AGAYAN de Oro City–– The government’s env ironmental bureau in Northern Mindanao has recommended the closure of three agricultural companies in Bukidnon for alleged violation of environmental laws.

MISAMIS ORIENTAL – The province of Misamis Oriental has mobilized a team to anticipate possible effects once the typhoon depression “Domeng” (international name Peipah) landfalls on Thursday, provincial officials said on Tuesday.

Provincial Administrator Edmundo Pacamalan, Jr., said that the provincial government has dispatched a team starting Tuesday in some critical areas in Misamis Oriental’s eastern district.

The team, most members were from the provincial risk reduction management council, would establish a headquarter and communication center in the component city of Gingoog, 200 kilometers east of here, Pacamalan said.

He said that the provincial government would keep a tight watch in vulnerable areas, particularly along the landslide prone areas of Gingoog City toward the border of Agusan Del Norte and Misamis Oriental’s east district.

EMB sought closure of 3 B’non companies CAGAYAN de Oro City–– The government’s environmental bureau in Northern Mindanao has recommended the closure of three agricultural companies in Bukidnon for alleged violation of environmental laws.

Regional Director Sabdullah Abubacar, of the Environmental Management Bureau here, said on Tuesday that a Multi-Partite Monitoring Team (MPMT) from Bukidnon has made a strong recommendation to the Office of the Provincial Governor of Bukidnon to conduct a probe of the three agricultural teams which were found to have continuously violated the environmental laws.

The agricultural firms were two piggeries that operate in the hinterland village of Sil-ipon in the village of Gango in Libona, Bukidnon and a poultry farm the municipal town of Pangantucan, also of

A further inspection also disclosed that the piggery has exceeded the required capacity of pig head, has no proper waste disposal which could have been the cause of the presence of “ammonia” during the water sampling in the area, he said.

Abubacar also expressed the suspicions that the hazardous waste disposal of the piggery must have

been the source of the “fish kill” in Barangay Agusan in Cagayan De Oro City in February this year.

He said that the MPMT expressed the fear that the continued violation of the agricultural companies would compromise the health of the residents in the area.

Until the agricultural firms satisfy the requirements of the environmental laws, if would be in the best interest of the public for the local government of Bukidnon to issue a cease and order for the closure of the companies, Abubacar added. CD with ERCEL MAANDIG

DOLE-10 approves 62 projects worth P29m CAGAYAN de Oro City––The Department of Labor and Employment (DOLE) has recently approved the release of some P 29.230.903.67 million for the 62 livelihood projects in Northern Mindanao for the first quarter of this year, a senior labor official said on Tuesday.

Regional Director Alan M. Macaraya said that the project would be funded through the Department’s Integrated Livelihood Program under the Workers Income Augmentation Program (WINAP), Tulong Pangkabuhayan sa Disadvantaged Workers (TUPAD) and Bottomup-Budgeting (BUB).

The projects were classified as 46 for the WINAP, 15 for the BUB, one for TUPAD, and are expected to benefit 8,718 constituents from the informal sectors like skilled workers, farmers, fisher folks, women, and youth, Macaraya said.

He said that the DILP aims to reduce poverty through the promotion of livelihood and entrepreneurship and transforming vulnerable sectors into community enterprises through the convergence of services.

“All DOLE programs are implemented today because of the government’s policy on inclusive growth and alleviating poverty,” Macaraya added. CD with ERCEL MAANDIG

TSI expands baseload coal-fired power plant to meet projected power demand in M’danao

South Cotabato pork producers seek entry to Singapore markets

GENERAL Santos City Pork producers here and the neighboring areas are pushing for the revival of negotiations for the entry of local pork meat products to potential markets in Southeast Asia.

Dr. Emilio Escobillo Jr., chair of the South Cotabato Swine Producers Association (Socospa), said they have started initial discussions with top officials of the Department of Agriculture (DA) for the possibility of reopening talks with Singapore to facilitate the entr y of local pork meat products to its markets.

He said DA specifically asked their group to participate in the negotiations and initiate the necessary preparations on the ground.

