Philippine Eagles-NMR1 conducts seminar-workshop

THE Northern Mindanao Region-1 (NMR1) of Philippine Eagles through its Philippine Eagles Institute of Leadership (PEIL) prepared its more than a hundred members for future leadership tasks through conduct-

ing a seminar-workshop. It was held last August 31 in one of the business hubs in Cagayan de Oro City.

The seminar-workshop aimed to inculcate the members about doing planning programs and conducting orientation seminar and general membership meeting in their respective

clubs. The Philippine Eagles’ NMR-1 has 27 clubs under its roof and handling more than 1500 members.

NMR-1 Governor Gilberto Cortez stressed that activities like this is important towards inculcating the value of leadership among Philippine Eagles’ members.

Cagayan De Oro City, we are not alluding to the Church involvement in local politics, as a whole. While there are few church leaders who are exerting political influence among the local parishioners, these few might have their own personal reasons. Perhaps, they do not want to believe that the “unscrupulous politicians” are using them.

or chair various bodies in the guise of social awareness programs. After all, with the shower of privileges and the thought being close to the power-that-be, the Church believes it has a duty to protect its interest too.

About three months ago, some speakers from Manila and other parts of the country came to Cagayan De Oro City. The team of speakers held lectures on the strengthening of faith at the Social Action Center in the St Augustine Cathedral compound. The participants to that lousy lecture were members of a Catholic charismatic movement (perhaps, a substitute of the CFC that has technically ceased to operate).

The participants expressed the excitement that these “imported” speakers could provide new teachings to bolster their Catholic faith. The dedication and loyalty of the leaders of the local Catholic charismatic

movement are beyond reproach. These reformed lay workers of the Church have exemplified patience and obedience that they just simply keep their mouth shut!

However, the speakers reportedly ruined the expectations of the participants.

The gall of one of the lecturers, probably an elevated officer of the movement since he traveled around the country to spread the Gospel of Politics, inserts identifiable politicians in between lectures. He would talk about graft and corruption in the government and then, using a power point, flashed images of politicians he would accuse of being corrupt. Not contented, the speaker would remind participants that the politician alluded to should not get the support of the movement.

THE Church should distance itself from politics.

While it is true that the Church has a social obligation, its obligation should focus on alleviating the spiritual enrichment of its parishioners. It should not dip its fingers on politics.

Doing so would only divide the beliefs of the believers because the parishioners do not necessarily support the Church’s political beliefs, if any.

In fact, the principal reason of the disintegration of the “Couples for Christ,” (CFC) one of the most popular catholic charismatic movements in the 90s in Cagayan De Oro City, was the encroachment of politics in its ranks. The CFC members complained that the CFC leadership forced them to vote for a senatorial candidate. Well, that incident has eroded the credibility of the CFC that it gradually crumbled.

We realize that human beings are weak in some cases, but strong in other cases. Being weak is due to having no self-confidence.

This self-confidence is that a status is not merely measured by the wealth. A status is not solely measured based on the prize possession.

If a nation does not have such self-confidence they will be easily dragged into seeing money as the most powerful in life. These are the weak human beings.

Others can be strong because they believe that the status can be measured by other factors, not money.

They try to search anyone’s wealth.

For example, how the money someone gets. How the wealth someone possesses. How the prize possession someone grabs.

When they have investigated it and found the evi-

dence, then they either appreciate or evaluate money or wealth. It depends on the evidence they think good or bad. Integrity someone has can show where the money and wealth or prize possession he grabs from.

These are the strongest human beings.

The above models of the two different people groups are, now, in our live game.

We can become either of them with the risks we realize to take but please never regret! We can decide who we are. We can judge how our personality is. We can also define what kind of human beings we are. That is so simple. We do not need to study in the best university to understand the play makers in politics. As the previous memory, track records are the best language to tell the nation about the candidates of leaders we have now. A socialization of this understanding of the whole nation is very important. This is a critical problem everywhere and anytime.

But, for the candidates, it is also important to judge themselves by holding the philosophy of an ideal leader. The philosophy is that it is better to live one day as a lion than a thousand days as a lamb. (A Roman proverb).

