PWDs hope to strengthen Int’l flights inclusive development for all in Misor

CAGAYAN de Oro––The Persons with Disability Affairs Office (PDAO) in collaboration with the Cagayan de Oro City Council on Disability Affairs (CdOCCDA) and the city government celebrated the 37th national disability prevention and rehabilitation weeks (July 12–23) with the theme: “Health and wellness of persons with disabilities, opportunities toward an inclusive development for all.”

Newly-appointed Persons with Disability Affairs Office (PDAO) head Melagros M. Maquiling encouraged all Persons with Disability (PWDs) to participate in the 1st Mindanao PWD Job Fair on July 22

from 12 noon to 5 in the afternoon.

According to Maquiling, PWD job fairs have already been implemented in Luzon and Visayas, but this is only the first time in Mindanao.

“It is disheartening to know that when PWDs join regular job fairs, they are denied the opportunity to secure a job just because they have disabilities; that is discrimination,” Maquiling lamented.

Maquiling also served as National Anti-Poverty Commission (NAPC) council member for the PWD sector.

PWDs are invisible In the recent “Talakayan sa PIA,” hosted by the Philippine Information Agency in Region 10,

Maquiling, citing statistics from the World Health Organization (WHO), said that 10% to 18% of the population are PWDs. “If Cagayan de Oro has a population of 700,000 then we can expect about 70,000 PWDs in our city,” she said during the holding of the Talakayan sa PIA, hosted by the Philippine Information Agency in Region 10.

The problem, according to Maquiling, is that these PWDs are “invisible” or in hiding perhaps due to embarrassment or insecurity.

Tieza develops Ozamiz as conduit for NorMin-ZamPen tourism hub

ZAMIZ CITY - The Tourism Infrastructure and Enterprise Zone Authority (Tieza) is set to develop Misamis Occidental as a tourism conduit between Northern Mindanao and Zamboanga Peninsula.

Tieza General Manager Mark T. Lapid said that with the ongoing construction of Panguil Bay bridge and the ongoing expansion of the Labo Airport in Ozamiz City, the entry of integrated resorts, here, is expected

in the next five years.

“In an integrated resort, there will be a high-end shopping mall, a hotel, a casino, a golf course, amusement rides and convention halls all in one roof.

We expected that to be the

sunshine industry here in the next half-decade or so,” Lapid said.

Meanwhile, Mayor Reynaldo O. Parojinog Sr. said during the city Charter Day celebration, last Thursday, July 16, that Robinsons Malls is currently undertaking a study to build a shopping mall and hotel in this city by 2016.

“We will be granting a seven-year tax holiday to Robinsons once that will be realized,” Parojinog assured.

During his one-day

visit here last Thursday, coinciding with the 67th Charter Day anniversary of the city, Lapid also said Tieza has earmarked P25million initial budget to construct an eco-tourism park in Ozamiz City.

By tranche, the park will feature kayaking, trekking, camping, cruising and diving offshore.

This, even as the P600million expansion of Labo Airport is in full swing.

By the last quarter of 2016, construction of a 12-hectare terminal would

be completed.

Mayor Parojinog said the design of the expanded Labo Airport was matched to international standard so that it would be ready to accommodate international flights.

Currently, there are 11 international airports in the country. Labo Airport is still classified as a community airport or a notch below principal domestic airport.

Still, there are 40 hectares of airport property that could be utilized as

runways and navigational facilities should the plan to push it as an international airport be realized.

With all these developments, Lapid is confident that more investors are expected in Ozamiz City, which was once the seat of regional government in Northern Mindanao during the Spanish era.

When the Americans took over at the turn of the last century, Ozamiz was not prioritized and Cagayan de Oro became the new economic hub.

DTI launches 54 more Negosyo Centers MAKATI -- Fifty four Negosyo Centers has been launched as of July 10, the Department of Trade and Industry (DTI) said.

“This brings us to a total of 59 Centers now operating all over the country. Five of these became operational on the fourth quarter of 2014,”

Mambajao tops 3rd-6th class municipalities category, Camiguin also a ‘top 10’ province

THE capital town of the smallest province in Northern Mindanao has emerged as the best performing local government unit in the recently concluded 3rd Regional Competitiveness Summit held last week in Manila.