“We’re now working on this and hopefully the negotiations will take off in the next few months,” he told MindaNews at the sidelines of the 23rd National Hog Convention

here over the weekend.

DA initially forged a deal with Singapore in early 2007 for the shipment of fresh cuts and processed pork meat products to the area from the Makar port here.

The area was chosen by the national government to initiate the country’s pork exports since Mindanao had been certified free from the dreaded foot-and-mouth disease by the Office International des Epizooties (OIE) or World Organization for Animal Health.

DA had tapped two Mindanao f ir ms — t he Matutum Me at Packing Corp (MMPC) based in Polomolok town in South Cotabato and the Davao Citybased Nenita Quality Foods Corp., to pilot the pork exports then.

MMPC, a sister company of Cebu-based Sunpride Foods, Inc. which produces Holiday corned beef and Sunpride canned goods, had invested around P200 million for a state-of-the-art processing plant in Polomolok town.

But the agreement eventually

fell through without any single shipment making it to Singapore due to problems with the national government’s policies and the detection of the Ebola Reston virus in a hog farm in Luzon.

Escobillo said the shipment opportunity then was lost due to the “lack of well-defined national policies for pork exports.”

He said the government has not also separated Mindanao in terms of the reporting of biosecurity concerns or problems like animal disease outbreaks.

“We can make these shipments happen if the government can i m m e d i at e l y a d d r e s s t h o s e problems. So I initially asked DA to give us some guaranty in terms of the required policies,” he said.

Escobillo said they want the pork shipments to Singapore to push through as it could help facilitate the entry of local pork meat products to other markets within the Association of Southeast Asian Nations (ASEAN) member-countries.

He specifically cited areas within the Brunei, Indonesia, Malaysia, Philippines-East ASEAN Growth Area or BIMP-EAGA. Region 12 or the Soccsksargen Region is presently the top pork producer in Mindanao and the second in the entire country.

The region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

Data from the DA Region 12’s Veterinary Quarantine Services showed that the region produced a total of 124,366 heads of excess hogs that were valued at around P1.09 billion.

In terms of pork, the area produced around 12,347 metric tons last year that were valued at P1.97 billion.

About 28 percent of the area’s hog produce ended up at the MMPC plant, 26 percent to Metro Manila and 13 percent to Cebu.

The 15-MW diesel power plant of the Mapalad Energy Generating Corporation and the 15-MW HFO peaking plant of the EEI Power Corporation went online on October and August 2013, respectively.

Therma South Inc. (TSI) is currently constructing what is touted to be the largest baseload coal-fed power plant in Mindanao, the 300-MW coal-fired power plant, in a contiguous area straddling Barangay Binugao in Davao City, and Barangay Inawayan in Sta. Cruz, Davao del Sur. But a year before it will go online, TSI is embarking on an expansion to the ongoing project by more than doubling its capacity to “ensure that Mindanao will have enough power when demand catches up with supply again in 2017 and 2018,” said Benjamin A. Cariaso Jr., TSI president and chief operating officer.

Cariaso said it is not enough that Mindanao’s current power shortage is being addressed.

TSI’s expansion program was approved last month by the Davao City Council.

The first 300-MW capacity of TSI is almost contracted out to distribution utilities and electric cooperatives in the region while its expansion is set for completion in 2017 and 2018 when demand for power in Mindanao will be expected to exceed supply once again. (Bong D. Fabe)

Lanao Norte hosts USPT tennis coaching workshop

The workshop which was held on March 10 to 14, 2014 was jointly organized

by Jean Henri Lhuillier of Cebuana Lhuillier, Inc., the United States Professional Tennis Association (USPTA) in cooperation with the provincial government of Lanao del Norte.

Hence, PRO-10 continues to recognize every week laudable achievements of its police officers who displayed the highest commitment to duty worthy of emulation.

According to Police Chief Superintendent Isagani F. Genabe Jr, regional director, PRO-10, CODE-P seeks to develop product efficiency and quality service of each law enforcer towards the general public.

It is geared towards the realization of the PNP PATROL PLAN 2030.

The program is a strategic management tool that would enhance the knowledge, skills and attitude of police personnel. This is a calling from the organization encouraging a stronger police-community alliance in preventing crime and promoting peace and order, said PCSupt Genabe.

