Educators to candidates: Take stand vs unconstitutional K-to-12
THE progressive teachers’ network Educators’ Forum for Development (EfD) asserted that the K-to-12 program is unconstitutional and illegal, and renewed calls for its suspension in a seminarforum. Days away from the May polls, the educators
also challenged electoral candidates to scrap the probig business K-to-12 and stand for national, massoriented, and scientific education. During the forum dubbed “Elections 2016 and the Education Agenda,” EfD stated that the K-to12 program violates major
provisions of the Philippine constitution. For instance, the Department of Education (DepEd) voucher system to help Grade 11 students enroll in private schools violates Section 2 of the Philippine constitution which says that the State shall “establish and maintain a system of

New night markets in Davao City eyed
DAVAO City -- The City Government is eyeing to expand its night market in different places across Davao City. Yusop Jimlani, head of the City’s Drainage and Demolition Unit (DMDU) said that night markets are being planned in Toril, Agdao, Ilustre Extension and Sta. Ana Avenue.
Jimlani said probable sites would be in Toril and Agdao since these places are already crowded with vendors. The night market in Toril would be located near the market and Agdao would be in Lapu-Lapu Street. He added that the plan would have to wait as Jimlani said he will be retiring
this June, the new head would be given the plan to implement the nigh markets. Apart from additional night markets, Jimlani is planning improvements at the present site at the Roxas Avenue. These include decorative lighting, uniform signages, beautification and nightly band performances.
Meanwhile collections from rentals in night market stalls breached the P1million mark in the month of January to February 2016. Jimlani said he is confident last year’s revenues of P5.5million will be surpassed this year. Vendors pay P25 per night to rent out a 1.5 meter by 1.5 meter space. P15 goes
to payment to electricity while P10 goes to the space. Jimlani said that strict collection of stall rentals is one of the reason for the improving collections. He said they have demolished about 10 stalls in the night market due to non-payment of revenues. Currently there are 690 vendors in the night market.
Vendors selling accessories number 180, food vendors about 160, ukay-ukay vendors number about 350. DAVAO City -- At least 80 young people here have been enlisted to be part of this summer’s Government Internship Program (GIP) of the Department of Social
Welfare and Development (DSWD). Implemented through the 2000 Unlad Kabataan Program (UKP), GIP targets youth who are out-ofschool, undergraduate, and graduates who are unemployed. “It is an opportunity for them to learn life skills in the workplace, have a meaningful and productive activity during their summer vacation, and at the same time earn money to
augment their family budget for school needs,“ DSWD Project Development Officer III Lorela Ramos said. The implementation of GIP is from April to May for 22 days and participants will receive a stipend of 75 percent (P238.00) of the regional minimum salary wage rate. Ramos added that during the selection phase, DSWD prioritized interns who are 18-25 years old, members of Pag-asa Youth Association
of the Philippines (PYAP), and belonging to a familybeneficiary of Pantawid Pamilyang Pilipino Program. The GIP is part of the government’s efforts to strengthen youth participation in nation-building by exposing them to government service, and to serve as a recruitment mechanism for potential public employees. For intern Alsha Marie Joy Abad, 20, who is taking
up Bachelor of Science in Mathematics at University of Southeastern Philippines (USEP), joining GIP helps her learn new things, get oriented on the processes in providing public service, and meet new friends. GIP youth will perform not only actual office work but will also assist in the implementation of DSWD programs and projects. They may also provide front line services in DSWD satellite offices in the provinces,
DSWD residential facilities and in local government units (LGUs) with active and functional PYAP, Ramos said. For 2016, DSWD has 1,440 interns all over the Philippines. Ramos expressed optimism that through this internship program, more youths will recognize the importance of public service while government can expect younger and more compelling workforce in the next generation. RESULTS of every preference survey conducted by major pollsters Pulse Asia and Social Weather Stations since the end of March consistently showed Senator Bongbong Marcos, the Ilocano vice presidential candidate as frontrunner. Among the six official candidates for the second highest post in the land, Marcos has consolidated his pole position and is now five percentage points ahead of Rep. Leni Robredo from the ruling Liberal Party. Aside from his “Solid North” bailiwick in the northern Luzon regions, Marcos is also ahead in Metro Manila, the country’s premier region. Political observers said Malacanang’s efforts to put down Sen. Marcos’ vice presidential campaign has apparently backfired on
Pres. BS Aquino. In terms of generations, the second-term senator’s lead is most solid among those in the 30-45 age bracket, better known as the “martial law babies” who grew up under the authoritarian regime of Marcos’s father and namesake. He is seen to concentrate his final campaign week salvo on the Visayas and Mindanao regions, where his rivals Robredo and Sen. Alan Peter Cayetano, respectively, are currently on top. Political analysts said Aquino has recently gone on an offensive to derail the Marcos campaign. What are you worth? THINK a minute. A famous American football coach was interviewed on television. The coach’s son was a star player on his team. In the interview this father-coach was asked how he felt about his son’s success as a football player. His answer surprised millions of people watching the TV program. He said: “I’m pleased that my son is a fine athlete. But I’d be just as proud of him if he’d never even played football.” It made me think of a story I read about a boy whose father died just a few months before he was born. His mother was very hard and unkind to him. Plus, her job kept her away from home most of the time, so she gave her little boy almost no attention, love or training. As a result, he had no self-confidence or even any friends, so he was alone most of the time. IN political dimension, nothing is permanent. Everything changes dramatically. All situations in every region of a country move very dynamically. Therefore, determining a choice in political affairs tends to be more emotional. In this tense-full condition, please remember it is once for all. At least, it will be in a government administration period. Ten minutes before writing this column, I had read an article in my LinkedIn news streaming tagline. It was about the rise of Asia and the importance of good governance and trust in this Asia region. As it is predicted, Asia wealth will be hugely increasing more and more. In that situation, trust and good governance should be prioritized. Losing all these efforts for Asian countries will drag them into jeopardy. The presidential election is the biggest democracy fiesta. All the people in a country are dreaming of the number-one-leader for the whole country problem panacea. They are full of expectation. They are full of hopes. They are dreaming of the best leader. This leader is the one the people hope for their lives. This elected candidate is once for all. The due date of election is the most crucial time. Approaching that ritual date, there must be a dynamic change, better to worse or the other way around. But, remember it is once for all. When the choice is determined, that is our fate. If it is “wrong”, that is our one-period lamentation. If it is “right” that is
our responsibility to watch together our one-period struggle for getting the trust and good governance. It is not the end but it is our best choice. The number-one-leader in a country cannot be elected based on emotional sense. It should be determined by full of consideration using clear criteria. These criteria are all the stories in the past: tract records. When she or he was a leader in a certain region, just look the environment improvement. Infrastructures, people empowerment, social justice, social welfare, and social security are all the criteria in the region where she or he used to be the leader. Black campaigns everywhere are common. Social media and internets are the tools for black campaigns. However, only can the people in a country determine it using the track records in the past. Never be emotionally and easily trapped by a sudden attack of black campaign. Black campaigns are the challenging factors for both the candidates and their supporters. In short, black campaigns are part of the measurement of the capability of the candidate and the temptation for the grassroots. Remember, it is once for all. I don’t know who the best one is. But, I believe that only do the people in a country where the election know who exactly the best one is. The rise of Asia needs the trusted leader. The rise of Asia with the huge wealth requires good governance and a close watch for administering the nation development. People em-

