Therma South to start operations next week

ANILA – Mindanao-based Therma South Inc., is scheduled to start commercial operations next week with its first 150-megawatt (MW) unit, said Aboitiz Power Corp. president and chief operating officer Antonio Moraza.

”Commercial operations sometime next week, we have been testing,” he told reporters when asked about the power plant.

Therma South Inc. is a subsidiary of Aboitiz Power Corp.

The president noted the coal-fired power plant also had problems during its

commissioning, coinciding with the brownouts in Mindanao caused by the shutdown of the 210-MW STEAG State Power Inc. (SPI) coal-fired power plant and the 108.48-MW Mt. Apo geothermal power plant.

Moraza, however, added the current and improved power situation in Mindanao has made everyone glad.

With the operations of the baseload power plant, Mindanao will have more stable power and lower the risk of brownouts.

Therma South Inc. was targeted to start commercial operations during the second quarter of the year, but was damaged due to the Mindanao-wide blackout

that occurred on April 5.

According to Energy Department data, 20 distribution utilities will source capacity from the Php 24-billion coal fired power plant, which will have two 150-MW units.

Mindanao was earlier reported to have a shortage in capacity due to the low water levels of its hydropower plants, which is the majority power source in Mindanao.

The Mindanao Power Monitoring Committee (MPMC) said in July the low water levels brought few capacity to the Agus-Pulangi hydropower complexes. It provides around half of the island’s power supply.

A continuing proxy war in Mindanao

By H. Marcos C. Mordeno of MindaNews MALAYBALAY City--It was during Martial Law that the military started using subalterns in the campaign against the communist-led New People’s Army (NPA).

In areas that were heavily influenced or infiltrated by rebel forces the military would train and arm these groups, and set them loose against the guerrillas and civilians suspected to be aiding the armed movement.

Those groups were not the Civilian Home Defense Force, the precursor of the Civilian Armed Force Geographical Unit; they were a mishmash of millenarian sects whose practices blend Catholicism with folk beliefs.

There is good reason to believe they evolved from groups like the Colorum and Lapiang Malaya, which fought for freedom from colonialism and for peasant emancipation.

As they were imbued however with high doses of anti-communism, the sects that emerged during Martial Law shed off [their] libertarian genes and mutated into petty tyrants.

These quasi-religious sects went by different names. One was called Sagrado Corazon Senor (Sacred Heart of Jesus), although their ways were anything but sacred.

Said to have started in Initao town in Misamis Oriental, the Tadtad, as the group was called for their practice of mutilating their victims in what would appear to be ritual killings, announced their existence with the massacre of Renato Bucag, his wife Helen and son Renato Jr. in 1984. They all died with hack wounds. Bucag, a city councilor in Gingoog, belonged to a political party opposing the dictatorship.

A police official was implicated in the bloodbath. But instead of being prosecuted, a politician took him in as personal bodyguard.

In other provinces of Mindanao similar sects emerged in the fight against the NPA – Rock Christ, Ilaga (Rat), Rizalian, Bolo Battalion, to name some.

The Ilaga, originally used against the Moro National Liberation Front, also took part in the anti-insurgency campaign.

They had been accused of committing atrocities against civilians, but it was the murder of Italian missionary Fr. Tullio Favali in Tulunan, North Cotabato in 1985 that sparked international outrage leading to the prosecution and conviction of Ilaga leaders, among them Norberto, Edilberto and Elpidio Manero.

(The Manero brothers were convicted in 1987. Edilberto and Elpidio were released in 2003 and Norberto in 2008.)

Aside from killing Favali, witnesses said the brothers ate bits of the priest’s brains, an account that affirmed the penchant of their kind for macabre rituals they believe would give them power.

Sources interviewed by this author in 1984 claimed that the Tadtad, for instance, held rites where members hit their bodies with machetes while mumbling foreign-sounding phrases.

Before going to battle, the sources added, the Tadtad would drink a concoction and utter words believed to make them invincible.

After Marcos’ ouster in 1986, the military somehow discarded the use of fanatical sects.

They turned to organizing and arming anti-communist vigilante groups like the Alsa Masa of Davao

City and Nakasaka of Davao del Sur. The vigilantes, who did the dirty work like executing suspected rebels, gradually faded into oblivion particularly after the death of its foremost propagandist, broadcaster Jun Pala.