For the period March 28 to April 4, this year, there were six operations conducted for illegal drugs that resulted in the confiscation of 1.74 grams of Methamphetamine hydrochloride with estimated amount of P20,532.00 and 501 grams of Marijuana dried leaves with estimated amount of P27,555.00.

On illegal gambling, there were six operations conducted that resulted in the arrest of three persons and confiscation of items worth P99,446.00.

Its about time to compensate risks of traffic aides, sweepers, garbage collectors A hazard pay of P2,000 is not enough to compensate for the risky jobs of traffic aides, garbage collectors and street sweepers will soon get a P2,000 hazard pay under a bill expressing concern for their high-risk jobs.

We urge Reps. Rufus Rodriguez (2nd District Cagayan de Oro City) and Maximo Rodriguez (Partylist, Abante Mindanao) to amend first their proposed House Bill 3991. A p5,000 hazard pay is more appropriate. These government workers are entitled to a higher hazard pay regardless of their employment status, because their jobs require them to risk their lives from accident and diseases.

They are facing the risk

Think a minute…Crabs are very interesting creatures. If you put several of them in a bucket, the moment one of them starts crawling out of the bucket, the other crabs will pull him back down. So not one of the crabs ever succeeds in getting out. They just keep stopping each other from climbing higher than the rest of them. We humans are perhaps more like crabs than we think. We see a good thing the minute someone else sees it first! “We try to get even with our enemies, and ahead of our friends.”

But we need to realize that “when we’re green with envy, we’re ripe for problems.”

Whether we admit it or not, most of us want

It is noteworthy that Rodriguez cited several cases of traffic aides who were manhandled by abusive motorists. He said garbage collectors and street sweepers are also facing the risk and danger to their health and safety.

“The street sweepers are risking their lives while doing their routine job in main thoroughfares like EDSA, Quezon Ave and Commonwealth Avenue which is known as the killer

highway,” Rodriguez said.

CORRECT! But P2,000 only for these risks?

“As people go about their daily lives, seldom do they stop to think about the persons who collects garbage, or the one who directs traffic on the streets, that is until the garbage piles up or the traffic grinds to a halt,” Rodriguez added.

These government workers are providing the citizenry with various kinds of services that make the lives of the Filipinos less stressful and more enjoyable.

Lets show our gratitude to these selfless government employees. It is but just to compensate them for the dangers and risks their work exposes them to by providing them a decent hazard pay.

Trimmed chances of winning in sports writing at NSPC

FINALLY, after three years of anticipation, arnis is being played for sports writers at the National Schools Press Conference (NSPC) which Subic Bay Free Port Zone, Olongapo City is hosting.

Campus journalists who were in the school-based, division and regional trainings that I conducted since 2011 must have the basics on the rules and scoring and some terminologies of arnis de mano.

Only two school divisions in Northern Mindanao, Misamis Oriental and Camiguin, took my advice and had arnis played during their Division Schools Press Conferences.

Now, am expecting all sports writers from Northern Mindanao to do well.

Not all will may make it to the top seven.

But the opportunity of winning for Northern Mindanao has been trimmed. In-

If I have my way, Catarman Central School should no longer be allowed to participate in campus journalism as long as the same principal is still there. The school division should no longer download the budget for campus journalism

to his school and would not be allowed to collect from students for purpose of school publication and campus journalism trainings and participation in campus journalism contests.

Two other sports writers and NSPC qualifiers who have graduated from Fatima College of Camiguin and the other from Mambajao National High School are not in the NSPC too.

Why can’t they take the footsteps of those who made their parents, teachers, schools, Camiguin and Northern Mindanao proud?

Camiguin has so far produced the country’s top campus journalists: Hyacinth Tagupa, Johnny Pabillore, Eric Edulan, Lea Jean Silagan, Rizza Jalit, Eunice Baliong, Jonalyn Ebarle and two others, both national winners in Ormoc, who are still competing in See WINNING, page 11

GLOBAL TRANSFORMATION OF CLASSES

Transforming education globally is now a great possibility with the modern age of technology. However, the past has been replete with inter-change of culture and languages that already started the global education trend for academics, and business.

