THE City Council in Cagayan De Oro City has denied receiving donations from the PCSO here, City Councilor Prexy Elipe said.

Elipe made the statement after the City Council received reports that the PCSO has donated an ambulance and a Php 1 million cash endowment assistance to the city’s J.R. Borja Memorial Hospital.

A representative from the PCSO reportedly informed the City Council about the donation during the regular session last week.

“The City Council has no knowledge of any donations from the PCSO,” Elipe told the local august body that the City Council could not pass a resolution thanking the PCSO for the See grants, page A11

6 M’nao provinces top nat’l competitiveness ranking DAVAO City--Six Mindanao provinces made it to the top 10 of the 2015 Cities and Municipalities Competitive Index of the National Competitiveness Council (NCC) reflecting economic dynamism, government efficiency, and infrastructure growth of the island-region in the recent years.

Four Mindanao provinces dominated the top five most competitive provinces with Davao del Sur leading the pack as the most competitive province in the Philippines with an overall score of 46.11, followed by

Misamis Oriental in second with an overall score of 38.93.

South Cotabato placed fourth with a score of 36.42, while Zamboanga del Sur ranked fifth with a score of 35.88. Agusan del Norte, on the other hand placed seventh with a score of 35.70 while Camiguin ranked tenth with 34.21.

Speed matching held for local producers, hotels, restaurants

AGAYAN DE ORO CITY -- Over 41 local producers and manufacturers met with 21 buyers, including hotels, restaurants, supermarkets, convenient stores, consolidators and distributors as they gather together in one venue to negotiate trade on July 31, 2015, at Grand Caprice Restaurant, here.

The Department of Trade and Industry - Misamis Oriental Provincial Office organized the ac-

tivity for the purpose of promoting local products and at the same time address the supply needs of

hotels and restaurants.

Ma. Eliza A. Pabillore, provincial director, DTIMisamis Oriental, said the agency hoped that the activity will result in many booked orders and increase in sales especially for the micro enterprises.

“This will provide an opportunity for small enterprises to promote their products and negotiate

directly to buyers while our hotels and restaurant will also have a chance to patronize local products,” Pabillore said.

Pabillore said a lot of new and exciting products was showcased, such as yogurt, gouda cheeses, duck meat, balut, goat’s milk and goat’s cheese, turmeric, sambong, coconut sugar, moringa, virgin coconut

oil, moringa soap, coffee, tablea and other health and wellness products.

Most of the hotels and restaurants were looking for fresh fruits and vegetables, fresh and processed meat and beverages. On the other hand, consolidators, supermarkets and convenience store are interested in new processed food products, said Pabillore.

Out of the 59 trade leads, two resulted in booked orders and, approximately, 20 are for further negotiation.

This is the 2nd Speed Matching that was conducted in Cagayan de Oro. The first was done in 2013 wherein a lot of local producers were able to penetrate groceries and convenient stores.

Is the President promoting bad governance?

Pres. Benigno S. Aquino III refused to sign the resignation of Mar Roxas as Secretary of the Department of Interior and Local Government (DILG).

Out of delicadeza, Roxas bade farewell to the DILG staff and the Philippine National Police (PNP) in Camp Crame the other day.

What Roxas did was part of the tradition that appointed government officials, who make the decision to run for an elected post, must resign from office. The idea is to avoid the impression that the appointed public official would exploit the resources of his office in the pursuit of politically motivated interest. The resignation is necessary because there is always the temptation (actually, they are doing this) that the public official would actually utilize the resources of the taxpayers’ money to fulfill a personal agenda.

Roxas did the right thing. The President, however, did not! What the President has set is setting a bad example in governance. The President’s refusal to sign the

resignation of Roxas leads to the presumption that Aquino is willing to feed to Roxas the resources of the government in the pursuit of the presidential post. Nonetheless, the condition, whether substantiated or not, could provide the opposition a strong ground to charge Roxas with graft with the Ombudsman and with violation of the Omnibus Election Code with the Commissions on Elections (COMELEC). Roxas would become the subject of an intense probe by the prying eyes of the public because anything that he does would have an indirect attachment to his office as Interior

Secretary.

