Duterte warns erring barkers

DAVAO C it y – – May or Rodrigo R. Duterte has issued a warning to passenger jeepney barkers from extorting drivers. At his weekly “Gikan sa Masa, Para sa Masa” television program Sunday, Duterte threatened to stop barkers from their activities if he hears another complaint from a passenger or aggrieved driver. Duterte made the comment after hearing reports that there were barkers demanding fixed amounts from drivers simply for lining up at a mall to look for passengers. See warns, page A11

DOST-12 seeks accreditation of halal laboratory

GENERAL Santos City––In a bid to expand the market of local halal exports, the Department of Science and Technology (DOST) in Region 12 has sought for the accreditation of its halal laboratory with a Turkey-based body. Dr. Zenaida Hadji Raof-Laidan, DOST Region 12 director, said they have filed an application with the Turkish Accreditation Agency (TURKAK) in Ankara, Turkey for the accreditation the agency-run Philippine National Halal Laboratory in Cotabato City. She said the laboratory has so far complied with the accreditation requirements set by TURKAK in terms of its halal testing parameters and services. See halal, page A11

Electrical engineers convene for national gab DAVAO CITY -- About 800 electrical engineers and students will gather in this city for their midyear national convention on May 21 with focus on professionalizing their ranks in preparation for full ASEAN integration. Mayor Rodrigo Duterte and Department of Energy Secretary Jericho Petilla are among the prominent personalities to grace the three-day national midyear convention of electrical engineers, master electricians, and students to be hosted by the Institute of Integrated Electrical Engineers (IIEE) Davao City chapter on May 21 – 23, 2015 at SMX Convention Center in SM Lanang, this city. IIEE Davao City Chapter President Engr. Floyd Gamad said Duterte and Petilla are among the invited guests to speak before at least 800 electrical engineering professionals for the event. The 2015 IIEE National Midyear Convention is in line with the celebration of National Electrical Safety Month which was declared by President Benigno Aquino III through Presidential Proclamation No. 193 on June 27, 2011.

AVAO CITY – Mayor Rodrigo Duterte said he wants a “summary hearing” on cops who initially tested positive on illegal drug use so that he can kick him out of the Philippine National Police sooner.

This was the mayor’s reaction following the case of a Bunawan police officer who tested positive for illegal drug use on Wednesday. The police, who is reportedly 18 years in service, is given 15 days to contest the initial results. Duterte wondered why there is need for a confirmatory test. “After 15 days or what, there are chemicals which you can clean it off from your body. So by the time you re-validate the previous exam, basin mawala na (maybe it has been washed off ),” Duterte said during his weekly program Gikan sa Masa, Para sa Masa on Sunday. Duterte said he “hopes” confirmatory tests are not done because he would

only grow suspicious of the police man. “If something different would result in reexamination, i-assign didto sa Comval kay dihang NPA diha. Kamong NPA saloha nang ingon anang klase nga pulis, ayaw mo pagpaabot nako kay di pod nako na lukaton gyud (If something different would result in reexamination, have him assigned in [Compostela Valley] where there are a lot of New People’s Army. And if you NPA’s get these kinds of police (as prisoners of war), don’t expect me to be there to receive him because I will not),” he said. Duterte said “you can really be positive with only one examination. “Why perform a validation test to look for a different result?” he said. Davao City Police Office spokesperson Senior Inspector Milgrace Driz said they respect the mayor’s comment but they are “only following due process.” Driz cited PNP Memorandum Circular No. 2012006 dated June 8, 2012 which is the policy involving the conduct of Mandatory Random Drug Test and drug test of the PNP uniformed personnel involved in drugs.

“This is a Memorandum Circular from the national headquarters which we have to follow,” Driz told Davao Today on Sunday. Paragraph A No. 3 of the circular states that “found positive during the screening test, the PNP personnel have the right to challenge the result of the screening test upon receipt of the result through a confirmatory test conducted by any of the testing laboratories accredited and monitored by the Department of Health or by the National Reference Laboratory (NRL) provided that said laboratory has just chromatograph mass spectrometer for high performance frequency chromatography mass spectrometer equipment and other similar equipment to ensure the result that is free from human intervention and provided further that the same specimen submitted for random mandatory test which the PNP personnel were found positive shall be brought personally by the examiner on case to witness the challenge.” Driz said that if the personnel would want to challenge the result he will bring it to the NRL in Manila, “but if he will not, we will wait for 15 days grace period.” “Afterwhich a confirmatory drug test will be conducted at any laboratory here,” Driz said adding that the SOCO will bring the personnel to the regional office of the Philippine Drug Enforcement Agency to be