In the 1960’s educational television was hailed as the technology that would dramatically change how we teach for global communities. At that time, Marshall McLuhan predicted that education would be transformed eventually into a global community undertaking as our society embraced communication technologies introduced by 1st world countries.

Over the next fifty years the world would see the combined effects of computer technology, the Internet, on-line learning, and the proliferation of mobile devices.

Today educators and administrators are wrestling with the concept of Open Online Classes which represent the culmination of many of the technological advances over the past 50 years. Just as the public hype began with each subsequent introduction of “latest greatest technology” over the years, today many people are attempting to sort out the reality and the potential of open on-line

classes.

On-line courses offered to a large population through the web. But while many open-on line courses today do not offer traditional college credit, many also provide some form of assessment and certification to the student. The goal and hope of an on-line global education is to make on-line learning scalable, sustainable, and for some, profitable.

The Global Class thru on-line learning was conceptualized and started in 2007 at the University of Wisconsin-La Crosse when math Professor Dr. Bob Hoar, created the IIURL, the Institute for Innovation in Undergraduate Research and Learning. Professor Hoar, his math colleagues, and technologists began creating a large collection of on-line learning objects or vodcasts (video podcasts) to help students enhance their math skills.

The concept was taken a step further in 2012 with the creation of FastTrack, a program to help students take a refresher in math skills, rather than having to take a remedial math class. Dr. Hoar says, “The FastTrack math program, from the student’s perspective means they are going to get out faster, which makes education cheaper.” Adding another year to college whatever class you are taking gets more expensive. The program helps students refresh their math skills, helps save money, and helps the students get

through school at a faster pace.

Mathematics is a difficult subject for many, thus t struggling with math sometimes “causes students to walk away from the university.

In 2012, with a solid concept and assessment data in hand, Dr. Hoar in collaboration with the University of Wisconsin System applied for and received a Bill and Melinda Gates Foundation for $50,000 to develop on-line classes at the developmental math level, and provide it free on-line to anyone. What t would take a 20 month process was compressed to just 20 days. The concept could provide multiple benefits to students.

Open on-line course provided the opportunity to bring the traditional classroom experience into an on line course on a much larger scale, the global community. It made educators think beyond the campus.

The concepts proven in the FastTrack math program are being put to practice.

Interactive video segments are being created . The videos are being shot and edited and eventually will be placed on YouTube as well as web streamed on media sites. Some classroom activities are being planned to be streamed lived worldwide to help make the experience more interactive and immediate.

The students enrolled in internet on-line courses are diverse in location

and in background. Some of its students are preparing for their first college math class. An entire high school classes enrolled also, an eleven year old student, and even an 83-year old grandmother wanting to improve her math skills took the online course.

Everybody wants a well prepared student. Math open online courses might change colleges. Dr. Hoar says we do see that with on line classes as students transfer credits from larger number of other institutions, particularly in the summer. We need to realize that we need to transform a little. It’s not a bad thing. Content from many large lectures might translate well for MOOC’s translating that to students in labs may not work as well.”

Some teaching and learning may translate very well to open on-line, other activities may not, but a global transformation for classes is taking place. The concept is also tested for technology and communications through a resulting technology hype reported over the years.

Education will surely be transformed once again. Our challenge will be to carefully embrace the new technology through careful planning, implementation, and assessment. It can be the world’s correct path to scalability, sustainability and, profitability.

What Makes a Good and Effective Teacher?

There are many theories of what makes a good teacher, but what a teacher does in one classroom situation may not be as effective in another.

However, no matter what the classroom situation is, there are characteristics and qualities that effective teachers have in common. The qualities and characteristics work together in gaining the children’s respect and making the classroom a fun, dynamic arena of learning.

Traits, Characteristics and Qualities - A confident teacher conveys information in a manner that is exciting, not overwhelming or frightening, and this effectively translates to the students.. If a teacher speaks in a clear, confident manner and exudes authority, the students sense her confidence and react positively.

Listening to the argument, and not merely dismissing the student, goes a long way in solidifying a teacher’s position as the authority figure in the classroom.

