DAVAO CITY (MindaNews) – Bayan Muna’s Carlos Isagani Zarate, a journalist before he became a lawyer in 1995 is one of at least 67 Mindanawons in the House of Representatives.
In the 24-member Senate, the number of Mindanawons remains at two — Teofisto Guingona III and Aquilino Pimentel III. The 46-year Zarate, who took his oath of office before Judge Virginia Hofilena-Europa on Friday afternoon at the Garden Oases Convention Center, joins seven other party-list representatives who are Mindanawons and 59 others who are representing their congressional districts. “Bayan Muna shall stand
astride with the people, inside and outside the (House of Representatives) to push for decent living wages across the board, for gainful employment and social security, for human rughts and social equity, and for genuine national development thru land reform and national industrialization,” Zarate said. EMB-DENR, POCAP confer awards on STEAG State Power By BONG D. FABE
CAGAYAN DE ORO CITY—The Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) and Pollution Officers Control Association of the Philippines (POCAP) have conferred two environmental awards on energy firm STEAG State Power, Inc. (SPI) recently.
The awards made SPI the only Mindanao-based energy company to receive such distinction. SPI, which operates the 210-MW Mindanao CoalFired Power Plant at the PHIVIDEC Industrial Estate (PIE) in the municipalities of Tagoloan and Villanueva, Misamis Oriental, received from EMB-DENR and POCAP the Outstanding in Compliance Monitoring Report (CMR) and the Outstanding in Compliance and Validation Report (CMVR)
awards “for exceeding the standards for self-monitoring and reporting under the Philippine Environmental Impact Study (EIS) System” during the 1st National Convention on the Philippine EIS System at the Manila Hotel. The awards specifically cited STEAG “for demonstrating sound and scientific approaches and coherence, and for its technical comprehensive and impressive communication of monitoring results, in a manner that elevates it as a model for other CMRs.” The award is EMB’s way of promoting excellence in the Environmental Impact Assessment Reporting in the country. It also showcases the best examples of EIA reports following well-established scientific approaches, comprehensiveness and effectiveness, said EMB-10 Regional Director Sabdullah Abubacar. The award was received
by Jerome Soldevilla, SPI communication officer, and Francis Libao, SPI environment officer. Apart from setting the standards in environmental reporting and transpar-
ency by pioneering an online Continuous Emission Monitoring System (CEMS) in the country, STEAG has also set-up an independent and empowered Multi-Partite Monitoring (MMT)

tens of thousands of people since SMI was showing “insufficient respect for the rights of the affected population.” The 88-page report Human Rights Impact Assessment of the Tampakan Copper-Gold Project, released last week, said that the SMI project would require the destruction of large pristine forests, pose a serious risk to the local water supply, and require the resettlement of approximately 5,000 indigenous people. “About 5,000 indigenous people would be relocated and their traditional land destroyed. The mine would also threaten the water supply of tens of thousands of people,” Fr. Joy Pelino, director of the Social Action Center of Marbel diocese said in a release. The Tampakan mine is the biggest open pit copper and gold mines in Asia, comprising some 28,000 hectares of land. SMI is reportedly pouring US$5.9 billion to the project, which is estimated to yield
360,000 ounces of gold and 375,000 tons of copper per year. The mine is planned to go into operation in 2019. “[The] human rights to selfdetermination of indigenous peoples, to food, water, health, life and physical integrity are at stake,” the report said, adding that SMI has contravened its obligation of due diligence. " According to Wikipedia, “due diligence may refer to the process of research and analysis that takes place in advance of an investment, takeover, or business partnership. The potential investor generally uses in-house resources or hires a consulting firm that specializes in due diligence and corporate investigations to investigate the background and principals of the target company. A due diligence assignment generally includes reviewing press and SEC filings, checking for regulatory and licensing problems, identifying liens and judgments, and uncovering