examined. Driz said the cost of the confirmatory test shall be paid by the challenging party. The Implementing Rules and Regulations (IRR) of the Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002, article 1 section 3 defines (i.) confirmatory tests as “an analytical test using a device, tool or equipment with a different chemical or physical principle that is more specific which will validate and confirm the result of the screening test. It refers to the second or further analytical procedure to more accurately determine the presence of dangerous drugs in specimen.” Driz said the Bunawan policeman is the second one who was found positive on drugs since the DCPO under chief of police, Sr. Supt Vicente Danao, ordered the conduct of surprise random drug test among DCPO personnel. On February 9, SPO1 Librado Nalzaro, Jr. of the Mobile Patrol Group was found positive for drug use. Duterte reiterated his warning to cops involved in drug trade. “Kamong mga pulisa mo bantay mo ha, giingnan tamo basta naa mo diha sa droga modula mo anang sindikato sa droga, mauna gyud mo. Battles that changed the course of history (10)

In 9 previous articles, we commemorated the various major battles in the Philippines as World War II drew to a close 70 years ago. Culling from various military historical accounts and online materials, we recalled the Battle of Leyte, the Battle of Leyte Gulf, the Battle of Mindoro, Lingayen Landing, the Raid at Cabanatuan, the Liberation of Santo Tomas, the Liberation of Los Banos, the month-long Battle of Manila, and the Battles to retake Bataan and Corregidor. In the succeeding articles, we will relive the final battles in Northern Luzon, Visayas and Mindanao up to the very day General Yamashita surrendered in September 2, 1945. In this article, we pause to pay tribute to the tens of thousands Filipino and American guerrillas who played a key role during the dark days following the fall of Bataan and Corregidor. McArthur, himself, was the first to acknowledge the heroic role played by the resistance fighters. Shortly after he landed in Leyte in October 1944, he broadcast the following message: “As our forces of liberation roll forward , the splendid aid we are receiving from guerrilla units throughout the immediate objective area and adjacent islands causes me at this time to pay public tribute to the great patriots both Filipino and American who have led and supported the resistance movement in the Philippines since the dark days of 1942. These inadequately armed patriots have fought the enemy for more than two years. Most are Filipinos but

among these are a number of Americans who never surrendered, who escaped from prison camps, or who were sent in to carry out specific missions.” Mc A r t h u r t h a n k e d them for the excellent intelligence gathering which provided the Allies with “accurate and detailed information on major enemy moves and installations throughout the Philippine Archipelago”. He acknowledged the aid provided by the guerrillas’ air warning system “…affording visual observation of the air of nearly every square foot of Philippine soil ……complete observation over enemy naval movement…. This information has contributed to the sinking of enemy shipping of enormous tonnage.” Before long, Filipino resistance fighters would be fighting side by side with Allies as the troops moved to various battlegrounds to retake the Philippines. The online document entitled “Guerrilla Activities in the Philippines” traces the beginnings of the resistance movement. After Bataan and Corregidor, many who escaped the Japanese reorganized in the mountains as guerillas. One example would be the unit of Ramon Magsaysay in Zambales. This unit grew to a force of 10,000 by the end of the war. This group played a key role in the Battle to Retake Bataan. Another group consisted of former cadets of the disbanded Philippine Militar y Academy. Too young to fight in Bataan, these cadets led by Terry Adevoso formed the Hunters ROTC. The Hunters

A group of Hunters ROTC under Emmanuel de Ocampo fought alongside US troops from Nasugbu all the way up to the Manila Post Office. Juan Pajota and Eduardo Joson helped plan and execute the Raid at Cabanatuan which resulted in the rescue of 500 American POWs. Manuel Colayco was active in the Allied Intelligence Bureau. In the Liberation of Santo Tomas, he was killed while directing American tanks towards Japanese targets. Jesus Villamor, who earlier distinguished himself in aerial combat against Japanese Zeros, later worked his way back to the Philippines (from Australia) to make contact with guerrilla organizations , eventually developing extensive intelligence networks. Emigdio Cruz, left Washington in 1943 on instructions of President Manuel Quezon to establish contact with local leaders and the resistance. He