Effective teachers are passionate about the learning process. The teacher needs to have an excitement in her as she enters the classroom. If the teacher truly believes in what she is teaching, that passion will rub off on the students.

If the teacher cares, the students will.

The passion for teaching comes out naturally in effective teachers.

The most effective teachers refuse

to give up even if the students do not grasp a new concept. A calm demeanor reinforces not only that the concept is important, but also that the students are important enough to warrant extra teaching effort. This combination of consistency, perseverance and patience will give the students and teacher a positive experience when the subject matter is learned.

MAKING THE STUDENTS FEEL AT EASE - The ability to find humour in a situation will go a long way in establishing credibility for the teacher and put the classroom at ease. The ability to laugh, point out the humor in a situation, and tell a story allows a teacher to connect with students. When a teacher makes a mistake and laughs it off, it shows the students that he’s human and not afraid of messing up. That makes it easier for students to make mistakes, realizing that everyone makes mistakes.

In addition to a mastery of basic skills, effective teachers are expected to demonstrate a thorough understanding of the content of their curricular areas.

Effective teachers should be able to communicate this content material to students using methodologies that are appropriate for the age and abilities of the learners. These teachers are competent planners, seek to incorporate other disciplines into their lessons and stay abreast of changes and advancements in their specialty areas.

Successful teachers are knowledgeable about multiple methods of

instruction. They understand levels of human development, both typical and atypical, and should be able to diversify their lessons to meet the needs of learners of all ability levels. These teachers are capable classroom managers and skilled at motivating students, and they perennially assess both student and personal achievement.

Good Communicator. Good teachers are good communicators. They set clear expectations for their students and communicate them effectively.

Students need to know how they are doing academically but also how their overall behavior is viewed. Teachers also need to communicate well with their teaching peers, administrators and parents. Students do best when they are well-supported and that is most easily accomplished when all connected parties are well-informed. Not only should teachers exhibit the skills necessary for communicating ideas clearly to students, but they must also be open, approachable and diplomatic in conveying information

Teacher excellence is reflected in a professional’s efforts toward continual improvement in his field. Professional teachers are marked by their personal presentation, reflection, collaboration, the desire to advance and adaptability.

These teachers believe students can learn, understand the value of diversity in the workplace and in their classrooms, and understand the ethical implications of working with students.

At the core, teachers must under-

stand content if they are to successfully impart the knowledge they hope for students to attain. Although a biology teacher might not be expert in all areas of the discipline, he needs a solid foundation and must also know where to look for the answers he doesn’t know.

The best educators understand that students have different styles and learn in different ways. Good teachers bring forth their materials visually, aurally, and tactically. They assign papers and projects. They allow students to work independently and collaboratively.

They teach so students can learn – by whatever means that may require.

Teachers must have control over their classrooms regardless of its varied year-to-year dynamics. Equal measures of fun and discipline help create an environment where students are eager to learn. Students need to feel that they are important members of the classroom community among their peers and with the person in charge.

BE COMMITTED. Commitment to the nobility of the teaching profession is the core of success in imparting education.

Beyond the requirements of continuing education, good and effective teachers should also be aware of contemporary teaching trends and laws that might have an impact on their profession. Teachers also need to accept and promote the mission of their particular institution.

But most importantly, they need to be committed to their students and the future of their educational progress.

Zambo Sur police probe electric firm supervisor ambush slay

AGADIAN CITY, Zamboanga del Sur – Provincial police director Senior Supt. Sofronio Ecaldre has ordered his men to conduct thorough investigation to unmask and eventually arrest the gunmen behind the ambush slay of an electric cooperative official of this province.

Investigation showed

Llanes was driving his motorcycle on the way to report for work at Zamsureco-1 sub-station in Barangay Switch, Ramon Magsaysay, this province, when ambushed by four gunmen in the same area.

Llanes sustained multiple gunshot wounds and died on the sp ot. The suspects fled on board two motorcycles without registered plate numbers.

no stone unturned in the conduct of investigation.

