CAGAYAN de Oro City-All City Hall and local government workers here would be required to undergo compulsory drug testing, a city official said Monday. City Councilor Roger Abaday, said that a 1997 Memorandum Circular No. 34 of the Civil Service Commission (CSC), requires a compulsory drug test to all government workers either regular, casual, or on a contract basis. Exempt Senior Citizens from paying passenger terminal fees Senior citizens should be granted exemption from paying passenger terminal fees for air and sea travels. We welcome HB 4697 because it aims to provide a twenty percent (20%) discount on all terminal fees in airports, sea ports and bus or vehicle terminal for senior citizens. The bill seeks to amend further Section 4 (a) of Republic Act No. 7432, as amended by Republic Act No. 9994, otherwise known as the “Expanded Senior citizens Act of 2010.”

CAGAYAN de Oro City-The City Council here is filing graft cases against incumbent City Mayor Oscar Moreno for the alleged purchase of lots without the approval of the local august body. City Councilor Prexy Elipe, chair of the city council committee on finance, ways and means, on Monday did not disclose the amount involved although he hinted that Moreno had purchased a lot for a school site worth millions of pesos without the knowledge of the City Council. He said that Moreno reportedly transferred the “Deed of Sale” immediately to the School Division to make it appear that the local School Division purchased the lot. “We are now collating evidences about this trans-
action in preparation for the filing of the graft case against Moreno,” Elipe said. According to Elipe, the city mayor reportedly used the city’s Special Education Fund (SEF) in the purchase of the questionable lots and the construction of the school building. “The city council wrote a letter to Moreno to inquire on the source of the fund in the acquisition of the lot. However, the city mayor only replied that that the City Council has no business asking about the transaction,” Elipe said. While there is a provision that the city executive can disburse the SEF without the approval of the City Council, the city executive cannot enter into a contract without the approval of the City Council, Elipe said. He said that the process involving the purchase of lots by the city government requires an approval from the City Council, which the
City Mayor clearly violated. Elipe said that the City Mayor has given the City Council no option other than filing an appropriate graft charge with the graft court involving the acquisition of the lots without the consent of the City Council. Elipe erred On one hand, City Information Officer Maricel Rivera said Councilor President Elipe erred in saying that the purchase of lots by the city government from the Special Education Fund needs to be approved by the City Council. Rivera said that the Special Education Fund was specifically created by Republic Act (RA) 5447 for local governments to utilize it without necessary legislation. UTUAN City – More constituents from the province of Agusan del Norte have finished the skills training provided by Technical Education and Skills Development Authority (TESDA).
This, after series of graduation exercises and toolkits distributions were conducted recently in different municipalities of the province. A total of 667 trainees from the Butuan City Manpower Training Center (BCMTC) have received training certificate from the Agusan del Norte Provincial Office of the Tech-
nical Education and Skills Development Authority (TESDA). During the recent graduation ceremony held at the city hall lobby here, TESDA-Agusan del Norte OIC-Provincial Dir. Emma R. de Villa has conferred upon the 15 graduates in the Heavy Equipment Operation (HEO)-Wheel Loader.
Another 15 trainees were conferred graduates in the HEO-Hydraulic Excavator, 16 for Massage Therapy NC II, 54 in the Basic Plumbing, 94 in the Basic Electrical Installation and Maintenance, 8 in the Basic Auto-Electrical and 45 in the Food Processing. Under the CommunityBased Training Program, a total of 56 trainees have graduated in the Siomai and Camote Making, 22 in the Burger Patties Making, 108 in the Body Massage, Soap Making – 31, Table Skirting – 52, Footwear Making – 21, Candlemaking – 27, Floor wax making – 31, Nail Care
Services – 48, and Chicharon Making – 24. In her speech, Dir. De Villa pointed out that being a TESDA graduate means a lot. “This simply means that the skills you have acquired are world-class and can compete with other skilled workers around the globe,” De Villa said. As cited in the Official Gazette, data showed that of 7,914 public high schools, the Department of Education (DepED) has identified 5,020 as potential senior high schools expected to accommodate 1.6 million to 2.2 million students. The remaining 800,000 to one million students are ex-
pected to go to non-DepED providers such as private high schools, state universities and colleges (SUCs), and local universities and colleges (LUCs) offering senior high schools. Summer is a time every kid is looking forward to after ten months of learning in the school. It’s a time for vacation, recreation and creative explorations, or just a time to relax for two months. However, not everybody experiences enjoyable summer as others do. Some just stay idly in their homes, watch televisions, or simply interact with gadgets, not gaining something worthwhile. Pupils with reading deficiencies become more inactive with reading because not all parents provide their kids with opportunities to develop the skill at home. Hence stagnation occurs. To address the problem and to bridge the gap between the end and beginning of school year, the Summer reading Camp has been institutionalized in. schools. Recognizing reading as an essential tool for learning, public schools are directed to conduct such activity during summer. This program aims not only to improve slow readers’ reading capability and nurture their love for reading, but also prevent possible summer loss due to non-exposure to reading activities and materials which kids can engross during vacation. Likewise, advanced readers are equally afforded
with various learning opportunities that can enrich their comprehension which is the focus of the said initiative. All subject areas are involved, making it an integrated approach to teaching and learning. Unlike the usual school set-up which takes place within the confines of the four corners of the classro om, enjoyable mind-boggling outdoor activities await learners such as plays, games, videos, and various literary exercises, as this is a reading camp. This year, City Central School, the biggest elementary school in the division of Cagayan de Oro City will hold its Summer Reading Camp on May 4-8, 2015 inside the campus. This years theme, “ Imagine, Discover. Empower” sums up what reading can do: allow children to imagine opportunities that bring them to greater heights; discover new insights and explore endless possibilities; and empower them to be better citizens. Teachers who participate in this event will be granted service credits as this is yet a vacation time which they could have spent with their families. Parents are encouraged to let their children join the affair and turn their summer into a meaningful learning experience.

