By GERRY LEE GORIT Correspondent
CAGAYAN de Oro City–– Interior and Local Government Secretary Mar Roxas has remained tight lipped about the possibility of having Senator Grace Poe as his running-mate in the 2016 presidential derby. In an ambushed interview, Roxas said he will let President Benigno Aquino III to decide on the matter. Roxas arrived in Cagayan de Oro City on Wednesday (June 10) where he served as
guest speaker of a gathering organized by the Koalisyon ng Mamamayan Para sa Reporma (Kompre) before proceeding to Malaybalay City in Bukidnon to turn over 20 patrol vehicles held at the Bukidnon Provincial Police Office compound. He said he was elated over the apparent willingness of Poe to join the administration candidates in the May 2016 local and national elections. “Maganda yan kasi dumadami ang kakampi ng See uncertain, page A11

By Digna D. Banzon
AVAO CITY -– The Department of Labor and Employment (DOLE) in Region XI has beefed up its HELP ME Convergence Program and advocacy drive against child labor.
The HELP ME, which is an acronym for health services and medical assistance, education and training, livelihood opportunities for families of child laborers, prevention,
protection and prosecution and for monitoring and evaluation, is aimed at implementing sustainable, responsive, focused and synchronized strategies to effectively address the child
labor problem. DOLE XI Regional Director Joffrey Suyao said the program is in line with the government’s vision of a Child Labor-Free Philippines in partnership with by communities through “Child Labor Friendly Barangay”. In last year’s survey dubbed Profiling of Vulnerable Works, Suyao said there were 256 profiled child laborers in the region mostly EXTRA-JUDICIAL PARTITION NOTICE is hereby given that this Extra-Judicial Partition, made and entered into by, between and among the heirs of the late ARNULFO B. in the agricultural sector. Suyao however pointed out the survey did not cover all barangays in the region as there were only 25 barangays surveyed and that excluded Mt. Diwata where most small scale mining operations are located. According to Suyao, the types of work engaged in by the children are farm labor in agricultural areas while others engage in scavenging and domestic works in
urban areas. Meanwhile, he said as reported by the Municipal Social Welfare Development officer of Monkayo, Compostela Valley province, there were 174 child laborers identified in barangay Diwata in small-scale mining industry. Since the last survey, Suyao said government program has been initiated to address child labor issues such as the Sagip Batanga
Manggagawa in 2013 when three minors were rescued in a plastic recycling factory; the Project Angel Tree which assisted 1,064 children; and, in collaboration with six organizations the associations of parents of child laborers were provided livelihood assistance. Suyao said that in October five barangays in the Davao Region will be conferred as Child Labor-Free Barangay. (PNA)
Lacson TV commercials spark ‘Dark Horse’ talks for 2016 Two television commercials urging former Senator Panfilo “Ping” Lacson to run for president injected a fresh new twist to the closely watched 2016 presidential race, with Senate Minority Leader Vicente “Tito” Sotto III declaring that Lacson is definitely a dark horse should he decide to throw his hat in the ring. The commercials, one featuring children chanting the traditional playtime rhyme “Pen Pen De Sarapen” with lyrics urging Lacson to run, and another featuring a corner store crowd
talking about the former senator’s popular anti-graft and corruption persona, started airing earlier in the week in several primetime spots. “Seryoso ako kay Ping; siya ang dark horse,” Sotto told reporters during the opening of the Senate’s regular session Wednesday afternoon. “Nakita ko kasi ang (TV) commercial niya, dark horse ito.” The Senate minority leader added that Lacson is known to be a decisive leader and crusader against graft and corruption, qualities that most voters

Lacson for his part said Sotto’s pronouncement reflects growing public interest to hear and see other names that can be considered as good presidential candidates. “There’s apparently a raging debate where qualification is more important in considering a good presidential candidate,” Lacson said. “His advertence to me seems timely and uncanny.” Lacson, who recently served as President Aquino’s rehabilitation czar and oversaw the coordinated recovery efforts in areas battered by Typhoon Yolanda in late 2013, was a former chief of the Philippine National Police where he gained enormous respect and admiration for whipping the 100,000-strong organization into shape. As a two-term senator, Lacson further distinguished himself for refusing to touch his “pork barrel” allocation totalling Php24 billion over 12 years. Some of the laws he authored are Republic Act (RA) 9160, as amended by RA 9194, otherwise known as the Anti-Money Laundering Act; RA 9485 or the Anti-Red Tape Act of 2007; and RA 9166, An Act Increasing the Base Pay of the Members of the Armed Forces of the Philippines.