The NPA disowned responsibility for Pala’s death.

In the countryside, however, the use of paramilitary groups with no formal ties to the Armed Forces of the Philippines continues to this day.

Groups like the Alamara in North Cotabato and Bukidnon and the Magahat/Bagani in Surigao del Sur have time and again sown terror among rural communities.

In Surigao del Sur, their latest victims were three Lumad leaders who were killed for alleged links to the armed movement.

Put on the defensive by the public uproar over these killings, the AFP has reportedly disowned the Bagani.

Yet Surigao del Sur Governor Johnny Pimentel himself declared that the group “is a creation of the military.”

He also blamed the same group for killing other people including barangay leaders.

“They (military) created a monster they could no longer control,” he added.

On paper, it is easy for the military to disown the Bagani and other paramilitaries for that matter; unlike the Cafgu, these groups don’t officially function as part of the security sector.

Yet the way they have been acting without impunity tells a different story.

For one, who gave them those expensive high-powered firearms?

CCTV footage to help identify killers of journo

OZAMIZ City--Mayor Reynaldo “Aldong” Parojinog Jr. is optimistic that the local police will soon be able to resolve the death of a broadcaster with the presence of a new evidence.

In an interview, Parojinog said police authorities were able to secure the close-circuit television (CCTV) footage that could lead to the identifications of the suspects.

He described the killers of Cosme Maestrado as “maantigo” (skillful) gun for hire.

Maestrado, a resident of purok 2, Barangay Gango, Ozamiz City, is a blocktimer of dxOC and the producer of TV program “Ratsada.”

Four armed men shot Maestrado dead in front of a mall on August 27. He died while undergoing medical treatment at the Medina General Hospital in Ozamiz City. He succumbed to two bullet wounds.

On one hand, Parojinog

said the suspects were not from Ozamiz City, not even from Misamis Occidental.

As a result, the mayor ordered the “no helmet” policy in Ozamiz City, including the wearing of bonnet.

Parojinog said checkpoints have already been set up at all entry and exit points of the city to prevent a repeat of the incidence.

Suspects face raps Sr. Supt. Francisco positively identified Azcuna in the cartographic sketch released by the Regional Crime Laboratory and matched with the Computer Facial Composite (CFC) by the Regional AntiCybercrime Unit of the Police Provincial Office, Region 10 (PRO-10) from an open source of the intelligence branch and the captured images from a CCTV of the stores surrounding the shopping mall where the crime was committed––and a CCTV footage from a bank where the get-away vehicle of the suspects collided with a motorcab. The suspects abandoned their Honda XRM with Plate Number 555KD and commandeered another Motorcycle at gunpoint.

AVAO DEL NORTE - - President Benigno Aquino III inaugurated on September 9 the Island Garden City of Samal (IGACOS) Circumferential Road, BabakCamudmud Section, Babak District.

The 6.3-km BabakCamudmud concrete road is part of the 96.3-km Circumferential Road, which

is included in the Tourism Road Infrastructure Program of the Department of Tourism (DOT) and Department of Public Works and Highways (DPWH) Convergence Program.

According to the data from the DPWH, 26.413km of the circumferential road were already funded amounting to P875-million and of which 18.749 kms

were already paved and 7.664 kms are still under construction.

The data also shows that an additional of P150-million is proposed for funding next year for another fivekilometer road traversing Babak-Samal-Kaputian Road Section and San Isidro-Libertad-Ekran Section.

President Aquino stressed that circumferential road

boosted the tourism of the city and the country as a whole affirming the slogan ‘It’s more fun in the Philippines.’

DOH sends 15 units of “portalets” for evacuees in Surigao del Sur

ANDAG CITY, Surigao del Sur – Department of Health (DOH) Secretary Janet Garin has sent a team of high-ranking doctors and other aides and caused the shipment of 15 units of fabricated collapsible waterless toilet housing for emergency together with 15 pieces of septic vault, blue drums as well

for the use of the evacuees at the Surigao del Sur Sports Center, this city, on Thursday.

