3 Davao lumads injured in traffic accidents

AVAO CITY – Three lumads were injured in two separate traffic accidents Wednesday at the height of the holiday season's influx of indigenous people coming down to the city from the hinterlands, an annual event that city officials have tolerated for years.

The incidents happened near the barangay hall of Toril, which houses around 2,000 lumad families, and Buhangin.

Injured were Palabio Omaling, 15 years old and a resident of Barangay Mapula, Paquibato District; Aldrin Cabantao, 9, of Sitio Pamuhatan; and Wilslie Apang, 6, from Marilog, According to the Davao City Police Office, Omaling was injured after being hit by a motorcycle driven by Jefrey Sacupayo around 7 a.m. near the gym in Buhangin.

The DCPO report said the motorcycle was traveling along CP Garcia Highway headed to Panacan when the motorcycle hit Omaling. Sacupayo and Omaling were rushed to the Southern

Philippines Medical Center for treatment.

Cabantao and Apang, meanwhile, were reportedly sideswiped by a motorcycle near the shelter area in Toril, according to the City Social Services and Development Office (CSSDO).

The CSSDO said there are almost 12,000 families in the city's eight shelters as of Wednesday.

The incidents happened barely a week after Mayor Rodrigo R. Duterte warned motorists of being "extra careful" when driving on the streets, owing to indigenous people who may not be aware of the traffic rules in the city.

The mayor also tasked the barangay councils to monitor the shelter situation upon hearing reports

of some lumads already sleeping at the road shoulders, especially in shelters like the one in Barangay Buhangin.

Meanwhile, the sectoral representative for indigenous peoples asked the city council to draft an ancestral domain sustainable development and protection plan (ADSDPP) to address the needs of Ata tribes people in Paquibato District.

At a speech delivered at Tuesday's regular session at the Sangguniang Panlungsod, IP representative Berino Mambo-o Sr. said it was useless for IPs to receive ancestral domain titles without any development plan in place.

“No matter how large such land, if left without development, the economic state of the lumad will remain as it is,” Mambo-o said.

Mambo-o cited the case of the Ata people of Paquibato, which were awarded

a certificate of ancestral domain covering at least 87,000 hectares.

The city's Comprehensive Land Use Program (CLUP) has already identified Marilog and Paquibato districts as exclusive zones for agro-forestry development program, as well as for upland agricultural development.

Marilog and Paquibato, along with Baguio district, are known to be inhabited by indigenous people.

The document identified barangays Baganihan and Datu Salumay, both in Marilog, as tourism development zones, conforming to tourism standards on eco- and cultural tourism.

The CLUP maps out the government's plans for the city, from 2013 to 2022.

In Barangay 5A, the barangay chair said the shelter area located in Bankerohan has been slowly decongested, with lumads

relocating to their places of origin.

“The lumads have started going back home since Monday this week,” 5A chief Edgar Ibuyan Jr. said at the sidelines of Wednesday's forum on rabies held at the third floor of the Sangguniang Panlungsod.

He said the Bankerohan gym is considered to be a “critical area” since it housed IPs from different tribes belonging to different areas.

Sheltered at the gym since early December were around six truck-loads of more than 1,000 families of IPs from Paquibato, Marilog, Bukidnon and Cotabato.

Some have decided to go back home using trucks from the City Engineer's Office, with others hiring jeepneys using their own money.

Ibuyan said the management of the lumads comes from around 14 years’ worth

of experience.

“During the first day, we have had a lumad giving birth at the shelter,” Ibuyan said.

He added that there was also one lumad that got drunk and had to be arrested after causing a commotion.

The barangay chair said it was a policy at the Bankerohan shelter for lumads who were armed with bolos and knives to surrender the items to authorities while at the gym.

The lumads are being housed at the Bankerohan, Matina, Buhangin, Bunawan, Toril, Tugbok, Mintal and Calinan gyms.

Last Sunday, Duterte tasked Traffic Management Center chief Rhodelio Poliquit to monitor the situation at Buhangin after hearing reports that lumads were already sleeping on road sides because of the congested gym in the area.

While the filing of the case was based on the testimony of one of the survivors, the testimony could still be questioned in court.

We also commend the courage of the witness to come out and expose the alleged criminal acts of rouge law enforcers. It is also our desire for the court of law to resolve the case as soon as possible.