Perhaps, Aquino has given Roxas the assurance that as President until July 2016, he would provide the mantle of protection Roxas. Of course, Aquino could do this. As an incumbent President who could dictate the Judiciary (remember the Corona issue) and the legislative department ( applying muscles for the approval of the Bangsamoro Basic Law), Aquino could even order the military to execute his whims and caprices.

With the Presidential assurance, Roxas could get away with any graft cases in the Ombudsman or COMELEC. After all, Aquino makes sure that the women he appointed to sensitive positions in the government are there to protect his personal interests.

Consider this: Aquino appointed women to rule the judiciary such as the Supreme Court, the Ombudsman, and the Department of Justice (the DOJ actually operates as the prosecution arm of Pres.

Aquino). If, for one reason, the judiciary fails to run

after perceived political adversary, Aquino could instruct the Bureau of Internal Revenue (BIR) to undress a political opponent and, probably, could send someone to jail for a tramp up tax evasion case.

Indeed, the suspicion is great that with a weak presidential candidate that Roxas is, President Aquino would personally lead the presidential campaign. Who could impeach the President in this case? Nobody could cite a legal provision in the COMELEC that an electioneering case is an impeachable act of the President.

Perhaps, Roxas would submit an irrevocable resignation only when he files the Certificate of Candidacy in October.

At this time, President Aquino knows that resigning from the DILG is not an option for Roxas.

In this regard, it is worth noting that Binay until this day never cared answering the corruption charges leveled against him. His standard reply to these charges is that these are all politically motivated aimed at derailing his chances of succeeding Aquino next year.

Bi nay c onve n i e nt ly evades mentioning the fact that all the corruption charges against him are well supported by facts and evidence. But these facts and evidence are always described by him as not

having any probative value in court.

When his son and namesake, Makati City Mayor Erwin Jejomar Binay was charged before the Ombudsman as a cohort of his father in one of the corruption charges filed against them, instead of answering point by point those charges, he went to the appellate court to question the filing of charges against him.

This is paradoxical because they have always maintained they will only answer the charges against them before the right forum which is the court. Now that it is before the Ombudsman, they ran to the appellate court asking that the charges filed against the son be not investigated.

Today’s youth has an apt reaction to this. They will aptly say, “Ano ba talaga kuya?”

By accusing the Aquino administration of being inept, bumbling and corrupt, Binay in effect was accusing himself of being inept, bumbling and corrupt because he was very much a part of that administration he now accuses as such. Did

he realize this stupidity of his or is he just trying to dissociate from the Aquino administration to paint a rosy picture of himself as its equal opposite?

This propaganda strategy will not make a dent on Aquino’s administration or will it catapult Binay to the presidency. If Binay is indeed the opposite of the inept, bumbling and corrupt Aquino administration then he should not have made himself part of this administration.

By doing what he is now doing like his delivery of his dud true state of the nation, Binay should understand he is just succeeding in painting himself as an ingrate in the highest order who should never be trusted by the people because to the very people he asks to vote for him, it is not farfetched he will likewise be and ingrate to them.

If Binay is succeeding in painting himself as an ingrate, Roxas, on the other hand, is doing his best to project himself as nothing in all aspects if Aquino does not summon the Cory magic See bacon, page A11

CAGAYAN de Oro City--A police official on Monday vowed to arrest operators of illegal gambling engaged in a numbers game in Misamis Oriental in two months.

“Give me 2 months,” Sr. Supt. Manuel Sukarno B. Alvarez, head of the Philippine National Police (PNP) in Misamis Oriental, told the members of the Sangguniang Panlalawigan during their regular session.

Alvarez issued the statement after Philippine Charity Sweepstakes Office (PCSO) Regional Director Raul Regondola for Northern Mindanao claimed its sales from Suertres, a 3-digit numbers game of PCSO, dropped by 60 percent.