Village official, farmer killed in Zamboanga Sur PAGADIAN CITY – A village official and a farmer were killed in separate gun attacks in the southern Filipino province of Zamboanga del Sur, police said Monday.

Police said a lone gunman killed Jhonny Gador Ligar, 24, at Purok Salingsing in Balintawak village in Pagadian City. Ligar, a village councilman in Ocapan in San Miguel town, was on a motorcycle when the attacker shot him several times with a .45-caliber pistol. The gunman escaped after the shooting.

A 37-year old farmer, Henry Eberbia, was also shot dead by three men armed with rifles at Purok 4 in Datangan village in Zamboanga del Sur’s Bayog town. Police said Eberbia visiting his farm when the attack occurred.

Eberbia was shot several times and police said at least 9 bullet casings were recovered from the area.

Police said the motive of the two attacks remains unknown and that investigations are going on to identify the killers of Ligar and Eberbia. (Mindanao Examiner)

No smoking law implementation Zamboanga City

ZAMBOANGA City - Ordinance 413 which regulates smoking in the city kicks off implementation on, April 7, less the penalties and fines for the first 54 days.

Mayor Beng Climaco together with Councilor Myra Paz Abubakar and other sponsors of the ordinance together with City Health Officer Dr. Rodelin Agbulos will spearhead the launching of the information drive on Ordinance 413 after the flag raising ceremony in front of City Hall.

Barangay officials within the 7-kilometer radius are enjoined to participate in the said activity.

The launching will be highlighted by the unfurling of the huge no smoking tarp at the City Hall balcony to underscore the City Government’s determination to implement the law to the letter. A similar tarpaulin set up in a billboard will also be unveiled, after which, a motorcade around the city’s central district will follow.

The information drive will end May 31, coinciding with the observance of World No Tobacco Day, which will also mark the full implementation of Ordinance 413 with the imposition of the penalties and fines for violators as provided in the said law.

versities, youth hostels and recreational facilities for persons under 18 years of age; elevators and stairwells; fire hazard locations such as gas stations and storage areas for flammable liquids, gas, explosives or combustible materials; within the buildings and premises of public and private hospitals, medical, dental and optical clinics, health centers, nursing homes, dispensaries and laboratories; public conveyance and public facilities including airport and ship terminals, train and bus stations, restaurants and conference halls except for separate smoking areas and food preparation areas.

But the designation of a smoking area in all enclosed places that are open to the general public, private work places and other places where smoking may expose a person to the other than the smoker, is mandated under the law.

The ordinance likewise provides penalties for smokers as well as establishments violating the provisions of the law. For smokers, the penalties are P500 or one day community service for first offense; P1,000 or two days community service for second offense; P2,000 or three days community service for third offense and P5,000 without prejudice to the filing of any criminal case or at the discretion of the Court for fourth and subsequent offense.

On the other hand, the establishment that allows smokers to freely smoke in “no smoking” areas and found violating the provisions of the ordinance, will be fined P1,000 for first offense; P2,000 for second offense; P3,000 for third offense and P5,000 for fourth offense and revocation or cancellation of the business permit.

Civilians flee as military launches campaign vs NPA rebels in Southern Philippines

AVAO CITY - Philippine military offensives against communist rebels have forced an exodus of civilians, mostly indigenous tribesmen, in the southern province of Davao del Norte, human rights groups said.

Hundreds of families have fled the military assault on New People’s Army strongholds in Talaingod town and many of them sought safe refuge in Davao City. Tribesmen and villagers fear they would be caught in the crossfire or arrested or branded as rebels or supporters of the New People’s Army which is waging a secessionist war for many decades now.

Media group Kilab, which documented the exodus of civilians, reported that more than 1,000 tribesmen are currently in Davao City and the number of those escaping the government offensive is steadily increasing by the day. “More than a thousand indigenous people have fled their villages after the Armed Forces of the Philippines persistently tormented their communities. Manobo men, women and children have travelled all the way from Talaingod to Davao

City to seek refuge and expose the violations of their right to ancestral land and self-determination,” it said.

The Children Rehabilitation Center has conducted psycho-social intervention to some 500 Ata- Manobo children in their refugee camp at the United Church of Christ of the Philippines’ Haran House. It put the evacuees at around 1,300.