When he or she has been indebted too much for his

party or certain cronies, he or she must do things differently. This is a live game, but the whole nation is the priority if our nation life needs to be better. We have lived in long decades with the same symphony with the same orchestra on the same stage. No one wants to stumble again and again!

Only the greedy people who want to enjoy glamorous life while ignoring the rest who live in powerless condition.

Start this idea now! Go ahead now! Be more cognizant to perceive anything!

Ignore our sense of vision!

But, increase our sixth sense of perceiving the surrounding! Money is “beautiful” but behind the money, how to get it is more beautiful.

By having this philosophy, we have made our days worthwhile.

AGAYAN DE ORO CITY – The Micro Small and Medium Enterprises (MSMEs) is the country’s main engine of economic growth especially in the ASEAN Economic Integration (AEC) this year.

According to Lodie Cadiz of the Department of Trade

and Industry (DTI) region 10 during the Multi-Stakeholder Advisory Committee (MSAC) meeting of the Department of Interior and Local Government (DILG) Local Governance Resource Center region 10, their focus is to capacitate MSMEs to be competitive in the AEC.

In 2014, Cadiz said that a total of 74 Shared Service Facilities (SSF) projects were approved in region 10. Also, there have been 1,500 clients served at the Go Negosyo Center in Cagayan de Oro City since November 2014.

And DTI has conducted 41 runs of the SME Roving Academy with a total of 2, 016 participants in the

Davao to host ICT event for BIMP-EAGA’s LIVEX

AVAO CITY- This sprawling southern Mindanao city will be the venue of Livelihood Exchange (LIVEX) 2015 this August 18-21.

According to Wit Holganza, organizer of the event, they are expecting about 5,000 people to attend the different activities of the event which tackles various Information Communication Technology issues and concerns in the BIMPEAGA (Brunei-IndonesiaMalaysia-Philippines East Asean Growth Area).

One of the main activities is the CEO forum where about 300 CEOs Conference and Exhibit from across the BIMP EAGA region is

slated to attend. It will be held on August 19 at the SMX Convention Center with Senator Paolo Benigno “Bam” Aquino IV chairperson of the Senate Committee on Trade, Commerce and Entrepreneurship will be the keynote speaker.

The topics in the CEO conference are titled “Steering Asean for 2015 Integration: ICT Development Initiatives in the Bimp-Eaga Subregion,” “Innovation and Entrepreneurship: Toward Building a Business Startups Ecosystem in Mindanao and Bimp-Eaga Development Corridors,” “Women in ICT Development” and “Electronic Commerce Platform for the Asean Economic

IGaCos given thumbs up during quake drill ISLAND GARDEN CITY OF SAMAL -- The IGaCoS Nationwide Simultaneous Earthquake Drill Evaluators gave an outstanding grade to the 7.2 Earthquake Drill conducted by the City Disaster Risk Reduction and Management Council coordinated by CDRRM Executive Officer Janus Rafailes.

CAGAYAN de Oro City-The Bureau of Customs in Region 10 (BOC) will soon dispose the used clothings (Ukay-ukay) it seized from the Mindanao International Container Port Terminal (MICPT) in Tagoloan, Misamis Oriental last month.

Alvin Enciso, BOCCDO-CIIS chief, said the agency was able to stop the release of 21 units of 40-footer container vans that were filled with ukayukay last month. The shipment was estimated to be worth P52,500,000 in the market.

The shipment entered and was intercepted at the Mindanao International Container Port Terminal (MICTP) in Tagoloan, Misamis Oriental, which is a sub-port of the Cagayan de Oro port.

“By virtue of the 21 alert orders issued by Customs

Deputy Commissioner Intelligence Group (IG) Jessie Dellosa, we were able to hold on to the shipment,” said Enciso.

“The intensified vigilance against smuggling of the CIIS in the port of Cagayan de Oro paid off. We had set a new record in the BOC in terms of the number of apprehended container vans of used clothing. Under the guidance of DepCom Dellosa, we would surely do our best to accomplish more feats in our future operations,” Enciso added.

