The initial program focuses on adult cultural and education exchanges and promote Sister Cities international to other Filipino cities to encourage inter-

A leader, none-the-less, a President of a nation must have a track record of being an honest person. Dishonest leaders had been voted into office before with great costs to the citizenry. Money stolen by a mendacious official is money earmarked for public infrastructures and services the citizens will never receive. A corrupt pilferer of government coffers should not be voted into office. A President must demonstrate an executive ability to hire, supervise and monitor people. The president has the duty to pick and appoint upstanding people to the Executive Office of the President and the Cabinet. The government is a complex system with a lot of duties and responsibilities to its citizens that is dispensed through its various offices and departments. The President needs the ability to delegate, as he cannot do all the tasks needed to run a country by himself. He must exude confidence and appear secure. A confident and secure leader has no problem believing and engaging others. He does not have the need for arrogance or feeling of superiority in order to convey his presence. As they say in the Southern US, “ If you have to tell someone you are a lady, chances are you’re not. He is someone with confidence and security radiates with it. He is good at communicating his intentions effectively with people from all walks of life. Communication is done not only by speaking but also by listening. A good leader speaks in clear and concise manner and listens attentively. A good president will need communication skills to keep the citizens up-to date with the government’s performance, successes and failures as well as to find out what his constituents want or need from the government. He smiles a lot and not take himself. He must be able to diffuse a difficult situation by looking at the lighter side. A good-natured leader will often make better deci-

sions, as he is not afraid to show his humanity in public. He must have shown commitment and passion in his past jobs. Committed and passionate people make highly effective leaders, as they are tenacious and persistent. They will see to it that a goal is met and a vision is realized. Their focus and perseverance often pays off so betting on a committed and passionate candidate will likely yield positive results. He has achievements that motivate others to emulate. He is sincere and forthright. The ability to inspire is an important quality, as people look up at the president as a role model. “Do what I say but don’t do what I do” will breed societal resistance and sanctimony. Is he competent? He must haves the necessary skills, knowledge and abilities to govern a morally and fiscally insolvent country. A competent president does not need to be an expert in all theories and practices of public administration but he needs to be self-motivated and a fast learner. He must be decisive and able to make tough calls when it’s needed. A courageous person is not fearless. He just has the ability to face fear, danger, pain, uncertainty, intimidation and other difficulties without warping or caving in. Calm self-assurance raises the level of confidence in one’s decisions. He must put people first as his priority. He must eschew personal power and wealth building on the back of the masses. The president is still a public servant who is tasked to look after the well-being of the populace. He works for the citizenry and not the other way around. The world is finally watching the Philippines closely and with great interest. The future of the Philippines is in the 2016 voters’ court. Have we delivered? Gonzales, Jr. Recently, the TCMP conducted a “news casting and Singing competitions” duly approved by no less than the city Jail warden superintendent Ferdinand D. Pontillo which purpose was to develop and discover the hidden talents of a certain inmate in said jail as well as to promote the inmate welfare and development. A week before the scheduled activity, I was amazed as I was invited to be the chairman of the Board of Judges. I had that moment of mixed emotions after receiving such invitation, one of which was “fear”, considering that, it will be my first time to appear/ step in jail whereby, I

had a negative conceptions regarding people’s attitudes behind bars. The second in my mind was an imagination of a possible experiences to encounter as I get there. As such, made me think deeply whether to accept the invitation out of “curiosity” and also had in mind to know the reality situation that is going- on of every person behind bars. April 23, 2016 to be exact, was the day getting ready to go to the said jail early that morning. And, there as I was approaching the gate of the jail, my heart started to beat strong, nervous, but, my feeling of getting/ entering the facility was full or eagerness to discover and learn many things inside it. And my nervousness also was little bit relieved as I was thinking that, a congressman like “Rufus Rodriguez” even never hesitated getting inside the jail and also that moment, I was with my trusted friend

