‘Oloy’ Emano, 68

TAGOLO-AN, Misamis Oriental -- Town Mayor Paulino “Oloy” Emano, a scion of the powerful political clan of the Emano in Misamis Oriental, died after succumbing to a lingering illness Wednesday afternoon. He was 68.

Emano now lies in estate at the municipal town of Tagolo-an in Misamis Oriental.

Emano served as an undefeated town Mayor for about 18 years. He turned the once sleepy town into a bustling economic municipality, earning the town’s moniker known as the “Tiger of Misamis Oriental” in the 90s.

Davao City seeks stronger presence in halal markets

DAVAO City -- The city seeks to strengthen its presence in halal markets with the expected signing this week by Mayor Rodrigo Duterte of an executive order creating a council that will ensure the growth

and the development of the local halal industry, a tourism official said.

Marilou Ampuan, a trustee of the Tourism Congress of the Philippines, said the body was created to respond to the growing demand for halal products and services, and align efforts of the city

government and private sector with “to the national government’s thrusts and policies”.

In a roundtable discussion at SM City on Tuesday, Ampuan said the Mindanao Islamic Chamber of Commerce will serve as council chair, with the Departments

of Agriculture, Health, and Science and Technology as members.

She said the DA will focus on the concerns of producers in the agriculture sector, the DOH on nonfood products, the DOST on product development.

Under Sec. 3 of the executive order, the council shall “initiate plans, programs, and activities that will promote Halal awareness, research, certification, branding, development and marketing of Davao halal products.”

In July 2015, the city council amended the halal ordinance that seeks to advance and protect the rights, culture, and lifestyle of Muslims.

The council will ensure

the city’s participation in international events and trade exhibitions to showcase local halal products and services.

It will create facilities such as the Halal Science Center and modern halal abattoir.

Ampuan said the business establishments that engage in halal production must have a separate area for it that is certified by a body recognized by the National Commission on Muslim Filipinos.

There are only three halal certifiers in the Philippines, one each for Luzon, Visayas, and Mindanao.

She said that to be considered halal-friendly restaurants should have a separate area for cooking

halal dishes.

She said restaurant owners who serve dishes that come in contact with nonhalal products can no longer claim to be halal. “ The common misconception with regard to halal is that it pertains to food products that have no pork or other forbidden ingredients. However, halal is more than a word to describe food. It is a way of life, following the teachings of Islam to achieve a ‘holy’ or ‘blessed’ lifestyle. It goes beyond food and drink and is imbibed in everything they do,” City Councilor Mabel Sunga-Acosta said during the Halal Festival in July last year at Abreeza Mall.

“The Global Halal market is said to be worth USD2.6 trillion. As such, research into making this market ‘better, faster, cheaper’ cannot be ignored. Presently, Southeast Asia and the Middle East are the two strong markets for Halal products.

Marketing efforts to supply certified Halal products throughout the world are gaining momentum,” the draft of EO said.

Organizers, however, said that the struggle to gain

justice would continue as the complainants now bring their plaints to the Supreme Court as an Associate Justice faces another ‘disbarment raps.’

The protesters rallied in front of the CA Special 22nd Division here starting Thursday last week to press for the denial of Moreno’s

writ of preliminary injunction with the court.

The CA, however, granted Moreno’s petition that allows him to stay as City Mayor despite the dismissal order of the Ombudsman last August 14, 2015.

The Davao Light and Power Co. franchise remained to experience a very critical power supply situation due to the extended El Nino Phenomenon forecasted until May 2016.

The contract of Davao Light to NPC-PSALM was already reduced from 289 MW to 140 MW. However, Davao Light is not getting in full its contracted power supply as major hydro electric power plants in Mindanao were greatly affected

by El Nino.

As of today, Jan. 14, 2016, supply allocation from the National Grid Corporation of the Philippines (NGCP) to Davao Light was reduced from yesterday’s 124 MW to 108 MW. The reasons cited were due to the reduced capacity of the Agus & Pulangi plants due to low water inflow. Meanwhile, two Agus plants remained to be isolated.