That smallest province didn’t do too badly in the rankings either.

Camiguin emerged as the 10th Most Competitive Province in the newly created category for the 2015 Cities and Municipalities Competitiveness Index (CMCI), the second of Region 10’s 5 provinces ranked in the Top 10 Provinces,

second only to Misamis Oriental which ranked 2nd.

Mambajao in Camiguin Island, about 10 kilometers off the northern coast of Mindanao, was ranked the Most Competitive Municipality by the National Competitiveness Council (NCC) in the newly created category of 3rd-6th Class Municipalities. Baler, Aurora was in second place, followed by Infanta, Quezon in third.

And that’s not all. Among the 978 municipalities which participated in the ranking, Mambajao emerged with the most number of recognitions with three: 2nd under the Economic Dynamism Pillar, 2nd in the Government Efficiency

Pillar, and 1st in Overall Competitiveness.

“For Mambajao, the recognition given to us is a signal to the whole world that we are open for business,” said Mambajao Mayor Ma. Luisa dela Fuente-Romualdo in a text message to this paper. “We have instilled within our town a culture of excellence that is conducive for business and that will foster greater progress and inclusive growth.”

The new rankings are a marked improvement over the town’s first rankings in the 2013 Overall Competitiveness Rankings where it ranked 24th among the 163 participating municipalities. Even then, Mambajao already placed 4th in infra-

structure with municipalities ranked under a single category.

For the 2015 rankings, NCC created two categories for municipalities: 1st-2nd Class and 3rd to 4th class.

Mambajao topped 516 municipalities in the latter category to emerge as the Most Competitive Municipality for 2015.

Mambajao is a third class municipality in the province of Camiguin. Founded in 1855, it is the capital and largest municipality of Camiguin. According to the 2010 census, it has a population of 36,435 people.

Mambajao is one of Camiguin’s most visited destinations with natural and cultural attractions such as the San Nicolas de Tolentino Parish, Ardent Hot Sprint and White Island.

It also houses most of the business establishments in Camiguin which are mostly engaged in wholesale and retail trade and services.

The Cities and Municipalities Competitiveness Index (CMCI) which the NCC presents in its annual Regional Competitiveness Summit measures competitiveness at the local government level using 28 indicators grouped into three equally-weighted pillars: Economic Dynamism, Government Efficiency, and Infrastructure. Scores on each pillar were combined to form the overall score used to rank cities and municipalities.

In a post at its website http://www.competitive.org. ph/stories/1134, the NCC explained it introduced a new method to rank the qualified provinces and select the most competitive ones for the index.

For a province to qualify in the ranking, the NCC said the combined population of all participating LGUs under the province should constitute at least 60% of the Total Provin-

cial Population. For those provinces which qualify given this specific condition, the scoring is calculated as the population and income weighted average of the LGUs covered. Scores of the LGUs covered are then aggregated. (- See more at: http://www.competitive. org.ph/stories/1134#sthash.

To more accurately gauge the competitiveness of the localities, NCC introduced new award categories during the summit: Provinces, 3rd to 6th Class Municipalities, 1st to 2nd Class Municipalities, Component Cities, and Highly Urbanized Cities.

Power is not enough!

D o we appreciate the leader who has absolute power? Are we proud of having the most powerful leader? How should our leader be then? The first two questions should lead us to have No answer. But, we have to discuss the third one. Power is not enough for any leader we have.

When we have an absolute power in any country, we will have a nightmare life. This absolute power tends to make any nation live in blindness in terms of public policies. Power tends to corrupt, while absolute power corrupts absolutely (John Acton, 1837 to 1869).

In terms of good governance, an absolute power creates more problems. One of the serious problems is the information asymmetry.

Any policy which involves public interest is always closed. Only limited parties see both the good and bad impact of that policy on public. This is due to that fact that all policies which pertain to the public interest are never disclosed.

Yet, it may lead, sooner or later, to a crucial problem.

We have learned a lot of experience in any nation, with fully closed-decision making, ended with many

serious problems. The public or people are not given enough information while only the policy makers have a monopoly of information concerning the policy they stipulated. That is information asymmetry. It is dangerous in any country and any organization. It is an imbalance of information between policy makers and public or people. The policy makers know more but public do not.