Regondola attributed the decrease in sales to the operations of illegal swertres operators in the province of Misamis Oriental.

Although he did not put the blame on the local police, Regondola asked the provincial lawmakers and 23 police station commanders to help curb the illegal numbers game.

Alvarez, on one hand, assured Regondola and other present that he will identify and arrest those involved in the illegal numbers game in the province.

For instance, he said policemen in Jasaan town arrested one of the seven operators of illegal swertres last Sunday.

Acenas referred to the City Council committee on police, fire and public safety chaired by Councilor Ramon Tabor, the proposed resolution requesting the Philippine Charity Sweepstakes Office (PCSO) to grant incentives to barangays and police stations in the city that are free from illegal lotto outlets and gambling activities.

The proposed resolution was filed by Councilor Roger Abaday, who said this is one strategy to stop such illegal operations.

“Barangays are the most potent areas to prevent this kind of operations,” he stressed.

He said if the PCSO is giving incentives to cities and municipalities, it should also do so to barangays.

Councilor President D. Elipe, chair of the committee on finance and ways and means, said he is supporting the resolution.

However, he stressed that the mechanics that would be applied should first be studied.

UN rapporteur calls on gov’t to address IPs displacement

AVAO CITY -- Dr. Chaloka Beyani, special rapporteur of the United Nations urged the government in consultation with the indigenous peoples to give greater attention to addressing the causes of displacement whether it be due to the militarization of their areas or due to development projects.

He issued the statement following his ten-day visit from July 21 to 31 to various areas of the country after the onslaught of typhoon Yolanda and the displacement of many indigenous peoples.

Beyani said in one of his statements expressed concern over the plight of some indigenous peoples living in the Haran compound

of the United Church of Christ in the Philippines at Madapo Hills Davao City, having been displaced from their ancestral homes for several months due to the long-standing conflict between the government and the New People’s Army.

He said he consulted with the national and local authorities and the indigenous peoples themselves on this situation.

“I heard from the Armed Forces of the Philippines its assertion that it is seeking to protect the communities and provide services to the IPs in conflict regions; however the displaced IPs made it clear that it is the military’s presence and that of the paramilitary groups in the communities that continues to create anxsiety

amongst the IP communities,” Beyani said.

He said the IPs wish to return to their lands but underscored that they will only feel safe to do so if the long-term militarization of their regions comes to an end and they can return with guarantees of safety, dignity and protection.

Beyani said the IPs described to him their concerns including the alleged forced recruitment into the paramilitary group called the Alamara and harassment in the context of the conflict between the military and the NPA leading to the inaccessibility of schools among indigenous children.

“While tribal leaders informed me that they are not being detained against

their will at the UCCP centre in Davao, as is evident by reports of their periodic return to their communities, their current situation is neither acceptable nor sustainable,’ he said.

Beyahi stressed it is essential to find a rapid and peaceful solution to their situation in full consultation with their legitimate leaders, with their voluntary and secure return to their ancestral lands being a high priority.

He said the situation clearly demonstrates the massive and potentially irreversible impact of the on-going conflicts on displacement of such vulnerable communities who are often caught up in the conflict and suspected of involvement with armed

groups.

Beyani said that the displacement, whether due to conflict or development, not only destroys the homes and livelihoods of indigenous peoples, but has an incalculable impact on their cultures and ways of life that are part of the rich and diverse heritage of the Philippines that must be protected or otherwise lost, perhaps forever.

He said the indigenous peoples are poorly equipped to survive away from their ancestral lands and are therefore deeply affected by displacement.

“The needs of these vulnerable people must be assessed, with their full participation, so as to provide essential assistance for them, including durable so-

lutions which are culturally sensitive and appropriate, when displacement has taken place.

The displacement of such communities whose very lives and cultures are intimately entwined with their ancestral lands and environments must only be a matter of last resort,” Beyani said.

He said it is clear that the existing legislation and institutions, including the exemplary Indigenous Peoples Rights Act cannot provide adequate protection from displacement unless fully implemented in practice.