By the way, we are not discussing the merit of the case here. As a taxpayer, we enjoy the right to express our thoughts without an intention to demolish an argument submitted by the complainant.

Anyway, the accused could, at all times, deny the accusation hurled against them. It is true that the testimony of a witness could

be a material evidence, but it does not mean that a material evidence could not be demolished.

The positive identification by the witness of the suspect does not also mean a conviction. While the positive identification of the suspect could bolster a case, it is not a sufficient ingredient to win a case.

There is also a conflict in a scenario where one or more crimes were committed in a separate place from where the testimony of the other victim occurred. A person accused of committing a crime in “District A” could not be held liable of the crime in “District B,” especially if the acts were committed at the same time or period of the day. This principle follows the maxim that: “A person cannot be in two places at the same time.”

It was, is, the ease in accessing government funds that enables unscrupulous officials to finance the campaigns of relatives, cronies, or sycophants who would then team up with them in looting the treasury. Remember how the Makati vice mayor admitted he profited as a crony of Mayor Jojo Binay back when they were still close?

Such connivance has had the effect of overloading the bureaucracy with unfit administrators, legislators, representatives, or kagawads down to the barangay. They make government a source of livelihood or a family enterprise for their dynasty, even supplying cakes for senior citizens.

This practice started more or less contemporaneously with the introduction

of internal revenue allotments (IRA) to all local governments starting in 1992.

Awash with new-found cash, even the lowly barangay started to look like the proverbial Horn of Plenty to the unemployed and unemployable in the neighborhoods. ***** Thus, even barangay positions came to be hotlycontested in the neighborhoods, wrecking solidarity in the community.

When it came time to file certificates of candidacy, Comelec offices filled up to bursting point as wannabes elbowed each other to get ahead in the lengthening lines of petty trapos.

It wouldn’t have been so bad if the DILG and concerned congressional committees took the trouble before or after elections to prime the community on pertinent features of the so-called Local Government Code that enable them to oversee local corruption.

But no one cared about how the new autonomy law was implemented or complied with, leaving the local officials to implement the Code anyway they pleased. No one and no agency bothered to do so elementary a task as ex-

Priest starts Mindanao leg of ‘Climate Ride’ S URIGAO CIT Y

– After finishing the Baclaran-Leyte route on Tuesday, Redemptorist priest Fr. Amado Picardal began the Mindanao leg of his bike tour for the climate Wednesday from the Lipata Port in Surigao City.

The 60-year-old priest started pedaling around 3:30 a.m. Tuesday, shortly after arriving here from Liloan, Southern Leyte via a roll-on-roll off vessel.

“I embarked on this bike-tour in memory of the victims of super typhoon ‘Yolanda’ (2013), ’Pablo” (2012) and Sendong (2011),” he told MindaNews.

Picardal left Baclaran in Manila last Wednesday for a bike journey that he hopes would raise awareness about climate change.

M i n d a Ne w s j oi n e d Picardal from Surigao City up to the junction of Badas, Placer town in Surigao del Norte, a distance of 30 kilometers, along with Jayjay Baldonado, a triathlete from this city.

“We should do something to respond to disasters because this is a serious threat to humanity,” Picardal said, adding the typhoons that hit the country claimed thousands of lives.

Picardal’s bike tour stretches a total of 1,800 kilometers. His final destination is Iligan City, on Dec. 23.

“My bike from Luzon to Visayas was colorful. I was impressed by the beauty of nature in those places, I really appreciate it well.

I saw poverty here, there and everywhere,” he said.

Down twice

Picardal said his advocacy is what keeps him going because “this keeps me energized”.

But he said he had fallen from his bike twice already – the first after hitting an uneven road somewhere in Plaridel in Luzon, and the second was on a descent along the Quirino Highway also in Luzon.

“In the second accident I did not notice that the road had loose gravel. I got minor bruises and my knee is still swollen after those accidents,” he said.

Picardal said he could not go beyond 20-27 kilometers per hour because he has to maintain a heart rate of below 140 beats per minute.

He added that on his first 50-kilometer run he suffered leg cramps that forced him to reduce his speed. “I have to relax because my muscle in the legs had tightened.”

With no support vehicle, as he finds it awkward for his campaign, he said he just uses mental toughness to reach his goal.

