MISAMIS Oriental has launched an innovative strategy of addressing an increasing number of those who could not finish high school. School division superintendent Cherry Mae Limbaco said a mobile open high school starting this school year may trim if not totally address “school leavers” which account for 12% of the 56,000 enrollees in 67 high schools.

“We call them school leavers instead of dropouts,” said Limbaco during Cagayan de Oro Press Club’s MediaKonek two weeks ago, adding that they stopped going to school for compelling reasons. Soldier, alleged MILF rebel slain in Lanao Sur clash

MARAWI City––A soldier and a suspected member of the Moro Islamic Liberation Front were killed in an encounter Friday in Marantao, Lanao del Sur in what an Army official said was a result of “misinterpretation” of military presence in the area. Col. Glen Macasero, commanding officer of 103rd Infantry Brigade identified the slain alleged rebel as Jabier Macagaan. Macasero said Macagaan was a battalion commander under Azadullah “Bravo” Macapaar of the MILF 102nd base command in Balindong, Lanao del Sur. The encounter erupted past 4:00 p.m. along the national highway in Bacayawan, Marantao, the Army official told MindaNews over the phone on Friday evening. He issued the statement following the reported incident in Alegria town in Surigao del Norte after the municipal police station (MPS) was overrun by some 60 heavily armed New People’s Army (NPA) reb els b elieved to b e members of Guerilla Front 16 (GF-16). R e p or t e d l y, a 30-minute fierce gun battle ensued first between the outnumbered cops and the attacking rebels at 3:00 p.m. on Thurday that yielded two deaths on the latter and also two wounded on the government side. The Surigao del Norte Provincial Crisis Management Committee (PCMC) confirmed that the NPA also seized and brought with them 4 cops when they retreated. PCMC vice chair and vice governor Arturo Carlos Egay, Jr. identified the cops captured by the rebels as PO3 Vic Calubag

BUTUAN City - The 16th Sangguniang Panlalawigan of Agusan del Norte approved on second reading the Team Agusan Project amounted to P800,000.00. Said Team Agusan Project is a convergence of various organizations within the province composed of the private sector, non-government organizations (NGOs), private organizations (POs), civil society organizations (CSOs), youth, women and other sectoral groups whose core functions are the promotion and advocacies on disaster risk reduction and mitigation measures including in the response and rehabilitation phase. Governor Ma. Angelica Rosedell M. Amante-Matba indorsed the said project to the Sangguniang Panlalawigan headed by vice governor Ramon AG. Bungabong through her letter dated June 2, 2014 and certified it as urgent for immediate discussion during the regular session. The body approved the Team Agusan Project during its 47th Regular Session on June 23, 2014 on the basis on its drive to inculcate awareness and preparedness on disasters and calamities especially to the vulnerable communities and also in line with Republic Act 10121 which provides for the adoption of a disaster risk reduction and proactive approach in lessening the socio-economic and environmental impacts of disasters including climate change and promote the involvement and participation of all sectors at all levels and stakeholders concerned especially the local community. Communicating in English language is already a practice most Filipinos are used too, aside from the fact that it is taught from schools. There are reasons why such practice is encouraged among learning institutions. Learning such language is very important because it is a way for a person to be globally competitive. English is considered as universal language. It may not be the most spoken language in the world, but it is an official language used in large number of countries. In the internet, researches revealed that there are estimated two billion people in the world that use English to communicate in regular basis. Through English, it is possible that a person could communicate with other people having different races and compete

along with them. It is also considered as a dominant business language and it is already a need for people to learn such language in order to enter a global workforce. In classroom setting also, teachers in various subjects such as English, Math, Science, Physical Education and Chemistry use English as a medium of instruction. In order to understand these subjects, learning the language is a necessity. It could also be observe that in most schools in the Philippines, teachers and administrators speak in English during interaction with the students. English has already been tagged as a main tool of communication and understanding especially in schools. One pur p os e is to transform each learner to be a future globally competitive people.