Kagay-an, the historical name of Cagayan de Oro Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental
By MIKE BAÑOS, Editor-at-large
KAGAY-AN is a word that directly relates to the city’s culture, history and people, who call themselves Kagay-anons. Cagayan has “always” been pronounced by lumad Kagayanons as Kagay-an. In fact, nobody says Kagayanon but Kagayanon. It is the historical original name of Cagayan de Oro, formerly known as Cagayan de Misamis. Even the original citizens of the capital town of the Segundo Partido de Misamis pronounced it Kagay-an, attesting to the timeA magnificant view of the Cagayan River by Carlo Antonio Romero M.D. Often erroneously referred to as the “Cagayan de Oro” River, Cartographers and historians alike refer to it as the “Cagayan River” and nowhere can a “Cagayan de Oro River” be found in legal documents and maps of Cagayan de Oro City
36 cops, 6 from Cocpo found positive for drugs By CRIS DIAZ, Executive Editor
CAGAYAN de Oro City--Thirty-six police officers in Northern Mindanao turned out to be positive for drugs after undergoing random drug testing, a senior police officer said Wednesday. Sr. Supt. Lemuel Gonda, head of operations of the Cagayan De Oro City police here, said that of the 36 police officers, six of them came from the Cagayan De Oro City Police Office (Cocpo). He said that the remaining 30 police officers came from various regional police substations in Northern Mindanao. Gonda refused to divulge the names of the police officers, saying the regional command is now preparing the filing of administrative cases against them. “Perhaps, we can release the names of the police officers after the filing of cases against them,” Gonda said. He said that the 36 cops are now disarmed and under camp restriction at the police regional command in Camp Alagar, Cagayan De Oro City while cases against them are being processed. The regional police command has been conducting random drug tests in various substations in Northern Mindanao as part of the police anti-illegal drug campaign in the region. Chief Supt. Lyndel Desquitado, has intensified the anti-illegal drug campaign shortly after his appointment as the police regional director two months ago. In a monthly report last May, the regional police command has arrested 83 persons of various offense, half of them were involved in illegal drugs.
lessness of the name. Historical documents prove Kagay-an was used to refer to Cagayan de Oro as early as 1571 (Fray San Francisco de San Antonio, 1738-1744 and de Loarca). It is cited in the Olaging (chanted) epics of the Proto Northern Manobo (Cagayan de Oro’s proto people) describing Yumagmag Katiguman, wife of the hero's elder brother Paumulaw as 'Queen of Kagay-an, Queen of Lambagohon' (Opeña, 1979) Kagay has its origins in the Filipino word for river, and ostensibly refers to the riverine
origin of the city. It is a word recognizable in most places in the Philippines as river (or something close or similar to it like the Northern Cordillera kagayan, the Ilokano karayan, or the Kapampangan kayayan). According to some friends who are members of the Ancient Baybayin Scripts Network (a Yahoo Groups Forum) Dr. Lawrence A. Reid, researcher emeritus of the University of Hawaii's Department of Linguistics and Richard Elkins, ethnic linguist on the Manobo and Tasaday, agree that Cagayan comes See KAGAY-AN, page A11

Ped T. Quiamjot catapulted the city on the 9th spot ranking as one of the safest and livable city of the world. Lanang Business Park runs parallel to the Davao International Airport and accessible through the Damosa Road which connects to the Buhangin District from the Diversion Road. Its proximity to the airport and a premier mall makes it ideal for aviation offices, a business class hotel and high end IT Parks. Why locate your business to Davao City? With 76 incoming and outgoing domestic daily flights and international rated ports which can handle containerized cargoes when trans-
ported passing through four lanes of road networks, trading could run uninterrupted. Businessmen or top corporate functionaries on meeting schedules can fly in the morning from Cebu or Manila and fly out on the same day. Communication and connectivity to our Asian neighbors takes a shorter route through TeleConference and internet facilities provided by a leading career which recently connected a fiber optic submarine cable gateway to Indonesia. When the Asean economic integration takes place in 2016, Davao City can host as the county’s trading capital with its rich resources of agricultural exports and livestock products. It can also be a niche of the other global enterprise due to its closer link to the BIMPEaga trade initiatives. Davao City has grown to 1.5 Million in population with 4 percent annual growth and has an annual revenue income of Php 5 Billion to support its various infrastructures and social services. The city has
a wide pool of highly trainable and English language proficient skilled labor. It has the most populated colleges and universities in Mindanao which continuously supplies the professionals needed in the various industries. The city’s crime index is the lowest in the country and above all, people trust the current political leadership with the discipline it has instituted in traffic management and no-nonsense approach in dealing with criminality. these godly candidates. It is a tall order, of course, considering the life-long culture of patronage politics that has become ever so ingrained among Filipinos, which is politics based on personalities, or on politics based on favors asked and granted, and on politics anchored on cheating and electoral fraud as well as politics based on threats, intimidation and outright murders. -oooIF THE GODLY WON’T JOIN POLITICS, ONLY THE EVIL POLITICIANS WILL: But then, something or someone has to start doing things right on matters of election, or we can just simply give up and pack our things and say goodbye, or pursue reforms in the manner that those who go to the mountains have chosen. I am glad I have been invited to be a part of this beginning, by a friend whom I met for the first time during the second Roco campaign for the presidency in 2004, Atty. Alex Lacson. We can be assured that the officials who are godly will have the Spirit of God in them, just like Joseph, the son of Jacob, who was made the second Pharaoh of Egypt after he showed spiritual discernment in fighting off the seven-year famine that was to strike the land. We can also be assured that the officials who are godly will have fear and love of God, and would be capable of leading their constituents towards success and prosperity, as Jethro admonished his son-in-law, Moses. Then, we can also be assured that officials who are godly will obey what Jesus, our God and Savior, admonished those who wanted to become leaders: they should become the slaves of the people they lead. -oooSee batas, page A7
Daily Inspiration Builds Her Home
Juvy Sarraga
“A wise woman builds her home, but a foolish woman tears it down with her own hands.” Proverbs 14:1 This verse is a great reminder of the power both men and women have in creating a home. We have the capacity to build up or tear down our spouses, children, or parents.
Public recognition goes a long way to announce respect. Gentle correction is a form of grace that communicates value. Physical embrace is the reassuring touch that conveys a feeling of belonging. Each one of these combine to build a home and family. Be on the lookout for areas to build your home.