Davao Light is managing the very tight power supply situation by optimizing on its power supply contracts with the following: 100 MW with Therma South Inc.’s coal-fired power plant, 30 MW with Therma Marine Inc.’s power barges, 52 MW with Hedcor Sibulan, and 4 MW with Hedcor Talomo.

Recently, an 18 MW contract with the Western Mind-

anao Power Corporation has been added to Davao Light’s power supply.

It also runs its Bajada Power Plant and activates its Interruptible Load Program wherein participating large companies will run its own generating sets instead of drawing power from the distribution line.

“Davao City is becoming very attractive to investors which can be gleaned from the entry of players in the real property, manufacturing and business processing sectors. However, power supply in Mindanao is still in a precarious state with lack or no reserves. As an electric distribution utility, the best that we could do is secure additional power contracts to sustain the bullish business climate.” said Arturo Milan, Davao Light’s EVP and COO. To improve the current state of power and cope with the increasing demand, Davao Light has already been negotiating additional power supply contracts with the Southern Philippines Power Corporation for 50 MW and with San Miguel Consolidated Power Corporation for 80 MW, which will start operations in April and in July 2016, respectively.

Thus, between this month and April, the franchise will

continue to experience tight power supply. This will also depend on how the NGCP will allocate power to Davao Light and all other distribution utilities in Mindanao.

Meanwhile, rotating power interruptions may be implemented again if power supply remains to be lower than the franchise’s demand despite optimizing its contingency measures.

In the light of the continued dry spell in the coming months, Davao Light encourages its customers to conserve electricity and consider using energy efficient appliances and lightings.

A young woman named Cherie was telling about her childhood. Both her parents worked outside of their home from the time she was a very young girl.

Her mother was an actress and was only interested in her own career and selfish ambition, so she spent very little time with her kids. Even when she wasn’t working she was away from home socializing with her friends.

Cherie and her brother were left alone everyday, so they got into trouble at a very young age. Their parents finally divorced and her dad remarried. Cherie was a teenager when she overdosed on drugs and almost died.

The next day her stepmother, who was very loving and wise, said this to her: “Cherie, how long are you going to use your past as an excuse for your life now? You can continue hating yourself and blaming others for the way you are, or, you can choose to change.” Well, as a teenage girl Cherie chose to change. After finishing her education, she started her own business and now she travels across her nation as a public speaker to teenage kids, talking to them about their life choices.

One person said: “Little people with little hearts live their life in little ruts, refusing to change anything in their little world.” So when things are not the way we think they should be, we have two choices: we can keep complaining about them, or start changing them. A wise man said: “Stop complaining about what you have allowed.”

It’s kind of like the old saying, “Put up or shut up.”

In other words, either do something to help change and improve the situation, or stop complaining about it.

BCWD exec says water rates in Butuan lowest in Caraga Region

BUTUAN City -- Butuan City Water District General Manager Anselmo Sang Tian said water rates here have remained the lowest in Caraga Region.

In a media briefing, Sang Tian said the minimum water rate BCWD has been charging consumers since 2010 is P208 for the first 10 cubic meter-consumption and has remained the lowest and cheapest in the region.

As the P565-million Butuan Water Supply Development and Water Treatment Service Facility Project undertaken by Taguibo Aquatech Solutions Corporation (TASC) in Sitio Iyao, Barangay Anticala here is

set to be fully operational in June, 2016, Sang Tian said BCWD will pay P11 per cubic meter for the first 27,000 cubic meters and P7 for every cubic meter in excess of 27,000 cubic meters.

Since BCWD’s water

production is projected to reach 40,000 cubic meters a day, it was learned that the situation will allow the expansion of its services to additional consumers and ultimately lower the water rate to P9 per cubic meter.

It was also gathered that BCWD will sell treated bulk water, a first throughout the country.