DTI, LPCC Iligan monitor market price, supply By LORRY V. GABULE

ILIGAN CITY —The Department of Trade and Industry (DTI) Lanao del Norte Provincial Office, in coordination with the Local Price Coordinating Council (LPCC) of Iligan City conducted a price and supply monitoring at the Pala-o Market, Pala-o Bagsakan 2, and Central Market, this city on July 3, 2014. Products monitored mainly on rice, vegetables, eggs, sugar and oil, which were perceived of show-

ing uptrend movement of prices for the past weeks. The results showed a slight decrease of the price of regular milled rice from a price range of P37-P39 to P35-P37 following the decrease of price of National Food Authority (NFA) rice from P32 to P27. Other commo dities which showed downtrend movement were garlic, from price range of P280-P300 to P240-P260 and ginger from P140-P160 to P110-P150. While, prices of eggs and mango slightly increased by P2.00 per dozen and P5.00

per kilo, respectively. Supply of above mentioned products were adequate in all areas covered. Aside from price and supply situation, the monitoring team also observed a very low compliance, 39 percent to Price Tag Law (Republic Act 71), among the vegetable retailers. However, market vendors showed 91 percent compliance to weights and measures by using duly calibrated weighing scales. The team was spearheaded by the City Agriculture Office (CAG) and

NFA, which are both active members of LPCC-Iligan. DTI Lanao del Norte Provincial Director Ruel B. Paclipan said LPCC Iligan whose members composed of consumer protection agencies/units of the government, local and national, as well as non-government organizations, has been very active to do monitoring in response to hike in prices of commodities and regularly meets at DTI Office for price and supply updates, and discusses agencies' issues and concerns. Being a leader is not just about standing in front of everyone in a group and delivering them details that each one should know. It is about on inspiring them, giving these people ideas and realizations which effects are long term and are even useful for a lifetime. In a book of Steven R. Covey entitled 7 Habits of Highly Effective People, he gave explanations on seven habits that a leader has in order to be an effective trailblazer to his team. These are the following. Being proactive. Proactivity is the ability to control a situation through making things happen. It is an act of being prepared for possible future problems. This could be done through goal setting, a process of turning one’s vision or plan into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. Beginning with end in mind. This is through envisioning a mission and vision. The best way to practice this is to set mission and vision statements that serve as a guide and a direction for an organization. Putting first things first. Time management and proper setting of priorities are example acts of these habits. This is through doing the things that should be done first before

the other. Prioritizing things can help decrease pressure and will rather provide a smooth and light flow of the job. Seek to understand before seeking to be understood. This implies that one should also understand before seeking the understanding of other people. It is not all the time that a you can help a person through giving advice, active listening does. In this way, time would come that they will do the same for you. Think win-win. This is also called fair compromise. This aims to find a solution that is acceptable to both parties, and leaves both parties feeling that they did not lose. Synergizing is the sixth habit. It is through enjoining the effort, mind and ideas of the whole team in order to accomplish task, for example. Synergizing is simply working together to produce best results. The seventh habit is through sharpening. This is an evaluation of a direction where a person himself is going and seeing to it that he is progressing. Time to time, more skills will be learned and developed and habits will be adopted and appreciated. Through this, a person will be more effective. Some people say, leadership is inherent and by chance, a talent. Yet fact be told, leaders are created and molded. Covey’s seven habits are just basic steps in creating and molding such effective leaders.

Ozamiz Police receives P6.14M admin support from city gov’t By RutchieCabahug- Aguhob

OZAMIZ CITY, Misamis Occidental – Some P6.14 million in administrative support have been received by the Ozamiz City Police Station (CPS) from the city government, here, as of June, this year. Of this amount, P2.40 million was in the form of two units of pickup motor vehicles while P300,000 was in the form of five units of

motorcycle at P60,000, each, to augment the stations’ mobility, P/ Supt. Michael Cadiogan Bawayan, Jr., CPS Chief, said. Bawayan said about P1.5 million was also allocated by city government for “Oplan Kuta” that sets up an integrated and comprehensive security preparation, starting February, this year, for coverage during the celebration of “Pista sa Cotta,” in honor of “Birhen sa Cotta, the

city’s patron, this coming July 17. Likewise, P1 million was allocated for “Oplan Solid Ozamiznon” geared towards the catalyzing of the different stakeholders of the city to work hand-in hand with the CPS in the fight against drug abuse. It is very common that we Filipino parents keep of crossing our fingers hoping and praying that our that our very dear own child will become a great man someday.Yet,how about if you have a child with different cases of disabilities like mental retardation, visual and hearing impairment, pupils with autism spectrum disorder, learning disability, emotional and behavioral disorders and some other cases. Parenting a child with different disabilities are exceptionally and far more different in parenting a

regular child. It requires great deal of patience, and understanding the natures of the child. It is apparent that parents should understand his child’s learning and emotional problems and care for them particularly the self help skills. Their role as a parents is quietly different, they need people, organizations, health professional who can understand and will continued to support their adversity in bringing up their child. Most Filipino parents have very little knowledge in terms of the disabilities

that their children had. Yet they are aware of the situation of what is really going on. Normally these parents keep on denying the truth about the present condition of their child. It is already late when they accept the truth that their very own child needs special intervention but still they keep on hoping that their child someday will become like them enrolled in a regular class surpassing the great expectation of titas and titos. I can surmise that some parents denied the exceptionalities of their children .Thinking that their greatest fear will just fade away

as time goes by but is it is not! But thanks to the growing awareness of the community and the social media on the importance of educating every individual regardless or whatever type of exceptionalities who are now all well aware of the rights of the child and the program of the DepEd “Education for All”. Having a positive outlook and attitude can give more value to your child’s inner esteem and we cannot lead on to become a progressive member of the community if we forget to recognize of helping these special children.