DSWD-XI allocates P3.9M for ‘cash for work’ in Davao Sur town MAGSAYSAY, Davao del Sur – The Department of Social Welfare and Development (DSWD) has allocated at least P3.9-million for its “Cash for Work” program

A horsemanship school like no other CABADBARAN CITY, Agusan del Norte -- “When are we going to see the horses again?” Aryana, my fouryear-old apo asked me immediately after we left the Calo Horse Farm here. “You like to riding the horse?” I replied and she gave me a resounding yes like there’s no tomorrow.

She is probably the keenest guest of Daniel “Toto” Calo, the owner and fourth generation horse trainergentleman whose passion is to raise horses and teach horsemanship professionally and develop the skills of horse handlers.

Toto is a veteran of the outdoors: a mountaineer, scuba diver, a spelunker and adventurer (a member of the Balangay expedition team). Now retired, he devotes his time running the farm, considered the only horsemanship school in Mindanao.

“We have a few graduates now in the basic English riding course 1 and 2,” says Toto. The students, mostly young, come from Luzon and abroad. The two courses require 12 sessions each.

All guests who wish to test ride or simply look around can do so through a short demonstration with the help and encouragement of Toto and his horse handler. Aryana and his elder brother Rob were portraits of controlled excitement, an exhilarating experience to both. Adults like me were as excited, a little scared stiff but want to do it again (always on my bucket’s list).

Now I know what professional horseback riding can do to adults: it can make a child of one again.

“A good-looking horse and a good ride is projection,” Toto proclaims. I can perhaps relate to that. As I was riding I felt power and significance as the wind was blowing around me.

Perhaps that feeling is twice as much when one manages to finish a course and explore the football size field where horses of different crossbreeds mill and chew grass from all corners.

A few selected horses parade before us: Akbar, the beige one; Good Boy, the white one; Omar, the father of four; and Sundance, the hunk. “I like Good boy.”

Says Aryana. Rob’s favorite is Sundance, confident and proud dark brown.

Aside from horses, other attractions have shaped up in this place, slowly evolving and merging itself into a perfect outdoor and cultural experience. Thanks to Fe Leonor, Toto’s artist wife whose world-class art (exported candles and wax art and crafts) is another reason to seek this fast growing destination.

Surigao Norte farmers get P1.79M livestock from DA

SOCORRO, Surigao del Norte -- The Department of Agriculture (DA) in Caraga has turned over livestock worth P1.79 million to 19 individual farmers and three farmers’ associations in Surigao del Norte.

As part of DA’s dispersal

program, the livestock consisted of 15 native chickens, 25 carabaos, four cattles, 26 goats and five swine.

“This dispersal progam of DA truly will surely help us traditional farmers in our daily farming activities. Entrusting to us these animals motivates us to do better,” said farmerbeneficiary Jerson Calamba

JASAAN, Misamis Oriental — If there is one another thing that STEAG State Power, Inc. (SPI) would like to be known for, aside from “Empowering Mindanao,” it is this: putting premium on partnerships to protect the fragile environment of its host communities.

SPI has undertaken various programs and projects with both private and public sectors to protect the environment in an effort to ensure the sustainable future of these communities.

And it is not surprising that environmental protection is at the top of its agenda, aside of course from delivering efficient, reliable, and safe power to the Mindanao Grid because “preserving the environment or environmental conservation is in the corporate DNA of SPI,” according to its president and CEO Dr. Bodo Goerlich.

It is this principle or DNA that impelled SPI to enter into collaborative effort with the local government unit of Jasaan and provincial government of Misamis Oriental to arrest at one go the deterioration of two of the province’s jewels —Agutayan White Island and the Macajalar Bay. “We continually desire to live up to our promise of helping improve the quality of life of the people and protect our fragile environment by practicing good corporate citizenship and undertaking programs and projects designed to benefit our host communities here in Misamis Oriental,” Goerlich said.