Meanwhile, Sang Tian

was set to retire last January 9 after 26 years as BCWD head. The water distribution firm’s board of directors extended his term to five years, a BCWD insider said.

BRINGING IN SUNLIGHT TO THE HOMES OF DEPED-MISOR LEARNERS THROUGH “ILAW NG PANGARAP MO, SAGOT KO” PROJECT Students and pupils naturally complain when there is power interruption, not only because it limits their comfort and convenience but it also disrupts their studies particularly at night time.

It is a sad fact that there are many learners, particularly in remote areas, who seem to have no choice but to endure the seemingly total blackout in their homes because of not having electric power connection.

To alleviate the above-mentioned situation, the Division of Misamis Oriental conceptualized and carried out the “Ilaw ng Pangarap Mo, Sagot Ko” Project for learners whose homes do not have electric power connection.

Ilaw ng Pangarap Mo, Sagot Ko One of the significant issues the Philippine government has to address is the scheme on energizing the remote and farflung barangays in many parts of the country. In Misamis Oriental, particularly, there are many distant barangays that are not yet energized; particularly some barangays in Claveria, Lagonglong and Balingasag, in which there are a number of schools situated.

‘Ilaw ng Pangarap Mo, Sagot Ko’ project strategized to generate

and raise fund that would be used in purchasing solar-powered lamps for learners. The fund is generated through selling of used items and products commonly termed as ‘garage sale’ and vending fresh vegetables and fruits and other goods in the Division Office and in some schools from October to December 2015.

The DepEd MisOr family, both teaching and non-teaching personnel, showed strong support and ownership of the project by donating items and goods with marked prices for the garage sale in the three-month period.

Costumers eagerly patronize the products, not only because they need them but also because they want to be part of the undertaking.

The project done was able to raise enough fund to purchase the needed solar-powered lamps for the 76 learners in Impadiding, Claveria; 38 learners in Lacbangan, Claveria; 101 learners in Malunsagay, Claveria; 92 learners in Kamansi, Lagonglong; 40 learners in Gumpot, Balingasag; and 21 learners in Lapu-lapu, Balingasag.

A total of 368 solar-powered lamps were meted out to Claveria, Lagonglong and Balingasag learners.

Shared vision and mission

As the Division of Misamis Oriental values and upholds the Education’s vision, it is of best interest that this project serves the mission as an avenue, instrument, channel, and opportunity that could help facilitate school children, the learners in their everyday endeavour of achieving best and quality education, through taking an extra mile of studying at night and burning midnight candles.

More so, as this Division signifies every learner as a jewel, a cream, it vows to stand and promote the finest boulevard, the finest possibility where our ‘boss,’ the school children, the learners can attain best education they live to deserve.

In the journey of enabling them to realize their full potential and contribute meaningfully to building the nation, the Division

of Misamis Oriental, through this project, already took the lead in driving and bringing our ‘boss’ to a better land.

As DepEd MisOr brought in the sunlight in the homes of learners, the happiness of recipient families painted a sunshine smile in the heart of the project proponent and the whole Division. This has inspired us in planning, advocating and initiating more projects for the best interest of the learners in the Division of Misamis Oriental.

Habang madalas tayo ay nailantad sa mga bakterya sa ating pagkain na maaaring maging sanhi ng pagkalason sa atin hindi tayo laging magkasakit – bakit kaya ito?

Ayon kay Propesor Colin Hill na nagtanghal ng kanyang trabaho sa Society para sa taglagas General mikrobiyolohiya sa pulong sa Nottingham ngayon ay naglalarawan kung paano gamitin ang mga bakterya sa iba’t-ibang paraan upang

Quality Education specifically implies in giving the right and appropriate kind of education to the children by way of developing their potentials and giving them proper guidance, and at the same time whenever opportunity warrants change their undesirable habits into a desirable ones.

Today, some of our teachers are not doing their responsibilities as observed inside the school. Some were merely there sitting the four walls corner of their classroom demanding copy this and that, while chatting their mates, come to school late and go home

early that’s why we have many half-baked graduates and some almost knew nothing about as what’s supposed be learned.