In that case above, the second question whether we are proud of having the most powerful leader can be responded with No answer. But, now how should our leader be? In this case, we can refer to John Maxwell, stating that leaders become great, not because of their power, but because of their ability to empower others.

People in any country must be the great asset for the nation development.

They are not objects to be manipulated. They need to be empowered. In order they can have power for building and developing their country, we can educate them. Finally, we admit that education is the first step for nation development.

Education can enlighten

When we have good quality of the people in our country, we have great asset. In that case, we can empower our nation. The more the people get busy with the policy leading to development, the more activities in our country. The more we don’t empower our nation, the less development occurs in our country.

In making public policies, the leaders should involve the people. They should let the people know that the public policy decisions being made are really for improving the nation. This can eventually decrease the information asymmetr y in any country because they get involved. Public policies are all related to the na-

tion development for all.

All projects enhancing the nation development can be planned and exposed to public—good governance.

People get busy because they are empowered. By involving the people doing all the projects for developing the country, the leaders not only have power but they also make their people empowered.

So, power is not enough for being good leaders.

Being open to public and minimizing asymmetr y information can lead to better life of the nation. If the leaders empower others, there willl be no people shouting for clarification.

No public ask for disclosure. And, no one shouts for good governance.

running for senator in the 2016, the Congressman has not made any categorical decision.

Assuming that Rodriguez will decide to run for the mayoral post in 2016, a shakeup in the local political setting would take place. The prize rematch of the Emano-Moreno clash would lose steam. The political balance would shift toward the EmanoRodriguez bout.

As we have discussed in previous columns, if Rodriguez would decide to run for Mayor, Moreno would become a “sacrificial lamb.” Without a political

base, Moreno would transform into a “nuisance” candidate. In short, unless a “fortuitous event” takes place, Moreno’s chances of winning is doomed. The fortuitous event would definitely become another intense issue. That is another story.

The point is that a political battle between Emano and Rodriguez would have a repercussion in the city’s political geography. Rodriguez claims to be in control of 24 to 26 villages – mostly in the urban center while Emano controls the remaining 76 villages in the city’s 80 villages. We will have more on this issue in the coming days. ****** -O-******* A riding in tandem suspects waylaid a senior army officer in Patag, Cagayan De Oro City, Thursday morning. The incident sent anxiety among the residents near a subdivision there. While the upsurge of crime incidence continues to hound the regional trading of Cagayan De Oro, the ambush slay-attempt of a

top army officer sounds alarming.

It is also an irony that the slay-attempt took place within the perimeter of the region’s largest military camp – the 4th Infantry Division. The military is equally concerned that its intelligence community is now working to determine the motive of the ambuscade.

While the incident was a purely police matter, the military could not but be apprehensive until the motive is known. What bothers the military is the notion that the ambuscade could have been part of a “terror’ plan designed to pick on ranking military officials.

The police now handle the case. The early resolution of the incident would certainly lead to the identification of the suspects.

Fly ash-reinforced firebricks, blocks, environment-friendly

VILLANUEVA, Misamis Oriental — “AKONG ikagarantiya nga sulod sa unom ka tuig dili mapudpod ning among hollowblocks ug pavers bisan walay finishing (I guarantee that within six years, our hollowblocks and pavers will not wear off or go brittle even without finishing).”

Elias Esgana, 65, officerin-charge of the Reinforced Firebricks and Blocks-Making Project of the Municipality of Villanueva, Misamis Oriental, made this strong pitch for his products touted to be environment-friendly, the first of its kind in the Philippines.

And as for its firebricks, the Project’s main product, Esgana guarantees that it is unlike any other bricks and vouched for its durability.

The Reinforced Firebricks and Blocks-Making Project was initiated by the local government unit of Villanueva in 2007 and is strongly supported by the STEAG State Power, Inc. (SPI), which supplies the fly ash for the manufacture of the bricks, blocks and other materials for construction.

It is funded by the LGU’s share in SPI’s electricity sales under the ER 1-94 program of the Department of Energy (DOE).

Aside from reducing the carbon footprint of SPI, the Project also effectively recycles and reuses so-called “wastes” materials to make durable firebricks, hollowblocks, pavers and others — the first of its kind in the entire Philippines.

Helps save the environment Fly ash is one of the largest types of waste generated in the power/electricity industry in the Philippines.