The senior politicians should control their ambition. The rise of Asia needs such harmony to make the people ready for joining democracy fiesta. It is the biggest fiesta for the grassroots, the laymen, the lowers, the subordinates. Again, it is once for all. The elected candidate is not just for a minute, an hour, a day, nor a month but for one-period leadership. No lamentation to bear when the election is over. Former IBP president linked to missing P33.9M legal aid fund By PAT SAMONTE Caraga Regional Editor
BUTUAN City -- For failure to clear up the P33,983,606.19 legal aid fund, the Integrated Bar of the Philippines has been made to account for the amount by the Commission on Audit and the Fiscal Management and Budget Office of the Supreme Court. In an investigation, IBP officials had not liquidated or explained where the fund was spent. Included to explain was Att y. R o an L ib ar i os who was IBP president in 2011-2013. His term expired with the amount still unliquidated.
This was stated in an Audit Observation Memorandum No. 2014002 (SC), ordering the IBP and its officials to return the missing fund at the earliest time. In a letter to Chief Justice Maria Lourdes Sereno, Ms. Ailyn Ballesteros, Audit Team Leader, and Atty. Cecilia Manalo, Supreme Court Officerin-Charge, revealed the failure of the IBP to ensure the proper use of the legal aid funds. “It was further noted that the absence of guidelines and non-monitoring of the utilization/liqui-
dation of the Subsidy resulted to the accumulation of these unliquidated balances of prior years. The Legal Aid Program of the IBP is funded yearly with P30 million from the General Appropriations Act. “Under the Legal Aid Program, the IBP extends free and competent legal services to indigent and deserving members of the community”, Ballesteror and Manalo clarified. “The amount released to IBP were not fully utilized, thus, defeating the purpose for which the

