of Barangay Sta. Maria, this city. Police said Fernandez was released after they failed to establish her connection with Adjail.

Fernandez said Adjail and Fernandez were arrested aboard a passenger van in a checkpoint around 5:30 p.m.

Their arrest came after the police received report that they boarded a passenger van

in the town of Tungawan in Zamboanga Sibugay en route to this city.

Chief Supt. Billy Beltran, Police Regional Office-9 (PRO-9) director, said the arresting team recovered bomb-making components from the suspects.

Police said there is a high possibility the suspects have knowledge in bomb-making based on the materials recovered from them.

Fernandez said Adjail has standing warrant of arrest for seven-count kidnapping and serious illegal detention issued by a court in Isabela City, Basilan.

Adjail is allegedly involved in the June 11, 2001 kidnapping of 15 workers from the Golden Harvest Plantation in Barangay Tairan, Lantawan, Basilan province. Regencia said the joint meeting was conducted to intensify the government’s campaign illegal drugs and violent extremism.

“Protect the land from the proliferation of illegal drugs and violent extremism,” said Regencia during the first joint meeting of the Peace and Order Council (POC) and the City Anti-Drug Abuse Council (Cadac) on April 24 at the Elena Tower Inn in Iligan City.

Aside from Regencia, Vice Mayor Jemar Vera Cruz, and the members of the City Council attended the meeting.

During the meeting, the mayor urged the POC and Cadac members to help in the fight against illegal drugs and illegal gambling.

Earlier, President Xi Jinping had announced that China had embraced the goal of denuclearization of the peninsula with no concession whatsoever.

That historic visit of Kim to China took him to make the first step — by offering to halt weapons

tests, discussed denuclearization and drop objections to U.S.-South Korean military exercises.

Seoul brokered Kim’s offer of direct talks that astounded the world – a Korean drama for now, yet it could easily pass as a real telenovela if the two countries at odds would embrace peace with finality.

For now, the two Korean leaders are acting like mountain climbers, trying to reach the peak and establish a base camp there in which they could agree on a great bargain – that of attaining world peace.

What needs to be done is a bold stroke notwithstanding the big risks the two leaders may encounter on that unified base camp.

But this base camp has to be high enough up the mountain, anchored with enough specific provisions to last a lifetime of bilateral talks.

Strangely enough, perhaps this could lead to a very decisive achievement the world would soon rejoice.

The most welcome news was the sudden twist of North Korea’s Kim Jong Un temperamental diplomacy.

In fact, many Koreans consider Kim’s move a rare momentum for cutting the Gordian knot on the Korean peninsula with the scheduled bilateral and possibly trilateral summits with China or Russia getting into picture.

The denuclearization of the Korean Peninsula may seem impossible for now, and even perplexing, and complicated, yet a glimmer of hope may come at the end of the tunnel.