Located in Macajalar Bay, the Agutayan White Island is a crescent-shaped sandbar approximately 5,000 square meters sitting on a 4.5 Marine Protected Area (MPA) situated in the middle of the 1,000 square kilometers Macajalar Bay, a major fishing ground in Misamis Oriental. It can be reached through a 30-45 minutes ride on a motorized banca from Barangay Jampason, Jasaan.

But this primary source of aquatic resources in the province and region is facing serious threats because of the rapid increase in economic activities, said marine biologist Josefino Bascug, a provincial consultant on environmental concerns.

Aside from increase in economic activities, other factors that contributed to the deterioration of the Bay

are coastal resource mismanagement, population growth and coastal migration, said the Macajalar Bay Development Alliance (MBDA).

The deterioration of the Bay has already affected the entire marine ecosystem, Bascug said. And the main culprit is improper solid waste management in the towns and cities surrounding the Bay. According to Amir Elazegue leader of Scuba de Oro and brother-in-law of Gov. Yevgeny “Bambi” Emano, his group picks up

at least 10 kilos of garbage everytime they dive in the waters around Agutayan.

“This sandbar is formed by the natural water movement in Macajalar Bay. Chances are, if you throw your trash anywhere in the coast, it will come here,” said Elazegue, a member of PADI (Professional Association of Diving Instructors), an international organization of dive instructors. Which is why he urged everyone to be mindful in throwing their garbage.

MBDA also said that coral cover in the Bay has

been declining from 59% in 1997 down to 39% in 2008.

Human disregard for corals and illegal activities are two reasons for the decline in the number of healthy corals in the Bay. Corals are very important especially since the Philippines is a part of a marine region located in the western Pacific Ocean comprising the Coral Triangle, where 76% of the world’s coral species live.

The Philippines has the richest concentration of marine life and ecosystems in the entire planet thus making it the “Global Center of Marine Biodiversity.” And Agutayan is an important component of this marine biodiversity.

“The Watch Tower will be used to protect the Bay and Agutayan,” said Gov. Emano.

The Watch Tower is the product of a collaborative effort of the government, private sector and community stakeholders aimed at promoting a good balance of economic progress, social development and environmental conservation.

The Watch Tower, a two-storey structure, has a total floor area of about 84 meters. The first level

accommodates the observation room and viewing deck, while the second level occupies the lantern room and the catwalk.

The lantern room includes the electrical area and two pieces of led lights that shall be powered by solar energy through a solar panel.

For Goerlich, the Watch Tower is a “symbol of the very strong partnership between SPI and the local government unit of Misamis Oriental” not only in terms of protecting the Bay but also in strengthening the province’s Tourism Framework for Ecotourism Development.

Secure Misamisnons brighter future The Agutayan Watch Tower will “help secure a brighter future for Filipinos in this part of Mindanao,” said Goerlich. “And we in SPI are privileged to have been given this opportunity to once again participate and contribute to the realization of our fair and collective vision of sustainable development.”

Goerlich explained that the project is one of the many ways SPI is helping improve the quality of life of the people in its host communities.

Ecotourism is one of the main programs of Emano’s administration. Thus, the young provincial chief executive sees to it that the Bay is protected, especially since it is a declared Marine Protected Area (MPA) of Misamis Oriental that provides a favorable breeding ground for endangered marine species.

As an MPA, Agutayan Island is essential for the attainment of a health balance of marine biodiversity for the entire expanse of the Macajalar Bay. Elazegue, who has logged more than 2,000 dives in Agutayan in the last 7 years, said that he has “seen species here that I haven’t seen anywhere else in the world.”

He identified such species as Devil Rays (pagi), Eagle Rays, and Thresher Sharks, among others.

They have been activated during special events such as the APEC, concerts and fiestas such as the LaBoracay, in cafes and restaurants as well as in commercial areas for Globe customers to enjoy a full digital experience on their phones and devices.