Dr. Gloria Balboa, Health Emergency Management Bureau (HEMB) director of DOH accompanied by Dr. Cesar Cassion, DOH Caraga assistant regional director, immediately reported to Governor Johnny Pimentel and held an as-

sessment meeting at the latter’s office together with the local health chiefs here, Dr. Helen Caño, chief, DOH Provincial Health Team (PHT) office and Dr. Eric Montesclaros, OIC, Provincial Health Office (PHO).

Everything concerning the “point of care” for the evacuees, now numbering at more than three 3,000, was discussed.

Pimentel said everything had to be under control, also instructing Dr. Montesclaros to verify reports of cases of sore eyes and chicken pox.

Besides, the governor wanted to make sure the safety and well-being of 89 pregnant women, nine of them were said to be “expectant mothers” anytime soon.

The arrival of HEMB team was in response to SILG Mar Roxas’ call to Secretary Garin for more health care assistance when he saw firsthand the situation at Surigao del Sur Sports Center where thousands of evacuees had been

taking shelter.

2,700 evacuees in SurSur receive aid MANILA – Around 2,700 people fled their homes in Surigao del Sur, Eastern Mindanao, in the aftermath of armed violence last week. To support them, the International Committee of the Red Cross (ICRC) and the Philippine Red Cross (PRC) provided relief items on September 8.

The displaced families, mostly from Lianga and San Miguel municipalities, took shelter at the provincial sports centre in Tandag City, where they are finding it difficult to meet their basic needs, having had to leave everything behind.

“We abandoned our home out of fear,” said 39-year-old Lita Tejero, a mother of eight, from San Agustin municipality. “Life at the evacuation centre is hard. We rely on aid. The unpredictable weather is also a concern,” she added.

Working closely together, the ICRC and the PRC distributed household items, such as jerrycans, blankets and sleeping mats, and hygiene kits to ease the plight of evacuees. The PRC has also set up a soup kitchen, serving hot meals to evacuees once a day.

“Armed violence often results in the displacement of civilians, including women and children. Away from their homes, they must subsist in fear and uncertainty. We hope that normality will soon return to the areas allowing the displaced families to go back to their

homes,” said Timothy Yates, head of the ICRC sub-delegation in Mindanao.

A Malaysia Airlines plane landed at the General Santos City international airport on Wednesday to bring in equipment for a new coal-fired power plant in the

Davao region, two sources confirmed on Friday.

POPE Francis’ recent encyclical, Laudato Si’, enjoins all of us to care for our common home, the earth.

More directly, we are also challenged to care for our common home, the city of Cagayan de Oro. During fiesta time, we celebrate the gift of family, renew friendships, and strengthen the bonds of community.

During the time of Typhoon Sendong, affecting the entire city, we showed how we could all work together to help dislocated families who lost their houses and loved ones. A home is not only a house where a family lives; a home is built by the love that is shared by all members of the family.

So too with our community; our “City of Golden Friendship” is built by the spirit of solidarity and concern for the common good.

It is in this light that we can look at three challenges confronting our “common home” mentioned in Pope Francis’ encyclical.

Lately, a People’s Council of concerned citizens, including residents of affected subdivisions, have voiced their concerns on the problem of pollution coming from the city’s basurahan.

The garbage dumpsite poses an immediate threat to the health of nearby housing areas. There has been a persistent clamor for a sanitary land fill and for solid waste management practices. The goals of zero waste can be achieved through reducing, recycling, and reusing waste materials.

Last week, together with several ministry workers of the Archdiocese, I visited the J.R. Borja City Hospital upon invitation by its administrator, Dr. Ramon M. Nery. We were glad to see the marked improvements not only in the physical structures, but more so in the hospital management’s policies of accommodating the needs of all indigent families. However, we were told that the foul odor from the basurahan could be felt in the afternoons whenever the wind direction changes towards the hospital.

Clearly, the city’s garbage issue can be solved if the city’s executive and legislative officials can work together and go beyond partisan politics for the sake of the common good. But it is also a challenge for all of us, to do our part in making sure that our surroundings are clean and hospitable.

A second challenge mentioned in Pope Francis’ encyclical is the issue of water. There are a number of housing areas, including Typhoon Sendong relocation sites, that still do not have regular access to clean drinking water. And yet, as Pope Francis remarks, “access to safe drinkable water is a basic and universal human right, since it is a condition for the exercise of other human rights.”