In order to impress on us the importance of controlled speech, and the great consequences of our words, in James 3:1-12, the Apostle gave us six pictures of the tongue: the bit, the rudder, fire, a poisonous animal, a fountain, and a fig tree. You can put these six pictures into three meaningful classifications that reveal the three powers of the tongue. 1. Power to direct – bit and the rudder – v. 3 – 4 Where are you going to be five years or ten years from now? I can tell something about you by listening to your conversations. We shape our words and then our words shape us. Even

the tongue is small like a bit in a horse’s mouth or a rudder of a ship, it can act like the steering wheel of your life because there is power in what you utter. Prov. 18:20-21 20 You will have to live with the consequences of everything you say. 21 What you say can preserve life or destroy it; so you must accept the consequences of your words. 2. Power to destroy – fire and animal – v. 5 – 8 A fire can begin with just a small spark, but it can grow to destroy a city. It takes only a single match to destroy a big forest. How many relationships have been destroyed by careless
words? How many careers, reputations, friendships or even churches have been destroyed by lies, gossip, and slander? Like a fire, the tongue can “heat things up. Always remember: our words can start fires. Prov. 26:20-22 20 Without wood, a fire goes out; without gossip, quarreling stops. 21 Charcoal keeps the embers glowing, wood keeps the fire burning, and troublemakers keep arguments alive. 22 Gossip is so tasty! How we love to swallow it! Not only is the tongue like a fire, but it is also like a dangerous animal.
It is restless and cannot be ruled (unruly), and it seeks its prey and then pounces and kills. Some animals are poisonous, and some tongues spread poison. The deceptive thing about poison is that it works secretly and slowly, and then kills. How many times has some malicious person injected a bit of poison into the conversation, hoping it would spread and finally get to the person he or she wanted to hurt? As a Christian, I have seen poisonous tongues do great damage to individuals, families, classes, and entire churches. Apostle James reminds us that animals can be tamed; and, for that matter, fire can be tamed. When you tame an animal, you get a worker instead of a destroyer. When you control fire, you generate power. The tongue cannot be tamed by man, but it can be tamed by God. 3. Power to delight – fountain and tree – v. 9 – 12 The fountain, of course, provides the cool water that man needs to stay alive. “The words of a man’s mouth are as deep waters, and the wellspring of wisdom as a flowing brook” (Prov 18:4). “The mouth of a righteous man is a well of life” (Prov 10:11).
“The law of the wise is a fountain of life, to depart from the snares of death” (Prov .13:14). These verses parallel what James has written and underscore the importance of our words. Water is life-giving, and our words can give life. However, if water is not controlled, it brings death and destruction. The tongue is also delightful because it is like a tree. Practically speaking, trees are vitally important to the economy: they help to hold down the soil; they provide beauty and shade; and they bear fruit. Our words can help to shelter and encourage a weary traveler, and can help to feed a hungry soul. Prov. 10:21 21 The lips of the righteous feed many, But fools die for lack of wisdom. Isa 50:4 4 The Sovereign Lord has taught me what to say, so that I can strengthen the weary. If the tongue is inconsistent, there is something radically wrong with the heart. senior high school (SHS) students towards private school enrollment. But the financial aid does not cover all school expenses, forcing students and their parents to pay out-of-pocket. The DepEd has admitted that private schools
constitute almost 80% of SHS-ready institutions. Only 20% will be provided by public schools. The K-to-12 program also violates provisions under Republic Act (RA) 10533 or the Basic Education Act of 2013, which supposedly gives the program its legal basis. Under RA 10533, the
DepEd is required to conduct mandatory review and evaluation of its capacity to implement the program. But the fact that the SHS courses will be provided by private schools belies the supposed readiness of the State through the DepEd to fully-implement the program, said the group. The K-to-12 program is
the centerpiece education reform of the Aquino administration and is entering its sixth year of implementation with the enrolment of the first full batch of Grade 11 students entering SHS by June 2016. However, EfD and other education groups have assailed K-to-12 as promoting neoliberal education and
seeking to continue the supply of cheap labor and young Filipinos to fit contractual, part-time or seasonal work for large local and foreign business interests. All five Presidential can-

didates running in the 2016 elections support the continuous implementation of the K-to-12. Thus whoever will be elected must be challenged to hear critical voices on the program, said EfD.