SMI threatens human rights in Tampakan A SUBSIDIARY of the Zugbased giant Xtrata group is threatening the basic human rights of indigenous peoples in a mining site in South Cotabato province in the southern Philippine island of Mindanao. Sagittarius Mines, Inc. (SMI) of the Glencore-Xtrata group plans to exploit Asia’s biggest copper and gold mine in the municipality of Tampakan despite vehement opposition from various quarters for its impact on the indigenous peoples community and the environment. A study commissioned by three Swiss and German non-government organizations (NGOs) MISEREOR, the Swiss Catholic Lenten Fund and Bread for All, and carried out by the Institute for Development and Peace (INEF), based at DuisburgEssen University in Germany said that the Tampakan mining project threatens the lives of
civil and criminal litigation matters. Sophisticated investigators will also search for conflicts of interest, insider trading and press and public records that identify problems that may have occurred under the principal's watch.” But due diligence is voluntary. Bread for All General Secretary Beat Dietschy stressed in a release that the Tampakan example shows that voluntary standards alone are not enough. MISEREOR, Lenten Fund and Bread for All, through the report, called on SMI and the Aquino administration to “enter into an honest dialogue with the people concerned – that could even lead to dropping the project.” They also urged the Swiss federal government to take action and introduce binding standards for Swiss companies over human rights. “Swiss companies have to respect all human rights, all over the world,” Dietschy said. Dietschy also said that the Swiss federal government must take action and lead the campaign for rights without borders even as he urged for legislation so that due diligence becomes a binding standard for corporations. Lenten Fund human rights expert Daniel Hostettler said in a statement that “a mix of government failure, a poor and marginalised population, and armed conflicts are the worst possible preconditions for operating an open-cast mine of these dimensions.” Development policy expert of MISEREOR, Elisabeth Strohscheidt, stressed that “the rights of the indigenous population to freely decide on the operating of mining projects in their territory must be respected.” Glencore-Xstrata owns, through its Australian Xstrata subsidiary, XstrataCopper, 62.5 percent of SMI. smi | page 8

Aeta courtship and wedding: the Ibanag way First of two parts By Oliver T. Baccay of PIA, Region 2
Aeta tribe is one of the original indigenous inhabitants of the Philippines. In Cagayan Valley Region, there are lots of them still living in the mountains. But nowadays, many of them are already blending with the mainstream society, living with the culture of the common people and even adopting the global trends. In the previous years, Aetas do not live with the common people, nor value
education or civil ways. That is why majority of them are unregistered - during birth, wedding and even deaths. In this region, it is only in the1990s that they started immersing themselves in civilization. There were no records of Aeta couple who exchanged vows in public or registered with the local civil registrar. There are also no record and documents on their courtship practices, culture and tradition. All records show only their traditional way of daily living.
In Penablanca, Cagayan, a newlywed Aeta couple marked a history as the first to stage a night and day wedding in public, the first registered wedding at the local civil registrar and the first documented Aeta love story and courtship. April 27-28, 2013 were the special and unforgettable days for Angel Gamata and Angelo Mondejar. These were the days when they wowed to God and the public to live together in richer or in poorer, in sickness or in wealth, and till death do they part.
The days when they proved that they can live normally like others and can celebrate wedding like the others. The couple make up one beautiful and extraordinary love affair. Theirs is not the traditional way but it embraced global trends. Their love story could be a theme for a teleserye, a telenovela or a romance film. Angelo Mondejar, 19, lives within the established Aeta community at Penablanca, Cagayan – the known Caving Adventure

IDAPAWAN City–– The Peace and Conf lict Journalism Network (Pecojon) has called on authorities in the Sulu archipelago to convene a crisis committee for the safe release of two independent filmmakers-sisters Linda and Nadjoua Bansil—who were abducted last Saturday. In a statement, Len Manriquez, Pecojon’s acting national coordinator and chief of operations, said the Bansil sisters are both members of Pecojon. Superman, the iconic American hero fighting for social justice and the American way of life, was born as a comic book character more than 70 years ago. Over the decades, the character evolved into a hero on television and in the movies. Now, Man of Steel, the latest film on the superhero’s exploits, gives Superman a 21st century makeover. Superman’s character rests on his dual nature. He was born as Kal-El on the planet Krypton, which was destroyed right after his parents launched him to Earth. Allusions to the story of Jesus are threaded through Man of Steel. Kal-El, now known as Clark Kent, is adopted into a humble human abode in Kansas and, like Jesus, is 33 years old when he faces mortal danger and humankind’s mistrust. Howard Marshall, the manager of “AfterTime Comics,” an established comic book store in the Washington, D.C., area, believes the character of Superman transcends Christian tradition. “One of the reasons we in our culture have a need for these superheroes is because it’s like modern mythology,” Marshall said. There are other interpretations. Some religious commentators and pop culture articles contend Superman has Jewish origins. They liken him to Moses, and point out that “Kal-El” sounds like the Hebrew words which mean “voice of God.” Marshall disagrees. He says though Superman’s creators, Jerry Siegel and Joe Shuster, were Jewish, they did not infuse any Jewishness into the superhero, at least not purposefully.