(LS, 30) Water scarcity may be a constant problem in some areas of the city.

On the other hand, too much water in times of heavy rains can severely threaten the city, as what happened during Typhoon Sendong. Hence there is the call for watershed protection which extends to the upland area of north-western Bukidnon.

Since 2010, we have formed a Cagayan de Oro River Basin Management Council (CDORBMC), of which I am co-chair together with the regional directors of DENR and DILG and the city mayor. As a multi-sectoral group involving government agencies, LGUs, academe, business, NGOs, and church communities, the Council has undertaken the tasks of rehabilitation of watershed areas, mobilization of local government units, community development, and resource management.

The ongoing fluvial procession as we celebrate this Mass is not only a way of honoring our patron, San Agustin, and his mother, Sta. Monica, but also our Birhen sa Kota sa Cagayan de Oro (Our Lady of the Fort of Cagayan de Oro).

What they need is to gain understanding about these things.

Teaching requires more of being a teacher. Besides of being a teacher, I should also be a second parent and a friend. It is true that not all of my students are in good hands. Most of

them perhaps are going through something tough in their lives. These obstacles might be too big for their age. Thus, I should be there to comfort them and explain why things went that way. I should calm them and normalize their view about this world. It is my responsibility to take them home when they are lost.

Teaching is about transforming lives and it is the reason why I love this profession.

Education is big help in living life

It is also through Education that he will learn to dream. This dream will make him move and think in every day of his life. He will work hard and face all struggles and challenges for this dream. He will learn to stand up on every downfall and go through each rough time to achieve that goal.

This then will make him to be person knowledgeable of life.

Education will also make a child wiser than each yes-

terday he passed through.

He will be trained to make choices and plans. Moreover, he will know how to make Plan A, B, C and so on. He can achieve better decisions and come up with most strategic ways to solve a certain problem. Education is a big contribution in living life.

There are several reasons why educating young people is essential. Above all this, knowledge enhances him as a person, enables him to do more things and classifies his greater purpose in living.

‘Rufus’ to run for City Mayor

Rep. Rufus B. Rodriguez, Second District of Cagayan De Oro, has declared his running for the mayoral post in 2016 emphasizing on “unity” as his campaign slogan.

Rodriguez, accompanied by wife and daughter, made the announcement Sunday during a radio program in Cagayan De Oro City.

Councilors Alden Bacal, Adrian Barba and Ramon Tabor, authors of the ordinances, explained that it is imperative to enact the law to boost the city’s clean and green campaign.

The councilors cited Section 458 of the Local Government Code, which empowers local government units to enact measures to protect the environment and impose appropriate penalties for acts, which endanger the environment so as to enhance the right of the people to a balanced ecology.

According to the authors, the existing forest cover of the city is already below the normal level to make for a balanced ecology.

The condition is reportedly compounded by the indiscriminate cutting of trees which are not found in forest areas such as river banks, along roads or inside subdivisions.

Pursuant to the ordinance, cutting of trees may only be allowed under some conditions and provided that a permit from the city mayor or his authorized representative shall be secured.

Section 5 of the ordinance imposes a fine of P500 and/or imprisonment of not more than 15 days for the first offense; P1,000 and fine and/or imprisonment of 15 to 30 days for the second offense and imprisonment of 31 to 60 days for the third and subsequent offenses.

It provides that if the offender is a corporation, partnership or association, the penalty shall be imposed upon the officer or officers responsible for the offense.

The ordinance shall take effect after 15 days following its publication in a newspaper of general circulation.

the Environment). Here again, all of us are asked to do our share in protecting and conserving the environment by such practices as tree-growing, proper waste management, etc.

Pope Francis’ encyclical stresses that environmental ecology is closely linked to an “ecology of man.” Our relationship to the environment stems from our relationship to one another.

This then is the third challenge we face: the peace and dis-order in our society.

Over the past two weeks, in our city, we heard about the senseless killings of two young persons – 14year old Stacey Villar on August 13th, and 9-year old Cairistian “CJ” Balguin on August 21st. These two innocent persons were killed by perpetrators who were allegedly high on drugs.