Small cell technology is key in providing superior LaBoracay and APEC connectivity. At the time of

Each school that aims an effective kind of management need a system that will help create unity for staff and students, for them to work effectively. School systems provide and communicate the ground rules for everyone. They ensure a measure of consistency in approach and action across the school.

Few avenues for effective school system and management are setting clear goals and defining effective processes and strategies.

This is where the creation of vision, mission and goals falls. These are important in order for the school to have an outlook and direction on where they are going.

Serving the same purpose is the school calendar. It is a big help in attaining your goals because it will keep a

month-by-month overview of what is ahead so that the school director or principal can bring coherence in his planning. Each month could be grouped into sections that cover leadership actions and outcomes.

In a module set under Educational Leaders organization, it said that it is important for a school to conduct planning and reporting. In this sense, the principal could conduct meeting together with her teachers for them to plan and organize ideas. For example, they could plan about how to deliver their lessons effectively, in what way students could learn faster and better and the like. It is also important for the principal to connect to the students through conferencing with the student body. It is necessary to have communication that is effective to the constituents. Communication can cause a big impact in the school management for it is not just a technique in order to implement rules and regulations and school procedures but it is a management function. Thus, this should be taken seriously.

Vice Mayor Caesar Ian Acenas, however, admitted last week that he replied to Fr. Yap’s letter, but this was missent to the Social Welfare department.

Nestor Banuag, director of the Xavier University-Ateneo de Cagayan’s Kristohanong Katilingban sa Pagpakabana-Social Involvement Organization (KKP-SIO), a member of the CSWMB technical working group, wondered aloud during the Media Forum on Ecological Solid Waste Management why Ocon has not joined any CSWMB meeting.

“We are wondering where Kagawad Zaldy Ocon is because he has not attended a single meeting of the Board but instead sent a representative,” he said.

Banuag also expressed hope to finally see the good councilor “in the front line doing the campaign for a healthy and clean” Cagayan de Oro in behalf of the poor communities who are directly affected by the garbage problem.

He also urged Ocon to be more “creative” in his interventions to help solve the problem, while a CSWMB member, who requested not to be named, said the councilor must take the lead in the search or work with CLENRO for a solution to the garbage problem.

“We still hope that in his own way, Kagawad Ocon is doing what he can to solve the city’s garbage problem,” the CSWMB member said.

Elipe said that the implementation of the procedural authority is necessary to pinpoint responsibility in case the donated ambulance meets an accident.

“If the donated PCSO ambulance meets an accident, the PCSO would be liable because technically the PCSO still owns the vehicle since it was not properly turned over to the city government,” Elipe said.

He said that the legislative body would not also be able to appropriate funds for the gasoline needs of the vehicle, without officially accepting it.

“As of the moment, the city government has not officially received any donation from the PCSO,” Elipe said.

He said that the authority to accept, issue receipts along with a resolution thanking the donor for any donations rests only in the city council, as the city’s legislative body.

This projection of Roxas being a grateful person to Aquino who chose him over anyone else to be his successor is in reality not productive or not good for Roxas.

It would have been good for Roxas if as an aftermath of Aquino’s anointment of him last Friday, the projection was that Aquino was left with no other recourse but anoint the best who is a sure winner to be his successor. But this propaganda line also has its downside because Roxas is not faring well in the surveys because even after all the opportunities given him by Aquino to win the heart of the people he remains outside of the people’s radar among the presidential wannabes.

Given this paradoxical situation it is very logical to conclude that both Binay and Roxas will eventually fade out from the presidential race even if Binay is still in the front line of the race and even if Roxas has the backing of Aquino.

Once this happens, it would not be surprising to see next year’s polls becoming a battle between neophyte Sen. Grace Poe, the frontrunner in that election based on current surveys, and Davao City Mayor Rodrigo Duterte.

She added the high placement of Mindanao provinces and LGUs in the recent rankings also firms up Mindanao’s position as a major business and investment destination in the Philippines.

According to the NCC, the scoring of the qualified provinces are based on population and income weighted average of the overall scores of cities and municipalities under a province.