Antidotes to corruption? “We have to restore and strengthen the people’s trust in government.” A system of performance, planning, budgeting, and accountability in all government agencies is proposed as antidote to corruption and inefficiency in government. The proposed “G o v e r n m e nt Pe r for m a n c e Management Act” contained in HB 4610, seeks to restore and strengthen the people’s trust in government, but then again, the question of enforcement of the law should be addressed. Article II, Section 27 of the Constitution provides that the State shall maintain honesty and integrity in the public service and take positive measures against graft and corruption, but this remained an ideal. It never had teeth. Likewise, Article XI,

Section 1 of the Constitution provides that “public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice and lead m o d est lives, but again this remained a dream. That the problems of corruption and inefficiency need to be eradicated to restore the people’s trust in the government, is the mission of every administration. It remained an impossible dream. Let us examine these measures: HB 4610 seeks to: 1) formulate and implement a system of strong budget-performance linkage; 2) transform the General Appropriations Act (GAA) into a more comprehensive, trans-

parent, and accountable tool by making available both financial and nonfinancial information of the agency; and 3) Institutionalize good governance practices already adapted by government agencies such as: a) Performanceinformed budgeting whose objective is to make the budget a more comprehensive, transparent, and accountable document; b) Government annual Performance Plan which specifies the agencies’ intended performance goals and how to meet them and establish performance indicators to measure the programs’ results; and c) Grassroots Participatory Budgeting where basic sector organizations and other civil society organizations will have an active but limited participation in identifying, planning, and monitoring services that are responsive to the

needs of the communities. The measure mandates agencies to submit strategic plans and performance goals based on the Philippine Development Plan or PDP, which means that goals will be set and achieved, results will be measured, gaps will be filled, and progress reported. Lets keep our fingers crossed if the measure will greatly improve our anti-corruption. System . Let us seek to restore the confidence of the people on the capability of the government. Thru these, lets hope the government will become more efficient, transparent, and accountable. It should be able to help Congress’ decision-making by providing more objective information in attaining statutory objectives and realistic goals, fund sourcing and disciplined government spending.

UP Physics majors bag first-place win in Cebu Pacific Juan for Fun challenge

loyd Patricio, Esme Escoto and Gab Saplagio of Team Tuklas were named the big winners of the Cebu Pacific Juan for Fun Backpacker Challenge Year 3. The UP Diliman Physics majors clinched the top scores in a series of thrilling tasks and adventurous dares, besting four other university teams from across the Philippines. This year, for the first time ever, Cebu Pacific brought the Juan for Fun teams to an international adventure, as the challenged kicked off in Kuala Lumpur, Malaysia. The nine-day, sixcity adventure continued in Bacolod, Cebu, Camiguin and, Cagayan de Oro, and culminated in Manila. During the course of the challenge, the teams were tasked to accomplish the most number of fun and exciting activities in each destination, maximizing their travel allowance of 800 Malaysian Ringgit and PHP35,000. To fully experience the fun of budget travel, they were given the freedom to plan their activities. Special fun challenges prepared by the Department of Tourism and Tourism Malaysia also gave teams the chance to earn extra points and additional prizes. Ma k i n g t h i s y e a r’s challenge even more remarkable were the Adventure Coaches, noted personalities known for their love for travelling, who were assigned to mentor each team before they headed to their destination. During the course of the challenge, sportsman and TV host Paolo Abrera, champion surfer Luke Landrigan, Internet funnyman Bogart the Explorer, renowned travel writer Jude Bacalso, and volleyball star Gretchen Ho offered tips and cheered for their respective teams through social media. For their win, Team Tuklas received 12 Cebu Pacific roundtrip tickets