Barangay Sanipon, Kibawe, Bukidnon- A Community Health Fair for the Indigenous People specifically lactating, pregnant women, husband of pregnant women and children of ages 4-5 was conducted through the initiative of the Municipal Health Office with the help of the IP-MNCHN Project Mindanao, DMSF-IPHC, European Union (EU), the United Nations Population Fund (UNFPA) and the National Commission on Indigenous Peoples (NCIP). Series of health education such as “Usapang Maginoo”, “Usapang Buntis” “Usapang Kontento Na” was conducted in the morning and was followed by service provisions in the afternoon. Ser vices like Limited Ult ras onog raphy for IP Pregnant mothers, Blood typing for both
male and female population, Rapid Diagnostic Testing for Malaria and pregnancy testing and TB case-finding were made available. A total of19 Dignity kits were distributed to pregnant and lactating mothers and 54 hygiene kits for the kids were given. The health team promoted healthy lifestyle as well through motivating the people to exercise and eat a balanced diet. It was indeed an enjoyable and informative day for everyone. Hopefully the Community Health Fair would result to improved health seeking behavior among the participants. Together we have proven that in being culture-sensitive, we will be able to provide equitable and quality health care services. With this, we hope to have better health outcomes in the future.

The school year 2015-2016 has ended. The upcoming school year 2016-2017 will begin soon. This is much anticipated, and why? This year the educational route of the Philippine’s educational system will take into new heights as the full implementation of the Republic Act No. 10533 known as the Enhanced Basic Education of 2013 will be executed in all public and private schools nationwide. This marks a new beginning on the educational track and
development of our country. The Department of Education has long been preparing for this evolution since it took effect on June 8, 2013. Needless to say, a lot will change, but this is for the common good. As reported in the Official Gazette of the Republic of the Philippines, our country is the last country in Asia and one of only three countries worldwide with a 10 year pre-university cycle (Angola and Djibouti are the other two). and even shift into hybrid rice and corn production to state a few. We do this because we need it. Is the educational system prohibited to upgrade itself? The 13 year program is just timely hence it is the recognized standards for students and professionals globally. We live towards the standards. People have judged the curriculum even before its full implementation without considering the pros and cons. Since the public opinion is stronger than any informative articles and print ads on K-12, the curriculum itself must prove its relevance. Just like how a doctor diagnosis a patient or a soldier securing his battlefield, curriculum developers have diagnosed and secured the program. In the S.Y 2012-2013, under the Research and Design Program there were 33 public high schools, public technical-vocational high schools and higher education institutions (HEIs) that have implemented Grade 11. Under the R&D different educational tracks were offered and so is the voucher program. Revisions have been made despite insufficient
funds and resources. The greater challenge now for the concern public is to support the teachers in the field who are the key implementors of the program. In this new milestone it is neither the critics nor the curriculum developers will exercise the program, but the front liners are the teachers. The burden is on their part. Change is constant. We might be susceptible to it. The benefits from the K-12 program may not be appreciated at the moment. But let us reconsider the interdependence of global education. The quality of education that we have might not be welcomed overseas. The brave hearted Department of Education pursues K-12 program for the common good of the Filipino learners. This change is our chance to create better opportunities for generations to come. Though the system must undergo metamorphosis along the way, surely it will come out beautiful. Let us wait and see this for ourselves. Let us support the K-12 program!

AS a pioneer in organizing off-road driving adventures, Isuzu Philippines Corporation (IPC) is further promoting this enjoyable outdoor activity through the Isuzu 4x4 Action Playground, a specially designed offroad course laid out at the Exploreum Parking Area of SM Mall of Asia.
Tackling the various obstacles—which included the slipper slope, articulation ramp, 40-degree transverse-angle ramp, and the centerpiece; the 20-foot Thrill Hill—across the track are two units each of the mu-X 3.0L LS-A AT 4x4 and D-MAX 3.0L LS AT 4x4. The mu-X 3.0L LS-A

Audi cars featured in latest Captain America movie
The Super Heroes in Marvel’s Captain America: Civil War drive Audi cars. Also making its Hollywood debut in the third installment is the Audi prologue, as the show car belonging to Black Panther/T’Challa, played by Chadwick Boseman. Robert Downey Jr., who plays Tony Stark/Iron Man, is once again in an Audi R8, this time as a V10 plus Coupé. The main character, Captain America played by Chris Evans, catches a ride in the new Audi SQ7. “Captain America has superpowers, his trademark is the indestructible Vibranium shield. The Audi SQ7 adds a new superpower to his arsenal, making this sporty SUV the perfect fit for him,” says Anthony Russo, who directed the movie along with his brother Joe Russo.