A letter of Korean soil scientist Dear Philippine friends, I am working in Cagayan De Oro City for KOICA project of microbial organic fertilizer and mushroom cultivation at MOSCAT and Claveria Experiment Station DA. I want to remind the Filipinos of the Korean War on June 25 in 1950. I was only 7 years old and first year in elementary school at that time. We have not enough food and clothes and the poorest country in the world. I am very thankful to the Philippines that sent more than 7 thousand soldiers and fighting against communist North Korea for our freedom and democracy. Your young soldiers fought in a very difficult condition, such as severe cold winter they never experienced in
the Philippines. If your country did not help us, I am not sure I am alive now. After Korean War, Philippines continuously help Korea to develop economic situation. We are now developed from the poorest country in the world during 1960’s to industrial advanced country as the results of your help. I want to introduce our experiences, how much I work diligently and how to contribute to our country’s development to you. The culture of impunity
WE have real issues that need attending to should we maintain a sustaining freedom with this democracy. The past election unfortunately provided extended mandates to many making matters worse with dynasties metastasizing on the national levels. It is no longer confined to local government where fiefdoms have ruled for decades but now with Harry Tambuatco senators and their families ruling the country. Then there are the convicted, the felons and many with existing graft and corruption cases that were not only allowed to run for office but won. Congress as it is is full of politicians with dynasties. How are we to correct this impunity of corruption and the violations towards a constitution they are supposed to up hold with direct reference to Article II Section 26? The answer is we do not especially with this lot. The problem most say stems from the President whose dynasty has been made the supreme example. The politicians have followed the example of the President coming from a dynasty himself. We have regulators supposedly created to place a check on abuses by government officials; problem is today they too run scared of these powerful politicians who are now above the law. Violations towards our laws are commonplace and the courts are running scared with their tails between their legs. Ergo, the culture of impunity!
The masses are indifferent to all this with their issues of having to feed themselves considering the rising prices for food, water, security from the police, increasing utilities and government taxes. There is no sustaining program for mass housing with jobs disappearing for less money to boot. Incompetence has made matters worse with no infrastructure and development other than the boast of Malacanang that the economy is improving due to the stock exchange which has tumbled and the perceptions of the outside world that the Philippines has turned the corner. The problem is which street is this corner? Ask any decent Joe on the street and he will be quick to point out his misery. There are no social nets and none in the offing. The people have spoken and their decisions we suffer the next three years. And should all things remain the same after another three, we continue to suffer another three. The biggest losers of course are the poor. Blessed are the rich in this scenario who can idly stand by and criticize and do nothing. What they don’t realize is they have carved out a future unfit for their children and children’s children. These selfish attitudes have increased the securities in their village enclaves to keep the poor sobs out especially in their country clubs. But hang on isn’t this the same everywhere else in the world? The rich take more and more and the poor, give them their religions. This is what the culture of impunity will result to… in-equitability for sure.

Manriquez said that Rajim told her that they were not able to stop the kidnappers from taking the sisters. “The kidnappers were armed and the SSDIs were not. He also said that they insisted to be taken as well but the kidnappers only wanted to take the two ladies,” she said. Manriquez also cited an article from the Manila Bulletin, written by reporter Edd K. Usman, which denied reports that the Bansil sisters are working as press relation officers of the sultanate. The Bansil sisters, according to Manriquez, are independent filmmakers and “human rights defenders.” “Their films are based on issues on human rights, the Moro culture and extractive industries such as mining. They are Moro women concerned on the plight and preservation of the culture of the Moro people,” she explained. The sisters, although born to an Algerian father, have settled in the Philippines since 1982. “Both are already Filipino citizens,” said Manriquez, quoting Muhammad, the sisters’ youngest brother. In 2012, the Bansil sisters produced “Bohe: Sons of the Waves,” a film that tells the story of a group of Badjaos who found a home in a tiny patch of land in southern Luzon they called “Badjawan Island.” Bohe, the first ever film on Badjao, was screened in the 2012 Cinemelaya Philippine Independent Film Festival and in the Cebu Documentary International Film Festival. This year, Bohe was nominated in the Gawad Urian Awards. Manriquez said that for a long time, Nadjoua has been eyeing a story of coffee growers in Mindanao. “When the contacts were established, she decided to take her sister Linda with her to shoot the film,” she added. City, a former professor at the Ateneo de Davao University, has been representing Gabriela Women’s Party since 2007. She will be representing Gabriela again for a third term in the 16th Congress. Bello’s rise to national prominence began in Davao City during the fight against the Marcos dictatorship, after the assassination of President Aquino’s father, Ninoy in 1983. Hope for better quality education