Picardal also got flat tires twice which delayed his arrival in some places.

Nonetheless, he managed to make it to Tacloban City from Baclaran in five days, which was shorter than his previous trip along the same route.

In 2000, Picardal did a ‘bike for peace’ advocacy with a total distance of 2,080 kilometers from Davao to Pagudpud in Ilocos Norte, after deposed president Joseph Estrada waged allout-war against the Moro Islamic Liberation Front.

around Mindanao for the Life and Peace campaign, covering a total distance of 2,100 kilometers, to protest extra-judicial killings, human right violations, mining and logging.

He endured a 5,160-kilometer bike tour in 2008 from Davao to Aparri in Cagayan Valley and back to Davao.

Picardal also hiked from Davao to Appari via the Cordilleras.

Calling himself an ultramarathoner, the priest said that in Spain, he ran 800 kilometers barefoot.

“In all of these, it’s not about bike and run per se, but once I’m in the church I always ask if I could preach on my advocacy,” he said.

Aside from the church, he said he shares his advocacy everywhere, on the road, in a store or in a waiting shed while taking rest.

Prior to this tour, his doctor warned him not to proceed citing the risk. “I was diagnosed with atherosclerosis and myocardial ischemia. It’s a mild heart

ailment,” he explained.

But Picardal went on despite the risk and even if he had tooth extraction prior to the tour. “I can’t bear the pain. I was advised by my dentist not to proceed.”

Misa de Gallo Last Sunday, Picardal held a mass at the Redemptorist church in Tacloban where he told the churchgoers about what he’s doing.

“People were shocked by what they heard. They were awed by what I did and what I’m doing right now,” “It’s not about disasters but it’s about the cause of it,” he told the churchgoers.

He said he just wanted to remind people that climate change is a serious threat to humanity. “We need to act, we need to tell the government to do something about this and the people must respond to this by doing simple things like riding a bike in going to office or school instead of riding a car.”

Meat inspector warns erring vendors in Cogon

CAGAYAN de Oro City--A senior official of the National Meat Inspection Service (NMIS) yesterday vowed to confiscate and impose a fine of P50,000 any erring vendor found violating the Meat Inspection Code of the Philippines.

Director Angelita Barcelona of NMIS in Region 10, an attached agency of the Department of Agriculture (DA), conducted on Thursday a suprised inspection on meat vendors at Cogon market.

During the inspection, Barce-

lona said some vendors merely committed minor flaws. “(Some) meat vendors in Cogon do not practice standard sanitation procedures while selling their stuff,” she told reporters as she spearheaded the Oplan: Pasko Na Naman, a bantay karne operations jointly undertaken by the local government unit (LGU) and NMIS, here in Cagayan de Oro City.

She said the Oplan: Pasko Na Naman will be implemented in all meat markets in Northern Mindanao.

frozen meat even if they are not authorize to do so.

She also found out that meat vendors do not have the proper freezers, chillers, and refrigerators where they can store the meats that they are selling.

For instance, she said imported meat needs to be store at a specific cool temperature.

Meat vendors, she added, are still using wooden board to cut the meat that they are selling to would-be customers. This, she said, a clear violation to Republic Act 10536, otherwise known as the Meat Inspection Code of the Philippines.

13 more arrested in anti-drugs ops

ZAMBOANGA City -More 13 suspected drug pushers were arrested over the week as the Zamboanga City Police Office stepped up its operations against the illegal drugs trade in this part of the region.

In his report during the press briefing yesterday, city police director Sr. Supt. Angelito Casimiro said the police anti-drugs conducted 12 operations that resulted in the arrest of 13 suspects who yielded 21 sachets of suspected shabu, drug paraphernalia and marked money used in the buy busts.

He identified those arrested as Arnulfo Angeles, Benjamin Hamis, Regie Pacis, Leo Palangca, Nurhada Tamsi, Benhar Sappayani, Dominador Montuno, Omar Dammang, Momal Jihal, Erbert Carpizo and Jinul Alam.

Meanwhile, Casimiro reported that the police operatives from Tetuan also

confiscated a total of 150 sacks of alleged smuggled rice loaded in three vehicles in Barangay Kasanyangan.

The sacks of rice were turned over to the Bureau of Customs for proper disposition.