In the cities ranking, Davao City and Cagayan de Oro clinched positions in the top 10 most competitive cities ranking fifth and sixth respectively.

Three municipalities from SOCCSKSARGEN on the other hand made it to the top 10 in the “all municipalities category,” namely, Kabacan, Midsayap, and Polomolok, placing fourth, eighth and tenth, respectively. The three mu-

nicipalities also placed similar ranks in the first class and second class municipalities category, with Midsayap clinching the ninth place.

Under the third and sixth class municipalities category, Mambajao, Camiguin was awarded the most competitive municipality while Nasipit in Agusan del Norte placed fourth.

The ranking of the cities and municipalities are based on their economic dynamism, government efficiency, and infrastructure.

Economic dynamism refers to activities that create stable expansion of business and industries and higher employment while government efficiency refers to quality and reliability of government services and support for effective and sustainable productive expansion. Infrastructure on the other hand refers to physical building blocks that connects, expands and sustains a locality and its surroundings to enable the provision of goods and services.

“We hope that in the coming years, more Mindanao provinces and LGUs will make it in the top list of the NCC Competitive Index, particularly with the infrastructure projects that are in the pipeline under the Mindanao Develop ment Corridors program,” Lopoz said.

The Corridors program is a key spatial strategy that will help pave the way for a connected and globallycompetitive Mindanao. It aims to improve infrastructure, establish connectivity, and spur the development growth clusters within Mindanao, allowing it to achieve balanced and inclusive growth among its regions.

“The infrastructure projects covers transport, logistics, information communication technology (ICT) connectivity, and power,” Lopoz said.

She said through the Corridors program, the government is targeting to physically integrate the entire Mindanao to allow a smooth and efficient flow of trade, goods, and services. “ The infrastructure projects will interconnect and intersect industry hubs with Mindanao’s existing and potential international gateways – Davao City, General Santos City, Cagayan de Oro City, Zambooanga City, and the provinces of Maguindanao, Basilan, Sulu, and Tawi-Tawi” she added.

Lopoz said the infrastructure projects will usher efficient flow of trade and transport of goods. For example, some of the proposed road projects will provide traders shorter routes to their preferred destinations.

One of the major road projects that is being pushed through the Corridors Program is the 46.88 kilometer (km) Davao City Bypass Road with a project cost of P16 billion. The bypass road will start in Toril and then intersect with the Davao-

Bukidnon Road and towards the end of Lasang.

The project will be divided into two construction packages, the first package, which is the South section of the road, will be 31.08 km with a 2.28 km tunnel while the second package, the North section of the road, will be 15.78 km long.

“The national government is now negotiating with the Japan International Cooperation Agency for the funding of the South section of the road,” Lopoz said, while adding “the second package, which is the North section will be proposed for local government financing.”

She explained that the Davao City Bypass Road will allow farmers and businessmen in the Bukidnon area, one of the major food baskets of Mindanao to cut their travel short if they are going to the Northwestern and Western parts of Mindanao.

“Those coming from the Southeastern and Eastern parts of Mindanao, like Kidapawan and Davao del Sur, can access the bypass road and will no longer have to go through the main streets of the city proper,” she said.

Lopoz explained the road project is also in anticipation of the continued urban growth of Davao City and will decongest the streets of the major growth hub.

She said that aside from the interconnected road projects, the ports, particularly the major ports in the South Central Mindanao Development Corridor, will also be integrated to serve as one gateway to the South.

“Mindanao is receiving a lot of interest and attention due to its increasing competiveness, and this is the right time for both private and government sectors to work harder in shaping a better socioeconomic landscape for the island-region,” Lopoz said.

There are resorts in the island and every year they are fully booked because foreign divers go to Malapascua Island just to see the Thresher Shark. And we have them here,” he stressed.

He lamented that two years ago, a Thresher Shark was killed by fishermen.

“Those animals are very important to the ocean. We have the tower and we have

the sanctuary, they can help.