While I was already inside the jail compound, my eyes keeps rolling around both left and right looking at the entire surrounding especially to the people as far as my eyes can see. Labor Employment Officer Butch Jason C. Tormis said the DOLE and NRCO recently conducted a oneday seminar on Small Business Management Training and Financial Awareness for 12 returning OFWs in Zamboanga del Sur at Sam’s

Fastfood here. The NRCO facilitates programs and activities such as Small Business Management Training, Financial Awareness Seminar, and Livelihood Training for OFWs. Tormis said the seminar aimed at capacitating the undocumented OFWs with regard to managing a small business, and to give them some financial literacy. “We are conducting seminars for returning OFWs to teach them how to handle their money well,” Tormis explained. “We are providing business start-up assistance to enterprises and access to livelihood assistance/financing to OFWs, especially

those who were unsuccessful in their employment abroad,” he added. Tormis explained that the seminar was a prerequirement of the beneficiaries to enable them to avail themselves of the Livelihood Development Assistance Program (LDAP) from the NRCO. “Under the program, P10,000 worth of tools, jigs and equipment will be distributed to the beneficiaries to start their small business,” he said. The Pangantucan Central Elementary School in coordination with the Bureau of Fire Protection conducted a fire safety orientation and drill on April 14, 2016 (Thursday) at 8:30-5:00pm at PCES-Audio Visual Room for the orientation and in front of the BFP Office for the fire drill. The activity was incorporated to the PCES Summer Reading Camp 2016. The activity aims to promote the campers’awareness, PCES faculty and staff of the different hazards caused by fire, and the preventive measures on how to avoid it and the proper protocol if fire occurs. The resource person was Fire Officer 1 Hart Davey Torregoza Caraecle that was intelligently imparting safety measures to the campers. Two lucky campers experienced wearing fireman’s suitbecause these camopers dreamed of becoming firemen when they growup. During the drill, I experieced how to use the fire extinguisher in a real setting wherein

fire was created and I demonstrated the standard operating procedure in setting the fire off by using the fireextinguisher. At the end of the activity, the campers experienced free shower from the fire truck hose. The activty was ended with fun and enjoyment by leaarning safety measures when fire occurs and how to prevent it. The Liceo University Alumni Association has formed a basketball league and it was the first.It was open to all batches. It was graced by a motorcade last June 30 and an opening Ceremony hosted by batch 92. The teams were divided to 2 categories. But the story im about to tell goes way way back. I have been a true blooded Licean first grade to college. I have bonded with my batch like a glue. We grow up together we made crazy an understatement we had the best and the worst times together. I remember when i was in high school freshmen a deadline was made by practical arts so i panicked i live an hour away so its impossible for me to meet it. It is a bermuda grass project.Since the deadline was at 1 pm me and some boys my good friends i think i was once like a boy deided to go out somewhere at the R.e.R subdivison to cut ourselves some portions. And so we did and we got caught. We got our ass kicked by the Mr. Noriga our Prefect. Down by the hallway our faces flushed with shame and embarrasment a short beating with a stick. I remember that very funny but you see the boys that i am saying are still very close to me now. A bond was formed. So time flies we graduated at highschool and we are Batch 91. We

are solid. We are very close to each other and we treat each other like family. When the basketball league came it was a very big opportunity to band with each other and support our team. In this world where change is the only permanent thing, people change for them to become better and competent. To meet the demands of workforce here and abroad, our government has designed a new Philippine Education System, the K to 12 curriculum. This new curriculum will enable our graduate to join the workforce right after the graduation in Senior High School. In 2016, the senior High School of the K to 12 curriculum will formally start, with its full implementation, the Grade 10 completer will choose among the Four Tracks; Academic, Technical-Vocational livelihood, Sports and Arts. In the academic track includes three strands, Business, Accounting Management (BAM), Humanities Education, Social Sciences (HESS) and Science Technology, Engineering and Mathematics (STEM). The students will be given an opportunity to choose which track they would think will fit to their needs and