It contains a toxic stew of chemicals including lead, arsenic, mercury and radioactive uranium, depending on the type of coal used.

But this does not mean it cannot be reused to benefit mankind. According to the US Environmental Protection Agency (EPA), beneficial uses of fly ash include serving as a raw material in bricks, blocks, concrete, grout and cement or as a fill material in stabilization projects and road beds.

For EPA, “beneficial use” of waste products is defined as “the reuse in a product that provides a functional

benefit, replaces a product made from virgin raw materials, conserves natural resources and meets product specifications and industry standards. Beneficial use of waste products can contribute to a sustainable future by reducing production costs, reducing energy consumption and greenhouse gasses.”

Instead of dumping them in landfill, SPI delivers the fly ash to the firebricks factory located just a few meters from the power plant’s main gates. Then the workers mixed the fly ash with soil and then put them in brick molders. Manong Elias and his five workers used a 50:50 soil-fly ash ratio in making bricks. After molding the bricks, they are left to dry for 20 days before cooking

them in the kiln/oven for 24 hours.

Villanueva’s Project is producing an average of 2,500 bricks/day “if everything is in good running condition, including our men,” he said.

Nu m e r o u s s t u d i e s showed that fly ash is also used as one of the main materials in the manufacture of ceramic tiles, glass, cement, and sintered material. In Macedonia, fly ash is being used as a soil amendment to neutralize a soil’s acidity to encourage revegetation.

Researchers like Henry Liu, president of the Ecological Tech Company, found out that bricks made with fly ash are safer as it pulls minute amounts of mercury

from ambient air. Studies also showed that fly ash firebricks will not have a negative impact on indoor air quality.

From an environmental and economical point of view, using fly ash in firebricks and blocks-making preserves the environment, protects the health of people and saves money on raw materials. Thus, the use of fly ash contributes to preserve resources.

More economical As early as 1914, the United States already recognized fly ash as a “suitable pozzolanic material” after engineers found out that fly ash increases the overall strength of cement and other materials it is mixed with.

Fly ash is generated during the combustion of coal in coal-fired power plants. The ash is composed of tiny and almost spherical particles.

The major constituents of fly ashes are silica, alumina, iron oxides, unburnt carbon etc. The principal group of minerals found in fly ashes are mullite, magnetite, haematite, quartz and glass.

Fly ash is increasingly being used throughout the world as ingredient for bricks and a variety of recipes have emerged.

Fly ash firebricks get their strength and durability from the chemical reaction of fly ash with water, which is sealed during the “baking” process.

The use of fly ash-mixed firebricks or hollowblocks made of 50 percent fly ash and 50 percent cement-sand mix in house construction or any construction project is cheaper than using concrete and hollowblocks, Manong Elias said.

He said that even Pastor Emmanuel “Manny” Alkuino, himself a manufacturer of reinforced firebricks in Valencia City, “believed” in the fly ash-reinforced firebricks the Project is making. He said the fly ash-reinforced firebricks save up to 50% on cement; is five times stronger than concrete hallowblocks; will save up to 40% on total construction cost; have very good refractory qualities; ideal for making comfortable homes; resistant to termites; and does not need any paint as it is naturally beautiful.

For those who like to use concrete in construction projects, Manong Elias recommends using fly ash instead of pure sand to save on cost since fly ash mixed in concrete produces a high strength concrete that accommodates the design of thinner sections, reduces the risk of thermal cracking in large concrete applications, permits design flexibility accommodating curves, arches and other architectural effects, contributes to the aesthetic appearance of the concrete, and increased durability, among others.

He also encouraged commercial hollowblocks makers to incorporate fly ash in their products to make it cheaper but more durable and fireproof.

SECTION 4. Exemptions. Any individuals who belong or categorized as poorest of the poor by the National Government through 4P’s who are currently a beneficiary is exempted in the payment when securing a Barangay clearance for employment purposes only. 3rd Offense - 1,000.00 and cancellation of permit SECTION 6. Repealing Clause. All Ordinances, Rules and Regulations, or parts thereof, whose provisions are in conflict with, or contrary to the provisions of this Ordinance are hereby repealed, amended and modified accordingly.