ARE the graduates of Philippine basic education mature enough to proceed to tertiary education or to start looking for jobs? Are they at par with their counterparts among ASEAN neighbors? These are two of the many questions about the products of the Philippine basic education. A case study was conducted in Laguna among high school graduates being employed in some of the multinational companies in processing zones abounding in the area, it has been found out that most of the graduates are in the 16-year old bracket. These young high school graduates lacked the skills required of them as well as their maturity level. The Philippine basic education is on a 10-year process while most of the ASEAN countries and the first world countries are implementing a 12-year program. There was a time that the Philippines participated in the international science and math competition. The outcome was a sad reflection on the quality of the basic education. The country was among those ranked at the bottom. Luckily, the government through the Department of Education converted the 10-year basic education to a 12-year Basic Education Program that is from Kindergarten to Grade 12. With this scheme, by structure, the country’s basic education is now parallel with the basic education programs of other countries. It is with hope that real decongestion in the current heavily congested system will be addressed. During pre World War II and even during the 1950’s, there are already grade 4 pupils who are good readers and conversant in English. They also had the strong foundation in Math. With the advent of the K to 12 Curriculum plus the real essence of decongestion of learning areas, the Philippine basic education can attain the long-sought cry for a better quality education. 54th Araw ng Lanao del Norte

s part of GMA Network, Inc.’s continuing expansion, GMA Northern Mindanao reaches the province of Lanao del Norte, as it partners in the celebration of the 54th Araw ng Lanao del Norte on June 28 to July 4, 2013. Last June 19, 2013, GMA Northern Mindanao Station Manager, Ms. Armi E. Sobremisana and Provincial Governor of Lanao del Norte, Hon. Mohamad Khalid Quibranza Dimaporo, with the presence of GMA Northern Mindanao representatives and LGU, signed the Memorandum of Agreement for its partnership of the Araw ng Lanao del Norte. The 54th Araw ng Lanao del Norte officially opens on June 28 with a Grand Parade, booth competition and Agri-aqua, Livestock and OTOP Fair. Highlights of the week long festivities includes Search for Miss Lanao Del Norte 2013; PGDLN Run for a Cause and Fireworks display. The Kapuso Network on the other hand will bring in guest artists
to further liven up the festivities. R&B prince Kris Lawrence and Ms. Philippines World 2006 Anna Maris Igpit will grace the Ms. Lanao Del Norte Coronation Night on July 2. Kapuso Star Ryza Cenon will run for the PGLDN Run for a Cause activity on June 30. And, the people of Lanao del Norte will have a fun-filled night on June 29 as GMA Network Inc. stars stages at the KAPUSO NIGHT with Kapuso Stars Katrina Halili, Ryza Cenon, Mike Tan and Carl Guevarra at the MCC Gymnasium. These series of events aim to showcase the people and the products of the province. The partnership will further promote Lanao Del Norte as an interesting destination in Northwestern Mindanao.
Steag is outstanding in environmental reporting
Villanueva, Misamis Oriental – Energy firm STEAG State Power Inc. (SPI) is conferred with two national awards by the DENR Environmental Management Bureau (EMB) and the Pollution Officers Control Association of the Philippines during the recently concluded 1st National Convention on the Philippine EIS System at the Manila Hotel. Steag received the Outstanding in Compliance Monitoring Report (CMR) and the Outstanding in Compliance and Validation Report (CMVR) Awards, citing it "for exceeding the standards for self-monitoring and reporting under the Philippine Environmental Impact Study (EIS) System. EMB 10 Regional Director Sabdullah Abubacar who is also concurrent chairman of the MultiPartite Monitoring (MMT) Team for the 210 MW (net) Mindanao Coal-Fired Power Plant said that the award is EMB’s way of promoting excellence in the Environmental Impact Assessment Reporting in the country at the same time showcasing best examples of EIA reports following well-established scientific
approaches, comprehensiveness and effectiveness. The awards specifically cited Steag “for demonstrating sound and scientific approaches and coherence, and for its technical comprehensive and impressive communication of monitoring results, in a manner that elevates it as a model for other CMRs". SPI joined the ranks of three other companies in the country to be recognized and honoured, and the only Mindanao-based company to receive such distinction. CAGAYAN de Oro City - The Department of Agriculture – Regional Field Office 10 (DA-10) through the Regional Agriculture and Fisheries Information Division (RAFID) will hold a School-on-the-Air (SOA) program on Cassava Production, Post Harvest Handling and Processing starting July. “This undertaking will enable cassava farmers and other agricultural stakeholders to increase their production yield and improve the quality of their crop’s primary and other byproducts while also promoting cassava for food and other uses,” OIC-RAFID Chief Sta. Elena, said. She added that this time around, the SOA program will target listeners from the 1st district, in the province of Bukidnon and the entire Misamis Oriental. Sta. Elena further said that in-between discussions and by the end of the program, weekly quizzes and a final assessment exam will be conducted to measure the farmers’ comprehension on the topics that will be discussed. To be officially part of the program’s masterlist of enrollees, interested participants may submit their names to the Municipal/City Agriculturist and Agricultural Technologists designated in your respective areas on or before July 7, 2013.