interest. If the student think that he can pursue college, them he should chose the Academic Tracks. If the student likes to improve skills in cooking, dressmaking, food processing, he may enroll in Technical-Vocational Livelihood. We also have students who like music then enroll in arts. Upon graduation, Senior High School graduates may obtain a National Certificate Level II (NCII) provided he/ she passed the competency based assessment of the technical Education and Skills Development Authority (TESDA). NCII improves employability of graduates in fields like Agriculture, Electronics and Trade. An opportunity to work abroad will help the graduates to be more competent among others. Senior High School will help every Filipino Graduates to become productive and confident that after graduation they can already work. Reading skills lay the foundation for our children’s success inside, outside, and beyond school. Reading comprehension ensures understanding of the written word and opens the doors for future success. Books stir the senses, inspire imagination, and spark a love of reading that will last a lifetime. That is why Pangantucan Central Elementary School put reading activities on top priority. Here we encourage our children to read and enjoy books in many simple and creative and enjoyable ways and these are employed in the conduct of the Summer Reading Camp 2016 with the Theme: “I read, I enjoy, I conquer”. Summer Reading Camp of the Department of Education is designed to support the K to 12 Basic Education Program and in line with the 10 Point Agenda of the President which is “every child should be a reader”. The activities are intended for the campers to become eager and more excited to go to school because of the stories from story materials: colorful small and big books many are donated and some are borrowed for

them to enjoy reading and eventually love reading. We located their venues outside the classrooms: the Learning nooks, the grounds where camping tents are mounted, at the grounds, under tree parks to get away from the usual classroom settings. Sets of books are displayed in the different learning nooks, book banks and reading stations for the campers to read. After they read the materials being set for them they are free to enter into the designated mini theaters for a film viewing about science related films and bible stories as their sort of reward of reading those

reading materials. There are invited story tellers from religious groups assigned in stations about God. Campers in the lower grades are also taught of simple cooking activity like grilling their hotdogs or banana just to give them the experience of cooking on their own their snacks as their reward of reading the materials being assigned to them in their designated reading stations or tents. While campers in the higher grades are introduced to making of flowers and the like thins out of recyclable materials and their rich experience of enhancing their old shirts in the “tie

We also incorporated disaster preparedness activities for the campers to be ready during disasters and calamities. Personnel from the Bureau of Fire were invited to give a lecture on fire safety and drill –a one of a kind experience by the children in which they enjoyed very much. Another one of a kind activity is the aquatic safety orientation and the actual demonstration of the campers at Lomagwas with the Municipal Disaster Risk Reduction Management Personnel. Campers who are sports minded were also given time to enjoy their respected sports every time they finished reading the materials allotted to them every day. Finally, Summer Reading Camp 2016 was a one of a kind activity that helped the teachers and other persons involved in enhancing the campers reading and lifelong skills.

The Quezon City Regional Trial Court (RTC) has sentenced a Social Security System (SSS) claimant to imprisonment of about seven years and eight months up to ten years and nine months for attempting to defraud SSS of disability benefits for pulmonary tuberculosis using spurious documents. SSS Chief Legal Counsel and Senior Vice President for Legal Services Division Voltaire P. Agas said that Julieta S. Panganiban was convicted for two criminal cases – one for false statement or misrepresentation

when she submitted fake documents, and another for receipt of the P42,953.99 disability benefit even if she wasn’t qualified. “The court ordered Panganiban to serve a jail term one year, eight months and 21 days as minimum to four years, nine months and 10 days as maximum and to pay a fine of P5,000 for violation of Section 28 (a) of the Social Security Law. She would also serve another jail term of six years and one day and pay a fine of P5,000 for violation of Section 28 (b),” Agas said.