SECTION 7. Effectivity Clause. This Ordinance shall take effect after thirty (30) days from the date of approval.

BOI chief welcomes govt’s action on Mamasapano incident D

AVAO CITY -- The chief of the Board of Inquiry investigating the Mamasapano Encounter in Maguindanao last January 25 welcomed the government action on the many recommendations to pursue justice for the victims in the incident.

Police Director Benjamin Magalong, chief of the Criminal Investigation and Detection Group, said the liability of the aggressors is currently investigated by the National Bureau of Investigation.

He also said the liabil-

ity of the police officers and personnel who were involved in the operation is also probed by the Ombudsman and the Internal Affairs Service of the Philippine National Police.

“We are very much satisfied with the post actions being done by different concerned agencies,” Magalong said.

He said the Office of the Ombudsman also investigates the administrative side of the operation.

Ma g a l ong s ai d t h e awards for the fallen policemen are also deliberated

by the awards committee of the PNP. “The financial support for the families of the victims is given. The other day, P20 million was released from the donations of private individuals, and corporations for the families of the SAF 44 and their wounded companions,” he said.

Magalong also revealed that the promotion of the police personnel involved is also being deliberated, while the investigation on the defective equipment and ammunitions goes on with the review on the procurement plan for equipment.

DTI DavNor hands P1.7-M to San Isidro for Cacao DAVAO DEL NORTE -- The Department of Trade and Industry – Davao del Norte turned over recently a check amounting to P1.7-million to the municipality of San Isidro at their municipal hall.

According to the DTI records, the P 1.7 million is the second and final tranche of turn-over under the said Bottom Up Budgeting (BUB) program for the municipality, which is the

Cacao Industry Development and Rehabilitation program.

Judecia Ponio, information officer of DTI Davao del Norte, disclosed that the first tranche of P 800,000 was given on October last year.

Ponio also revealed that the amount totalling to P2.5 million is appropriated for farm rehabilitation, and trainings for livelihood of the farmers.

“Since the first release, fifty farmers already availed cacao propagules and training on good agricultural practices,” she said.

She added that the second tranche of turn-over will be allocated for the farm rehabilitation.

The municipal government of San Isidro will also avail this year from DTI, P200,000 for the formulation of investment code.

He also vehemently denied the speculation that an alleged American operative was killed in the incident.

Magalong said based on their investigation, through pictures and statements of his companions, the person killed was identified as a member of the Special Action Force.

“Definitely, he was not an American,” he said.

Magalong said the involvement of the Americans in the incident was just to provide intelligence and technical support.

He said American soldiers fighting side by side with the Filipinos soldiers is untrue.

“There is no deception here. I can honestly say that no American soldier was on the ground, involved in the tactical operation during the Mamasapano incident.

They were on the command post providing intelligence support,” Magalong said.

Isuzu Previews New Heavy-duty Trucks Isuzu Philippines Corporation (IPC), recently showcased five of its newest heavy-duty trucks under the C and E Series at the 2015 Isuzu Truck CBU Special Display held at their plant in Biñan, Laguna.

The four-day event highlighted Isuzu’s five heavy-duty trucks: the EXR51F Tractor Head Golden Yellow (available in 20-tons, 42-tons and 45-tons); the EXZ51K Tractor Head Marine Blue (available in 33-tons and 60-tons); the CYZ51M Cab and Short Chassis (available in 33-tons); the CYH51T Cab and Long Chassis (available in 41tons); and the NPS75 4x4 Cab and Chassis.

These trucks are equipped with a 14.2-liter 6WF1-TCC direct-injection OHC diesel engine which provides a maximum output of 390 horsepower at 1,800 rpm and a torque of 1,863 Nm. The environment-friendly power plant also comes with electronic controlled common rail system which reduces emission and greater fuel economy.

“To be the number one market leader in

the truck segment, you need to have a variety of products that will build and maintain customers.

Today marks another special day for IPC as we displayed our latest heavy-duty trucks here in our office in Laguna,” said IPC president Hajime Koso.

The Isuzu C and E series also come with a wider gear range with the addition of a 7-speed and 16-speed transmissions that gives better handling.

Isuzu has also improved the safety features of their heavy-

protective insect screen over the radiator grille to avoid damage caused by stone chips and insects.