first landed in Australia and from there he worked his way to Negros and eventually to Manila – a hazardous journey which took him 4 months. Salipada Pendatun figured prominently in the Maranao Militia in Mindanao which continuously harassed Japanese troops. Macario Peralta established one of the best-organized guerrilla organizations in the Philipines . From his base in Panay, he had radio contact and courier service with the principal guerrilla chiefs in the Visayas and Mindanao. His initial message from Panay was picked up by listening posts of the US War Department. McArthur said of that broadcast: “Following the disaster which … overtook our gallant forces, a deep and impenetrable silence engulfed the Philippines…. That signal, weak and short as it was, lifted the curtain of silence and uncertainty and disclosed the start of human drama with few parallels in military history.” When American forces landed in Panay in March 1945, much of the work had already been accomplished by Peralta’s guerrillas. “Even before the landings, his guerrillas had cleared the enemy from the outlying districts and had won possession of nine airstrips in the northern and southern part of the island. To aid the advance of American troops, all important bridges were repaired, roads were serviced and key junctions were kept under control.”(to be continued….) OZAMIZ City, Misamis Occidental––The Ozamiz City Police Station (CPS) has been placed under heightened alert during the long vacation brought about by this year’s observation of the Holy Week. The station has also increased its presence in places of convergence and established police assistant desks (PAD) in key establishments of the city, during the Lenten Season. “We have deploye d our public safety forces to heighten security in malls, bus terminals, seaport and airport to ensure the security of the shoppers, motorists and passengers,” police superintendent Michael Cadiogan Bawayan Jr., chief of police of Ozamiz CPS, said. Meanwhile, he said the Ozamiz CPS has collaborated with various private

agencies for the deployment of marshals at bus terminals and bus stops for the security of the traveling public. “We have actually joined forces with the members the K9 Unit of 55th Infantry Battalion (55IB), Philippine Army, and the security guards of establishments in the city, for a peaceful and orderly celebration of the Holy Week, Bawayan added. Passenger assistance center The Philippine Coast Guard (PGC) in Misamis Occidental has activated the Passenger Assistance Center (PAC) relative to the observance of the 2015 Holy Week, effective March 27, this year. Part of Operation Plan (Oplan) Ligtas Biyahe: Semana Santa (Safe Travel: Holy Week) 2015, the reactivation of the PAC is in anticipation of the influx of passengers travelling by means of water transport through the ports, harbors

and piers, nationwide. The PAC, aims to ensure the orderly operation of sea transport facilities and safe/convenient travel of the seafaring public, put up by the Department of Transportation and Communication (DOTC) at the different seaports of the country. It also ensure available safe transportation to address the expected volume of sea passengers who wish to go home and join their families thru the seaports, during the Holy Week, Lt. Cmdr. IPIL, Zamboanga Sibugay – Police Senior Superintendent Jose Bayani L. Gucela, officer-in-charge of the Zamboanga Sibugay Police Provincial Office said the police force is now doing its best to curb kidnapping incidents here through massive information campaign among teachers and other vulnerable sectors in the community. In a recent interview with the media, Gucela said that anti-kidnapping symposiums/forums have already been conducted in the different areas of the province with IEC (Information, Education and Communication) leaflets/ materials being distributed to schools and other sectors in the society to raise public awareness on kidnapping. “It is one of the important tools we consider to prevent kidnapping incidents from happening and educate our teachers how they can avoid it,” stressed Gucela. Other than teachers, school supervisors and personnel from the local government units attended the said forums. “We wanted to establish an open line communication with these people, particularly the teachers as they are the most vulnerable group with the recent kidnapping incident in the island municipalities,” said

Gucela. “In the event of kidnapping, the victim could unknowingly be a contributor and participator for he/ she might have flaunted his/her wealth in public, provoking the kidnappers to commit the crime,” he explained. Gucela said the effort of the PNP in conducting information drive would enable the teachers and other vulnerable groups to identify preemptive signs if a kidnap-for-ransom group is targeting them. “In the context of law enforcement, there are only two factors that co-exist in order for a crime to be committed –opportunity and the desire. The former is being contributed and participated in by the victim,” emphasized Gucela. A recent report from the Police Regional Office (PRO-9) disclosed that two elementary school teachers of Tuburan Elementary School in Talusan town were allegedly abducted by Abu Sayyaf Group (ASG) last March 5. According to Gucela, a special investigation task group has already been activated to look into the case. DAR Surigao Norte turns-over first infra project under BUB fund

URIGAO CITY, Surigao del Norte – The provincial office of the Department of Agrarian Reform in Surigao del Norte (DAR-SDN) turned over last March 26, 2015 a 90-meter footbridge to the local government unit of Barangay Roxas, Municipality of Mainit. The said footbridge is DAR-SDN’s first infrastructure project to be turned over coming from its Bottoms-Up Budgeting (BUB) fund worth P500,000.00. Because of the provision of this access road, 35 households especially the students will benefit the most. The footbridge also provides easier transportation and hauling of agricultural products like rice, coco and vegetables. Rosemarilyn Ellazo, a day-care worker and a beneficiary, testifies how useful the footbridge is to their day-to-day living.