growth, through the generation of long-term impacts. Social enterprises, or businesses with social missions, bring jobs and access to services to the marginalized sectors of society.
Sinag, translated into English, means “light”. BPI aims, through this program, to bring light to the communities that need support through sustainable development. It also aims
to enlighten the public on a new, more inclusive way of doing business – and why these new models are relevant to solving our societal issues today. BPI Foundation has
engaged Ateneo, through ASCEnt, in the capacity building and growth of enterprises with a social mission through a threestage program: ideation, incubation and acceleration.
Mentoring and access to finance are also key features of the program. For more information on BPI Sinag, please visit: www.sinag.bpifoundation. org
21 MAY 2015, MAKATI CITY—BPI Foundation, in partnership with the Ateneo Center for Social Entrepreneurship (ACSEnt) launched BPI Sinag today, a business plan competition aimed at empowering entrepreneurs with a social mission, at The Mind Museum in Taguig City. Inclusive growth is the key to sustainable development at a time when the gap between
rich and poor remains wide. Thus, BPI Sinag seeks to promote the active participation of the private sector through the development of more social enterprises as a means to create jobs and deliver basic services to those at the bottom of the pyramid. “We have to do business in a way that produces positive side effects. That way, more people would benefit—our sharehold-
ers, clients, and employees will be beneficiaries of that approach. It isn’t just a CSR approach, it has to be engrained in the way we do business,” says BPI President and CEO Cezar P. Consing. “The BPI Sinag Challenge is a social business plan competition. We’re seeking young entrepreneurs with socially oriented businesses—the so-called millenials are as creative as they are
critical-thinkers, and they have the passion, the heart and the skills to change the world through business,” says BPI Foundation Executive Director Fidelina Corcuera. Young social entrepreneurs from ages 18 to 35 who have business ideas or existing enterprises that address social issues may send join the search. For exhibiting excellence in advocacy programs and internal communications initiatives, Globe Telecom earned citations from local marketing luminaries as it captured multiple accolades across various platforms at the recently-held 2015 PANAta Marketing Effectiveness Awards. Among 59 awardees and
top Philippine companies with multiple wins, the No. 1 mobile brand in the country captured distinctions in all of the categories it entered into. These include advocacy marketing as well as brand and internal communications. “To be bestowed with these PANAta awards is an affirmation from local ad-
vertising industry stalwarts that our advocacies and communication programs transcend their purpose. They can serve as effective marketing tools to deliver a ‘Globe of good’ to a wider public as we continue to be a model corporate citizen of the Philippines,” said Globe Senior Vice President for Corporate Communications
Yoly Crisanto. Globe received an award for its Project 1 Phone, the far-reaching corporate social responsibility (CSR)