Remember… that mentors are obliged in molding the young minds. It is incumbent upon them as their duty to develop more than what they’re expected to do. Let them develop the intelligence Quotient (IQ), and Emotional Quotient (EQ and the totality of a child.

Are you one of these?

So certainly, there is no need to spoon-feed the lessons.

Personalized instructions are also encouraged to meet the challenge of a diversed environment.

Students have different personalities, goals and needs, so allowing them to make their own choice will result to effective learning, and increase of intrinsic motivation and amount of effort – a recipe of better

learning outcomes.

Learning about new technologies is also an interest for a 21st century teacher. In order to be able to offer students choices, a teacher should be creative and innovative in arriving with exciting things to be learned.

Since technology keeps developing, an educator can take advantage on this innovation. Besides, Internet could be useful in terms of providing resources for interesting lessons and best venues on how to deliver them.

It is also good for educators to expand their teaching toolbox and try new teaching strategies, such as teaching with social media or using both textbooks and web resources.

Battling the Enemy Within

Traditionally, cyber attacks on corporate networks have come from outside the organization. With the growing usage of personal mobile devices and the rise of the Internet of Things (IoT), however, the danger now also comes from the walls within.

The world moves swiftly; the IT security world even more so. Just a couple of years ago, securing the enterprise would basically consist of protecting an organization from external intruders. Today, the battle has changed ground.

Education efforts from industry players have created higher levels of IT security awareness in the business world, and more firms have implemented basic security measures that can thwart direct attacks effectively.

This development is forcing hackers to up their game by figuring out alternative ways to get their hands on valuable enterprise assets.

One new strategy that is becoming more common across the world is for hackers to gain entry to a corporate network by targeting its weakest points. Such points can include an unsecured employee mobile phone, or a workstation with limited access to corporate data.

These weak points typically reside in low value segments of the corporate network.

Once the hacker breaks in and gets a toehold, however, he can often navigate to other more valuable parts of the network − which tend to be much more rigorously protected from external

attackers − quite easily.

This “lateral movement” modus operandi proves to be effective most of the time because many organizations do not isolate different segments of the network from one another. Moving from segment to segment is usually a breeze once hackers get into the network.

A few trends will make such attacks from within the organization more common in the coming years: 1. T h e i n c re a s i n g adoption of employeeowned mobile devices in enterprise environments.

These are often poorly secured and provide a weak point of entry into the organization for hackers.

2. The exponential growth of IoT devices. Early and even current versions of these devices are not designed with security in mind, and are very tedious if not impossible to secure properly.

3. Advancement in hacking techniques.

Internal Segmentation Firewalls Needed Traditionally, organizations deploy firewalls at the perimeter of the network for protection. Edge firewalls label all external traffic (i.e. Internet traffic) as untrusted, while designating all intra-network traffic as

trusted, and handle them in two distinct ways. There are no grey areas; no ambiguity.

Unfortunately the world isn’t black and white anymore.

With the rise of attacks originating from weak segments of the network, the line delineating trusted and untrusted traffic has blurred. Merely deploying firewalls at the edge of the network is no longer adequate − organizations need to re-architecture their network such that internal firewalling can restrict malware flow between different segments of the organization.

According to research firm Forrester, enterprises have built strong perimeters, but well-organized cybercriminals have recruited insiders and developed new attack methods that easily bypass their current security protections. Security and risk professionals today must make security ubiquitous throughout the network, not just at the perimeter.

Forrester advocates the zero trust security model, where the network is securely segmented, and all traffic is inspected and logged.

With such a model, the information flow between an engineer and his/her marketing colleague seated next to each other, for example, will no longer proceed unchecked. Because these two employees are assigned to

“For those who have not installed yet their GRM, I hope you can do it soon especially those with ongoing projects,” Aleria said.