On the Illegal quarrying campaign, the in Sta. Maria confiscated 61 sacks of sand and gravel quarried from the river bank of Salum in Barangay San Roque.

The traffic division, on the other hand, conducted 143 operations and issued citation tickets to 650 violators, while 65 others were issued temporary operating permits.

143 new soldiers hurdle recruit training in Zambo Sur

AGADIAN City – A total of 143 army recruits finished their rigid training in various fields conducted by the 1st Infantry Division in Labangan town in Zamboanga del Sur. Officials said the new soldiers underwent training on Jungle Warfare and Mountain Operations Course as part of the Candidate Soldiers Course.

The soldiers, whose ages ranged from 21 to 26, came from different provinces in Zamboanga Pe n i nsu l a , L an a o an d Misamis Occidental, and have passed the rigid and meticulous screening and processing standard set by the Philippine Army.

Placer folk complain of ‘different taste’ of potable water; officials say it’s still safe PLACER, Surigao del Norte-Residents have complained of a change in the quality of their potable water supply since late last month and some even claimed to have suffered diarrhea, but local officials dismissed the claim and maintained that water in this town has remained safe for human consumption.

Nonetheless, Placer mayor Filemon Napuli Jr., said they were investigating the complaint and had sent water samples from different sources to a laboratory in Davao City for testing.

Napuli said the findings will be known after two weeks and made public.

“Every day we are discussing it with the manager of the Placer Water District to find solutions to it,” he told reporters.

He said the water is still safe to drink despite the change in quality. He added that he and Andro Michael C. Bugas, the manager of the local water district, drank it and found no problems except for the changed taste.

The mayor dismissed claims many people suffered diarrhea from late November to early December saying there was no such report from the Municipal Health office.

Dr. Chuckie O. Trugillo, municipal health officer told MindaNews Tuesday a few people had suffered diarrhea but said he could not point to the town’s potable water supply as the cause.

DAVAO City––Davao City is among the top 10 cities in the country with the highest number of rabies incidences this year, with 10 cases as of November, according to Rafael Mercado, Department of Agriculture assistant regional director.

Speaking at the Rabies Awareness Forum Wednesday for barangay officials at the Sangguniang Panlungsod Wednesday, Mercado said Quezon City tops the list with 24 cases.

Pateros, Mandaluyong, Valenzuela and Navotas do not have reports of animal or human rabies cases.

The Autonomous Region in Muslim Mindanao recorded no rabies cases in 2012 and 2013.

In 2013, there were 27 animal rabies cases in region XI, with 16 human cases reported for the same year.

Mercado said that as of

November, 552 out of 1,954 samples sent to various animal control units nationwide turned out positive for rabies, with 97% of the cases coming from dogs.

Others were from cats as well as pigs that were bitten by dogs.

Rabies caused by dog bites accounted for 35% of the cases in 2014, he sad. The number is almost twice the 2013 figure of 17%.

Department of Health regional director Abdullah Dumama Jr. said the Philippines wanted to eliminate rabies by 2016.

Dumama said a region is considered rabies-free if it has no cases recorded for two consecutive years.

Mercado the DOH had pledged a total of P69.5 million for the anti-rabies program in a Memorandum of Agreement signed last month.

Mercado said it only costs owners to P35 to P50 to vaccinate their dogs, in contrast to the rising costs of the antidote for rabies.

The city already has an ordinance that promotes responsible pet ownership.

City Ordinance 1457 prohibits stray dogs or cattle.

Stray dogs are defined as dogs found wandering in streets, plazas, markets, school premises and other public places.

The apprehended dogs will be impounded at the dog pound inMaa, while the owners will be fined P250 for the first day and an additional P50 for the succeeding days.

After three days, the dog will be euthanized by the City Veterinary Office.

Mercado said that ideally, 70% of the dogs in an area should be vaccinated to isolate the foci of incidence.

He noted that while there are already laws that penalize irresponsible dog owners, no one has filed a case so far.

Dumama said some local government units have been doing it proactively.

“Other LGUs even have a bracket of penalties for cases of dog bites,” he said. “The fines in some LGUs depend on whether the victim was bitten while at work as well as rules for different situations and where the dog bit the victim.”

He said he was in favor adopting such a rule in Davao City.

Upgrading of South Cotabato provincial hospital starts in 2015

GENERAL Santos City–– The provincial government of South Cotabato is targeting to begin early next year the upgrading of its provincial hospital following the approval of a P70-million grant from the Department of Health (DOH).