“The participants were among the 1, 300 indigenous people from the hinterlands of Talaingod Norte who evacuated due to what they say massive militarization that includes aerial bombing, harassment and military encampment in the schools and communities,” it said.

There were no immediate reports of casualties either in the military or rebel side.

The Lumads were in the process of building their own self-sufficient economy, a thing which the state finds abominable, hence the bombing and other abuses. Lumads are fair game to the 10th Infantry Division-Eastern Mindanao Command’s psychological warfare and inhuman operations,” he said.

Philippines, Indonesia to intensify trade, investment cooperation CAGAYAN DE ORO CITY, April 7 (PIA) - The Philippines and Indonesia are leveraging on their strong cultural, historical, and geographical links to actively pursue a broad range of trade, investment, and cooperative activities for their mutual economic benefit.

The ASEAN neighbors are currently looking further at strategic ways to promote business-to-business contacts and explore untapped partnership opportunities in various areas, from trade show participation to improving logistics connectivity.

This as the two nations prepare to hold this year the 7th Meeting of the Joint Working Group (JWG) of Senior Officials for the Implementation of the Philippine-Indonesia MOU on Trade, Investment, Handicrafts and Shipping.

Meetings of the JWG, composed of executives

from different government agencies of the Philippines and Indonesia, are held regularly to review and speed up the progress made in recent years toward continued partnership.

At the 6th JWG meeting held in December 2012, the two sides agreed to participate in each other's trade fairs.

The Philippines showed its interest in launching business missions to Indonesia's trade exhibits and road shows to promote the products and services of the local food, furniture, garment, automotive, cosmetics, franchising, entertainment, and education sectors.

Indonesia said it was considering an "ASEAN Corner" at the annual Trade Expo Indonesia to showcase the products of the Philippines and other interested members of the Association of Southeast Asian Nations.

He also branded as “inutile” the military operations against the NPA, saying it would never win because the support of the people on the communist struggle is strong. “Indeed, the AFP, while superior in a war of quick decision, is inutile against a people's army waging widespread and intensive guerrilla warfare in the framework of a protracted people's war,” he said.

Captain Alberto Caber, a spokesman for the military command, said the operations were aimed at weakening the NPA in the province following reports by civilians of massive abuses and atrocities committed by the rebel group.

“We are the protector of the people and we uphold human rights of every citizen and our operation is aimed at the communist terrorists who continue to their atrocities not only in Davao, but elsewhere in the region,” he said in a separate interview.

Caber also released statements by tribal leaders and politicians in Talaingod denying reports of military abuses in the town. “For truth and peace, there were no abuses committed by the soldiers in the area. If indeed there are, then I myself will defend my people,” Caber quoted Talaingod Mayor Basilio Libayao as saying.

He said the politician also took a swipe on PASAKA, a confederation of indigenous peoples’ organizations in southern Philippines, as behind the evacuation of tribesmen in Davao City.

“The mayor also revealed that the residents were discreetly gathered by a group called PASAKA at night to leave their residences in order to make it appear that the soldiers on peace outreach in the area committed abuses. Mayor Libayao further said that they are seeking assistance from Davao City Mayor Rodrigo Duterte to let the evacuees return to Talaingod,” Caber said.

“We are capable to attend the needs of our constituents. The organizers did not inform local authorities of their plan to bring the evacuees to Davao City. We are seeking assistance to the good mayor of Davao City to bring back our constituents here in our municipality.

We also apologize for any disturbance, in one way or another, they may have caused,” the mayor was quoted as saying.

Caber, citing reports by social workers, said only 300 tribesmen have evacuated to Davao City.

Datu Ruben Labawan, leader of the Supreme Tribal Council for Peace and Development, said the evacuees need to return to their respective homes and farms to live normally. “I appeal to the organizers, do not exploit the plight of the indigenous people, do not put us at risk. Please respect us,” he said.

Other tribal leaders said PASAKA does not represent the indigenous tribes in Talaingod and has not right to speak in their behalf.

Caber said troops have captured several rebel camps and recovered landmines during the operations which began just recently.