to any international or domestic destination. Each team member also brought home a Vaude Sapporo carry-on trolley, Vaude Hogan Ultra-Light Tent, and Canon Powershot SX510HS camera. Discover adventure Floyd of Team Tuklas shared that they discovered a stronger passion for adventure during the Juan for Fun Backpacker Challenge. “To be honest, before we joined the challenge, we hadn’t traveled that much. It was actually our first time in Malaysia, Camiguin and the other challenge destinations,” he shared. “Our Juan for Fun experience showed us that there are a lot of beautiful places that are just waiting to be explored, and that’s exactly what we plan to do in the future.” Team Tuklas adventure coach Paolo Abrera confessed that he was also worried for his team in the beginning. “At first, I wondered if they were up to the challenge, but I realized quickly that I didn’t have to be worried,” Paolo shared. “As it turned out, their ‘lack of experience’ was actually an advantage because they had this great eagerness. They were very open, very enthusiastic to try and discover new things. And since they started out on almost a clean slate, they were not afraid to think out of the box. I’m very proud of them,” he added. Floyd also shared that careful research and planning helped his team clinch the title. “As Physics majors, we were taught to apply logic and critical thinking in everything we do, and that was very helpful to us during the course of the challenge,” he said. “Before we took on a dare in any destination, we considered the budget, the amount of time needed to accomplish the task, and even the distance of the location from our starting point. We were very meticulous.”

T h e Te a m Tu k l a s member also counted their time in Malaysia among the most difficult challenges they had to face. “It was our first time in Kuala Lumpur and as soon as we got there, we were tasked to make our way to the Petronas Towers. It was pretty daunting at first but luckily, the locals and airport staff were very helpful,” Floyd said. “And while we weren’t the first team to reach the towers, it was still an awesome feeling to complete the challenge while connecting with the people of Malaysia.” Floyd shared that Camiguin was one of the absolute highlights of their trip. “It’s just so beautiful that it totally blew us away,” he said. “It’s a very small island, but it has a lot to offer—from a white sandbar, to hot and

cold springs. I can’t wait to go back!” Because of this oncein-a-lifetime experience, Team Tuklas said they could not wait to visit more scenic sights and make new discoveries. “I want to go to Puerto Princesa and Coron in Palawan,” he shared. “And we’re not the only ones who got inspired to travel more. As early as now, our schoolmates are preparing audition videos because they want to join the challenge next year.” The Cebu Pacific Juan for Fun Backpacker Challenge 2014 is co-presented by Jack ‘n Jill Magic Crackers, with the support of Vaude, Merrell, Canon and the Department of Tourism, and the endorsement of the Commission on Higher Education.

ZNPC kicks off annual journalism seminar for high school studes DIPOLOG CITY – Driven by zeal to help the high school students hone their writing skills, the Zamboanga del Norte Press Club (ZNPC) has begun its annual campus journalism workshops anew with the first leg held here last weekend. Nearly 200 students from 11 public and private schools in the city turned up for the two-day workshop, which was held at the auditorium of Andres Bonifacio College this city. In his message during the opening program, Congressman Isagani S. Amatong of the province’s third district, urged the budding campus journalists to “always tell the truth.” He also advised them to “start the press right and continue it right.” Amatong, who was one of the founding leaders of the club in 1965, recalled how he stood for the truth during the darkest years of Martial Law, fighting the dictator. The student-partici-

pants were given lectures on newswriting, feature writing, editorial writing, sports writing, editorial cartoon, photojournalism, copyreading, laws on libel, media ethics and others. The next leg of the campus journalism seminar will be in Siocon, Zamboanga del Norte on July 12-13. The succeeding workshops will conducted in Labason town on July 19-20, Liloy town on July 26-27, Sindangan town on Aug. 2-3, Manukan town on Aug. 9-10, Sergio Osme?a town on Aug. 1617, Rizal town on Aug. 23-24 and Dapitan City on Aug. 30-31. This annual activity of the club is given to high school students in the province and the two cities of Dipolog and Dapitan for free. NHA yet to decide if Zambo ‘bakwits’ will be given free housing

AMBOANGA CITY – The National Housing Authority (NHA) has yet to decide whether or not it will give for free to the evacuees the housing units they are building in this city.

The NHA has started building the housing units for residents of barangays Kasanyangan, Mariki, Rio Hondo, Sta. Catalina, Sta. Barbara and Taluksangay who were displaced in the standoff last year between government forces and members of the Moro National

Liberation front loyal to founding chair Nur Misuari. NHA District Manager Al-Khwarizmi Indanan said there is no announcement yet from their central office whether the houses will be given for free or amortized at minimal amount by the displaced families.