All the 21 container vans were issued with Warrants of Seizure and Detention (WSD) and Forfeiture Orders given by Attorney Ruby

the importation of ukayukay is already a violation in itself, the CIIS also discovered “insertions” of other items in the 21 container vans that were not mentioned in their respective Import Entry documents.

“We discovered that some ukay-ukay smugglers ventured into a new modus operandi. If before, the declared items were a complete falsity, now, they admit that it is a shipment of used clothing, except that they failed to mention some of the contents,” the CIIS official added.

Meanwhile, the BOC-10 is set to auction this month the imported sugar it seized at the MICPT.

Group says Aquino overlooked environmental issues in Sona A GROUP of environmentalist expressed frustration over how President Benigno Aquino III’s skipped reports on some key environmental issues during his last State of the Nation’s Address (Sona) on July 27.

At that time, thousands of people died in coastal areas facing the Moro Gulf.

The Philippine Institute of Volcanology and Seismology (PHIVOLCS) website listed 3,351 dead, 1,379 missing, 2,227 injured, and 43,534 left homeless in the calamity.

It said the extent of damages to life and properties was high due to the fact that it happened just after midnight and the tsunami caught the people unaware.

“More than 200 people died here, including my father and relatives. Dead bodies littered around. Others were found 40 to 50 days later,” Norhaiya recalled.

THE field of architecture emerged from man’s survival instinct to seek shelter from the hazards of the natural environment.

Over time, the architecture has come a long way from the caves of the earliest people to the bahay kubo of the preSpanish era, then to the bahay na bato of the Spanish time, and to the buildings seen now in the modern age. After all of these, the question remains, are the buildings that are supposed to provide shelter and protection really safe? What is a safe building? What building should withstand the test of time, especially times of natural disasters?

To an architect, the hospital should be a safe place in times of disaster. Considering the country’s long history of destruction and deaths from earthquakes, typhoons and floods, it is the hospital that can provide shelter and health to everyone. It is where healthcare workers are stationed.

It is also where life-saving equipment is available. It must, therefore, be the last building standing.

In the Philippines, some of its health care facilities poorly dealt with a multitude of hazards, both natural and human-generated.

Sadly, the ability of the hospital to endure the wrath of any disaster, a characteristic that should be intrinsic to its physical structure, is overlooked and even compromised for aesthetics and construction cost.

Fortunately, some architects in the private sector are researching about the nature of such hazards and their effects on health facilities as it can be the key to unlocking the concepts behind architectural and engineering guidelines for building new health facilities that are safe from disasters.

Every day, major health facilities all over the country drown in the crowds of patients demanding immediate medical attention. How much more during a disaster?

In the event of disasters and emergencies, an even bigger crowd is to be expected and thus, a faster but equally efficient medical response is crucial. If the hospital itself becomes a victim of the natural disaster, the whole community will suffer. The breakdown of any health facility in such event is a disaster in itself and the aftermath could potentially be tragic.

Minor interruptions in a health care system may cause major disruptions in medical functions and the nonstop provision of health care services. Hence, the health facility must become a place where medical care is continuous and can be provided to victims without delay.

Safe health facilities, therefore, are required and this starts with the technical expertise of the architect. The cause to provide awareness on safe hospitals is more than a medical issue. It is a pressing concern in architecture that has to be addressed properly.

There are, generally, three ways to make a hospital the safest place to be in during a disaster.

The first approach is to check that architectural details and methods of construction of the past are still used in this day and age.

Despite many encounters with earthquakes, typhoons and floods, the nation’s century-old churches still exist, a testament to the quality of architecture and construction of the old times. Next, maintenance is the key to long life.

If the human body needs a habitual dose of physical activity to keep it strong, so does a building. Heritage buildings surely hold a regular schedule of general cleaning, repainting, re-finishing, re-screwing and others.

Thirdly, ensure that, no matter the age of the building, it follows the latest building codes. Keep in mind that building codes are updated every so often. Currently, because of the revised structural code, newly-built hospitals are made to be 50% stronger than the old ones.

For this reason, retrofitting of old structures is a must.