But if we continue to fish like there’s no tomorrow, we don’t think of preserving them, then our kids will no longer enjoy what we are seeing today,” he pleaded.

Giving people hope, livelihood Emano said that tourism or ecotourism is not just about people enjoying natural wonders. It is also about hope — hope for the people’s brighter future — and about livelihood.

“We have envied other provinces that has made income from tourism…We are starting history here. And we are starting economic activities not only in Jasaan but all over the province,” he stressed, adding: “It’s not just tourism; we are giving our people hope, livelihood.”

It enhances the LGU’s capability to manage more effectively the local coastal marine resources through effective monitoring and enforcement of laws, thereby protecting the hatching and breeding ground of aquatic life and allow growth and development of juvenile fish.

This ensures production and reproduction of species, leading to sustainability of the local aquatic resources.

Likewise, the project provides Macajalar Bay users with a suitable venue for the conduct of marine researches, as well as area for tourism adventures and recreation.

Just the Beginning

Society (OPS), successfully organized the first ever Mindanao Photo Summit,

July 31 to August 2. Themed “Island Interlinks,” the Summit also showcased photographic equipment, gears, accessories, and other

related products on exhibit at the Centrio Ayala Mall.

of the country converged at the Centrio Ayala Mall for the photography exhibit and photography brands roadshow. The basic and advance photography seminars during the 3-day summit were held at the Marco Hotel - Alwana Business Park, Gusa, Cagayan de Oro City which were facilitated by renowned photographers in various fields. The summit gathered about 150 registered participants.

Master travel and underwater photographer Annaliza Barrera introduced the participants to the basics of p h o t o g r ap hy, w h i l e Canon ambassador Ibarra Deri shared his expertise in the field of “Portrait Photography” and “Product Photography”.

C a n o n a m b a s s a d o r, Edwin Martinez, treated the participants to the beauty of “Landscape Photography,”

and Francisco Mark Floro, also a Canon ambassador.

Parallel to the Mindanao Photo Summit is the 2nd “OPS Kagay-an Photography Contest” to spice up the fiesta celebration from August 1 to August 31.

OPS President Engineer Lauriel Dela Cruz says “The photo contest started last year and the response from the contestants were enough to convince us to do it again this year. Photography is a way to promote our city fiesta activities and the city itself. Many still don’t know the other activities of our city fiesta. The photo contest hopefully will change that. Most city fiestas have their own photo contests to enhance their tourism growth. Hope we can sustain this yearly.”

Laudato si’ slogan making tilt organized

HE Archdiocese of Cagayan de Oro held a slogan and poster making contest last Sunday at SM City Cagayan de Oro with the theme revolving around the May 2015 encyclical of Pope Fancis regarding the environment, Laudato si’.

Laudato si’ is one of Archbishop Antonio L e d e s m a’s f a v o u r i t e encyclicals of the current pontiff, the former being an environmentalist himself since his days as dean of Xavier University College of Agriculture and Ipil bishop.

When Ledesma learned

that Pope Francis issued Laudato si’, he immediately concocted a slogan and poster making contest revolving around the theme.

The on-the-spot slogan and poster making contests were open to participants from all ages with the poster making contest composed of contestant-teams numbering three each.

Participants were barred from using tablets, laptops and mobile phones to draw inspiration during the actual contest which ran from 10:00 a.m. to 12:00 noon.

National Book Store provided all the art materials needed during the contest.

For the slogan making contest, P10,000 was awarded to the grand winner, P5,000 for the second placer and P2,000 for the third placer.

P1,000 was awarded to each of the five consolation winners.

Meanwhile, P20,000 went to the grand winner of the poster making contest, P10,000 for the second placer, P5,000 for the third placer and P2,000 for the consolation prize winners.

For the slogan writing, the criteria were biblical

bearing on stewardship (40 percent), relevance to the theme (30 percent), quality, originality and impact of idea (20 percent) and grammar and spelling (ten percent).

Laudato si’ is Pope Francis’s views on consumerism, environmental degradation and global warming.
