DAVAO City -- The Community Environment and Natural Resources Office of the Department of Environment and Natural Resources reminded all political candidates not to post their campaign ads on trees as this is prohibited and punishable under the Omnibus Election Code. CENRO Officer Bernardino Juson said politicians violating election policy on posting of campaign ads could be sanctioned with

prison correctional or suspension with six months and one day to six years imprisonment. CENRO is the agency deputized by the Commission on Election resolution 6616 to remove campaign materials in public places outside the common poster areas. With the arrival of the 16th Infantry Battalion, there are now four army battalions operating in Surigao del Sur, mostly targeting the Andap Valley complex where most of the rebels are believed to be operating. Gov. Johnny Pimentel welcomed the soldiers to his province. He said he asked for more Army battalions for deployment to end the problem of insurgency that has plagued their province since 1979. “Our prayers have been heard. We welcome you

I can not figure out whether the rebels are growing in number and can afford to destroy the peace and order situation of some places in Mindanao or they are just hungry of publicity and, therefore, creating noise. So everyday there is killing in and around the island to the dismay of our people. It has been years that Mindanao is a troubled part of the Philippine archipelago and so many Filipinos around the country are tired of such situation. It has created refugees, hunger, dislocation of young children who have to run away with their parents for fear of their lives. It has resulted in utter poverty and disgust of some national leaderships. To me the mess must end no matter how and whatever way we can. If we believe in miracles, then let that thing happen and send to their graves the armed bandits in the countryside who continuously disturb our peace situation. As I look up at the horizon, I could feel there is really big trouble in some areas of Mindanao. It is heart-breaking that our government spends a lot of money to drive away these rebels not to mention the thousands of lives lost in their more than 47 years

The ‘Art of Robbing the Taxpayers’ A FEW hours after this corner wrote about the “exorbitant” tax imposed by the city government on the local business groups yesterday, this corner got a copy of the “coalition letter” of the business groups addressed to Cagayan De Oro City Vice Mayor Caesar Ian Acenas. The letter enumerated issues raised about the renewal of business permits, which “imposes various fees,” allegedly in contrast to the approved Cagayan De Oro City Revenue Tax Code of 2015. Some of these fees include the “environmental fee” for plastic bags, which was already repealed by City Ordinance 13008-2015, the “garbage fee” whose rates should be in accordance with the provisions stipulated in the 2015 Tax Code. There is also this Bureau of Fire Protection fee, which is not included in the 2015 Tax Code and the imposition of the “incongruous” 15 percent “presumptive increase of tax in gross sales.” This presumptive increase in gross sales is not only ridiculous, but is also

Nevertheless, the FS still needs actual cost and projected cost of labor and capital as against the projected liability. By getting all the right information, the FS has the likelihood of success in actual implementation. The FS also presumed the amount of possible income, which could be subject to tax. However, collecting a tax on an FS is plain and simple deception. Bluntly speaking, when one collects a tax on an FS, it is “stealing” in its highest form. A friend said that this manner of tax collection is susceptible to corruption. When one collects a fee out of a presumed earnings, the collected money could also be considered a “presumed” income. Thus, the disposition of a presumed income or revenue could be at the behest of those who might conspire to “steal” the taxpayers’ money. It could be a new approach in the “art of robbing the taxpayers” sans culpability.

If there is a possibility that the three branches of our government namely the Executive, the Judiciary and the Legislative could join hands and declare martial law in some places in the island, I suppose new things can emerge that would eventually lead to peace in this troubled Mindanao. For the enemies of the states, military rules is definitely bad but for the law-abiding citizens, it is beautiful and can bring total tranquility in the place. Install checkpoints, frisk people for arms and deadly weapons, establish curfew hours and all the things to support the drive against the rebels. The last martial law proclaimed by then Pres. BUTUAN CIT Y – For what they described as “seemingly deceptive, devious and unconscionable” procurement by the city government of Butuan of 11 lots of heavy equipment totaling P119,823,000, five lawyers have filed a Petition for Injunction with the Regional Trial Court Branch 5 here against Mayor Ferdinand Amante, Jr., members of the Bids and Awards Committee and equipment supplier, Conequip Philippines Incorporated of 71 San Juan Ave., Mabolo St., Cebu City. Lawyers Clint Dabalos, Dennis Bacala, Araceli Luyahan-Morcilla, Vincent Jose Fortun and Dendo Udarbe filed the petition with prayer for the issuance of an ex-parte 20-day Temporar y Restraining Order and/or Writ of Preliminary Injunction, seeking to enjoin and nullify the equipment procurement. Bullying has gone rampant today. A child greatest fear in school is to be bullied. Worse thing than this is that this harmful activity happens not just in school, but even outside school premises. It is hard for someone to manage a situation where he is bullied because all negative things have been thrown to him. Negativity already embraced him and traumatizes his young mind. It is not easy to be the subject of bullying. There are so many things a child deals with when he is being bullied. There are short-term effects and longterm effects that both can put a child’s life into risk. One of the effects of bullying is low self-confidence, where the child is afraid to socialize and be acquainted with anyone else. He begin to have low self-esteem and eventually scared to face everyone, thinking that he is inferior compared to them and he has no right to mingle. Another bad effect is depression. Being depressed