According to the joint decision by Judge Madonna C. Echiverri of RTC Branch 81, the medical certificate signed by a certain Dr. James Bernard Wong and the X-ray report issued by St. Joseph Diagnostic Center submitted by Panganiban did not come from any legitimate doctor or diagnostic center. The SSS Medical Program Department discovered the fraudulent claim when it conducted an audit of medical benefits filed with the pension fund. Panganiban’s case was immediately referred to the SSS

Panganiban admitted during the trial that the medical certificate and other documents she submitted to SSS were from a certain “Rocky.” The entries in her disability claim application were also prepared by “Rocky,” who afterwards gave her instructions on how to proceed with her SSS application. Prior to filing the fraudulent claim, Panganiban applied for a disability benefit on the basis of her asthma which was denied

by SSS. After receiving SSS’ denial of her claim, she resorted to accepting the offer made by “Rocky.” The court noted that even if Panganiban acted in good faith when she accepted the offer of “Rocky,” it is not a valid defense for escaping criminal responsibility. In cases such as this, the only inquiry is whether the law has been breached, the decision said. “Panganiban cannot claim that she only accepted Rocky’s offer in good faith, thinking that that he only wanted to help facilitate her application. Her full knowledge and involvement in submitting the falsified documents and making untruthful statements were enough for the court to find her guilty,” Agas said. Under the law, the SSS can only file a complaint against the filer or the individual who signed the application forms and directly submitted the claims with SSS. Those who have

been victimized by persons such as “Rocky” can file a separate case against these fixers. “We strongly advise members not to accept any help from people they don’t know personally. If they need assistance with their benefit claims, they can always approach any of our employees or visit the nearest SSS branch. Engaging the services of fixers may lead to granting of their claims which would result in stiffer penalties once discovered by SSS,” said Agas. At present, Panganiban has not appealed the decision of the lower court and has already started serving her sentence. Atty. Franco E. Bustamante, the SSS lawyer handling the Panganiban case, scored a court conviction last year against Orlando P. Tabadero, who filed a fraudulent disability claim for pulmonary tuberculosis allegedly also with the help of a man named “Rocky.”

Improved PID rolls out nationwide

In line with its goal to secure integrity of identity and eliminate fraudulent transactions, the Philippine Postal Corporation (PHLPost) has announced that the Improved Postal ID will be available to the public starting May 16, 2016 in all post offices nationwide. Issuance of the Basic Postal ID will be discontinued on the same date as well. The Improved Postal ID is designed to address the issues encountered by the previous ID such as challenges on identity security and institutional access. New physical security features that can be seen using just the naked eye were infused on the card, such as the hologram and ghost image, so that frontliners and tellers could outright

reject questionable cards without having to use special equipment. This makes the ID verification process simpler and more reliable. A biometrics-based test called the Automated Fingerprint Identification System (AFIS) has also been added. It checks the applicant’s uniqueness and the integrity of his identity by comparing his fingerprints to the fingerprints record database. Requirements to avail the Improved Postal ID are two (2) copies of dulyaccomplished application form, a proof of identity and a proof of address. Filipinos living in the Philippines or abroad, as well as foreign residents, may apply for the Improved Postal ID. It costs P504.00 inclusive of tax and delivery fee.

A CONVERGENCE of seven (7) cities, five (4) provinces and allied agencies will showcase Northern Mindanao’s best of the best - major tourist destinations, attractions, travel and tour services, culture and arts to include songs and dances, music and food products from May 26 to June 1, 2016 at SM Baguio City. Led by Regional Director Catalino ‘Butch’ E. Chan III once again the annual PASUNDAYAG NORTHERN MINDANAO 2016 takes centre stage in SM Baguio City of the Cordillera Administrative Region. Pasundayag 2016 showcases the best of the best in the Tourism Industry to create and maintain a strong network of the tourism stakeholders, tour operators and establishments to ensure effective selling of tour packages for the regions. This is commonly seen along the mountain ranges and forest of Quezon, Bukidnon. Originally, they use it as a means to protect themselves away from wild and harmful animals living in tall grasses and shrubs while walking along their way. Lately, it is adopted as one of the Ethnic Sports for pleasure which shall be done during festivals and merry-making activities of the tribes.