The problem of drug-trafficking is another form of pervasive pollution that threatens the well-being of our residents, whether in guarded subdivisions or in slum areas. The majority of city jail inmates, we are told, are there for crimes related ultimately to drug addiction. Once more, we appeal not only to law-enforcing authorities but to all of us to be vigilant in detecting and reporting instances of drug trafficking.

On a larger scale, the peace process in Mindanao needs our understanding of its historical context and a re-examination of our biases and prejudices. Notwithstanding several changes being introduced in Congress to the draft Bangsamoro Basic Law, ultimately the crafting of a meaningful BBL accepted by both sides still offers the best chances of winning a just and lasting peace for Mindanao. We are all stakeholders in this process.

THE SNIPER 150 MXi DEBUTS AT THE YAMAHA CLUB GRAND EYEBALL IN CEBU Yamaha Motor Philippines, Inc. recently concluded the YCLUB Grand Eyeball Cebu 2 at the Cafe Racer in Mandaue City. Over 500 Yamaha Club members converged at the venue for a vintage themed night that encompasses Yamaha’s mission to unite riders from all walks of life.

The biggest part of the event was the surprise introduction of the Sniper 150 Mxi, which was an epic climax to a night full of thrills and elation.

Among the clubs in attendance were the Yamaha Fino Club Cebu, United Sniper Club of Cebu, South Scooter Club, All Mio Club Cebu, SZ16 Riders of Cebu,Yamaha Cebuana Club, Soul i Exclusive Team Cebu, Mio MXi Cebu, FZ16 Club Cebu Philppines, Mio Elite Scooter Cebu, Vegaforce Riders Pack, Tribu Del Mio De Bohol, Street Monarch Sniper Club Bohol, and R15 CEBU CLUB. Also present ot grace the occasion was YMPH Sales and Marketing Director, Mr. Kaoru Ogura who shared his gratitude to the riders for their support

and cooperation as well as being a symbol of Yamaha’s excellence on the road. Visayas Sales Manager, Mr. Carlo Monterola also expressed his thanks and said that this was a fulfillment of a promise which was made in the last eyeball when members asked for another version.

The evening program included a presentation of the Blue Core technology along the Mio i 125 and Soul i 125.

KYMCO has somewhat achieved a level of mastery in the science of making scooters. The Taiwanese firm has become a formidable contender in the international scooter market through the popularity of what are known as their “global products”. Such are scooter models that are sold in different parts of the world. One of which is the KYMCO Agility RS 125.

At P65,900, the Agility RS 125 is currently the most affordable scooter in KYMCO Philippines’ stable. Yet, do not be easily put-off by the fact because this capable commuter was designed with emphasis on value for money.

Also, the exact same model is sold in Europe and North America, markets that have more astringent requirements than our own. There must be something good about this scoot.

The Agility is propelled by a forced-air cooled 124.9 cc mill which produces 6.9 kw of power at 7500 rpm and 9.1 nm of torque at 6500 rpm. With the Agility’s simple design, weight is kept to a minimum

at 105 kilograms. Hence, the easy handling and zippy performance. The Continuously Variable Transmission also helps keep you at the ideal rev range to achieve maximum fuel efficiency. KYMCO claims 75 miles to a gallon or 26.55 kilometer to a liter for the Agility.

The 12-inch wheels enhances the Agility’s maneuverability. In addition, the meaty 120/70 (front) and 130/70 (rear) rubbers get you significantly more grip compared to the narrow 14-inch tires on most ASEAN scooters. A 5-way

adjustable rear shock help ensure a smooth ride. Like most Taiwanese scooters, it has a generous under seat compartment that can store a regular open face helmet or even a small full face lid. Yet, the most endearing feature of the Agility has to be its seat configuration. The rear saddle folds up to function as a back rest for the rider and at the same time, it frees up more cargo space at back where you can tie-down a box or a large bag. This scoot seems to be proving itself to be functional as it is nimble. Maybe they should rename it as the Utility. If you are in the market for a perky and functional commuter with a price tag that will not break the bank, the Agility RS 125 is worth looking into.

Toyota Introduces the New Avanza

Toyota’s popular MPV gets a facelift and an engine upgrade that promises more power and improved fuel efficiency. The new Avanza still comes with either a 1.5-liter Dual VVT-I engine which has an output of 103 hp@6000rpm and torque of 136 Nm@1600, and a 1.3-liter