means being lonely, unwanted, non-energetic and neglected, and thus, is obviously not good. When a person suffers from depression, his heart is away from the world and therefore opts to be alone, in order to escape all the negativities people throw at him. The worst result of depression is it could be a cause to some minor problems like sleep disorder, frequent crying, fears and worries, poor school performance, and poor appetite. The biggest and most dangerous effect of bullying is the suicidal thoughts and suicidal attempts. Because of bullying chaos, many children have committed suicide just to escape the trauma and pain they encounter. Bullying is very harmful to students overall health and threatens their future. Schools play big role in addressing this problem, such as providing intervention programs and time to time guidance and consultation sessions. Bullying should be stopped before it starts.

Dapitan City holds tourism forum DAPITAN CITY, Zamb o anga del Nor te -The city government is holding Friday the First Dapitan City Tourism Stakeholders Forum aimed to achieve economic development through tourism, trade and investment. City Tourism Officer Apple Marie Agolong said the holding of the forum is to embark on a new tourism development thrust called Dapitan City Culture, Arts, Tourism and Heritage Program. Agolong said the implementation of new program starts this month with the active involvement and participation of the socio-civic cultural communities as well as

Agolong said the forum is also geared towards drafting a five-year Tourism Development Plan, which would integrate all the concerns shared by the different sectors. IT is imperative for a kid’s creativity to develop at a young age. After all, creativity begets intelligence. Creativity is more than just learning to strum guitar at age six, more than just learning to draw at age 3. It will also pave the way for a child’s intelligence quotient to develop more. Who knows, that seeming musical or art prodigy may become a respected surgeon in the future. Or a well-known chef. Teaching art begins at home. Prep Meeting for Convergence Briefings in MisOr, Lanao Norte – Representatives from the four implementing national government agencies – departments of Agriculture (DA), Environment and Natural Resources (DENR), Agrarian Reform (DAR) and Interior Local Governance (DILG) were summoned to a Preparation Meeting for the conduct of briefings to the municipalities under the Mt. Balatukan Range cluster, in the province of Misamis Oriental and the Royale and Mt. Inayawan-Illana clusters, in Lanao del Norte. The meeting primarily planned out its target of spearheading an orientation to all those local government units (including local chief executives, Sangguniang Bayan members, city/municipal agriculturists, city/municipal planning development coordinators, city/municipal environment and natural resources officers and other stakeholders) covered in the CI program, in the month of February, as they serve as the quartet’s partners in the implementation of the various agencies’ programs and projects. Making Social Welfare a Top Priority: a Saga in Local Governance Butuan City -- Infrastructure, commercial, and agro-industrial sectors have always been the top priorities among the developing countries such as the Philippines. In terms of formulation of key policies, programs, and budget allocation, the municipality of San Francisco, Agusan del Sur, however, is making a different trend. The Local Social Welfare and Development (LSWDO) topped the budget appropriations for the year 2015; a scenario which some consider a deviance to the customary. As to the appropriations at the local level, some social welfare offices lag behind livelihood, infrastructure, and agricultural offices. We have been entrenched of the tangible dogma at development which includes building, concrete roads and infrastructure as hallmarks of progress. This in turn causes a decline in interest on intangible yet vital aspects of development which include social services. The relentless effort to put emphasis in finding social services through comprehensive reports and statistics made a shift on the trend. This has created a wakeup call to put a halt on downplaying the significance of social welfare agenda as it is already considered to be an important determinant of sustainable growth and progress. Networking and Resource Allocation on Display What better way to ask for budget increase than to show concrete evidence of accomplishments despite having a lower budget in the preceding years? The MSWDO exemplary display a professional disposition in times of local performance checkpoint by showing a good track record amidst financial constraints. So how it is really done and accomplished? Having a low budget allocation has never been a top consideration on one’s performance and after all, MSWD is primarily all about service. This created an innovative