Aleria mentioned that some municipal and barangay LGUs particularly those implementing year one sub-projects, were

trained already on GRM in a seminar-workshop held last year in Cagayan de Oro City and they are now following through their GRM plan of action like briefing their local chief executives/ barangay chairmen, and designation of GRM point persons. (Rosie R. E. Paasa, DA-RPCO10/PIA)

different network segments and an internal segmentation firewall (ISFW) is in place, proper policies will be applied and logs will be generated for any traffic traversing between the two departments.

ISFW comprises two kinds of technologies − policy-based segmentation that identifies a user’s parameters, and dynamically and consistently enforces a security policy controlling the user’s access to enterprises resources; and firewall segmentation that divides up the internal network to enable traffic analysis, logging and full security control.

An ISFW does not replace the edge firewall. Instead, an ISFW provides multiple touch points within a network in order to provide security between existing network boundaries, or create entirely new segments inside of existing network boundaries. It also improves visibility by letting IT management see all layers of the network in one pane of glass.

Depending on the level of security needed between each network segment, the

types of protection enabled will vary. Once a firewall is deployed into each segment of an enterprise network, its policy, logging and various modern detection features can help identify and quarantine users that have been compromised. Also, the firewalls would make it much harder for hackers to do reconnaissance and discovery even if they have started to make their way inside the company network.

ISFWs should work in synchronization with one another, leveraging threat intelligence and be complemented by advanced persistent threat (APT) detection solutions like sandboxing and endpoint security solutions so that actions can be taken to identify compromises and quarantine them as soon as they are discovered.

Removing the Performance and Cost Barriers Enterprises’ traditional objections to putting a firewall in front of each network segment have been around performance and price. Because intra-network traffic volume can be many times that of Internet traffic volume, not many firewalls

have the capability to handle the workloads without significant latency. Those that can handle it, when deployed in large numbers to cover each network segment within the enterprise, can make the cost prohibitive for many organizations.

Today, however, attainable solutions exist. Modern firewalls that leverage custom ASIC chips can be fast enough to handle internal firewalling and be cost effective at the same time.

Some may recall that per-port security was all the rage a few years ago, until implementation hurdles put an end to that promise.

Current ISFW technology is a step towards reviving that promise. As technologies in switching and access port security evolves and performance improves, we will be able to combine them with ISFW to reach that goal.

The concept of internal segmentation firewalling has put the network security industry on the cusp of an exciting era. Firms that want to take their operations − and their business − one step ahead of the competition should take advantage of it.

Rats destroy 1,200 hectares of farm crops in S. Cotabato GENERAL Santos City--Agriculture personnel in South Cotabato have stepped up their interventions against the continuing rodent or rat infestation in the parts of the province that already destroyed around 1,200 hectares of agricultural crops.

“This is mainly due to the continuing dry spell.

The rats have been coming out and invading our farmlands as their usual food sources have become scarce,” she said in a radio interview.

In Tampakan, for instance, she said there were reported rodent attacks on fruit-bearing trees and even coconuts in the area.

Navarrete said they have also received reports of infestations of black bugs and army worms in farm areas in Banga and Surallah towns, and in

Koronadal City.

She said they are currently evaluating the value of the crop damages as a result of the infestation, which is seen to worsen in the coming weeks due to the prevailing dry spell triggered by the El Nino Phenomenon.

In September last year, OPAG reported crop damages of around PHP21.6 million due to the rat infestation in nearly 900 hectares of corn and palay areas in the province.

Navarrete said they also provided rodenticides to local farmers in the affected areas to help contain the rat infestation.

Meantime, aside from the pest attacks, the dry spell has also continued to wreak havoc on the province’s farm areas.

Navarrete said around

7,000 hectares of standing corn and palay crops in the province have already been affected by the dry spell, which was predicted to last until June.

In Tantangan town, she said there is still available irrigation in lowland barangays like Cabuling and San Felipe but farmlands in the upland areas have already dried up.

In Koron a d a l C it y, city agriculturist Emelita Miguel said most corn crops that were planted late last year in elevated areas of the city have already wilted due to lack of rains.

