Anxious officials from the Department of Tourism in Region 10 are closely monitoring whether more groups or corporations are cancelling plans to hold their conferences or conventions in the coming days. August is the fiesta month of Cagayan de Oro in honor of St. Augustine’s feast day on August 28. A number of activities have been lined up for the entire month. Who’s the richest in RP? Taipan Henry Sy, remains the Philippines’ richest man for the sixth year in a row, the Forbes magazine reported. In its August issue, the magazine estimated the mall tycoon’s net worth at $12 billion. The Forbes said that the Philippines’ 50 richest were worth a combined total of $65.8 billion, or a quarter of the nation’s gross domestic product (GNP). Forbes also said a “soaring economy” boosted the holdings of the richest in the country. Sy’s net worth increased by $2.9 billion from last year.

MALAYBALAY City--A municipal mayor in Bukidnon has admitted to reporters that he is supporting the declaration of 2,000 hectares of land in his town as “Minahan ng Bayan” (People’s Mines). Impasug-ong Mayor Mario Okinlay said Tuesday that he has left the deliberation of the proposal at the Sangguniang Bayan, which is spearheading consultations in barangays Bayog and Impalutao, two of the town’s 13 villages. “If the national government is supporting the ‘Minahan ng Bayan,’ why don’t we in the local government?” he told reporters who covered the 40th anniversary of the founding of the Army’s 403rd Infantry Brigade in Camp Osito Bahian here. He was among three mayors present in the occasion. Okinlay said the small scale mining projects to be done in the Minahan ng Bayan will be implemented by cooperatives of farmers, including indigenous people (IP). He denied that the declaration of the Minahan ng Bayan will jeopardize the environment and its people. “There will be a plan of gradual implementation of mining activities,” he added. He said he doesn’t see a problem with the declaration even if the municipal council has declared the town as Bukidnon’s tribal capital. “The cooperatives to operate the mines will include IPs,” he added. Also in the hearing was former mayor Julia Okinlay, the mayor’s wife who is also an incumbent councilor. The mayor, who was spotted in the hearing, eventually left and did not address the crowd. MindaNews sources said the wife, however, spoke and assured residents not to worry as the declaration means keeping the town away from possible large scale operations of international mining firms. Bukidnon has an ordinance banning large scale mining. Eutropio Jamelo, of the Environment Desk of the Diocese of Malaybalay, told MindaNews that during the consultation, majority of those present were convinced of the advantages of the declaration. There were those who raised the possible disadvantages like the effect to water resources, he added. Quoting sources, he said Friday the town’s Sangguniang Bayan had decided to defer action on the proposal. He added that the proposal reached the body on July 15 where majority of the members decided to “hold it in abeyance” pending the “conduct of further study” and barangay consultations. CAGAYAN de Oro has been adjudged as the most competitive city in the Philippines. This is based on the 2012 Cities/Municipalities Competitiveness Report released by the National Competitiveness Council (NCC) and published in national newspapers . The report shows that the city bested 122 other cities in the country in terms of competitiveness last year. The report, which was based on data gathered in 2012, ranked the cities using three indicators namely: economic dynamism, government efficiency and infrastructure, it was learned. Cagayan de Oro was among the top three cities in terms of government efficiency, wherein the cities

were judged in terms of transparency and accountability, public finance, performance recognition, business responsiveness and basic government services. In terms of infrastructure, the city is also in the top three list. The outcome was based on data gathered on the city’s road network, basic utilities and registered vehicles, according to published reports. Other cities in the top list are Iloilo City; San Fernando, Pampanga; Butuan City and Bacolod City. Vice Mayor Caesar Ian E. Acenas expresses gladness over this development, even as he expresses grief over the bombing incident which rocked the city Friday and disrupted the city’s peace and order.

Impasugong is strategically located in the northeastern part of the Province of Bukidnon. It is approximately 75 kilometers from Cagayan de Oro City, a good 1½-hour drive and it is half an hour away from Malaybalay City, the capital of the province. With a total number of 13 barangays, it is characterized by mountains, deep canyons and gorges. The terrain is predominantly rugged with a significant slope of 18% and above covering 72% of the land area and distributed throughout the municipality.