Solon wants Aug. 2 declared as Butuan City Charter Day

UTUAN CITY – In pursuing a meaningful celebration of Butuan City Charter Day, Agusan del Norte First District Rep. Lawrence Lemuel H. Fortun has submitted a bill seeking to declare August 2 of every year as Butuan City Charter Day to be known as Adlaw Hong Butuan.

The proposed measure under House Bill No. 5061 entitled “An Act Declaring August 2 of every year as Butuan City Charter Day and a Special

Non-Working Holiday in the city to be known as Adlaw Hong Butuan.”

In his explanatory note, Fortun said that “Butuan became a political entity in 1907 through the enactment of Act No. 1693 and a city by virtue of Republic Act No. 523, otherwise known as the Charter of the City of Butuan which was signed into law on August 2, 1950. Education Secretary felt pleasure to see all the support of the people from Mindanao thereby he strongly emphasized that the implementation of K to 12’’ IS JUST ONE LAST MILE AND WE CAN ALMOST SEE THE FINISH LINE.’’ This statement have reminded me of its first year of implementation where the universal Kindergarten started in SY 2011-2012 and private Kindergarten Schools filled with fears to decrease their enrolees gradually for a period of time.

from page A1 Roman Catholic Church hiring political drum beaters to discredit and endorse politicians? According to a Roman Catholic priest, the Roman Catholics are losing followers compared to the growing number of followers of the other religious sects in the country.

Well, now one realizes why this is happening.

In Cagayan De Oro City, the politicians and their supporters are even using the names of Archbishop Antonio Ledesma, the head of the Roman Catholic Archdiocese and the Rev. Fr. Roberto Yap, the president of Xavier University, in pursuing a political agenda disguised as “social responsibility program.”

We have no idea if the Archbishop Ledesma and Rev. Yap has allowed their names to be used to campaign for an obvious political agenda.

Whatever, the people, especially the parishioners, should understand that politics is not part of the doctrine of the Roman Catholic Church. Thus, the use of the names of known Church leaders by politicians and their allies is but another form of political misrepresentation. The church should not allow these things to happen at the expense of the parishioners.

farmers start to harvest, the next thing they will do is to develop a Mindanao brand.

The Philippines has a shortage of around 40,000 metric tons (MT) of cacao, which have to be sourced from Malaysia and Indonesia.

Despite the shortfall, the country has been exporting around 2,500 MT a year out of the 12,500 MT total annual production.

Around 70 percent of the country’s cacao supply comes from Davao Region, which has 21,000 hectares planted to the crop. Davao City has 6,200 hectares, while Davao del Norte has 5,900 hectares.

With the Double-Up Program, CIDAMI is looking at bringing the production level to 200,000 MT by 2020 with 2 million hectares planted to cacao. The original target set was 100,000 MT in 1 million hectares.

Lopos said they will hire industry practitioners to do the monitoring on all crops starting next year in order to ensure that a sufficient supply will be attained by year 2020.

To her recollection, the big earthquake on August 17, 1976 occurred just shortly after midnight, and lasted a few minutes.

As the shaking intensified, people were yelling and crying, and rushed out of their homes situated along the coast of Kusiong beach.

Then someone yelled “Tidal wave!” as the sea water receded then suddenly rushed back. Huge waves crashed into the coast, destroying anything and everything in its path. Everybody, including Norhaiya, rushed to the mountain about 500 meters away from the coast. Others did not make it and perished.

In Thursday’s replication of the calamity, residents sounded off the alarm using a traditional bamboo instrument. Residents rushed away from the shoreline toward the mountains using the safety route advised by the organizers.

A few minutes later, first responders – composed of personnel from the military, police, Bureau of Fire Protection and rescue groups – arrived.

A horrific scene greeted the responders. Motorboats and bancas turned upside down, houses destroyed, people crying for help while others were out in the sea.

In the aerial shot of GMA News, rescue workers hauled fisher folks, men and women from the sea. Many were “blooded,” others motionless.

Rescue personnel applied first aid as fast as they could while others established emergency hospitals where the “wounded” were treated.

There is also a place where those who played dead are settled in one place for proper identification of relatives.