Dr. Rogelio Aturdido Jr., South Cotabato Integrated Provincial Health Office chief, said Thursday they have already submitted to the DOH central office the detailed plan for the project, which will involve the rehabilitation and expansion of the hospital’s main building, wards and other vital facilities.

He said the hospital’s upgrading, which is among the top priorities of the local government, initially received a funding of P20 million early this year from the DOH’s Health Facilities Enhancement Program (HFEP).

But the agency approved an additional P50-million grant for the project following a visit and inspection of the facility last July by Health Secretary Enrique Ona and Senate President Franklin Drilon.

“They personally saw the hospital’s situation and the need for its immediate rehabilitation and upgrading so they pushed for the release of the additional funding,” Aturdido said.

Aside from the P70million grant, the official said South Cotabato Gov. Daisy Avance-Fuentes is currently working for another “bigger project” for the provincial hospital.

The DOH earlier agreed to send a team of experts to the area to study and evaluate the operations of the provincial hospital.

Fishing boat sinks off Basilan; 25 crewmen rescued

ZAMBOANGA City––A fishing boat sank early Thursday off Basilan province after seawater entered it through a hole on its wooden hull, an official said.

Lieutenant Senior Grade Jomark Angue, Coast Guard District Southwestern Mindanao spokesman, said all of the ill-fated fishing boat’s 25 crewmen were rescued separately.

Angue said the boat sank around 12:30 a.m. Thursday near the two Sangbay Islands (Big Sangbay and Small Sangbay) in Hadji Muhtamad, Basilan.

He said the boat came from the Zamboanga Fish Port Complex in Barangay Sangali here bound for Basilan to fish.

He said 16 of the crewmen were immediately rescued “by the passing motorized bancas” while the remaining nine were rescued by coast guard personnel in a search and rescue operation hours later.

300 terminated workers get benefits thru DOLE AGAYAN DE ORO CITY - Around 300 service workers get benefits from compulsory termination after two conferences, through a request for assistance filed under the Single Entry Approach (SEnA) of the Department of Labor and Employment (DOLE) Western Misamis Oriental.

The workers of Don Bosco Network Multi-Purpose Cooperative claimed for coop share, savings, dividend or patronage refund, 13th month pay, and separation pay.

Immediately after two SEnA conferences, payment was made to workers on October 29, 30, and 31, 2014, at the DOLE Office.

At the time, it totaled to P849,589.47 representing claims on coop share and savings, and 13th month pay.

Separation pay will have to be decided by the Coop Board when they convene.

House panel okays measure that will expand support to native animal breeders

The House Committee on Food and Agriculture has approved a bill that will pave way for greater government support for Philippine native animal breeders.

Authored by AAMBIS-Owa Party-list Rep. Sharon Garin, House Bill No. 3880 or the proposed Philippine Native Animal Act of 2014, which provides for the promotion of scientific propagation of native animals in the country by introducing effective animal breeding system, is expected to be calendared in the plenary when Congress resumes session on Jan. 19, 2015.

“Filipinos will find more native livestock in the market and be assured of ample supply and affordable prices of poultry and other livestock when House Bill No. 3880 becomes a law,” Garin said.

“This will develop and promote native animals as a reliable source of food for Filipinos and potential niche product of

the Philippines. This will also generate additional income for small-scale farmers and other rural dwellers,” she added.

T h e prop o s e d l aw seeks to create a Philippine Native Animal D e v e l opm e nt C e nt e r (PNADC) under the Department of Agriculture (DA).

The PNADC advisory board shall be composed of the DA secretary as chair and 12 other members which include two representatives from animal farmer groups and two representatives from the academe offering veterinar y medicine and animal science courses.

“Since native animals are well adapted to their natural environments with minimum human intervention, it is no surprise that majority of the animals which survived typhoon 'Yolanda' were native animals,” Bureau of Animal Industry Director Rubina Cresencio said during the

hearing.

“Despite native animals’ valuable contribution in the economy of farming communities, lack of adequate research facilities and appropriate technology in propagating local breeds hindered the development of native farming sector for years,” she lamented.