from the ancient word for "river.” Some sources say that the original word for river is kagay, which, when combined with -an (place) became kagay-an (river place). You can read more about it at http://cagayandeoro.elizaga.net/Appendix/meaning-of-cagayan.html Regardless of its origins, it has in fact evolved in time into Kagay-an, with a dash, or what is more technically known as a glottal stop. Mr. Elkins explains a glottal stop IS NOT a hypen. The glottal stop simply indicates the phonetic spelling of the word. You put a glottal stop when people pronounce it with a glottal stop. That's why Kagay-an should be spelled with a glottal stop and a K instead of Cagayan, to differentiate it from Cagayan de Sulu or Cagayan Valley in the North. Kagay-an is the one easily recognizable word Kagay-anons all over the world, all over the country, and anywhere in the city can recognize, so from the name alone, any Kagayanon worth his salt can easily tell it refers to Cagayan de Oro. Thus, the name Kagayan facilitate easy name recall not only to Kagay-anons everywhere around the globe but to other Filipinos as well, without sacrificing its uniqueness as exclusively referring to Cagayan de Oro and not to other places with similar sounding names. A footnote on the name Cagayan de Oro before we

end. This is often credited to the late Vice President Emmanuel Pelaez since he filed House Bill which was eventually signed into law as Republic Act No. 521 which President Elpidio Quirino signed into law on June 15, 1950 creating the City of Cagayan de Oro. However, without taking anything from the late statesman’s substantial contribution to the creation of the city, the name Cagayan de Oro actually antedates the city charter as proven by the existence of the Cagayan de Oro Hotel owned by the Bautista-Avaceña family a 1939 photo of which is found in the book of Filomeno Bautista Sr. “Glimpses of Mindanao.” Local historian Antonio J. Montalvan II also cites documents in the Archivo de la Unibersidad de Santo Tomas (AUST) where students from then Cagayan de Misamis enrolled in the Ateneo de Manila and the UST from 1890s listed their place of origin as "Cagayan de Oro. “So there already was a tradition for such name,” Montalvan notes. Not the least, not many Kagay-anons today are aware that while R.A. 521 was signed into law under the watch of then Misamis Congressman Maning Pelaez, he was actually following up on an earlier bill for the creation of “Cagayan de Oro” filed by the late Misamis Congressman Pedro Sa. Baculio of present day El Salvador City.

He was instead shot on his right chest by one of the suspects, said the police investigator. One of the suspects also stabbed Pedrito Besyohan, a militiaman. Besyohan, said Licera, went to the crime scene after Mrs. Puyod sought his help. He sustained stab wound on his right stomach. daang matuwid ng pangulo,” Roxas said apparently referring to Poe. Although he did not confirm whether or not he is running for president, Roxas vowed to continue what President Aquino has started under his “Daang Matuwid.”
Earlier, Budget Secretary Butch Abad has dispelled rumors that President Aquino is having second thoughts on endorsing Roxas as his successor. Abad said Roxas remained to be the standard bearer of the ruling Liberal Party (LP) in 2016 local and national elections. Abad said the report on President Aquino’s comment that Roxas should do something to improve the latter’s survey ratings is “a bit overblown.” “The President has much respect for Mar and certainly, Mar has much respect for the President,” Abad said in an interview. “We heard it from him (President Aquino) repeatedly. There is no reason to doubt that Mar Roxas is still his candidate.” Abad added that what the President was suggesting was that everyone should buckle down to work. “Mar is still our candidate,” Abad said. “The President is saying that we are only a few months from October,” Abad said, referring to the date of the filing of candidacies for next year’s national elections. “He is saying let us give this some time and let us support Mar,” Abad said. He is optimistic that Roxas has the chances to win the presidency next year.

terials for building schools in Aklan resonated well among stakeholders and concretized the concept of a viable
environmental sustainability drive. With over 50 enterprise clients pitching-in, Project 1 Phone has helped reduce greenhouse gases by about 207 million kilograms. Online, the promotional video material has so far garnered more than 471,000 YouTube views, while total digital efforts accounted for 37.2 million impressions. Most importantly, the proceeds have reached more than US$ 189,000 or P8 million for the construction of Aklan-based schools. Globe also won an award for its #ProjectWonderful integrated corporate campaign. It sparked genuine customer centricity and innate care for its customers, especially for Typhoon Haiyan survivors as the telco’s response to nation-building in the aftermath of the calamity. It contributed to donation and fund-generation as well as triggered volunteerism to build 100 homes in Leyte and Aklan. Media mileage also reached more than US$ 2 million from the PR executions’ global buzz online brought about by American actor Gabriel Macht’s involvement, and also through traditional broadcast channels. #ProjectWonderful also redounded on the telco’s business by positively affecting its financial performance during the campaign period. Another advocacy winner was the Globe #StopSpam campaign for effectively combating unsolicited text messages. This was made possible through an integrated marketing communications plan using news and public affairs as catalyst for the movement. It banked
on the strength of current affairs platforms on TV to launch and deliver credibility. After making rounds in social media and picked up by traditional outfits as well as online sites, #StopSpam generated an enormous 50 million Twitter impressions from almost 10,500 mentions in 2014. It also helped the telco to block over 2 million spam and scam messages, ultimately benefiting its 2-million plus postpaid customers.