The Japanese carmaker will start stocking minimal volume of these heavy-duty trucks, which will be available for indent orders.

PWD ID Registered Social Worker Rovelyn B. Taboclaon of the City Social Welfare and Development (CSWD) says that to date, there are 1,500 PWDs registered with their office and were issued PWD Cards which entitles the holders to discounts in pharmacies, hospitals, professional fees, recreational facilities, and the like. However, not all establishments in the city are diligently complying with the said discounts according to Taboclaon.

To maximize the registration, PDAO and the CSWD have intensified their barangay-to-barangay PWD registration so that more PWDs can benefit from the program.

The requirements for the said registration are: (1) Barangay Residence Certificate, (2) Birth Certificate, (3) 1x1 ID photo, (4) Confirmation of Disability.

Taboclaon also encourages all establishments to honor the discount privi-

leges of the PWD IDs and also encourages all concerned agencies to fully implement and advocate the program.

Sign language Among PWDs, the deaf has more use for a human assistant rather than a device.

Deaf Association of Misamis Oriental Inc. (DAMOR) Executive Director, Hazel D. Bual, said (through her interpreter) that rather than an assistive device, the deaf has much more need for an on-call assistant who doubles as an interpreter. She notes that their disability is not physically visible until they speak using their hands.

House Bill No. 450 was introduced in the Philippine House of Representatives to declare Filipino Sign Language (FSL) as the National Sign Language of the Philippines and to mandate its use as the medium of official communication in all transactions involving the deaf and the language of instruction of deaf education.

According to reports, HB 450 was recently approved by the House of Representatives Committee on Social Services.

Quoting Ampatuan’s lawyer, Salvador Panelo, ABS-CBN news announced nearly midnight that the 74year old Ampatuan passed away at around 10:02 p.m. at the National Kidney and Transplant Institute (NKTI) in Quezon City.

No other details were reported.

When Laguindingan Airport was built in 2007, it was set to international standard to pave the way for global flights. But when it opened in 2013, it was able to accommodate domestic flights only and CAAP classified it as a Principal Domestic Airport Class I. The airport has a single 2,1000 x 45 meter runway which can accommodate four plane landings and takeoffs in an hour. Its 7,1854 square-meter passenger terminal can accommodate 2,000 passengers a day. In 2014, a total of 462,825 incoming passengers passed though Laguindingan Airport disembarking from 6,200 incoming flights.

Converting Laguindingan from a domestic airport to an international one was painstakingly slow. It was only in March this year that it accommodated night flights after navigational equipment was fully installed. Still, there were no red eye flights yet as operations are terminated for the day at 9 in the evening.

Despite that, Mr. Chan was constantly lobbying at CAAP to push for the South Korean international flights citing the large South Korean presence in Northern Mindanao. They rank second among foreign arrivals here with Americans on top in 2014.

By then, Laguindingan would become the 12th international airport in the country.

The younger Andal is believed to have led the armed men who flagged down the convoy of the emissaries of political ally-turned-rival Mangudadatu and herded them off to the massacre site in Sitio Masalay, Barangay Salman in Ampatuan town.

Until their detention, the principal suspects in the 2009 massacre lived in mansions in the country’s third poorest province, in neighboring cities, and even in Metro Manila, traveled with a retinue of heavily armed escorts in a convoy of black SUVs, flew business class, and paid the equivalent of at least two business-class tickets for the handling fees of their bodyguards’ guns flown on board (and several thousands of pesos more for their bodyguards’ tickets).

Each of their purchase, including those of multimillion-peso lots and luxury vehicles, was reportedly paid for in cold cash.

Ampatuan was “arrested” in his mansion in Shariff Aguak (“invited” according to then Executive Secretary Eduardo Ermita) at around 1:30 a.m. on December 5, 2009, a few hours after mrtial law was declared.

He was told he would be brought to the Eastern Mindanao Command camp in Davao City, some 290 kilometers away via Cotabato City.

In Davao City, however, Ampatuan complained of chest pains and was brought to the Davao Doctors’ Hospital, the premier private hospital in the city. After several tests, he was given a cardio clearance for transfer to the camp hospital. He was fetched by military operatives from Davao Doctors nearly midnight December 6 and brought to the Camp Panacan Station Hospital of the EastMinCom in the early hours of December 7.