Poll watchdog wants poll registration period for barangay elections extended A CATHOLIC Church-backed poll watchdog has called for an extension of the voter registration period in order to ensure eligible Filipinos are registered to vote for the October polls. PPCRV chairperson Henrietta de Villa said they received reports that still many potential voters failed to register for the synchronized barangay and Sangguniang Kabataan elections. “Maybe there is a need to extend it because a lot of people are calling me about it, but I don’t know about the preparedness of the Comelec (Commission on Elections),” she said in an interview. “A lot of people texted me regarding the long lines because they said the Comelec can only accommodate up to 500 people per day so a lot of people really have yet to register,” added De Villa. A visit to some of the registration

centers in Metro Manila yesterday found long queues of people still trying to register. The Comelec, however, said Wednesday that it will stick to today’s 5 p.m. deadline for registration. The poll watchdog group also called on the Comelec to act on alleged “favoritism” on the registration process. “Vested interests are coming in with those allied with a certain group being given the number only,” she said. She added that many people are also lining up early to fill up the allotted slots per day to ‘discourage’ other potential voters from registering. “They’ll line-up to discourage other registrants and to also see to it that other groups won’t be able to bring in their allies…barangay officials have become very partisan,” she said. Senate to cut ‘pork barrel,’ have it abolished by 2016 THE Senate, especially Sen. Miriam Defensor Santiago, thinks that it is about time to cut the ‘pork.’ Santiago, chair of the Senate committee on constitutional amendments, revision of codes, and laws said Wednesday the Senate is ready to cut pork barrel of senators and congressmen in half for 2014. The pork barrel for 2014 will further be cut in half by 2015 until it is finally abolished by 2016, according to Santiago, who filed a Resolution calling for the phasing out of the pork barrel by 2016.Under Santiago’s proposal, the Priority Development Assistance Fund or PDAF will be phased out as follows: (a) For senators: From P200 million to P100 million in 2014; P50 million in 2015; nil in 2016; and (b) For congressmen: From P70 million to P35 million in 2014; P15 million in 2015; nil in 2016. At present, the PDAF allocated to each senator is P200 million per year, and P70 million to each congressman per year. For a full term of six years, a senator is expected

to receive P1.2 billion, while a congressman is expected to receive P210 million for each three-year term. In practice, some receive more, others less, than their regular pork barrel. “Of course, the best solution is to discontinue the pork barrel system by reducing what has been proposed by the President in the 2014 budget for PDAF to zero,” Santiago said. “Senators and congressmen are expected to pass

laws and exercise oversight functions over the Executive Department’s implementation of existing laws,” she further said. “We are not expected to build roads, bridges, and other infrastructure projects,” she added. Not public works contractors She also explained that many voters would expect their congressman to ‘bring home the bacon’ to the district, in the form of

capital projects which can be done by availing of the pork barrel. “We are legislators, not public works contractors,” Santiago said. “People look up to us to make serious laws that could change the lives of a great number of people or could change the way society is run or managed.” Santiago said that by deleting the appropriations for PDAF, the President cannot resurrect it through line item veto.“Reducing the PDAF appropriations to even one peso is dangerous, because then the President may choose to augment the peso appropriations with several billions which is allowed under the Constitution,” she added. Santiago has high hopes that her proposal for the total abolition of the pork barrel will meet strong opposition in both the Senate and the House. “This is why the second best solution is to gradually phase out the PDAF. Side bar What is pork barrel Pork barrel is the appropriation of government spending for localized projects secured solely or primarily to bring money to a representative’s district. The usage originated in American English. In election campaigns, the term is used in derogatory fashion to attack opponents. Scholars, however, use it as a technical term regarding legislative control of local appropriations. The term pork barrel politics usually refers to spending which is intended to benefit constituents of a politician in return for their political support, either in the form of campaign contributions or votes. In the popular 1863 story “The Children of the Public”, Edward Everett Hale used the term pork barrel as a homely metaphor for any form of public spending to the citizenry. After the American Civil War, however, the term came to be used in a derogatory sense. The Oxford English Dictionary dates the modern sense of the term from 1873. By the 1870s, references to “pork” were common in Congress, and the term was further popularized by a 1919 article by Chester Collins Maxey in the National Municipal Review, which reported on certain legislative acts known to members of Congress as “pork barrel bills.” He claimed that the phrase originated in a pre-Civil War practice of giving slaves a barrel of salt pork as a reward and requiring them to compete among themselves to get their share of the handout. More generally, a barrel of salt pork was a common larder item in 19th century households, and could be used as a measure of the family’s financial well-being. He added that photography is not just picture taking, but telling a story. “And always think, wala na sa kamahalon sa imung gamit (it’s not how expensive your camera is), it is about your skills.” Largo’s winning entry “The Cebuano Faith” will grace the covers of directories in the Visayas region starting October this year. Boracay urged to become smoke-free tourism destination BORACAY ISLAND -- The Det. of Tourism here is supporting the call of several sectors to make this resort island a smoke-free tourism destination. Tim Ticar, officer-in-charge of DOT-Boracay, said that it will be a welcome development this resort-island would be considered smoke-free. The municipal government of Malay, Aklan still has to decide

on its implementation. “Declaring Boracay a smokefree tourism destination will not only support the Clean Air Act but will also attract more tourists because of the island’s healthy environment,” Ticar said. The local government has already been enforcing penalties for both tourists and residents found smoking at the f ront beach.