Citing their initial assessment, she said the damaged farmlands already reached about 20 percent of the city’s estimated 3,000 hectares of corn area. (PNA)

THE National Academy of Science and Technology, Philippines (NASTPHL) has expressed grave concern on the Supreme Court (SC) ruling on Bt talong (eggplant), which ordered permanent halt on Bt eggplant field tests and declared Department of Agriculture (DA) Administrative Order (AO) No. 8 (“Rules and Regulations for the Importation of and Release into the Environment of Plants and Plant Products Derived from the Use of Modern Biotechnology”) null and void.

SC’s decision also ordered a temporary stop in

any application for continued use, propagation, commercialization and importation of genetically modified organisms until a new administrative order is promulgated in accordance with the law.

According to International Service for Acquisition of Agri-Biotech Applications (ISAAA), Bacillus thuringiensis (Bt) is a common soil bacterium that contains a gene which produces a protein harmful to eggplant fruit and shoot borer (FSB). It added that scientists have incorporated this gene to eggplant to confer insect resistance.

In the Philippines, studies were conducted to de-

termine the potential costs and benefits of Bt eggplant commercialization based on results of multi-location field trials. According to ISAAA, Bt eggplant also has significant health and environmental benefits from the reduction of pesticide use.

In 2013, the Court of Appeals issued a Writ of Kalikasan to stop the field trials of Bt eggplant in the country. Last December, the SC has permanently stopped the field trials on Bt eggplant, and cited that the DA AO No. 8 failed to meet the minimum requirements for safety as indicated in the National Biosafety Framework.

The group added that the genetically engineered Bt eggplant could have provided farmers the option to control FSB infestation through incorporating the gene from Bt, a naturally occurring soil bacterium that produces toxin specific for group of insects where FSB belongs.

However, the director bared the power complex is not yet commercially viable to be transferred as it still contributes to a large part of the Mindanao grid, distributing to pro-rated electric cooperatives.

Montenegro pointed out the private sector will

likely contract the capacity to any firm it prefers.

He said PSALM could offer the power complex through an IPPA contract, to shorthen the process of its turnover and be followed by the asset.

The director added the Mindanao stakeholders, composed of the electric cooperatives, local government units and the Mindanao block in

Congress, supports the creation of the Mindanao Power Corp. It will allow the Mindanao government to retain the power plant as a government asset.

Montenegro stressed the power complex gives Mindanao a competitive advantage at PHP8 per kilowatthour (kWh) compared to Luzon and Visayas power rate of PHP10-11 per kWh. (PNA)

Justina Navarrete, acting head of the Office of the Provincial Agriculturist (OPAG), said Thursday the infestation mainly affected corn and palay areas in the municipalities of Tantangan, Polomolok, Tupi and Tampakan.

In Tantangan alone, she said an estimated 1,000 hectares of crops have been damaged as a result of massive rodent attacks.

The group also lamented that SC concluded that there was a lack of consensus on the safety of genetically modified (GM) crops. “Such conclusion was derived from a very limited literature survey, some from questionable sources,” NAST-PHL emphasized, and added that none of the references covered statements of the Academies of Science of many developed and developing countries, citing that there is no difference in the risks between GM crops and conventionallybred crops.

According to the group, the information sources cited by SC actually recommended that further research be conducted to assess risks in deployment of GM crops. NAST-PHL highlighted that by permanently stopping the field tests, the research that would have provided the answers to the reservations on Bt eggplant’s safety can no longer be continued.

The group warned of the serious consequences of temporarily suspending applications for continued use, field testing, propagation and commercialization and importation of GM organisms.

“Does this temporary suspension cover applications for permits to use, test, propagate, commercialize and import GMOs not only in agriculture but also in health industry?” the group asked.

It continued that unless clarified, the temporary suspension could cause disruption in the supply of recombinant medicines like insulin as well as in processing ingredients for the food industry.

NAST-PHL appeals to the SC to review its decision, considering the issues and possible consequences.