When the bill becomes a law, the DA shall link small-scale farmers and entrepreneurs interested in venturing into native animal farming to the Land Bank of the Philippines, Development Bank of the Philippines, and financial cooperatives for loans, grants, and incentives.

To ensure quality, the National Meat Inspection Service shall enforce standards on propagating, processing, and transportation of native animals.

Infrastructure like postharvest, storage facilities, and transport services will be provided to qualified farmers or cooperatives using the existing facilities of the NMIS and attached bureaus under the DA. The D ep ar t ment of Science and Technology, Bureau of Animal Industry and some State Colleges and Universities will provide farmers training and latest technology to ensure high yield.

Garin, who hails from the rural town of Guimbal, Iloilo, encourages Filipinos to consume native livestock this holiday feasts to patronize native animal breeders.

A NEW GLOBAL TOURIST DESTINATION

he Department of Tourism, with its famous brand (or “Tagline) “It’s More fun in the Philippines” and the Philippine Tourism Promotions Board spearheaded the participation of various cities and provinces including tour operators and travel agents in the recently concluded World Travel Market last November 3-6 , 2014 at the Excel Exhibition Center in London. The WTM brings together the most influential figures in and out of the industry who deliver the latest trends and updates of the world’s dynamic travel industry. Put together under one roof, one can view the vastness of the tourism potentials from South Africa, the Americas, Europe and Asia. One of the major and most visited exhibitors in the event was the famous and beautiful island Province of Camiguin in Northern Mindanao, the Philippines. This province, known for its hot and cold springs, waterfalls, white sand beaches, historical and natural landmarks captured the hearts of the visitors especially those coming from England and other countries all over the world. Part of the strategy in promoting the province to the world market

was a video presentation showcasing the unique , breath taking , and awesome sights of the province that successfully seized the attention of the potential investors , buyers and holiday seekers.

The Provincial Government of Camiguin together with Department of Tourism – Region 10 , prepared collateral materials such as brochures , gazette, CD’s, and a number USB’s that were given to each visitor as they dropped by and took time to appreciate the magnificence of the island through a well designed business center, with a huge framed photo backdrop of the whole island captivating the intense beauty of its natural wonders. This has also added to the splendors of the entire Philippine Pavilion.

One of the highlights of the event was the presence of a double decker bus prominently bearing the name of the province “CAMIGUIN’ with sunny beaches and cool springs painted on its outer walls traversing the main thoroughfares of the City of London. This beautiful bus, also served as one of the official vehicles of the country delegation which brought them to and from the venue, but most of all, greatly added

to the promotional mileage in bringing the Province of Camiguin closer to the world.

Another milestone of the event was the meeting of possible investors who would bring in more tourists to the island province by establishing new routes for Cruise Ships, inclusion of the Camiguin Province to their tour packages in Asia and opening of new business ventures through our resort operators and other tourism related facilities in the province. The team also had the opportunity to intensify linkages with other local travel agents and tour operators present during the event.

The attendance of Camiguin Province in this world travel arena was also a welcome respite for travelers around the globe, for they also needed to explore new places to offer to their clients. Private investors seeking new destinations and longing for new experiences, inquired in terms of culture, arts, food and natural activities as new products, which they can develop and eventually sell to the industry stakeholders and partners.

We often watch Disney Princess movies; how their lives started to experience hardships and cruelty from an evil step mother. How they were able to meet Prince Charming and towards the end got married and ended with the quote, “And They Lived Happily Ever After. The End.” The problem with the movie; it never showed the part two. How they at time, have disagreements and how they intentionally or intentionally hurt each other. How they were able to patch up and fix their relationships.

Believe me, there is no such thing as a perfect marriage since we all have selfish and sinful nature. We are talking about two imperfect beings that has flaws and weaknesses put together by God in order to become better persons.

That is the reason why we just need to admit that we need to CHANGE and

IMPROVE. The greatest room that we can ever have in our lives is CHANGE & IMPROVEMENT. So let us continue to ask and evaluate ourselves.

What are the things we can CHANGE & IMPROVE? Is it your temper issues? You easily get irritated or get angry if things did not happen according to your plan or way.

Is it a bad habit? You just have a hard time closing doors or drawers once you open it.

I watched Exodus: Gods and Kings last night so I’m inspired to write a column about the origins of Christmas. Mind you, without these few heroic people in the Old Testament, the birth of Jesus would have never occurred.