The simulation was skillfully carried out by representatives from various government agencies of the Autonomous Region in Muslim Mindanao that composed the Regional Disaster Risk Reduction and Management Council (RDRRMC).

Engr. Rainer Amilbahar, PHIVOLCS-Cotabato station head, said the simulation was very significant because it provided the locals the basics of what to do in time of calamities like earthquake and tsunami.

“My initial assessment is very good. As all of us witnessed, the local people followed the instructions on what to do and where to go as escape route,” Amilbahar said.

Ramil Masukat, executive director of ARMM Humanitarian Emergency Response and Action Team (HEART), said two things are vital in a situation like this.

“We should prepare more on the aspect of communication and coordination, especially in areas where mobile phone signal is absent,” he said.

Philippines through Office of Presidential Adviser for Peace Process (OPAPP) that intend to respond and strengthen peace building, as well as reconstruction and development on conflict-affected areas. It is being implemented through partnership with different government agencies. In terms of livelihood, it engaged with DSWD. Thus, PAMANA has become a special project under Sustainable Livelihood Program.

In Region 10, there are about 122 barangays from 5 municipalities, all from Lanao del Norte that are recipient of these projects. PAMANA areas are selected and prioritized based on data provided by local government units and security sector.

Summing up, these are emerging MNLF areas that need further development, areas affected by and vulnerable to armed conflicts as validated through assessments and consultations with the LGUs. Each barangay of municipalities of Pantar, Baloi, Munai, Sapad and SND are given P300,000 project fund for each tranch. The livelihood projects are divided into 3 tranches. First cycle of implementation has been implemented in the year 2013 and completed early on the following year. Second cycle was implemented on 2014 and where most of the projects were finished just earlier this year.

The third tranch is expected to be implemented next month.

These 3-c ycle projects amounted to P109,800,000.

Other than this, each barangay will be given incentive of P50,000 at the end of this 3-year duration projects.

SLP-PAMANA projects are community-based projects built through the lead of each barangay’s SLP Association who identifies livelihood projects that would likely solve the most pressing needs of their barangay comes to income-generation.

These projects could be in Production or Consolidation Units mode. For production, projects might be manufacturing or processing facilities. Consolidation Unit, on the other hand, could be projects in form of acquisition and consolidation of goods from suppliers; selling, supplying and distributing goods, or transport facilities.

Noong wala pa po ang handtractor, dalawang beses lang po kami makaka-harvest, ngayon po’ng meron na’ng hand tractor, tatlong beses na po. Mas mabilis na po ‘yung taniman,” she said.

She also stated how SLPPAMANA has helped her and the community, and how it has cause big change. For this program required them to learn necessary processes such as social preparation, project identification, capacity building and project proposal preparation, and project review, they learned to value camaraderie and work as team. The community has learned to gather, organize a group and implement the project together with unity. “Noon po, kanya-kanyang buhay lang po kami. Nang dumating ang SLP-PAMANA, natutunan po namin kung ano dapat gawin para umunlad ang asosasyon namin.”

She herself also justified how this program has change her view as a person. She said that being a 32-year old womanpresident of their association made her declare that “meron pa pala akong ikakahalaga bilang babae.” Though she finished 2 years from her course Midwifery from a college in Iligan, she has six kids to take care for that stopped her to pursue a higher opportunity from this course. Adam added that the program has strengthen community development, increased participation among women and acquired quality participation from fellow Maranaos. It has also offered holistic approach of minimizing conflicts and made them realize that development can happen if they worked together as community. The barangay Matampay has been one of the war-torn areas that experienced devastation last 2010 and even periods before that. It is also the former location of one of the three biggest MILF Camps.

Their project for the second cycle is a unit of Solar Dryer that had been completed just last February. Whenever their cheque will be released on August, they are planning to purchase a vehicle to be used on hauling their produce.

Munai Municipal Mayor Muammar Jhon S. Maquiling expressed his gratefulness for the coming of SLP-PAMANA in his place. He proudly told the visitors, including the ones from DSWD-Central that Munai is a safe town and people are peace-loving. However, he also admitted that there are more areas of Munai that are in need of development. Thus, he hoped that OPAPP and DSWD would consider his town for future projects.