Teachers have more responsibilities aside from teaching students how to count, write or read. More than that, they are assigned to observe the behaviour of students, and from that, strategized a best method on how to instill knowledge and encourage them to appreciate learning. There are times, however, that classroom interaction is not enough to make students appreciate the beauty of knowledge. Students fail, make a number of absences and more saddening than that, they neglect to go to school again. Thus, it is important that teachers should conduct home visitations. There are many possible goals for these home visits including: bridging cultural barriers, reporting on academic progress, en-
listing parental support to increase academic achievement, and giving parents the tools to do so. This meeting is important because it helps the parent and student become acquainted with the teacher in a non-intimidating way. This visit can also help teachers find out about the needs and interests of individual students and have a better understanding of the various strengths and challenges faced by each student, for them to meet the student and their family in a relaxed setting. Educating youngsters involved understanding the life that they live and how they grow as a person in entirety. It takes so much time and patience, but it is significant for them to be taught easily and effectively.

Reading is an adventure of mind; it is giving a break from the daily routines which provide learning experiences, the hobby that gives opportunity for being quiet, having a peaceful time alone and is the perfect way to relax after a busy day and various pressures of the real world. It is an activity that can be enjoyed anytime and anywhere according to Wawashane, 2012. A reading hobby can keep the mind sharp and continually absorb knowledge. It is a way of learning and gaining new insights or inputs to the readers either the material you read is a fiction or not. There
are no definite genres to choose from, nothing definite can be said as long as it catches attention like light novels and detective stories to philosophical and scientific works, either old or modern literature deserves special attention. So, there is a need to read and appreciate different reading materials. Reading gives an idea of a pleasant past time but many would, instead prefer to hang out in groups at shopping malls, watch movies, play video games or chat over internet chatrooms. These are very expensive activities but many people especially teenagers are doing these kind of recreation instead
of staying in a quiet place and read. So, how many people do actually read? How many students do we find spending time in libraries? It’s sad to say that in today’s generation we seldom find people who value or give importance on reading as a hobby; in fact, it is a good habit that empowers the reader with all kinds of information and facts as emphasized by Yeop, 2010. It is a mere fact that reading had been taught since kindergarten for the purpose of understanding and interpreting the written message correctly. Simple, isn’t it? Then as the child grows older he must develop this reading skill as one of his day to day routines. There is a need for teacher-parent partnership to nurture
this skill to the kids at an early age. Parents have to play a crucial role in developing the minds of the young and nurturing the READING habit that was cultivated at a young age. As an English teacher, one of the least mastered skills of my students is reading comprehension. I think their reading skill is not fully developed at an early stage. That’s why I recommend reading hobby for them to comprehend any reading materials. Make it a habit by doing it even 10-15 minutes a day. Spend your leisure time in reading. It would bring you anywhere as a traveller travels to any part of the world, since it is an adventure of mind.