working environment as a response to the challenge. Resources are utilized and mobilized outside the office to keep in the loop of delivering programs and services for the clients such as those from the barangays and the Non-Government Organizations (NGOs) and People’s Organizations (POs) such as the Rotary Clubs. There is this unique bond that links the MSWD office and the barangay that is rooted deeper than just merely giving and receiving relief goods in times of disasters. This way used merely as an advantage in the successful implementation of the programs and services in the barangays. Usually, programs with limited or no budget allocation are scraped out in the line-up of services, but not in this case. In fact, this has even made them more eager to deliver despite the situation. Support from the barangay officials and private service providers within the network played a huge part in the implementation of programs and projects despite the surrounding limiting circumstances. Children in conflict with the law (CICL) on top of the priorities The office was instrumental in maintaining a profiling activity on the status of children every year. They made it a point that the barangays embrace this survey like profiling on children to capture children in need of special protection (CNSP) that is including CICL and Children At Risk (CAR) cases. The consolidated result showed that right now, there are at least 20 CICL or CAR cases yearly and it is increasing. The trend also suggests that along with the growing economy of the LGU, a social problem such as CICL is sprouting. San Francisco is more looking like a full grown city than the other officially anointed Cities in Caraga just recently. During the Annual Prioritization of the Local Poverty Reduction Action Team (LPRAT), the office is pushing hard that the

increasing number of CICL cases in the municipality should be included among the top ten priorities of the LGU. As a result, the problem has indeed landed a spot in the list – at the third (3rd) spot. As the LPRAT is the anointed body to determine appropriations for poverty alleviation programs, the office proposed to construct a center or youth care facility for CICLs. This we dubbed as “The Community-Based Detention and Rehabilitation Center (CBDRC) for Children in Need of Special Protection”. Today, the center is now 80% complete and the budget for Operation and Maintenance of the facility is already approved. The decade old Comprehensive Programs for Children and Youth has been in existence almost a year when the Juvenile Justice and Welfare Act or Republic Act (RA) 9344 was approved in 2006. The programs and services for same have seen its ups and lows, but it did not vanish. Resources were tapped to keep it afloat until these little victories emerge. The construction of a youth care facility in the municipality and the budget increase for social welfare and just some of the bigger reasons to celebrate in recent years and in 2016. This is a high indication that the call for more empowered, coordinated social services are slowly being heard. These things are important since without the support, the overall goal of providing quality life to constituents would seem a long shot for years to come. ###(DANTE S. CAGAYAN de Oro City-“Instead of helping our environment, the wrong implementation of the environment fee is tantamount to illegal exaction,” said Councilor President D. Elipe in his special report during the regular session on Monday presided over by Councilor Teodulfo Lao. Elipe, who chairs the committee on finance and ways and means, is one of the principal authors of Ordinance No. 12440-2012, which regulates the distribution of single-use plastic carryout bags and requiring retail establishments to collect a pass-through charge from customers requesting single-use plastic carryout bags. After years of implementation, the ordinance was repealed by the 17th City Council headed by Vice Mayor Caesar Ian E. Acenas last November 9, 2015 through Ordinance No. 13008-2015. One of the reasons why it was repealed, according to Councilor Elipe, is that the financial statement to determine how the fund was spent was not submitted by the City Treasurer despite the request of the City Council. Under the law, the proceeds of the pass-through charge collected from customers shall be held in trust by retail stores and remitted to the city. Complaints

Elipe said there are now complaints from businessmen regarding environmental fees, which he said should no longer be collected this year since the ordinance has already been repealed. As urban traffic conditions continue to worsen, scooters increasingly become more popular than conventional motorcycles with manual gearbox. Nothing beats the “twistn-go” convenience of a continuously variable transmission (CVT) when traversing congested roads. There is also our National Greening Program, whose goal is to plant 1.5 billion seedlings in 1.5 million hectares around the country, and our honorable Secretary Mon Paje tells me that we

are on track to reach this goal by this year,” he said. President Aquino also urged the mining companies to continue and improve their work. “I encourage you all to continue and improve your good work, and to continue your fruitful engagement with your communities and the government. Together, the Filipino people have already achieved so much in the past five years and seven months, and with partners like you, I am confident that, even as I step down from office, our nation will choose to tread the Straight Path, and give rise to a future where the Philippines can continue to stand tall, and reach heights never before seen,” said the President.