Indanan noted the houses constructed by the agency for the victims of typhoons Pablo and Sendong were either given to the displaced families as a grant or paid P1 by them. “When it comes to Zamboanga City, there is no decision yet but looking at the signal we have been receiving and looking at the signs, it is either a grant or P1.00 payment per experience of NHA.” he said. The NHA is building a total of 5,587 houses–3,498

houses on stilts and 2,089 land-based houses. The land-based houses would comprise 1,476 duplex type and 613 two-storey type of housing units. Earlier, Indanan announced that the construction of the 5,587 housing units will be completed by June 2015. The national government has allocated P2.566 billion for the rehabilitation and construction of permanent shelters for the evacuees. (MindaNews)

Costing P2.2 million, the project includes the mini terminal for minibuses and jeepneys plying Vitali, Curuan and Tolosa routes and 16 charcoal stalls and 6 stalls selling assorted products—all located at the exit area of the Sta. Two UP profs assail surveillance

AVAO CITY – Two university professors here claimed they were “tailed” across three provinces by motorcycle-riding men whom they believed to be members of “state security forces”. Professors Myfel Paluga and Andrea Malaya Ragragio of the University of the Philippines Mindanao said they were in General Santos City doing a “research reconnaissance” and are supposedly going back to Davao City when they noticed a motorcycle-riding man following their vehicle 8 am of July 6. “We did not immediately notice him because he is a bit far from our vehicle. We decided to go around the city for 2-3 hours to confirm our suspicion and he is indeed still following us,” said Ragragio in a press conference Wednesday. Ragragio said they initially planned to take the bus to Davao City but decided otherwise. She said that when they reached Digos City (about two hours away from General Santos City), they decided to enter a mall to

“lose” the man. “We changed our clothes inside the mall but when we got out hours later, we were surprised to see over five men aboard motorcycles looking directly and blatantly at us,” she said. Ragragio said that the men “have no typical physical features but all of them have a single earpiece on the ear that seemed to be attached to a (short wave) radio.” “They are like flies. They even blatantly stare us in the eyes. A Muslim friend from Cotabato, an educated man, tells me it’s a problem that only God can solve, and I cannot disagree. But I do believe also that God has given us, men and women, untold resources for solving our own problems. We just have to know how to use these resources and employ them for our purposes. One sure thing, though: cowardice won’t do; there must be defiance, and for that we have people power. As citizens of the sovereign community, the one resource that can be effective but which Mindanaons don’t employ is collective action. It worked at EDSA against Marcos and his fascist troops—I know because I was there with my family (wife and children) from start to finish—and it worked again when we ousted Erap. Sure, protest or defiance can be scary: armed versus our unarmed forces. It is heart-pounding. It makes your knees tremble. It drains the color from your face as cold sweat trickle down your chest and back. But the togetherness, the nearness to one another of citizens fighting for a cause, bonded by unity of purpose, wins the day. Just like at EDSA, people power is scary. But when citizens stand pat and hold the line; even with eyes shut but arms and hearts linked, they win day…and night! That’s now part of the story of democracy in our society. Something to savor even for the faint of heart. ***** Braving the showdown unarmed, surviving and prevailing, did something to the Filipino and the world and made life worth living all over again after the dark night of dictatorship. It would be such a pity if, having already tested our mettle as a people, we do not summon it again as

necessary. That time, it was in Manila; this time it can be in Mindanao, a tougher challenge. But Mindanaons have shown their toughness when times get tough: against Spaniards, against Americans, against Japanese, against Marcos! To summon the spirit of People Power and let it arise in Mindanao would be such a spectacle! This will happen if we are resolute and determined to steer our society away from neutral and move to a forward mode. We just have to wake up and dust off the cobwebs that keep us from seeing deeply into ourselves as citizens vested with inherent power—a power we can wield in place, right where we are in our community, our barangay. This power is not granted from above, nor is it conferred by law or fiat. It has always been with us since the beginning of our nationhood, to be used or employed at will. Only, we have not been conscious of it because we have been looking in the wrong direction. ***** To appreciate and know this power, and to employ its potential for influencing the bureaucracy or reforming the system, we need only to refocus—from the top to the base, from Malacañang and Congress to our community, the barangay. It is in the barangay where the details of our national problems are starkly manifest. The squatters, the juvenile and adult delinquents, criminality, the agonized faces of poverty and injustice: they are all in the barangay. Viewed from higher levels, it’s all statistics, aggregate data, impersonal. Seeing them in their naked reality gives a realistic perspective that, on the scale of our barangay, can make their solutions doable. If we focus on this reality and invest even a little time and effort, together we can change these details and improve the nation’s condition—much as rearranging the dots in a photograph or retouching its details can change the picture. Although the task of changing the details rests primarily with our officials, it falls to us, the community to whom all officials are accountable, to see that they perform the job properly, efficiently, and honestly. Let us use people power to moderate the excesses of government and provide quality control to official performance.