She said that during rainy seasons, they find it hard to get to the other side because the water in the creek would overflow and it would be very dangerous to cross, especially for the children, because the current was too strong. Ellazo said that they have to traverse rice paddies just to be on the other side getting dirty and sometimes wet in the process, but now because of the footbridge, their lives are now easier and the children can go to school without having to get wet. NGCP linemen conduct hotline maintenance As part of its continuing efforts to minimize power line shutdown and efficiently serve customers, power grid operator NGCP has been deploying its linemen to conduct hotline or live line maintenance work. Hotline or live line maintenance work is a proven technology in the electric transmission industry that allows the safe repair of high-voltage lines without shutting them down. In doing so, electricity consumers do not experience service interruptions while NGCP works on the energized lines. One such activity was recently conducted along NGCP’s Pagadian-San Miguel 69-kV line to replace old cross-arm and insulator strings of transmission structures located at Tikwad, Dumalinao, Zamboanga del Sur. A day before the activity, a pre-maintenance meeting was held at Au-

rora Substation in Zamboanga. The said meeting was attended by the Mindanao Operation and Maintenance District 1 line gang, the district’s safety engineer, and a representative from the local distribution utility ZAMSURECO 1. An hour before the hotline maintenance work, a tool box meeting for the line personnel of both NGCP and ZAMSURECO 1 was conducted to discuss specific assignments per lineman involved and to reiterate safety precautionary measures in conducting maintenance work. Tools and equipment were also inspected and ensured in good condition. The actual hotline activity, witnessed by 18 personnel from ZAMSURECO 1, was completed in just two and a half hours. Edinower J. NGCP regularly trains linemen and technical personnel on transmission line maintenance planning and implementation, restoration of lines and equipment, and ensuring safety at the workplace. Trained “hotliners” regularly go out to the field to eliminate power line “hot spots” and conduct emergency live line repairs. A hot spot is an abnormal heating of components or parts of transmission line due to loose connections between points where electricity flows. The abnormal heat produced may cause lines to trip and cause power interruptions. This is where linemen step in to make the necessary remedies. NGCP is a privately owned corporation in charge of operating, maintaining, and developing

Pelaez seeks nationwide support to increase salary of teachers MISAMIS Oriental -- To give due compensation to the molders of our children’s future, VICE GOVERNOR JOEY G. PELAEZ intensified efforts to lobby for teachers’ welfare and sought nationwide support to increase their salaries. It will be remembered that Vice Governor Pelaez recently authored a Resolution supporting the immediate passage of pending legislative measures in Congress which seek to increase the salaries of public school teachers and non-teaching personnel. The Resolution aims to reinvigorate the dormant legislative measures in the Senate of the Philippines and House of Representatives. Senator Loren Legarda filed Senate Bill 2351 which was pending in the committee level since August 13, 2014 while Representative Antonio Tinio of ACT Teachers Partylist filed House Bill 245 which is already being tackled at the committee level. The grav-

ity of this concern is evidenced by seven (7) more legislative measures seeking to increase the basic pay of public school teachers which are pending in Congress. “I am doing this to give our teachers decent salary that would befit them as the caretakers of our nation’s future,” Vice Governor Pelaez expressed. “Let us not let them resort to borrowing from government financial institutions, or worse, from private lending institutions and loan sharks which impose high interest rates. Introducing Freepies, a new band founded by Dodu Abrio with the same genre, ethno-fusion world music. The band was founded when Dodu Abrio met August Cañete (bassist) and collaborated a song recording together with Megan Julia Digal. Dodu shared his advocacies to Meg and August and proposed to form a band with a female vocalist as main vocalist. Meg and August then supported the causes and plans of Dodu to promote OPM culture and peace through music. Freepies means “free hippie people”. The ﬁrst break of the band was during Earth Hour 2015 celebration at Centrio, playing an original song composition entitled Oras sa Kalibutan during the celebration.