Niven Maquirang, jetty port administrator, said he is also finalizing the plan to make both Cagban and Caticlan jetty ports smoke-free areas. “We agree to the cause of making Boracay a smoke-free tourism destination and my part is to consider declaring my area, the jetty port, as a smoke free gateway for tourists coming to Boracay,” Maquirang said.(PNA)

Measures in place to improve air traffic at NAIA – DoTC MANILA -- The Dept. of Transportation and C ommunications on Wednesday ordered the Civil Aviation Authority of the Philippines to impose restrictions on General Aviation traffic at the Ninoy Aquino International Airport for the safety and efficiency of airport operations. DoTC Secretary Joseph Abaya said part of the measure includes the transfer of General Aviation traffic from NAIA to Major Danilo Atienza Air Base in Sangley Point, Cavite. He aid the Philippine Air Force, which has control over MDAAB, will be in charge of transferring

the facilities to Lumbia Airport in Cagayan de Oro City. While the transfer of facilities is in progress, Abaya said measures are to be done by the Civil Aviation Authority of the Philippines to ensure aviation safety. These include the restriction of corporate jet and air taxi landings and take-offs at NAIA to two cycle per hour from 11 pm to 11 am daily; allow aircraft not exceeding 5,682 kgs to land only during 12 midnight to 2:59 am, and 8 am to sunset and only when runway 13 is in use; and prohibit food and fish runs from taking off and landing at NAIA. Progressive tax system Considering that our economy is consumption driven, it would have been logical for the government to adopt an income tax system that’ll financially empower the working class which comprises the biggest sector of the earning populace to enhance their purchasing capacity. Remember that luxury is a privilege not a right. It is like this. Owning a car nowadays may already be considered a right for every family. But owning an expensive car such as Mercedes Benz or BMW is a luxury thus a privilege. And for this reason, to enjoy this privilege one has to pay exorbitant cost. To earn more than what one needs that is commensurate to one’s social status should be regulated and the only power who can do this is the government. It is in this regard where the role of the government as the great equalizer in leveling the great inequalities in life comes in. Allowing a few to live luxurious lives like the one displayed by the daughter of that woman tagged as the brain behind the P10 billion pork barrel scam is unconscionable even under human standards. military operation has disrupted the classes of a local pre-school. Loreto said prior to the military operation, the Bagani members had been going around the community forcing them to sign a “tie-up” agreement with a company to build a plantation for tuba-tuba (jathropa) and biograss. “We refused their demand for us to ask to sign a blank paper that would sell-off our land to the company,” she said. Loreto also said a mining firm was also interested in exploring materials for marbles. Local officials and the municipal social welfare have pledged food assistance to the villagers. But villagers said they are hoping for officials to heed their demand for soldiers and paramilitary to pull out from the villages.

Min-Vis interconnection could take five years: NGCP IT would take at least another five years for Mindanao grid to get connected to the power lines in the Visayas and Luzon regions given the scope of the studies and actual construction needed for the project, according to the National Grid Corp of the

Philippines (NGCP). NGCP has already started doing the hydrographic survey to find out “where the [submarine cables] will be going because that is one of the deepest water in the Philippines,” Sy said. He expects to complete the

study by the middle of next year, after which NGCP would submit its proposal to regulators. T h e p r o je c t , w hi c h i s estimated to cost $500 million, will be bid out to other parties. Joseph Ferdinand M. Dechavez, NGCP senior adviser to

the president, said construction would involve the installation of over 400 kilometers of power lines that would allow the country’s three main island groups to share excess electricity supply. “We’re not simply just talking

Corpus Christi School faculty and staff, headed by their school principal Mrs. Corazon S. del Fierro, organized its first family fun run last July 27, 2013, at 5:30-7:30 in the morning. It was held at Regatta Square, Pueblo de Oro, Cagayan de Oro City. The family fun run was exclusive to families of the Corpus Christi Grade School of Macasandig and Pueblo de Oro. It promotes bonding among families and also exercising physical fitness. There are three categories in the race. First was the Category A which composed of grade 1 to grade 3

Manalo said the three events would have brought some 370 participants to Cagayan de Oro. “We are calling other hotels and asking whether other groups have cancelled their reservations,” Manalo said. Manalo said many of the 300 doctors who attended the national midyear convention of the Philippine College of Chest Physicians last week were booked at Mallberry.
